Facts, prompting an immediate pushback. Why should saudi arabia be trusted to conduct a fair and impartial investigation when theyre accused of the murder of Jamal Khashoggi . Were all going to get to see that. All of us will get a chance to make a determination with respect to the credibility and work that went into it. Whether its fair and transparent in the way they made a personal commitment to me and the crown prince made a personal commitment to the president when he spoke to him i believe it was the night before last. Lets break all this now. Max boot, my guest, the u. S. Wants to give the saudis more time to investigate themselves. Its going to be a long wait if theyre looking for a serious investigation. Asking the saudis to investigate Jamal Khashoggis murder is like asking trump jr. To investigate the ties between the party and the russians. Do you see a scenario in which theyll come back and the saudis will essentially pick a fall guy and the lust say, see, it was a rogue actor. That seems like the most likely scenario. Theyre going to look for somebody to take the fall. Its disturbing when the Washington Post is reporting the Trump Administration is colluding with the saudis instead of trying to get at the truth. Reporter you write trump has given every despot on the planet a license to kill. President trump has basically signaled he doesnt care. The only thing that matters to him is dollars and cents. Its shocking he was more worked out about canadian milk than he is about the death and dismemberment of this journalist. It gives the message to the saudis they could do whatever they want to their own people and outside their own borders. President trump doesnt care about the saudis murdering somebody in their consulate in turkey. This is a very bad day for dissidents and democrats around the world. The saudis are accused of that murder but woo dont hae d the conclusions yet. What would the u. S. Do to make you take back those words . If the saudis have proof that would exonerate they, they should present it but they havent done that. We should reserve judgment until we have the evidence but the turks seem to have the saudis dead to rights within the consulate. Wed want to see some impartial body or the United States have access to that evidence. From what were seeing, the saudis look incredibly guilty. Both saudi arabia and turkey are doing investigations. What if they come back with the results of their investigations and they have two different conclusions . Well, i wouldnt trust either the turks or the saudis to come up with an impartial finding because they both have their own axes to grind. Erdogan is not an exemplar of press freedom. He has also been guilty of repression. What comes first for him is advancing his own interest. Theres a lot of conspiracy theories flying around the middle east. In any case, i wouldnt trust either country to come up with an impartial finding. Youd need an International Body of the kind formed to investigate the murder of Prime Minister hariri of lebanon. Pulling out of the summit, what do you think of that . I think its a good move, a small move. It shows the administration does understand the serious of this. When we saw the video from riyadh yucking can up with mbs, the crown prince, laughing, that did not convey any sense they say those pictures dont tell the full story, that he was actually pretty tough when he talked to them. That may be the case. Pictures communicate s a lot. I dont know what he said in private but certainly the message in public from mike pompeo and President Trump is they do not regard this as something that is of a major concern to them. There has been growing pressure on mnuchin to make the decision whether hes going to the summit. We did see mnuchins european counterparts from the netherlands, the u. K. And france pull out and then the announcement from the United States. The u. S. Is not leading. We are following our Business Leaders and our allies. The u. S. Under President Trump is not showing any leadership on issues of human rights and standing up for the ideals on which this country was founded. Max boot, thank you very much. And now to the investigation on Jamal Khashoggi. A new video has been released around the time khashoggi was there. Lets go to alex for more details. The turks have just released new pictures of one of the 15 men believed to be part of the hit team that flew in and allegedly detained, murdered and dismembered Jamal Khashoggi. Were told from a source that he played a pivotal role in the assassination of khashoggi. The photos show him arriving at the saudi consulate on the day that khashoggi was last seen, nearby at the residence and one of the citys main airports. We know hes a saudi diplomat and Intelligence Officer who has been seen in the entourage on foreign trips. Thats one more indication that the prince likely knew about this plan. Lets bring this all together, alex, and take us through the timeline of what we know about kaurz. Let khashoggi. On tuesday, october 2nd, two planes, private planes connected to the saudi government landed in istanbul with 15 men on board. Now, a couple hours later, just after 1 p. M. , Jamal Khashoggi was seen for the last time heading in to the saudi conditions l consulate in istanbul. That was released by the turkish authorities. Now, this past monday is when the turks finally were allowed into the saudi consulate. That was almost two weeks after the disappearance of Jamal Khashoggi. The turkish investigators were only allowed in after a cleaning crew is seen going in with mops and buckets. The turkish president later said there were toxic materials that had been painted over by the saudis. That same day cnn broke the story that the saudis were preparing to release a report that admitted to the killing but that it was an interrogation that went wrong, that they didnt mean to kill him. And that came, according to the report, without clearance from the top, so from the crown prince mbs. As you know, it is a highly unlikely scenario in such a tightly controlled regime. That report which we reported on on monday still hasnt been released and that fuels speculation that the saudis are still trying to work out their story. Alex, thank you for wrapping it all up for us. It is a prime piece of reestareeal estate in the d. C. Was President Trump involved in halting plans for his own personal gain . Well explain next. And the fbi now involved in the search for this 13yearold girl missing after her parents were found dead in their home. Investigators are now focusing on a cryptic 911 call and what they heard in the back ground. Well have a live report. Stay with us. Flood, and rain event. The question centered on a long debated plan to turn the fbis crumbling headquarters over to a commercial developer who would demolish it and then build a new development is there. Trumps Washington Hotel is located just a few blocks away. Lets get to political reporter lauren fox. Youre hearing of some secret meeting in correction with this project . Reporter new documents show that President Trump was more instrumental than known about moving the fbi headquarters to the suburbs. The decision could have financial benefits for trump, whose hotel is located just blocks away and wouldnt face competition from developers buying the old fbi building. The documents show staff openly discussed the president s roll between officials about the future of the fbi building. A previous Inspector Generals report accused murphy of not being forthcoming about that white house meeting in testimony to Congress Earlier this year. A staff attempted to finalize the plan to keep the fbi headquarters in d. C. And put it in writing. One gsa staffer wrote, quote, ideally i think it would first recap the meeting with what potus directed everyone to do. Another said gsa was going to, quote, hold our ground on funding source. The documents obtained by House Democrats are just a preview of the kinds oversight democrats might escalate. The white house issued a comment saying House Democrats have it wrong and that the fbi did not want to move its headquarters. Lauren fox, thanks for laying it out for us. I want to talk to michael dantonio, author of the truth about trump. You interviewed trump many times. Before he moved into the white house, the idea of moving the fbi started years before he ran for president and according to the New York Times reporting, he was interested in what might happen to this fbi site again as private businessmen. Did he ever mention this propose fbi renovation project to you . We didnt discuss the fbi project but we did discuss his Hotel Project just a few blocks away. Hes extremely enthusiastic about it. He envisioned profits well into the decades to come. And i think even federal budget he werent president , i think he imagined the campaign for president would raise the visibility of his name, the value of that property and the draw for people visiting washington, especially republicans. But now we know as president hes of great interest to foreign leaders, to foreign regimes. Theres concern about benefits going to him from foreign sources as people book rooms at the trump hotel, and now we have this evidence that he personally directed the choices made around the fbi headquarters. I cant imagine another president who wasnt obsessed with real estate and obsessed with money making this kind of overture, making this kind of decision on a granular level about something that really should have been left to professionals. We do know the president was involved in this decision based on the emails that came out in this Inspector General report. Again, let me read what the White House Press secretary Sarah Sanders said about this story. Quote, once again House Democrats have it all wrong. The president wanted to save the government money and also the fbi leadership did not want to move its headquarters. On that first point, the president wanted to save the government money. You talk about his attention to money and finances. Does that answer make sense to you . Well, i think if the president were interested in the federal budget, he wouldnt have had a tax cut thats blowing up the deficit and now having some in congress threaten medicare and social security. The idea that this is a president who is worried about spending money is laughable. And we would be asked by Sarah Sanders, i think, to imagine that for once in his life this man who is obsessed with money and considers it the scorecard that matters the most would drop his interest in this case. Hes got power. He wants to exercise it, and hes going to do it in his favor and hes done it in favor of his friends in the 100th of 1 through the tax cut and hes doing this for himself and his heirs with protecting his hotel. I do want to make note that according to the Inspector General, they concluded that constructing a new fbi building in downtown d. C. Would actually be more costly than relocating the bureau. Michael, thanks for chiming in and giving us your insight into trumps mind from the many days you spent with him and reporting on his own family. Thank you very much. This just in, one of the tonight republican lawmakers in the house says President Trump should not get blamed if the party loses big in the midterms. Hear why. Plus take a look at this, some democratic stars fanned out in key states. Is this a preview of 2020 . Hear what everybody from Michael Bloomberg to joe biden said about the president next. Were on the road. The fact is, there are over ninetysix hundred roads named park in the u. S. Its americas most popular street name. But allstate agents know thats where the similarity stops. If youre on park street in reno, nevada, the high winds of the Washoe Zephyr could damage your siding. And thats very different than living on park ave in sheboygan, wisconsin, where ice dams could cause water damage. But no matter what park you live on, one of 10,000 local allstate agents knows yours. Now that you know the truth, are you in good hands . Replace one meal or snack a day with glucerna. Made with carbsteady to help manage blood sugar. And end the day with a smile. Glucerna®. Everyday progress. Midterm elections are now just 19 days away, but were getting our first look at who may challenge President Trump into 2020. The biggest democratic hopefuls are already stumping in crucial primary states in coming days as they ponder a 2020 run. Senator gillibrand is in New Hampshire, joe biden is in delaware. Christina is in South Carolina, by the way. Let me start in South Carolina where several of the partys biggest names will be today and this weekend, including former new york city mayor Michael Bloomberg. Hes been outspoken against President Trump lately. Whats he saying today . Reporter he was here to talk about leadership and entrepreneurship from the students, but he also talked about trade and bloomberg slammed the administrations trade policies, calling them nonsensical and disastrous for america. He took a very sharp swiwipe at naand a half nafta. Bloomberg is going on this crosscountry tour, state to state. I was with him last weekend in New Hampshire ostensibly to show support for issues he passionate about like gun safety, education, climate change. All of this activity and the fact that hes put 80 million of his own money toward flipping the house during the midterms is stoking speculation that he will make a run in 2020. As far as i know in my reporting, ive been told that decision has not been made yet but certainly these kind of stops and this kind of activity will not stop the questions from coming to his camp. Hes staying busy and making headlines. Thank you, christina alesci, we appreciate it. And its fair to ask are they really just testing the waters for a 2020 run . Joining us now to talk more about this, david chalian. He is the director of cnn politics. Hes coming to us from texas. Were going to talk more about why youre there specifically but first, what do you make of all these democrats making moves right now in is this earlier than usual to test the waters for a president ial run . Reporter we have seen in previous cycles candidates considering running get out on the stump and help their party in the prem midterm cycle. Youre going to have 20 to 24 democrats seriously this getting into this battle for the democratic president ial nomination. Its going to be a pretty much wide open race in many respects. So much of the energy inside the party right now is focused on taking down donald trump. A lot of democrats want to seize on that energy and show themselves as the dragon slayer, the one who can do it. The or father factor important consider is this is likely to be a pretty good democratic year. The Opposition Party usually does pretty well. Weve seen the enthusiasm on the democratic side, in special elections and their fundraising and in poll numbers where the generic congressional ballot is heading into the midterms. The candidates for president want to get out there and say if youre cory booker or Camilla Harris say, hey, remember i came out for you so come on board. This is laying the groundwork and get out there and do these favors for people so can you call on those favors down the road. You referenced numbers showing momentum for democrats. It shows dems outraising republicans and you have President Trumps numbers higher than in recent months. What do you make of that, david . Reporter clearly the president is coming off of a bit of a victory swing here in the last couple weeks, getting that confirmation on to the Supreme Court for brett kavanaugh, his second appointment on the Supreme Court, fulfilling that promise to move the court in a more reliably conservative direction, the nafta with mexico. And the jobs numbers are as great as theyve been in my lifetime in many respects in terms of the jobless. Off of that what you see is you see republicans who may have drifted away from him at times or independents who lean republican, theyre coming back home, theyre getting more enthused. Its election time. The president has had some victories. Thats why weve seen an uptick in his numbers. I wouldnt mistake that for a dampening of enthusiasm for the democrats. I want to play a claim from the beto orourke and ted cruz debate earlier this week. Senator cruz is not going to be honest with you. Hes dishonest. Thats why the president called h him lying ted. If he wants to insult me and call me a liar, thats fine. John adams famously said facts are stubborn things. Beto orourkes brand has been to be a nice guy. Now were hearing him go on the attack, even using lying ted, which was the president s mon y moniker in 2016. When youre running behind in the race, you have to do something to mix it up. Orourke is trying to change it up a bit. This has been about his promise of a different kind of politics. He really didnt want to get into the mix of the trump tweet of the day or to take on cruz personally and directly. That seems to be out the window, not just in that debate that you just played where it was on clear display. He actually employed, took a page right out of the playbook of donald trump. And straight to camera, going right at ted cruz on immigration and education and health care, sort of the gloves are off now. There are only 19 days left. Like i said, hes running from behind and trying to catch up so hes trying a different approach. Quickly, david, why isnt ted cruz showing up tonight . He has declined our invitation. Did they say why . They didnt say why. They were afforded the opportunity to do this and his campaign obviously made the choice that this didnt fit into their strategic needs, i guess, in the final two and a half wee weeks. Its a shame for the folks who are going to be here in the venue tonight behind me who no doubt want to hear from both their candidates as this election is just 19 days away, as ive been saying. But he had the opportunity, he declined. Beto orourke accepted our invitation and hell be on the stage tonight in one of the most high Profile Senate Races in the country this cycle. And it will be dana bash moderating the Texas Senate Town Hall live tonight on cnn. And manu raju joins us now. One of the president s closest allies, just talked to some reporters on capitol hill siding with the president s take that he should not get blamed in case the house were to flip on november 6th, saying that i think its a referendum on each congressional district, what did they do in terms of representing their districts. And i can tell you that when we see that, to put all the blame on the president for whats happening in congressional races is just not accurate. A lot of republicans dont share that view. They see this as clearly a referendum on the president. Midterms typically are the first Midterm Election after the president is sworn in is a referendum of sorts of that new president. It hurts the party in power, at least it has historically. While it may have been an uptick as of late, hes down compared to other predecessors. Hes expected to lose seats. Its also a sign if the house were to flip, expect the finger pointing to begin in earnest over whose fault it was. Mitch mcconnell said to us yesterday, ana, he didnt want to start the finger pointing yet. Inevitably, if they lose the house, expect the blame game to begin. We know the president was also asked if he believed he would hold some of that responsibility should they lose the house. And that was by the a. P. Who asked him the question. He wrote, no, i think im helping people. So youll continue to follow that thread. Back to the campaign trail now. We go to delaware where former Vice President joe biden is receiving an award today. He has had quite the busy schedule today. Reporter he really has. Today he stayed away from politics. He was receiving an award from the Third Circuit court, an award named in his honor. He stayed away from talking about anything political. Instead he talked about the importance of the judicial system and the important work that these judges do. He says that judges are the anchor of our crass sidemocraci. The Vice President yesterday was in memphis receiving an award for the National Civil Rights Museum and the day before that giving a speech in michigan. We know hell be heading out to nevada on saturday to campaign with the democratic candidate for senate out there, jackie rosen. But hes keeping a very, very busy schedule campaigning. Arlette saenz. Coming up, car crashes in states where marijuana is legal rise. And investigators focus on a cryptic 911 call. King being king midas, i expect the best of everything. You should too. And weve got all the top brands of tires. King yes indeed. Take these michelin tires, for example. King or these goodyear tires over here. I like this guy. Just as canada legalizes marijuana comes a red flag from two new studies that show a spike in highway crashes in states where its legal. So far its legal to use recreationally in nine states, plus the District Of Columbia and other states allow for medicinal use. But these states are now being asked to consider their crash findings. Scott, i used to live in denver, i covered this issue when Recreational Marijuana was legal in colorado and people started using it for that purpose in 2014. Tell us what were now learning from these new studies even they have a few years of findings now. What did they find . Yeah, ana. The study is preparing insurance collision claims with neighboring states that havent legalized, while trying to control for factors like weather and demographics. What the study actually found was that in the states that had legal marijuana, they found a 6 increase in collision claims in those states compared to the nonlegal marijuana states. The i. H. S. , the group behind this study, says that this seems to be part of a trend, a trend that could eventually lead to higher insurance rates for everybody who lives in those states, regardless of l thwheth they use marijuana or not. I also spoke with mason, an advocate who helped legalize in this state, and he dismissed it because he said that, look, this did not factor in these collisions whether marijuana was actually being used. He said its not fair to compare colorado to smaller, more rural states like montana or idaho. I reached out to the governors office. They promised to review this data. The other Study Released was one that surveyed more than 2,000 drivers in Washington State and tested them for alcohol and marijuana. Of the drivers with a child in the car, almost none of them tested positive for alcohol but of the ones who tested positive for marijuana, 14 with children. Obviously the longer time goes on, the more data there is to compare. I know there have been several other studies over the years. Are these studies starting to show a trend or are they different . Reporter well, this study is certainly in line with a previous study down by the i. H. S. Last year. One of the other interesting things is fatal collisions in colorado. I interviewed governor hickenlooper because they have doubled between 2013 and 2016. Heres part of that exchange. We were concerned that we would see a spike in accidents, automobile accidents that were clearly connected to marijuana. We havent seen that. Reporter while were on the topic of fatal crashes, the number of fatal crashes involving marijuana comparing 2013 to 2016 has more than doubled. I wonder if that sets off alarm bells in this building. Well, thats not real data. We never used to measure for it in 2013. Usually when you ahad a traffic fatality where it appeared there was driver error, wed always test for alcohol but rarely for marijuana. Even now testing for marijuana is rather inconsistent. If they can convict you for driving with alcohol, they might not test for other drugs. Thank you, sir. Moments ago the former aprese apprentice contestant suing the president for def nation just appeared in court. Hear what happened. Plus, a frantic search under way for a 13yearold girl. Police believe she was home when the shootings happened and that she is now in danger. Victor blackwell is following this story for us. Police are working two cases here now, a double murder and the missing child. Few details are coming out, but do we know what was on that 911 call . Does it give any clue if this was a perhaps random or targeted attack . Reporter very bizarre cases here. Police say they have the cell phone that was used to make the 911 call before the authorities found jamies parents. They had been shot and killed, james and denises bodies were found at the house. First on the call, police say no one spoke directly with the dispatcher but the dispatcher found some disturbance in the background. The call came at about 1 a. M. Neighbors heard two shots at about 12 30. Two other potentially crucial details about the call and the phone. First they now know whose phone that is, though they are not releasing that detail as part of the investigation and they say the call came from inside the house. That could be helpful here as well. According to the sheriff, when deputies arrived, there was no vehicle there, there were no weapons there and the 13yearold, jamie closs was not there either. Reporter i cant underscore enough the importance of this development. Three diocese have received federal subpoenas from the u. S. D. O. J. All of this coming on the heels of the grand jury pennsylvania report issued a few months ago. Now that revealed that there were a thousand clergy sex abuse survivors and more than 300 predator priests that were moved within that state and across state lines. And from talking to clergy sex abuse survivors, they tell me that this is a Huge Development because this is something that they have been asking for. Theyve been asking for the federal government to get involved for years. They are also wondering if this will be expanded beyond pennsylvania and if indeed all eight diocese within pennsylvania will be receiving these subpoenas. The breaking news into the cnn newsroom is that at least three of the eight diocese or archdiocese in pennsylvania have received subpoenas from the federal government. This is a Huge Development. As you know, we have learned from a. G. S across the nation they had started their own investigations, but this is the first time that we learned that the u. S. D. O. J. Is getting involved.
