The investigation into the death of freddy gray grows more perplexing and potentially more explosive as well and at anytime the official autopsy results could be handed over to the prosecutors, and its likely to detail the fatal spinal injury that he may have suv suffered in the police van police custody. And cnns washington affiliate wjla cites multiple Law Enforcement sources on that report and Baltimore Police fuel more public anger and suspicion as well with a new development announced that police van, it made an additional stop that had not been revealed to them at first. And it only came to light after a citizen handed over Surveillance Video of the mystery stop. That Surveillance Video from the corner where it happened. Cnn justice reporter evan perez, following the investigation, and he joins me now live. Evan lets talk about that report the wjla report suggesting the medical examiners information suggests that the injury to freddy gray at least one of them matches up with a bolt that was found inside that transport van. Thats right, and we dont know how that injury was sustained, but according to this report the medical examiner has told police that they believe that the fatal injury was sustained in that van, perhaps matching the injury at the top of his head matching the bolt that is in the back of this van, and again, this doesnt explain whether or not this was sustained during the rough ride or whether it was something he inflicted or he was thrashing about. We did mention the autopsy is going to be going to the state Attorneys Office as soon as today, and they are still wrapping up a few details and that could happen today or in the next couple of days. Today the Justice Department is announcing they are going to fund 20 million for body cameras for Police Officers around the country, and thats an important move because one of the things that is missing in this case is a complete picture of exactly what happened to freddy gray. Were standing in west baltimore in the corner of fremont and mosior street and its a stop the police did not include in their earlier timeline, and this was the second stop they made as they were taking freddy gray to jail, and this surveillance was turned over to the police only a few days ago, and the story looted subsequent to that. I want to tell you about Something Else that happened in baltimore. If you were watching the news last night you saw the most of the protests were peaceful in this city anyway and there was an odd confrontation, a man was menacing the police line and then this happened. Take a look. Okay. Whoa, whoa, whoa. Didnt take long before he was insrelupped into the police line and you could hear the police screaming move back move back, and he did not, and that was the result. But most of these protests again, peaceful in baltimore and the Police Presence clear and present. And the cvs pharmacy it was looted, and now something so strange, four or five days later, police found a body that was outside of the cvs is some kind of a vehicle, and at this point its not known if that is at all connected to what happened on those streets on monday or the subsequent days with regard to the rioting. I want to talk more with bill henry who joins me live on this location. I am sure you are used to coming to the location without the presence of the police and National Guard and these incredible vehicles behind us as well, and i saw all of these humvees humvees, and this is your office so to speak, and now this is your reality. I want to talk about this report from wjla and the fact that it appears, the medical examiners show one of the injuries matches up with a bolt inside the police van, and how are you digesting that this morning . First of all, thank you for bringing me here. Thank you for coming. I think the difficulty is going to try and explain to the people of baltimore that in a court of law there is going to be a huge gap between knowing how he died and proving that somebody was responsible for that. Thats going to be the difficult part. Its not like television. Csi can solve crimes and put people away in an hour, and it can take months and years, and sometimes it doesnt happen and theres a huge mountain to try and summit, and how do you get that message to angry people. I am going to Say Something that i hope is not too provocative. A lot of the up risings over the last few days is happening because of years of that not happening. Freddy gray the latest example in baltimore of a death that left behind questions that were never answered. In each of those cases, a segment of the community went away from that without the closure they needed and with the deep down belief that somebody did something wrong and wasnt punished for it. And over the years, that grows that permeates the community, and you get to the point where, you know you have things like monday night where people just they are mad as hell and are not going to take it anymore. You are a massive ahead of you and a years long job, and you have a weekend, you have tonight, and you have the freddy gray symptom and its a massive problem, and the freddy grayish in these streets and these people they need to be solved. There are people terrified of losing their businesses and being looted or hurt or something worse. I have a great tool in the tool kit for that and that is Baltimore City and its community members, most of them dont want this city to fall apart. Tuesday in the wake of the riots and the smash and grabs on monday Night Community members up in my district they came together to do a peace walk along our major commercial corridor because they had been told by the police that there were areas targeted for more rioting during that day. Do you think they can do the job, though . Will that stave off a repeat of monday night . There is no way the police alone, and even with the National Guard and extra troops from how many other subdivisions and jurisdictions, and we are not going to police our way out of where we are. We need to have the Community Involved and the Community Needs to know that we are going to be looking for longterm solutions to this. It was really nice to hear the Justice Department is going to give money for body cameras, and thats great. It was really nice to hear Governor Hogan talk about the exact that he is going to sign a bill and thats going to increase the amount of suits for the brutality cases, and for freddy gray the big story in baltimore was would the governor restore the funding to the schools, and he sent us armed troops and we still have not gotten money you have to work it out and i have driven through your communities, and its shameful and houses without roofs and buildings falling down and maybe not every second but sometimes every single house boarded up. Its a disaster. Yeah and there are neighborhoods in the city that did not recover fully from the 68 riots. They are decaying and rotting and festering. That would require a readjustment of how we spend our resources. Get in there and start yelling, and if you dont spend the money there, you will spend it here. This is the thing, for 25 years, for 25 years, the people of baltimore, and i am not saying its just the elected officials. Our officials respond to what people say. People have been saying speaking of that people are saying we need more police but we need more investment at the front end in jobs homes, kids after School Programs and youth development. If we pay at the front end to give our kids meaningful things to do we wont have to pay on the back end to arrest them. Good luck with that. Its the argument that needs to be made and won, but you have a bigger problem on your hands today, tomorrow and in the coming weeks just solving this and i wish you the best of luck because this is tragic for everybody to witness. I mentioned at the top of the program that the protests were pretty quiet in terms of just not a lot of violence and arrests, but they were not just in baltimore, and they have been all over the place, and you probably saw philly and cincinnati on the news last night, and things getting agitated in those cities, and thats not the only place, either. Police sort of fending off a group of protesters pushing to get on to i95 and they were not going to let that happen and ultimately the corridor was opened up and they did get by and it was getting tense for a while there. I asked the counselmen this problem is still among us. And we look at what we can expect across the country and over the weekend. Social media is blowing up with phillyisbaltimore because Police Brutality is happening in other cities and thats why we are seeing the demonstrations across the country. I want to take you to philadelphia first, because the demonstrations started off peacefully, and there was a tussle between protesters and Police Tension started to grow and then it exploded when demonstrators tried to get on i95 and the police were saying no way, not going to happen. We are not going to let you get on the interstate because thats not safe. That led to police clustering and trying to stop demonstrators, and demonstrators putting their hands up in the air and starting to chant, and at the end of the day, two people were arrested there. And this is not stopping. There are more protests scheduled today. Look at the map because we have it mapped out for you, from oakland to chicago and new york city there are more protests scheduled today, and the number of demonstrators is actually increasing today, and theres a reason because its also International Workers day, and so all the organizations for immigration and workers rights that were scheduled to have demonstrations today are broadening their mission, and they are saying we are going to add black lives matter to our Mission Today so we can help that effort as well. When your police were assertive, there was one year 2005 when there was Something Like 100,000 arrests in a city of 600,000 people, and that seems like a lot of arrests. Yeah, and a lot of them were the same people again and again and again. We put mechanisms in place so that we could spare as many people from having a blemish on their record if it was a onetime event. We reduced violent crime, and the three cities in america that reduced crime were three you never would have guessed, New York Los Angeles and the city of baltimore. So again, if you have been watching the news you have been probably seeing that baltimore is not the only place with people marching in the streets. There are cities all over america where marchers have come out to protest what they see as Police Brutality. The pictures on your screen last night, hundreds rallying downtown and calling for an end to what they see as a significant problem. I want to talk about this with cincinnatis chief of Police Jeffrey Blackwell that joins me live right now. Thank you for taking the time to come out and talk this morning. I want to get your impressions first and foremost and not the issue of one or two nights of people marching in the streets, but the bigger issue of what baltimore may be facing and other cities across the nation may be facing in terms of the issue that people feeling the police are too heavy handed. Your impression sir . I agree with you, and good morning. I think the nation is speaking very loudly to us in this profession about the need for us to change our strategic and operational guidelines, and how we operate in our cities and towns. We have to listen to what people are saying and we have to effect the change by being adaptable to the changing policing environment. Its not going to be easy, but it has to be done. Its been about 15 years as we do the math since the riots in your city, and a young man Timothy Thomas unarmed and black and shot by police and what has changed as to what is happening in cincinnati and if there are any lessons people in baltimore can take from what you have been through . Absolutely. Commissioner batts is a good friend, and we will have discussions and i want to help him any way i can. Cincinnati was there in 2001 and from that a khrabcollaborative agreement was drawn up and it expired in 2007, and we still live that way eight years after the expiration. Let me say, if cities are waiting on the doj to come in and tell them what they need to do they are behind the curve. They are saying they want to see transparency and constitutional policing. We do that here and we are engaged and we walk our talk, and we are not perfect. We try our best to remind our officers every day to treat people with dignity and respect, and not be so concerned with the enforcement part of the job that we forget the engagement part the need to collaborate with our citizens. 95 of whom are good and honest hardworking people. A lot of police would say they need to be treated with respect as well, and they have a horrible job and are put in danger every day, and they face a lot of adversity on the streets as well and i am sure leads to angst. In ferguson they wanted a change at the top. They wanted to see the police chief out of a job, and they wanted the mayor out of a job, and they called for that nightly. I am not hearing that here and i am not sure if it has to do with race or not, and i am not sure how much of this has to do with race, and how much of it has to do with policing, and i am sure you noel this community has an extraordinary representation of black leaders and its representation, and the mayor and the police chief and half of the police force, and the list goes on in terms of city leaders, but why isnt anybody calling for their heads at this point . I am not sure why nobody in baltimore is calling for their heads, but i agree with you wholeheartedly and this is not about race, and its about operational platforms and leadership in your cities and what you expect your Police Officers to do and how you expect them to do it. It charts with the chief and has to be pushed to the street level, so your cops in your city are treating People Fairly and that also they dont have a strategic platform of enforcement. We cant arrest them out of crime, and crime rates are down across the country, and yet we still have the protests growing every single day. So i think from the dialogue we need to take away that its not necessarily about lowering crime rates. We cant hang our hat simply on the succession of lowering crime in our communities, but we have to hang our hat of building authentic relationships that are sustainable with our community so we can infuse if you will guardianship and anchorship in our communities to keep crime down and to keep the relationship between cops and community a healthy one. On monday night you probably saw the riots in baltimore, but you might not have seen the people who lost their livelihoods, the stores that were looted and a man from korea was beaten terribly by the looters, and he doesnt speak english so it was kind of him to go into his store with a friend of his that will translate for you. I wanted you to meet the owner of the store, and i want to take you from the moment he could hear his alarms were going off and he responded to his store to find the worse scenario. Have a look. What happened when he got a phone call that his store was being looted . He drove down to the store and noted that there were a lot of people looting the store, and what he did at that point was stand across the street and watch helplessly and there was not much he could do at that point. But he was terribly injured . Yeah he was. And he came back the next morning to try and salvage his business and lock up and assess the damage and when he came back in he found two people with mats inside the store, and going through all of the mess. Yeah. When they saw him they assaulted him and ran off. What did they do to him . I believe they punched him. Mr. Park are you okay . Is your eye okay . Yeah. Yeah . Will you go to a doctor . No not yet. Not yet . Maybe after . Yeah. Later. And all of this was done that night and the next morning, charlie . Thats right. Thats correct. Did he salvage anything . There is nothing left. I cant imagine how many investigative reports need to be inside of it and how many witnesses need to be asked what they saw and know and how many alternative witnesses need to talk about the first witnesses and how incredible they are. Can you somehow put into perspective for me the paperwork that this state attorney is going to have to go through . Its extraordinary, because one of the things that she is very well aware of is that the eyes of the United States are upon her, and the situation is not calming down as all. And its going to be her job to decide whether or not she is going to be bringing charges, and what she is going to do is going through mounds and mounds and mounds of transcripts of interviews and there will not be one autopsy report but several autopsy reports, and lets say for argument sake that the reports that we are hearing, the fatal injury happened inside the van and there are injuries on the body that substantiate that she is going to have to have absolute certainty if she is not bringing charges. She already said she is seeking justice and is talking about the fact that there is a trust issue, so there is a ton of pressure on her shoulders right now, and its her call. We have seen this happen in ferguson and in new york with the eric gardener case, and she has to decide if she has a case on her hands that she can prove, and if she does will she seek an indictment. If there are multiple people that fingers are pointing out, and they blame each other so you can reflect reasonable doubt for your own case and that is more paperwork. Thats the literal size of the paperwork and the size of the file but how big is to file figuratively speaking . The weight of the world seems to be on this womans desk right now, three months into the job. Is she really going to go straight for the facts only no mat kwraur what the people think or want . She is elected to make the judgment calls. She is damned if she does and damned if she doesnt. She needs to follow the trail of evidence and the facts in the case, and as a black woman and a woman that has a lot of Law Enforcement in her family and as a woman that was elected by a very very Strong Majority and presumably has the Public Confidence and if the evidence leads to a case in a situation where there is no criminal charges, she is going to have to stand tall and have that evidence beside her and point it out to this public so i think its easier if the evidence takes her towards charging its much more difficult if doing the right thing means saying hey, look we dont have a case here and there will be civil cases for sure in this instance but a criminal one, it will be interesting to see what happens. What do you know chris . Reporter what we know today is that David Wildstein, who was a top ally of governor Chris Christie at the Port Authority will plead guilty to charges stemming from the bridge gate incident in 2013. If you remember he was alleged to have closed some of the traffic lanes going on to the gorge Washington Bridge in what was alleged to be political payback for the mayor there. We are not sure what charges he will plead guilty to and he is the top ally to christie at the Port Authority, and he was considered the governors eyes and ears and he was introduced as a good friend to the governor when he got a job there. The other things we are expecting today on the bridge gate scandal is other top christie staffers may be indicted today, christine. There is a deputy chief of staff named bridget kelly, and she wrote a email and another man, christies campaign manager, very close to christie and we are watching for news of him, too. Wildstein goes into the court here at about 11 00, and we will find out more then, and the u. S. Attorney will have a press conference at 1 00 where he will answer questions about his investigation, and we should get more answers about was christie involved and what were the motivations of the staffers and what happened here. Christie it should be noted, he has said he did not know about the lane closures and he was not close to David Wildstein and did not consider him a friend and we will see how it plays out and christie speaking today at a political event in virginia, and we will have more news as it unwinds today. Thank you so much for that. A judge has reduced sentences for three atlanta educators convicted in the citys big cheating scandal. Last month the judge sentenced them to seven years in prison, and 13 years probation, and 25,000 in fines, and a judge reduced that thursday to three years in prison and seven years probation and 10,000 in fines. Plus 2,000 hours of community service. Tulsa county Sheriffs Office made changes to its reserve deputy program, this after reserve Deputy Robert bates shot and killed a suspect during a sting last month. He said he meant to use his taser. The office says deputies can no longer patrol alone, and its limited the duties of the deputies while it audits the Training Records of 126 of them and the allegations is that bates did not have required training. And an officer broke down on the stand at the holmes trial holmes stormed a crowded theater killing 12 people and injuring more than 70 in 2013 and he could get the Death Penalty if convicted. As i examine here i quickly realize she has no movement or sensation in her legs. Then things get worse. Minutes into our flight now, she stops breathing. We can no longer detect a pulse. Either in her wrist or her neck. I check her pupils and try desperately to rouse her as we blast over countryside. There are no iv fluids on this helicopter. No defibrillator. Not even a first aid kit and this young woman is going into cardiac arrest. Its aggressive but i just delivered a cardiac thump. A quick, strong hit to the chest in a lastditch effort to get her heart back into action. She came back and for a moment everything calms down. I slowly try and rehydrate her the Old Fashioned way. Its a scene playing out every hour of every day. Look at the small space this helicopter had to land on top of this hill. Hardly any room to spare. They are taking off these badly needed supplies as quickly as they can because theres a woman on that helicopter who nearly went into cardiac arrest. They have to get her back as quickly as possible. Here come the patients one by one. Im handed a precious little baby to fly back whose mother is too weak to hold her. The iv bag tied to the ceiling using a disposal facemask. Anything to just make it work. Just a single moment to celebrate the lives on this chopper. We touch down again and this time there are stretchers medicines, fluids and prayers.
