This week. Giuliani has said he will not cooperate. One official who has a subpoena on his desk is mike pompeo. He has until this friday to hand over information pertaining to ukraine. Democrats hope to get more answers from the special envoy to the ukraine named in that complaint. He agreed to testify hours after resigning from his post. All of this as we are learning President Trumps conversation with the president of ukraine isnt the only call the white house has gone to Great Lengths to hide. The administration has taken remarkable steps to conceal a call with saudi crowned prince mohammad bin salman and russian president putin. And another conversation that prompted enturnal concerns, that infamous 2017 meeting with russian officials in the oval office, the Washington Post is reporting the president said he is not concerned about moscows interference in the 2016 election. As lawmakers spearheading the Election Committee expect to issue more subpoenas in the coming days. The president s allies are concerned that he doesnt understand the gravity of whats to come. What is clear, is that the president is on the attack. Tweeting more than 100 times since friday. Claiming that he deserves to might this whistle blower, hes trying to paint the citizen as a spy, and threatening big consequences. The president is also accusing chairman schiff of treason in one tweet. And then there was this one. Quoting a pundit from fox news, championing the notion that impeachment would lead to a civil war like fracture in this country. Thats where we are today. Kaitlan collins is at the white house for us. When you look at tweet after tweet after tweet. Is this indicative of how the white house plans to fight this . So far if seems to be what President Trump thinks is a good idea. As you noted multiple times, what were hearing from people who work here at the white house and the president s allies outside the white house, they think theyve squandered these last six days since nancy pelosi launched this formal inquiry, they squandered that opportunity to really shape the Public Opinion in their favor. A lot of that has to do with the president is resisting calls to be aggressive here, to mount this defense by one saying he doesnt want to form this impeachment response team, a lot of allies think will help, you saw how the lawmakers were defending the president yesterday. That did little to tamp down the scrutiny of the president s call with the ukrainian president. The president is saying he doesnt need to hire any new lawyers. Rudy giuliani is doing a fine job as youve seen him on cable news appearance to cable news appearance. Thats something that people dont think is a wise decision, they watch Rudy Giuliani go out on television, they dont think hes doing any favors for the president. As hes mounting these defenses. Entangling the secretary of state into the ukrainian scandal. Thats what theyre watching before their eyes, a lot of that reason that theyre not seeing this sense of an aggressive or viable strategy coming out of the white house. They dont think the president realizes the implications of what hes facing here, brooke. They say the president has been resistant to everything so far. Theyre not trying to change, but their concern now is going to be if the president does come around, will it be too late for them to shape that Public Opinion in their favor. Maybe thats indicative of them choosing not to have a war room. My next guest knows the president very well. Michael d antonio wrote the book, the truth about trump. Michael, nice to have you on, sir. Thank you, brooke. We talk about these tweets, the president is still venting on twitter. I got handed this list to read, just this morning. Greatest witch hunt. The whistle blower knew almost nothing. Adam schiff calling for treason. President of ukraine said there was no pressure put on him by me. I mean, michael, what does this reveal about the current state of mind from the president of the United States . Well, i think the president is very desperate, and ive been in touch with some sources who have spoken to him in recent days. They indicate that hes having trouble focusing on conversations. Theres a lot of talk around the president about him perhaps being a bit incapacitated. That hes not really able to bring his intellect to bare on these problems. And i dont know if thats foreshadowing an excuse theyre going to make later on in defense of him, but this is Donald Trumps worst moment. This is what hes been afraid of all of his life, and ironically, its what hes courted all of his life, he almost has a political death wish, i think, and hes enacting the nightmare that hes always feared. I mean to read the tweet from this president comparing it to the civil war, you even have Adam Kenzinger responding to that, this is how the congressman puts it. I have visited nations ravaged by civil war. Donald trump, i have never imagined such a quote to be repeated by a president. At a time when weve seen the president s tweet cited, the violent manifestos. Does he understand the true implications of saying this could cause a civil war . I dont think he does. We have to remember that before the 2016 Republican Convention his adviser roger stone was talking about how there could be violence at the convention if somehow people moved to block his nomination. So this is a president and a crowd of folks of the likes weve never seen. Hes willing to provoke, to disturb the peace and its all in his interests. One of the great things that might actually come out of this is that americans may be shocked into ending this period of intense conflict among ourselves. We may say, well, this is how bad it can get, and were not going to wait for his leadership, were going to make the country better ourselves right now. Jay seculo says, we have just manned elled a major investigation, being mueller, that was multifaceted and multijurisdictional, there was no war room, we responded as appropriate, we won that battle. And so now we know that this white house, this president doesnt believe they need a war room to wage this battle. We know that the president feels he is his best messenger. Do you think hes right . Absolutely not. I think mr. Seculo and the president are in a fantasy world right now. To imagine theyve prevailed with Robert Mueller when there were 10 documented incidents of obstruction of justice, and the country was focused finally on the president s wrongdoing, and then the very next day he places this really crazy call to the ukrainian president. In that instance, having the president say, well, the president of the ukraine said there was no pressure. Thats sort of like a gangster standing next to a store owner that hes shaking down and theres a cop on the sidewalk, and the cop says, is this guy bothering you to the shop keeper . And the shop keeper says, oh, no, its okay. Well, of course ukraine is not going to say theres a problem. They need the 400 million to defend themselves from the russian invasion. What about the whistle blower . You see the trump tweets demanding to meet him or her, and hes launching all these attacks, do you think this is is he launching his attacks directed at this particular whistle blower, or do you think this is a warning for the future whistle blowers in the eyes of the president . Its a warning to all of us. I think the terrible statement about the civil war is a threat. This is a man who does everything with a threat. Hes either the victim of some terrible conspiracy, so thats the witch hunt aspect or hes threatening people to try to get them to be afraid of him. But there is something happening now in washington where i think people are less afraid of him, theres proof that nancy pelosi and the house leadership are outrunning him, what jay seculo said about the last few days being very difficult. And lost time for the president is true. And he may be discovering the limits of his own abilities to chart a course alone. If people in washington are less afraid of him. Why arent more republicans speaking up . Well have that conversation a little bit later. Michael deanne t d antonio, you awesome as always. President trump has attacked and threatened the whistleblower and those who provided information, now the whistleblowers lawyers are asking for help. If and when the whistleblower testifies before the house, he or she will be able to speak without the presence of someone from the department of justice or white house restricting any statements. As a whistleblower prepares to tell all, his or her lawyers are worried someone may just reveal all on their clients identity. There is bounty for information on their client. The other side is saying, this is just the beginning of what the whistleblower will face. Tell me about the real concerns this whistleblowers lawyers have. The whistleblowers lawyer is detailing all the threats their client is facing. They have serious concerns regarding our clients personal safety. This is a letter that goes into troubling detail about what that whistleblower has been threatened with, the leadoff has the president s own wards. President trump told a room full of people, whoever provided the whistleblower with information about his call was in the president s words close to a spy. And then the lawyer discloses what theyve learned. Certain individuals have issued a 50,000 bounty for any information relating to their clients identity. They continue to say, we expect this condition to worsen and become even more dangerous for our client and any other whistle blowers. Those lawyers have disputed a recent report. That the whistle blower is under federal protection, this letter does allude to some help theyve gotten from the director of National Intelligences office. They put it this way saying, we appreciate your offices support thus far to activate appropriate resources to ensure their safety. The whistle blowers identity has been very closely guarded. The acting director said last week in that testimony, that he doesnt know the identity and he also said that the president hasnt asked him for the identity of this whistleblower. However, the president changed his tune slightly in a tweet this weekend saying, i deserve to meet my accuser. Now, but the identity of this whistle blower continues to be protected, but they will likely testify behind closed doors, in a way that would ensure that his or her identity is protected. And brooke, we know that that testimony could come very soon. Thats according to the chairman of the House Intelligence Committee. No date or time has yet been set. Thank you very much. This is a nonprofit law firm. We should point out his father is a former Intelligence CommunityInspector General. And one of the attorneys representing the whistle blower. Thank you for coming on today. You think back some decades, the identity of deep throat was kept secret for 30 years, that said, were living in a different time. How do they keep the whistle blower safe as the president calls for his or her head, especially in this age of social media. Its exceptionally difficult to keep this whistleblowers identity a secret. The act calls on the Inspector General. Of to maintain the whistle blowers confidentiality, until it is unavoidable to do so, that means the Inspector General will be doing everything they can to contain any identifying information. How do they do that . Play this forward with me. You have this whistleblower, he or she needs to head to capitol hill, right . Down to tinted windows, and is there a tunnel where he or she can get out . Theyll have security. How do you vet security around him or her. How is that supposed to work . It is certainly a busy week for the senate and House Intelligence Committees, who are in charge of processes just like that one. I am positive the House Intelligence Committee in securing any kind of testimony from this whistle blower, will do their utmost to protect their identity. One of the options could be borrowing a u. S. Government facility, where the whistle blower can go to and make their disclosures known to Congressional Staff and members. That might be a good option to be honest. There are only so many facilities on capitol hill where classified information can be discussed. And journalists like yourself know where those are on the hill. And how do you is there anything unique about how you prep a whistle blower for testimony . There is. Im going to go through some of the questions they may receive. In this case, some of the questions they may receive from republican defenders, might be particularly extreme. That are going to harkin back to the defenses that they are using to say that this is not a big deal, this is hearsay, et cetera. Im sure the attorneys are prepping the whistle blower to handle tough questions just like that one. This is all a fact finding process, the whistle blower is there to deliver the facts. Next question, i dont mean this lightly at all. If and when this persons identity is outed, what are the ramifications or the worries for the whistleblower. And the person who blew his or her cover . Id imagine that a will include some type of either formal or informal retaliation against this whistleblower. The director of National Intelligence needs to be protected as theyre required to do so under the law. The fact that the president is on twitter talking about what should be happening to whistle blowers like this one, and calling this whistleblower a traitor and a spy, makes that hard to do and hard for the dni to uphold that promise. Thank you very much. From the Vice President to Rudy Giuliani, the president isnt happy with his chief of staff. Well talk to you about the key people at the center of this scandal. This news comes as hes expected to plead guilty to federal charges of insider trader. A spokesperson for nancy pelosi tells cnn the Speakers Office has received a letter of resignation. Congressman collins was the first republican in corning to back President Trumps bid in the white house. Now more on this fast moving scandal involving President Trump and allegations that he pressured ukraines president to interfere. Theres a tangled web in the white house among the list of whos who. Keeping up with the minute by minute developments is cnn politics reporter and editor at large chris cillizza. Who are the bubbles. Its a complicated drama, with lots of players, lets go through some of these faces are people youre going to recognize. Mick mulvaney, if you watch cable television. You know that guy. But i want to introduce you to some lesser known players. Inspector general of the Intelligence Community. These are people who are named in the actual whistle blower complaint. You have to familiarize yourself with this. Kurt volker is the special envoy to the ukraine. He resigned in the wake of being named the whistle blow er complaint. Sunderland is the ambassador to the european union. Volker helped giuliani get set up with some ukrainian officials and then some ukrainian officials where giuliani did some of his pressurizing to get donald trump to get the Ukrainian Administration to look in into. Atkinson which is where this all started, atkinson files it with the acting director of National Intelligence. Atkinson alerts congress this exists, thats how we got to where we are. A lot of these other players, john bolton is gone, but this could be the key right here. John bolton removed by donald trump as the a. Mbassador to the united nations. He disagreed with what some in the Trumps Administration could be. Bolton could wind up testifying on all this. We reported on the shaky ground. Still the favorite son of donald trump. Figuratively, not literally. Volker is someone who you should keep an eye on, hes going to testify this week, he was the special envoy to the ukraine, he helped giuliani set up some of this. This is a guy we dont know that much about they shed a bunch of light. Chris cillizza, thank you very much. Clinton, nixon and trump all three subjects, with each man facing the allegations in a different way. What sort of strategy can we expect from this white house, next . With democrats quickly ramping up their impeachment inquiry, a rattled President Trump is in full attack mode releasing a special twitter storm today. Earlier today he warned about civil war. If the democrats are successful in removing a president from office, it will cause a civil war like fracture in this nation from which our country will never heal. My next guest has already covered two impeachments during the last 45 years. First as a student during nixon. This is my third impeachment, this is what i learned. Good to have you on. Of the lessons you learn, facts drive the shift in Public Opinion. However, this is 2019, were dealing with a president who lies constantly, with a mega phone of social media and fox news. How do the facts breakthrough all the noise here. That is a good question in this era. But when you look at the previous impeachments, its clear that a lot of the rhetoric youre hearing now will fall away if new facts come out from these investigations. Thats why the investigations that are underway are so important. So as you point out with nixon, larry hogan senior became the first republican to call for nixons impeachment. If the facts do appear and the noise goes away, i appreciate your optimism. In that sense, do you see a larry hogan senior today . And who might that be . Actually, i do. Most of the commentary so far, what were talking about here is, the important people to watch are the republicans. Not the democrats. Impeachment investigation starts, everyone retreats to their partisan corners. Thats what happened in watergate and the clinton impeachment. Everyones noticed how most republicans have rushed to the president s defense. To me, the interesting thing is, there are at least a half dozen, probably more republicans in the senate who have been silent. Who have not rushed to his defense, some of them, including figures like mitt romney and marco rubio have said this needs a serious investigation. Those are republicans who are in effect saying, i want to wait for the facts to come out. Theyre not towing the white house line. Play this forward with me. If the house impeaches trump, and later the leader goes to the senate for a trial, take a listen to this. Its a senate rule related to impeachment that would take 67 votes to change. I would have no choice but to take it up. What would it even look like on the senate side, having experiencing it yourself . Mitch mcconnell being the man of precedent and followi ining rules as he just implied. It sounds as if he would hold a trial. He did not say excuse me one second. Lets listen to the president , hes just spoken at the white house. Thank you very much, everyone. Mr. President , do you now know who the whistleblower is . Were trying to find out about the whistleblower. We have a whistleblower that reports things that are incorrect. As you know, the statement i made to the president of ukraine, a good man, a nice man. New, was perfect. It was perfect. But the whistleblower reported a totally different Statement Like the statement was not even made. I guess you could say statement with call, the call was perfect. I made a call. When the whistleblower reported it, he made it sound terrible, and then you have adam schiff who even worse made up my words, which i think is horrible. Ive never even seen a thing like that. Adam schiff, representative, congressman, made up what i said, he actually took words and made it up. The reason is, when he saw my call to the president of ukraine, it was so good that he couldnt quote from it. There was nothing done wrong, it it was perfect. Adam schiff made up the phony call, and he read it to congress, and he read it to the people of the United States. And its a disgrace. This whole thing is a disgrace. Theres been tremendous corruption and were seeking it, its called drain the swamp. Theres been corruption on the other side. Theres been corruption like youve never seen. The new president of ukraine ran on the basis of no corruption. Thats how he got elected. I believe that he really means it. There was a lot of corruption having to do with the 2016 election against us. And we want to get to the bottom of it, and its very important that we do. Thank you very much. Okay, so the president speaking at the white house, like we always do, just a couple quick facts. One, what is contained in the whistle blower complaint at this point is pretty identical to what weve learned through the president s own white house. His own admissions and own transcript of that call. It was not a perfect call since he pressed a foreign power to investigate. Doyle, let me come back to you, you were making the point, we listened to Mitch Mcconnell, you were saying in early its of, if this goes to the senate for a trial, you follow the rules, what were you going to say . The senate trial doesnt take much time. The senate trial of bill clinton took less than two weeks, Mitch Mcconnell can get this wrapped up quickly, and then presuming the president is acquitted as we imagine he would be, given the facts that we now have. Then hell simply say this was a witch hunt it went too far, it failed, thats where well be. There are so many twists and turns in the road here and there. And so many new facts that may come out, including the testimony of the whistle blower, who may turn out to be credible or not, we dosht know where were going to be at the end of the year. This is another lesson you learned. The country will survive, in 1999 at the end of clintons trial, i watched senators cross the aisle to hug each other. In 1974, ford invited the House Democratic leader who speer headed impeachment to his swearingin as president. Do you see doyle, 2019, different set of circumstances. Do you see Mitch Mcconnell giving a pat to adam schiff . No, not to adam schiff. Maybe not even to his democratic friends in the senate. But our constitution is pretty robust, were following the constitutional processes, and once its over, actually there will be people in both parties who just want to get back to business. I think well get through this. Well survive this, so says doyle mcmanus, great to have you on. Thank you. The secretary of state has been slapped with a subpoena, is the president s lawyer next . So shop now its rukmini here from the new york times. Hey, you see this . Now to a cnn special report on the vapping epidemics in the country. There are 800 cases in the mystery lung illness related to vapping. At least 13 people have died. Dr. Sanjay gupta is investigating, what is at the root of all of this. Theres two separate things that are going on, with regard to vapping right now. People are apaying attention obviously, concerned about these mysterious lung injuries that are occurring in hundreds of people. Today brooke, wen watted to talk about the impact on youth and the concern about youth nicotine addiction. How did vapping start and how did we get to where we are now . Lawmakers had tough questions for the fda. There was a regulatory failure that allowed this to happen. In retrospect, the fda should have acted sooner, we should have begun activating these devices sooner. Could we have predicted this problem . I think we could have, and i think we could have helped prevent it. Dr. Michael siegle has been researching tobacco for 34 years. How many people do you think are vapping in the United States right now . Right now there are approximately 10 million. How many of those people are former smokers . Of the adults, i think that the overwhelming majority are exsmokers or smokers who are using. After 20 years i was spoking at least a pack and a half a day, i couldnt move upstairs without coughing. Many vapors are dual users, meaning they also smoke. James hill green is one of the 3 million vapors who have completely replaced their cigarette habit with vapping. It will be four years where i made to quit smoke willing all together. Nearly 20 of people who vapped to stop smoking were still off cigarettes a year later. Twice as effective as other nicotine replacement strategies. I felt better and better. Being able to exercise more and feeling better. The story of vapping is also the story of smokers who started in the mid2000s, turned to e cigarettes to kick their habit. The story has taken an ugly turn. Because as former smokers turn to vaps, so have kids. The numbers will boggle your mind. In 201711. 7 of High School Students vapped. In 2018 it jumped to 20 in now, 27 of High School Students admit to using e cigarettes. 3 million High School Students are currently vapping. We know the first product a teen uses is flavored ones. There are flavors targeted at young people. Its why states like new york, michigan, roy roy are now banning the sale of flavored products. The Trump Administration has proposed a similar ban just a few weeks ago. People dont like flavors, adults dont like flavors, i think thats crazy to say. A lot of adult smokers who have quit smoking are going to go back to it. Why . Its such a strong addiction. The whole point of switching to vapping was to get away from the tobacco flavor . It wasnt to reduce the harm of tobacco 1234. It was. But what is appealing to them . On one hand there may be evidence it helps adults who smoke, stop smoking. On the other hand its attractive to young people and may create more vapors and subsequently more smokers. Ultimately, if thats the balance, how does an organization like the cdc decide what theyre going to recommend . We dont think that the cessation of smoking in adults should be at the expense of teenagers. We really right now are focused on protecting youth from the life of nicotine addiction. There is a deeper concern. According to the National Institution on drug abuse, more than 31 of teen e cigarette users go on to smoke regular cigarettes within six months. I decided to ask my own kids and their friends about it. What makes a teenager continue to vap despite all that theyve heard . I think its like being able to rebell. I feel like maybe it starts off as fitting in. For them its mostly juul. We were completely surprised by the youth use of the product. Well take measures to prevent that goingforward. The vapping story took a turn again. Altria, the Parent Company to Philip Morris usa bought a 35 stake in juul. And the new ceo of juul comes from tobacco. Were going to make money if people smoke, and if people quit. Its a conflict, a huge one. One that many in the vapping community are taking notice of. Steadily distancing themselves from juul. And blaming them and them alone for the dramatic rise in youth nicotine addiction. I think there is a fundamental difference between juul and e cigarettes. Its a completely different nicotine form. Thats rapidly absorbed into the blood stream. It represents a far greater hazard than using a regular e cigarette. We reached out to juul. They said they could not sit down for an interview at this time. Theyen have agreed to this ban on flavorings, and will suspend their advertising online and in print in the United States. There are two separate issues going on here. These mystery lung illnesses, something were going to talk about tomorrow. The story, really the history of this impact of vapping on the next generation is what we wanted to address today. Interesting to hear from those teenagers, thank you very much. Well see you tomorrow for more. In the meantime, our special coverage continues as the impeachment inquiry against the president escalates on capitol hill. Why the president s attacks may expose him legally and why his allies think he doesnt understand the gravity of the situation. Hi im joan lunden.
