Reporter its within the realm of possibility because of steps that have been taken this week showing that democrats are moving forward and voted to impeach this it president , it could happen next month. Could happen in the week running up to christmas and the steps theyve taken of this. First, adam schiff, how Intelligence Committee chairman announced mub lick he ed public week and three witnesses, and a letter put out not bringing back everybody who testified behind closed doors. More than a dozen people. Its not their intention to bring back all of those individuals and signaling they wont go through prolonged Court Battles to get other witnesses to come forward. Withdrawing the subpoena from one individual who defied the subpoena, a former white house official, because they dont want to delay the process. Could have pushed it back to december and today announces they would not subpoena john bolton because of that same reason. Concerned in the words of one top official that this would be a game of ropeadope dragging out the proceeding longer. We expect one probably two weeks of public hearings. That followed by a thanksgiving recess week in which the committees would draft reports, recommendations about some of the next steps and what should happen, and then come back for the first week of december, when the House Judiciary Committee will take up the proceedings. One or two weeks of either public hearings followed by a vote for articles of impeachment and after that committee votes, brooke, thats when the full house would vote to impeach the president. That being probably the week running up to christmas. I should add the Speaker Nancy Pelosi has not specified exactly how she wants to do this and declined to put a time frame on this, but at the moment what democrats are saying, these recent steps show clearly that theyre moving on a fast track to could ultimately lead to the impeachment. The historic vote could happen by christmastime. Thank you, manu. Right now an aide to Vice President mike pence is testifying behind closed door s Jennifer Williams subpoenaed amp trying to block that testimony. On the phone call between President Trump and a counterpart from ukraine and she was concerned about what she heard. As for former National Security adviser john bolton, he was a noshow. Manu alluded to that. House democrats didnt bother to subpoena him amp his attorney threateneded a court fight. Go to cnn congressional reporter lauren hill there on capitol hill, and we know the Vice President has claimed to be in the dark about any of these discussions regarding ukraine. What are the key questions williams is being asked today . Reporter Jennifer Williams just left the scif after hours behind closed doors with lawmakers. A few minutes she walked around the corner and appears to have left for the day. I will tell you lawmakers wanted to know more about that july 25th phone all and also wanted to know, of course, what the Vice President knew and when he knew it. Those are the key details. This is the first aide to the Vice President who has come before lawmakers as part of this impeachment probe. She was not the only aide to Vice President mike pence on that july 25th call but the first one called to testify behind closed doors. Williams is a key witness and they may want to know more about what the Vice President knew about Rudy Giuliani. The president s personal lawyer. And his involvement abroad. Brooke . Lauren, thank you so much. Analyze all of this. I have with me cnn legal analyst and a former federal prosecutors and law professor at university of North Carolina at chapel hill. Welcome, welcome. New headline starting with you, sir. Counted 48 days before now and christmas. Manu reporting on the expedited timeline. Realistic . Probably realistic. Really intense. I think that thats a lot of investigations to try and wrap up quickly. We can imagine that its going to be even more difficult, because as democrats try to put on facts or fact witnesses or testimony, every step of the way republicans will be trying to delay and obstruct that. What do you think, jen . Realistic, too. If it were an actual trial it would happen in much less time actually. Sit all day. They havent had the time you would have in a criminal case to meet with witnesses multiple time explore all the leads but have had depositions. I think theyll be able to focus in on key points in public testimony and go forward in fast order. Fast forward to the whistleblower. We mentioned republican congressman jim jordan said he would call the whistleblower to testify and ultimately up to democrats. Majority in the house to say yea or nay. Hard to get the whistleblower to show up. Democrats would be reluctant to do that because asking that person to go public defeats the point of the whistleblower protections, which are sdirn ed to protect that persons privacy. In some respects we are well past what the whistleblowers already told us. Had numerous, credible witnesses confirm what the whistleblower said. So its not entirely clear what the whistleblower would show up to do other than become a punching bag for republican members. Beyond being a punching bag, anything to his point having he or she corroborated by so many witnesses speaking on capitol hill . What could that person, i dont know if its symbolic, on fact. What could that person provide . Not a heck of a lot to be honest. He or she could say heres what i was hearing. This is why it concerned me. What i did about it. Now we already know all of those things from the witnesses who actually knew what was going on. It really doesnt give any substance. Its just a punching bag for republicans and i think they know that the whistleblower will not show up. Then it becomes a boogeyman of, where is he . This is all a farce. This person isnt showing up. Thats some problem for the democrats. Bill barr. Talk about the other big headline today. A source, cnn source, confirms President Trump asked bill barr to hold this news conference, to clear him of any crimes as it pertains to ukraine, and this phone call. President trump by the way, vehemently denies any of this reporting. Bill barr released a statement saying the Inspector General was not required to turn over a whistleblower complaint to congress. Either way, to you, do you feel like bill barr has been doing some legal maneuvering on behalf of the president of the United States . I think so but went as far as he could here and realized clearing the president s something that the dod didnt want to investigate, wasnt worth investigating isnt something the department of justice does. He felt like, i think, doing what he did, saying the whistleblower complaint shouldnt have gone over and by saying nothing to investigate on the Campaign Finance side, that was as far as he could go. That was more he would have gotten so much blowback had he taken that final step. Jogging everyones memory. A couple months ago President Trump said, i have an article 2 and have the radio it to dautho whatever i want. Saying when the president does it, it is not illegal. On bill barr, fast forward, he could get a crossroads between protecting the United States constitution and protecting donald trump. What does he do . Well, his record up to now has been to protect donald trump. Its not entirely clear how much the constitution really matters to attorney general barr or for that matter to the president. I think that if anybody were to read article 2 of the constitution, it doesnt say what the president just said it said. Every official in this government is limited in his or her powers. Thats how our constitution is designed. Nobody is allpowerful. We call that a nonstarter with respect to what the president said. Okay. Thank you both very much. New today, what we are learning regarding discussions about section 4 of the 25th amendment and claims by the Anonymous Administration official whos right writing that book. Plus, just how close president zelensky came to doing a massive favor for this white house and this president. The back story on a canceled interview. And a new argument from republican senator Lindsey Graham. Why he now says the trump team is too disorganized to even pull off a quid pro quo. You are watching cnn. Im brooke baldwin. Well be right back. When we were looking for a roommate, he wanted someone super quiet. Yeah, and he wanted someone to help out with chores. So, we got jeanpierre. But one thing we could both agree on was getting geico to help with renters insurance. Yeah, geico did make it easy to switch and save. Oh no. Theres a wall there now. Thats too bad. Visit geico. Com and see how easy saving on renters insurance can be. Back youre watching cnn. Im brooke baldwin. Getting a peek into the highly anticipated book written by an anonymous senior white house official. Jake tapper says a source close to the publication process shows an excerpt published now by the Huffington Post and in it it claims white house aides were certain that Vice President mike pence would support the use of the 25th amendment to remove President Trump from office. So let me just refresh everyones memory. Article 4 of the 25th amendment is as follows. Whenever the Vice President and a majority of either the principle officers of the executive departments or of such other body of congress made by law provide, transmit to the president pro temper of the speaker or house of representatives the declaration the president is unable to discharge powers and duties of his office the Vice President shall immediately assume the powers and duties of the office as act the president. Quote. Adding to that today in New Hampshire the Vice President was asked about this. You know, when those rumors came out a few years ago i dismissed them then. I never heard any discussion in my entire tenure as Vice President about the 25th amendment. And why would i . I have to tell you this the very notion of this anonymous wrote an editorial now, its reported theyve written a book is just appalling to me. And, you know, theres someone in our administration or served in our administration that doesnt support this president , doesnt support his agenda, do the honorable thing and resign. Former acting fbi director andy mccape said Deputy Attorney general Rod Rosenstein raised the progressispect of using the amendment. This from z60 minutes. Raised how many other cabinet officials might support such an effort. I didnt have much to contribute, to be perfectly honest, in that conversation. So i listened to what he had to say. But to be fair, it was an unbelievably stressful time. I cant even describe for you how many things must have been corresponding through the attorney general deputys mind. He kind of threw out in a very frenzied, chaotic conversation about where we were and what we immedia needed to do now. And now a cnn contributor. Thank you, as always, for being with me. In terms of the reporting, get this out. The summary says the following, that highly placed white house officials did a back of the energy tally of which cabinet members would be prepared to sign a letter invoking section 24 to the constitution. My question is what conversations were you privy to . Very few, brooke. My only conversations were ones in a i had with then Deputy Attorney general Rod Rosenstein. The 25th amendment was something that rod brought up in our very wideranging and somewhat chaotic conversation about all the Different Things we needed to do during that very trying time. So rod kind of brought it up off the top of his head and mentioned it in the context of who else he thought might support such an effort. I, of course there is no role for the fbi director and certainly not the acting fbi director in the 25th amendment. Its not something that i was focused on really in any way. Did you ever hear about this list on a back of an envelope of which cabinet officials they thought would have gone along with it . I didnt. And thats why this kind of revelation is particularly interesting to me, because i assumed that the discussion that mr. Rosenstein and i had was simply rod kind of gaming things out in his head. I never thought hed he never indicated to me that he talked about it with anyone else or that the people he was thinking about, that hed had any conversations with them. This is really like he thought this person and that person might go along with it, but he never indicated hes actually discussed it with them. Why do you think these white house officials were so certain that the Vice President would even sign on to this . Right . You have to have majority of the cabinet, Vice President s approval and then it goes to congress. We should also note the Vice President did not say this directly. This was the belief among white house staff. Why do you think . Well, i dont know. I can only say, brooke, that the fact that, you know, it was something that was on the Deputy Attorney generals mind, and now the possibility that it might have been a topic on the minds of other white house staffers or aides, i think shows you just how tumultuous and kind of unnerving that whole period was. The president had without really any warning or indication or any kind of deliberation with his advisers struck out and fired the director of the fbi. I know i and my staff were in a great quandary trying to figure out exactly why he had done that and what this meant not just for our investigation but for the fbi in general and the country in general and i think these sorts of conversations are helpful and they show just the kind of almost panic that people in and around the administration were in as a direct result of the president s decision to fire the director. Last question, andy. That is, do you think its fair to this president . Is it fair to this administration . That this person is writing this book anonymously . Well, you know, i its obviously not something i would do. I wrote my own book, and i proudly stand by the things i asserted in that book. Obviously, the way that i would approach this situation, were i that person, i think its its admirable that when people want to bring their concerns to the forefront and share what they understand with the american people, that put people in a position to make a better decision but its bet to do that, clearly, indicating who you are. It gives the reader and public an ability to as what youre asserting and to as, like, how could you possibly know the things that youre including in your statement or your book. So i think its really challenging to do Something Like this anonymously. It raises all kinds of other issues that get in the way of the message. Andy mccabe, thank you very much. Sure. Good to see you. Good to see you. We now know just how close ukraines president came to publicly announcing an investigation into the bidens. Fareed zakaria joins me next with the back story. Ends monday. Well, they say timing is everything. Just ask the ukrainian president. According to the New York Times today just days before president zelensky was ready to publicly announce an investigation into President Trumps political rival on cnn, news leaked that security aid to ukraine was frozen with lawmakers asking questions, the Trump Administration released the assistance. Nearly all mr. Zelenskys top advisers favored his making the public statement. The United States military aid agreed al ws well as diplomatic outweighed the risk taking sides in american politics. Bending to the request mr. Zelenskys staff planned for him to make an announcement in an interview september 13th with fareed zakaria. Hes here with me. I want people to understand one thing. The white house did not request that he do the thing on my show. I think they just said it should be on a tv interview. And it was eventually going to be you. We had been negotiating with president zelensky and his office for a while, for months, to try to get an interview with him anyway ever since he was elected president. In fact, i was in kiev the weekend before all of this leaked, and i met with him to solidify the commitment that we going to get the interview, and we did. The times story is accurate we would get a commitment to get an interview and once all of this came to light, once the transcript of the call as i recall, once that became public, oh, maybe once the whistleblower complain t, be became clear the interview was off. When it was a go, did you have any idea that he was going to announce with you that ukraine would be investigating the bidens . No. Of course not. Politicians often do interviews because they have some message they want to get across. Right. Agree to x, y and z. I would have definitely asked supplementals about it, because we did know about, because of giuliani and his activities, we knew this had been a frutrump campaign if you will, talking point but nobody knew the extent to which there had been a many monthlong effort to pressure this president on the part of this issue. On that part none of us knew. When you found out it would have been with you what did you first think . Well, you win some, you lose some. I would have loved to have it. Hes a fascinating guy. I still would love to have an interview with him one of these days. They acted, his office, acted very professionally throughout the process. But i have to say, i had no idea the pressure they were under. They were acting pretty cool considering all of the pressure they were under, and very good about sometimes as foreign leaders you do get them trying to figure out or demand a list of questions which we dont do. We dont do that. But they were not like that. They were very professional and they asked broad parameters for the interview but everybody asks that. Sure. The New York Times undermines the argument it isnt quid pro quo is ukraine, the other side, ukraine in this case, doesnt know. Clearly, ukraine knew. At this point, we have so many confirming pieces of evidence on that, that, yes, this is one more. Now you have essentially all top officials involved, from the ambassador to ukraine, ambassador of the eu, the special representative to ukraine all saying, yes. Military aid was frozen and it was not going to be resumed until there was a public commitment. Now we know that the public commitment had to be on an American News network, cnn. As i say, it wasnt clear the president wasnt asking for cnn, just it had to be in some very public news format. One more on this. Im fascinated, that ukraine came so close to publicly announcing what this white house wanted all along, and had it not been for the leaks and congress i guess ultimately getting this white house to release the 400 million, ukraine would have done it. They were days away. Think about the asymmetry of power here. Right . The white house is withholding hundreds of millions of dollars and not just that aid. If they were to feel as if they were to, you know, to annoy this white house and refuse to do what theyre doing, its this aid, its further military cooperation. Ultimately, its what happens if the russians actually do more . Would american come to ukraines assistant . It all hung in the balance and in return he had to dig dirt on trumps political opponent. I can understand. I mean, president of ukraine was in a very tough spot, because the asymmetry of power is so great. Champion is why, by the way, when he says, look, i didnt feel any pressure, one has to take that with the context of knowing, again, the president of ukraine at this point cannot afford to alienate the president of the United States. To this, french president macron raising thoughts about nato. What he said to the economist in an interview. What we are currently experiencing is the brain death of nato. I argue we should reassess the reality of what nato is in the light of the commitment of the United States. I mean, his words turning its back on us. Where does that leave nato . Its unfortunate he said that, because i think that what European Countries should be doing is trying to strengthen nato even if the Trump Administration, donald trump himself, lacks much of a commitment to it. Im not sure how this helps. Look, what hes doing is frankly revealing something we know. Donald trump doesnt care much for americas allies. He hasnt cared about them from the start. He has fulfilled that he has stayed true to his word in that sense. So thats the reality were dealing with. A president who does not believe in americas call line. I dont think it helps for the french president to highlight, underscore, rub salt in that wound. It would have been better to try to figure out for a way for the rest of nato to Stay Together and congress is very committed to it, but it shows everyone in the world is trying to figure out what is this world looking like without the United States as the anchor that it used to be . And do we need to freelance . Go our own way . Make other argumentrangements. Its not something americans will be happy with when it happens. Senator Lindsey Graham has a brand new way to defend the Trump White House against allegations of quid pro quo with ukraine in exchange for a possible impeachable favor. First hear our fox friends described quid pro quo as a bad thing. If the president said ill give you the money but investigate joe biden that is really off the rails wrong. If youre looking for a circumstance where the president of the United States was threatening the ukraine with cutting off aid unless they investigate his political opponent, you would be very disappointed, that does not exist. Now senator graham has evolved a bit on that saying the trump team is too inept to pull off quid pro quo. What i it kel you about the trump policy toward the ukraine, incoherent. Depends who you talk to. Seemed to be incapable of forming a quid pro quo. So lets hear from Chris Cillizza on this one and how do you describe this . Is this the evolution of Lindsey Graham . I mean, so you calling it an evolution is like the nicest possible way to show how would you say it . Youre a kind and charitable person, brooke. Look, this seems to me a moving of the goal posts. Not just further down the field but into the stands and then out of the stadium entirely as it relates to Lindsey Graham. I wrote about this yesterday. That last thing you played. The, this administration is too incompetent to possibly do anything wrong. Man, i wish i had that exdeuce haexdeuce excuse to give my parents. Im a total moron. I would never do that. Its striking. We have another clip of the evolution, wink, wink, of Lindsey Graham on this issue. Changing his position on what constitutes a plan which he would take these threats against President Trumps presidency seriously. I think we have it. Play that. If you are looking for a circumstance where the president of the United States was threatening the ukraine with cutting off aid unless they investigate his political opponent, you would be very disappointed. That does not exist. If you could show me that trump actually was engaging in a quid pro quo, outside the phone call that would be very disturbing. Keeps tells me the phone call was perfect. Im saying, mr. President , the phone call was okay with me. Ive written the whole process off. Ive written him off. I think this is a bunch of b. S. Im not going to read the transcripts. The whole process is a joke. What i can tell you about the trump policy with ukraine, incoherent. Depends who you talk to. They are incapable of forming a quid pro quo. To impeach anybody president over a phone call like this would be insane. Yeah. You get the idea. Shoutout to producers and video editors. Thats 50ish seconds of Lindsey Graham saying it better than i could, brooke. Chelsea cook, shoutout to you. The evolution of Lindsey Graham leads me to the evolution of Trump Supporters changing their tune on abd sondland now that sondland has refreshed, revised, his story. Yes. Gordon sondland, the ambassador to the European Union also has evolved as relates to his testimony behind closed doors where he says, well, actually now in Early September i did, in fact, tell a top ukrainian official i thought that the aid, military aid was tied to opening an investigation into the bidens, which complicates a lot of explanations from republicans. Play how theyve handled it from a few. Sondlands Opening Statement he says, exactly what president zelensky said and President Trump said. No quid pro quo whatsoever. Yall want to make a big deal out of mr. Sondlands presumption. He said it was his prezimpgs. Gordon sondland sends a text to taylor saying i think youre wrong about this. This was no quid pro quo. I dont think his latest revisions change that. Far as i can see ambassador sondland said he presumed. Again, kellyanne conway, jim jordans work speak for powerfully than anything id add. Watch them, ask your brain, does this make sense . Brooke, back to you. Thank you. President trump is planning to attend another big supports event this weekend. Savannah, nice to have you on. Its my understanding the email went out then backlash quickly followed. You tell me, how did this Student Government association make this decision in the first place . What inspired them to say that . I honestly wish i could tell you. Its been very interesting here with this letter. I believe that they were trying to tell the people who had block seating, special seating in the end zone, that they need to be careful about being disruptive in any capacity just because of heightened security. How did you feel just as a student to basically be told, you know, be careful how you behave or your football seats will be yanked . Not only as a student but also just as a reporter. I was very, very shocked that they even issued that, because obviously thats a First Amendment violation, and i obviously want my right to cheer or boo or do whatever i want or anything at a game. So they cant infringe that upon me and i thought out of line they even thought that would be okay. You saw what happened when the president attended one of the games of the world series. Deputy assistant secretary of state of Foreign Affairs who felt cut out from conversations about ukraine. An go to manu raju just handed this transcript. What are you learning here . Reporter just going through it. Several hundred pages long. This is a daylong deposition that happened behind closed doors last month, and what we do know already going into this, that he did have concerns essentially was cut out of the decisionmaking process going on as the president enlisted his former, current personal attorney Rudy Giuliani to carry out ukraine policy, but he also makes clear in one section that i just saw in the Opening Statement of this testimony that he gave behind closed doors, he was concerned about ambassador marie yovanovitch. Former ambassador to ukraine. How she was ousted from that position in the aftermath of a severe campaign of sorts being launched by Rudy Giuliani, and Rudy Giulianis associates, who according to yovanovitch and george kent also believed they were unfounded claims and should not have been removed from the post. Remember, yovanovitch is the one who raised concerns about Rudy Giulianis efforts. Raised that to the highest levels of the state department. President trump himself badmouths her on her phone call with president zelensky of ukraine. Ultimately she was removed from the position and thats a source of a lot of concern within the state department and of george kent as well in the passage ill read. Says in his Opening Statement i fully shared concerns of ambassador yovanovitchs statement friday expressing her incredulity the u. S. Government chose to move her based on unfounded and false claims by people with clearly questionable motives in an especially challenging time in our bilateral elections with a newly elected ukrainian president. This will be a theme we will hear when George Country testifies in a Public Session next week, when the democrats will ask a lot of questions about this socalled parallel foreign policy. Shadow foreign policy, if you will, to pursue matters relates to how the president politically pushed the government to announce investigations into joe biden and political rivals, look into the interference campaign that occurred in the 2016 elections and be concerns raised by people like george kent. Served in the state department and worked directly on ukraine issues and concerned about people like Rudy Giuliani not based in the best interests of the United States and undermined u. S. Policy towards ukraine and here we get a glimpse of his concerns about the removal of a key diplomat from that post ambassador yovanovitch he says should not have been piushed ou amid a smear campaign.
