Me. Training in aviation had a handgun. Not supposed to have weapons on base. Can you tell me more what we know about him . Reporter sure. Brooke, so we know he opened fire at a classroom building on base and like you said was not supposed to have that handgun. He exchanged shots with two deputies who then killed hill. These two deputies took a shot here and are among those injured at this point. A press conference here at the base of this bridge just about an hour ago when they talked about the heroics of people in uniform both with the navy and the local Sheriffs Office who really jumped into action and the sheriff was saying even those who were injured even while wounded still tried to help others. So really he says a lot of lives were saved today because of that. He also made a point that because this person is a Foreign National, there are going to be things about this investigation that cannot be shared as one typically would. So he asked everyone to be patient, and to trust the process. There may be a lot of questions we cannot answer. One question i did ask of the officials here was to talk more about the background of this military training of Foreign Nationals. Perhaps a lot of people did not know this even happened here on base. Heres what the captain said about that training. We have a introductory train service, students from several Different Countries that come here, learn aviation, become naval aviators while he. Something weve done quite a while with partner nations, its important. A crosspollination, crosstraining we do with allies is some wuv done a long time. World war ii had Royal Air Force folks training here. Always been International Students haning here to, because its a good place to train and a good, quality training. Reporter and he said there be a couple of hundred Foreign National students like that here on base in pensacola, and we do also know that the Sheriffs Office and others visited victims families in the hospital. Some still undergoing surgery, brooke. Were trying to be patient here and waiting for information, which we know may be limited, because of the nature of this case. Right. Natasha, thank you very much. Andy mccabe, turn to you. Fbi has taken lead on the investigation. Motive still too early to tell. The word terrorism has already started being bandied about by some. Isnt it too premature . It is, brooke. Far too premature and really for that, for that designation, that qualification, we really need to look to the fbi to make it. To make that kind of, that statement, the fbi is looking right now in great detail at every aspect of this persons life. So first and foremost, theyre looking to see if theres any information in our holdings, in our Intelligence Holdings about this person prior to the event. Thats probably unlikely here, because hes someone who was invited to come train with our military. Probably was not preexisting derogatory information about him or he wouldnt have passed the security checks. Looking at eaveryone he came hee with, participated with, and requested extensive background nfrg information about him, his family, his associates. Looking at his we call facilities, phone numbers, email accounts. Social media accounts he may have used to figure who is this person and why did he do what he did . And of course, the overarching concern here, is he connected, could he possibly be connected to other people who directed him in this activity who supported the activity and may be planning it at other locations. Do you know, talking to Barbara Starr last hour covering the pentagon and military. He was an International Students apparently training in aviation. An ongoing relationship with u. S. Military bases and folks from overseas and how this is a highly valued relationship and program. Curious what you know about that. Lets just start there. What do you know about that . It is an incredibly Important Program to our nation, for basically three reasons. Militarily, it gives us the opportunity to train a likeminded cadre of military officers around the country who we are im sorry around the world, we can rely on in times of conflict and we know have similar training. Diplomatically, it draws our nations closer together. So those countries like saudi arabia, very important to us internationally, it builds a commonality there, and i should say economically. This is. Forgive me, andy. Lets listen to the president. Killed and wounded in the attack that took place just recently. Just this morning, in pensacola, florida. Saying that the saudi people are greatly angered by the bar bashic actions of the shooter and that this person in no way, shape or form represents the feelings of the saudi people, who love the american be people so much. That was just given to me by the king of saudi arabia. And i can tell you its a horrible thing that took place, and were getting to the bottom of it. All of the investigators are there now, and theyre studying it very closely. And a terrible thing, and our condolences go to the families and to everybody involved, including the wounded. We have some badly wounded people also. And we have to extend our condolences to them and well be working with them all very closely. So i just wanted to let you know that was from king solomon. And today we are here to okay. Condolences not only from the president of the United States andy mccabe, also reading condolences from the crown prince, king solomon over in saudi arabia as this, you know, shooter who is now deceased was a saudi national. You were saying, making a point, though, how important these, the international relationship, the training around the world is. Go on. Yes. So just to say economically, this is one of the reasons why our allies around the world are anxious to purchase our military hardware. Because it comes with the opportunity to then train with our military, to learn how to use those thing. Talking about jet fighters and aviation equipment. So its very important to us on many levels, and its an incredibly positive program and one weve gotten a lot of goodwill and relationships out of. All right. Andy mccabe, thank you for that. Lets go to Josh Campbell now. Josh, youre there in hawaii. I mean, this is now the Second Attack involving a military facility in just a matter of days. One at pearl harbor first. Are you talking to Service Members . How are they feeling . Are they on edge . Reporter well, if you look at the commonalities here, brooke, as you mentioned. Two attacks on a Navy Installation in the span of one week. Obviously concerning. There are questions whether theres connectivity, perhaps whether the second incident may have been inspired by the first incident . That we have no indication yet that is the case. This might end up being a coincidence. Nevertheless its something military and Law Enforcement personnel will look at as far as that commonality and what motivated this person there in florida to conduct this attack . I can tell you talking to Law Enforcement sources this is now a global investigation. We know the fbi assumed federal jurisdiction there in pensacola. People think about the fbi they think about domestic Law Enforcement entity but the fbi has a sizable international presence. Sources say the fbis office there in riyadh, saudi arabia, now engaged with local officials trying to gather as much information as they can about that shooter, and as of this point they have not landed on the determination this is terrorism, but that remains part of this investigation. Bro brooke, you mentioned, personal note. The new normal. Covering two shootings simultaneously in the United States is just where we are. Where we were a couple months ago and where we are again. It Josh Campbell, thank you for that in honolulu. As the deadline looms for the president on impeachment. Decision day at the white house where President Trump and his staff must decide if they will take part in the house judiciary hearings for impeachment. Democrats will huddle together drafting the official articles of impeachent. To lauren fox, cnn congressional reporter and rachel bade, congressional reporter for the Washington Post and cnn political analyst. Lauren, a bit of a split, as my understanding, in the Democratic Caucus what should be included in the articless should they say focused on ukraine widing it out including mueller . Speaker pelosi wont push for voting for impeachment but getting anxious. Tell me more . Reporter a lot of moderates arguing behind closed doors amongst each other the reality is, they are the ones who will bear the brunt of the political cost of whatever decisions democrats make in terms of how to structure their articles of impeachment. Some frustration, how closely held the discussions how those articles should be structured have been. The argument, they want to keep them narrowly focused. Ensure that the reason they all came out in support of impeaching the president in terms of the investigation was the fact that he wanted to talk about this issue related to ukraine. The conserve cern, broaden it o bring in mueller, becomes politically tenuous when running for reelection. More than 30, won in districts the president won in 2016 and have to go home and convince constituents reluctant for a vote impeaching the president. They want to be comfortable and that and concerned how little is communicated to them how that process is going writing the articles of impeachment. Thank you. You and your colleague write about speakers pelosis unease with impeachment confirmed by a member of her caucus who told you, pelosis juggling chainsaws and kittens and going it with composure. This is not where she wanted to be even a couple months ago. With the full house vote away, raging, days away, does she still have any doubts . Reporter interesting to see sort of the evolution of pelosi on impeachment. She was senior democrat, most senior democrat in the country really pushing back on impeachment for the past nine months, trying to sort of kill it or at least make sure it didnt boil over and she was never forced into it, and now shes the one out there selling the pitch, saying trump needs to be impeached because he has upended checks and balances. She and her allies would say what trump did with ukraine was so egregious she had to move and change her position. What hasnt changed with pelosi, most interested, innate skepticism about impeachimpeach. Doesnt think it will resonate with voters. You can tell. She wants to talk about pocketbook issues, prescription drugs, voting rights, and that just tells you, again, that these are the issues she thinks will keep her majority, not that impeachment would help at all an honestly be talking about anything but impeachment but has become a reluctant impeachment saleswoman. And has to. She pointed out because of the founding fathers, for the good of the country. Playing it forward for the senate, rachel, whats the latest year hearing from the senate side as they prepare for trial next month . Reporter its interesting to see Senate Republicans. They have a lot of meeting and sort of conversations they still need to have because theyre not all on the same page how to defend the president. A lot of Senate Republicans want to have a serious trial, want to sort of look at these allegations, bring in potentially some witnesses that were interviewed in the house, to actually go through these allegations, or particularly moderate Senate Republicans who privately have concerns about what trump did with ukraine. But theres a whole other constituency of Senate Republicans close with the president , who want to do a totally different type of trial. A trial very much diverts attention away from the allegations of the president and focuses it instead on his political adversaries like joe biden, lie a like adam schiff and the whistleblower. Theyre divided and talking about it every lunch they have and meet with the white house frequently. Its going to be a potential problem and not sure how it will play out but definitely divisions you can see in the senate. The huge question mark as far as what those Senate Republicans end up choosing to do. Rachel bade, you are so good. Thank you so much. Thank you. Democratic congressman from california joins me, a member of the House Foreign Affairs and science, space and technology committees. So congress barra, welcome, sir. Brooke, thanks for having me on. Your colleagues are now drafting articles of impeachment. By this point at lawmakers you should know what you want includeds where do you stand on including the Mueller Report . I think we ought to keep it narrowly focused to what the investigation really looked at and that was ukraine. I think the Intelligence Committee has proven the charges of abuse of power and certainly proven obstruction of congress. So i think those are two pretty solid articles. So thats a, no . A convincetive no, congressman on widening it to mueller. Am i hearing you correctly . Thats probably where i sit right now. I probably wouldnt start introducing additional reports. Clearly, ive read the Mueller Report and which dropped eight months eight months ago. So is it probably . Probably feel this way, or i feel this way . I feel that i feel keep it focused. You lead the effort to help vulnerable democrats in swing districts and we have already heard from a couple against adding mueller. Im curious what youre hearing from maybe more moderate democrats . What they prefer . Whether its multiple articles . So then they have the opportunity to maybe vote no on some and use that as cover . Are you hearing any of that . No. Not a whole lot. I dont think we should play politics with this. This is one of the most important votes and consequential votes were taking and we ought to keep it narrowly focused on the investigation at hand. What the hearings were about, what the publics been watching and thats how a lot of the, you know, more competitive democratic members feel. And then how about that tweet from the president about how hes daring you, daring your party to impeach him, to impeach him now . Raising a ton of money off of this congressman bera. What do you make hes embracing this . I dont pay a lot of attention to the president s tweets, and clearly it looks like theyre looking at this from a political lens. I think were looking at it from the oath we took to the constitution, and, again, i dont find pleasure that were going down this path of impeachment. But we took that constitutional oath and have to do what we have to do. But the president s daring you to impeach him. No comment to that . The president is trying to do a bunch of things. Were doing our job and upholding the constitution of the United States of america. Final question jumping ahead to the senate and january. There are a number of House Republicans who are demanding that the Senate Republicans have the former Vice President , have joe biden testify. Do you think the Senate Republicans will have him do so . I would hope the Senate Republicans understand the gravity of the situation, and that this is not about joe biden. This is about what the president of the United States, donald j. Trump did, if he abused power, if he has obstructed congress and whatever other arbels are out there. Congressman bera, thank you, sorry. Thank you. Youre welcome. President trump on track to become just the third president in u. S. History to be impeached. The last time the white house and Congress Found itself in this unique political place was over 20 years ago. Bill clinton would eventually be acquitted and stay in office. Before that and after fouryear special counsel investigation beginning to look in possible financial crimes, and then Monica Lewinsky he faced perjury and obstruction of justice. And from washington, you covered the clinton impeachment trial and i have been wanting to pick your brain. What are the moments that stood out to you then . First, brooke, it was unlike anything any of us had ever seen because the senate wasnt sitting as legislative body and it wasnt sitting as a regular criminal court. Something quite different that as you noted had only been seen once before in history, before the clinton impeachment trial. So in come on the very first day, delivering articles of impeachment. I think 13 house members walked, from their side of the capitol over to the senate side, to deliver the charges against president clinton. And then all 100 senators were there. You know, how often does that happen . Sitting at their small wooden desks. They take an oath to do impartial justice. Then they come up to an oath book, sign it to as a formality, and then this trial went on for five weeks, from early january to midfebruary, and presiding over all of it was chief Justice William rehnquist, who many people had not seen on tv, because, of course, you know, the Supreme Court forbids cameras and i think you might have sound of him being sworn in. We do. Lets watch. Do you solemnly swear that in all things applicated to the trial of impeachment of William Jefferson clinton, president of the United States, now pending, you will do impartial justice according to the constitution and laws so help you god . I do. Hmm. That was what kind of role did he play . Well, thats a great question, because its already, you know, a point of controversy over how involved and how much he might determine what would happen in an impeachment of donald trump. He took his role as being more ministerial. Kept the trains running, kept the schedule. Would decide motions, but he didnt do anything that actually steered it one way or another for or against president clinton, and thats the way he understood it from frankly history he had written on impeachments. He was an amateur historian. So he saw it as something that was the senates show, and the constitution itself says the senate have, would have the sole responsibility for a trial. So what would happen each day is, majority leader trent lott would come to the floor and say, this is whats going to happen with witnesses. This is whats going to happen with the timing. Each side shall have the same amount of minutes to present. You know, the house managers, and then president clintons private lawyers who were defending him, and then chief Justice Rehnquist would rule on mainly procedural motions, and if he were to rule on evidence, though, and he has that authority, and chief Justice John Roberts would have that authority, to rule on evidence and witnesses, the chief then could be overturned by a majority of the senate. It never came to that in 1999, brooke. I just i think we should continue to go back and look at those moments from 9899 and talk to you and keep picking your brain. I want to know about the moment of acquittal. Well have you back. For now, thank you so much. Thank you, brooke. Thank you. As for Rudy Giuliani. No one can seem to figure out what the heck hes doing, as he is globetrotting for dirt on political rivals, literally doing the thing that the president is being potentially impeached over. We discuss this. Also ahead, michael bloomberg, now a candidate for mayor, says his democratic rivals would get eaten up by the president. Thats next. The epson ecotank. No more buying cartridges. Com there are even more photos of Rudy Giuliani in ukraine. More yin line postings show the president s personal attorney with for officials in kiev showing giuliani is doing exactly the same thing that led to the impeachment inquiry of his client. Photo posted thursday shows giuliani with a former ukrainian diplomat, and so this guy pushed the debunked theory that ukraine, not russia, interfered in the 2016 president ial elections. He is also named in the House Republican report on the impeachment inquiry and tweets, with american mayor Rudy Giuliani prepping for tomorrow another hard dwsh working day in meeting with mr. Shokin and mr. Lutsenko. They are former ukrainian prosecutors who helped supply Team Giuliani with really a laundry list of allegations against the form are Vice President and the his son. So lets turn to gloria borger, in washington, our cnn chief political analyst and remind everyone Rudy Giuliani is under federal investigation for business dealings in ukraine. What do you think President Trump is thinking about giulianis field trip to ukraine this week . Youre asking me to channel donald trump . Sure am. A little difficult. I can tell you that i bet the president s attorneys and lots of his supporters in the house and the senate are scratching their heads saying, what the heck is Rudy Giuliani doing . Now, this, the people hes meeting with are like, a rogues gallery here. And people who understand that its a conspiracy theory, that ukraine meddled in the 2016 election and not russia are saying, why is he doing this . Clearly what hes trying to do is clear his name or maybe even clear his clients name, as he would say, but hes digging a rabbit hole and continuing to gogo down it and may be making a documentary, may want to show people who watch rightwing television perhaps hes right and continue to promulgate these conspiracy theories but it isnt going to help the president and certainly not going to help giuliani. If giuliani had any hed go to the department of justice. He knows this. Sure. Go to the department of justice say i have this. Which is, of course, what he could have done all along. Could have gone to, said to the fbi, heres a tip. You need to investigate this. Instead, hes his own investigator. Hes his own team. Hes his own lawyer, it seems. And its hard to figure out what hes doing. Okay. Lets talk politics in 2020 and so michael bloomberg, former threeterm new york city mayor now returning seems to think very highly he doesnt seem to think very highly of democratic president ial candidates. Watch this. I watched all the candidates, and i just thought to myself, donald trump would eat them up. You think all the candidates who are running today, he would eat them up . Let me rephrase it. I think that i would do the best job of competing with him and beating him. Why do you think the mayor is so confident . I think he has a certain ego. Youd have to say. And hes a fellow new yorker who believes he understands donald trump, and knows how to get at him and knows how to beat him. Remember, bloomberg was at one point very close to biden. Thought that biden would do the best job of beating donald trump, and now clearly no longer thinks that. And i think gayle king actually asked about that. Did you give biden a heads up that you were getting in . He said, no. She said, do you still consider biden a friend . He said, well, sure. Why not. This is clearly a knock at joe biden the frontrunner right now. Saying, you know, you just cant nobody else understands how to take on this guy. Only i can do it. And i think that that requires a certain amount of ego, as i was saying before, and the other candidates are kind of saying, okay. You should have gotten in months ago. Uhhuh. Gloria borger, good to see you. Thank you. Have a good weekend, brooke. You, too. Speaking of 2020, Elizabeth Warren releasing the results of her medical exam. Senator Elizabeth Warrens campaign has released results of the president ial candidates most recent annual physical exam. Bottom line, her doctor said she is he very healthy 70yearold woman. So with me now, cnn correspondent m. J. Lee. And always good to hear youre healthy. What else do we know. According to her doctor, Elizabeth Warren is in squlent health. There are no medical issues to prevent senator warren from performing the duties of the presidency according to a physical exam back in january, blood tests and her cholesterol is excellent and she had a mammogram to test for Breast Cancer and got a flu shot back in october but we did learn she has a condition called hypo thyroidism. This is a condition where the thyroid doesnt produce enough of certain hormones so shes on daily medication to make sure the hormone levels are are normal and i want to read a part of the letter that senator warrens doctor put out, dr. Beverly wu in boston said senator warren has never smoked, used drugs or had any problem with alcohol use. She exercises regularly and follows a healthy diet despite her very busy schedule, in summary senator warren is a healthy 70yearold woman so a clean bill of health for senator warren. Good for her. And she is 70. There has been muchado, some candidates being a little bit older. That is right. What is fascinating, three top candidates are in their 70s and two of them are closer to 80 than 70. If you take a look there. Joe biden is 77 and Bernie Sanders is 78. And sanders obviously suffered a recent heart attack and gotten back on the trail and said that he is feeling great. Joe biden, we saw have a very Tense Exchange with a voter yesterday who raised questions about his age. So clearly some of the candidates who are in their 70s are trying to show they are healthy, they have energy and they are up for the task of being president. It was incredible when Bernie Sanders has this heart attack and it was like blip and hes back. M. J. , thanks for the update on senator warren. Our breaking news continues.
