Now we just got an announcement that the government of oklahoma, he has tested positive and believed to be the first governor in the country to contract the virus. And just a little while ago dr. Fauci, the nations leading Infectious Disease expert put out another critical message about the outbreak and it is important for all of us to listen even though it is clear that the white house does not want you to. When you look at the numbers, obviously weve got to do better. We have to almost reset this and say, okay, lets stop this nonsense and figure out how can we get control over this now and looking forward how can we make sure that next month we dont have another example of california, texas, florida, and arizona. Because those were the hot zones now. And im looking at the map, saying we have to make sure it doesnt happen in other states. So, rather than games people are playing, lets focus on that. The president today is trying to change the subject. Hes in atlanta, not focusing on virus which is spiking there, too. Hes not visiting the cdc headquarters which is right there. Hes trying to make it infrastructure week once again. Lets start at the white house. Kaitlan collins is standing by. Shes joining me now. What is the president saying about this really unbelievable piece written by one of his top advisers going after dr. Fauci . This time not anonymous sources, very much in public. Reporter about about as public as you could get as this oped as you could get. Directly going after dr. Fauci and saying that Peter Navarro listens to him with skepticism and caution. And the president was asked if he approved of the oped and he insisted he wasnt aware of it and said it was peters statement and later criticized navarro for publishing that oped as he was leaving the white house. Were all in the same team. Including dr. Fauci. I have a very Good Relationship with dr. Fauci. And were all in the same team. Well he made a statement representing himself. He shouldnt be doing that. No, i have a very Good Relationship with anthony. Reporter so he said that he has a Good Relationship with dr. Fauci who we should note they have not spoken in about six weeks still to this day and they communicate through the Vice President. And we should note that when it comes to navarro, the white house said he didnt go through the clearance process when it came to publishing the oped and has not played by those kind of rules. Hes an outsider in the administration. Och goes directly to the president when he has Something Like he did with the memos that he had written months ago warning about the pandemic. But for dr. Fauci and this relationship with Peter Navarro sense for several months and listen to how dr. Fauci responded to those attacks, not only from navarro but from the anonymous memo by the white house circulated over the weekend questioning dr. Faucis judgment. Well, that is a bit bizarre and i have to tell you i think if i sit here and just shrug my shoulders and say well that is life in the fast lane. It is a bit bizarre. I dont really fully understand it. I think that what happened with that list that came out, i think if you sit down and talk to the people who were involved in that, they are really, i think, taken aback by what a big mistake that was. I cant explain Peter Navarro. Hes in a world by himself so i dont even want to go there. Reporter so, kate, there are no words there for Peter Navarro. And he was there tor the Task Force Meeting and cnn cameras saw him arriving around the same time that the president was boarding marine one to go to laul. So not likely they crossed paths today. Not for several weeks at this point. Thank you very much. Joining me now is dr. Thom engles from the center at johns hopkins. Great to see you again. Thank you for being here. From your perspective, when you hear dr. Fauci saying today that we essentially need to hit a reset button in terms of trying to get control of the situation, so next month doesnt look like there is another texas happening or another florida, what does that look like from your perspective . Well, first of all, i think hes right. I think we do need a reset. Majority of the states in the country are seeing an increase in the cases and as you said a number of them reaching alltime highs. I think a recent looks like really Clear Communication from the top of government. Its very consistent actions. It is leaders Wearing Masks from the national government, state government, local and political leaders working hand in hand with the top scientists not undercutting them like what happened in the past week and people making sensible choices around the country. I think it is not complicated what we need to do. We jut need to get on the same page and do it. Actually, just what you are saying, it is not complicated. It is quite simple. But it seems, i fear, almost impossible that it is going to happen. Clear leadership and clear messages from top is something that i know you would have liked to have seen from the very beginning of the pandemic. I mean, i want to play Something Else that dr. Fauci just said about getting to this point youre making. Getting to how he communicates or does not at this point with the president. Let me play this. My input to the president is now a bit indirect. It goes through the Vice President. But clearly the Vice President literally every day is listening to what we have to say. There is no doubt about that. It is great that the Vice President is listening. But it may sound like a small thing that it is now indirectly going to the president. But were talking about dr. Faucis expert advice in the midst of a pandemic where it is getting worse in this country and more people are dying. Is this normal . Does this concern you . Oh, it really concerns me. I think take the example of new zealand. Theyre doing extremely well, leading the world. And one of the things that people say there, that leaders say there, is that the relationship between the Political Leadership and the scientific leadership has been extremely strong and very close and the public sees that. And theyve used that to succeed, to really control the virus. People are back at work. Theyre doing sports again. Theyre going back to schools. But here we are with our numbers rising. We cant fight science and fight facts and do well against this epidemic. The virus is going to do what it will do and when we need leader like dr. Fauci to speak the truth and guide us with facts, harness the science of the country. Our country leads the world in science and technology. But were not using it to fight this virus strongly enough and we need to turn that around. Immediately. Like yesterday. Like two months ago. Its im sure youre kind of frustrated and exasperated at this point that youre having to say this at this moment. And what do you do with this . Most people dont know who Peter Navarro is but hes publicly going after the person who the expert, the top scientist that we have, the top doctor to get us there a pandemic, in the midst of a pandemic, what is the impact of that . How much harder does that make the Public Health message that you think is central to getting the country to reset . So, first of all, ive been working on issues around epidemics in 20 years ive never seen anything like it. Ive never seen a president or his people undercut scientific leadership. And i think it is really its demoralizing for scientists but it is confusing for people. If the public sees that Political Leadership is not supporting science, it begins to wonder about the science. It really is a terrible leadership message. And i think the good news about it, if there is any good news, is that it is reversible. It is possible to change this if the president and his Leadership Team decided that they would get behind the science, that they would reengage, reset. I think it is possible to do this but it has to be a decision to do that. That is interesting. This may sound technical for folks but you are the perfect person to ask. This announcement from the administration that they are now ordering hospitals to go around the cdc in reporting covid patient information instead now sending it straight to the hhs. The states reason is to make the Data Collection faster and complete and it is concerning health experts. Hopkins is one of the places that we all turn for collecting and disseminating this kind of information, for the case counts and trends and changes. You understand how important this full picture, transparency and this information is. What is your reaction to this change . Well, i dont know enough about the details of what is actually happening within hhs and cdc. I dont think it is a good idea to bypass cdc. They should be completely in the loop. Perhaps there is an efficiency in some way. But i think my bigger concern is that a substantial amount of data is collected every day within the government and not made public. And it is good data. It is data about testing, it is data about disease, data about hospitalizations. My view on this is that all of the data that we collect should be made public. It should just be a public good. People could make better decisions and the public could understand what the disease looks like in their own communities. So my own view is that we should move towards complete transparency about the data that is being collected around the country. Especially on this. Especially how you put it. You really synthesis it perfectly. I see no down side in holding back information. There is no benefit to just holding Data Collection from the American Public when you have Brilliant Minds like yourself who could help us understand what it actually means. One of the largest megachurches in the country north point ministries has just said that it is suspending all inperson worship for the rest of the year. This is a church with seven locations in and around atlanta. Ministering to more than 30,000 people every sunday. Joining me now is the pastor of North Point Church pastor andy stanley. Thank you for being here. It does not go unnoticed when a pastor with your reach says that he cant keep his congregation safe. What are you seeing that led you to this decision . Well, first, kate, thanks for having me on. This really the context of our decision was we want to love our neighbors. We want to be a Good Neighbor and love our neighborhoods and were for our community and we dont want to accidentally do something to our communities. And you understand this. Your viewers understand this. We have to go to the Grocery Store and the drug store and go to work. We dont have to go to church. So we have chosen to bring church to the people in our community, actually people all over the world, and this is a temporary shutdown but the church isnt shut down. It is just our sunday Morning Services so this is about the health of the congregation but this is about the health of our entire community. And i have heard other faith leaders early on in the pandemic, especially, saying that churches are essential services, you have sunday worship, your doors must stay open. What do you say to those faith leaders . Well, church is an essential service but a one Hour Worship Service with hundreds or our case thousands of people in a room is not an essential service and people need to understand. Our church and our staff are busier maybe than weve ever been because weve realee cated assets to serving in the community. Lots of large churches are very outward facing. So were not closed. But a one Hour Worship Service, we could do that at home and we could worship wherever we choose to worship. That that is one facet of a Healthy Church and that is one facet. This is a good reminder. It is just one facet. What would you need to see to feel comfortable opening back up for sunday service . Well, i dont know the answer to that question, to be honest. Obviously a vaccine or herd immunity or the kinds of things that were becoming more familiar with. But i really would trust the cdc, i would trust what doctors are telling us. And interesting thing, when we made this decision, about 85 of the response from our churches was positive. About 15 was negative, as you might imagine, that weve given in to a political agenda or basing the decision out of fear which is not the case. But the group most outspoken in favor of the decision was the medical community. As you mention were a large church with all kinds of people from all around the city of atlanta which is diverse. The medical Community Came out and applauded this decision. They said, hey, andy, this is a difficult decision but for the protection of not just the church, but the communities around the church. This was the right decision. So that is kind of the leader, the leading indicator. So i dont know a date. I couldnt give you the specifics. But when we feel like it is safe to bring thousands of people back into our auditoriums, well open. But in the meantime well continue to serve our community. You mentioned that your staff is busier than ever and it is gets to something i think about quite a lot. Is that this entire experience that the country and the world is going through, which is now going on for months, it is really testing peoples faith in a way that many have not experienced, especially kind of all collectively at the same time. People are isolated. People are scared. Im sure you have faced many questions about this. What do you tell people who feel like theyre losing faith in these really hard moments . That is a great question. And i dont have a super short answer for that but ill try to keep it short. The interesting thing about difficult times is people instinctively, not 1 pun hearse, look up. More people come to faith in difficult times than the wrinkle free days. Everybody that is a jesus follower or a sincere faith, part of the story was not things were so perfect i put my faith in god. It is generally things were so difficult i finally looked up and god brought someone into my life that helped me understand the broader context and purpose of any life. So people are buying more bibles than not ever before but more than in a long time. People, i think, when we open the churches and it is safe, i think a lot of people will come back for the first time in a long time. But that depends, im convinced on what the church does in the meantime. If we are insider focused and take care of our own, that is a huge mistake and not an indicator that were following jesus. So i think this is difficult as this is for most people, it is also an opportunity for the church. And were not going to get it perfect but were going to certainly do our best to be the hands and feet of jesus in our communities. And part of that, as strange as it sounds, is suspending our Worship Services on sunday morning. A strange but strange times. Pastor andy, thank you very much for being here. At this point it is likely not surprising that his main focus here as hes landing in atlanta is not the pandemic and the spikes that that state is seeing like so many other states are seeing, but still hes talking about infrastructure there today. Reporter yeah, so, kate, were waiting for the president to come out here to the ups airport hub outside of the atlanta airport. We were told hell announce the volback for the National Environmental policy act that will expedite the review process for federal projects like mines and Gas Pipelines and highways. And that is why hes here. Because this facility were told will benefit from an expanded highway project and an expedited review of that. Now environmental groups have said that is just another example of the Trump Administration essentially dismantling conservation safeguards that protect people and the environment from pollution and point out that it will be minority citizens that will be affected most by this. Minority citizens also in georgia affected by covid 19. We just got the numbers from georgia and theyve gone up once again, kate, just in the past few moments. President not addressing the pandemic but nearly 3,900 new cases according to the department of health. 37 deaths. And the number of new hospitalizations is double what we reported from yesterday. Now, Governor Brian Kemp said that they are working to deal with a surge in hospitals because of this increase that georgia is dealing with here. They had a Record Number of cases just last week. And weve been hovering around that in state of georgia for a couple of weeks. The governor flew around the state asking people to wear masks but has stopped short and said hes not going to issue a mask mandate even when the mayor of atlanta said she wanted a mask mandate. He retorted by saying it was unenforceable for her to do so. Now there is an executive order from the governor that expires at midnight tonight that sort of has those last restrictions in place. It limits the number of people who can gather in Public Places to 50. It also puts restrictions on business, assisted living facilities and those who are the medically fragile community. The governor has said hell take some kind of action. But we dont know what that is at this point. And if he doesnt, they will expire at midnight. Now the president , again, expected to come and talk about infrastructure here in a state, kate, that has been crippled by covid19. One of the earliest ones to open up and has continued to struggle and increasingly struggle to the point theyve had to open an overflow in downtown atlanta in the past couple of days in anticipation of the increase in hospitalizations. But the president is going to talk about ex pedditing the expediting the things for the highway projects at this point, that is all that we know hes going to address. Diane, thank you. As youve been talking, weve been watching live the president leaving air force one, speaking with local officials, some members of congress there as well as you notice, as diane is talking about the mask, the conversation or face coverings in georgia, theyre all Wearing Masks as you could see, the president once again not wearing a mask as he leaves air force one and off to the event hell be heading to shortly. Lets turn to florida where the state is reporting over 300,000 confirmed cases and more than 4,400 deaths and most startling cnn learned that 54 hospitals have run out of beds in their icu. Rosa flores is in miami. What are you hearing there today . Reporter you know, kate, there is a lot of worry here in the city of miami. And in miamidade countries. The positive rate is 31 . That is a third. City of miami mayor Francis Suarez saying yesterday that hes getting pressure to shut down the city in the next week to two weeks and that they need to turn this around in the next week to four weeks. Again, it is not just the positivity rate. Look at hospitalizations. The number of hospitalizations in Miamidade County up in the past 13 days by 56 . The number of icu units up 65 . Ventilators 92 . Jackson Health Reporting an increase of 226 when it comes to the number of covid19 patients in the past month. Now we learned from officials yesterday that this surge is, of course, being led by young people like they said in the past but now, kate, what were learning is that there is an uptick in the number of cases in individuals who are 65 and older. Not just cases, but also hospitalizations. That is, of course, a sign that this is family transmission an the mayors that we talked to and have been talking to for months now have said that that is their worry, young people going out and about in the community, not social distancing and Wearing Masks and going home and spreading the virus to parents and grandparents. And as you could see, as were talking about florida, it is worth noting that cnn has invited Governor Ron Desantis on the air multiple times and his office has declined all of the requests so far. The Los Angeles School district is the latest in one of the largest in the country to say theyre not going back to school in the fall. Mistake. What do you tell parents and teachers who feel that it is unsafe to go back. I would tell parents and teachers that you should find yourself a new person, whoever is in charge of that decision. Because it is a terrible decision. A terrible decision. My next guest has had to make what the president just called a terrible decision. Avis williams is the superintendent in selma, alabama, where the School Board Just voted last night that all classes will be online only to begin this school year. Thank you so much for being here. I could ome imagine how busy your day is at this moment. This move by the school board came on your recommendation. What were you seeing that forced to you make this call . Well, first of all, thank you, kate, for having me. And youre absolutely right, it is a difficult call to make. But we use all available data including the cdc, our Alabama Department of Public Health and we also surveyed all of our families, as well as our teachers and staff. Just to get an idea of their Comfort Level with returning to school and the vast majority of our teachers and staff were not comfortable with returning to school during the midst of this pandemic. And we also found that many of our families were also uncomfortable with sending their scholars to school under these conditions. In addition to that, our numbers have continued to rise with Community Spread over the last few weeks. Theyre not students, their scholars, i like that very much. I was actually struck by when you talk about the survey of the school community, the numbers that i saw was that 4 of the teachers said they were comfortable coming back and just 24 of parents felt the very same way. With that kind of concern that is in your school system, how would you open schools even if you wanted to . When you saw this survey, did it really leave you no choice . Well, we grappled with a number of choices. And we looked at ways to bring our scholars back to school. Because in the Perfect World we would have facetoface instruction and our youngest and most vulnerable scholars where the interaction is the teacher is important. So we looked at a number of different options and i met with my Leadership Team weekly, sometimes several times a week. And stayed in contact with them on a daily basis as we reviewed a number of data points and continued to research to determine how we will move forward with opening schools. Initially we even looked at the idea of our prek through third grade returning to school twice a week and everyone else started out virtually but as numbers continued to rise and i continued to listen to teachers and families we did decide to make the tough decision to make the start of our school year remote and virtual learning. So you are going to reevaluate the situation after the first nine weeks. What are you looking for at that point . Is there one thing that will help you get to a place of when youll know it is okay to reopen in any fashion . Well, the most defining factor will be what the data say as it relates to the covid19 spread. If our numbers are starting to decrease and we feel like were at a safer, healthier place within the community, then that will abc be a driving factor. In addition, well continue to survey our families and survey our teachers and staff as well. Im having a virtual chat and chew with all of our employees tomorrow and im very interested to hear what they have to say and we also plan to do the same thing with our scholars as the next few weeks progress so that he with could hear from them as well. So all of that intel will be used to make decisions. Right now were looking at beginning virtually and staying that way at least for that First Quarter of the school year. And what happens after that will just depend on what the data say at that point. Absolutely. And every School District is grappling with their own challenges with this. With the number of children that dont have access to internet and the physical buildings that they have, what kind of social distancing they could pull off. And because of that, i know you dont speak for every superintendent, i want to hear your opinion clearly because the president just said yesterday that the decision to close the school is a terrible decision and anyone who makes that decision essentially, you should get a new person in charge and hes kind of talking about you would be in the person in charge. I would be that person. What do you say to that . Well, it is a difficult decision. And it is different for every community. And i applaud all of the superintendents out there who are grappling with this issue. But we have to make a decision that fit our community and for the selma community, this was the right decision and it is the right course moving forward. So certainly i dont agree with his statement and i empathize with all of the other superintendents and leaders who are having to make similar decisions. Football is the lifeblood of our country. It gets everything going, the economy, the economy of baton rouge, the economy of the state of louisiana. And these young men need this chance. That was lsus football coach at an event with the Vice President just yesterday. And, yes, Everyone Wants College Football back. But is it safe, and when will it be safe . Look no further than Kansas State University to see how complicated this really is. The Kansas State Football Team brought back players for summer workouts, then had four team players test positive for covid, and then eventually had 29 test positive. The team had to shut down workouts last month and is now getting back to practice just this week. Joining me right now is the man who is making these tough calls, kansas state Athletic Director gene taylor. Thank you for being here. Talk to me about this decision. How do you know its safe to bring these athletes back . Thanks for having me on. Its a great question, and we have great support from our medical team, our doctors, our athletic trainers. And theyve done a great job kind of setting the tone for us and setting the things that we needed to follow to be able to start. And then they obviously were the ones that said, hey, this is something we need to consider shutting down for a while to get things back under control. So, weve got a great medical team. And when everybody came back, we retested. They felt comfortable that we could start the process over again. How are the athletes that have tested positive doing . Are they ready to get back to t on the field . Of the 29, 27 are recovered. And very few of them had any serious complications. The two that are positive are still isolated right now. And theyre doing their voluntary workouts and some of the stuff and theyre excited to be back. And whats been interesting and really, im glad to see is every time theyre coming in and out of the building, theyre Wearing Masks and theyre doing all the things. Their strength coaches are keeping them distanced while they are doing their workouts. So far its going very, very well. Thats setting the tone from the top. Thats coming from you as well that theyre following that maskwearing. And i thought this was interesting and candid that you said you know you cant keep these student athletes in a bubble. They have to go to their dorms. They will see their friends. Knowing how easily this virus spreads, how likely is it, gene, that youre going to have to shut the program down again and or other programs . Well, we certainly hope that doesnt happen. But obviously were making plans for every scenario. Once we get into the season, right now theyre not having a lot of physical contact in practice, which they will here in a few weeks. And woept to make sure that were doing everything we can in terms of testing weekly. And we Contact Trace and sit the ones that have had contact with the positive traces. But, again, were just encouraging them on a regular basis. So theyre out in public to social distance, to wear their mask. When they go to class if they have classes in person, which theres going to be a combination of those, to wear their mask in class when theyre with their friends to social distance and wear their masks. So i think were doing everything we can to keep them as safe as we can. And if there is a positive case, were going to take care of it, isolate them and give them the chance to recover. You can imagine if it means their season and their eligibility, you can be sure some of those players are going to be the safest people on campus probably. For the First Time Since george floyd was killed in police custody, cnn has gained access to view video from the Police Body Cameras worn by the minneapolis officers now charged in floyds death. Cnns omar gimenez is in minneapolis. You were able to view this body cam footage. What did you see . Reporter it really gave you insight to the emotion we have seen come out and the speed with which things escalated. This all began with a call to officers over a fake bill. Less than 40 seconds, one of the officers, thomas leune literally has his gun drawn on george floyd saying put your fing hands up after knocking on the window with his flashlight there after repeated asks to get out of the car, floyd is actually seen literally sobbing with his head on the Steering Wheel at one point saying hes sorry and adding please dont shoot me, mr. Officer. Please dont shoot me, man. Please, can you not shoot me, man . Leune says step out and face away. Its a little bit after that that floyd is literally forcefully pulled from the vehicle, again, based on video weve reviewed. And the next big struggle happens across the street as they try to get floyd into the squad car. At one point literally keung is trying to push floyd in while lane has gone to the other door and is trying to pull floyd in. Eventually floyd falls into, as the other officers arrive into a now infamously familiar position, notably under the knee of derek chauvin. And minutes later flied says please, please, please, each please seemingly weaker based on the video we reviewed. Thomas lane says should we roll him on his side . Chauvin no, hes staying put where we got him. Chauvins attorney has declined to comment. But part of why we are seeing these transcripts and part of why weve been given the opportunity to review this body camera footage comes from the fact that the attorney for thomas lane filed a motion to dismiss the charges against his client, in part, arguing that his client lane deferred to the senior officer on the scene chauvin. And the reason the video hasnt been released publicly is the judge only agreed at this point for private viewing to members of the public. I should note that cnn and other outlets have filed a motion to further release and publicly release the video. But we havent seen that yet. So different, omar, im sure from seeing a transcript and hearing and seeing the footage. Reporter of course. There were few things that were in the video that you couldnt even see in the transcript.
