And people there had been talking about the possibility that a gang member has lured this child into an alley and then killed him. And then of course we heard from police that that was their theory. They believed that a gang member has actually lured this child into an alley when the child was simply wanting to play basketball and then shot and killed this child. Again, from police here in chicago telling cnn that a man named corey morgan has been arrested on firstdegree murder charges involving the killing of tyshawn lee. It was clilike an executiona style killing. Why did the suspect shoot this little boy . Have the police determined that . Their theory has been from the get go that this individual had lured this child into an alley had some sort of altercation, some sort of problem whereith this childs father. So that is what they had been exploring. That is what they confirmed later. That indeed this was a gangrelated killing. But instead of the killing of a gang member, it was the child of a gang member. That is whats so disturbing to the people of this community and they were asking neighbors to come forward. I was there. There are homes all over and around this alley. And so they were calling for people to come forward and say what they saw. People there in that Community Carol told us. You know, someone saw something. They must come forward. But as you might imagine when it is a gangrelated activity people there were a little scared about coming forward and telling police what they knew. Rosa flores live from chicago this morning. The proposed meeting sure to be intense as putin slams the shoot down as the active betrayal amongst allies and says russia is ready to defend itself. It did not even come into our minds that we could have been struck by a party we consider our ally. We consider i turkey to be a friendly country. We did not expect such an action. And that is why that strike was unexpected. And now we realize it is possible, because a soldier has died, that we need to have a security for our air force. The Russian Foreign minister lavrov has said the travel regime between turkey and russia will now be canceled. So this is quite a big announcement that from now on turkish citizens will need a visa to travel to russia. Previously they didnt. If that is reciprocated it could have a big impact on turkish tourism because there were 3. 2 million russian tourists going on holiday there last year. If they knees vineed visas from is going to make an impact. Also that meeting you mentioned between erdogan in turkey and putin in paris at the summit next week, the kremlin now saying it is not planning to have that meeting despite a direct request made by the president to the kremlin shortly after the plane was shot down. Let him blow off the steam and take the long view. Hell isolate turkey. Let him do that for a short while and then we move forward. I wanted to know. So i took a Police Training course. What i found out, next. We saw in chicago this week, unrest in minneapolis. Over the Police Shooting of the black teena black suspect. 19 of African Americans say they have been treated unfairly by police based on their race. Thats compared to 17 of hispanics and 3 of white people. In that same pole, 84 of African Americans say anger over Police Treatment is a major reason for protest in several u. S. Cities. It got me thinking, what goes through the mind of a Police Officer during those tense situations . What kind of training do they get . And what makes them decide to shoot or not shoot . So i went to training myself. The scenario im about to show you was designed by former navy seal, and cnn analyst jonathan gilliam. There is not always a right answer for when to shoot and when to hold your fire. You should eliminate all the variables that you can. It is a decision that Law Enforcement officers are asked to make every day on the job. Oh that is heavy. Wow. Im being outfitted for a tactical Training Course where it is up to me to decide whether to use deadly force. Im also wearing a monitor thats measuring my heart rate. There is a lot of weights people are caring. Physical weight and mental weight they are carrying. In order to go to the use of deadly force rules, you have to practice these type of things. And this is what Law Enforcement practice in the academy and when they are on the street. The first is suicide by cop. Kirby is a retired special agent for the fbi. Officer is responded to the call of an emotionally disturbed person at his residences and who threatened to kill himself at his resident. My hands are already sweating. This is the stress the cop is feeling daily. Im ready. Do you see anything in his hands. Can we come sno. Okay. We can go. Do not come in. Theres nothing you can do. Theres nothing you can do. Im done, im ready to do. I suggest you leave or were all going to die. Why do you think your world is over. Why do you think my world is over . You talked to my wife. Why do you think . If he presents the threat to you u then you have the right to use deadly force not to protect your life but your partner or anybody else. Because if he shoots you both he can then go out and be a deadly imminent danger to the public. All right i want to wring in former navy seal and fbi special agent and my trainer jonathan gilliam. Thanks for taking me through that because i learned a lot frankly. I think you are a brave individual to go through that. The reality is we cover these daily and most people analyze it but they dont necessarily scott wanted me to send that to you as well. That he appreciate you going out of your way to do this. Hes awesome. Even in watching that my palms were sweating again. And it was a fake scenario. You could tell my by heart rate monitor that as the situation escalated my heart rate beat faster and faster and this wasnt even a real scenario. Because it becomes a situation where the whole situation is really dependent on the other person. Not you so much. The end outcome can depend on you once you see the threat. The reality is how it unfolds really is dependent on the behavior of the individual in which you are confronting. So lets talk about the behavior of sean. His behavior was not rational. But i kept trying to talk him into giving himself up. Because i wanted him i wanted i didnt want to shoot him. I just didnt. I knew he wass suicidal. I thought i could talk him out of it. Sometimes a Police Officer can do o that, right . However, the point where he pulls the weapon out, now what happens is he has presented an imminent threat of the weapon on that table in his reach. And hes telling you that somebody is going to die today. At that point the whole scenario changes. And your job as a Law Enforcement officer goes from saving his life potentially to saving your own and the other people around you. And is where these. It can become like a shootout at o. K. Corral situation. Exactly. And that is not your job. And your job is to eliminate an imminent threat of loss of life before it spreads to you, your f partner or the public around you. These are very hard decisions. And as you can see the two things you hit on here more than anything is that you didnt show up to kill sean. And at the end of it, because things are changing so rapidly and you have to go through the force continuum on the use of deadly force, you have to make those decisions quickly. And it appears a lot of the times that cops are making the wrong decision to the public but in reality they are facing that threat and they are making the decision that they are trained to make based on the reality of what is going on at that moment. And we should mention the reality is that most officers never that is not to say there arent bad cops and bad shootings. It is just we need to put everything in perspective. And if wed had have had another outcome for that we could have moved in and secured sean at that point. But when he presented the threat, our response to that threat had to change. And it had to go to use of deadly force. Which you see in this case what happens if you dont make that decision and you thank you so much. You got it. Assad, which is not put him in a very Good Alliance with mr. Erdogan because mr. Turkey is primarily against mr. Assads government. I think its interesting to hear some of the things mr. Putin has said in that press Conference Today with mr. Hollande. It looks like hes attempting to blame the United States for his aircraft flying over turkey and being shot down when he has not coordinated any of his aircraft maneuver. He is certainly dissing mr. Erdogan and all of his government approaching and calling him an ally when theres no indicators there was ever an alliance between russia and turkey. This is tape cal of mr. Putins reaction to crisis when they go against him. He attempts to double down, attempt to blame others and attempt to defend himself. So, president erdogan of turkey wants to talk facetoface with Vladimir Putin when theyre both in paris next week for this Climate Change conference. Russia is seemingly for assad staying in office but might russia be able to provide what people are working on behind the scenes . I think that is certainly the hope. There are many that are saying, you cant back this individual when he is mr. Assad, you cannot continue to back him when he is, in fact, a big contributor to the crisis were seeing across syria right now. And i think there are many people attempting to persuade mr. Putin to talk with his friends in iran, to have some type of powersharing agreement with mr. Assad. Truthfully, carol, i think the United States would certainly sign up for that if it would tamp down some of the crisis and perhaps bring some refuse geese back while allowing elements of the free syrian force to have some say in the powersharing agreement in the country in syria. Now, thats not going to affect isis. Isis is still going to exist. I think there could be the potential of common enemy of many if mr. Assad basically agrees to a power shsharing agreement. What is what is not known to you is whats in his hands, but you cant take the risk as a Law Enforcement officer that that guy is going to kill you because he can take your gun away and kill other people. You dont have to assume the risk as a Police Officer. Youre here because of the intelligence. The person not complying, that gives you on notice. And thats what one of the really difficult things to actually work with. Had we taken his knife away from him and he didnt have a knife in this scenario, you would still been justified in what you did. Wow. I want to bring in cnn legal analyst and criminal defense attorney, joey jackson. You know, it was tough for me to decide whether or not to do that kind of story because i but it is my job to bring perspective to things and thats what i tried to do. Im glad you did that because thats exactly doing that, brings perspective. One of the things they did as a former prosecutor in our training, we had to do ridealongs with the police in addition to going to a place called the fun house. A place where you wentwhere things would pop up, you had to decide to shoot, not shoot. As a prosecutor youre making charges against people and youre working closely with the police. Its important to have perspective. Theres a legal perspective and the more practical perspective. To this piece you decided to shoot.
