And yet a short time ago, the president remained unclear about if he would invoke the defense production act. This is something that would help increase the manufacturing of masks and other protective gear. Invoking the production ive done it. Ive done it. But you said ive done it. We find if we need something, we will do it. You dont know if weve invoked it, you dont know whatsen ordered. Whats not been ordered. I can only tell you, i can only tell you, as an example, masks, nobody ever heard of the number of masks thats been ordered. Theyre being made now. And many are available now. Well, whats more, the cdc is now advising Health Care Workers to ration masks, to use expired masks, even use bandanas or scarfs as the last resort. The cdc also issued a report finding 69 . So, the majority of u. S. Cases actually involve people who are younger than 65. Sources say the state department is about to issue the most severe advisory which is advising americans to not travel outside of the u. S. , period. Unemployment claims surge bids 70,000 last week. It hit the highest level since september of 2017. Plus more than 2,000 National Guard troops have been deployed in 27 states. But the president did offer positive news today saying hes fast tracking positive drugs that could treat the coronavirus. His fda adviser added this. Again, we need to look at it. We need the data and the information to make the absolute best decisions for the american people. I want to assure you we have over 17,000 at the fda doing this every day. There are drugs on the pipeline. Everyone on this dias gets calls every day as do people at the fda about potential therapeutic options. Were looking at every single one of them. Lets go to cnns nick watt. He was those challenges that theyre facing. Nick. Challenges are many. With President Trump, briefly up on that podium today, he was still calling this the chinese virus, still saying if they hadnt kept quiet about it early on the rest of us wouldnt be in the position that we are. Interesting to note, china just logged its first day with no new domestic cases. Here in the u. S. , we are very far away from that. Reporter its here. Its spreading. The fda now fasttracking antiviral treatments, one currently used against malaria. Its going to be very exciting. I think it could be a gamechanger. And maybe not. Reporter the vaccine still some time away. It has changed everything. And it will, for the foreseeable future. Reporter carnival cruises apparently now offering up its fleet. If we should need ships, lots of rooms, theyll be docked at new york, los angeles, san francisco, different places. Reporter a Field Hospital on u. S. Soil, washington state, over 10 million californians told to shelter in place. A 1 trillion national stimulus on the table. If we just everybody stays home for six months, you know, its going to be like the great depression. Reporter clusters cropping up, at least 46 positives now at this one illinois care home. Three dead. Four others infected and just one extended new jersey family. Hospitals across the country are rapidly running out of masks, gown s protective eye wer that they desperately need. Were being asked to recycle single used surgical masks. Reporter the cdc advising use ban ndana masks. Ask allowing asymptomatic exposed providers to work while wearing a face mask. Here is one face of this growing pandemic. You choke. You throw up. The pain, the headache. Reporter and heres another. I feel like we shouldnt change our lifestyles necessarily because of corona. Because of younger people, thats why we dont take it serious. Reporter florida beaches are still open. You got to figure out how to get these people off the beach. Unless you can figure out to be completely isolated from everybody else. Individuals have to take responsibility. Reporter because even if you dont suffer much, you can give this to others, although up to 20 of coronavirus hospitalizations in the u. S. Are between 20 and 44. According to a new federal study. People need to pay attention, no matter your age. Reporter some u. S. Congressmen have now confirmed they have the virus. Georgias entire legislature told to selfquarantine for two weeks after a state senator tested positive. In france now, to leave home, you need a certificate stating where youre going and why. Theyve cited thousands. I am not going to imprison anyone in the state of new york. I am not going to do martial law in the state of new york. Reporter but they are considering converting new york citys hotels into hospitals. The European Union now urging netflix and others to stop streaming hd, so we dont all actually break the internet. While we hunker down. Now, you mentioned that the increase in confirmed cases in this country is alarming and it really is. Now, some of this is just the testing catching up with reality. Some of this is the virus still spreading. And how long will it last . Well, american airlines, apparently, is taking out a 1 billion loan to weather the storm. Indianas governor Just Announced schools will be closed there through may 1st. And he said as we get nearer to may 1, we may have to close permanently. I assume he means for the rest of the school year just. Back to you. Nick watt for us. Lets go to the white house now. Cnns Kaitlan Collins is joining us, kaitlan, the New York Times just released, theres no other way to put it, this is a damning report about how the federal government has known for months just how poorly prepared it was for a pandemic like this. Thats because of assimilation they did known as crimson contagion. Tell us about this. Yeah, its what administrations go through to prepare for Something Like were seeing right now. They did it as recently as last year. Basically what it showed, the government was underfunded to deal with Something Like this. The reason its so notable, most people would not think this is something that people were considering or planning for. The government was planning for, and the hhs, health and Human Services and the National Security council were aware that Something Like this could happen. A respiratory infection of this nature playing out that almost seems unbelievable to people. Still, it didnt appear at the top there was this urgency to make sure they were prepared for Something Like this. Its something you got to keep in mind when you hear the president , when asked, why were they so slow to test this, he said we really couldnt have seen this coming, this report, brianna, says otherwise. Yeah, it certainly does. Its incredible to read. You, kaitlan, asked the president about the new cdc headlineses that Health Care Workers can make their own masks. Tell us about that. Were seeing Health Care Providers not able to have the equipment they need to treat people with coronavirus. Therefore, theyre worried theyre going to get coronavirus and not be able to work in their professions. We asked about the guide lion that ca guideline from cdc that came out overnight if you dont have a cease reece series of masks. Listen to how the president responded. The cdc is putting out guidelines for hospitals with the masks to use them beyond the shelf life. And in the worst case scenario, use a bandana, instead of a mask, how is that acceptable at all . Well, i havent seen that, ill let mike answer that question. Im happy to, mr. President. I cant emphasize enough the incredible progress that was made with the passive of the legislation last night. The president had me go to minnesota to meet with 3m, the manufacturers of the masks three weeks ago. We learned that their production, 35 Million Masks a month, less than 5 million of those were qualified to be sold to hospitals. So the president worked with republican and democrat leadership, weve extended the Liability Protection so now all of the industrial masks that were inferred as n95s are now available to hospitals. And were seeing a dramatic increase in production. Honeywell alone is repurposing a factory. 3m is producing output of 320,000 masks. When will those masks be available . Theyre available now. The 3m facility told me until january, they went to full production on 35 Million Masks. The legislative change means all 35 million of those, started to produce at full capacity in january can now be sold to hospitals. Reporter so what the Vice President is saying there, notice, the president didnt answer that question, he let the Vice President step in, is that the legislate that trump signed last night let the companies essentially give masks that before they couldnt give to hospitals, now, they can. Of course, what came out of that, these Health Care Providers have needed these materials for weeks, why does it take so long to get access to these masks and when exactly are they going to get them. Kaitlan, thank you so much. That was a great question. I want to get to dr. Peter jotez and the deny of tropical medicine at Baylor College of medicine. Doctor, thank you so much for joining us. Yet again, we so appreciate your expertise everyday on the show. Thank you. I wonder what you think of the New York Times report, with this administration, its not like they can caught flatfooted as we heard from the president , they actually knew and had conducted a drill similar to what we saw going on . Well, you know, the chinese told us a lot of aspects of this epidemic that turned out to be true. We knew that older individuals were at risk. In the way the virus sweeps through nursing homes. And yet, the horrible tragedy happened in kirkland, washington where they believed there were 25 deaths thats why i used that term angel of death in my testimony a couple weeks ago. And indeed, were seeing a lot number of workers in the u. S. We dont have the details out of that yet. We know two Emergency Room Physicians were, over the weekend, in critical condition. We knew we knew a number of aspects of this epidemic. And then it played out again in italy with the added piece that younger people than expected are also getting sick. So, we had a lot of information to get ready. And now,t shg, this report. My take on it is as follows. You know, when all of this ends, were going to have to really take a hard look at the agencies, how the white house worked with the agencies, how the federal government worked with the state government. And really do a postmortem on how all of those things went wrong. Right now, we dont have that luxury. Yeah. Right now, weve got to focus on saving lives. And the fact that im very worried now about some of the weak links in our health system. Weve heard Governor Cuomo be out in front, really articulating what this surge means to new york hospitals. And we have to take those same lessons and apply it, really, to every state in the country right now. Im getting report after report from my colleagues, that a number of Health Care Providers, nurses, doctors on the front lines are getting sick. And even if theyre not getting sick, when they have a significant level of exposure, not able to work. And i said, a couple of days ago on cnn, i said this is the weak link. And if this continues to happen, its lights out we simply will not be able to respond to this epidemic. So, my take on this for the New York Times report, you know, were going to have to look at that. Were going to have to look at a number of things. Lets get through this now. See, we were saying were in the middle of the game, its sunday, its hard to monday mon morning quarterback, right . C chloroquine, we heard the president talking about the drugs in the pipeline to help treat the coronavirus. We dont know if theres one that works. Talk to us about chloroquine. This is a malaria drug. A lot of people, if youve travelled to some place where malaria is present, you may have taken this drug. Is this the real deal, because the president said it could be a gamechanger . Well, lets look at the time lines just to kind of keep the overall perspective. Were developing a vaccine, a vaccine is the highest in terms of time line, dr. Fauci says a year to 18 months. It could be longer than that. The next tier down is brandnew dr drugs, what we call chemical entities have never been used to. The lowest hanging fruit, if you want to call it, repurposing drugs, where we already know the safety profile. There is preliminary data on hydroxychloroquine. Its oral, you can take it as a pill so that if it does have an impact on this virus, it could potentially be a gamechanger used either as a treatment or as a prophylactic to give to Health Care Workers. We know it has antiviral activity against the coronavirus in the test tube. We know it will help reduce inflammation in the lung. Those two pieces work nicely together. What we need to do now is accumulate the Clinical Data to show it really is effective. Theres a preliminary study out by my colleague from southern france, suggesting in a small study, that looks potentially promising but thats still not ready for prime time. We still need substantial a larger study. And there are a couple of drugs like that. And the last piece, something that we really need to accelerate, ive spoken about it before on cnn which is harvesting the antibodies from the serum of patients. Processing that and giving it to either sick people in a way to treat the infection it may not be the cure, but reducing the likelihood that they might suffer permanent injury in the lungs or even death. And smaller doses as prophylaxis to Health Care Workers which ask emerging down the pipeline. Weve got a number of things that were working on. I cant say that weve got anything definitive right now. Possibly with the antibody therapy is the one we should be rolling out immediately. Im almost out of time here, using the malaria drug chloroquine, how long will it take for this offlabel use . I would imagine, and because its widely available globally, i would imagine there are studying going on in italy, china, im sure here in the United States but is it months . Like would it be a month . Six months, do you think . Yeah. Whenever i give time line, im always wrong. Maybe maybe a few weeks, maybe a few weeks, a couple of months. You know, as i said just to keep things in perspective, you know, trying to develop new therapies, new vaccines for a brandnew Infectious Disease pathogen, in the middle of a Public Health crisis is about the hardest thing a nation can do. Yeah. And it sets you up to make you look terrible even under the best of circumstances. Yeah. All hands on deck i know the people at the nih are working around the clock. People at the fda working around the clock. Were working around the clock. Our staff is working tirelessly to get our vaccine. Everyone is exhausted. Everyone is very worried. On the other hand, its bringing out the best in humanity among scientists as well. Thats the silver lining. Dr. Hotez, thank you so much, we know youre building the ship as youre sailing it, thank you. A reminder that dr. I think with social distancing that the media has been much nicer. We were very prepared. The only thing we werent prepared for was the media. The media has not treated fairly. These are very Dishonest Media sources. Theyre very dishonest. And you know what, some day, hopefully, in five years, i wont be here. And that will be fine. I will have done, i think, a great job. Because i dont think anyones done as much in 3 1 2 years as ive done. I dont think and the administration. This administrations done a great job. But the press is very dishonest. If we had an honest media in this country, our country would be an even better place. Ladies and gentlemen, thank you. Cnns chief media correspondent and host of reliable sources Brian Stelter is joining us now. I dont think hes using honest correctly. If its something thats very true, but if he feels its highlighting something thats a short coming for him, that is clearly in this case, the federal response, that it should be highlighted, it should be discussed. Because were in the middle of this and it needs to get better. He calls it dishonest, brian. Questioning is a good thing. Criticism and scrutiny is a good thing. But, obviously, to the president , he rejects all of that. It was incredibly disappointing to see his conduct in this briefing today. Like he took one step further earlier in the week with a wartime president sense. Then he took three steps forward back today by assailing the media. At the time when the media sem powering the public with information to say safe. Look, we all know the president is obsessed with news coverage, well in order to get good coverage right now, he has to concentrate on health care and life saving messages. Hes watching, thats the message. Concentrate on getting more life saving supplies to the hospitals. Do not focus on your grievances. Hospitals are in desperate mode today. Not tomorrow. But today. He doesnt seem to get to that or acknowledge that. Hes also looking at the death toll in major metropolitan parts of the country. Look, i think Republican Leaders and others in trumps circle need to intervene immediately to get him back on message. Brianna. I was almost watching this press briefing through the prism of grief or loss. I saw bargaining. There was definitely anger there. Theres been denial the whole time, although thats gotten a little better. But at times like this, leadership calls for acceptance, right . Acknowledges and accepting what the problem is and then moving towards action. Yes, there are republican governors doing a great job with this. He can take his cues from them. But most importantly, when we have the televised briefings, the entire country is watching these briefings, we need him more than ever to succeed in this moment. That means letting the anger about the media take a break for the few days. Yeah. His supporters. Those people who support him need him because 93 believe what will hes saying as fact. Its so important. Brian stelter, thank you so much. Any minute from now, were going to hear from President Trump as he meets with the nations governors and fema. And lets be honest, for much needed diversion. It there may not be enough bandwidth to handle all of it. Now, net tlix says flix says ite the quality of its streaming for the next several days. I want to bring in brian, i think everyone wonders if things get worse in the u. S. , is that going to happen here . Thats exactly right. When i asked netflix what their plans were for the United States, they said they didnt have anything to share yet. What theyre doing now, in response to call european officials who are worried about the ability of the internet to handle all of the internet traffic of folks staying home, working from home, taking Classes Online and trying to stay entertained as theyve become essentially shutins. Now, the issue here, is that as the internet shifts consumption from the workplace and in school during the day, to folks at home, thats going to be putting a lot more strain on all of the different parts of the internet that come together and make that work. Bringing content from different parts of the internet to your devices. Verizon said in the last week, its seen video game on its network increase by 75 . Web browsing has gone up by 20 . Video streaming is up 12 . This is still just the beginning of, you know, what were going to eventually see in the United States, a big, big surge in internet traffic. What were hearing from Telecom Companies is that theyre increasing capacity. Adding more capabilities. Developing Better Software to help to manage that network. And keeping a closer eye on that network, so that when they do see spikes in demand, they can respond to it. Now, i think whats also important to point out here is that there are lots of security questions that come into play when folks work at home. Whether thats an unsecurely configured wifi. Or whether your child has issues, that could compromise the networks. A lot of Security Experts say you got to be on the highest lookout as well. Thats a good point. I see the video game traffic up more. We see that, brian fung, thank you very much. The death toll in italy hit 3,145 today. It surpasses china. It makes it the deadliest place in the world for that. If approved, this is money that would go into a Loan Guarantee program. This would essentially allow companies to maintain payroll and dispenses for an extended period of time. Cnns vanessa jerk yurkevich is there. Reporter hi, brianna, this is the scene for Small Businesses across america right now. Small businesses shuttered, store by store, all of these businesses here are closed. What does that mean, they can no longer for some pay their employees. Theyre having to lay people off work. We know here in new york, theres been a surge to the unemployment office. It led a lot of their employees wondering what to do. We caught up with two businesses decided to stay open, mainly for their employees. Listen to what we have to say. We limited everybody. Instead of working a full shift. We work a full shift each. Everybody can work take a paycheck home at the end of the week. Everyone i know is stressed and anxious. And its mainly not getting sick, its how are they going to pay their bills. Its a financial stress, rather than, like, am i going to get the coronavirus. Reporter many Small Businesses like this flower shop behind me that is choosing to stay open is trying ing ting t themselves during this time. This flower shop is going to try to do athome flower kits so those in quarantine can have something to do. But many Small Businesses up and down this block and cities across the country are struggling. And theyre really waiting to hearing from the federal government, brianna, on what kind of stimulus money they may be able to get in order to copy keep going during these incredibly hard and uncertain times, brianna. Lets go live to President Trump at fema. Fema is totally involved in addition to everybody else. A lot of progress is being made. So, i look forward to speaking to the governors. And from what i understand, we have pretty close to 50 of the governors and some territories on. And we have a lot just about everybody showed up. So, thats very nice. And we will put them on the screen as soon as you want. Thank you. Thank you very much. Mike, do you want to Say Something . Thank you, mr. President. Thank you, mr. President. And i want to i want to add our thanks, north to the great team here at the National ResponseCoordination Center and fema. As fema takes the lead in implementing the policies that you approve from the White House Coronavirus task force. But as you do continually mr. President , i want to thank all of the governors that are joining us today. Today is an opportunity to talk about the progress that we are making on mitigation. On testing, on supplies. We understand, as femas as femas mission, that this effort, through fema, will be locally executed, state managed and federally support. And i want all of the governors to know that we are with you, every step of the way. We are absolutely determined that the president s direction to make sure that you have the resources and the support, as you see to the health and wellbeing of your communities. We commend the governors. At this point, mr. President , as we told the country today, three states are 50 of the coronavirus cases in america today. So, were focusing resources at the point of the need. The governors in those states, their state Health Officials, are responding with great professionalism and great speed. Well continue to impact those directly impacted but by standing up your emergency declaration, standing up fema and standing up the National ResponseCoordination Center, we want our governors, we want all of our state and local Health Officials to know that we are, as you say, bringing the full weight of the federal government to bear, to support our states and local communities. Well get through this coronavirus and well get through this together. I agree with that 100 . Thank you very much. For the media i think perhaps youll stay on this side, well have the screen right behind you. Well start opening this up to the governors if thats okay. Yeah, go ahead. Do you have a question . Okay. Who is that speaking . This is brian kemp from georgia. All right. Mr. President i can hear you fine. Thank you, brian. I just want to thank you all for the constant communication throughout the move to stand fema up at level one per se and the hhs and all they have done. I have three quick things for you. One, i just want to encourage you all to leave the directive for the National Guards with the governors. Okay. As you all know, i think were on the front line of the fight. Yep. Were in the fight with you. But i believe we can best make those directives based on whats going on in our state. I lake that idea. Brian. I like it. Thats done. Well, thank you. The second thing i had, i want to thank you for standing up the Federal Medical Facility close to the air force base. As you all know we had many passengers from the grand princess, they were here. And were glad to support all those in the state. Thank you. Were down to about 200 people there right now. We have got things working very well there. But i want to encourage you, when those visitors leave, i would like for you to consider leaving that facility stood up to help us with the surge that were seeing in our especially the metro and atlanta area hospitals. I just want to keep that on the table. Good. If youre willing to consider that. All right. And then the third thing, and i will pass this along to you, this is just kind of a big idea, if you will, is the stimulus packages continue to move through the congress, we created an Economic Impact subcommittee of my Coronavirus Task force. They had a recommendation. We just got this not too long ago. But weve been vetting it all morning. But one idea to help the state with the struggling revenue environment that sun like tis u recession where things had time to prepare slowly at the end of the year, were all facing drastic revenue drops. And the idea of a block grant to the states to help fill revenue shortfalls would be something id like for you to consider. And also, we had an idea on the unemployment insurance. But ill get that to you all for consideration. I just wanted get that on the radar. Okay. And our congressional delegation as well. I know you have a lot of things to consider. We just wanted to throw that out there. Thanks again for the constant communication and support. Thank you, very much. Thank you very much. We will consider everything youve said. Thank you very much. Okay. Whos next . Next governor, please. This youre looking well, phil. Youre looking well. So are you, good to you and mr. Vice president. Thank you. Just a couple of points weve had a really good week with fema. I want to give them a shoutout. Fema region, too, is helping us set up testing. The army corps is actually visiting us in this building at 4 00 today to talk about repurposing facilities for more beds. So, thank you for that. Good, yep. And the va, in terms of backup medical support. Two areas, one, just in terms of where were going to need some help. One is to under score governor kemps point on flexible block grants. Those are important to us to allow us to serve our people. And secondly, the lord helps those who help themselves, i promise you were doing everything we can to get ppe. Were encouraging it but we still need a stockpile. For all the above. So, phil, try what you can do the best what you cant actually get, and were as having a lot of things produced that, frankly, nobody has ever seen anything like this before. But do the best you can. And the block grant, were going to consider that very strongly, thank you, phil. Thanks, mr. President. Hello. Mr. Vice president , appreciate the coordination and communication and all of the help. I did want to put on the radar screen, the fact i think if you look at cases by state on a per capita basis, were right at the top of the country, three or four, and of course, the Health Care Infrastructure is designed to meet the population. And my fear, based on modeling that ive received today as early as seven days, we can start to exceed our capacity to deliver health care. And even after surging we may only get an additional three days. And so, im asking for help in terms of surging our medical capacity here in louisiana, weve got some requests in. Well, the second request, beyond Surge Capacity is looking at National Guard, bringing them under title xxxii. Okay. Were going to try to look at that and get you immediate approval by the hospital. I know about the hospital request. Were going to speak to the va and see if we can get mooedimme. At least as a switch but get that approved one way or the other. All right. So youre seeing President Trump at fema headquarters and hes talking to governors. Hes taking requests there, as you see, a lot of demand from the states for intervention from the federal government.
