Brooke baldwin. President trump is set to leave moments from now, we may see him speak for the first time about a cancelled meeting at camp david. A plan sparking bipartisan outrage, the camp david part of that plan. Not just any republicans have said at the idea. Top members of the president s staff say the visit would have been a bad move, and they couldnt ignore the timing. On the anniversary week of 9 11. The event that triggering the u. S. Entering afghanistan 128 years ago. It was the president who revealed a meeting was in the, woulds. He called it off after a taliban car bomb killed this 34yearold soldier from puerto rico. Kaitlan collins is in North Carolina, getting ready for the president there, give us the details. Any Staff Members for the president. The Vice President , mike pennsylvania john bolton, neither wanted to see the taliban at camp david. Reporter the white house is facing backlash, the idea that they were planning on hosting the leaders of the taliban at camp david, youre seeing push back from people like liz cheney, several other republicans as well, but some of that resistance was also coming from inside the white house, including from the Vice President mike pence who advised the president he didnt think it was a good idea to host them on u. S. Soil the week of the 9 11 anniversary. The National Security adviser also pushed back on the venue location, but we should note that as a lot of this planning was going on, they were overseas, and the National Security adviser was also not in washington as these discussions were going on. The president announced they scrapped them. It was the president himself who pushed for the meeting to be in camp david and for the meeting to happen at all. That came after a meeting the president had with his National Security team in august, when he was unhappy with the status of the peace talks and how far along they were. He thought if they got in the room with the leaders of the taliban, came face to face with him, he would be able to employ those deal maker in chief qualities he has. Of course that is not ultimately happening right now, because the meeting was called off, which is because the president says was because of the death of a u. S. Service member. Those talks are not on the table, behind the scenes sources are telling us theyre discussing the potential of dates for another meeting to happen. We will be looking for more on that kaitlyn, thank you. The president wanted the taliban at camp david, because he wanted the optics of sealing a landmark Peace Agreement. That would have happened at one of the nations most president ial settings. The history of Milestone Events at camp david goes more than seven decades. For more on that lets bring in chris cillizza, we know one of the president s favorite political figures also visited camp david. Lets start here, we have a lot of facts. This is fdr and Winston Churchill may 1943. Roosevelt started camp david, wasnt called that at the time, he called it shangrila. Eisenhower wanted to shut it down. But named it after his father and grandfather. There was a lot of history made her, anwar sadat and jimmy carter, this is 1978 you can see here. They signed a peace accord to be known as the camp david accords, it was the preliminary steps to an israeli egyptian Peace Agreement in the middle east. Maybe the landmark moment that came out of a camp david meeting. Bill clinton and yasser arafat, head of the Palestinian Authority. This was an attempt, july 2000, you can see by these dates, this was an attempt to do something similar to what carter had had done back in the late 70s, unfortunately for bill clinton. Nothing came of this between the Palestinian Authority and the israelis. Again, a moment in which bill clinton was trying to cement his legacy. You know this guy. Thats vladimir putin. George w. Bush, september 2003, he hosts putin at camp david. Obviously any time russia and the United States are together as we saw them in helsinki last year, this was another big moment, we have one more if im not mistaken from barack obama, yes. Theres been a lot of back and forth over where the g8 next year will be hosted in america. Donald trump floating maralago. Barack obama chose to have it at camp david. It is seen as that place where history can be made. You can understand why someone like donald trump who is focused on deal making and writing his own legacy, would want to put it in a place like this and meet with the taliban if he could find a way toward peace. He likes to look big, he likes backdrops. Camp david is the place where a lot of history gets made, and i think thats why in his own mind that was a good idea. Back to you. Chris cillizza, my friend, always appreciate it, thank you. Thank you. In terms of how the other parties involved are responding. Heres a response from the islamic emirates. Now as president of the United States has announced a suspension of negotiations with the islamic emirates, this will harm america more than anyone else. It will unmask its peace policy to the world, even more, increase loss of life and treasure and present its political interactions as erratic. Clarissa ward has reported extensively on the taliban. When you hear that response. Just put into context for us, how much damage has been done by the president calling off these attack attacks and in such a public way. It remains to be seen. It feels at this moment in time like those talks have been derailed and no one yet knows how you try to get the train back on the track and continue with those talks. And there are plenty of people i should add, who will say that the president made the right decision, there were a lot of criticisms, not just with the camp david meeting. The security of women, womens rights, of the Afghan Government not being a seat at the table. But notwithstanding that i think whats interesting about the taliban statement that you just read out, other than the fact that theyre saying this is going to cost the u. S. In blood and treasure, and theyre also saying it makes the u. S. Look bad, what they dont do is to completely close the door on the possibility of continuing those negotiations. Theyre leaving that possibility open. The question becomes, how do you get back to the negotiating table when its clear that one side and presumably in this instance it would have to be the taliban will have to do a major climbdown for all parties to be comfortable with going back to the negotiating. At this stage, the taliban is not showing it has any incentive to do something that the u. S. Would like to see it do, such as implement a nationwide ceasefire while these talks continue. 234 terms of that, you were pointing out all the things that werent in the deal, right . Its also been looked at as a Peace Agreement, from what we know, more of a negotiated withdrawal. What specifically would that have entailed. How much do we know . I think thats your characterization of it is exactly right. Its wrong to classify it as a Peace Agreement, what this was was a two pronged agreement, and in the first part, the deal between the u. S. And the taliban, there were only two real main facets to the deal. And they were that the u. S. Would agree to withdraw its forces and the taliban would agree to ensure that afghanistan does not once again become a safe haven for terrorists. Then in conjunction with that, there would be an agreement that there would be a second sort of prong to this, and that second prong would be intraafghan dialogue. The Afghan Government sitting down with the taliban, discussing a ceasefire and working out the actual nuts and bolts of a Peace Agreement. There are plenty of critics who said this deal was flawed from the beginning, erica, and there was a strong sense the Trump Administration was trying to railroad it through as quickly as possible without taking into consideration the possibility that the taliban might say what they need to say, in order to get the u. S. To sign this deal and withdraw. Looking at a restarting of the civil war there, potentially trying to use their power from the Afghan Government going back on some of their alleged claims to support more womens rights. And so there were a lot of concerns from different parties. At the same time, i think there is a school of thought that says, hold on a second. 18 years of war, 2400 u. S. Servicemen dead. Trillions of dollars spent. The u. S. Is not winning this fight, victory does not appear to be an option. So how do you find an exit ramp. That exit ramp is probably never going to look pretty. And always going to entail compromise. A lot of people felt there were too many compromises and too many opportunities for things to quickly regress to the sort of scenario we saw before 9 11. Clarissa ward, always appreciate your insight, thank you. We are keeping a close watch on the white house. At this moment. President trump set to depart from North Carolina any minute, hes headed there for a special election, that could also be seen as a major 2020 test. After surviving unspeakable tragedy in the bahamas. Some evacuees were told to get off a ferry headed to the u. S. , now there are calls for an investigation. Why the u. S. Hurricane dorian survivors in the bahamas trying to get to safer ground. They were unexpectedly told to get off that boat if they didnt have visas. Please passengers that dont have u. S. Visa, please proceed to disembark. That ferry announced it was recorded and posted online by wsvn. The acting director for u. S. Customs and border protections said no one ordered people off the ferry. If those folks did stay on the boat and arrived, we would have processed them, vetted them and worked within our laws and protocols and done what we had to do to facilitate them. I think it was a decision, a business decision to remove them. They were not ordered off the boat by any government entity. Then what happened . Cnn has made several attempts to reach the ferry operator. We have not received a response. Visas are not required for bahamian citizens flying into the u. S. If they meet certain criter criteria. When it comes to the situation on the ground, the death toll stands at 45. The u. S. Is working with several groups assist iing this humanitarian crisis. I know youve been helping out on abaco island. Youve been posting some pictures that will stop your heart. And i have to say, im shocked to see smiles from folks there. Tell us what youve seen, what youve experienced so far. Well, here certainly, the communities have been unbelievable. The group that came together to help some of the evacuees. Two leading guys from that who said we need to be doing more. And they gathered together a small flotilla of boats that were able to go down from our community here into abaco before any of the search and rescue teams agencies arrived there, and we were able to actually rescue over 600 of the evacuees from there, bring them up to North Eleuthera where we were able to rehabilitate them, get them the medical assistance they needed and start to set up new lives. It was an amazing amazing effort from a very Small Community who just wanted to be doing more. People just coming together to help their neighbors as it were. You mentioned you were there based on what youve seen, how do you think the official response has been and what youve heard from it, weve also heard from some of our reporters on the ground they were there, and looking for officials in the early days and it was hard to find where the response was. You know, i wont like to comment on how the bahamian government has handled this. They had a disaster fall upon them, no one is ever ready for that. Theres so much love for the bahamas. People are real my now coming together and trying to do exactly whey witnessed here, helping locally as much as they possibly can. It was really heartwarming. As i mentioned, you posted a number of images on your instagram account. I want to bring up some of those pictures. You noted what people had grabbed. What was left for them to grab really struck you. Yeah, it really did. It was extraordinary, one of my children my 22yearold was actually able to get on to one of the boats and he went down to abaco and brought some of the teens back. What we took off the boat was so small. We have many hands to help with the luggage, there was no luggage. Theres one little guy who came up, holding a gigantic box of cheerios. Thats all he had been carrying, and he was not going to let go of it. It was wet and all stuck together. We kept offering him something else, no, he was going to hold on to that. We have people who arrived with no i. D. Whatsoever. No identification, we were very keen to keep Families Together and we were also trying to help as many as possible who had animals as well. The inning dom itable human spirit was alive in the incredible effort we saw handled locally here. There were some devastating stories, them, they had no it was wonderful in moments of Great Sadness to see this, it was heart wrenching. Those 600 people, we made a difference, this is going to take years, and we have to keep asking ourselves, how can we continue to improve their lives. Turning now to the cnn exclusive, jim sciutto joining us on a highly secretive intelligence operation by the u. S. Walk us through what you learned here. This is fascinating. Trump officials tell me in a previously undiscan closed secret mission, the u. S. Extracted from russia, one of its highest level covert sources inside the russian government. Knowledge of this exist answer was highly restrictive in the u. S. Government. There was no equal alternative inside the russian government. A person directly involved in the discussions said the removal of the russian was driven in part by concerns that President Trump and his administration repeatedly mishandled classified intelligence which could contribute to exposing the covert source as a spy. The decision to carry out this distraction occur red. That intelligence concerning isis and syria had been provided by israel. The disclosure to the russians about the president did prompt intelligence officials about the risk of the exposure. This source was directly involved in the matter. Then cia director mike pompeo said that too much information was coming out regarding this asset. This happened at the may 17th Oval Office Meeting with President Trump. It isnt the first time there was concern about this . They already expressed concerns to the safety of this spy and russian assets. This according to a former Senior Intelligence official. Those concerns grew in early 2017 after the Intelligence Community released its report on russian meddling, which said putin himself ordered the operation. The Intelligence Community also shared a classified version of the report with the incoming Trump Administration, which included a highly protected details on the sources behind that intelligence. Senior u. S. Intelligence officials considered extracting at least one russian asset at the time, but did not do so, according to the former Senior Intelligence official. Then the meeting with the russians happened in the oval office, that raised new talks and concerns and the Intel Community continued to grow in the period after trumps meeting with kislyak. Weeks after trying to extract the source they met in hamburg. You may recall that at the meeting, he took the unusual step of confiscating the interpreters notes, afterwards intelligence officials again expressed concern that the president may have improperly discussed classified intelligence with russia. This according to an intelligence source with knowledge of the Intel Communitys response to the trump putin meetings. Its key there, it was not just one incident. What does that say . I reached out to the white house and the cia. Before this secret operation, there was media speculation about the speculation of such a covert source. Poses risks to the safety of anyone in the foreign government. This official did not identify any public reporting at the time of this decision. And cnn could not find any related reference in media. As for comment. Brittany grammal told us, the narrative makes life or death decisions based on anything other than objective analysis and sound collection is simply false. Misguided speculation of the president s handling of our most sensitive intelligence which he has access to each and every day drove operation is inaccurate. A spokesman for secretary of state mike pompeo declined to comment to us. Stephanie grisham said, cnns reporting is not only correct it has the potential to put lives in danger. This removal happened at a time of wide concern about mishandling of intelligence by trump and his administration, those concerns were described to me by five sources who served in the Trump Administration, the intelligence agencies and congress, i should also note that they were withholding several details about the spy to make it more difficult to identify. Understandably, and for very important reasons, you noted at the top there was no equal alternative. To this spy, this asset, whats the cost of losing this person and losing that information coming out of russia . That description was a quoted description from a source involved in this, it has big effects. Left the u. S. Without one of its key sources as well as the plans in thinking about the russian president. This at a time when tensions between the two nations have been growing. The u. S. Intelligence community considers russia one of the two greatest threats to National Security along with china. The impact would be huge, because it is so hard to develop sources like that in any denied area, particularly rush why, because the surveillance and security there is so stringent, the source added. You cannot reacquire a capability like that overnight. So the extraction is a big deal, and the consequences are enormous. That should give everybody a moment of pause. Excellent reporting as always. Appreciate it. Weve been hearing from intelligence and National Security experts in reaction to jims exclusive reporting. Today former cia operative bob bear called this an enormous and unprecedented loss for the u. S. Intelligence community. Heres more. This guy had access to the kremlin, which is very rare. He would have been handled by the cia on a list, five to seven people knew his identity and his position. And thats very few people. That would be the director, the Deputy Director and so forth, and russia losing someone like this, its huge, its just i never heard of a case where an agent was exfiltrated, brought out of moscow because the white house had the potential to expose him. President Trumps Campaign manager predicting the trump family will have an influence on politics well after the president leaves the white house. The trumps will be a dynasty that will last for decades, propelling the Republican Party into a new party. We must continue to adapt while keeping the conservative values that we believe in. Dana bash is here with more. This is your reporting. Put this into context for us. What else was said about this apparent dynasty. This is the dynasty thats caught so many peoples attention. The fact that brad used that word. Hes gotten some criticism for this given the fact that republicans, including the president himself criticized this. Whether the president used that word or not, that was the gift of what he was saying, too much of a family who is an institution, and that was also used against the notion of a jeb bush presidency and even a republican nomination. Thats why there is so much focus on that. I obtained because we had simply seen a quote from the associated press, there was a reporter there at this meeting of republicans in california. And according to a campaign source, it led to the intent of this speech, were not going to see Campaign Runs from don junior, eric trump, ivanka trump, jared kushner, more to the notion of using california, this is a place where the Republican Party has been decimated. Even the few house seats that have existed up until a year ago, were gone. Democrats defeated them, so he was trying to say that the trump family is strong, is obviously very vast and will continue to raise money for and campaign for republicans and continue to take the party in a new direction. That to me is one of the biggest takeaways from this is that we have seen the Republican Party change so dramatically under donald trump. It is the trump party, no doubt about it, you saw him defeat republican after republican more on the traditional gop vein even over the weekend. Mark sanford is the most traditional republican to say hes going to try to oppose donald trump. Hes probably not going to get anywhere under those traditional republican guidelines and values. Its another example of how donald trump the man has changed the party and they hope that will continue through his kids. Not just changing it dramatically, but very quickly, when you think about the short time. Before we let you go, as we mentioned, the president hosting a rally in North Carolina on behalf of the republicans. This is a special election there, we know stakes are high. How big of a test is this for the president . I think you can look at it this way, this is a classic district. Its a doover, a special election as you mentioned, in a North Carolina suburban district. When i say classic this is the kind of district that republicans lost big time in 2018 and allowed democrats to take control of the house. Its also a district for the president who won handily in 2011, so i think what you can see is if the republicans win, President Trump whos going there will take credit for helping. If republicans lose, youre going to hear people in trump world and republicans who support the president saying, well, it doesnt matter because the president himself is not on the ballot. Were going to be looking for the numbers on who comes out, even though its going to be difficult to compare apples to apples. Its an offyear and a special election. This is true, that will not stop all of us from zeroing in on this. It is still important. Thank you as always. At this moment, the president is speaking with reporters, hes talking about why hes scrapped talks with the taliban, well have more of that for you. The proposal comes in advance of thursdays democratic debate harris is calling for an end to mass incarceration. She wants to phase out legalized marijuana. Congressman, good to have you with us, as we look at senator harris record, she points to her time as a prosecutor as being so important for what she understands about the criminal justice system. That being said, in 2004, we know she did not support legalizing marijuana, we know that has changed. California attorney general, she didnt back an independent investigation for police shooting. Which is a record voters should be looking at. A record as her prosecutor or candidate . I think its a record as her prosecutor and candidate. You cant just look at bits and pieces of it. We all grow and evolve. I think its important, it was not like anyone could guess she needed to change her plan. No one could guess what was going to happen with persons who put into a prom. The plan she has now, growing and running for august. It is not her ideology that shifted in terms of this plan, she told the times it was a political environment, why not just stay to your point i grew i evolved, i learned instead of hey there wasnt a Political Capital back then. Thats a question youd have to ask the senator the plan is the most comprehensive plan her plan is the one that no one outside of the system could have written. Shes prepared to assist. Know what the flaws are. She doesnt like the laws as a prosecutor, shes forced them as im sworn to uphold the constitution and the laws of this country, so was she. I think that to accuse her of not doing what she thought was right or changing her mind is unfair. I dont think anyones accusing her. What i asked you is, looking at the record, she grew and she evolved which makes a lot of sense because it happens all the time. That being said, that wasnt the reason that she gave the new york times. Her core ideology hadnt changed. It begs the question, do you think she could have pushed for more . She felt strongly about things then as she did now. Do you think she could have done more . We could all do more. Her values have not changed. She was opposed to the Death Penalty then, shes opposed to it now. She was opposed to locking people up solely because they cant pay their bail and criminalizing poor people. Her values are the same. The policies may be different, but the values are the same. The senator had been criticiz criticized. She talked about that criticism. Do you think that she has addressed it as well as she has . Theres no reason for her to defend. We should not seed prosecution to any particular group or person. She should not be ashamed of the fact that she protected her community. She wanted it to be safer than it was. She should not be ashamed at all that she made sure children went to school to help increase her truancy record. She should not be ashamed that she cares for children who have been raped or murdered. Thank you. Thank you. Top of the hour here im
