Sent to capitol hill to meet points phil just made, and this with republicans in the house. The president brining people in outreach to republicans in congress from the white house. The situation room including do you think this is a sign of trump and the white house trying staunchest critics related to to mend the fences, sal hall we the syrian action they understand stood more needed to be down assuage the concerns at say . With its party . A time they dont need they have to be concerned republicans upset about anything. Where republicans stand on this. Whether impeachment or syria. A band of House Republicans that element of it now. Very, very loyal to the president and questioning the recognizing they need to do more process whats going on in the to reach out and the idea of the impeachment probe. We saw that play out in a very messaging factor. Ive talked to a lot of dramatic way yesterday when you republicans over the week. Had about 40 of them go and march into a secure facility extensive frustration about the lack of help and guidance where they conduct the getting from the white house interviews part of the probe. Related to how theyre supposed to respond to impeachment. The senates where it matters. One senator earlier told me basically we are a oneman almost an inevitability the twitter war room and i dont House Democrats will vote to think thats the best answer impeach the president and send right now. It to the senate. At the meeting at the white at that point the Senate Republicans are the bigger past of that jury that is the senate house senator Lindsey Graham just came back from that meeting that will decide whether they says he spoke to mill mulvaney believe that the merits are about something he said to me severe enough to recommend the yesterday. President is, push the president asked, do you feel the white house messaging and impeachment out of office. Right. Needs work . There is tension right now his answer, simply, yes. Over various things, like then turned around and walked turkey, syria, treatment of the away. Mulvaney apparently saw that kurds. Other issues as well that are comment, brought it up to graham specifically and said, according its not good timing to bring to graham, keep talking to us. These things up necessarily if were working on this. Concerned about keeping were going to get better on everybody united. This and working through it on i think it illustrates the this. Interesting, twofold. Reality of the situation, that seems two totally separate there are tensions that have to issues but comes together to a be addressed if people will degree. The white house is aware and stick together on the gop side senators and republicans on the of the aisle. Before we look ahead, a couple questions look back. First to yesterday when you had house side need more information on sear yao or impeachment be those 40 or so republicans, and the white house is aware and House Republicans, marching into trying to address that. Youavenues, that skiff. Many republicans you used to work with. When you saw that playing out what were you thinking . The first thing, brooke, that occurred to me, i remember during the benghazi proceedings, my former boss darrell issa tried to go too close to the deposition he was escorted out because he wasnt a member of the committee. Mr. Gowdy explained publicly succinctly we have ruled. True whether a democrat or republican. I thought yesterday, those republicans didnt have a problem with that policy when they were running the show. Strange now all of a sudden in the middle oflicity stunt they have selective amnesia. What jim back then. Roll the sound bite. The only path to the truth, the only path to the truth is through this committee, the ways and means committee, the house of representatives. So weve got to pass this resolution. Its the only chance we have to give the American People an opportunity to get the truth about a fundamental right that was systemically attacked. Give the American People the opportunity to hear the truth. So when you hear those same republicans complaining about how the impeachment hearings, at least at this stage, are not public, how do you respond . It just really goes to show how far republicans have gone in retreating from the standard of oversight and transparency they they tried to hold the Obama Presidency to and have a completely different set of standards for the trump presidency. These are people like jordan or meadows who publicly repeatedly would talk about the American Peoples right to know whats going on in the government. Talk about waste fraud, abuse mismanagement, taxpayer collars. Fi dollars haves hearings about fast and furious, benghazi, Holding People in contempt of congress for not cooperating with the investigations. Now the same people are turning the other way and the ignorance and flagrantly violating check and balance of the congress. Mindblowing as someone who worked with these very people and heard them aalk about overs and now theyre completely abandoning it. I cant believe what im seeing every day. I so wanted to talk to you as you were entrenched with the Republican Party and knew what they wanted and how its playing out right now. The other point is, again, these republicans are criticizing the process, not the substance of these allegations. Right . You have the South Carolina senator, Lindsey Graham who will be introducing this resolution to condemn the house impeachment inquirys he says, in a vote based on the current process, should be dismissed in the Senate Without a trial. Mitch mcconnell you know, really important here, the Senate Majority supports the resolution but would realistically, would the majority of Senate Republicans actually back skipping a trial if impeachment happens in the house . Well, the question is, majority of the senate would do it, because they could ostensibly a notion dispolice before the impeachment trial gets started but it appear as growing number of skeptical republicans are not in a position to inclined to say, forget it. Nothing to see it here. Were not going to proceed to that process once it sgeets oge our lap. The number of republicans expressing concern over what is alleged by all witnesses coming through the house impeachment probe is growing. Slowly but increasing not decreasing. Thats important when you consider about the idea that theres 53 republican, 47 democrats. Not that much of a gap to make up. You only need a 51 vote majority to actually be able to get past any motion to dismiss and on to the actual impeachment trial. Seems those numbers may very well be there. Right now, yes. The argument that is being made is based on the process. There isnt an exact precedent for this process because in the past you had done the investigative part, steps, the starr report done behind closed doors, but before it actually got into the stage where the congressional lawmakers were the ones doing these procedures. Basically what the house is doing right now is mirroring steps taken in past impeachment proceedings done in a different way. Its an easy target to attack the process and it is being pulled together through existing rules but a fairly unprecedented situation. I would add its a more detailed argument to make than to just try to double down on this no quid pro quo. Also what youre seeing republicans say in response to the substance of the allegations being brought up. Right now it does seem base and the reporting weve done from whats going on in the closeddoor interviews and depositions what the witnesses are saying is less good for its not good for the president. Yes. To make the argument based on pulling out the finer points and substance they think could sfwhing their favor on balance at this point does not appear to be an argument to argue over. And the doors swinging wide open perhaps come midnovember. Right . These hearings will be public. In terms of a vote, looking ahead. The timetable has shifted somewhat for democrats. Vote on impeachment pushed into end of year. What do you think, what are the pros and cons stretching this out until december . Not just for democrats but for these republicans you know, and for trump in the white house . I think really ultimately like any good investigation brooke, facts dictate how long this process goes. If people keep coming forward, evidence keeps coming forward, documents eventually produced this will move quickly. If the administration fights back, dont cooperate, dont send documents some has to go to court. Theyll have to sue to try to get the Administration People to come forward. White house counsel, secretary pompeo declared the state department wont cooperate until a vote on impeachment. A lot of this is unknown and will stretch beyond this year probably into next year because of the situation so fervent and in not cooperating and irresponsible to wrap something up so quickly without getting all the facts. Thats the important thing is here. Finding out exactly what happened, who did what, when, where were. Who directed money or who didnt. Until we have all of those answers you cant vote on this thing one bay oright. Interject based on my reporting, though might find information. Hearing leaders like nancy pelosi and adam schiff saying at a certain point you dont agree to comply with subpoenas sent out you are obstructing something help build our case of obstruction of congress and obstruction of justice. The political calendar, dip a little into december and beginning next year for an impeachment trial but they dont want it to be a neverending thing. Some thought the russia probe might bes working 0en a tight schedule and meaning certain things, they feel they have the transcript of that july 25th call and mulvaneys words from last week on the podium at the white house and other pieces of testimony, theyre not waiting for absolutely every last shred of information to serve this. Got it. Thank you for your reporting. And such an important voice also to have on from all this from years ago. Thank you both very, very much. Still ahead here i talk to the author an opinion pease said we dont need more testimony. Theres enough to impeach the president. Well talk about why. And putting biden and warren atop the 2020 pack but weve learned biden supporters think he may need outside help to raise campaign cash. Here is South Carolina republican senator Lindsey Graham answering questions on capitol hill. The white house changed course malt 308 times at this point you noticed. Are you confident you guys are on the same page and is it the hill now leading this messaging strategy . So i talked to chief of staff mulvaney. I think theyre working on getting a messaging team together. You know, i was involved in impeachment of president clinton. I know this sounds weird, but clinton look what he did. What he did is, he had a team that was organized, had legal minds that could understand what was being said versus the Legal Proceedings in question and they were on message every day. The president , clinton, defended him but never stopped being president. I think one of the reasons that he survived is that the public may not have liked what the president had done, but believed that he was still able to do his job and as he governed during impeachment, i think probably the single best thing he did, quite frankly, to avoid have you made that case to the president . Im hoping that will become the model here. [ inaudible ] investigation, there is no prosecutor looking into the allegations that combine and you were a prosecutor, sir. Would you ever have conducted any investigation when, in which your witnesses were allowed to speak in public and give other witnesses the opportunity essentially a very good point. I mean, during the whole mueller investigation, i backed often of calling a lot of the key witnesses, because i didnt want to get in his lane. Now, im being asked by republican folks out in the republican world, why dont you call adam schiff . Well, i think that would do a lot of damage to the country for a senator to call a member of the house. You have a speech and debate problem, but if you think adam schiff is a fact witness, why isnt donald trump a fact witness . The point is, thats not a process that i think will withstand scrutiny. Durham is looking at potential misconduct about things that happened in 2016 particularly involving the ukraine this isnt about 2016, senator. This is about what the president has been doing with ukraine with ace personal lawyer and the Justice Department declined to investigate that. So what i mean, theres no prosecutor so the house has to do the job of the prosecutor. Heres what i would say. Are you suggesting there needs to be a special counsel for ukraine . Heres what ive been trying to get a special counsel to look at all things 2016 from our side. Mueller gave the Trump Campaign a pretty good it is to me. Heres the process. Why did i support mueller . To me, there was a conflict at the Justice Department. Why did i introduce legislation that you can only fire mueller for cause . Because i thought it was important for the country for somebody outside politics to look at this. I think somebody outside politics should look at the things that im concerned about in 2016. You may not be, but i think the fisa application could be considered a fraud on the court. Well see from horowitz. Im not a prosecutor. So when it comes to whether or not somebody other than the house should look at ukraine, i want to look at all things. Yes. Senator, you say this is a secret and illegitimate process. Thats my view whank. What do you say to the argument 47 of your House Republicans serve on these committees have the right to be in there. Its not secret, its not its bipartisan. I would say if we pulled this stunt youd be eating us alive. Can i let me finish and tell you why. How many people have asked me about bill taylors Opening Statement . All i can say if we had Rudy Giulianis Opening Statement and he said, i did not wrong, i doubt if you would accept that. So 47 Republican House members feel like its not working for them. They feel like that volkers testimony has been selectively released. Radcliffes crossexamination of taylor is not available to you. The people named are as upset as i am. What i would say, theres a way to do it. Give President Trump these rights that every other president , nixon listening to republican senator Lindsey Graham introducing this resolution condemning this democratled impeachment inquiry. Obviously you hear how he feels about the whole thing. Calling it secretive and illegitimate. But the proper question from the reporter was, how do you feel that way if you have 47 actually 48 including kevin mccarthy, House Minority leader all part of the process . Start with you. Wrote an opinion piece. If this isnt impeachable, nothing is. By the way, i should also mention that senator graham was part of this group of republicans just at the white house having lunch. Just as a group of House Republicans were at the white house the day before prior to storming the capitol. Whats going on here . Well, i remember when Lindsey Graham still had credibility and respect in washington. He has destroyed his credibility and respect by becoming this partisan attack dog and, of course, the same thing is going on with so many of these it other house member whose did this big stunt showing up at the skiff yesterday but most never had credibility or respect to begin with. Lindsey graham did. Its tragic to see what hes done and really taking lessons from his master donald trump in shamelessness and hypocrisy. I wouldnt believe my ears listening to Lindsey Graham holding up the 1998 impeachment of bill clinton as a model which this falls short of. Remind ourselves the entire country basically laughed at the republicans attempt for impeaching bill clinton for lying about sex. Right now half the country or more supports the impeachment and removal of President Trump, because everybody other than Lindsey Graham and rabid republican partisans understand the gravity of the charges against trump and understand how convincing those charges are and how they have been proven in the last month by evidence after evidence. So you know, Lindsey Graham is just grandstanding essentially like the other republicans to distract attention from the fact that the president of the United States used military aid, appropriated by congress to blackmail a foreign country into helping his reelection campaign. That is the very definition of a high crime and misdemeanor. Which is why you write, if this isnt impeachable, nothing is. Exactly. This is such a strong case. So many people in prison right now based on less evidence than has been presented against President Trump. I thought, i wrote that piece right after the testimony of ambassador bill taylor, which as i wrote was not just the smoke gung. Its a smoking howitzer, he establishes the quid pro quo. He establishes that donald trump held u. S. Aid to ukraine hostage to ukraine helping him politically, and, of course, taylor is not out there isolated saying that. We saw it for ourselves in the transcript of trump talking to zelensky saying i would like you to do us a favor, though. That the quid pro quo. By the way, Mick Mulvaney white house 0 chief of staff admitted it last week and then said, oh, i didnt really say what you heard me say which is absurd. Whose job is on shaky ground according to jamie gangel. End on a quote talked about the souls of republicans. You wrote republicans should forget about saving their seats and focus on saving their souls. They shouldnt worry what trump will think of them. They should worry what their grandchildren will think of them. Hearing from republicans. I think of senator thune for one who said one thing yesterday. Backtracking today. At what point will they feel the facts are all there that there is the evidence for them to use your word have a soul, be brave . The evidence is there already. I mean, its clear beyond any reasonable doubt that trump, in fact, misused his office are and commit add high cream and misdemean meaner. The question is whether republicans will have enough noev Say Something and do something about it and a lot will not. I hope that some at least will look to the, to think about what history will say about them not just about what trump will say about them, not just about what right wing websites will say about them, but think about their own history and want to be remembered in the way that Margaret Chase smith or werent cocohen or others who stood in in the past. Or be remembered the way Lindsey Graham is going to be remembered, a ridiculous partisan talk dog. Thank you. Republican sources say the testimony of bill tail zer quote unquote reverberating among republicans in the house. A gamechanger. A well respected career diplomat testified ukraine felt pressure to investigate the bidens in order to for the Trump Administration to release millions in aid and in fact he was holding it back. All of these details there in private. In public republican resistance to impeachment is in full flare and weve shown and now Top Republicans in these committees conducting the impeachment unquery demand this anonymous whistleblower who exposed the ukraine scandal to begin with give public testimony, but democrats are saying, no. No out of concern for this individuals safety. Cnn contributor Andrew Mccabe served at Deputy Director with the fbi until being fire fld 2018 and is with me now. Pleasure. Thank you for coming by. Do you think especially given all the testimony that members of congress have heard thus far, do you thinks that this whistleblower needs to testify . Doesnt seem that way. Right . We are far beyond the whistleblowers kind of secondhand account of what happened. We have direct witnesses who are able to step in front of the Committee Say heres exactly what i saw and what i heard, what i meant in the Text Messages and what was replied to me. It doesnt seem necessary. Its also important to point out that as much as people like to compare it to a federal criminal trial, this is not a federal criminal trial. Theres normal rules about being able to confront a witness accusing you dont really apply in this situation. Adding to that, just given the scene on capitol hill yesterday with republicans storming that deposition in a secure room. Does that also give you pause that if this whistleblower in fact was in a skiff, that that persons identity would be lost . Arguments huge concern and yesterdays testimony shine as light on that. Equally the president s comment ak he wants to no who they are and the world should see who this person is and all of these really damaging comments that hes made about whistleblowers in general. I think also should put the committee in a position of being very defensive about protecting that persons identity. And i wanted to ask, because i know you wrote about this in your book. This whistleblower we know is from the Intelligence Committee he or she not the om member attacked by the president and his supporters. How concerned are you as far as how this is playing out in the Intelligence Community and the how could it be impacting their daytoday work . Its crushing. To people who have dedicated their lives to presenting intelligence to decisionmakers and people we have encouraged to be bold in their theories and their assessments and in the information theyve provided, to hear that you are not trusted simply because you worked in the community under a prior administration, to hear that your opinions, your asmensessme are pushed aside and to see our president interact with and take the word of the leaders of our adversaries, vladimir putin, other autocratic leaders is absolutely crushing to those folks who really live to do nothing other than present the truth, present the best information we have, and put themselves at significant risk in doing so. New quinnipiac poll shows former Vice President joe biden in the two spot compared to our cnn poll showing him at the top. No matter, its fundraising. Talked to donors want the campaign to consider an outside super pac and the conversations are apparently serious. Jeff zeleny is with me. We know joe biden previously has spoken out against creating a super pac but is he changing his tune . Brooke, this is certainly an Interesting Development here, and it is about the Vice President s Campaign Just a few moments ago was releasing a statement talking about how it is essentially dropping its resistance to the formation of a super pac to help the former Vice President. Ill walk you through it. A little complicated. For months and months joe biden as well as all of their Democratic Candidates said we dont want outside help from super pacs, we do not want this outside money in here to help us, but its become clear in recent weeks, of course, that the Trump Campaign is going allout against joe biden spending thousands, tens of thousands and millions against him here. Just a few moments ago the depu new policy. Take a look at some of that right here. She says this in this time of crisis in ourho defeating donald trump or organizing in every way permitted by current law to bring it in to his disastrous presidency. Nothing changes unless we defeat donald trump. Brooke, translating that into english. This comes after reporting earlier today that allies and loyalists, of the former Vice President , of joe biden, have been really close to creating a super pac. To help him run ads, do other things against donald trump. To defend him against those attack. Up to now the Biden Campaign resisted those efforts and now saying, if others want to help on the outside not coordinated with our campaign, thats illegal, they can do that. They go on to say in the statement joe biden is committed to changing the laws of Campaign Finance if he is elected president. They make the point that this can only happen if he is elected. This is going to be a controversy move from several other candidates as well. Bernie Sanders Campaign manager already out this morning saying that joe biden should not be doing this. Look for other Democratic Candidates to weigh in, but its the, the campaign essentially saying, look, play by the rules that exist now. We cant have one hand tied behind our back here as were fighting with the president as well as these other Democratic Candidates, brooke. Got it. Thats where joe biden is, and already taking incoming on how he may be changes his tune there. How about the other crop of candidates j candidates . Had a Strong Performance at our debate in ohio. Let me just squeeze one nor in for you, jeff. Just to emphasize the anxiety and worry that democrats are feeling over winning 2020. Theres a quote in the hill from this democratic strat jit, and eddie veil says, this is like the democratic bedwetting of past cycles except everyone evidently drank a gallon of chardonnay before they went to bed. Not the visual im looking for, but anywhos, how real is that fear and do you think democrats are just, this is typical. A little early. Freaking out for no good reason. Very typical of democrats to always be hand wringing, always looking for that perfect candidate who may be out there in the distance. Michael bloombergs name, Hillary Clintons name, john kerrys name on and on in respect may be a candidate out theres who may emerge. I believe that candidate is already in the race. Its imposh or virtually impossible to jump on to a moving van, if you will here, a campaign van. This is already in line, but in january of 92 right before the Iowa Caucuses and the New Hampshire primary democrats were also wringing their hands looking for someone else to bill clinton. Look at this lead of a great story. Jittery days for the democrats as they monitor vital signs of governor bill Clintons Campaign and watch the horizons for signs of a new candidate.
