And it was crafted by problematic behavior in previous weeks, people not social distancing and it allows police more leeway to do things like potentially shut down businesses between 1 00 p. M. And 6 00 a. M. But they have not had to do that this weekend thus far. People on the beach are doing a good job keeping parties very separate and these crowds are much lighter than what we saw earlier this weekend. I should mention also that we just heard someone play taps here on the beach and that was very moving so people are remembering memorial day as well as having a good time. They are also packing the local businesses who really need these tourism dollars, but of course indoors is when it gets tricky in terms of social distancing and face masks. Here is what the citys Public Information officer told me about that. As were waiting in restaurant lines or in the hotels, i think that is where we need to practice that safe social distancing, that we need to keep the covid19 rules top of mind so that everybody is safe. Reporter and the city also said they sent out regulators to check the local businesses, making sure that those restaurants are staying at that 50 capacity or less as the state has dictated. They found that a couple of places had too many people so they had to ask the restaurants to show some patrons out of the door, brooke. I get it. People want to enjoy their long weekend. Get a little sun. But is everyone really six feet apart and truly safe. Natasha, thank you. Speaking of parties. Ed, we show the picture of the pool party in missouri and new video of people hanging out on this lake in arkansas. Tell me more about those scenes. Reporter well, there is kind of unfazed people here in arkansas based on what the governor is saying. The governor said over the weekend that the state is experiencing what he believes to be a second peak of coronavirus cases here in the state. The first one came about a month ago around april 20th. But from what we could tell most people unfazed by all of this. This started to come to light last thursday as some 450 new cases were reported and over the course of friday, saturday, and sunday, anywhere between 150 and 160 new cases were reported each day. The governor said that the spike is due in large part to more testing. And the fact of the matter is that based on peoples actions today, we wont know the effects of this for another couple of weeks for how long it takes for the virus to spread and to really show up in the testing results. But the governor attended a wreathlaying ceremony here for memorial day today and he kind of walked this balance between urging people to not be living in fear, living sequestered and tied that into patriotic duty. So today lets remember those who gave their lives for our freedom. Lets continue to enjoy our freedom and lets work to protect those who are neighbors, fellow americans, and friends. Reporter so, brooke, if you break down the numbers over the last week, we should point out that arkansas has not seen the vast number of cases and deaths that many other parts of the country have seen. But it is nearly 6,000 coronavirus cases that this state has reported since the pandemic broke out, 900 roughly of those have been reported in just the last four days. The governor said the one Silver Lining that theyre seeing here is that the positive infection rate and the hospitalization rate remain low so hes bolstered by that. But there is definitely a great deal of concern about what is unfolding here in arkansas. Brooke. And to your point, people wont know if people are hanging out and partying and having a good time and we wont know the consequences for another couple of weeks. Im concerned were worried about the next outbreak of clusters because that one person infected not showing symptoms themselves specially, they could infect dozens of others and there is a misunderstanding that reopening means that everything is safe. I see this in my own neighborhood where kids are hanging out and large groups of people have picnics together. And you could be outside. People should be outside and enjoying the nice weather. But it is keeping that physical distance, that actually is even more important now than ever because now that everybody is out and about, we have to be even more on our guard and keep that physical six foot distance, wear a a mask and wash your hands. Dont let the early summer weather lure you into thinking that were all good. The World Health Organization has temporarily stopped studying hydroxychloroquine because of safety concerns. This is the same drug promoted by the president as a cure for coronavirus, but he said he himself, he said he took hydroxychloroquine himself. What do you make of the w. H. O. Decision here . Well, theyre weighing a lot of different factors and specifically risk benefit based on the studies that have been done. And there are a number of other candidates, quite a few other candidates going through Clinical Trials that do show promise, that do have a much better risk benefit ratio than hydroxychloroquine does and i hope that the president and everybody else will heed the warning of scientists and not take hydroxychloroquine except in the context of Clinical Trials. There should be Clinical Trials done especially at the use of hydroxychloroquine and others as prevention or early on treatment and all of the trials should continue but not prescribe them for untested purposes. Dr. Wynn, Health Officials in missouri say two hair stylists may have exposed 140 clients to covid after working while showing symptoms during the second week of may. The salon was legally permitted to operate and the stylist and the clients were all wearing face coverings and so even with that procaution, the potential spread was significant. Can you speak about that . Yes, we know that proximity, being close to someone for a prolonged period of time, like the time it takes to get your hair done, that is the danger of exposure. It brings up the point that you should not go to work or be around other people when youre sick, when youre clearly symptomatic, asymptomatic happens but dont go out when youre sick. And how much and time intensive that Contact Tracing is going to take and overwhelm the Public Health infrastructure in those areas. To that point when youre sick. Maybe they have mouths to feed and their family and it is this pushpull but that director of the county Health Department said this is possible but if the resources need to track every Single Person down will be strained and if this continues to happen, you have multiple outbreaks, are Health Departments up to the task . This is the bread and butter of local Health Departments. I know this having run one. But you need the resources to do it. It is so time intensive. Imagine calling 80 or 100 people and figuring out exactly where they were and gaining their trust so theyll tell you accurate information. Now imagine if that is a thousand people or 10,000. So we need far more resources when it comes to testing, tracing, isolation, all of the core capabilities that at the moment we dont have. Doctor lena wynn, thank you so much. But this weekend is notable because hes tweeting about the debunked theory that he believes Joe Scarborough played a role in the death of an intern when the police never suspected foul play and it was ruled a accident because the woman had a heart palpitation and then died and the president tweets one thing among many and it is notable begin how many things he amplifies and he does have 80 million followers on twitter that hes amplifying these kinds of messages to. Not only to other ones from his supporters that made disparaging remarks about politicians and the theory about Joe Scarborough. Why is he tweeting this on a weekend dedicated to fallen troops and while were in a pandemic and nearing 100,000 american deaths. And where is he doing the tweeting, during rounds of golf. Lets remember back during the ebola crisis in this country, donald trump went out for president obama for being out golfing. Listen to this. When youre the president , you sort of say im going to give it up for a couple of years and really focus on the job. How about right after the beheading he then walks over to the News Conference and then walks right outside and tees it up. There are times to play golf. We all love golf. There are times that you can play and it sends the wrong signal. But he plays a lot of golf. April, potkettle. He called it black, yes, he did. Here is the bottom line. We are facing the official numbers of 100,000 approaching 100,000 deaths in this nation and mind you there is a lot of people never confirmed because they were not able to be tested or go to hospital so the numbers could be larger than that. But this president is trying to deflect and also show people that hes standing strong in the midst of this, trying to show that this nation is still on course when it is not. So he is actually the pot calling the kettle black by going to the golf course and hitting rounds on that ball yesterday when he should have been in the white house. When he should have been trying to calm the fears of the nation on this first weekend, unofficial weekend of summer. All part of the tweets, kaitlan, the president threatened to move the rnc, the Republican National convention out of North Carolina where it is set later this summer. What is going on there . Reporter that is not supposed to happen until the end of aug. But apparently the president and the rnc are concerned that because the North Carolina is moving slowly than other neighboring states in reopening the fear is that basically it will come close to the convention and it wont be able to be like you would normally see a convention and that is a question raised by people for the head of the dnc and the rnc of what exactly that is going to look like and whether or not you could put thousands of people in one arena like you so often see at these conventions every four years so the president is now saying that unless very soon that the North Carolina governor can commit to them being able to have a full attendance at that convention, they are going to consider moving it to another state that is further along in reopening. Now my colleague jeff zeleny spoke with the governor who is a democrat, roy cooper, last week and he said it is not a political decision that hes making but they want to make the best decision that is safest for people because theyre hosting it in charlotte, North Carolina. And he didnt say whether it is at full capacity yet. And so the question is whether they move it. A lot of work and money has gone into putting this in North Carolina but the president is serious about his threat. But would he go to florida and texas. And he denied having it at one of his properties in miami, in florida, but the question of where you could move this so quickly is unanswered. And speaking of crowds, april, the images of people hanging out, parties, lakes, pools, beaches, over the weekend, leading to concerns that some are completely abandoning social distancing and does the president of the United States, april, have a responsibility to address this . He has a responsibility, he has a moral responsibility as well as a responsibility to the oath that he took saying he is protecting and serving. Right now the American Public is getting confusing messages. The president is out golfing without a mask, without gloves and we dont know if he was physically distancing because the pool reporters are not able to be on the golf course with him. But what people are doing is going against what the cdc guidelines are saying. And this president is not going by what the cdc guidelines are saying. This president has an oath that he has uphold. He has the moral authority that he needs to take and give people the understanding, we are still in the midst of a deadly pandemic even as he is trying to reopen the economy. And this is deadly. It is no the flu. It is not a cold. It is something that you could die from and we still need to take the precautions until there is a vaccine and then after that there is mass production of the vaccine and then there is a global immunization of people. The president has to do that. If he doesnt, were going to see numbers spike again in many communities that are having these massive pool parties and having massive gatherings where people are not using common sense as well as the sense of the cdc. Where we should point out on the one hand it is a good thing that fewer people are getting infected but if you are a scientist trying to develop a vaccine, explain why it makes their work for challenging. Well it is challenging to design trials with a virus that is moving in time and space. However, we do feel weve thought through that and have a reasonable strategy. We have a country that has been affected by covid in many different areas yet we contract the virus, we can set up our vaccination sites in areas where the virus is just entering, we have predicttival go rhythms that suggest where the virus might be, the Wayne Gretzky approach of go where the virus may be. And our trials are bigger and capture a greater geographic diversity as where in Great Britain there are larger numbers of people and we know that density is the fuel of the virus and we know where density may occur that we could anticipate the virus entering. I think im liking the sound of the odds and chasing after the puck. If youre attempting to basically take months to complete a process that having spoken to a number of doctors over the last couple of weeks it takes up to ten years to do this kind of thing. How are your efforts going and how confident are you on this timeline, maybe end of the year, beginning of next . Well were very optimistic. After all, we have incredible cooperation from the pharmaceutical industry and most of all what gives me confidence is the cooperation of the american people. We know with their cooperation we could get entry into these trials, we feel we have a great strategy to do these trials. And i think the most important thing for all of us to know is that we need to know if these vaccines work, we want multiple vaccines to work and we need to know their safety and that is our mission and we are laser focused on that mission. All right. So everyone listening to you loves the idea of speed and that you have multiple sort of irons in the fire so to speak. But can you allay the fears of people listening that worry if you are doing this so quickly it might jeopardize safety. What would you say to those people . Quickly does not mean one iota difference in the normal safety routines. All of the vaccines go from a small to a large and from a small phase one to a larger phase two study and then we move into a efficacy based study but theyre overviewed by an independent senior group of scientists who monitor the trial for safety and well as any hints or evidence of efficacy. And they are the ones who are independently looking at this. Theyre the ones entrusted to make sure the trial is conducted at the highest standards and that we are going through and making sure there are absolutely no shortcuts when it comes to the safety as it relates to evaluating these vaccines. Dr. Cory, last quick question, this is my crystal ball question, right. When do you hope to have something ready . Well, dining the trial is relatively large, like 30,000 persons per trial and theyre designed to give us hopefully an answer within six months. Now that depends on how effective the vaccine is, how efficient we are in our trials. So, still optimistic by the first of the year, february of 2021, well have answers for us. Okay, dr. Definitely as a player, you would make sure that the information theyre giving you is correct. And from everything that weve seen thus far from Michelle Roberts and adam silver is that they are being extremely cautious, providing accurate information, and i would say proceeding with extreme caution. As an executive, i would want to make sure that the players are taken care of from a travel standpoint, making sure their families are taken care of. I would probably go even one step further to see if theres been any covid in any of the family members that are coming to potentially orlando or las vegas. And everything would be around safety and health. Those are the things i would look for as a player and an executive. So isaiah, obviously health being paramount. The nba says the orlando facility would be for games, practice, and housing. I know a couple of players did test positive for covid. My question would be how much freedom would you give them . Should they be existing in a bubble . How strict should they be in keeping those players in line . I think the keyword you just said is the bubble. When we think of bubble, we think of the playing facilities that theyre going to be in. But i think when we think of bubble, we have to think of, you know, the hotel, the plane facility, and also the eating environment. And all of that has to be monitored, has to be enclosed in some form or fashion. And in terms of the strictness, it would absolutely have to be strict from a contamination standpoint in terms of people entering in and out of the building. So it would have to be rigorously critiqued and also looked after. Once you bring that many players in that environment and you put them there. Again, this is all a possibility.
