With mexico. Lots of questions for the president an unclear if he takes any questions today and could be an opportunity for the president to yet again change the subject to something that he wants to talk about, something that he believes is a more forward looking, positive message coming out of his administration. This morning hes tweeting about the economy, getting more credit for good news out of his administration and i wouldnt be surprised to see him doing a little bit more of that, brooke. Okay. Abby phillip, thank you. At the white house. To breaking news out of puerto rico where the governor is going to respond to death toll estimates in the wake of Hurricane Maria. A study was released by George Washington university and putting the deaths of storm relation to nearly 3,000. 46 times more than the governments official toll. Laila santiago is with me now. Thats a Different Number than the government has. How did they find this figure of 3,000 . Reporter well, so, this is actually a study in excess deaths. They took what they believed, George Washington university, took what they believe would be the average had Hurricane Maria not destroyed puerto rico and then this is the excess. This is the amount above that. An they believe its near 3,000. As you mentioned, brooke, we expect the governor of puerto rico to make a statement in just a matter of minutes from puerto rico. And the big question will be, this is a study that the government of puerto rico paid for. They paid 300,000 roughly for this study. So now will they change the official death toll to reflect that . When i asked the governor that, back in february, if they would accept the findings of this study, he told me that he plans to do so. But granted that was before he saw the findings or the results of this study. I want to make clear. As i mentioned that is study based on statistics. That means they dont really have a list of 2,975 names. Deaths that account for all the people. Which a lot of families now still feel that their loved one is still not accounted for. Despite this study. Its not a list. It doesnt actually acknowledge every single death be it direct or indirect. When i say indirect, im talking about maybe not having power to use the medical equipment that they needed, maybe not having access to the hospitals. Those of type conditions we saw after Hurricane Maria. I know after we have reported on this we have thrown a lot of numbers your way. Remember, back in november, cnn did an investigation. We found that the death toll could be at least 500. The harvard study that came out a few months ago believes that a conservative estimate would be more like 4,600. Just earlier this month the government of puerto rico acknowledged it was an excess of at least 1,000 deaths. A little higher in a report that it sent to congress. So what makes this study different from all of the others is just the fact that this was commissioned by the government of puerto rico. The researchers had access to studies and facts an figures and numbers and interviews that the other researchers did not and they really dressed today when i spoke to the researchers that this also addressed migration. A lot of the Puerto Ricans who left the island after Hurricane Maria went to the states. They believe that this number factors that in. An enthats what makes this a little different. So, to the number itself an you mentioned how, obviously, these victims families want almost acknowledgment and accountable. But what else why is this official number so important . Reporter there are two reasons. One is just big picture. If you dont understand what happened here in terms of the deaths, who died . When, where and how . Theres no way of preventing this in the future. Im not talking preventing a hurricane. You cant prevent a hurricane. But im talking about making sure that those who are vulnerable, those who may not have access to things are prepared and in fact, this study did find that men over the age of 65 in poor areas were particularly vulnerable. That hospitals were vulnerable. They spoke about the communication between local, central and federal government lacking in preparation. This really does point out some of the vulnerabilities that they had and makes recommendations moving forward. Now, i asked the research today, you guys have given it to the government of prr. What was their reaction . And they said that they seemed interested. They asked a lot of questions. Had some concerns but my big question to them after that was, okay, did you talk action . And they referred me to the government of puerto rico on that and hoping to hear from the government on that but the reality is this is an island thats 70 billion in debt. Even if they have the recommendations, they may not have the resources to move forward with that and just to get back to your last question, the other reason this number is so important is to the families. They qualify for fema assistance to pay for those burials. They qualify to have that help. If they are not included in the official death toll that can be a challenge so from a big picture this is about what happened understanding for prevention. From a family perspective this could be Financial Assistance in a time when they really are still struggling almost a year, can you believe that . Its been almost a year since Hurricane Maria. President trump will have to come to terms with the accolades or change the subject or both and i think we are seeing a little bit of that with his decision to just go ahead, put the flags at half mast yesterday, make the statements hed made and then turn to topics like, you know, the economy or soccer or the internet. I reported and cnn confirmed that the vice chairman complained about america to mike pompeo and why trump canceled the trip to north korea and now kind of in a Holding Pattern and it could go one of two ways. They could both sides move back towards each other and get this diplomacy started again or both walk away and ramp up the rhetoric and what that leads to is bad scenarios of north korea, the United States and the region. I think thats theres a lot of truth to that and to be fair to the president , this is someone whens alwaos always t push the envelope on news, trying to drive a different headline, a new headline. Not really mattering if its if the last one is bad or good. Right . Theres good news as the president has spoken about. That this white house views as good news on the economy. That they rarely give time to breathe and before the president is making news on the next subject so i think thats sort of a lot just his m. O. And the big picture here on this particular issue is this is i think this is how he truly feels about some of the social Media Companies right now. He does feel that the good news out of the administration is being suppressed. He obviously views the media as playing a role in that. He views social media is playing a role in that and theres some irony of a president whos driven so much news using his own social media platforms now complaining that these platforms arent doing enough to help him. Last question, margaret. Over to you on the attorney general and Jeff Sessions. He put that statement out end of last week sticking up for himself. The Senate Majority leader mcconnell said this moments ago. Seems to be renewed interest including my some members of your conference in the job that attorney general sessions is doing. Does he still have your confidence . Do you think hes doing a good job in that role . I have total confidence in the attorney general. I think he ought to stay where he is. Total confidence is different than senator graham on tv this morning. We have so many times are the days limited but are the days limited . Well, Mitch Mcconnell would like to get a Supreme Court justice confirmed first and then try to hang on to republican control of both chambers if possible, make everything a lot easier for the republicans next year and trying to keep members from losing their jobs and Republican Leaders are concerned that any move on sessions now ahead of midterms could create a real wild card situation not good for them and jepiopardize this very important confirmation. Come back in midnovember and lets see where the quote stands but from mcconnells perspective, you know, hes hes always tried to walk that fine line of not encouraging President Trump to do things that defy president ial norms but not creating more chaos that could create additional drama because the pressure ends up falling on the lawmakers who are running for office. A number of lawmakers are pushing to rename a Federal Building after senator john mccain, building up on capitol hill, at least two republican senators are coming out against this idea. Alabama senator shelby and louisiana senator cassidy. Mitch mcconnell announced a gang of bipartisan members to come up with a fitting memorial for the late arizona senator. Minority leader schumer is supportive of this effort. Renaming it. For three decades, senator mccain was a fixture in those marble halls, an institution of the senate. Its only fitting that his name should adorn a physical establishment. Id like to elaborate an bring ideas of current members, former colleagues and friends. It will be bipartisan as only befits johns legacy. And come to think of it, wed probably call it not a committee but a gang. Senator mccains name would replace that of senator richard b. Russell, long time georgia secretary and segregationist with a storied past. Lets talk about that president with historian tim naftali. Tell me about senator russell. Senator russell was a powerful legislator. He was from the early 1950s until 1969, he was chairman of the Senate Armed Services committee and he was chairman of the Armed Services subcommittee of the Senate Appropriations committee. In other words, he was the key person on spending money on the military. And he made the position of Armed Services Committee Chairman even more powerful. Every new military system had to get his approval before it could actually be paid for. The house plays a role but without the senate it doesnt happen. Hes very famous among students of the National Security state of that. Hes also wellknown because he was a quiet critic of vietnam but this is the key part. His greater loyalty was to lyndon baynes johnson. He was the mentor of younger of younger johnson. When johnson got stuck in the morass of vietnam, even though russell said, dont do it, he stood up for him and he kept pushing through military budgets that helped further the war in vietnam. You turned our attention to this sound from the early 60s. This is president johnson speaking to senator russell. What do you think about this vietnam thing . What id like to hear you talk a little bit. Frankly, mr. President , if you want to tell me i was authorized to settle it as i saw fit i would respectfully decline to undertake it. Its the damn worse mess that i ever saw and i dont like to brag. I never have been right many time in my life but i knew we were going to get in this sort of mess when we went in and i dont know how we get out. Fighting in the rice paddies and the jungles. I just dont see it. Its i just dont know what to do. Thats the way ive been feeling for six months. Well, but theres another side to Richard Russell thats very important to keep in mind. Richard russell signed the southern manifest to and supported jim crow laws, the apartheid system in the south. He was a racist. He was a great friend of Strom Thurmans. Why would republicans have wanted this democratic legislator to have his name on a building . Because in the 1970s, republicans were competing for the votes of southern democrats. This was the time of Richard Nixons southern strategy. How about that . He wanted to embrace those against the civil rights legislation. Ergo the naming of the building. Last question. How difficult is it to rename a building such as that . We have seen a number of buildings. We named the last few years. The old executive building is dwight d. Eisenhower building. The justice departments building is now the robert f. Kennedy building. Buildings can be named easily but its up to the congress to name it. Heres the thing. The republican senators are and arizona is one of the few States Hillary clinton performed half decently in 2016, and nevada. You could lose those and not take back the senate. You need to win both to do that. In florida, the story is assumed its going to be Democrat Bill nelson, then it will be the governor, rick scott, the republican, who will skate through his primary. The two of them will faceoff in november. Talk about the drama of the primaries to replace governor scott. Rhonda, shes been endorsed by donald trump and has come from behind and beating putnam. All of a sudden, desantos is ahead of putnam and that will set up a general election. There hasnt been a democratic governor in florida since 1994. The polling shows the democratic nominee has a chance of beating desantos in the fall. Florida is the ultimate swing state. Quickly, last, what is the number one thing you will watch for tonight .
