United states, more than 81,000 cases worldwide and nearly 2,800 deaths, and a congressional clash now underway about exactly how to fund a National Response for when, not if, the coronavirus will spread in the United States. That is a warning coming straight from the centers for Disease Control. Democrats are accusing the president with being more concerned with the health of the economy that be the health of the nation as he down plays this risk. Listen to this exchange at a hearing today on capital hill. The tweet from this morning from the president talking about low rating fake news, doing Everything Possible to make the coronavirus spelled incorrectly, but im a journalism major look as bad as possible including panicking markets if possible. Markets being the concern. Help me, is this contained the common cold inevitable, two months, 18 months, providing some security that someone knows whats going on in this administration about the coronavirus. What were trying to do and weve tried to do this with members of congress, senate and the public and the media is really flood you with information about this to make sure that were being transparent about what we know and what we dont know as well as what our plans are. Lets start at the white house with our correspondent there, kaitlan collins. What do you expect to hear from the president when he addresses the nation at 6 00 tonight . Reporter its really notable that you heard alex azar saying theyve been trying to flood people with information, to be as transparent as possible. Actually, the president has been frustrated with officials who are issuing these warnings saying they do not know a lot about the spread of this virus, where its going to go, how long its going to last because he thinks thats causing further panic in the markets. That is something hes been paying close attention to, really measuring his response to all of this based on that. That is why you saw an exacerbation in the president s response ever since monday when the dow plunged over 1,000 points and of course continued to be volatile for a second day in a row. And that is whats causing the president s concern here. Now, its notable that alex azar, of course, is the health and Human Services secretary. He has been the point person on all of this really in charge of cooperating the interagency response, and today in that hearing he described it as going smoothly, but there have been some people who have been calling on the administration to nominate someone else because they say that in 2018 the white house eliminated this position at the National Security council thats really in charge of the response to something some kind of pandemic, something that could be like what were seeing with coronavirus, and they say they do not have a point person on this like the Obama Administration had when it came to the ebola virus. So so far azar has denied they are going to pick anyone like that. Whether or not that changes we maintenance to remains to be seen. The president lashing out at people like azar because he doesnt like the response hes seeing to their reaction to the spread of this. Its still a question that remains to be seen what were going see today. We have heard we could see onew travel restrictions coming from the administration. At least five universities here in the United States have canceled or suspended study abroad programs in places like italy, south korea, singapore and japan. Olympic Officials Say the event is still on track to kick off in less than six months, despite the fact of more than 800 cases of coronavirus in japan. They are following the direction of the world health organization. Our correspondents are all around the world tracking this deadly virus. We again with cnns ivan watson in south korea. Hi, ivan. Reporter brooke, im standing at the entrance to Camp Humphreys in south korea. This is the largest u. S. Military installation overseas, and its currently where a 23yearold soldier is being treated in isolation after he tested positive for coronavirus. The first among some 30,000 u. S. Military personnel here in korea to have come down with this new disease. There are an additional 15 individuals including ten active duty soldiers and four koreans attached to u. S. Military units in quarantine there. The u. S. Military has issued a high threat level. Its banned troops from going to movie theaters, bars, clubs, restaurants in my opinion wi restaurant, anyplace with more than 120 people. The host country struggles with the outbreak with more than 1,200 people diagnosed positive and 12 who have been killed by the disease. Im ben wedeman in milan in northern italy where large areas have been set aside as socalled red zones where about 50,000 people live in areas where the level of infection from coronavirus is highest. There are now 12 recorded fatalities from the disease up one from tuesday. Now, one positive development perhaps is that the first two recorded cases of coronavirus, two chinese nationals have apparently recovered from the disease. Earlier today we were speaking with a doctor who deals with Infectious Diseases at the largest hospital in milan, and he suggest that had perhaps the number of new infections is starting to level off. Ben in italy and ivan in south korea, thank you two very much. We have also just learned that the number of coronavirus cases reported in italy is now at more than 400. Lets get a deep dive for you on the specific coronavirus, an Infectious Disease specialist and clinical professor at nyu med school. Welcome. We have been getting a heck of a lot of questions from viewers and folks on cnn. Com, like a thousand just today. I want to just run through some of these viewer questions just starting with the fact that people are aware that you cannot show symptoms and it can be contagio contagious. So how does Coronavirus Spread . We know Coronavirus Spreads through dopplers, if you cough, you sneeze, you spray this fine mist into the air. We know that is a mechanism of spread. There are a couple questions, one is people who have minimal symptoms or no symptoms, can they spread . Can they transmit through what we call oral fecal spread. If you dont wash your hands very well after you go to the bathroom could you spread to people that way. We still arent 100 sure this isnt airborne. Another question from a viewer is when will this become a pandemic and what will that mean . You know, theres been hesitancy to declare this a pandemic because there are going to be implications for Financial Markets and political blowback. Personally i think we have met the criteria for pandemic. We have a novel virus, which is something people have not been exposed to, its spreading rapidly. Its highly deadly in certain populations, so the elderly and people with chronic medical conditions. Another question, are those masks effective . So there are two different kinds of masks. There are the masks that we really want sick people with symptoms to be wearing, so those are surgical masks. The idea of those masks is to really trap those infectious droplets inside the masks so its not spreading more widely. Thats one kind of mask. The other is the n95 mask which is a respirator that Health Care Providers use. We as Health Care Providers were coming up close to people. I am within inches of peoples face, if you think about examining an eye, youre literally up in somebodys face, so our level of exposure i see someone in the emergency room at bellevue, they may have soiled their sheets. They may be coughing up, its a very different thing youre protecting against. For people sitting here and seeing the number of cases in the states grow. Is this an i need to go out and buy masks or i need to wash my hands a whole lot more . The latter for most people. The majority of deaths have been people over the age of 65. Children, ive been getting this question, i have little kids at home kind of question, what do i do . We have not seen deaths in that group. Well, the prospect of the presidency of joe biden gives me great hope, and im strongly supporting him in the primary and believe he will be the next president of our country. You know, what joe biden is is a unifier and not a divider, and the tragic fact is in america that we havent been able to come together on reasonable gun control legislation. If i can, though, ask about senator sanders, what has changed so much between four years ago and now that folks who werent maybe the biggest fan of senator sanders since he was essentially trounced by Hillary Clinton seem to be feeling differently about him now . This is a deeper issue than the wall. I support physical barriers on the border. I support walls, but i am deeply concerned about it where were headed with the constitutional issue about congresss role in National Defense and whether that is being overridden. Defense secretary mark esper was in the hot seat on capitol hill earlier today at this committee meeting, and he was left to defend the administrations actions, which would, i should say could strip funds from stealth jets and support planes and drone programs. You know, pentagon and officials there say that they dont need congressional approval to reprogram the funds, and they say this money is being redirected from military aircraft and other projects that dod had not requested. Is any of this concerning to you . Yeah, its very concerning to me, and i think you can see just how deeply concerning this is for National Security by the fact that both sides of the aisle in the house Armed Services committee have come out against this decision. They do have the pentagon does have the authority reprogramming authority to move money from one bucket to another bucket to deal with emergent needs. The difference is that in the past both republican and democratic administrations have always worked with congress before those moves are executed. I can think of two examples, the ebola crisis in west africa and we had to go to congress and say weve got these emergent needs, we need some money, and we worked with them to do that. Theres no desire, there hasnt been any desire by the trufrmp administration to do that. The other argument by the pentagon is, hey, we did this last year for building the wall. That money was excess money that wasnt going to be spent because the army didnt meet recruiting goals for instance or because there were military Construction Funds that had not been allocated for building on installations, so that money was available. This is money that the Congress Said the pentagon you need because we want you to have x number of f35 jets and the pentagons saying, no, we dont want that many. We want only 12, so were just not going to spend that money. It really does get into a constitutional issue about the roles and prerogatives of congress and the power of the purse. So President Trumps officials argue and im quoting, Border Security is National Security, but then at the same time, you know, the southern border doesnt appear in the pentagons National Defense strategy, so how do they justify this . Yeah, this is where you see some differences on both sides of the aisle. I think the democratic side of the aisle is more inclined to also criticize not just the process but the expenditure of military funds on the border when there doesnt appear to be a National Security crisis there. On the right theyll tell you there is. Its not just about immigration. There are drugs. There are transnational Crime Networks and there are of course terrorist threats that can penetrate the United States from across the border. Theres a real different kind of rhetoric and debate going on about the need. I think and thats where espers lining up on Border Security is National Security. Its difficult, though, when you look at whats happening at the southern border to really make that case, i think. Yes, there are certainly transnational elements we need to be worried about, but is the wall necessarily the best approach and is military funds the best way to spend on that approach, and i think thats where the real divide is in terms of a philosophical approach to the expenditure of these funds. Ready . Look, brooke, i think what youve seen in the response thus far from the administration has been and can be characterized as being pretty chaotic and pretty confused. I think what we need to be doing here is listening to the experts. We need to not panic but the Administration Needs to be communicating clearly, and it needs to be doing so with facts and not with politics, so are we prepared . I would be listening to tony fou chi, our expert in the National Institutes of health and hearing from him that we need to be preparing for this disease and for the virus to spread. The experts here, one of the problems, brooke, here is that the response has been basically chaotic and lots of mixed messages, right . On the one hand you have the experts, our experts here in the cdc telling us that spread is inevitable, tony fouchi has said we are likely on the cusp of a pan ddemic with this virus and political advisers in the white house and the chair of the National Economic council said weve got this contained. I think we need to be listening to the experts and we need to have our communication grounded in facts. Look, the fact that the administration has not been really able to shoot straight on this issue may result in lives being lost and thats a real concern. If we dont address this by doing frankly three things, we need to organize ourselves and treat this issue, pandemic disease as a National Security threat that it is. We need to be restoring funding for the centers for Disease Control that has suffered doubledigit cuts in the last several years, and we need to be executing on a strategy to assist state and local Public Health officials who frankly are on the front lines of any response. Sue, to your point about this administration and how down playing may be this crisis and some of our reporting is that its because the president is concerned about markets, right . Markets thus the economy, thus the reelection, he is speaking, hes addressing the nation at 6 00 this evening. What do you want to hear him say . Well, he needs to level with the American People and communicate clearly about this issue. He needs to be talking about the efforts we are undertaking, right . What where is he assigning responsibility in the federal government to coordinate what is a complex response both globally and here at home. You know, brooke, after the Ebola Response, which i helped lead the u. S. s response to the ebola crisis in 2014. Including creating the position of an ebola czar. Thats correct. Even before that, the position i occupied, the Homeland Security adviser is a position that was started after 9 11 to have one person in the white house focused 24 7 and reporting directly to the president , focused 24 7 on major transnational threats that face this country, terrorism, cyber, pandemics. Today that position has been downgraded, sidelined, and frankly erased. So who is the person who is coordinating that . We did put in place an ebola czar. Ron claim did a fantastic job at coordinating the response, and he focused all of his efforts on coordinating the governments response across all different agencies, and he recommended to the president after the Ebola Response got under control, you should never need to have another czar, lets have a structure within the white house, within the National Security council, so we created a Global Health security Pandemic Response unit dedicated to preparing for just this type of event. What happened in 2018 . That unit was dismantled, the career expert who headed it was reassigned. So for the First Time Since 9 11, you dont have a Single Person focused on transnational threats in terms of the Homeland Security adviser, and you dont have a unit in the white house dedicated to focusing on pandemic preparedness. Based on this debate you were undecided. The first question i want to ask you, who do you think did the bets duri best during this debate . I think Michael Bloomberg did compared to his performance last week. I feel Vice President biden did the best. I think Vice President biden did the best. Mayor pete buttigieg. Biden. Im not sure he won the most arguments, but i thought biden looked the most president ial. Six of the 12 selected joe biden, nobody else got more than two. I think biden looked most president ial because in this worlds climate we need someone who understands how to deal with World Leaders and not create chaos. The impressions here of Mike Bloomberg varied. The most important moment was Mike Bloomberg being able to clear up the stop ask frisk. You think he cleared it up though . I think he did a good job at it. Did you believe Mike Bloomberg when he tried to explain his position today on stop and frisk . No. And why is that . Because of the way he said it in the and his facial expressions. You dont trust his face . No. Notably, the Democratic Front runner Bernie Sanders had nobody here who thought he did the best, and nobody who was yet committed to voting for him. I wasnt impressed with Bernie Sanders or Mike Bloomberg at all the first 10 or 15 minutes. With the tiff they had. With the arguing and it remained me of third graders. There is great concern here about democratic divisiveness. Are any of you in any way more sympathetic to donald trump . No. They dont want democrats to argue themselves out of victory in 2020. The big news this morning for the former Vice President is the fact that congressman jim clyburn, you know, gave him the thumbs up. Hes endorsing joe biden. How much weight does that endorsement hold . Well, certainly i think it holds a lot of weight for democrats in South Carolina. I mean, sure there are democrats out there who have made up their mind who say that theres no one who can influence them, but getting the hat tip from the highest ranking democrat in the state, a longstanding democrat in the state certainly is a good thing for joe biden at this point. Im curious in all the voters that you talked tod, day in and day out looking ahead to saturday, how many voters are still undecided . Well, recent polling shows that nearly one in five democrats havent made up their mind yet, and i think thats a result of there being so many kand d candidates in the field. There are a lot of options this time around unlike in 2016, so i think that there definitely are democrats who are waiting out the next couple of days to decide who theyre going to pick. I was just talking to jeff zeleny, hes in South Carolina. Hes one of our senior washington correspondents, and he was just relaying some numbers that he just got on, you know, pennies, nickels, and dimes, that you know, you compare a tom steyer to joe biden in terms of money theyve spent on ads, and tom steyers number was Something Like 22 million in South Carolina, and joe bidens was in the neighborhood of 875,000, and so is that the reason why theres so much buzz about tom steyer . Is it because hes flooded the air waves . Or is it more than that . I think that i think youre hitting on something. You know, tom steyer, hes not polling very high in South Carolina, but he certainly is making a difference, and some folks are blaming him for chipping away at support that biden could be having right now, and it all goes back to democrats saying that theyve been seeing his face on ads for months and even last year when he started his trump impeachment efforts as well.
