The House Judiciary Committee began the impeachment inquiry, and now his own members arent allowed to participate. That came as a shock to me. Her death has left you totally shaken, and your sense of security and trust in Law Enforcement jeopardized. And im sorry, to her nephew who witnessed the unspeakable loss sorry doesnt cut it, the entire city needs to sur round this young man with prayers, support and anything his family needs. The gun is irrelevant, she was in her own home, carrying for an 8yearold nephew. Atatiana was a victim, she was taken from her family in circumstances that are truly unthinkable. Im listening and hearing our community, my home, theres heart break, but healing and renewal of trust will come. It will take a significant amount of work from all of us and it must be done day by day, a step at a time. Action by action and it wont stop until we have justice and closure for atatiana ace family. You and atatianas friends and family have my condolences and my prayers. We received many calls from the community expressing their concerns and demands. I assure you as chief of this department, i share those concerns and i demand a thorough and transparent and speedy investigation. This will not be an opportunity for us to make excuses. But rather to investigate this case to the fullest, to provide the justice we all seek for tatyana. Our officer involved shootings are investigated by both our major case unit which investigates the criminal aspect of the case and our internal affairs unit, which investigates administrative policy and training violations. These investigations occur concurrently, but separate li, i will outline with where we are with both investigations at this point. The internal affairs unit responded to the scene of the shooting. Their role is to observe the on scene investigation. The officer who shot atatiana, was served his written administrative complaint on sunday. At that time he was also placed on catch duty, and stripped of his badge and firearm. My intent was to meet with him today to determine his employment with the ft. Worth Police Department hp however, the officer tendered his investigation this morning. Even though he no longer works for the city, we will continue the administrative investigation as if he did. The case will be completed and reviewed by the chain of command. Had the officer not resigned i would have fired him for violations for several policies, including our use of force policy, for deescalation policy, and unprofessional conduct a statement to that effect will be placed within that investigation to serve as a written record of that determination, additionally, the separation paperwork that is set to the state lice ernesting agency. The Texas Commission on Law Enforcement will reflect that he was dishonably discharged from employment with the ft. Worth Police Department. Now that the officer has resigned, he no longer has the protections of state Civil Service law. Therefore, i can now release his name. Aaron dean was the officer who responded to the call and fired the shot that killed atatiana. He was hired by the department on august 21st, 2017 and commissioned as a licensed peace officer on april 13th, 2018. The officer still faces criminal charges from the major case investigation. I personally checked on the progress of that casedly, and i expect a substantial update to provide you tomorrow. We presented a preliminary case to the fbi for possible civil Rights Violations. None of this information can ease the pain of atatianas family, but i hope it shows the community that we take these incidents seriously. We will continue to provide updates as they become available. Were on track toe have candidates for the position in ft. Worth in november. As part of the process, we will work on having a Third Party Group of National Experts come in to review current policies and training practices, to ensure best practices are in place, as the monitor begins his or her work. The City Managers Office will take the lead in this effort. And, of course, it will include the participation of the Police Department. Currently we are reaching out to experts in the field. First and foremost, the news out of that was hearing from the police chief saying, he was planning today to fire this Police Officer, had the officer not tendered his own recognition, and he would be facing criminal charges. What we heard from the Police Department is a different tool than were used toe hearing the police appear to be aggressive in terms of how theyre dealing with this, i want to make something clear. One of the reasons theyre being so aggressive, the conduct in this case, was extremely egregious, in terms of being out of line with respect to what you do in that situation as an officer. Looking at this case as a prosecutor, and comparing it to a similar circumstance we just had with respect to a. M. Better geiger. Primarily because this officer was acting in the line of duty. They didnt identify themselves as a Police Officer had they shot through the window of this person. They said there was some sort of threat that was the news that came out early on, this ive would have struggled to identify themselves or identify the threat. Dallas ft. Worth pd is doing everything they can right now to distance themselves from this officer. They sid, youre going to fire him, then he was then he said, were big in this third party panel of experts thats going to help us review our policies. And they con seated this needs to be in an independent investigation that takes place. Because ft. Worth Police Officers cannot investigate themselves. Obviously just feel like its a conflict of interest for the city to look into this, and i dont know if it was entirely clear listening to the interim police chief whether they will do that.
