Half mast right now. Weve seen a huge transport plane that landed with the majority of the bodies that have already been found and another plane as well, a c 130 transport. One of them was a Dutch Air Force plane and the other one is an Australian Air force plane. On the tarmac there, in this silent tribute because we understand there will not be speeches. This is not a moment even for prayers to be said publicly or any kind of political or other kind of speeches. This apparently will be a silent tribute, just the dutch royals, the Prime Minister, the foreign minister, other family members as well, gathered here to see their remains of their loved ones brought out of that flight in separate coffins. You said flags will be flown at half mast. The windmills will be in mourning mode. All buses will come to a stop. Public transportation will halt. No commercials on national television. The entire country will come to a complete halt in just a moment. I want to go out to the air force base where these planes just landed. Describe the scene for us, there. Reporter right now, the one minute silence is under way right across the netherlands. This isnt a country that grieves and mourns publicly. There is no major outpouring of grief, but weve seen a steady stream of people leaving flowers and streamers and balloons. And as you say, windmills will be put in mourning mode, which is one sail tilted. Trials have been canceled in court at this memo in time. They will resume for another day. Buses stopping on roads. Trains stopping in their tracks. People will hold this moment of silence as a mark of respect and no plane will land at the airport in these few moments. Kind of a safe passage if you like to bring those people back home on the beginning of their journ any home. Its going to take a while yet. This is just the first of the passengers on board the mh17 arriving here at this military base. They will be transported in funeral cars to another base where they will be identified. So the extraordinary circumstance we have right now behind me where those planes have landed is that family members are looking at them. They are there in the presence of they dont know whether it will be their loved ones on board, so, of course, this is going to take some time now before they will be able to lay their loved ones to rest, but this is the beginning, perhaps, of some closure for them after this dreadful incident. If thats even possible. Chris cuomo is in amsterdam at another airport in the netherlands. You spoke with some family members earlier this morning and i cant imagine their pain. First of all, not knowing if their loved ones are on board those planes and then also knowing it will take weeks and weeks to identify those bodies. Reporter it is almost too big to think about in terms of what these families are fating. We just had the moment of silence here. Thousands of people outside. This place is special. This is where the plane began its journey. Thousands of people. Not aa word spoken during the moment of silence. From the kalers said it so well, she toeps that their deaths mean something to the world. They want the bodies back. They want to be able to bury something. Theres a bigger significance for them now and they are hoping that their deaths will mean something positive, and thats hard to hold on to when you are as much pain as you are and it Shows Incredible strength that they are hoping it will mean something. Were arriving at the moment of silence and i would like to our audience to hear it or listen actually. Lets all pause. [ trumpet playing ] such a touching ceremony. You see a line of 40 to 60 hearses approaching the plane right now. Coffins will be loaded on to the hearses and they will be driven to a dna lab to identify the bodies. I will bring in chris dickey, he is the Foreign Editor during the daily beast. No words spoken during this ceremony. Reporter it really is heart breaking. The silence is heart breaking. People are standing there, sitting in their homes, watching on television, thinking, trying to come to terms to the sense of loss that has touched everybody in the netherlands, its as if somebody new somebody on that plane. Theres no degrees of separation really. Silence is the only way to deal with it at this point. The dutch are so reserved. It was two weeks ago, the countrys soccer team aroused feelings of joy after coming in third at the world cup and now this. Reporter the dutch are very reserved but they are being moved by this incident in ways that they have rarely felt themselves moved before and people are asking questions of a kind that they havent asked before. A lot of kbes have been questions have been asked about Prime Minister mark rutte that he was too reserved in his initial reaction, too reluctant to cast blame, thats when people heard the foreign minister speaking at the United Nations so passionately, beautifully, angrily, that really moved the nation. I understand the family members of the victims, they actually had a meeting with the king and queen of the netherlands and also the Prime Minister, and there they expressed their anger. Reporter well, of course, they did, and i think this is partly reflected in what was said at the United Nations and its been reflected certainly in the dutch press. This idea its not just that the plane was shot out of the air. Its not just that the people who are most likely responsible are trying to escape all responsibility. It is the way the bodies were treated. It is the way the crash scene was dealt with. It is the way the insult to the dead and to the families of the dead i think was felt by certainly by the families, but really by almost everyone in the netherlands. All right. I would like to pause for just a few more moments so the coffins can come off the plane and be loaded on to the hearses. Lets watch. Such a sad, sad scene, as those coffins were loaded on the herses. You can hear crying in the background because family members are witnessing this. Chris, you were talking to the families earlier, what did they tell you . Reporter well, they tell you that they are dealing with tremendous loss. Every family, every loved one of someone who died on that plane has a story of who that person was to them. I thought it was especially poignant, this family, the kalers were looking at what their loved ones may mean to everybody else. They hope that this becomes a symbol of something about something that can help stop violence there, but they also want answers and here the thousands of people that just lined up outside the airport here in complete silence, theres not a lot of speech making and i think thats really important. You raise a good point there. Its not so much the words. Its the politics. Its that this situation is so full the politics of war, the victims are getting lost a little bit in that. What the gentleman was saying earlier, it wasnt just that they were taken, not just how they were taken, but the after math, the indignity of it, leaving them the way they did, lack of respect. The corruption and lack of respect for the investigation. All of that together has really been something thats going to demand answers and today you see the reverse. You see respect. You see the notion of dig any fieg dignifying the dead and trying to move forward. Dutch prosecutors have already started an investigation, but one of the most frustrating parts of this for these families, is who do you charge . Whou do go after. We just dont know. Reporter i think its very difficult. You know, its interesting. The hague, the International Court of justice is here in holland, the idea of charges coming, someone winding up inspect a court of law for this, its possible, but i think the larger remedy is going to be pushing the dynamic so that you have these big powers not so easily fostering violence. Whatever is going on between russia and Eastern Ukraine is something symptomatic of what were seeing in different regions of the world. I think that needs to be investigated just as thoroughly, but for these families at the end of the day, this isnt about geo politics, its about sons and daughters and mothers and fathers and brothers and sisters gone forever. At least right now its hoped to reclaim part of the physical. Even that is doubtful now without hearing in detail. Its going to be very hard for a long time. This day of mourning, they havent had one since 1962. 17 Million People in this country, but they are now very much unified in the remorse for those who are lost. I want to bring in nick peyton walsh, hes in Eastern Ukraine. Earlier those bodies left from the train station and the Ukrainian Government is trying to show respect there. There was a touching ceremony there as well. Reporter absolutely. Within the limited resources that the Ukrainian Government have particularly at this stretched time of civil war. Weve just seen slowly over the past 48 hours the dignity with which those bodies have been able to treated. Just 24 hours ago, we saw them emerge out of rebel held areas and the violence of civil war to which they were unceremonilyioui held. We saw today slowly loaded on to the back of two aircraft. One we watched was a dutch c130 and ukrainian soldiers in full dress uniform looked by australian diplomats, dutch representatives past these four coffins to the Dutch Military in the back of their c130. A second plane leaving a few hours later. The words we heard on the car mack, a tarmac, respect by the ukrainians as much as they could. Prime minister they are are really trying to reunite people in grief. It was anger toward those that fired the missile. They say it all points back to the kremlin. Then finally hours later, another airplane leaving the tarmac in kharkiv. It continues now. The dutch government wants to see it at a pace to fly out all of them by friday. Its a very complex task to take them off the refrigerated trains they are on in. When they land in the netherlands, thats when the identification can begin. Its high tech, using dna. Only for sure then can they start relatives who they can bury and give their cameras off camera where chris is, but still feeling intense trauma and grief, then perhaps they can have the closure burying their loved one. 193 people, thats how many of the netherlands lost of their countrymen. 193 193. Lets take you back to be eindhoven, netherlands where it is a national day of mourning, as you can see they are loading coffins on to hearses, because bodies are finally coming home. A cargo plane took off in ukraine after a touching ceremony there. The king and queen is present and the Prime Minister is present. Other dignitiaries. And family members have been witnessing this. Do you think this seems to add pressure on russia to deal with the situation in ukraine . Certainly, these pictures have been beamed around the world. Its showing the world in a sense of communal grief. I think this is very powerful whats being shown on television around the world right now. As many of us have commented over the last half an hour, what the dutch are doing right now for the victims, not only dutch victims, lets not forget, australian, malaysian and from many other countries, they are giving them full military honors. You saw the lone bugle, sounding taps, a long version of that very haunting and very respectful moment of mourning and tribute to the dead. This is a military operation thats happening right now in terms of respect for these victims and its happening very precisely, painstakingly, very slowly, no sense of rushed or hurriedness over this. They are giving the kind of respect and dignity toward what was taken place that was so obviously absent, in fact the reverse happened a week ago, ever since those bodies were strewn across that field in Eastern Ukraine. We talk about what might happen in the future, what kind of retribution or justice to those committed this crime, because it is a crime and many people have said that actually is possibly a war crime since civilians were targeted and blown out of the sky. And, of course, the netherlands is home to the first world crimes tribunal since world war ii. Now the International Criminal court, ask it and it may very well be in the future people brought to justice for this crime. But at the very time these victims are being mourned, there are more jets being blown out of the sky over Eastern Ukraine. As we know two ukrainian fighter jets have been blown out of the sky. Ukraini ukrainian authorities accuse the pro russian separatists. That begs the question, those shoulderfired missiles and other equipment is still getting through, including dozens of tanks still getting through that border, still going to those separatists, and this is a very serious moment to contemplate what more can be done to make sure that stops. Well, the other disturbing element to that is the crash site itself has been compromised and with the shootdown of these two military jets over Eastern Ukraine, i mean, it happened pretty near the crash site, so thats even more contamination and more difficulties for investigators to deal with. Exactly. Hard to know whether that was precisely by the crash site, but you are absolutely right. Its in the same general area, the donetsk, lieu area of Eastern Ukraine. So much has happened to compromise that scene, but still investigators say if they can just get to it and talk to people in the area, try to find out and piece together what might have happened, and then collect as much as they can of the actual hard evidence, but also they need to talk to people to try to build a picture of precisely who might have had their finger on that trigger, if ever that is discovered, and as we know the black boxes have been brought here and are now in great britain, where they also be forensically analyzed. They will be looked at very carefully to see if they have been tampered with or compromised in an effort to subvert any investigation. This is a maximum ka tras toffee and an investigative nightmare because it happen in a war zone and again to quote the australian Prime Minister, the crash site was being guarded by those who perpetrated the crime. Christiane, stay with me. I am to bring in senator graham. As you look at these pictures, what goes through your mind . Senseless waste of descent human beings trying to do nothing but travel freely throughout the world and got killed for no good reason. You heard about the two ukrainian jets shot down this morning. When you hear Something Like that, what goes through your mind . That the rebels are very engaged in trying to dismember the ukraine and the russians are all in helping the rebels and it is pathetic what the United States and europe is doing in response to this naked aggression. Sort of breaks my heart to see the ukrainian people left out in the cold. What should the United States and europe be doing . First, arm the ukrainian military, train them so they can defend themselves. How about u. N. Resolution condemning russia . You ask a question whose finger was on the trigger in every day it was putin. Lets put russia on trial. I dont know how the outcome would be. But the process would be great. Energy sanctions led by the United States, deny lending rights when it comes to coming to the United States, put putin on a list of people we should not do business with personally when it comes to banking and energy. When you say put russia on trial, you mean putin on trial . Yeah. How about him . How about a resolution of an action of killing these innocent civilians . The European Response is heart breaking. I appreciate our allies, by quite frankly europe has folded in the face of naked aggression. Were not doing much more and putin has got to be pretty pleased with the World Community toward him. Well, as far as i know, u. S. Intelligence sources say they can prove that it was pro russian militants who fired this missile. They can prove the missile was fired from Eastern Ukraine, but not russia. What they can not prove is that if russian operatives were on the scene when it was fired or that russia supplied this weapon. I dont find that to be a problem for lindsey graham. We know where it came from. It wasnt fired by the Ukrainian Government. It was fired by the same rebels who shot down the fighter planes. We know that russia is providing arms. The Satellite Photos of the Russian Military base on the ukrainian borders shows arms flowing into russia. I am convinced that this missile could not have been launched without some russian assistance and it came from russia itself, so this is why you would have a trial, to prove these things. How would you characterize mr. Putin at this point . Serving his interest above all else, making sure that russia dominates its neighbors, that nato cant advance around its borders. Trying to control the region he lives in, expanding russian power and influence. Getting personally rich at the expense of his people. He has absolutely no empathy or sympathy for individuals. Naked aggression toward his neighbors to try to control the desires of the ukrainian people to have a different life, to move toward the west, and just a dictator, an autocratic ruler who has destroyed democracy in his own country and trying to destroy it in his backyard. What would you like president obama say to mr. Putin . Stop talking to him. Just act. I would like barack obama to come to the congress and he would get an overwhelming response from the u. S. Congress for unilateral sanctions, if nothing else. I would like to see president obama call Samantha Powers who is a good u. N. Ambassador to draft a resolution condemning russia for the part they played in this, and start naming putin individually to be subject for sanctions. Do all these things. Then call him and say if you continue to dismember the ukraine, more will be coming your way. And arm the rebels. Excuse me, arm the ukrainian military. You say more will be coming your way, not war, right . Yeah, not war. More. This is important. 80 of the russian people believe that putin is doing a good thing. Sanctions against the russian economy, we could grind it into the ground, its no larger than the size of the italian economy. I want the russian people to feel pain in response to the pain they caused. I want to put sanctions on their economy so they understand that what putin is doing is not good for them long term and the way to get to putin is to basically make the russian people pay a price for supporting this guy . Back to the netherlands now. It is a national day of mourning, 40 victims have returned home finally after their plane was shot out of the sky over Eastern Ukraine. Those bodies and coffins being removed from those large cargo planes and being loaded aboard hearses. They will be taken to a laboratory in a nearby town where dna will be tested to try to determine who these victims are. Of course, this is just the beginning i dont know of weeks and months and maybe years of pain. Chris dickey, i want to bring you in, because only 40 bodies have returned. 193 dutch nationals died in this tragedy. Theres so much more pain to come. Well, you know, there is a lot more pain to come, but over time, it will start to become routine. People will feel, yes, there is more bodies, another dozen today, another 50 tomorrow, and these kinds of moments, as intense as they are, will start to fade away, which is of course what the people who were involved in the shootdown, people like probably president putin of russia are counting on. That the page will turn zp people and people will forget and everybody will go on with their lives and he will rest unpunished which is i think what senator graham was talking about a little bit earlier. Absolutely. But i will say theres a sense of extreme anger in the netherlands. Theres a group thats been put together with a policy director and hes speaking for these family members who have lost loved ones and expressing great anger at russia and ukraine and also at the dutch government, the government of the netherlands for not keeping the families more informed of whats happening. Theres two levels of this, carol. One is the question of the families, the bodies of their loved ones, of how those are treated and of the insults that occurred to the dead on the fields of Eastern Ukraine and thats felt very intensely, but there is another kind of anger that is welling up in the netherlands, at the people perpetrated this and responsible for it and there are a lot of doubts as to who those are. Maybe not individually who is responsible. You have columnist who are saying manup, netherlands, its to face the responsibility for your anger but for taking action based obyour on your anger. If anybody is going to lead the way toward stronger european sanctions, stronger european action, the dutch are the people to do it. The french are not acting. Im sitting here in paris where the french are going away with the sale of 1. 2 billion youre your euros to russia despite all of that happens. Nobody is really taking action in europe. When people say europe is not standing up, they are right and the people who could lead europe now are in fact the dutch. Well see if that happens, but i think there is that level of anger. There is bring in christiane amanpour. Some people say the United States should lead this effort . Frankly it needs to be everybody. There needs to be a much more concentrated level of focus on the stated desire to get the perpetrators of this crime and all of the destabilization, not to mention the annexation of sovereign territory, that would be crimea over ukraine over the last several months. The truism about sanctions, carol, in order for them to actually work, those putting them on, those imposing those anctions, have to be willing to take the pain. The u. S. Has to be willing to take the pain, the germans, the dutch, the italians, the british, everybody has to be willing to take pain in order to inflict pain. And until those countries feel that they are able and willing to do that, you are right, the russians are going to think like in a week or so the world anger will have dissipated and they can get back to business as usual. Unless you doubt that, i had on yesterday the e. U. Russian ambassador who told me that he felt that russia was doing quite nicely, thank you very much on the International Stage right now. So they clearly are hoping maybe that was just a putting a brave face on universal anger directed at them, but they are clearly hoping that after a few days this dissi pats and they are clearly counting on the United States, on all those European Countries i mentioned to calculate that they are not willing to take the pain to inflict pain on russia. However, the British Treasury secretary, george os born has said this week that actually now everything has changed. That this downing of this plane means that we can no longer afford to be timid. Its much more costly for us not to inflict that kind of sanction and pain because we cannot live in a world where these huge costs are inflicted of shooting down a civilian plane. Not just real cost, but human cost as well. We cannot live in a world where huge cost of annexing sovereign territory is allowed to go unaccounted for and uncounted. So there is a real sort of moment of truth happening and to chriss point about the dutch leading the way, even Prime Minister mark rutte has said everything has changed since this tragedy. You are absolutely right. Actions speak louder than words. Absolutely. What were witnessing right now, the hearses are on their way to a military base and thats where doctors and investigators will collect dna samples to identify the victims inside those coffins. The families of the victims welcoming their return as did government officials and even the dutch royals. Right now, most of the coffins with the remains are on their way to a nearby town. They will be taken to a military laboratory where their bodies will be tested to try to find out who they are. Dna testing will take place. Richard quest has all of those details. What we are seeing with these pictures from eindhoven is the first moments of decency, the first moments of dignity, the first moments when the long and difficult process of putting names to faces and putting identities and humanity to those on board. That will begin at a military base. Its going from eindhoven, to another base. It will take many weeks, if not months because of the numbers involved. There, you see the dutch Prime Minister mark rutte who is sitting near the royal family, king willem and queen maxima, who only last year took the orange thrown of the netherlands. After that, carol, the individual countries will repatriate their own nationals to their own country. Australian has made it clear its coming home. Until every australian has returned and justice been done, they will not rest, carol. Its sad to watch. Its unbelievable. This is just 40 bodies. 50 are expected to return to the netherlands tomorrow. There are 298 victims here. Not all of the remains have been recovered. And that, unfortunately, we need to keep in our minds and hearts and prayers as we watch these pictures. Because although the bodies, the first 40 on these planes, these planes will return to ukraine to pick up the next. They will return with empty coffins and they will come back with more families or friends or members. And then we have the very difficult issue of how many are still resting, how many remains are still in these sun fields of ukraine. Because, carol, you are right, its believed that maybe there are only 200 bodies have been recovered so far. If that is the case, then a great deal more work needs to be done amongst the wheat and the sunflowers in ukraine. And sadly, the fighting too, right . I know the black boxes have been recovered and they are now in britain, when will the download begin . I guess its happening while were speaking. For the experts at britains accident investigation branch, this is a very much routine form of operation. The boxes look to be in good condition. They were built to with stand the sort of force and fall that they endured. Theres a representative of the ntsb who will be there as well to assist experts and all the experts know exactly what they are doing. And the information, carol, that they will glean from the cockpit voice recorder and the flight data recorder, it will immediately be transmitted to the netherlands because it is the Dutch Safety Board which is now the Proper Authority that will investigate, and they will produce the final report.
