But is that good enough for senator rubio to go from a no to a yes . The stakes could not be higher. President trump looking to score his first major legislative victory since taking office just about a year ago. And republicans who control the house and the senate, they want something to show for it. So lets go straight to our Congress CorrespondentPhil Mattingly live on capitol hill here for us. Senator rubio where is he right now . Whats he thinking . Reporter i think the most important source is the senator himself. As of now they havent weighed in as to whether that deal from 1100 to 1400 in terms of the refund of the Child Tax Credit. Several aides say it will get there. Several signed on they believe this will assuage concerns of rubio and mike lee tas as to wh this does. So what the change means. So the refundable piece is the amount family would get beyond their income tax liability. So if they dont make enough money to basically qualify for large portions of it, they would still get a check for something right now. That has become a very important issue for senator rubio. Talking about this for several years now. Senator lee too. He decided to dprau a red line yesterday. As you noted that sent Republican Leaders scrambling and house leaders scrambling. This is the fix they made. But another key point you made, brooke, there is nothing else they can do. This is the deal. Either they are on board with this or they are not. You mentioned the other votes out there, people still keeping a close eye on collins, and Health Concerns of mccain and cochran, so a lot of things up in the air. So talking to coauthor of this bill earlier today, they both said they believe they will have the votes. They believe that they will get there. There is no question about it. Still a little bit of a question linger go over things right now, brooke. So heres my quick follow up question on the health, because its unsure the status of both senators mccain and cochran, what if its 98 who show up . So look, its majority vote. Doesnt matter if its 50 senators or 100 senators that show up. Majority vote. And if there is a tie Vice President mike pence who we talked delayed his trip to israel, he is the tie breaking. So only 98 senators and there is a tie he can come in and break the tie. I think expectation that both of the senators will be back, but also a lot of question as to whether they will. Right now the main focus is making sure senator lee and rubio is happy and other senators get there as well while they hope everybody else, most importantly their health is better exhibit and return for the vote. For, let me begin with you, i think ending on phils point about senator rubio and the fact that this bill is locked. You know the rules. It was locked as of noon today. What was senator rubios political play here . And do you think it was a savvy move . I think it was a great move and congratulate him for doing it. Something ive been advocating for years and years. We need to expand the Child Tax Credit. Pushed for that and got it up to 2,000. And he also wanted to make it more refundable. That is, to effect more lower and lower middle income families that under the current tax bill dont pay a lot of federal taxes when it comes to income taxes but pay a lot of medicare and Social Security taxes. And what senator rubio wanted to do was make that tax credit not just refundable to the point of your federal income tax, but also to the point of your payroll taxes. And he pushed hard for that, hes been pushing hard for a long time. If you look at how the family was treated under this bill, as far as family policy is concerned, it was pretty much a break even proposition. Thats not good. And senator rubio and senator lee and others were complaining about this. This was really focused on growth which is a good thing. But we also have to care about families. And i really give him a lot of credit for standing up and fighting for this. There has been so much criticism how much this bill, and sally cone would be one, skews to the wealthy, not at all happy with this, but this particular provision is that senator santorum explained, sally, it is about low income people. He gives some credit for his stance, but there also has to be politics mixed in here with the policy, no . Sure. I mean, and, look, no one has seen the exact details yet. We havent had chance for both Government Agencies and independent body toss scoies tos bill. You want to make a bad bill that gives disproportion nate hand outs to the rich. Instead of pocketing that money, they will out of the goodness of their hearts decide to raise wages that they fought to keep low, and maybe create some more jobs. You want to invest in that theory again and take money away from working folks, raise their tax burden, and use it as an excuse to cut Social Security and medicaid, you can try that. This is maybe a little tiny crumb thrown at poor families to make this bill look slightly less heartless than it unbelievably is. A crumb. Okay. So you say its a crumb. Senator is shaking his head. Siim sorry, according to th senate bill, 62 , 62 of the benefits of this tax scam go to the top 1 . There is no question. And look the republicans are being honest about this. Their theory is that if they take money away from the common good and from middle class and poor families, that the big businesses and the super rich will then return that money through the goodness of their hearts to help the middle class and the poor who have just suffered under this bill. That is their theory. So they are being fairly transparent. Its just crappy economics. Its never worked. Hasnt worked before. Isnt going to work this time. Senator, do you want to respond to that . This is sort of a false narrative. The reality is the top 1 pay over half the taxes right now. So if youll cut taxes across the board say flat across the board tax, they would get 50 of the tax rate. Why . Because they are paying 50 now. The idea that we are going out of our way to give a tax break to people who are high income, well, those high income people, businesses, small businesses, et cetera, are paying the taxes now. So of course when you give a tax break across the board, which this does, this lowers rates for everyone, increases standard deduction, doubles it, which is important for a lot of families, middle and lower income people. There are a lot of benefits for lower and middle income people here. And yes reduction of corporate tax. Which by the way democrats and barack obama supported. Why . Because we are tired of businesses moving offshore. We need to lower them and be competitive so we dont lose jobs. People say thats a tax break for the rich, nine, but i want the jobs to stay here. Let me add on another benefit. This is what republicans would say. We cant lose sight of this fact is getting rid of obamacare, mandate. Thats another one. Thats a win for the country. Win for republicans. Let me be clear, i benefit under this bill. I do not need a tax cut. I am doing just fine. And lets be really clear. There is something that republicans never admit about their belief about taxes and economic policy, which is when the economy is doing really well, republicans say we need to cut taxes on big business and the rich. And when the economy is struggling, republicans say we need to cut taxes on republicans and the super rich. Its sabsolutely independent of facts and economic policy. Its ideological agenda to always help the people who they believe need and deserve the most help in the country which is big business and the super rich. This bill, at least the earlier incarnation, estimate today raise the deficit by over 1. 4 trillion. Now, i know senator santorum who is my senator my home state, when he was running for president he said that the exploding, he called it exploding deficit, huge problem. But senator is the deficit only a problem when we want to give food stamps to poor people or Health Insurance to sick kids . Whats your response on the deficit issue . Its a legislate issue. But heres what i would say, number one, as we know under the previous administration, democrats didnt say a peep about the deficit going up double in eight years, double from what it had been for over 200 years. Almost 10 trillion added to the national debt. And we are talking about a trillion, thats a big number over the next ten years, but i didnt hear a peep from democrats as we were spending way more than taking in. Heres bottom line, families are hurt, and this is what republicans are arguing, families are hurt when the growth rate is under 2 . Wages have not gone up in the last 20 years. Slowest wage growth that we have seen in the history of our country for wage earners, thats workers, people who dont eastern salaries. Im not talking about salary. Wage earners, those are the ones hurt. And this will help increase Economic Activity for wage earners. And we are starting to see the benefits of that with the trump ideas that hes put forward. You are seeing wages for the first time in 20 years actually grow higher than the rate of inflation. So you cant just point to, oh, you know, we care about the deficit. The deficit is driven by a Slower Growth economy. The more growth, the lower the deficit will be. I want to give sally the last word. Before i do that, when we talk taxes who do you think of . They want more answers how that came to be. All of this happening how the president and allies are intensifying their attacks on mueller. And listen to what he had to say about that hand former adviser Michael Flynn this morning. There is and absolutely no collusion, that has been proven. When you look at the house, senate, everybody is my worst enemies, they walk out there is this collusion but they are continuing to work. They are spending millions and millions of dallas. I served directly under mueller. Hes a straight shooter. They have the right guy doing the investigation. They should let the facts speak for themselves. If there is nothing there, there is nothing there. But director mueller will turn over every stone. They were talking about antitrump Text Messages during the campaign and we learned the fbi did not authorize this release in the first place. But is the republican criticism is it at all hurting the credibility of your former bosss investigation . What was displayed was egregiously bad judgment, egregiously bad judgment. And i think it does undermine ha future prosecution in this way. Peter strzok becomes a witness for the defense because of the things he texted and because of the things he was discussing, which borderline discussing taking action. Thats where the rub is there. So hes now a defense witness. Hes made it more director for director mueller. Who knows whether there is another indictment for broader conspiracy. But it certainly hasnt helped. But i think hell get past that, director mueller if there is a broader conspiracy, which i think has been singled gnalled flynn. So its made it more difficult. Just one last question about the texts made public between the fbi agents. In this political climate, chris, how difficult is it to find folks who would be considered 100 objective . And elise, fast forward we heard the secretary of state speaking answering just a couple of questions and said there were no daylight between him and the white house. And this is coming in after both white house and state department had issued statements correcting tillersons tuesday declaration that the u. S. Was ready for talks without precondition. So what did you think of what he said today . Was that walking a fine line . I think hes walking a fine line. Look, hes softening remarks from earlier in the week. I think the goal of denuclearizing is a shared goal among the administration. But i think what you have playing out is differenting view house to get there. And secretary tillerson firmly believes you should bring north korea to the table. Maybe not at first for these formal denuclearizing talks where north korea committing to giving up Nuclear Program is end goal. But can they get together and speak about the possibility of talks. Can they get together about talking about detained americans . And i think he was caught a little offguard when he said this about no preconditions. And everyone took it to see that he was kind of trying to make some new policy. I think that there is we see playing out the white house h has firmer view how to get to this goal. And secretary tillerson is secretary of state, he does want to bring north korea to the tablement he was looking at the audience that he had before him later in the week, china, the north korea, and he wanted to open the door a little bit. But i think today after the north Korean Foreign minister spoke, which was very significant. He may have not have addressed the council, north korean ambassador, excuse me, may not have addressed the council in 12 years, i think its unprecedented for any korean official, north korean official to address a u. S. Sent of state in the u. N. Security council. So i think even the fact that the North Koreans came today is seen as significant move. You might have heard a lot of fiery rhetoric, but beneath that just them sitting there and talking to one another is meaningful, i think. Meaningful for north korea. But i want to get back to tillerson. In Washington Post this had piece on tillerson. Ill read this piece of it. Another white house aide said largely deem the exxon chief executive as irrelevant. Is he irrelevant . Thats really harsh. You know, secretary tillerson is really trying to put this together now. So he says earlier in the week we should have talks and not be preconditioned. Now you just heard in the clip you played that he said north korea has to wrk its way back to the table. Those things are directly opposite and in contradiction. You have to imagine he got a scolding from the white house in between. So what we have is mixed messages coming from the u. S. Thats really problematic. Again. Yes, again. Because, you are right, back in october secretary tillerson when coming back from china he said he was ready to talk to north korea and President Trump said he was wasting his time. They are following this and can exploit this. What the secretary general said is, look, you can use my offices for discussion, i want to host a discussion, but lets not have miscommunication, because miscommunication can lead to miss calculation, which is very dangerous in this high stakes situation. It is a high stakes situation. Last time we talked on tv, all this reporting when will he leave, and is the white house trying to force him out, leaks or sources in the media. And again back to the question of relevance. Is he relevant . This is so important on a global, geopolitical scale yet who is listening to him . Differing views. This administration is not on the same page on many things, including north korea. You see that playing out. I think you see opponents of secretary tillerson willing to go out and further this narrative that hes irrelevant. And, look, the more they talk about him being irrelevant, the more he becomes irrelevant. I think, you know, when you speak to diplomats, and foreign ministers, they notice whats going on, and they dismiss it to a washington game of thrones. I think thats whats going on, you have different factions in fighting. Look, i think secretary tillerson has different views. Hes been clear with the president on that. I think what you dont see is the coming out by President Trump, a, you dont see him stopping the aides from bickering, but you also dont see President Trump coming out and tweeting about secretary tillerson, and kind of pushing him to resign in a way that you saw him doing that about attorney general sessions. You know, will secretary tillerson end up staying through the administration . I would say no. Bull i thi but i think the reports of early demise pink slip for christmas is not it. I mean, thats been omarosas signature from the very start. Also been Donald Trumps signature from the very start. People tried to warn her, given his policies that he supported and has tried to enact or has enacted. And so the idea that, you know, that omarosa and her relationship with trump would be enough to sustain them through the four years, and that she would be actually be able to be effective in this kind of white house just is an impossibility. Just wasnt going to happen. So i dont think we should be surprised at all that it happened. I think maybe we should be a little raise a couple of eyebrows over omarosa is not able to admit it. Admit what . Well, admit the fact that this is, you know, this is at the hands of her boss. At the end of the day she is still displaying that same amount of loyalty to donald trump even though he has thrown her under the bus. Even though he has whether she resigned or fired, but he put her in a situation that knowingly that where she was forced to deal with kind of racialized racist, bigoted incidents, and policies on a daytoday basis. So, you know, the idea that diversity all of a sudden we would be shocked that there is no diversity or lack of diversity in the Trump Administration is something that shouldnt be shocking at all. I dont have a number in front of me specifically africanamerican but i can sail we have a diverse team at the white house, certainly diverse team in the press office, and something we strive for every day is to add and grow to be more diverse and more representative of the country at large. Where is diversity . There is absolutely no racial diversity in the white house p and shockingly, surprisingly, when steve bannon acknowledges that the white house has a racial diversity problem, which he did in front of a group of black entrepreneurs, you know that there might be a racial probl problem. They virtually have almost no one at the senior level. They have ben carson. Im surprised Sarah Huckabee sanders didnt mention jerome adams the surgeon general. But for most people there is nothing, there is no way of measuring racial diversity in the white house. Because there is no diversity. And that should be one of the stories we are talking about. Diversity has traditionally been a bipartisan thing, serious commitment to a real racial diversity. Trump administration has been p front they have no interest in diversifying their cabinet. This is the white st cabinet we have seen in the last 50 years also the most male cabinet we have seen in the last 50 years. People were robbed along the way trying to get to bangladesh even after everything they have been through in myanmar. They had been the mothers mostly talked about the kind of almost, i dont know how to put it, but the intense fear that they had been living with for months in myanmar where they didnt want to send their children to the market, they were afraid they would be kidnapped. Raids in the middle of the night so didnt want to turn on the light because they didnt want anyone to know they were home. So hadnt gotten a solid night sleep in months fearing for their children. So for them there was a mixture of a deep level of shock from what they had been through, but at the same time a relief to be able to be in a safe place in bangladesh, inside this camp, being able to get a good night sleep and knowing that their children inside this camp were safe and that the people were welcoming them. And they didnt have to live in fear every moment for their children and themselves. So there was both things, really. Do you get the sense, being here in america, versus being there and seeing how its such an issue, you wish americans would pay more attention to this particular crisis. So here the floor is yours. What is your message . How can people here help . Well, my message is that our world is connected. We are one. We cant ignore things that are happening on the other side of the earth. Because the people who are in this vulnerable position of having to flee their homes are without a friend, they are alone, they have nothing. They have no food or shelter or money. They have no where to live. Their children are at the mercy of who takes care of them. So it is in hour best interesou best interest to help these people. I also feel from a moral perspective it is the human generous thing to do. You would never turn your back on a neighbor. And in reality we are all neighbors. So its a situation where you cant even believe how little they have. Its something that we take for granted, just having running water, just having something over our heads at night, anything, even a tarp, just a simple tarp, they are so thankful for, that you cant even believe the joy that comes on their face when they get the kit that you and hcr gives them to be able toll create a home for themselves within this camp. And the building and resource fullness and kind of spirit of the people, i think when you do see the sad images, its hard to take in, and you might feel like there is no hope. But when you are there, you are filled with hope. The children find a way to play. They make kites from little tatters of plastic bags. They find ways to make a little card and roll down the hill. They are laughing. I mean, its both really deeply saddening to see what theyve been through, and at the same time incredibly inspiring to see what people are capable of. So i think that for the future of the world, for the future of our country as well as all the countries around the world, we need to help them.
