So republicans, got one together and these are some of the details to keep the wheels running until the 16th of february but some factions may get in the way, the conservative House Freedom caucus, they want more money dedicated to defense spending while democrats are feeling pressure from the hispanic caucus who, by the way, met with the white house chief of staff john kelly today. Were talking to one of the members in just a bit here. Its members with some Democratic Leaders insist any funding bill must help d. R. E. A. M. Ers, the young undocumented immigrants brought to the u. S. As kids trying to avoid deportation. But wont matter if republicans cant manage to get enough to pass this cr which is why the Freedom Caucus so critical. Can republicans, who, keep in mind, control the white house and the house and the senate, avoid a shutdown all together . Heres how House Speaker paul ryan. They may have no choice but to sign a continued resolution to keep the government running and at this point, how many strings are attached and what are the strings and do they have enough to lure enough democrats over to get this thing over the hump . Because at this point, you have a number of democrats and i think Lindsey Graham may have indicated in the last several minutes he may not be keen on cr and that if they do not solve this dacca issue, this d. R. E. A. M. Er issue, they may not have enough democrats to push this over the line. You heard Sarah Sanders preview what the white house is going to say if the government shuts down on friday, a reminder, one day before the one Year Anniversary of President Trump sworn into office and supposed to go to maralago, you heard sarah say its going to be democrats to blame if that happens. I think it has to be spoken after this briefing, brooke, because it was extraordinary, that speech that senator jeff gave earlier and responded to that and you heard senator jeff lake issue this warning to the country and the congress that it has to step up against a president who continues to go against the press and denigrate free press in the country and all you heard in response from the white house to that is a personal attack on senator jeff lake that, of course, hes criticizing the president because of his poll numbers. I thought that was worth underlining as well and the specter of steve bannon who left the white house and he never really left the white house and sarah said during the briefing the white house was in communication with bannons team yesterday to make sure that bannon knew what the white house essentially wanted him to say or not to say while he was talking to investigators yesterday. And i thought that was very interesting because it seems even though steve bannon has left the white house, he has not truly left the scene and the white house saying during the briefing, brooke, and my sense from talking to people, they are concerned about what steve bannon has to say and partly because the president has attacked him so much, they are worried that bannon is feeling emboldened to say whatever he feels he needs to say, brooke. And a friend of President Trump and john, former tax and investigative counsel for the Senate Finance committee. Sabrina, starting with you. People wrapping their heads around this play. People dont want the government to shut down. Republicans want some things and democrats want other things but now you have, talking about chip, Childrens HealthInsurance Program. Its not, dacca is something separate but the republicans said, okay, well extend funding for chip, which is something very enticing for a lot of these democrats and well extend that for 6 years, daring democrats to vote now. Absolutely. I think part of the calculation there is that they do not believe its good politics to wait for a Government Shutdown over the specific issue of d. R. E. A. M. Ers. The olive branch on Childrens HealthInsurance Program is to put those in a tough spot and a bill that includes it. Having said that, theres never been a Government Shutdown when the party controlled and both chambers of congress as well as the white house and i think that there is a lot of pressure on republicans to corral votes within their own party and not clear that the republican led house can pass another shortterm continuing resolution. A lot of their members express frustration with the stopgap measures that kick the can down the road and impose yet another arbitrary deadline to resolve in the coming weeks and months. This could sort of be moot in a sense, because republicans could have enough votes to get this through and kick it down the road a little bit farther but then you have more hard line conservatives, you know, mark and House Freedom caucus and they have their own issues with some of whats in this. How do you see it playing out . I think the democrats have more to lose here than republicans, believe it or not. Why . If it is seen as being held up because of immigration and dacca, then the democrats will have drifted so far from where they were 5 or 10 years ago where they have a distinction between souths and noncitizens. Youll have big rallies and protests in cities like new york and san francisco, and then mexican flags and other flags. Thats the vision that americans see that, wait a minute, this party shut the government down. Hurting people who do live here and our citizens. That could become the narrative, so i think the democrats are playing fire here and i think the republicans have to offer and olive branch and chip is it, but i think the republicans would rather wait to get a good deal than a bad deal. Is your party playing with fire . Government 101. Keep the government open. The republicans control white house and its incumbent on them to get the vote. Democrats are clear they want to protect these d. R. E. A. M. Ers. These are children that were brought to the United States by their parents through no decision of their own and are now being threatened to be kcked out. So trump created this problem because he ended this program. Excuse me, he then offered a deal to senator schumer and pelosi to fix the d. R. E. A. M. Ers program and to extend it. He then asked for a bipartisan solution which was delivered to his doorstep and now hes threatening to shut down the government unless he doesnt want to get everything he wants in this spending bill. Isnt it just a sad state of affairs with Childrens Health care and an olive branch . Its an emotional argument used to get what they want. I think everyone can get something and no one will get 100 . Thats not how it works but i think the real issue is, is it over illegal immigration and yes, theres a lot of kids who were here and we all want them to be able to stay. And then shut down essential services and the government because of people who are here illegally. Thats a problem that needs to be dealt with and hurt our own citizens. People will say, excuse me. Really . Play some sound and get reaction and turning the page, the president s own party, jeff lake took to the senate floor this morning. And we know hes been extraordinarily critical of the president in the past. Thats not the news. I mean, hes also not running for reelection and can speak freely. He took on the president attacking the truth. Here he is. No longer can we compound the attacks on truth with our silent acquies acquiescence. No longer to the constitutiinst and the president who cannot take criticism who must constantly deflect and distort and distract and find someone else to blame is charting a very dangerous path. And a congress that fails to act as a check on the president adds to that danger. Not criticizing because hes against oppression but criticizing the president because he has terrible poll numbers. I think hes looking for attention. I think its unfortunate and i think our position here at the white house is that we welcome access to the mediaer everyday. Going back to senator flake, you know, hes not only calling out the president. Hes calling out members of congress for standing behind the president and saying, you need to call out his lies. When it comes to this president and the way hes undermining u. S. Democracy or threatening a lot of the traditional norms that uphold this government and its system, but he also has said time and again, he thinks republicans are somewhat complicit in not speaking out enough and not using the authority that they have as members of congress to act with the check and balance. They campaigned and said they would be if trump was in fact elected. I do think theres some critics who say, at the same time, hes largely voted in line with this president s agenda, although, he differs on some key issues like immigration and he has significant oversight powers as a senator. I think theres a question to where this is going. Does he plan to use this authority more in the coming year now that he has nothing left to lose and mount an independent challenge come 2020 . That remains to be seen and remarkable to see a sitting senator on the party attack in this way. Is he wrong . I think he was gut tsy to do that and over the top. I think that fundamentally, this needs a very strong media, but lets face it. The media had oops moments too and in the gallup poll since 2004, steadily declines the trust that they had in the media. Can we talk about the trust of the president . It didnt start with President Trump in the last year. It started 15 years ago and its eroding and that in and of itself is very problematic. Theres a lot of blame to go around. I think President Trump is silly when he starts going on the tangents. I think it does not make him easier for him to get his agenda passed. Not just silly, but its lying. Sometimes its totally wrong. But its not just one person or one party. Theres a lot of blame to go around and thats being seen and felt by the American People as a whole. How do you see it . I started my career in washington as a lawyer doing oversight work in congress. The oversight branch. You know, i started my career working with republicans hand in hand doing oversight on the Bush Administration and they were willing to hold them to account back then on a whole host of issues. Thats something that washington needs again, and particularly with this administration who have, you know, attacked the media and made all of these misleading claims and you need t another branch and thats the role of congress. I agree with blake 100 here. Please, dont start saying any u. S. President is anywhere near a joseph stalin. Can we all agree on that one . The fact that President Trump said that russia is helping north korea get supplies and in violation of International Sanctions and point number one and two and developing long range missiles to hit the United States. One, the fact that the president is saying russia is helping north korea get supplies. What do you think . About that . I think hes right. I mean, this missile technology. Too fast on a short time. Undoubtedly and probably good intelligence on this. Theyre getting it from russia and thats not to mention violations on oil imports into north korea and the rest of it. The russians are not our friends. They are enjoying this. North korea is causing us so many problems. The president s right. Stand by, bob. Ive got Barbara Starr joining us as another voice here at the pentagon. We get this information and go ahead and tell us more because i understand one of the headlines of north korea, the president wont say if he is considering or the u. S. Is considering a preemptive strike. What do you know . Brooke, thats right. No president is going to talk about future military strikes, but what we do know is President Trump like every president has that full range of options for north korea. Were in a period right now of a lot of contradictory language and its hard to unpack what it all means. Mr. Trump has been publicly very conciliatory towards kim jongun saying hed have a Good Relationship with him, however, you parse whether that language is a future relationship or an existing relationship. Hes got that conciliatory language on the one hand but on the other hand, his button to push Nuclear Weapons is bigger than kims button. And in a period right now going into the olympics where everybody wants to have a peaceful olympics but i think everyone is looking at what happens after that. With this story telling us is that nothing fundamentally has changed with kim jongun but all accounts from the u. S. Intelligence community has no interest, no inclination or intention of giving up his nuclear and missile program. That puts mr. Trump in a very difficult position. The sanctions are one tool. Diplomatic action, the threats of military action. But if kim isnt going to give up his weapons, what are you really going to do about it . You know, you have russia helping, you have china helping. You cant be in a constant state of unrest with two major countri countries. Its becoming a very big problem and we have people, top officials telling us it could be the case that were on the edge of the United States simply having to accept the reality that north korea is a nuclear state. They will not be denuclearized and have to learn as a country, the United States, to live with a Nuclear North Korea and that would be a really major change and something mr. Trump would find very different than the policy he wants which is denuclearization. China and russia, hes making it clear. They are not helping with it and kim is not about to give it up. Bob, i want you to jump in on this. The other headline in the papers and out of cnn today is ahead next month, you have the olympics held in south korea. The news with the south and the north set to march together this year. What do you, i mean, its a springily behavior. Other experts say its perfect from the northern perspective of placing this wedge right between the south and the u. S. In this relationship with the south and the north. Exactly, brooke, they want to outmaneuver us, the north koreans do and split off south korea because we dont have a ready solution in what to do about the missiles. Theyre trying to drive this wedge between us and combining the teams at the olympics is symbolic, but on the other hand, theyre offering olive branch to the South Koreans and they may take it up. I mean, this is our worst Foreign Policy nightmare as north korea getting a missile with Nuclear Weapons that could get new york city and they have no allies. There should be more. Not just this president but other president s, and not just a physical but the brain neuro be tested. To change the goal posts is a little unfair in the middle of the president ial term but hes calling the questions with his behavior but it could be used constructively to develop a procedure in which there is a comprehensive evaluation of president s coming into office annually. Dr. Lieberman, when you wrote the new york times, maybe hes not mentally ill. Maybe hes just a jerk. You were calling out some members in the field and say lets not armchair diagnose him because none of us have actually treated him, so stop doing that, but in the meantime, youre saying, maybe hes just a jerk. Thats my right as a citizen. I can express my opinions about somebody but not as a doctor saying theres no medical dialogue diagnose of jerk and that disqualifies you from holding office. He kept citing executive privilege, so many times that your committee with a republican chair had to subpoena him to compel him to answer. What was it that he was refusing to answer . It wasnt him as much as his attorney in consultation with the white house general counsel who was calling the shots, frankly. It was the white house who was playing a dance, frankly, to try and invoke executive privilege without invoking it. We have to call mr. Bannon back because he was unable to answer any questins about the transition or term of strategist with the white house from january 20th to when he was terminated. So just so im clear. He communicated with the white house to get instructions as to what mr. Bannon going to be able to respond to. I think theres no question about that. It was a gag order impoeimposed the white house and for all intents and purposes, thats what it was. The extent to which they continue to do that with other personnel, be it mr. Dirdon or hope hicks, well have a challenge for us because the executive privilege can only be invoked with a National Security issue or when its the best interest of the public to keep something private. And those president s who have tried invoke this privilege in the past and this is a stall tactic. Im not at liberty to tell you what he said of substance because these are classified interviews but i can tell you that there was some information that was new to us that we had not heard before but again, it was only information. In front of a grand jury . I think hes going to do whats in his best interest as would any witness and in the end, he will comply or negotiate independent of the subpoena. Lets talk about this. Friday is a big day. The Government Shutdown for a continuing resolution and then voted against the last one in late december. How will you vote now . If its not a clean cr. If it is clean, ill certainly vote for it but the republicans are, you know, trying to play games frankly with shutting down the government and i dont think that makes a lot of sense. I dont want to see the government shut down, so a clean cr makes sense. What about chip and those 9 million new children in this country and how theyve thrown that in and so if you would be voting no, you vote no to the 9 million kids as well. Are you willing to do that . So its not just the 9 million kids. They are excloouding all the qualified clinics which is a huge component of the health care these children receive. And the efforts to unwind the Affordable Care act are transparen transparent. And have a subsidity. Its an effort to kill the Affordable Care act by a thousand cuts. A lot of people listening would absolutely agree with you but just so im clear, since you wouldnt be getting all that you wish for, you would be willing to shut the government down or be one vote towards shutting the government down because of it . So i dont think the government will be shut down. I dont think they have the votes in the house for what theyre proposing and certainly, the most in the senate. Neither the house nor the senate. The dance will probably turn into a clean cr that will continue the Government Operations for another month. Well have this conversation then. Lastly but so importantly, congresswoman, your Sexual Harassment legislation is being unveiled today. This is a big day for you. You had mentioned recently that there were at least two current lawmakers accused of these things. Can you share any sort of update on them and are they still walking those hallowed halls of congress . I can tell you one of them still is. And the rules that presently exist that created a settlement. The victim has declined to come forward and i have said from the outset that i was going to protect the victims. Im not so interested in the harassment certainly but i dont want the victim to be harmed further than they already have been. But moving forward, the bill that will be dropped today is a bipartisan measure and im thrilled to be introducing it along with the chair of the committee greg harper and bradley burn and its a measure that includes all of the elements of the me too legislation that i originally introduced plus a little bit more. So we have just a very strong piece of legislation that is going to protect Staff Members on capitol hill forever more and it will also be a model that i think the private sector will look at. It was very clear that every woman and every man thats a congressperson that was there and committed in saying that chief of staff, we are ready to give you more border enforcement and enhancements on the border in exchange for a deal for our d. And that they are our priorities and i think that was important because i think thats the way, democrats, brooke, if we blink or hesitate or dont stand by our values, and our commitment, then i think the d. R. E. A. M. Ers lose and i think fairness and justice lose. So i think that was a good part of the meeting and i think it was a very important one, now, general kelly, i thought was coming to the meeting to show us the path forward and coming simply to listen to us. Weve had two meetings in the past and i think he knew our opinion very early on. So in that sense, i didnt think the meeting was productive but it was good to get together to hear him and the point of view from the white house. Were there moments, congresswomacongres congressm congressman, it got testy . Thats one of the things we committed not to doing and that is inviting the secretary, im sorry, the chief of staff and like to come down and meet with you. Its not every day the chief of staff of the president says that or offers at the meeting. We have to put the d. R. E. A. M. Ers ahead of Everything Else with the cause and the well being and their safety. And because thats really, every day, brooke, 121 of them lose their work permit. Thats somebody who cant be a doctor or a nurse. A teacher who has to leave their classroom. They have lives. They registered with the government. They want to continue to have prosperous lives here in the United States of america. Theyre a priority for us and what we said to the secretary, look, you can have that Border Security that the president so much wants. Were ready to give and in lou of giving us the visas and he said the path to citizenship, they can stay in the country, but we want more. I dont know if you remember, brooke, when they came out of the meeting, nancy pelosi and senator from new york, they came up. Schumer. They came out of the meeting, they ate chinese food and had a chinese dinner, more Border Security and we can have, we do the dream act. But they keep changing the stakes. Look, theyre holding the d. R. E. A. M. Ers hostage. Were ready to reciprocate and pay the ransom but they keep changing the terms. We want to go back to the original framework and say, were willing to sit down in a bipartisan manner. It sounds like republicans may not be willing to do that. Theyve added in this chip stopgap measure which we continue for 9 million kids but congresswoman speier said thats not enough. In terms of congresswoman gutierrez and moments in the meeting. I did, i understand that, did you apologize to the chief of staff because of something you said to him . Would you mind sharing that with me . Sure. I said some things publicly and i believe that if you say some things publicly and you regret them, then you think you shouldnt have said that, you should apologize but also publicly. Theres a room with 50 people. After my made my intervention, i said, you know, mr. Kelly, i want to Say Something. You served in the armed forces of the United States and you lost a son. And i should have never brought up your military service and i want to say to you how much i regret and i want to apologize to you. He was very gracious at the end of the meeting, we shook hands again and said, thank you, congressman, for saying that to me. It means the world. Im happy too. And sometimes, you have to take a moment to breathe and if you Say Something that you think was wrong, that you think was hurtful, that you think was inappropriate, its not about manning up. Its about showing your humanity and saying, lets do the right thing. Thats the way my mom and dad taught me to do it.
