On the manhunt. Reporter good morning. We know authorities are chasing every lead they can to find the person responsible for this shooting. They identified two people they want to talk to. One of them they believe could be the shooter. Now, the shots rang out from a hill that overlooks the Police Department. There was a glouproup of protesters in between. In the horseurs after the shooting Police Brought in three people for questioning. One of the people is a woman who lives at that house. Listen to what she had to say about what happened. I opened my door. I looked at my chest. Theres a red dot on it. I had my hands up and started crying please dont shoot me. They asked for a search warrant to go into the attic. They found a gun in the attic. It was not to be used to hurt anyone. It was used to protect myself. Reporter that woman and two people who were brought in for questioning were released. As far as we know no charges. No arrests have been filed in this case. Now, there is a 3,000 reward being offered and theres been a change in terms of the security detail here in ferguson during those protests. Initially Ferguson Police was in charge and now were being told those duties are going to be handled by the st. Louis county police as well as the Missouri State highway patrol. All right. Thank you. Some protesters want the entire Ferguson Police department out insisting that resignation of the citys police chief is not enough. So the big question will the Ferguson Police department be dismantled in light of that scathing report from the Justice Department . Earlier this morning, the attorney for Darren Wilson the officer who was cleared in the shooting death of Michael Brown addressed that issue. I think the Justice Department has no intention of coming into this Police Department and managing this Police Department. I think the point is to disassemble this Police Department. Again, ultimately with a youre going to do is close them out. I dont think ferguson could withstand a descent dekre. The cost is too high. Well talk more about that with ryan young. When you look at that video, scary that someone would open fire near all of those people especially with officers not engaged with anyone. There was a candlelight vigil. People talk about protecting the community. Then the other conversation trying to move this city forward and that so many people want Ferguson Police department dismantled. That conversation has changed because everyone is focused on the manhunt for whoever shot these two officers. The community has been getting involved. A lot of tips coming in as you just heard. People here are tired of being painted in one way or another. So many peaceful protests in the last few months hoping to continue to focus on that. We did see protesters hit the streets overnight. A lot of rain that kept people away but protesters came back out to make sure their voices were heard. A lot of people want the Ferguson Police department gone for good. Ryan young, thank you so much. President obama said theres no excuse for criminal behavior. Whoever fired those shots shouldnt detract from the issue. Theyre criminals. I do hear you and thats a good sign. Thank you so much for being with me. There you. You heard what the president said. He said what happened in ferguson is worthy of protests but that he wants police and the community to Work Together to find solutions. Is that possible . I think that it is possible. Its something that people in the community and this region want to have happen. I talked to a reverend earlier this morning. She said that she felt a change last night during a vigil and a demonstration that followed between the protesters and the police. Do you feel theres a change in the air . I think that maybe the very outward action of having a prayer vigil for the Police Officers really helped some people to understand what this movement has certainly been about from the very beginning. Theres been a perception that there is such animosity that nobody wants to work with the police and there might be a small minority of people who feel that way but the majority of people involved in protesting understand that in order to make anything happen were going to have to Work Together and i think that the prayer vigil helped knock out that perception for people who thought otherwise. Is it fair to say there will be no working together with the Ferguson Police department . Could you ask again . The Ferguson Police Department Many people in the Community Want the Ferguson Police department dismantled. They want them gone. Is it fair to say there is no working with them . Thats not true. Depends on who youre talking to. I represent people who live in ferguson. Many do not want their Police Department dismantled. They would like to see reform. They would like to see a culture change. They feel that maybe st. Louis county is not, you know far better than say Ferguson Police. So they would feel more comfortable just trying to work with their local Police Department. The police chief stepped down. He resigned and i assume that wasnt completely his choice. Is that enough for the community . Community members that youre talking with . There are some people that are still calling for a few more resignations. But this is ultimately really up to the people who live in ferguson. If they would like to recall other elected officials or if they would like to see more resignations they really need to put pressure on to the board and to the council to let people know thats what they want. I dont know if you know the answer to this question but if the Ferguson Police department is dismantled who would come in and set up a new Police Department . Who would that be . What entity . There are several municipalities within st. Louis county who contract with other Police Departments. They will contract with a nearby municipality or contract with st. Louis county so if you dismantle the Police Department youll look to contract which is a cost. You would like to contrast with another Police Department. What many are concerned with if you bring up somebody else you still need to deal with trauma between the police and the community and there are many that feel that federal monitoring should they decide for the Consent Decree would be the best for everyone in this situation. New questions swirling around the secret service after an alleged drunken crash. The details of what happened are not clear. Lawmakers say it is a major concern. One of the most disturbing details we hear about this investigation is rather than being notified immediately, the new secret Service Director joe clancy was not told about this incident until five days after it happened. This of course coming from the agency that he vowed to clean up and fix. As you said there are many facts that we still dont know. We dont have the full picture of the details but were getting a few more facts. One is that in addition to these two secret Service Agents allegedly driving under the influence, we learned from Law Enforcement sources they drove under police tape and destructed an active situation involving a suspicious package and that was happening at the scene at the time on white house grounds. Sources are now downplaying whether these agents crashed through a barrier at the white house. Some sources saying that they slightly nudged one of these orange barriers in an attempt to move it a few feet out of the way. Also not clear what speed they were going. One source saying it was literally onemileanhour. A real downplaying of the drama around anything that altercation at the white house. Were also starting to find out details of who these two agents are. Sources say that Mark Connolly is the high Ranking Member of president obamas own protective detail. Basically was the number two on the president s own detail. The other agent, george ogilvie, a top supervisor in a Washington Field office at one time. We know according to Law Enforcement sources that ogilvie was the driver and he was driving connolly back to white house grounds west executive drive so that connolly could get his government car. We have one that came out this morning from a leading newspaper that says netanyahus party is four seats behind the leading challenger. But the poll actually goes on to show that when you ask about who do you believe more suitable to be Prime Minister here Benjamin Netanyahu 48 to 28 . There seems to be this momentum for change carol, but not real radical change. People definitely are going frustrated with Prime Minister netanyahu but arent necessarily ready to endear his opponent. Why are they frustrated with netanyahu . Reporter theres been a focus by the Prime Minister on Security Issues on iran on threats in the region on the danger of making a peace deal with palestinians that doesnt protect israels security and theres a lot of other issues here carol. The economy isnt doing so well. There are rising food prices. Rising housing prices. People care about social welfare reform and health care and they say we want a Prime Minister to keep us safe but we also want someone who is going to think about our future and the future we want to give our children in terms of those kind of issues. So israelis when i talk to them they say were tired of beebe. Not ready to vote for herzog. They want change but they dont know where that change is and when it comes to security Prime Minister netanyahu does poll very well and thats an issue in the back of their minds that is very important to them as well even as they try to make change on these other issues. Officials have now identified two people one of whom may be the shooter. Overnight a much different scene on the streets of ferguson. Chaos and gunshots replaced by a spirit of cooperation as one member of the community put it. For those in uniform, this weeks shooting is a painful reminder of the threat officers face every day. Its not every day that a fellow officer gets shot or gets hurt. This is a reality check for us. Its an ugly reminder of one of the hazards of this profession. It certainly plays into the minds and plays into the thought process. Guys coming out here tonight versus guys coming out two weeks ago. Obviously theres a different mindset because its now become a reality. A painful reality. Lets talk more about this with a retired detective for the new york city Police Department. Thank you so much for being here. Thanks for having me carol. Good to see you again. I was talking last hour to our own Law Enforcement expert. He said officers should patrol with heavy Tactical Gear. I think officers should have had Tactical Gear. The problem is politicians are making decision for officers not to do that and at the same time theyre putting Police Officers lives in danger. I talked to a Community Organizer that said it calmed things down and protest and demonstrations last night ended peacefully. She even witnessed police and demonstrators talking with each other in a civil manner. She credited that with the lack of heavy Tactical Gear worn by police. I doubt that. I mean i would say you would probably have saw the same thing as Police Officers sitting there talking with the members of the Community Last night whether or not they were in Tactical Gear or not. You have to remember that the safety of the officers is a big concern and we have to make sure we take care of those officers and they have to be prepared in the event anything happens like another riot. Do you think the Ferguson Police department will survive this . Im hoping so because the report that came out on the Ferguson Police department itself i believe was biassed and a sham myself. Why . You know statistics that you saw . What they didnt do on that report also is tell us how many Police Reports were made where perpetrators were black, all right, and go through that and how many arrests were made based on that. Statistics they just spit out. 90 of the prime if ferguson was committed by black people. Thats the last report that ive seen. It may be right or wrong. Were talking about traffic offenses and not heavy duty crime. We have some traffic offenses. 90 of the people stopped for traffic offenses were africanamericans. If these people commit violations of course theyll be stopped. There was a report the other day saying more black people are stopped and commit violations traffic violations than white people do in that neighborhood in ferguson. When the community of ferguson and other africanamerican communities across the country hear you say that theyll look at you and say you dont get it. You dont understand. Youre not even willing to open your mind and look at these statistics and read them for what they are. You cant just throw statistics out there. I think the Justice Department did a heavy duty investigation. That wasnt a heavy duty investigation. 37,000 pages or records from the Ferguson Police. 27,000 pieces of information. Thats fine. What im saying is theres always three sides to a story. They went out and they interviewed hundreds of people in the ferguson community. Mostly minorities. And asked them about their situations with the police. They took their statements as gospel. They didnt check them out. They didnt find out they looked at the Police Reports. Didnt call Police Officers in and say in this instance why didnt you make a stop. There were some problems with ferguson. I agree with all of the stipulations that the Police Department need to adhere to in their recommendations. I agree with them all. So Ferguson Police chief should have resigned . I dont know. This is precipitated on the fact that what happened in ferguson when brown was shot. All right. This is where this was all started. And still there is people out there do you think the police chief of ferguson handled that situation right after Michael Brown was shot . What did he do wrong . You dont remember when he just released that Surveillance Video without explanation . You dont think that exacerbated the situation . It might have. What happened also is rhetoric out there exacerbated the situation out there. When youve got one of the biggest problems right now is that this report has come out as far as the officers shooting is concerned and nobody wants to believe it in ferguson or at least 150 demonstrators dont want to believe it in ferguson. When truth no longer matters in a situation where do we go . How does ferguson heal . How does the Police Department heal . I would say the community would say that it is the truth and perception is reality. Perception is reality but doesnt make it factual. You have to admit that Ferguson Police department has a problem, right . Yes. I admit there are some problems with the community. Whether you buy into this report or not, they have a problem with the community and somebody has to build that trust and you guys are leaders. When you dont want to believe the facts itself theres a problem. Theres anarchy. No matter what. Those demonstrators out there the other night did not want to believe the report that eric holder put forward on this case. What do you do when the facts do not matter. Two missouri congressmen are offering a 3,000 reward for information leading to the arrest of whoever shot those officers. One of the lawmakers putting up that reward joins me now by phone. I am of the opinion that racial tension and maybe even isolations is at best at a standstill. Im hearing things today that i thought were not uttered past 1970. Like what . We have no idea who did the shooting. What i think most people can agree on including the police in ferguson is that shots didnt come from the demonstrators. It came from a hill. We dont know race or ethnicity and the other thing is the report is scathing. Its damning. The gentleman that just talked about facts refused to acknowledge the presence of emails in which the police chief is calling the city manager telling him ive broken a record. Ive given 2 million in lawsuits. And he says good work. Theres something wrong when you have taxation by citation and thats what has been happening in ferguson and if whats going on in ferguson is inspiring people to say what i just heard, then we have a very very serious problem in this country. Onto the subject matter at hand and the reason that youre on the phone. You are offering a reward for the capture of whoever shot these two Police Officers, correct . Yes, thats right. We believe that theres no excuse for shooting at Police Officers Law Enforcement officers who get up in the morning and go out and put their lives on the line to protect us. We dont know the hearts of the Police Officers that were shot. We think that its something that we all abhor. So we already put up 3,000 and were going to talk perhaps later on today about whether we could go raise more money to increase the amount of money. We think somebody called in. We have a nice sum of money. The people that shot at the Police Officers did a tremendous amount of damage to Race Relations. Just think about this. What if when the shots were fired the police just one Police Officer had picked up to use his revolver shooting into the crowd. Today we would talk about massacre and we would be talking about Race Relations dipping back 75 80 years. And im also wondering if that was one of the goals. If somebody whoever did it wanted to continue to damage Race Relations. And all people of good will ought to be about the business of trying to reduce racial tension. Its like embroidery i saw my grandmother doing. Racial progress in terms of Race Relations is made stitch by stitch and we hope that what we just did will be a stitch in a big embroidery piece that no one should tolerate this kind of thing and people ought to speak out. People will make nasty comments about the president or mrs. Obama and there are people who are asked should they have said hes a muslim. Others say hes a christian. That country continues to step up its military activity and develop long range armed missiles. Our senior washington correspondent joe johns is following that story for us this morning. A disturbing picture of Russian Military assertiveness not seen since the cold war. The admiral who heads up Northern Command says russia has been investing in new capabilities that make the u. S. And canada vulnerable in not ways seen in a generation. He laid it out in written testimony for the senate. He says russia is making progress toward its goal of deploying long range conventionally armed cruise missiles with increased launch distances giving deterrent options that dont cross the line over into the use of Nuclear Weapons and says he sees improved operability and so its clear the russians are paying a lot of attention to what they do and when you add that up that russian flew more patrols than any year since the cold war around america and the English Channel, its something to watch. The Long Range Aviation is a pretty significant increase in numbers. And what concerns me more are two things. Its where theyre flying even down the English Channel and where theyre flying thats not been what theyve done in the past even back with the soviet union and the development of the cruise missiles they have that have a long range that from eastern russia they can have Critical Infrastructure in alaska and canada that we rely on. These patrols do serve a training function for russian aircrews but are intended to communicate its disples usual with western policies especially with regard to ukraine. Joe johns reporting live for us this morning. Thank you. Several dozen iraqi soldiers are dead after isis uses homemade bombs in an attack on a army headquarters. The new attack comes as isis raises the pressure in ramadi. Isis is losing the fight for tikrit. Only about 150 isis fighters are left to hold the city as Iraqi Forces Say they are making progress in pushing isis out. Kurdish fighters did not have a hand in retaking tikrit but they did manage to retake much of oil rich kirkuk from isis militants. Involved in that fight, an american war veteran patrick max well and dylan hillard, a canadian that fought in the iraq war in 2006. Some might say maxwell and hillard are foolhardy for fighting along the kurds and other say they are courageous for fighting terrorism wherever it lives. With me now, corporal dylan hiller. I felt that i had the skills and ability to help and do some good and there was two instances that took place in canada. Two separate occasions isis inspired criminals targeted and killed two canadian soldiers so that hit close to home. I felt that i should do something about it. I totally understand that. Although it was incredibly courageous for you to fight isis alongside the kurds and were seeing pictures of you from the battlefield. Tell us about your journey there. I left on november 15th from calgary. It was a threeday trip over there. I was pretty nerve racked when i was flying into iraq. I met a peshmerga lieutenant at the airport. He cleared my military gear through customs and then then a week later i find myself on the battlefield. Tell us about one of the battles against isis and what that was like. It was pretty terrifying. I use my training and skills and they did me well. At some point you had to go back to canada. Why did you leave the battlefield . Me and patrick were both told by a high ranking peshmerga general that we were not to be used in combat anymore. I believe the Kurdistan Regional government was fearful of political backlash from canada and the United States if we got hurt or killed. So it came from the kurds and not from the u. S. Military . There was green berets there as well that told us the same thing. They basically said it was time for us to leave. Why would there be political backlash . I dont know. Thats not something i can answer. But its safe to say you didnt want to return. You wanted to stay and fight. Yes, i did. Was it easy to get along with Kurdish Forces because you dont speak the same language or do many of them speak english . Not many of them did. It wasnt too difficult. I mean they are the most hospitable people i ever met. Theyre very friendly and there was a language barrier but i dont know. It was overcome. All right.
