Today the House Foreign Relations Committee is set to grill john kerry on crisis in every corner of the world and theres another pressing issue on the hill. Homeland security funding three days away from running out. Now leadership on both sides working to hammer out a deal. And the leading republican in the senate is signaling he may have a solution. He may have that deal. Lets check in with cnn Congressional Correspondent dana bash. Reporter good morning. Im outside a meeting where House Republicans have been going over what they would do if the senate does send them socalled clean bill funding. The department of Homeland Security. Every indication is they are just keeping their powder dry because theyre not going to make any decisions until the senate does that. Now, some of the context of this is that the whole concept of the nonclean bill Funding Department of Homeland Security but only doing so with a writer that cancels out the president S Immigration executive order, that originated in the house. There are a lot of republicans, conservatives, who say they dont want to do anything different than that. And theres a lot of pressure on the House Speaker coming out momentarily to talk about this issue. A lot of pressure on him not to give. Not to cave. Thats essentially what the Senate Republican leader Mitch Mcconnell did. He gave into democratic demands to say were not going to talk about immigration until we make sure that the department of Homeland Security which keeps the president and the waters of america and the borders and airports safe until that is funded. One other bit of information that were hearing from republican sources that apparently the House Speaker said he hasnt spoken to his republican counterpart in the senate Mitch Mcconnell in two weeks. Thats astonishing given whats going on here and the intensity and the importance of this deadline. Were told that staffs have spoken but considering they are leaders of the same party that run capitol hill its kind of amazing frankly. So if you were a betting woman, whats your prediction . Reporter my prediction is that well hear some form of this House Speaker coming out some form of him saying he wont go there until the senate acts because the house has already acted. Theres such pressure on him to not give in. Conservatives are angry at the Senate Republican leader for doing just that. Hes probably not going to say very much. Well have to see what happens in the senate and take it from there over the next couple of days. Its very hard to see House Republicans following suit in a vote on a clean bill to fund the Homeland Security department in the first go around. When john boehner pops out of there, well go back to you live. Dana bash thank you so much. I appreciate it. While the gop remains divided, conserveatives are kicking off the conserveative Political Action committee. Thats Mitch Mcconnell touting a rifle on stage last year. This year the senator and his gun reportedly staying home. Hes not alone. House Speaker John Boehner is out too. Lets talk about this with the Political Editor for the washington times. One of the sponsor of cpac. What reception do you think Mitch Mcconnell would get if he did decide to attend cpac . Given what dana was talking about, he would get a poor reception. Its possible he would get booed. You have this giant Hotel Ballroom with thousands of conservative activists who want to hear red meat speeches and right now the conservatives, even Mitch Mcconnell is caving on the fight that republicans promised conservative base for the last four months they would have this fight. Mcconnell would get a cool reception. Its the first year in the last five years he hasnt been here. His office says of course part of the reason hes not going is because he has to be here on capitol hill dealing with this Homeland Security situation, which is absolutely true. Theres some truth to that. Its notable, its not just mcconnell. Mcconnell is not there. House Speaker John Boehner is not there. None of the top Party Leadership from Congressional Republicans are there which suggests to you just how deep this rift is between the activists and their leaders now that leaders are in control on capitol hill. I want to read you something that was on red states blog today. It calls Mitch Mcconnell squealing like a pig. That is an indication of the rift that exists. I want to talk about the language that he used. It doesnt win you points in the Wider Population among independents and less conservative republicans. Is it time to stop with that kind of language . I dont know the exact blog you just read. This is a conversation that conservatives are having among themselves and as you just pointed out, language gets salty. The same thing is true on the left of course. Those folks arent necessarily trying to win over middle voters or independent voters. They view their goal as trying to bring their Party Leaders and this is true for right and left to bring Party Leaders to their own side of the argument. For those conservative activists who had been promised this fight for the last four months they really do think that mcconnell has surrendered this fight and surendrendered the leverage they were planning on using on thiS Immigration fight. Immigration is a major issue for republicans. Your viewers have followed this for years. It tears the party apart. This is more evidence of that. There are some folks who believe that it is the be all, end all issue and they should use nothing less than that. What about the notion that republicans control both houses of congress and this was their chance to show that they can actually govern. If there continues to be this deep rift among republicans, is that possible . Its safe to say on immigration republicans have a tough time governing. Theyll do other things. They passed keystone. Theyll pass tax cut bills. Theyll try to deal with education. Theyll try a lot of things. What youre seeing on immigration is a constant problem for those republican leader leaders as they try to keep right wing lawmakers part of their conference onboard even as they try to come to the middle and pass things through congress. As Coalition Forces prepare for a springtime assault against the terror group, the pentagon has started beefing up the weapon supply of iraqi forces. According to u. S. Military officials, the u. S. This is the equipment that troops on the ground the iraqi units on the ground are going to need for any major offensive. Lets unpack it a little bit and look at what the u. S. Is sending. They are sending 10,000 m16 rifles for iraqi troops on the ground and along with that 10,000 socalled optical scopes. This is equipment that goes on the rifles that helps a soldier on the ground do precision targeting. Very key here. 23,000 ammunition magazines. Another 250 mrap mine resistant vehicles that can operate in areas where isis might have laid ieds, booby traps are roadside bombs. Its aimed at this point to equipping those iraqi units as they come out of training to go to this fight in mosul. The expected upcoming offensive to liberate iraqs second largest city from isis. I have to tell you, an alternative scenario is emerging. The pentagon last week talked about april or may for that offensive in mosul to begin if the iraqis were ready. Theres a lot of talk. A lot of back chatter talk that that might slip now and even some talk that mosul might no longer be the first objective. Some military officials are quietly suggesting maybe the iraqi forces should first go to Anbar Province less of baghdad, less densely populated. May be easier to accomplish. They have to ensure whenever this unfolds, iraqi forces are successful. If iraqis make the effort and they dont succeed against isis as one official said to me it will be very bad. Carol . The judge wouldnt allow the audio to be played until after the verdict. That happened late last night. Jurors found Eddie Ray Routh guilty in the murders of chris kyle and chad littlefield. Ed lavandera looks at the moments of the trial we couldnt show you until now. Reporter Eddie Ray Routh has been an enigma as the man that killed chris kyle and chad littlefield but the world never heard routh until now. This is him confessing to the murder wearing clothes he wore to the gun range that day. Chad littlefields blood still staining his boots. Its not what its about. What did you tell her . I told her i killed a man today. It wasnt that i wanted to. It was a need. I had to to get out of the situation i was in today. Reporter the jury heard from chris kyles wife. Who were you married to prior to that day . Chris kyle. Im sorry. Im not nervous. Im just emotional. Reporter emotional as she remembered the last time she saw her husband. Later she called kyle and sensed something was wrong. Normally going out there, its beautiful. He feels good about helping somebody. Usually hes making their day. He knows it which is what happened earlier. He thought that the guy sounded excited to go and so he thought he was doing a good thing. He sounded irritated when you talked to him that afternoon . It was very short and it wasnt short like youre interrupting a good time short like i wish i could say more but im not going to because there are people around. Reporter that was the last time they would ever speak. She texted him are you okay . Im getting worried. Chris kyle never responded. A few hours later, Eddie Ray Routh would be surrounded by police after leaving police on a chase. Before the truck rolls to a stop and a team of officers take him into custody and place him in the back of a police car. It was routh mother that reached out to chris kyle. Chris said he understood that because he also had postTraumatic Stress. He said he would love to do anything and everything in his power to help my son. Reporter but she never fully explained to kyle her worst fears about her son and the va hospital just a week before the killings. You didnt think that would be useful information . Maybe information that might have saved chris kyles life . It didnt occur to me at the time. Reporter in the Police Interrogation tape, routh is questioned by a texas ranger. You know i talk to another man named chris. [ inaudible ] unanswered . Why would a once decorated marine end the lives of two fine men . Gives you the chills. I want to bring in brandon webb. No. Watching the tape i think its a clear case in texas they have clarity around do you know right from wrong opposed to insanity defense so i think the guy that i watched on the tape seemed like somebody that would know right from wrong and knew what he was doing that way. Jurors were interviewed on abcs Good Morning America and some thought that eddie ray rout routh would use ptsd as an excuse. Understanding someone in a combat environment and knowing this guy claimed to seeing combat but we now know he never was in combat so post Traumatic Stress is a crutch and it is a guy suffering from some sort of mental disorder and the sad thing is the mom, his mother didnt reveal any of that stuff and i know chris. I know had he known history of violence the drug abuse, threatening to kill his own family theres no way he would take the guy out there that day. Definitely not. Also on nbc this morning, chad littlefields mother appeared and she gave some emotional comments about her son and she kind of thinks hes the forgotten victim in this. I would like our viewers to listen. Been focused on chris kyle and because chad was not in the movie, because the attention was not focused on him, we think it helped the case because then when they wanted to change of venue, well they had to remember that two men were murdered that night. It was difficult for us because we had to remain quiet because we didnt want to jeopardize the case in any way. Now is the time that we want to honor and talk about our precious son, chad. Talk about chad littlefield. He also served bravely. I think i would say to his mom i didnt know chad her son. I knew chris. He was an amazing person. If you judge a person by the company they keep, that says a lot to me about who chad was and i think her son is definitely should be honored and remembered. Im glad they can finally have closure. I hope they can. I do. Just a last question about ptsd. What do you think people took away from the trial when it comes to ptsd . I think that people actually realizing that theres a difference between postTraumatic Stress combat and a serious mental disorder and its highlighted the state of the va in texas which they have some of the worst hospitals in the nation found out by the Inspector General in 2014. I would think what rest of the American Public is thinking which is where is the leadership . Leadership is not about authority. Its not about power. Its about responsibility. Who can believe the American Public, the men and women and hard working men and women in Homeland Security or reputation of government itself is well served by whats been going on and holding the departments budget hostage in the way its been held over the past weeks and months. Should politics play into this at all when it comes to the department of Homeland Security . At some level, you know certainly at this level everything is political and we all understand that. We all understand also leadership has responsibility. The department was created to help build and establish a safe and secure and resilient place where the american way of life can thrive. Is the government doing everything it can to keep us safe safe . This doesnt pass the test. Two former heads of Homeland Security will tell the nation what it will mean if funding isnt continued. Theyll say the things we know to be true. We wont be able to train border agents. Upwards of 80 of the people who respond within fema will be furloughed. Reporter were hearing from a Law Enforcement official that the u. S. Secret service is talking to french officials about those mysterious drone incidents they had over the last couple days. Theyve been unsolved but these drones have been seen flying around the eiffel tower in paris, the u. S. Embassy there so Law Enforcement official confirms the secret service is in contact with french officials about that. Keep in mind all of this is happening as the u. S. Secret service is conducting its own drone readiness drills here in the Nations Capital. You recall, carol, this is happening after what happened here at the white house last month when a small quad copter drone crashed on the south lawn of the white house. That caused quite a stir. So now the secret service is going to try to get up to speed on the new technology that poses a new threat against the president brought by these unmanned aerial vehicles. One thing we should point out, the secret service put out a news release alerting the public that these drone exercises will be going on because you cant fly a drone in the Nations Capital. We believe the lawsuit is baseless and we intend to vigorously defend ourselves and our brand. Similar baseless allegations have been made and both were dismissed by the courts. Online postings contain false and unsupported and misleading allegations that cause concern for our beneful customers. Consumers can continue to feed beneful with total confidence. As i look at the complaint, what they do here plaintiffs suing, they have a class action and they say over the course of four years we have these 3,000 complaints. If you look at the complaints i mean i bought a bag of beneful, my dog had diarrhea it goes on and on. What they do in the complaint is reference various types of ills that have befallen these pets as a result of consuming this food. Theyre talking about the products in that food and theyre saying based upon those there that you see are the legal claims about implied warranty expressed warranty and let me explain what they are. What are these legal things mean . Whenever you have any type of good carol, you imply and represent and its fit for consumption. If you put it on the market it should be.
