Had this is a very severe attack. Today, a bad death toll, a bad injury toll for americans there but also bigger picture, an alarming problem because remember, carol, you and i have talked about this a number of times, Afghan SecurityGoing Forward depends on the trustworthiness and the effectiveness of Afghan Security forces in taking over the security responsibility from the coalition. Absolutely. I know you are not going you are going to find more about that. Two other stories were following right now. Were tracking the plane carried Nancy Writebol. Shes minutes away from landing at done donens air base. First lets head to the middle east. A ceasefire in gaza that seems to be holding as israeli troops move out. In fact, we are now eight hours into the israelgaza ceasefire and so far all is quiet. People are out on the streets, heading home, shops and market places are open. It seems like this 72hour ceasefire might be the one that actually holds. But it didnt look that way just minutes before the truce took hold when hamas fired several rockets into israel, a show of force before the calm. The signs of a month of fighting obvious. In the past month more than 40,000 homes in gaza have been damaged or destroyed, causing more than 6 billion in damages, todays truce marks the 9th ceasefire in three weeks. The shortest one so far had lasted three minutes. They pledge to send a delegation to cairo to discuss a long Term Solution if this ceasefire holds. Anderson cooper is near the israeligaza border with more. Hi, anderson. Reporter hey, carol. Yeah, it is 5 00 now here in the afternoon. It is nine hours since this ceasefire began and it is holding and that is certainly the big headline here because clearly a lot of folks here in israel also in gaza are looking very carefully, watching that clock very carefully, counting the minutes, the hours that this ceasefire holds. Its a 72hour ceasefire. Supposed to allow time for all the factions, all the parties and israel to gather in egypt around a negotiating table and start a dialog. They are going to have to obviously try to extend the ceasefire if it does hold for more substantive talks to take place, but it is certainly good news for those who support a ceasefire that it has lasted this long. What makes this ceasefire different, as you point out, is israel has withdrawn all their troops from gaza. They have troops now in what they say are in defensive positions on the israeli side of the border. They have stop operations against the tunnels. There are no rockets being fired across and they are not conducting offensive operations in gaza. So it certainly has lasted longer than any of the other previous ceasefires. I want to bring in the head of the institute of National Security studies in tel aviv. Welcome, sir. Good morning. Good morning. General, are you hopeful this current ceasefire will hold . I think the likelihood of this ceasefire to hold is very high. Finally, hamas military wing, the terrorist group that conducted the war, have decided after five times that they refuse for ceasefire that its about time to stop. They figure out that all their strategic efforts against israel is not succeeding. They failed to launch rockets efficiently against the israeli home front, and they failed with the tunnels, the terror tunnels that were destroyed by idf. The fact that israel rolled back after completing the tunnel destruction also took from them the chances of having Israeli Soldiers as prisoners, so by now they will start to listen to the Civil Society in gaza that is very upset with the destruction that hamas brought upon them and the people in gaza decided they dont want to be human shields anymore for hamas. The tunnels, we hear that 31 tunnels have been destroyed. Are there more of them . How many more are of them . We have destroyed all the tunnels that we have found. Before the operation, we didnt know about 31. We knew about 20 or liberty more. The chances that one or two tunnels are left undestroyed is there. But strategically once again what is important is we took the capabilities of hamas to hit israel strategically at a very high level into the normal low tactical level of one terror event that we are living with in the last 66 years. Do you think that this was you know, if all the tunnels are not gone, was this still successful in the end or was this more of a conflict that was meant as a deterrent . Say again, please, carol. Weve heard all different kinds of end results that israel wants. We heard that it was to destroy all the tunnels, to crush hamas, this conflict broke out from israels point of view to be a deterrent. In your mind what was the end goal, what is the end goal . Israel never initiated this war. It was initiated by hamas. The Prime Minister set very modest goals. Back to quiet. Back to tranquillity, reshaping and reinforcing deterrence and hitting hamas military wing very strongly. I think by now these goals were achieved. However, during the conflict, the Prime Minister added another two goals. One is to destroy the tunnels. This was absolutely achieved. And another one, which is very difficult and very into the long run, its disarmament of hamas military wing and bring gaza to be a demilitarized zone. This goal is still ahead of us. It may be discussed in cairo as we speak in the direct agreement between israel and hamas that the egyptians are facilitating. Major general, thank you so much for joining me this morning. Stocking up on groceries. Thats despite everything thats happened. Theres no electricity here. Thousands of homes have been damaged or destroyed. Incredible death toll as well. We went out to the market place and we asked them what they were thinking right now. Many were trying to make sense of the death and destruction. Translator we cannot forget what happened. The People Killed and property damage. Im expecting a victory from the resistance. We will win this war. We are all preparing festive its. Reporter no translator no one needs war. British airways has told cnn that it is stopping its flights to sierra leone and liberia temporarily because of a deteriorating Public Health situation. Of course, as you know, thats because of the Ebola Outbreak in western africa. This news comes as we wait for american aid worker Nancy Writebol to arrive at an air base outside of atlanta. It all comes as were learning that a nigerian doctor has tested positive for ebola. Its the second case in the capital of lagos. Dr. Gupta joins us. What do you think about British Airways deciding not to fly to liberia and sierra leone . Reporter obviously, these are decisions that are made with taking all the facts that they have at their disposal. You remember that the cdc, our centers for disease control, also recommend no nonessential travel to liberia, sierra leone, guinea as well. We asked the cdc director about that specifically, and i thought the reason was sort of interesting. His thinking was not so much that someone would be likely to contract ebola if they were simply Walking Around the streets of these countries, but if somebody did get sick for some reason in one of these countries, for some other unrelated reason or was involved in a car accident or something, they might end up in a hospital where ebola maybe getting treated. So that was the thinking there. Im not sure what British Airways thinking exactly. I dont think this is a big surprise. Were even hearing some of the same comments from our own cdc. Absolutely. Lets talk about Nancy Writebol within the next hour. Do we expect her to walk out of the ambulance like dr. Brantly did . I tell you, carol, when i saw the doctor walk off the ambulance, i was surprised. Especially when we heard a day or two earlier that his condition was grave. I dont know what the situation is with her. Shes medically stable enough to fly. Thats criteria number one for a medical evacuation like that. Shes older than dr. Brantly is. Shes obviously a little delayed in terms of the evacuation here, so were just going to have to wait and see and thats going to happen as you mentioned pretty shortly. Yeah, we just showed the air reserve base where that plane is going to land and she will be transported by special ambulance to the hospital. She also took this serum that dr. Brantly took. Is it working as well for her . Reporter well, dr. Brantly seemed to have a pretty dramatic improvement by reports when he got the serum. We heard with regard to ms. Writebol that the first dose did not have the same sort of traumatic impact, but the second dose had more of an impact and clearly she was again stable enough to fly after having taken these two doses. So i think, yes, it had an impact but maybe not quite as much as dr. Brantly. In the end, carol, worth reminding, they are the first two patients in the world to receive this. So this is, you know, you cant draw conclusions yet based on just two patients but you get a little bit of an idea by seeing how they are doing. Absolutely. And i want to get into this one more time because Many Americans are still a little worried that ebola is now officially in america. Should they be worried . Reporter one can understand the fears given what people have heard about ebola, which typically is not that much. They just hear about this disease in african countries that has caused these problems, but the science of this is important. I think the idea that it doesnt transmit through the air, the idea that it doesnt spread easily, you have to be in close contact with a sickperson to get potentially infected. Im standing right outside the hospital, the first patient thats ever been in this part of the world with ebola is in that building right behind me. Business as usual around here. We know the doctors that go in to take care of them will go into those space suits that you have seen. They are trying to cover up every inch of their skin so no bodly fluid gets on their skin. For everyone else around here, even in the hospital, not taking care of the patient, i think the risk is really small. I think thats really worth underlining and putting a punctuation mark on. Joining me on the phone from jerusalem is cecelia goin. Welcome. How dire is the situation in gaza right now . Well, after almost a month working of fighting, the intensity of the fighting was escalating dramatically, particularly in the last two weeks, the humanitarian situation has been going really bad. Unfortunately, there are over 400,000 people who are not to live their houses and they are displaced right now. We have almost 2,000 people dead and 10,000 people were wounded. So now what we are trying to do is to see to assess the situation as well as on one hand about the population for their needs and other hand about the infrastructure that was severely, severely damaged, particularly water, sanitation, and electricity. How have you been able to deliver critical supplies . Well, what we do is we have an office in gaza. Weve been there for many, many years. We have following up the needs of particularly the hospitals in terms of health needs of disposable material and drugs. We manage to bring them during the conflict, drugs and materials. The fact is the intensity of the combat it was very difficult for us and for any other humanitarian organization to be able to provide the assistance to those in need while the fighting was taking place, so were just today the population is going back to their homes, back to bury their dead relatives and to see the situation for them for the future, for us its the same thing. Now were going to be allowed to do better assessment of the needs. Right now, the president of International Committee of the red cross is today in gaza. The state of medical care right now, are the hospitals overwhelmed . What can i say is that they are working under lots of pressure. As you can imagine, there are times when the fighting is really, really very hard. There are lots of people wounded, lots of people in need of medical attention, in hospital as well as any other medical facility. So only when the country slows down or when the fighting stops thats the only time that the hospitals and any Medical Center they have a little bit more time to see what their needs are. Its true that the doctors, nurses, paramedics are working under a lot of pressure and around the clock. Cecelia goin from the International Red cross. Thank you so much for joining me this morning. With a ceasefire now in place, israel says it will send a delegation to those peace talks in cairo but only if hamas honors the truce. You said there was a feeling of optimism. It sounds promising. Reporter yeah, cautious optimism. Its 5 30 p. M. Here in cairo. Were still waiting for the israeli delegation to arrive here in cairo. They have yet to get here, but its no cause for alarm according to the parties involved because israel has made it clear that they have signed on to the ceasefire and they will come once they are convinced that this ceasefire is going to hold. Once that happens, ideally, they come here, they start negotiating with the palestinians like all negotiations, its going to take both sides compromising and maybe most importantly its going to take both sides easing some of the anger and the sheer animosity and thats naturally tough to do when youve had such a difficult four weeks when so many people have lost so much. The palestinian delegation is already here. This is the delegation that arrived over the week and crafted the ceasefire proposal with the Egyptian Government. The Egyptian Government in turn conveyed it to the israelis last night eventually the israelis said yes. Again, were waiting for the israelis to get here. Cautious optimism because weve seen this scenario before. Weve also seen it falling apart, but this time you get the sense that both sides are serious, that there is a chance to, one, end the blood shed, and two, perhaps Start Talking about a lasting truce that has been very elusive on both sides. Whenever these two sides have sat down, they have laid out their conditions but neither side has met those conditions. Israel obviously wants hamas to disarm. They want to demilitarize gaza, the palestinians have said thats a nonstarter. The palestinians and hamas, they want israel to lift the blockade, to open some of the crossed borders, exits and entries and they say they want a semblance of a dignified life and so far they havent had that. All that is on the table, carol. Once the delegations get here and thats why all eyes are on cairo in the coming hours and days to see how it unfolds. Hamas will be at the table . Hamas will be at the table. They sent a couple of representatives over the weekend, at least two other members from gaza are making their way here to cairo, according to palestinian television. I think everyone agrees, without hamas here in cairo being part of the negotiations, these talks wouldnt go forward because, of course, this is one side of the warring factions. They are not necessarily going to be sitting across from the table from the israelis, but they will be here in egypt. All right. In spite of the talks that may or may not take place in egypt, not many people believes there will actually be peace in the middle east . Why . Intense hatred, listen to what the hamas spokesperson said. We all remember how the jews used to Slaughter Christians in order to mix their blood in their holy matzoh, this is not a figment of the imagination of something taken from a film. I think the strategy for israel has to be how do you strengthen those palestinians who believe in nonviolence, who have accepted israels right to exist. When you continue to subsidize settlement growth, you make their position stronger. So i think the way to weaken hamas is to have a political strategy to strengthen hamass moderate adversaries. What would that be . It would show that israel is open to a palestinian state near the 1967 lines. I think that would strengthen a mahmaoud abass. Ending this war in gaza begins with recognizing hamas has a legitimate political actor. There must also be an opportunity for the teachers, police, and welfare on the payroll to be paid. Is that the way to go . Of course, jimmy carter had the great camp david agreements and deserves full historical credit for that as one of few bright spots in middle east history since world war ii. Having said that i think that most israelis see jimmy carter being pro palestinian. I dont see very much changing. I salute peter and others for finding rays of sunshine somehow in all of this, but if you are per verse enough to want to be depressed, all you have to do is focus on the middle east. Its eternally depressing because its so difficult to see how you break out of current patterns. Even in the united states, it is very difficult for the political alignments here to change. Jewish americans vote democratic about 75 of the time democrats support israel. Why would republicans be supportive of palestinians . Part of their base is christians who are even more pro israel because of political and do doctri doctrine. Its hard to see things changing. You always hear these polls that younger americans dont strongly support israel as Older Americans do. Does that matter . Well, you are absolutely correct. Recent polls showed that people under 30 are much more inclined to be balanced and to be even sympathetic to hamas and critical of israel. Of course, unlike the enormous baby boom generation, they dont have the memories of say the 1967 war or the 1973 war and so on. Still, i think that ought to be of concern to israel and even the two big american parties because those young people, if it continues with people who are currently in their teens, if that continues, then there could be a basic change in american policy toward israel. Okay. So im going to be a little more optimistic then. Larry. Peter you are showing a little bit of hope. There is this silent support of israel. Will that change things . Because of the hostility to the Muslim Brotherhood in many arab countries, that translates into being against hamas. The tragic reality is the war has strengthened hamas. Now they have this image to some in the palestinian war having stood up and fought against israel. Hamas had even accepted a palestinian unity government. I want to get the distinction clear. Hamas as a party does not accept israels right to exist. But hamas had been willing to sign on to a palestinian unity government, and hamass unity government does accept israelis right to exist. Hamas has been willing to say they would accept the will of the Palestinian People on a remp dumb on a two state solution. That is the best way to get a legitimate twostate agreement and ultimately the further you get toward peace and the end of this occupation and strengthening those palestinians who believe in mutual coexistence and nonviolence, the more you weaken militants like hamas. Then an ambulance will take her to the hospital where dr. Sanjay gupta is. Whats ahead for her . What will happen once the ambulance arrives at the hospital . I think pretty quickly shes going to be taken up to this Isolation Unit, the same place where her colleague dr. Brantly is already. The other thing shes probably going to be assessed. What impact has this virus had on her body, check her kidney and liver function and get an idea of her overall health. I was talking to the doctors a couple of days ago, they didnt know that kind of information. I think they are going to want answers to questions before deciding how to proceed. I know her family is here carol. How will her family be able to see her, isnt the patient kept in isolation . Yeah. Its a really interesting process. If you think about the isolation area, the walls are at least a few of the walls are glass, so you can go up, you can see the person thats inside the isolation area, and then theres intercoms and phones for the person to talk, so we know, for example dr. Brantly who is already in the Isolation Unit was able to have a 45minute conversation with his wife in that manner. Its not the same obviously. You are not right there. But you are able to see and hear the person. I was talking about this with one of my producers last night how difficult it would be when you have this frightening disease, ebola, and your family is unable to sit beside your bed and hold your hand. Yeah. You know, and another thing about it, i heard from the brantly family, said they didnt now he was going to be when he landed hoor, when they saw him walking off the ambulance, it was the first idea that they had he was doing better than they thought. You keep in mind that they had heard from dr. Brantly when he was in liberia that at one point he was pretty close to death. So this is the first time they are really going to see them. They have been wondering for a long time is my loved one, how are they doing, are they going to live or die . All of those questions have been circulating. I think it makes more difficult that they cant sit there. No down, i think they understand. Again, this is taking the 10,000 foot view. This is an infection that is not transmitted through the air, but it can be sick by someone who is sick with ebola to someone who is close by, transmitted by bodily fluids. Thats why British Airways is canceling all flights to liberia and sierra leone. I know you flew back from guinea where it is much more with ebola. When you got on the plane . What happened . Was there anything special that took place . It was a fairly straightforward screening process. I mean, most people dont go through this, but they simply took our temperature. They had a device which it wasnt an oral thermometer, but just a device that actually took the skin temperature and made a guess at what the core body temperature is. We filled out a questionnaire, talking about what we had been doing, and based on that, mostly the temperature, they allowed us to get on the plane. If you had a fever, that was going to raise the concern, but if you didnt, that was basically the extent of it. And ill ask you one more time, so if you happen to be on board a plane and someone infected is sitting beside you, how likely is it that you would catch ebola from that person . Well, you know, i think one of the first things you have to ask is the person sick, and you know, by sick, usually quite sick before someone starts to shed virus into their bodily fluid, if the person had a fever, in guinea, they wouldnt be getting on that plane. Lets say you would be sitting next to someone exposed to ebola and not yet having symptoms. That person is not going to be shedding the virus yet, so you are not likely to catch it from that person because the virus isnt being transmitted in any way. I think its really remote. Even in that patient in new york which were awaiting testing of, they went on to say, cab drivers, people he may have sat next to on a subway or a plane, are they at risk and their conclusion was no, they werent going back and trying to isolate those people and find those people . Family members who had close contact with him, yes, they wanted to check their temperature and continuing checking it for 21 days. By the way, his test results are now back. Were hearing that theres a very good chance that they will come back negative. He didnt seem to fit the pattern for someone who has ebola. He wasnt in contact with people who were sick with ebola. So just despite the fact that he had flown back from west africa and has a fever, that doesnt mean in any way he actually has the disease. Theres a lot of reasons someone can get sick during that sort of travel. Right, dr. Sanjay gupta, thanks as always.
