In decades. Here are the big takeaways of this historic deal. Its main goal preventing iran from developing Nuclear Weapons for at least ten years. It will also allow 24 7 inspections of irans known Nuclear Sites and those suspects of playing a role. In Exchange Iran will see the lifting of the International Sanctions that have crippled its economy. But not right away. The deal faces blistering scrutiny on capitol hill. Well talk live with Lindsey Graham. Hes here in the studio with me. First, lets break down the details for you. Nick robertson is in vienna where the deal has been struck. Lets begin with you, nick robertson. Good morning. Tell us more about this pact. Good morning, carol. Well one of the issues that secretary kerry is going to hope that sells this to skeptics is it was one of the hardest things to get agreed this was the access to the iran site bis the nuclear inspectors, the 24 7 monitoring involves the International AtomicEnergy Agency increasing the number of inspectors it has and allowing them to request access to any site they see fit in iran. And there are strict and protocols to follow that up. They will expect to be selling it on the fact theyve been able to reduce Irans Nuclear stockpiles from 98 from 12,000 kilograms of enriched uranium to just 300. This will be maintained for 15 years. The ability to snap back sanctions, this could begin within a 30day period if iran doesnt comply with what it signed up to here. These are going to be some of the strong selling points. Of course there is a huge amount of detail here. But it is perhaps that Inspection System, the robust Inspection System which is designed to give the greatest confidence that iran will be monitored very closely. Were also told that there will be monitoring from the uranium mines, through the uranium mills, all the way through the enrichment process. Iran cannot develop a completely covert path of Nuclear Enrichment to weapons grade material that could help it build a bomb further down the line. Thank you so much. The deal in broad terms has been years in the making. But the Obama Administration had just about two months to sell to a skeptical congress. That job is now underway. Reporter right. Thats already started. The president stood up before the world today to confidently state that this deal is going to do what its supposed to do. Listen. Because of this deal, the International Community will be able to verify that the Islamic Republican of iran will not develop a Nuclear Weapon. This deal meets every single one of the bottom lines that we established when we achieved a framework earlier this spring. Every pathway to a Nuclear Weapon is cut off. Reporter we also heard from the president something weve heard many times from the white house. This is not about trust. Know the u. S. Does not trust iran. But thats why there will be to many layers of verification. Not everybody trust this is deal. Were already hearing from a number of members of congress. Some are slamming it already, saying its going to embolden iran. We are hearing from democrats saying we want to look at this closely. The question many have is does it go far enough. It doesnt dismantle entirely Irans Nuclear capability. They want to use it for peaceful purposes they say, for Energy Research and development. And also what kind of access exactly will inspectors have . What about those military sites . That was a big sticking point. Iran for months was saying thats never going to happen. Inspectors arent going to be allowed there. Today nobodys really saying anything about that. That might be one of those areas where iran got what it wanted. But the u. S. Is saying over and over again that the monitoring is going to be throughout the Nuclear Supply chain. Inspectors will have access to any location they deem suspicious. The white house is emphasizing this does what they said it would do. Thank you so much. And while president obama is hailing the deal one key hurdle remains in washington and that would be congress. The president has a very clear message for lawmakers who might reject the proposal. I welcome a robust debate in congress on this issue and i welcome scrutiny of the details of this agreement. But i will remind congress that you dont make deals like this with your friend. We negotiated arms control agreements with the soviet union when that nation was committed to our destruction. And those agreements ultimately made us safer. I am confident that this deal will meet the National Security interests of the United States and our allies. So i will veto any legislation that prevents the successful implementation of this deal. Lets talk about that. Republican senator and president ial candidate Lindsey Graham is sheer. Here. Welcome, sir. Thank you. The president will veto any legislation that prevents the implementation of this deal. Your reaction . Get out your pen, because youre going to have to. The goal of dismantling their Nuclear Program through negotiations was the right goal. Weve eninsured they become a Nuclear Power. At the passage of time without behavior changes weve locked in an industrial strength Nuclear Program. By the passage of time they can have a Nuclear Program. They dont want a power flantplant. They want a bomb. Youre saying the opposite of what the president says. Totally. He also said in his speech earlier this morning that iran currently has a stockpile that could produce up to 10 Nuclear Weapons. Under this deal the president says, that stockpile would be reduced to a fraction of what would be required for one weapon. Isnt that a good thing . Hes locked in a Nuclear Program. The arabs now know that by the mere passage of time the iranians will become a Nuclear Nation. Israels chief antagonist in the world isnt it already a Nuclear Nation . It doesnt have the capability at this point to make a bomb because the sanctions will be crippling. Theyre going to get 18 billion with this deal. Theyre going to put the money in their war machine. This is the death sentence for the state of israel because youre ensuring the ie every arab nation is going to say we want a nuke of our own now. Its really difficult for most people to understand because it is so complicated. So the United States was negotiating with iran back in twooi 2005 walked away from those sanctionand the sanctions were put into place. At the time we walked away they had 164 centrifuges. Once we walked away they built 19,000 centrifuges. Doesnt that clearly show that sanctions did not stop iran from producing Nuclear Weapons. You put the arab world in a box. You have guaranteed that the iranians in a 15year period will have a Nuclear Program that will lead to a bomb. If i were president of the United States i would tell the iranians you could have a Peaceful Nuclear power program, but youre not going to have a large enrichment program. Weve given capability to one of our worst enemies to spread for terror. In every slice of political life in israel will say this is unacceptable to the israeli people because it creates a threat they cannot manage. I think that secretary kerry might say youve got to give something. You dont have to give the largest state sponsor of terrorism more money until they change their behavior. I would say to the iranians you dont deserve anymore money because youre wreaking hosk inging havoc across the region. You put every arab state at risk. You put israel at risk. You put our country at risk. Youre taking religious nazis and empowering this regime at a time when we should be neutering the reegime. The mideast is raging in terms of conflict now. You have taken it to a new level. Immaterial i want to end their Nuclear Ambitions without firing a shot. This is a bad deal. The worst possible outcome. You put israel at risk and you put us at risk. The only other thing i would add is we dont know all the specifics to this plan. And you yourself havent read anything right . Heres what i do know. They get money for not changing their behavior. They get 18 18 billion. We dont have eyes and ears on al qaeda in the Arabian Peninsula because of iran. Who in their right mind would allow them to have industrial sized Nuclear Power program that can expand over the mere passage of time given their behavior. If they would change their behavior i would require state certification theyre no longer a nuclear this is a change in the mideast theyve been fearing for all of my life. We have now set the mideast on a course that if we dont change course is going to lead to a Nuclear Armed mideast. The president says exactly the opposite. Mr. President , you want a robust debate youre going to get one. Youve been dangerously naive about the mideast, you and john kerry have. Youve allowed the region to go into flames. After nearly two years of intense negotiations world powers have reached a nuclear deal with iran. You just heard secretary of state john kerry praising the agreement. He says it moves the world one step away from conflict. Scathing words from Benjamin Netanyahu this morning. Hes set to speak in just about 15 minutes. Well bring it to you live when it happens. But hes already calling it a historic mistake for the world. Listen. Translator when youre ready to make a deal no matter what the cost this is the result. From the first reports that are arriving it is already possible to conclude this agreement is a historic mistake for the world. The continues defense minister echo that statement, saying this awards deceit terror and warmongering. Its beyond belief. Heres israels minister of education and a member of the security cabinet. This is a new dark and sin ter era for the world. In 20 years if a nuclear bomb explodes in london or new york we know we can trace it down to july 14th 2015. Israel always said that we will prevent iran from acquiring a Nuclear Weapon. And we will still do that. We stand behind these words. Were preparing for everything we need to do in order to defend oust ourselves. What does all of this mean for the israeli people . Im joined by the president of the national raniranian council. Youve spent a significant amount of time in iran. When in what capacity will the iranian people begin to feel the effects of the agreement . Of course it has to be approved by congress first. It has to be approved by congress and the Iranian Parliament. Were hearing that most probably the president of the country Hassan Rouhani is going to meet later about the outline of all of this. He is the one who in effect is going to have to sign off on all of this. The iranians say they want sanctions relief as fast as possible. A lot of them say they have been suffering a lot over the past couple of years. I was in a factory that made auto parts a couple of weeks ago they said some of their machines were from the soviet union, so about 30 years old. There is a core of hard liners that has wanted to remain very tough visavis not only the u. S. But western powers in general. Something interesting happened today when the agreement was announced, president obamas speech was carried live on Iranian State tv. That certainly isnt something that happens very often also the iranian president waited for barack obama to finish his speech before gipbeginning his. There is some belief that the two countries are coming together but of course its very fragile. Hard liners say they also still see america as their enemy no matter what came out of these neg negotiations. What is the reaction among the iranian people to this deal . Its overwhelmingly positive. People want the sense of normalcy. They want to be able to travel and not be viewed by others as a rogue nation. The Iranian Society is one of the most moderate societies in the muslim middle east. It is in stark contrast with the government. They more than others will be benefitting from the fact they will now be able to have a more open ability to have contact with the outside world. And one of the big concerns and i heard this from senator Lindsey Graham if this deal is approved by congress and the Iranian Parliament these Bank Accounts that have hundreds of millions of dollars in iranian money in them that have been frozen the money will be released and iran will use that money to carry out some other kind of terror activities. Well the iranians have said they want this money unfrozen. And they also obviously are Major Players in many conflicts around the region no doubt about it. If you look at syria and iraq, certainly very difficult to say that in all of these conflicts they necessarily play a negative role. The Iraqi Government did ask the iranians for their help at least in that conflict. There is no telling whether or not the iranians are going to become even more players in all of this. But i think the major thing thats going to happen is that many of irans companies are going to get fresh capital. Its one thing to have these assets unfrozen. Its another thing to be able to make Electronic Payments in iran. You cant pay by credit card there or do International Banking transactions. Those are going to help iranian businesses. The World Community is going to have to wait and see what exactly will happen. Its going to be interesting to see with the arms embargo being lifted after five years what that is going to mean for the region as well. What do you see in the future . One of the reasons why we should be somewhat optimistic about this is the fact that the iranian incentive structure is going to change now. The cost of engaging activities that we would view as problematic are actually going to be much higher now because the iranians will have something to lose. Prior to this deal when iranians were under complete sanctions, they had very little political and economic integration with the region or beyond. They had little to lose from objecting to these policies by creating additional problems. Now when the middle class will be able to enjoy the ability to have trade and interaction with the outside world, if the government were to go back to policies that would be problem problematic and the middle class would lose that access, i think theyd rise up and push back. Interesting. Thanks to you both. I appreciate it. President obama insisting a longterm deal with iran makes the world a safer place. This deal demonstrates that american diplomacy can bring about real and meaningful change change that makes our country and the world safer and more secure today, because america negotiated from a position of strength and principle, we have stopped the spread of Nuclear Weapons in this region. Because of this deal the International Community will be able to verify that the Islamic Republican republic of iran will not develop a Nuclear Weapon. So what exactly the are the Global Implications of this agreement . There are other countries involved in this deal like britain, germany, france china and russia. Thats right. The p five plus 15 1 as its known. Its a pretty remarkable thing considering the disputes the u. S. Has now with those countries. Thats one thing critics will say as well about this deal listen youve got this remarkable coalition of countries together to put pressure on iran to hold back its Nuclear Program, and now you are overtime dismantling that sanctions regime. Thats one of the key criticisms from the critics of course. The president s response is you count have kept that Team Together indefinitely. Its the president s view theyre getting the best deal they can now and putting the best restrictions now on that Nuclear Program. What message does that send to those other countries . Some of those countries are strong allies. It is yeah. And thats something youll hear from the administration. Listen youll undermine not only this president but the presidency if Congress Wont give the president the ability to negotiate treaties with other countries. If you look at the vote counting on the hill it would seem to be a heavy lift to get a vitoeet vetoproof majority. It seems like nancy pelosi will get enough votes in the house to get this passed. Even democrats they are reserving judgment until they see the details of this agreement. Thats another issue. And ive seen this before at the various stages of the negotiation. Youll often have the two sides come out and describe two different deals. Iranians are saying hey, sanctions are going to disappear on day one. The president and secretary kerry saying no those are conditional, it will happen over time. You listen to both sides now and it kind of sounds like two different agreements. Lets center on reality for a little bit longer. Senator Lindsey Graham says this deal is the most dangerous thing that could ever happen in the middle east. And he talked about it in apocalyptic terms. The president of the United States certainly did not do that. Whats the truth . Listen both of them have an ax to grind. Senator graham as well. But the criticism is you have to give them the right to criticize. Is it apocalyptic . Hard to make that case. It essentially comes down to what you believe. Do you believe its better thofo have this sanctions regime for these countries around the world if it lasts with the possibility of military action if that falls apart for iran pushes forward . And that would not destroy the program forever. It would set it back a few years. Plus you have the prospect of war in the middle east. On the other side you have listen we will do our best to verify this. Iran may cheat again. But this is the best deal we could get. We have the most inspections weve ever had. Youre balancing the prospect possibly of war, trying to keep this international Team Together which is difficult, against what the administration will say is the best deal we can get in the near term. Both have their dangers. Both have their consequences. Its hard to judge. What both side will grant is that neither option is perfect. The question is what are you most comfortable with at home. If you look at the polls, most americans support the deal rather than the prospect of no deal. Thats the thing. Over time that could change quickly. If iran cheats again and theres precedent for that. The International Community made a deal with north korea. And north korea, as we know, cheated. The russian president Vladimir Putin says he welcomes the Iran Nuclear Deal saying it could, quote actually he said to sign it the world will heave a sigh of relief. The deal includes an easing of sanctions on iran an advantage to russia which is eager to sell arms to iran. The lifting of the arms embargo of course a major bone of contention. Barbara star joins me with more on that angle to the story. The arms business multibillion dollar weapons trade that both iran and russia are very serious about getting more involved in. The agreement talks about lifting the ban on arms trade, conventional arms trade in five years, Ballistic Missile trade in eight years. General Martin Dempsey already saying this has been a red line for him. Hes very concerned about these weapons bans being lifted. Hes talked about maintaining the immediate for military option for any president of the United States if it comes to it. Why is russia so interested . Russia is already saying it will sell an advanced air Defense System to iran a system that could protect iranian air space even from stealth aircraft coming in conducting that potential future military strike. So russia certainly wants to get those arms deals going with the iranians. A lot of concern about irans bill lis tick muffle program. This is an Ongoing Program that iran has, largely untouched in recent years. Theyve been working on a program for intercontinental Ballistic Missiles. You see all of this arms trade still going on iran still exporting arms to groups like hamas and hezbollah, a big concern to israel. We are likely to hear about that from Benjamin Netanyahu and also iran has a very i liselicit arms relationship with north korea. Under the table here still quite a bit of conventional arms trades going on. Whether this agreement goes into effect or not, a lot of it not likely to be slowed down. Irans access to arms one of the concerns of senator Lindsey Graham. His rival for the president ial nomination mike huk kackabee scott walker calls it one of americas worst diplomatic failures. And Rick Santorum tells cnn this. Ran yans came to the negotiating table if you will in a very weakened state. And they are going to leave with hundreds of billions of dollars, the ability to project terror. Weve legitimized them. Here to talk about this director of the university of Virginia Center for politics. And ron brownstien. All of the republicans so far, at least the ones running for president , have talked about this deal in apocalyptic terms. Scott walker calling it one of americas worst diplomatic failures. They havent even read the deal yet. Carol, they dont have to read the deal. They know what the reason base already thinks about this. And they think theyve got a great issue to use in the campaign of 2016. You will see all of the republican president ial candidates denounce this most of the them in the kind of strident terms that senator lindsay gram used. Whatever the facts are of this treaty in terms of the political race the lines are very very clear. The democrats, the senior democrats, Hillary Clinton and bernie sanders, who are leading the race will be very much in favor of it. And the republicans will be strongly against. And this will be debated hotly all the way to election day in fall of 2016. Lets talk about Hillary Clinton. She hasnt issued a statement just yet. And the last goround when she was running against president obama in the primary, she wasnt eager for president obama or candidate obama then to sit down and talk with our enemies. And that would namely be iran. Right. And on Foreign Policy in her book, i mean, where she differs from obama, she tried to be more tough of hawkr hawkish. Generally, agree with larry. We are heading toward what might be called a repeal election if you think about the Iranian Nuclear deal at the top of the list also obamacare, the immigration executive action at home the climate agenda. You have candidates who will be running on repealing across the board a wide swath of obamas second term. I think the big challenge will be, as the president cited, what is the alternative. The president s biggest asset in this debate may not be the strength of this deal but the weakness of the alternatives. Particularly if the rest of the world is willing to accept it can you plausibly argue that you can maintain crippling sanctions if the u. S. Is alone in rejecting. The questions about the alternatives to the deal could also be tough for those criticizing the deal. I havent really heard any alternatives. If youre running for president on either side, sometimes you dont need to present an alternative you just have to talk real stridently as you said against other side. For the nominating process thats true. For the Republican Base that will pick one candidate to be the standard bearer in fall of 2016 all it takes as to say, as Governor Scott walker said yesterday, when he announced, on day one im going to tear up this deal. In fact, thats not even possible. It would take a lot longer than that. And ron just pointed out, china and russia and france and germany and Great Britain signed onto this deal. And they arent going to tear up the deal simply because a president decides to do it for the United States. So the sanctions would no longer work. On the campaign trail, simple answers and slogans almost always work. But more thoughtful voters will as ron has said, demand an alternative alternative. Whats your alternative . Thats where potentially the republicans could get into trouble. So ron, there are thoughtful voters out there who will want that right . Thats my hope and wish. No. Look the initial polling has been that most americans say they are willing to accept the deal but with a great deal of uncertainty. Theres an important threshold question which i thought the president alluded to in his statement, which is do you want to make a deal at all with a ve regime like iran . The president kind of analogyized to the soviet union era. You have a line of arguments saying unless the regime changes its fundamental character, we should not do this. Lindsayey graham said unless they are willing to certify they are no longer a state sponsor of terrorism, we should make no deal that alleviates the sanctions. Can you make an agreement with a regime that you oppose in many other ways . There is precedent certainly in the cold war era for doing exactly that. There are real concerns here. And im actually kind of glad theyre going to hash it out in congress and at least talk about it even in a strident way. Thanks so both of ss to both of you. That means gas prices for you back down to maybe 2 a gallon with a great story coming up on cnn money this morning outlining what its going to mean for gas prices. Today gas prices are 2. 78. A year ago they were 3. 61. It could take some time before theyre fully up and running. They have a bunch of oil sitting in storage ready to sell legally. Can i throw you a curveball . Sure. Russia oil, iran. What does it mean for russia . Its so interesting. Look as you drive down the price of oil, its bad for the Oil Producers. When you look at the Oil Producers around the world, the more oil thats out there, the more prices go down and hurts their own budgets and puts more pressure on them. Which is interesting because russia has been aligned with iran on political issues. But the irony is it could drive down prices and hurt russia. Maybe thats why russia wants to sell these arms that it will have the ability to sell to iran. And china too. They both see a very big market there for iran for their own very expensive hightech equipment.
