Thank you so much for joining me. The deadline less than a month away and two significant differences slowing Nuclear Talks between the United States and iran. A source with knowledge of the negotiations tells cnn that there was little progress today. Cnns Frederik Pleitgen is in the iranian capital of tehran with more. Hi fred. Reporter its not only the fact that its two areas where there are still issues between the two sides but its actually two very major areas. One is research and development of Irans Nuclear program and in that respect the iranians would like to develop better centrifuges in order to enrich uranium. The u. S. Wants to stop them from doing that. The big question is what sort of capabilities will they be able to upgrade and what will the u. S. Allow them to do . The u. S. Has the fear that if iranians are able to develop better centrifuges and more centrifuges that the breakout capability which would be the time it would take iran to make a Nuclear Weapon after ditching any effort to stop them would be too short. The other major Sticking Point is sanctions relief. This is something thats very key to the iranian side. They of course would like all sanctions to be lifted as fast as possible. U. S. Is saying it can lift some of the sanctions but certainly not all of them at once. It believes it needs to be a step by step process. The sanctions really are key to many people here in iran. This is two major Sticking Points that could still make things very difficult and as you said carol, time certainly is running out for the negotiators. Frederik pleitgen reporting live from iran this morning. My next guest is an expert in these matters. Charles is a former chief weapons inspector for the United Nations. He spent more than 25 years in Washingtons NationalSecurity Agency including the cia. He joins us now from washington. Welcome, sir. Good morning, carol. Thank you for being here. This is what were trying to make sense of. Mr. Netanyahu said yesterday this is why the american led deal is so bad. It doesnt block irans path to the bomb. It paves irans path to the bomb. Does it . Heres what hasnt happened. It was hoped that iran would look at the opportunity of reentry into the rest of the world, the open economy, and say, okay thats worth it. Ill give up my Nuclear Weapons program and take the benefit of being reintegrated with the International Community. They havent done that. Its clear from their negotiating position they wish to retain as much as possible of their Nuclear Weapons program. The discussions now have been can we shorten the lead time or extend the lead time that it would take them once they make a decision to actually build a bomb. So the sadness in all this is that iran hasnt decided to give up its Nuclear Weapons program. They want to get out of sanctions. They want sanctions lifted but they want potential to build a bomb in some period of time should they make that decision. Lets talk about that side of the issue. Mr. Netanyahu also said some pretty scary stuff. He claims iran could legitimately possession 190,000 centrifuges enriching uranium by the end of this Longterm Nuclear agreement. Iran has 19,000 centrifuges now. Is that possible . Could iran accumulate all that even with a tenyear deal in place . Thats what the leadership has said in iran that they want to do. Its tough to really focus on these individual numbers like the number of centrifuges because the centrifuges and as was reported from tehran just now, your previous reporter its the quality of the centrifuges which will make a difference. In all of this bewe talk about buying time. Two paths are one is can we have an agreement, which will allow intrusive inspections, International Community could monitor it, or do we keep sanctions on and slow iranians down that way. Thats the big debate right now. Part of that applies the intentions of iran and right now intentions are clear. They want capability to build a weapon on as short a fuse as possible. Is negotiating this deal a waste of time . Its something that has to be done. A negotiated deal which is in fact good and where iran does make a commitment to a peaceful path you know thats obviously the preferred outcome. Once you begin negotiations you get sucked into it and you want to carry it forward and at some point you have to make a tough decision whether that path is the wrong path and as secretary kerry said we dont see the full deal yet. Well have to suspend judgment for a bit. Netanyahu is predicting where this is going to land. I would say odds are any deal that looks to be coming forward willing wobbly. All right. Reporter carol, the residents here who have been dealing with this the africanamerican residents in particular say, look numbers dont lie. What are those numbers . The department of justice expected to put them down in the report and they are focusing on traffic stops saying there was racial bias on the part of the police and the courts in the way they handled this and let me let you listen to what those numbers are. The department of justice final report expected to focus in on patterns of racial bias and traffic stops in ferguson missouri. While 67 of the population was black, 85 of people subject to vehicle stops by Ferguson Police were black. And 90 of those who received citations were black. And even though blacks were twice as likely to be searched during traffic stops than whites they were less likely to have contraband on them. Investigators also found evidence of racist jokes being sent around in emails by either Ferguson Police or in the court system. One email from november of 2008 mentioned president obama saying he wouldnt be in office long because what black man holds a steady job for four years . Reaction to that from a member of the governors Ferguson Commission was swift. If they would say that about the president of the United States what do you think they would say about poor black men and poor black women living in a racialized area of this city . Its disgusting. It should be dealt with harshly. Reporter Ferguson CityOfficials Say they have been cooperating with the doj and are still reviewing the findings. They will make a statement later on. We know from some of the folks that have been watching in ferguson who live in ferguson and part of the commission they have said that they think first off that the chief should resign. Theyve been asking for that for quite some time. As you know carol. But potentially the department should be disbanded. Theres been a lot of talk about that. Other folks say if the department is disbanded, what will they be replaced with . There are issues in cities around ferguson including st. Louis. How to get this community to a situation where it can heal and move on. Theres a lot of work to be done. Everyone believes that including the officials here. Carol . Just about everyone believes that. Sara sidner thanks so much. Earlier i spoke with jeff from the st. Louis Police Officers association. Hes supported Missouri Police and their tactics. I asked him if he feels the Justice Departments report shows a real problem in ferguson. It shows that we have a larger problem in america and that is that people that are trapped in economic disparity are more likely to come in contact with the police and very often africanamericans and were not going to solve the problems of ferguson or any other Community Like it in the United States by not having a frank discussion about what the real problems are with economic disparity. There should be no firings in ferguson . No one should step down . Nothing should happen . Certainly the people that wrote those two very crass tasteless emails should face some discipline. Were just seeing the numbers. Of course the numbers are meant to turn our heads. We didnt theyre not meant to turn our heads. This was after going through 35,000 pages of police documents. Its not just meant to turn our head. Why not release the whole report instead of leaking out the most damning numbers, which is the Justice Departments practice. The Justice Department will release the report today. We got a lead on it today and were releasing that part of it. We should be careful to wait for the full report and see what these numbers mean in full context. So lets talk about this with legal analyst and former federal prosecutor sunny hostin. Thanks for being here. Its always shocking to me when people say we dont know all of the facts. We have to wait for more numbers. Do you think the full report is going to be less damning than some of the statistics that have been released . Thats sort of the lets hide our head in the sand defense. And that just doesnt really make sense. Having been to ferguson right, covering this case i will tell you i was not surprised at the stats because resident after resident came up to me and complained about those traffic stops oddly enough. Also even the sort of rental agent that rented me my car when i was in ferguson said i hope things will change now that youre here sunny, and cnn is here because they ticket us all the time and then when we have to work and so we cant show up to court, we get warrants out for our arrest and the penalties are on new day they said this is a problem across the country and that Police Departments use these traffic stops as a way to raise revenue so taxes wont have to be raised and africanamericans are unfairly targeted pretty much everywhere. You know i know that this is a real issue. It certainly seems to be a significantly bigger issue in ferguson and it certainly the department of justice has the finest investigators in the world quite frankly and determined that it was based on racial bias. That really says something. It says that the protesters certainly were protesting for the right reasons. That this is a real issue and something needs to be done. I think that there needs to be a change in leadership and that generally happens when the Justice Department steps in and says this is a problem. I also think the police chief in ferguson refused to step down. He said hes trying to change the culture. He says hes really trying. This happened on his watch. Weve interviewed him many many times. He has said there is no racial problem in ferguson. You have emails floating around. Theres a systemic culture there at the department that needs to be changed. I do think that while were expected to hear the Justice Department cant bring charges against officer wilson the standard in the federal court system is very very high when it comes to bringing a civil rights case. I think that we have to look at this report and realize that officer wilson initially stopped Michael Brown because he was jaywalkinging. 95 of the jaywalking citations in ferguson the department of justice found were for africanamericans. I think it may be time to revisit the state action in ferguson and i wonder if well see perhaps another grand jury convened perhaps some prosecutorial misconduct investigation done because this type of racism seems to go all of the way up. I cant imagine that it didnt extend to the prosecutors office. Well see what happens later today when the full report is released. Sunny hostin thanks as usual. I appreciate it. Because you have the right to. Because they want to have various rights. Property rights. Visitation rights. They want their commitment to count just like mine and my wifes. Why cant any two human beings i dont care what their Sexual Orientation is why cant they have the legal right to do those things . Thats what theyre fighting for. That does not require changing the definition of marriage. It would require covering that union as you do others which is called marriage in our society. I dont think so. Jason, how did you feel when you heard ben carson say that . I felt a lot of different emotions to be honest with you. Ben carsons comments this morning were jaw dropingly bizarre and fundamentally dangerous. Gallop tells us that while 9 in 10 americans know an lgbt person roughly half of the country know a samesex couple who iswho lgbt. They come from a place of inclusion, love and acceptance while ben carson when he thinks of lbgt people his mind goes to maximum security prison. Lets concentrate on what he said that you could go into prison and come out gay. The American PsychologicalAssociation Says most people experience little or no sense of choice about their Sexual Orientation. Thats just a fact from the American Psychological association. Why, ana, why does ben carson insist on saying being gay is a choice. Hes a doctor. Carol, you are really making my teeth hurt this morning. I have to think that having this conversation on national tv is going to get us indicted for sodomy in some states it let me begin by saying i support marriage equality. Im more than 1 of 250 republicans who have signed a brief to be filed with the Supreme Court this week in support of the case that will be heard there this year. I think theres a larger number of republicans that like democrats, are evolving on this issue and were seeing a lot of changes on this. I think jason is right. I think most people who look at this issue come of it from what they know. I can tell you i have a lot of gay friends who would beat me with a stick if i came on national tv and said that being gay is a choice. They have shared their life stories with me. I know thats not the case. I also recognize that even though what ben carson said sounds like fifty shades of crazy to me i recognize theres a group of people in this country and around the world, republicans, democrats, that for religious reasons, cultural reasons, generational reasons do think its a choice. I think its up to those who think differently and know differently to frankly share the stories with them. But that pool of people is ever shrinking in the United States. Im going to throw how the more statistics because like i said i want to deal in facts. Pew found 61 of young republicans are in favor of gay marriage. 77 of young democrats. Its 54 in favor of gay marriage amongst all voters. Ill give you another example. Cpac first time in history, invited someone from the log cabin republicans to speak. Times are changing jason, arent they . They are changing. Someone needs to tell ben carson that. One of the challenges we face with his comments is that you know as you mentioned, the american medical association, American Psychological association, American Psychiatric association, every Major Medical association said what dr. Carson said is wrong. What they also say in speaking in one clear voice is theyre dangerous. Implying someone can choose or change their sexual identification is wrong. Therapist tell lgbt if they try hard enough they can change who they are. California new jersey District Of Columbia have banned those practices. In part because of how dangerous they are. Thats something that is critically important in dr. Carsons comments. As i understand right now based on research that weve compiled only one candidate thats considering a run for president on the republican side governor Chris Christie said affirmatively that he believes that lgbt people are born that way. Is that true ana . I think most of them have not been asked the question and have not said it affirmatively as jason said because most of them are talking and trying to talk about other issue that are of national importance. One of the things i think you saw with ben carson today is that he has not run for office before. This is the first time that hes doing an Exploratory Committee and going down this path. What was a question on gay marriage and religious rights went down a frankly really kind of crazy path that if he were a candidate with more experience may not have happened. All right. After you wrote in part we must approach negotiations with iran with our eyes wide open and at the same time consider a consequences of a failure to reach an agreement and whether theres a plausible alternative to military action. Did netanyahu say anything to alleviate your concerns . The Prime Minister did lay out legitimate concerns that many israelis have and Many Americans have but what i was eager to hear is what is the alternative . If this falls through and if we impose new sanctions, which we will what is likelihood that brings iran back to the table and what is the likelihood that in contrast it just causes iran to spin up those centrifuges and go back to 20 enriched uranium and we get into discussion about where israels red line is and our red line is. I would have liked to have heard more on that point. When you talk about red line are you talking about possible military action against iran . Could that actually happen . Well it certainly could happen. This is where i think the Prime Ministers speech fell short and that is lets say we impose these sanctions and were able to keep the International Coalition together and that second part will be difficult but lets say we can do that. What is the timetable to allow these new sanctions to go into effect and pressure iran and whats the timetable for their newly enhanced Enrichment Program which is what will happen if this falls through. Im not sure theres enough time before they get to the point where israel believes they are too close to the bomb for those new sanctions to work. And thats one of the hard choices were going to face and one of the reasons why its not enough in my view to say i dont like this or i dont like that. You have to provide a plausible alternative. Mr. Netanyahu also said israel is well capable of taking care of itself. Lets say israel did take military action against iran. At this point in the relationship between israel and the United States would the u. S. Congress fully support israel if it took military action against iran . Congress support for israel remains very strong. A lot will depend on whether members of congress feel that we gave negotiations a chance to succeed. American people in particular are very wary to go back to war particularly if they think theres a viable alternative to that and in this respect its very dangerous to have this kind of a rift between the Prime Minister and the white house because while the Prime Minister doesnt like this agreement and doesnt feel he needs the president right now, if theres no agreement, the Prime Minister is going to need the president more than ever because my suspicion is if theres no agreement, the centrifuges will fire up and in that context, israel will be more dependent than ever on the United States. Israel military power to react. That will setback the Iranian Program for a time. The u. S. Will need america more than ever in that context and so this friction is very ill suited to the important relationship between our countries. To india now where all news channels have been told not to air a documentary about a bus gang rape that sparked protests throughout the country. The reason fears that some parts of the documentary could in the governments words appear to encourage and incite violence against him. Critics say that decision is equivalent to censorship. We go to new delhi for more on this. Reporter carol, this has become a debate about ethics and free speech versus the promotion of hate speech. There are three main aspects to this really. All of this that we see being played in parliament outside Parliament Social media, main street media. A lot of people say how dare the rapist say what he said to the filmmaker blaming the victim for that brutal gang rape that we saw back in 2012. We cant talk about what exactly he said because of this government ban but really just some outrageous things there and those that ask why the filmmaker would interview a rapist and ask is this responsible journalism . Thats what the government is asking. And there are those that are saying why is the government banning something when there are still people in india who think in the same way that the rapist does and this does raise awareness and it should be allowed to be broadcast. A lot of different debates going on at the same time. The government saying this documentary needs to be banned because it can incite violence. It can encourage more violence against women and the minister saying that not only is this film going to be banned in india, he wants to ensure that this film is banned all over the world. Carol . Were really convinced in this urgent hour that we are simply humbly requesting the president of the United States to take a strong clear, Firm Leadership in relationship to doing everything he can do in todays world to put an end to the crisis of isis. He would say, sir, that he is doing everything in his power to combat isis. How would you respond to that . My response would be that isis is still growing. There are people joining the movement according to news accounts and obviously people are still being brutalized and murdered across the world, which we believe that due to the tragedy of this that these human atrocities must come to an end. And whatever role the president would so choose to do that it is our heart and in our goal to support him and say, mr. President , were behind you. Take the needed action to do what needs to be done to bring an end to this global crisis. In your mind what is that needed action . Well carol, i dont think our decision as a group of former president s along with current president of the Southern Baptist convention which by the way is an unprecedented action which shows right there the urgency of this moment in the minds of our former religious leaders and our current president today, which is me our goal is not to tell the president how to do that. The president is empowered by the people and empowered by the powers to be in this nation to bring action. And we need to do everything we can to always preserve nationally and globally for every person in the world to have the freedom to believe. And that freedom is being violated and ending up in many many people losing their lives. And we just do not believe thats right. We need to understand that each one of us we believe, as christians and followers of christ who believe in gods word will one day stand in front of god himself and give an account of ourselves before god, and i, along with these other president s do not want to say that we were silent but we had simply the heartbeat and the goal to say, mr. President , were behind you. Lets go and do whatever is necessary to bring an end to this crisis globally. Sir, does that include war . I bring this up because im catholic. I follow the words of pope francis who has a difficult time in using the right words when it comes to fighting isis. You know protecting christians around the world. So are you talking about war . Are you talking about killing . What are you talking about . Well carol, again, our decision is not the how. Thats the role of the president and leaders of our country. He can use diplomacy. He can use economic sanctions. If need be he can use war. The purpose of the government is to award those who do good and living right and good and the purpose of government as well would be according to scripture to punish those who are doing evil. Even the United Nations believes that every person in the world has the freedom to believe and that in and of itself is a human right and that human right is being violated right now not simply behind the scenes but is being violated for all of the world to see. And i think her team is formulating still how theyre going to respond to this. Its important to note that in 2014 Hillary Clintons team turned over 55,000 pages of emails to the state department. This came after a request from the Obama Administration of all former secretaries of state. Remember because her email was solely a private email account, clinton and or her aids had discretion to turn over whichever emails they saw fit. They complied with the request to the letter but theres no way to be sure. Thats why experts are saying that in this case where Hillary Clinton and her aides had the sole control over the emails, it raises some issues about why she would do this if it was just to maintain such a tight hold on her communications.
