And so what are the restrictions now going into place . Reporter you know, brooke, experts warned about this. If the number of cases didnt drop, this was going to happen. Miamidade county announcing it is rolling back some of the reopening plans. They are closing down restaurants again. Allowing only takeout and delivery. Theyre closing outfitness centers, party venues, shortterm vacation renters and officials are citing the numbers, increase in hospitalizations and also the need of icu beds and ventilators. The concern, too, is large gatherings in public places. Now here is what Governor Ron Desantis said during a press Conference Today about theme parks and disney. Take a listen. The theme parks have been doing great. Disney, i have no doubt is going to be a safe environment. I think that where you start to see the spread is just in social situations where people let their guard down like a private party or Something Like that. Reporter now, brooke, here in miamidade on the other hand they are concerned both what is happening in private with private parties happening in homes but also what is happening out at restaurants and public venues. Brooke. What is the story in florida with Contact Tracing. Apparently very limited Contract Tracing happening there. Why . Reporter you know, the cnn health unit interviewed 27 floridians that tested positive for covid19, and only five were contacted by the Health Department for Contact Tracing purposes. Now i remembered that here in miamidade mayor Carlos Jimenez announced the county is getting ready to hire 800 to a thousand contact tracers so we asked how many people they hired and the answer was zero. And here is why. According to the county, quote, in florida, the Florida Department of health is the only entity authorized to conduct Contact Tracing. Now, brooke, process this with me for just a moment. Because Miamidade County is the epicenter of the crisis here in the state of florida. Accounted for 24 of the more than 206,000 cases in the state. So you would think it is all hands on deck and weve asked the state why Miamidade County cant help with the Contact Tracing and were waiting to hear back. Brooke. Keep calling them. Blow them up. Hospitals in two counties have reached capacity as coronavirus cases surge statewide and officials are sounding the alarm as icu beds are coming close to being fully in use as the number of cases continues to climb across the state of texas suggesting it is only a matter of days until hospitals are overwhelmed. If we dont change the trajectory were on now, that in ten days to two weeks, were going to have overwhelmed hospitals and overwhelmed icus and it is not just the physical space, it is the health care professionals, it is the doctors and the skilled nurses and it is beginning to look like houston and dallas and san antonio are all going to be competing with that same talent as austin here in a couple of weeks. Thanks for having us. So your hospital is seeing a surge in the same way we saw across new york city and those hospitals back in march. As of today, what is your top concern . Yes, so i think what i could tell about houston environment is that houston methodist has seen in the past four months about 3,000 admissions for covid. We know that our peak in the midapril weve already tripled those numbers here in houston and houston methodist. And so as we are prepared to double those numbers, we are asking our public to take heed to the strict hand washing and the social distancing and the mask wearing. So that is our greatest concern, is getting the message out to take these things serious. I was reading about you today. You have been at houston methodist for almost two decades. You have been on the frontlines of planning during the ebola crisis, during hurricanes. When you think about this pandemic, and ive read that doctors in houston say versus new york in the spring, now have a Broader Knowledge about how to manage the sickest patients and are often more ashl able to avoid breathing tubes and ventilators and breathing care. Why do you think that is. Many of us in houston trained in new york city. We had the privilege of thriving through hiv aids and sars an an thrax and that brought the knowledge of how to address these kind of issues. So in the past four months weve learned from colleagues around the nation is what better treatments that we could use. So often during the first surge an older population required ventilator use early and now we know with the second surge in houston, it seems to be a younger population, that younger population weve learned could do things like proning to air ate marts of the lungs without the use of ventilators early on. There are other therapies that are experimental that seem to be doing well as well. But that is kind of the difference in why you might not be hearing the need for icu ventilators at this point. Quite like we were in new york city in march. I just think that is such an important distinction. Thank you for explaining that to us. I want to put a graphic up on the screen, doctor, of the timeline of the hospitalizations since texas reopened. And when you look at that curve, the trajectory is frightening and you have some urging Governor Abbott to empower local governments to issue stayathome orders. As a doctor, just right there on the front lines, what do you think it will take to get that graphic moving in the right direction . So, i think it is going to take first of all just continuing with the messaging. We are lucky to have great medical leadership here at houston methodist and in the med center. All of the ceos, cnos and quality leaders in the e. R. Have collectively gathered every evening to discuss rates, help each other with bed management so we all share our patient population. I think that there are conversations that happen with the governor and his leadership to make sure that there is an understanding of the reality of what is available to us and what really needs to happen. I think some of the requests for man dated masking now, closing of the beaches this past weekend was a step in the right direction. Its really up to us. I think we need to in the public just be aware, the way that we show we care is by wearing a mask, social distance and adhere to strict hand hygiene. I hear your messaging and i hope texans are listening and doctor, thank you for all you are doing and that you vest to do during the pandemic. Appreciate you. Thank you very much. I want to take everyone from texas now to illinois. The city of chicago once a hot spot in the pandemic has now seen new cases drop dramatically in recent weeks. And now the city has a new rule to keep it that way. Starting today chicago is requiring anyone traveling to the city from any of the 15 states to quarantine for two weeks. Violators to be subject to a fine of up to 500. So with me now, the commissioner for the public the department of public health, dr. Al issonar witty. We felt like we had to do everything we could to protect the progress that weve made here in chicago. Were at a point where were seeing record lows in hospitalizations, and record lows in death going back to march. So these states are places where there are more than 15 cases every day per 100,000 population. That marieans there are level t fln outbreak when we were under shelter in place but in these states there are not shelterinplace orders so we have an order saying if folks travel from those states and return to chicago, they need to quarantine for 14 days before they could be out and about. Now, it is one thing to put this order in place. It is quite another to enforce it. How will you plan on forcing people to comply and how will those fines work . Sure. So our main goal here is really first and foremost to educate people and to do the right thing. So people will be getting information at the airport, information as theyre booking tickets, were having our hotels and our airbnb make sure that people have that understanding as theyre looking to book information. Were putting info up on the highways for people driving in. But were not going to be pulling over people without a state license, were not going to be making big lists of people to track them down. Primarily if we determine in the case as were doing case investigations that someone has violated the order, it gives us the authority to put those fines in. Up to 500 per day for anyone who has been found not to be in compliance with the order. But mainly we want to educate people into doing the right thing. Devon mcneil was 11 killed running into his aunts house to grab a phone charger. Natalia wallace was 7 and playing outside in her chicago neighborhood when a bullet struck her in the head. Roy demarkka giles was 8 and caught in the middle of a gun battle in a hoover alabama shopping mall. An unnamed 6yearold boy in San Francisco and a 14yearold in chicago. Just one child is too many. But six in 72 hours is a national wakeup call. Lets go straight to Cnns Omar Jimenez in chicago where 77 people were shot over the weekend. And omar, tragedy piled on top of tragedy. But the chicago mayor said there are decades offin e of inequ fuelling the violence. Reporter Lori Lightfoot described it to me, theyre operating at the intersection of coronavirus and gun violence and many of the same communities that have most been affected by the pandemic are being most affected by violence. And when you look at this summer and what weve seen so far specifically, youre dealing with the challenges of summer violence. But on top of that, weve had first responders, including Police Officers who have tested positive for coronavirus or died. The jail has seen hundreds of detainees test positive or die. Courts have had to close at one point or another. So mayor light foot said all of the factors come together to create this current reality. Violence is a manifestation of much larger social problems. It is a factor of poverty, lack of jobs, lack of education, and lack of hope. All of these forces are coming together at the same time and making it very difficult. Reporter and one of the most difficult parts of this is this is now a third week in a row in chicago where children have now been killed. Children that range in ages from 10 years old, 3 years old and 1yearold and this past weekend a 7yearold. And the family of the 3yearold who died in recent weeks told me they are now living firsthand with funerals where children are carrying the caskets of children. Omar, thank you. With me now, the mayor of atlanta, mayor keisha lance bottoms. Thank you so much for being with me. And i want to get right to sequoia. 8 years of age. You said it over the weekend. She was a baby. How could this happen . You know, brooke, that is a question that were all asking ourselves. And ironically i found a note on my desk and i dont know the context in which i wrote this out but i said i dont know the answers because i often dont knee the questions to ask. And i was listening to mayor lightfoot, she summed it up, we talk about systemic racism and the trauma and the anxiety and all of the things that are happening in our communities and it is this convergence and i hate to use the word a perfect storm but it is where we are in this country right now. And you think about the leadership or the lack thereof that we have coming from the highest office in the land. I think that you are seeing so many emotions play out and so too often its playing out in violence in our streets. I want to come back to this concept in the community of a perfect storm but i do want to ask about the family first. We know the family last night was calling on community to work to help find who killed their daughter. Do you have an update, mayor, bottoms, on the search for the killer and is there any progress there and have you spoken with the family today . I have not spoken with the family today. But we have received a number of tips. So we are encouraged by that. There were so many peaceful people in the area and gather a peaceful way throughout our city over the past few weeks. So this is has not been received well by so many people, good conscience and people are speaking up and hopefully well have something more concrete soon. And then you made it clear when you were speaking last night, these are folks in the same community shooting each other and as you also point out you cannot blame police. Why . Well, the point that i was hoping to make and i hope that it was received that way in the way in which i was intended, the irony of this is that this is on a site that was supposed to be a tribute to a man who was killed by police, who spoke about his daughters 8th birthday the next day. He spoke about her Birthday Party in his encounter with the Police Officer and the irony was that in this place of peace and what should have been a place of honor and tribute turned into deadly violence. There were two shooters is what her mother said. One shot from that parking lot of the wendys and one shot from the parking lot that she was atemming to make a uturn in. So it is there are separate issues but the result is still the same. There is injustice and there is Police Brutality in america. Period. But there is also this violence that is erupting on our streets often between people within the same community that is also a problem and to someone like sequoias parents and her nearly 50 loved ones who were with us on yesterday, the result is still the same, somebody who they love is gone and i think that we have to deal with both of these issues and we cant deal with them if we want to put our heads in the sand and act they dont exist. To that point. He said last night during the Civil Rights Movement there was a common enemy, now were fighting from within. So two questions. How do you stop that infighting and then what or who in your view is that common enemy . Well, you know, in Civil Rights Movement there was this defined objective and that objective was to receive equal rights for all americans, particularly africanamericans during that time. This movement is a very different movement. It is a more global movement. And i think that at this moment in time when you have so many people interested in making change across the globe, i dont think that it is helpful to this movement when it is being overshadowed by violence and things and instances that are taking away from the importance of the movement. And so i think that this enemy that we have to confront is violence. And whether it is violence from interactions with Police Officers, whether it is violence within our communities, the impact is still the same on our communities. It is destroying our communities. And i think that they are equally important conversations. I think that we could have the same conversation. I think we have ability to have this conversation simultaneously but when you have an 8yearold child killed feet away from the site where we are protesting the killing of an unarmed black man that we have technology we have layers of issues in our community and we have to confront them both with this same anger and with the same sense of urgency. So we have just started, what, now month five of left bank not being fully functioning and i know you have this great chicken Delivery Business that helped keeping you go in the meantime but what are the Biggest Challenges as a Restaurant Owner during covid . Well that is right. Left bank has been closed for five months. And weve gotten a lot of help from the city and from the state, which has been great. Its really fortunate for us that we have this delivery concept that had been up and running. We designed it specifically to do online deliveries and we didnt know at the time it would be our lifeline, especially toward the beginning of this pause. I think moving forward the city is going to have to pull all the way through with the outdoor dining. I know that they were really great about letting us open things, and it is absolutely critical that restaurants be able to have seating outside for the time being. And im a little nervous that the city could start to pull back. It could be a good Revenue Source for the city as well to find restaurants and im hoping they dont choose to do that. Just so people understand who arent let me jump in, who arent in new york city, restaurants like yours are setting up tables and parking lanes safely with bright colors, just to try to make some money. And also, lawrence, for people outside of new york to try to wrap their heads how hard it is to survive, could you just ballpark, im not going to put you on the spot, but ballpark, what is a typical rent for a new york city restaurant for a month . I would say that is a there is a big jump in numbers there but i would think ben 8,000 and 50,000 for the place in the west village, a 50seat dining room could be from 15,000 to 30,000 a month and that is just rent. So let people sit on that number for a second. Which you then have to cover. And all of you Restaurant Owners are stuck because youre not able to make ends meet because you cant be a fully functioning dining room. Thank goodness for your chicken Delivery Business. Youve been able to cover some of that rent in the beginning. But are landlords being sympathetic, lawrence . The whole were in it together or not at all . I mean, i havent heard any good stories and ive been talking to a lot of my chef friends and any Restaurant Owner friends and im not hearing any good stories and i dont have a good story to tell. Weve been trying to contact our landlord for months now. Just to get into some kind of a conversation about this is happening and there will come a time when we will not be paying rent. And to hopefully negotiate. And what i think is happening is that the landlords are waiting for some kind of legislation to come down which is going to compel the business the Property Owners to exercise grant relief, grant reduction, rent renegotiation, lease renegotiation, it is critical. Because all of these agreements were made in a normal world. And the world that were in now cant sustain the rent that we agreed to. I know. It hit me hard because i know that if i was on the streets i dent foe wh i dont know what i would do and i got out because i met him and i was lucky because he reached out his hand and helped me get off the streets and i dont know nobody is helping out anybody on the streets right now. They look at people on the streets like theyre lepers or they have the worst disease in the world. And i just dont know, i dont know how to explain. It is hard because so many people out there feel invisible and feel like nobody cares. And now with covid people are treating the homeless even worse than before. Before everybody felt unwanted but now theyre disease and less wanted. It is magnified. Yeah. It is. And to hear the emotions from people, when i see the people, sometimes i think if that was him 16 years ago, i would hope somebody would help him out there. I wont have made it. So there just arent there people doing as much as they could to help people out. So in terms of how youre helping. Talk about the backpacks and what is in the backpacks . Each backpack has 45 to 50 items from toiletries to razor, shape of shaving cream and de ode rant and wipes, when they could take a shower and they cant, Peanut Butter and jelly, tuna fish and snacks like slim jims because if you dont have teeth they could suck on it for preteen and there is first aid kit, sewing kit and pen and flashlight. For the last week, since early last week, a draft policy to ban the Confederate Flag at military bases has been circulating at the highest levels of the pentagon. If its some part of historical painting thats part of a display, that might be something different. But you cannot bring the Confederate Flag into public spaces at military installations.
