And this is a major step in a state that has been hit very hard by the coronavirus. What is the reaction to this so far . Reporter look, i think what youre hearing from officials not only the governor himself but the mayor of seattle is that life as we know it is going to change some. That there are going to be Lifestyle Changes that need to happen in the immediate term and potentially in the longterm. Not only here in this state, but across the nation. We heard a very somber and direct message from the mayor talking about the fact that things are going to get harder, not easier for now. This isnt a shortterm thing, this is a longterm thing. Talking about hand washing to making sure people in the vulnerable areas, vulnerable age do not go out for example to large crowds and large gatherings. Did you hear from the governor they are banning large gatherings of 250 people or more and that includes everything from sporting events to concerts as well. You also have restaurants very concerned. Businesses especially Small Businesses extremely concerned because the number of peoples who are out and about are lessening here. They praise people in this community for that. They praise people for taking this very seriously. And the reason why this is considered the epicenter at this moment is in part because 260 people have been tested positive for coronavirus and 19 of the 24 people who have died here, they all happened in one place and that was connected to the life care center, a nursing home here. The number of deaths higher in this state than any other state. And so washington is taking extreme steps and steps they feel are absolutely necessary to try and contain this virus. How are people taking it . You are seeing fewer people out and doing things. And now there are other things that are tumbling. For example, whether or not the mariners will have their opening day in a couple of weeks here. And also the soccer team here as well that is supposed to have its game here and as to what theyre going to do because some of the teams could to do what other teams have done which is not have a crowd and it brings money to the city, brooke. With this huge update from wall street and from the new york stock exchange, in georgia there are 22 confirmed cases of coronavirus so far and cnn spoke to a patient this morning from his hospital bed. His name is clay bentley. He explained what happened when he first went to the hospital last week. They kept me in the hospital all day. Ran tests. Ran flu. All day. They asked me if i had been out of the country, if id been to china. Different places in the world. I told them no. So they said well, the flu is coming back negative so it doesnt mean you dont have the flu. Theyre just not 100 so were going to send you home. So they sent me home on monday. Well, i progressively got worse over the next few days. And i wound up i wound up calling the hospital friday morning and i said i feel like you just sent me home to die and im getting worse, im getting worse. So they told me come immediately back to the hospital. So once i got back to the hospital then they started realizing that i probably have the coronavirus and got in touch with with the cdc and started doing tests and it all came back positive. So you know the thing that they talk about, being out of the country, is one indicators of needing a test. I dont go anywhere. Im retired. So i feel hike im in prison. Nobody can come see me. I cant i cant even walk out of the room. So i was in Law Enforcement my whole career so i feel like im in a jail cell and cant get away. So hopefully ill be out of here soon. Its very lonely. It is a lonely place to be. To be sick and you cant even talk to your own family. Can you imagine . He also said his wife is a flight attend ant now under selfquarantine but she has not been tested. Dr. Gavin mcgregor skinner is a epidemiologist and director of training for the Global Bio Risk Advisory Council so thank you for being here. And can we just talk about that man in that hospital bed for just a moment. I mean, how he is feeling and the fact that his wife hasnt been tested even though he is clearly sick and positive with the virus. Why would that be. This is something that is going to happen thousands and thousands of times more as we see this spread across different geographical locations in the u. S. Mr. Bentley said his emotional needs and anxious and worried and they need to be met. And doctors and nurses do this all of the time for patients across any disease. So we need to make sure we meet the emotional needs. We also need to ensure that we dont just lock up all of this really great information that we have from u. S. Government agencies, if local Health Departments in websites. Because we dont it is not expect people to go on to read pages and pages and then interpret that of what to do. Lets get out there and be proactive and how do you protect yourself and stop the infection from spreading. And also work with companies. Im seeing not a lot of action from companies at the moment. Lets help the companies say, well here is Flight Attendant who works for a company and they need to have the right Public Health actions and decisions so her family doesnt suffer and also to ensure that we protect the other workers and the passengers and those messages are not being delivered appropriately who we did hear from today. I think if you count all of the cases of minimally symptomatic or asymptomatic infection, that probably brings the mortality rate down to somewhere around 1 , which means it is ten times more lethal than the seasonal flu. Ten times more lethal an the seasonal flu and this is contextwise and the house is downplaying and Kellyanne Conway said it is contained, clearly it is not. Why do you think dr. Fauci is saying what he is today. Because announcing people around the world becoming more infected were getting more pieces of the puzzle, the jigsaw is coming together as we learn about the symptoms and the length of the incubation period. New york governor announced 39 new cases of coronavirus in the state and with the growing number of cases, of course, comes a demand for more testing. Governor said the state has a contract with private labs to help meet the demand because they could not rely on the cdc. It was a tremendous delay and cdc was a terrible bottleneck. Cdc, the main lab, was in atlanta. So all of the tests were going to cdc and down to atlanta and then come back. We had a tremendous pent up demand for tests. They went to phase two, okay the state labs can test. Yeah, but that got us a few hundred. That wasnt enough. And then this is the third phase with where we cant just wait any more. New york now has 212 cases, that is the second highest in the country. Many of those infected live in the area of new rochelle. That is a new york city suburb and the first coronavirus containment zone in the country. The governor hdeployed the National Guard for food and public spaces and that is where Brynn Gingras is live. Explain what this containment zone means because people are not under quarantine but in this containment zone. What are the rules that apply to them . Reporter yeah, really they could go where they want. Outside of the zone, inside of the zone. Essentially the idea is not to have large gatherings. That is how the virus spreads from one another. And that is what theyre trying to limit inside of the containment zone. Now, listen, im a half a mile outside of the perimeter of the one mile radius and i want to give you a quick look around where you could see sort of the the main areas right by city hall in new rochelle, and people are out and you see traffic and there is a pizza place across the street and i talked to the owner and he said business has been great for him. There hasnt been much of a change at all. Buff again, were outside of the zone. If you talk to businesses inside of the zone, it is a different story. There are some that are are choosing on their own to shut down because theyre not getting much foot traffic, like a local bagel shop near the center of the zone. So essentially it is going to be a different story here in the next coming days. The two weeks that this containment area is going to last, according to the state. And tomorrow is when we really might see a big change because that is when, as you mentioned, the National Guard is coming, where theyll help out and give resources to this area where there is such a huge cluster of people infected. And you talk about the governor and the numbers going up, he we expect those numbers to go up because a testing facility is also going to be inside of that containment zone for the next two weeks. And again National Guard and people say oh, policing situation, no, just to reiterate, it is to give people food and keep the area clean. Well look out for them tomorrow. He accused china of covering up their actions and while the Chinese Government hasnt officially responded to that, they watch this closely. Even president xi was in wuhan trying to show a brave face and saying well the worst is over, we have less new cases of people diagnosed every single day so crisis solved. Taking action is what it is all about. And governor inslee is also very transparent and a good solid source for a really good usable information as to how to avoid the contagion of this virus. We are all good with that. But we did just hear that the Washington School systems, Seattle School systems have just closed down. That came in the last five minutes or so, for two weeks starting on thursday. Wow. Yes. Lets talk about you and your restaurant. I read a quote where you said your worst fears have not come true yet. What are those worst fears . Well the worst fears are that a governing body, board of health, the federal or the state authorities determine much like governor inslee did with the with the meeting of 250 that restaurants need to close. So weve seen that as im assuming it sounds like it is not going on in italy yet. Im not sure. But it sure did in china. And so thats a concern. And our first concern goes to our employees. And how theyre going to manage their families and their rent and so forth. Lets talk about that. Let me ask you about the employees because were not talking about a teenagers out delivering pizza. This is for your employees, this is their livelihood and this is how they pay their bills and mortgage and rent. So what happens if people get sick . Well, if people get sick, what we do is we have a fiveday paid sick leave and as soon as an employee is hired theyre eligible for sick leave. And when they take the sick leave, there is an interesting benefit and the employees but not using the benefit. If the employee is sick we encourage them to stay home and theyll be paid during that absence. So we do that. We also pay 100 of health care for all employees who are 30 hours plus. So were really hoping that our employees can continue to get the care. And well continue to pay that even if my worse fears do come true. And were forced to close for a while. Well continue to pay health care and do the best for the employees as to how to take care of themselves, a lot of this is still in the air, brooke, as were dealing with this on a as we need to basis. It is really fluid, changing as you know very quickly. Were living in this unknown space. And let me just say good on you as a boss for making sure your employees are taken care of and no sick shaming. No sick shaming. I do want to tell you that the treasury secretary said the federal government is considering paying workers if they have to take leave either directly or by reimbursing employees and you mention the five paid sick days but if this does get worse, what kind of help would you want from the government . Well, there is a lot of Work Programs coming into the state right now, and again this is changing very quickly. Im hear being new ones every day. There is one that i know that steve long and his wife have contributed 3 million and other and up to 5 million as of yesterday that is a pool for employees. So there is a lot of this type of thing going on. Again it is changing so quickly, hard to keep up with. And back to your point forgive me. The delay. Please continue. Here in the United States airport workers are on the front lines and it was announced today that dozens of tsa officers have been placed on leave after they came into contact with three workers at the airport in san jose, california, who tested positive for coronavirus. Tom foreman is with me. And we know today the tsa administrator was on capitol hill. What did he say about the cases . He said is theyre taking them very seriously and sending all of the people, under a hundred, sending them home for 14 days to monitor them and pay them extra sick time, the 14 days off. What he didnt say was that if there if youre a parttime worker for tsa now, you dont get extra help from your employer on your health care benefits. You used to. You dont anymore. He basically said thats the policy in the federal government, its the policy in the private sector and it wont change even in the face what have we see now. Listen. I have no intention of restoring Health Care Coverage for parttime workers. I think that was a good decision. Well certainly take care of our employees to the best of our ability and well provide robust guidance to our entire workforce with respect to how to prevent the disease in the first place. Reporter if youre a federal worker worker, thats big news. Theyre making no effort to reach people who came into contact with these tsa agents. Uber is saying were going to pay people who cant drive for a couple of weeks and take care of them, they will suspend the accounts of drivers and riders who are identified as possibly having this virus out there. But the big question is exactly how are they going to do it . They say theyre relying on Public Health organizations to somehow tell them this but it seems very much like a net with maybe a lot of holes in it, because there could be a lot of concern out there. People who are trying to make a living saying, i dont want to selfreport, and if the Public Agency doesnt report very close contact with potentially lots and lots of people. Brooke, this is why everyone is worried about this public exposure, because there are so many places it can happen, at the airports, in the uber, in cabs. A massive domino effect, totally. Tom foreman, thank you. From tsa to fema, hundreds of fema workers in atlanta have been told to work from home the next two weeks. Cnns leyla santiago is with me. What caused the agency to take the action . Reporter brooke, the agency says if a fema employee reported having direct contact with somebody who tested positive for the coronavirus, so what does this mean in terms of daily operations and what that means for an office, a Regional Office in atlanta, region 4 . That means that about 300 employees are now being told dont come in, work from home, and this is what they expect to happen for the next 14 days or until they get further guidance from health officials. So a bit of a change there. And this is something that was announced according to a source in a meeting early this morning. Now, according to a fema source they did have a drill that was completed today that was to test their capabilities when theyre working from home. They expect to be able to move forward. But there are a lot of changing parts here. So for now, this is the only office, region 4 in atlanta, that fema is reporting to have closed and sort of made it mandatory for workers to work from home. But again, things could change any minute. Im jake tapper. We begin with another volatile day on wall street, the dow is about to close in moments, tumbling down again today more than a thousand points. Cnns alison kosik is at the stock exchange. Alison, the dow and s p both entering bear market today. Reporter hi, jake, yes, the s p 500 in bear territory. And the dow could enter into a bear market. That would be a 20 fall from a recent high. Numbers aside, what a bear market essentially means is that investors are growing increasingly optimistic about the market. And its easy to see why. This week weve seen 3,000 separate points moved in the dow and its only wednesday. As the bell rings it looks like, yes, the dow has entered bear market territory. Alison, how long could we see the volatility or market drops . There it is, down more than 1,400 points today. How is this going to go on and do you anticipate a floor . Reporter yes, there is a floor, but the question is where is it. I dont think investors know where it is. This is territory that really is uncharted. The problem is the number of coronavirus cases is accelerating and i think until we see those numbers decrease, i think we are going to continue to see this crazy volatility. And its really hard to put a cost on the unknown. We dont know how much of an impact the virus is going to have on world economies. We dont know how much of a cost its going to have on businesses, everything from retail to restaurants to airlines, you name it, we just dont know the cost.
