Warships join the other nations off the coast in a rapidly escalating situation. The Obama Administration deploying an Aircraft Carrier and guided missile destroyer in yemeni waters to join nine other american ships in the region in a strong signal to iran. All prepared to intercept iranian vessels if they proceed into yemeni waters where countries like saudi arabia egypt and other partner nations have a presence. The u. S. Fearing the iranian ships may be carrying arms for Houthi Rebels fighting u. S. Allies in yemen. The heightened military response comes at a sensitive time in u. S. iran relations with delicate Nuclear Negotiations set to resume wednesday and as irans foreign minister is calling for a diplomatic solution in yemen in a New York Times oped. Its iran ike for him to call for a diplomatic resolution to that situation while at the same time his country continues to supply arms to parties of that dispute. All this less than a week after the United NationsSecurity Council met. Yemen continuing to descend into chaos. The scale of destruction widening as saudi led air strikes on a houthi weapons depot tore through the capital of sanaa and explosions killed dozens of people and wounded nearly 300 flattening homes, gutting buildings and sending plumes of thick smoke hundreds of feet in the air. A humanitarian crisis at the epicenter of the raging conflict. Thousands fleeing the country as seen in this exclusive cnn video. Obviously the iranians not taking the show of force very well. Take a listen to the head of the commander of the iranian navy speaking to cnn. Translator we dont let anyone give us warnings and threats because were working to International Law and regulations and we work for the security of our country and other countries. I think in addition to trying to keep the waters off yemen calm is also with the show of force to reassure gulf allies the u. S. Will have their back when it comes to iran and the region. Very concerned about this nuclear deal and will give iran a green light for iran to flex its muscle and cause more instability. U. S. Is saying dont worry, were negotiating with iran but were not taking the eye off the ball in relation to the other behavior including in yemen. Leaseelise labott reporting live for us this morning. Some say the latest tension is a symptom of failed policies. Clearly the white house is in a tough position. Lets go back to the white house and michelle kosinski. Tell us more. Its disturbing to see this happening while the u. S. And allies are trying to negotiate this nuclear deal with iran. The white house hasnt really wanted to say that much about it on details about moving ships to that area. They referred us generally to the department of defense. This morning they put out a pretty long statement from the president S National Security team and in part saying we have no comment on specific reports of iranian activities we long made clear our concern about iranian support to the houthies including weapons. The International Community came together and imposed an arms im imbargo imbargo. Any effort by iran to provide weapons to the houthies would violate the Security Council resolution but also the long standing u. N. Security council weapons related sanctions on iran. This statement goes on to say theres also this National Interest in maintaining free commerce and free navigation in that area and that iran potentially supplying more weapons to the houthies could endanger that. Ending by saying that escalation takes us in the wrong direction as we have said before theres no military solution to the yemeni crisis. Of course some could say isnt our positioning of more ships there an escalation or hasnt that escalation already happened to make us be at the point where we are now. The white house has made it clear they say that there is evidence and there has been evidence that iran is supplying weapons to the houthies and they say that right there is the danger and that is the escalation carol. In baltimore, new protests planned today in the case of freddie gray as Police Investigate how gray died following injuries suffered in police custody. Autopsy reports show he had severe spinal cord injuries. Six officers have now been suspended and were expecting to learn more about them today. Cnns Miguel Marquez has more. Reporter witnesses say from the very beginning freddie gray asked for medical attention. They flipped him over and they put both knees on his back and held him there until the cruiser came to pick him up. He was hollering that handcuffs was too tight. Handcuffs too tight i got to have them. Reporter Baltimore Police said six officers are suspended with pay after 25yearold freddie gray fell into a coma and never recovered dying sunday seven days after being arrested by police. There was no physical Bodily Injury that we saw nor was it evident in the autopsy of mr. Gray. None of his limbs were broken. He did suffer a very tragic injury to his spinal cord which resulted in his death. Reporter cell phone video captured by a witness just after his arrest shows grays limp body being carried by police as he shouts in pain. Witnesses say what happened before the cell phone started recording amounted to abuse. His family lawyer says his spine was nearly severed. The officer walked straight to him. Hit him in the mouth. Slammed him on the head. Put the cuffs on him. Reporter police disagree saying gray was arrested without force or incident. He has a history of prior drug arrests and lived in one of west baltimores toughest neighborhoods. The family lawyer say gray got coffee that sunday morning. Saw Police Officers he feared and ran. As soon as he saw our police he took off running zigzagging through the alleyways there across this green patch here and then across this street and down this little alleyway here. Police say it took all of two minutes from when they first saw him to the time they arrested him which is hard to believe because its several blocks away. The gray family lawyer contests Information Police have so far put out saying its critical to know when freddie gray was seriously injured and how long it took to actually get him help. This where witnesses say he was first taken by police. Other witnesses told his attorney he was dragged then about 20 feet up the sidewalk here. This is the bruce Court Housing project. The part where you see the video, thats where this was taken here. Reporter one of many Police Surveillance cameras on this block. Baltimore police say only one picked up a tiny bit of the incident and it didnt show any of their officers doing anything wrong. The Baltimore Police initially said gray was arresteded for carrying a knife. Today baltimores mayor went out of her way to make clear that carrying a knife is not grounds for arrest. Miguel marquez, cnn, baltimore, maryland. So why is it so hard to figure out how a mans spine was nearly severed . Shouldnt it be obvious. Lets talk about that with a former navy s. E. A. L. And police officer. He also worked for the fbi. Thank you so much for being here. Good to be here. The mayor said something must have happened inside that police van. Im just wondering initially mr. Gray was handcuffed and he was thrown into the back of that police paddywagon and they were going to take him to the station. Are there Police Officers in the back with them . Doesnt it usually work where the Police Officers are in the cab and the prisoner is in the back . I dont know if theres any set federal standard for the way that Law Enforcement has to treat somebody when theyre in the back of the van as far as putting another officer in there. That goes department to department in how their standards are and how they work it. I dont know if there was somebody back there. It appears there was not. At some point they hear mr. Gray in the back causing a ruckus and they put leg irons on him and i assume they put him back inside the van. At that point wouldnt they notice there was something terribly wrong if he suffered a spinal cord injury earlier . It seems as though you know, the point where we see here where he was being picked up and carried to the van, he already was having some issues of spinal cord injury you think so . The way his leg im no doctor. If somebody is complaining they have certain pain and cant move their legs i would take it seriously. I dont know if thats a typical thing for criminals its like hes standing on one leg. But we talked earlier about him saying i have asthma. I have asthma. Police ignored that. You say thats expected because its often prisoners will say they have a malty whenn issue when they dont. We see a lack of training and standards being set and then either enforced or followed. If you dont tell an officer this is the way you will react, then an officer has to interpret how hes going to react, he or she, when that interpretation is left up to the officer, you may have injuries. Thats a problem that we see beyond brutality. I dont think this necessarily from what i saw here was brutality. What i see is a lack of standards telling them when somebody says they have a certain injury that you have to treat it a certain way. Lets examine more of what youre saying. The suspect ran away and Police Chased him. Tackled him to the ground and cuffed him. What should they have done at that point . Should they left him lying there until they figured out whether he had asthma or not . Again, this happened so much on a daily basis and some of these arrests and cops face this on a daily basis but you have to be able to take it seriously and look at it and a lot of times when somebody is screaming i have asthma the fact that theyre screaming i have asthma tells you that theyre okay. He wasnt saying just that i have asthma. His legs werent moving properly. Had he taken a fall there was something unusual that i saw there and perhaps the officers on the scene didnt see that. I think standards need to be set where they react a certain way when medical things are involved. If someone says they have asthma the department should have certain standards that they ask questions. They monitor to see if its a certain thing thats happening and then they respond to that in a standard fashion. If you dont have the standards, you cant measure the appropriate behavior of Law Enforcement officers. Six officers have now been suspended. Looks like lawmakers are one step closer to confirming attorney general nominee Loretta Lynch. Athena jones tracking the situation from capitol hill. Reporter as weve been talking about for several weeks now, the Human Trafficking bill has to be dealt with by the senate before moving to a confirmation vote. Those were perimeters laid out by mitch mcconnell. After several attempts to move forward on this bill finally there is a bipartisan agreement that was Just Announced on the senate floor and there are senators right now talking it up. This deal would basically get rid of or it would remove a major problem that democrats had with the language in this bill which restricted the use of the funds for victims that kept them from using that to pay for abortions. This deal would remove the problem that democrats have with the language. It tweaks the language. The important thing here is that this will allow a vote on the Human Trafficking bill which had a lot of bipartisan support. We expect that deal this deal to bring the bill to a vote in the next several days and then after that they will move on to the confirmation vote for Loretta Lynch who has enough support from the republican side to win confirmation. This is someone who has been waiting 165 days since she was nominated for a confirmation vote. Shes waited much longer than all of the past seven nominees combined. This deal signals a big breakthrough. Once they deal with the Human Trafficking bill they can move on to Loretta Lynch. The Human Trafficking bill is quite important. Im just wondering about something. Democrats are certainly doing the happy dance. Senator harry reid tweeting after weeks of pointless stalling on the bipartisan Human Trafficking bill our republican colleagues finally agreed to a path forward. Thats why i was wondering about this antiabortion provision and whether it was completely taken out because republicans felt very strongly about that. Reporter it wasnt completely taken out. The issue was there was a Victims Compensation fund set up by this bill where criminals who victimize these victims have to pay into this fund and thats then used on behalf of the victims. There was language inserted in the bill that said that money, which was not taxpayer money, could not be used to pay for abortion abortions. Thats a reference to the amendments thats been put in Appropriations Bills for the past four decades. Democrats had a problem with that. They felt this was an expansion of those restrictions because it related to money that wasnt taxpayer money. It wasnt taxpayer funds. This agreement deals with that. It says that resources into this fund will come not just from fines assessed to the criminal perpetrators but also money from the general treasury. Public money. Therefore, that means the money will be able to be subject to these restrictions on abortions and so its a little bit technical but the idea here is that democrats did not want to expand that socalled hide amendment of antiabortion restrictions to money that wasnt taxpayer money. This deals with that. I should mention these details were getting are from the republican side so its a republican source. Were still working to find out exactly what the democrats are saying. It should be the same thing since this is a deal that both sides have been working on and have reached. Well have more on that as we get it. Athena jones, thanks so much. I appreciate the explanation. Also this just into cnn, the reserve deputy who shot and killed a man in tulsa, oklahoma has just pleaded not guilty. Robert bates showing up for an initial Court Arraignment after all this happened moments ago. Hes currently free on 25,000 bond. Thats obviously not him. Thats the incident that took him to court. The judge also granted bates permission to go to the bahamas for a family vacation. Lets get some reaction from cnn legal analyst sunny hostin. Mr. Bates didnt have to show up today but he did. Its not unexpected quite frankly that he pled not guilty. This is the very beginning of the process for him when you get arraigned. He has his attorney. This is not a clear cut case. Seconddegree manslaughter while it exposes him to four years in prison, were talking about a negligence crime. You may have a couple people on a jury assuming this doesnt plead out which i think this is a case thats ripe for a plea talking about a 73yearold man who clearly made a mistake and this was an accidental shooting. I think that you get a couple people on the jury that sort of feel sympathy for him, perhaps empathy. Hes 73 years old. Was sort of this deputy reserve. I think its quite possible that its not the easiest case for a prosecutor. So a not guilty plea pretty expected at this stage. Sunny, thanks so much. Stick around. I want to talk to you about another trial now under way. The boston bombing trial second phase as i said now under way. The same jury that convicted Dzhokhar Tsarnaev will decide if he should live or die. Deborah feyerick live in boston with more for us this morning good morning, deborah. Reporter good morning, carol. The judge right now is giving instructions to both sides and to the jury as well. The Opening Statement by prosecution has not yet begun but what jumped out to me was the demeanor of Dzhokhar Tsarnaev. He was flanked by both of his female lawyers. He looked comfortable. He was smiling. He was chatting. This is the first time hes been back in this court since he was found guilty of those 30 counts including using a weapon of mass destruction to kill people. He looked comfortable and relaxed. The jury is going to have a very interesting time during deliberations deciding which is the worst penalty, whether its death or life in prison. Watching his Human Interaction between tsarnaev and his two lawyers, it became very apparent that hes going to lose all Human Interaction if he is sentenced to life in prison. I spoke to a close friend of his who said you know the tsarnaev she knew was a lifeguard, was reliable was friendly. Always the one you would go to if you needed to talk about something. She actually told me that the more humane thing would actually be to put him to death. She cant imagine him living his life out in that supermax facility where he gets one hour of free time and where hes in solitary the rest of the time. Case likely to focus on Tamerlan Tsarnaev and his role in all of this carol. The fact that dzhokhar may have been a pawn brainwashed by this dominant figure in his life. All right. Deborah feyerick thank you so much. I want to turn back to sunny hostin cnn legal analyst. If youre judy clark, who do you put on the stand . I think she has a lot to work with at this point. I think the jury doesnt know tsarnaev at all. And that was im sure by design. She said from the very beginning she was guilty of these crimes. The only job is to save his life. You need people that will humanize tsarnaev. I think thats the first step. Whats interesting is that it has to sort of be a two prong defense. You have so many survivors saying i dont want him put to death. I want him to spend the rest of his life in prison. When he was found in that boat and captured he seemed to indicate with his scrawlings on the side of the boat that he regretted and almost admired his brother for dying and becoming a martyr. He ran over his brother. He wants to be a martyr. So what do you do to a man that wants to die . You dont put him to death. You make him live the rest of his life in prison so i think thats got to be the twoprong defense that we may see from judy clark. You know by law are jurors supposed to consider that if the defendant what the defendant wants . Its an argument quite frankly that we hear from Defense Attorneys in Death Penalty cases very often. Its a much more difficult thing for this defendant to spend the rest of his life in prison than be put to death. So you do hear that argument often. Again, i think its an argument that may be persuasive. Were talking about massachusetts here. Were talking about a state that isnt necessarily favorable to the Death Penalty and so some of the jurors during their voir dire when they were becoming death qualified, they admitted that they had some trouble with the Death Penalty and so you get one or two jurors that think, you know what . Its probably better to put him in prison for the rest of his life and there are survivors that are also arguing for that that could be something that judy clark uses. I want to take you briefly to tulsa, oklahoma. This video into cnn. This is robert bates in court at his initial appearance. He pleaded not guilty to charges in the manslaughter case. Hes charged with manslaughter in the case of accidental shooting and killing eric harris. Mr. Bates appeared with his daughter and his lawyer. The judge did oddly grant him permission to go on vacation to the bahamas in between court appearances. Hell next appear in court on july 2nd. I was waiting to see if we had pictures of him going outside so you can see his daughter clinging to his arm. Keep in mind that mr. Bates did not have to appear for this initial appearance but he decided to any way to plead not guilty in person. In other news this morning, the u. S. Economy seems to be getting mixed reviews from the american public. Even as an overwhelming majority believe things will be in good shape a year from now. New cnn orc poll show 52 of americans think Economic Conditions today are good compared to 48 who say they are poor. When asked how they think conditions will be next year majority of americans, 60 , say things will be good. So lets talk about these numbers. Joining me now cnn Global Economic analyst and daniel mitch, senior fellow with the cato institute. Welcome to both of you. Thank you. Thank you. So at first glance these poll numbers mean finally people feel the economy is Getting Better am i right . They do. Its been such a long slog. Weve been in the longest weakest recovery of the postwar era. Any sense that things are Getting Better which they have been to be fair in the last year so jobs numbers have reached some new highs. Wage growth is starting to tick up just a little bit. People feel slightly more positive than they did last year but you see a lot of bier if bifercation. People see the wage gap differently depending on Party Affiliation affiliation. Among democrats, 61 say america is divided into haves and havenots havenots. On the republican side 61 dont see a wage gap. Daniel how can that be . I think its a reflection of whether people think theres upward mobility in the economy. Historically this sort of view that anybody can rise as fast and far as talents, ability and willingness to work hard will take them is part of the american character. Because weve had a sluggish recovery and we have grim numbers in terms of Labor Force Participation and Median Household Income i think its no surprise that at least some significant share of the population is pessimistic. The question is whether or not theyre right. Are those 60 correct that the economy will be better next year because if we do continue to get more growth i think people will become more optimistic about income mobility. But just going back to the wage gap and difference that republicans and democrats feel about the wage gap because i feel that most interesting. If you look at the numbers, there is a wage gap. A big one. A study on pay data shows ceos makes 257 times the average worker up from 181 times in 2009. Theres a huge pay gap. Theres also a racial gap. Frankly if you look at the amount of cash on hand of the average white family about 23,000, africanamerican families 200. Latino families, 340. There is a huge gap. There are groups that are doing well and those that are not. Also in terms of job creation a huge gap. Jobs for ph. D. S and people flipping burgers but not enough in the middle. Again, daniel ill ask you, dont republicans feel that . Whats going on here . I think that people are interpreting all this through the lens of class warfare. If youre a republican and a pollster calls you and asks are you worried about wages and the republicans are going to say, no i dont support that. This gets at the whole idea do we view the economy as a fixed pie or do we view it as a growing pie and i think the best way to help people at the bottom end is not with redistribution its with figuring out what can we do to get back to the 3 to 4 growth we had in the 1980s and 1990s. That intrigues me. Republican candidates are talking about the wage gap. They want to find solutions to it. So how do they talk about it in a way that pleases their base and pleases Republican Voters . I think its simply a message of Economic Growth and thats a traditional republican message. Whether or not they actually followthrough on it when they get in office is a separate question. For candidates like marco rubio, rand Paul Scott Walker who are trying to give this more of a populist Economic Growth free market message, theyre saying that instead of the class warfare redistribution model, with which divides up a shrinking pie. If we want everyone to have a bigger piece of the cake lets bake a bigger cake. Lets do bake a bigger cake. I think if you look back at the last couple of decades, no matter which party was in charge and no matter how fast the pie was growing, theres been growing inequality and wage stagnation. We have structural problems that both parties are going to have to address and it has to go on conserveativeeative side because theres widespread acknowledgement thats not working. I appreciate it. Any minute now Hillary Clinton set to speak to a roundtable at a local Community College in New Hampshire. Its the second day of a twoday swing through the state. And in washington bill clinton is expected to discuss his time in the white house and beyond as part of a lecture series on his Public Service career. That event taking place at georgetown university. Weird, right . The clintons step into the spotlight amid growing questions about their foundation as a new book called clinton cash tries to link Clinton Foundation donations and speaking fees to Hillary Clintons actions as secretary of state. Cnn senior washington correspondent is tracking the Clinton Campaign in concord, New Hampshire, and peter hamby is in washington. Jeff i want to start with you. Its weird that bill clinton and Hillary Clinton are delivering speeches at the same time in two different places isnt it . Definitely brings into view the fact that this will not be an ordinary president ial campaign that Hillary Clinton will always be competing or working alongside former president bill clinton but for now the Clinton Campaign is fine with that. Shes not giving a speech as much as giving a very very small conversation with a handful of people. Bill clinton is giving a long scheduled public speech at georgetown on Public Service. Its the third of four speeches in a series hes giving. Beyond that were not going to see bill clinton out on the Campaign Trial any time soon. He may be fundraising a bit but hes not going to be actively campaigning with her at least for now, carol. All right. So peter, i want to ask you about this new book out. Hillary clinton was already asked about that book and its allegations in New Hampshire yesterday. Heres how she responded. Were back into the political season and therefore we will be subjected to all kinds of distraction and attacks and im ready for that. I know that that comes unfortunately with the territory. It is worth noting that the republicans seem to be talking only about me. I dont know what they talk about if i werent in the race. So this book, peter, was written by a conservative scholar and former adviser to sarah palin. Will the allegations in this book have legs . What you heard from Hillary Clinton there yesterday was interesting. Remember carol, shes the one who termed the phrase vast right wing conspiracy. Clintons for years and years have worked to fend off attacks from the right and also characterize legitimate criticisms from republicans as fringe attacks. Thats what theyre going to try to do with this book. However, as you point out, the author of clinton cash is a conservative scholar. Went to oxford. Recently partnered with 60 minutes on a story about Insider Trading in congress and partnering with the New York Times and other organizations with this book, which lends a veneer of credibility to it and even before this book popped yesterday in the news there were already questions about donations to the Clinton Foundation.
