Fears skyrocket. The combination forcing halt in trading this morning after stocks lost 7 shortly after the opening bell. And now the white house is inviting wall street executives and that includes bank ceos to a meeting this week on coronavirus as President Trump huddles with his advisers on this issue and that meeting is set as a number of confirmed cases jumps to 100,000 worldwide and that includes this cruise ship where at least 21 people have tested positive for coronavirus. These are live pictures out of oakland, california. And any minute now the passengers, 2,400 passengers and 1,100 cruise members on the grand princess will dock after being at sea for the last couple of days. Lets go to california, dan simon is there at the port where the ship is expected to off load thousands of people. So, dan, what is the plan . Reporter well, it is finally coming to shore. You could see it in the San Francisco bay behind me here entering the port of oakland and this is a process, brooke, that is not quick. It is going to take two or three days to get all of the passengers off the ship. Those who have the most acute medical needs, theyll immediately go to area hospitals but then there is a process for removing all of the passengers who will then go into a mandatory 14day quarantine. Brooke, lets review how we got here. This is a cruise that was headed to the hawaiian islands, sailed around the islands for 15 days and then in the middle of the journey authorities discovered that a couple of people on the previous voyage on board the same ship came down with coronavirus. So that set forth a plan to really stop things and to begin testing some of the people on that ship. Ultimately 45 passengers and crew people were tested and 19 came back positive. Excuse me, 21 came back positive. 19 crew members were positive. So now here we are after all of this time, theyve been in the middle of the ocean since thursday and now it is finally coming to shore, 2,400 passengers and 1,100 crew members coming to the port of oakland and immediately beginning to unboard and passengers will come off the ship and then soon into quarantine to various military instillations across the country theyve rushed to the containment area where the passengers are disembarking. Well come back to you. Meantime, the markets is down nearly 2,000 points were on the floor of the New York Stock Exchange and, allison, what are you seeing. Were seeing stocks in session low at the final hour of the historic day of trading. Historic not just because of the percentage and the point drops in stock but because this morning we saw Circuit Breakers activated because stocks fell too far, too fast. So stocks wound up being halted from trading for 15 minutes. But even after that breather, the reality remain and the fears remain. For one, the bond market flashing a big red flag to investors saying theyre concerned about a global recession. About oil prices plunging, plunging the most since 1991. That was during the gulf war. And then concerns about the coronavirus. And the impact on the global economy. No one really knows what the impact is going to be on global economies or on businesses worldwide. And it is all about that uncertainty, if you think about it, that is the reason were seeing investors do their best to run for cover. Brooke. Allison, thank you. With me now alexis glick former wall street executive and finance expert and ceo of gen youth. So alexis, youre the expert on all things markets, youve been in touch with a lot of the fortune 500 ceos and well get to that in a second but this morning trading coming to a halt once it triggered the 7 circuit breaker, explain people what happened. Essentially there are mechanisms in place if there is a large downward fall in the stock market, that they create these what they call halts or barriers to trading. So this morning at 9 33 where the market did trade down 7 , trading was halted for 15 minutes. There are three what we call Circuit Breakers. If the market trades down 7 , 13 or 20 . So when you have are a 7 decline, all trading ceases to exist for 15 minutes. Why . Just so everyone they do this because they want to make sure they have an orderly market place. So if the market were to trade down further as much as 13 , there could be another 15minute halt before 3 25. Market closes at 4 00 p. M. On the east coast. If the market were to trade down 20 , no one expects, you shut the market place down for the day. Todays opening was the third worst opening that weve seen since the 07, 08 crisis and 9 11 so it did shake folks to the core. But those barriers and Circuit Breakers are in place to create order. Some would argue it doesnt necessarily but so far the market is working orderly. Part of the plunge today with the markets is all related to the oil prices, right. So the oil prices, they were getting hit from a drop in demand because of the coronavirus and then there is this feud between the russians and the saudis. Explain what is going on. So essentially what happened is they were working together with opec, which is really the controller of oil prices coming out of the middle east and of the global economy. Met net what ultimately happened is russia was not willing to go along with saudi arabia and the other oilproducing nations like venezuela and us and russia would not agree to a cut so saudi arabia decided to cut prices this republican in retaliation and that scared the market and we woke up to a 30 reduction in crude oil prices. So across the board that has scared everyone. What it says is that were not all in this together. The decision for russia to go it alone. Some say that could be tactics and their way of negotiating, the saudis, with the russians but at the end of the day, they sent a shock wave through the markets. Now here is the thing, if youre consumer sitting at home, there is a good shot in the next couple of weeks you could see gasoline prices at a couple dollars. That could which is amazing if youre getting in your car and going somewhere. If you are going somewhere. But the point is were kind of being told to stay put. So its not only starting to cause recession fears, but it is also a fear for everyone from banks, government, on down. If you think about it right now, just Interest Rates as we know it, Mortgage Rates are at an eightyear low. And the 10year treasury which is the benchmark is trading at an alltime low. Even in the wake of the feds rate cut last week. What that says is investors are nervous. But who isnt nervous according to you. Yes. The fortune 500 companies are not panicking. Who have you reached out to and what are they saying. I think ive had a conversation with at least six fortune 500 companies which means theyre the Largest Global companies in the world and ive been speaking to them all day long across the board they are saying weve got contingency plans in place, were overcommunicating, were stepping in where we can. Lets look at a couple of announcements come out just in the past couple of days. You have tech giants like amazon, google, microsoft and others pledging that they are going to pay their hourly workers, they are not going to cease to pay them, to actually stay home and not be in environments that could cause a growth in the coronavirus. Number one. Health care companies, number two, have stepped in and said theyre going to pay for the testing for individuals who are uninsured and help the most at risk populations. Case after case after case is situations where Corporate America is figuring out what role can we play and how do we step up. The one thing i will tell you is that in terms of cancellations of events, cancellations of travel, most Companies Across america are saying nonessential travel, dont do it. They are looking out 90 days. They are the contingency plans are in place for 90 days. And theyre saying right now what we feed to d what we nee do and that is overcommunicate. They feel that they are getting the information that they need from cdc, theyre working with their local medical providers or universities or Health Care Systems and what most of them are doing is hosting either daily or in some cases multiple daily calls in regards to the information that theyre sharing out. And employees across the board are saying thank you. No, overcommunication is a good thing. Bingo. And that is interesting that theyre also thinking that it is a 90day bench mark or window in which theyre functioning at this moment. All of the good stuff. All of the insight coming from you. Alexis glick, thank you very much. By the way, starting today you will notice that cnn is using the term pandemic to describe the current outbreak and it is not a decision that cnn takes lightly. While it may sound alarming, it should not cause panic. The terminology were going to start using is to focus on preparedness and the requirement for what constitutes a pandemic, a new virus that causes illness or death and that is happening. Number two, sustained person to Person Transition and weve seen evidence of people passing this on to others in their proximity, and evidence of spread throughout the world. There are now more than 100,000 confirmed cases worldwide on every single continent except for antarctica. And there are more than 600 cases across the United States with 22 deaths. And as the virus spreads, right here in the United States, our hospitals prepared to handle the crisis . Ill let you listen to cnn chief medical correspondent dr. San v. A. Gupta. About a million hospitalizations, 200,000 needing icu care. And serious it is ten fold. But just focus on the moderate scenario and in the United States we have about 100,000 intensive care unit beds, give or take. That is half of what we possibly need. We have about 62,000 breathing machines or ventilators and we know that with with the moderate scenario we need about 64,000 of the ones on the bottom, 62,000 plus 10,000 in the stockpile, many are being used because were in flu season. Sanjay, thank you. James phillips is a physician and assistant professor of emergency medicine at George Washington university so, dr. Phillips, thank you for coming on. Are you worried the u. S. Hospitals arent prepared for what is to come. The concerns are certainly valid. And the numbers that hes provided i think are important for the public to Pay Attention to. The reality that were seeing right now is that the death rate for this virus is around 1 . There are people that want to argue more or less. But 1 of the population of the United States is a very large number. 1 of the population of the globe is a very large number. And although 1 may pass away, gosh, we hope it is less than that, well try our best, many more are going to get seriously ill and that is the issue with our hospitals and the number of beds that we have right now. We know how many beds we have in the United States. Both regular and icu. We know the type of equipment that we have. And given a moderate to worst Case Scenario the math is concerning. I mean, talk about the math. I was just talking, there is a priest at a church in georgetown who tested positive and i talked to his assistant last hour and there you are in washington. So you have the area now first two cases of coronavirus. For you in your e. R. , what are you most concerned about . Well it is the first two cases of cron confirmed coronavirus but Emergency Physicians around the country are knowledgeable that there is many more that havent been tested. So in our hospital primarily were treating people that come in with those symptoms exactly as we would treat them if they had the virus confirmed. In order to prevent spread. So there is no one size fits all for how hospitals prepare. I work in a large academic urban center. Ive also worked in small rural hospitals in oklahoma. Particularly during my training in medical school. Everybody prepares differently. Where we have a lot of beds and lots of doctors, a sixe. R. With doctor has different concerns but the universal concerns are constant. And as ive said before in disaster medicine we consider three major things, staff, stuff and space. And the way that hospitals have to consider this is from those standpoints. Staff being how do we protect our Health Care Work force and get them back in the fight if they get sick. We need to know how long were out of work before we can go back and keep patients safe. The government needs to focus on getting that research and that information. From a space standpoint, we want to keep people away from the virus. So youll see in more frequency across the country and around here soon separate spaces where were taking care of patients presenting to the Emergency Department with respiratory concerns. Fever and cough and shortness of breath, we may have a tent outside or an alternate place in the hospital to manage you and keep you away from the normal patients coming. But guess who does have to interact and bless you for this, but the doctors, the nurses. You have written that you know you will be getting coronavirus. Why do you say that . Well i think it is highly likely. There is no 100 in medicine and i say that to my residents and fellows all of the time. Im going to try my best. But the fact is im im one of thousands and thousands of doctors and nurses interacting directly with the patients that have this virus. Despite our best precautions, weve seen in other outbreaks transmission still does happen. In addition to that, i have a 2yearold in day care, i have a re a pregnant wife, and im an american and i went to the mall, to see my godson basketball game yesterday. There is a high rate in the virus. And im thinking about your pregnant wife and your ittybitty child. You have to selfquarantine and they go on living their lives. Ill do my best not to bring that virus home. Our hospital is taking precautions to help us prevent going home with the virus. Other hospitals need to do the same with ppe and scrub recycling and things like that. And if i get sick, ill isolate in my man cave downstairs and try to recover and take care of patients online however that telemedicine becomes available and the good news is, what is good news, this virus seems to have mercy on the young and so far on the pregnant transmitting that to their young. You mentioned a number of colleges across country are taking steps to mit date or prevent the spread. Columbia university here in new york and Barnard College across the street or down the street, they are suspending classes today and tomorrow. Theyre going to move to online classes for the rest of the week. So wednesday through friday. And then it is spring break. That is one thing that could make this easier for colleges around the country. Theyre already going to be entering into spring break either now or in a few weeks time. So that is one good thing. But Columbia University said theyre doing this because a member of the community has been quarantined as a result of exposure to the coronavirus. Now this person is not a confirmed case of the virus. But the university wants to take precautions. And students weve been speaking to are taking it in stride. They dont seem particularly worried. Talking about taking extra precautions to wash hands and careful not to touch their face. Here is more of what one student i spoke to had to say. Watch. At first i thought everybody was really overreacting. But now that everybody is sort of fallen in line and there is a lot of schools that are canceled, stanford canceled their classes and were in a state of emergency and there is a bunch of stuff going on, i feel this is the appropriate reaction and it is nothing too crazy is happening. Were still going to have classes. They are online so everything could sort of continue as normal while keeping everybody safe. Reporter i also talked to a grad student who does most of his work out of the classroom any way. You heard that student mention stanford, that is another college over on the west coast that is temporarily suspending classes including several in Washington State which we know is the hardest hit state or among the hardest hit so far. Facing a growing pandemic, President Trump and his administration have at times resorts to misinformation and a lot of mixed messages, it all led to confusion about the coronavirus threat. So with me now, Congress Woman powell represents floridas Congressional District in the southern part of the state. Thank you so much for being here. Thank you for having me. You represent florida, where the south florida economy relies on the cruise industry. So what do you make of these conflicting messages coming from the white house . You know, to tell you the truth, it is very concerning. I think the most powerful tool that we have right now is to have clear messaging, clear and factual information that is based on science. On saturday Vice President pence came and visited south florida. They had a press conference with the governor where they were telling americans that this was perfectly fine to travel on cruises then the next day we get information from the department of state that they were recommending that all americans stay out of the cruise lines. Of course this is going to affect our local economy in south florida. I also represent key west and that is a huge economic influx for the community. So at this point, im really concerned that we dont have a Clear Strategy and a clear message on what we need to do. Im in constant communication with the Governors Office and with Health County Public Officials so we could provide the appropriate information for our constituents. As for the president of the United States, he has been busy tweeting today, congresswoman, many blaming your party for inflaming the coronavirus situation. Your response . Well, listen, this is no time for politics. We need leadership and we need someone that is going to unite this country in the time of a crisis. Im extremely concerned this is going to test our health care system. We have a shortage of doctors and nurses in south florida and we have a very vulnerable population. We have many seniors that are residing in the state of florida. So we need leadership and work closely together at all levels, federal, corporate, pharmaceutical Companies Providing them with the resources they need so we could actually start creating these test kits. That is why last week we passed the the House Democrats passed an 8. 3 billion bill so that we could provide support, 100 million for additional test kits and 300 million to make sure that vulnerable populations uninsured or underinsured are not punished so we could provide the therapeutics and vaccine with affordable for these populations. Let me underscore your point about vulnerable population. There are a lot of older folks who go to florida, right . It is a lot of sunshine and a lot of folks who could be extremely at risk of contracting coronavirus and im curious what youre anticipating in terms of how many floridians could be affected there . Look, i have to be honest with you, i have been concerned. And also by the lack of seriousness by a lot of people that are living in south florida. Im from miami. We kiss each other, we hug each other. And so im telling everyone in our office, were already adopting a no handshake policy and i want to make sure it is difficult for us culturally, we pay be kay if you are affected but if you have an older parent, my 80yearold mother is living with me, you may expose your parents or other seniors or people with immune system problems to the virus. So we need to take this seriously. I was talking to reverend, a priest in washington, d. C. Tested positive and she said Love Thy Neighbor from home. And lets talk politics. 2020, joe biden has been courting the hispanic vote, a session that Bernie Sanders seems to do well and florida has a sizable hispanic population, have you decided who you are going endorse. Just in, Georgia Republican congressman doug collins Just Announced he will selfquarantine out of caution since a person attended cpac and near this person so he is the third lawmaker to isolate himself. Reporter well, we are just learning this new information that doug collins has elected to selfquarantine after he said cpac found a photograph of him with the individual who we now know was infected with coronavirus. Now this is what doug collins tweeted a few minutes ago. He said, quote, this afternoon i was notified by cpac they discovered a photo of myself and the patient who has tested positive for coronavirus. While im not experiencing any symptoms, i have decided to selfquarantine out of an abundance of caution. We also now know thanks to my colleague jeremy up here on capitol hill, that two staffers are also selfquarantining. So very Significant Development up here on capitol hill. And of course adding to all of this is the fact that he was with the president on friday. And went to the cdc with President Trump.
