Rerp they were calling travel restrictions. E he did so from a briefing on jan 31st. Then the president starts tweeting in the aftermath of london we need a travel ban. I dont care what anybody call it is. I call it a travel ban. Today basically started to adopt that language in the briefing return and turned on a dime. Heres more of what happened. I dont think the president care what is you call it. He cares that we call it National Security and that we take steps to protect the poem of this country. Its real simple. Everybody wants to get into the labels and the semantics of it, but the bottom line is hes trying to protect the citizens of this country. The danger is extremely clear. The law is very clear. The node for this executive order is very clear. The president s priority in protecting the people is very clear. Full stop. What is also very clear is that the president referring to it as a ban could jeopardize his chances at the Supreme Court. And did confirm to reporters that the Justice Department and the administration is seeking essentially an exe pe. Netted review at the Supreme Court of the travel restrictions. And of all people, the husband of Kellyanne Conway was tweeting he was up for solicitor general and a Justice Department position within the administration and he was tweeting that these tweets from the president earlier this morning could jeopardize that case. So the president may find out his tweets come with consequences. We heard say nothing mistakes in those tweets. Londons metropolitan Police Identified two of the attackers. Authorities detained 11 people, including seven women after a wave of antiterror raids. The president is lashing out. Here are the tweets from the president. Pathetic excuse by london mayor. Another tweet. They said theres no reason to be alarmed. A spokesman responded to those tweets saying the president was ill informed and added some context to the back and forth. Here is what the mayor originally said. Lon dobers will see an increased Police Presence over the course of the next few days. No reason to be alarmed. One of the things they need to do is make sure we are as safe as they can be. The mayor spoke out again about the attack. Why is the president pick in a fight with the mayor of london . I dont see the president is picking a a fight. I think the president s point is something he said frankly back almost two years now. A year and a half ago when the president talked about how we have to be more committed to National Security. One of the reasons we have the travel ban here through that executive order is a focus on National Security. That was the point he was trying to make. The president is saying that the mayor said theres no reason to be alarmed. Thats not what the mayor said. The mayor, in fact, said that the threat level remains severe. The chances of another attack are highly likely. He was saying dont be alarmed by the armed Police Presence on the street. The president direct ly misrepresented what the mayor of london said. I dont think thats true. The media wants to spin it that way. You think the mayor was saying there was no reason to be alarmed . I think that the point is theres a reason to be alarmed. President trump has been very clear thats his priority. Hes not backing away from that. I want to bring in nic robertson, hes outside 10 downing street. Whats the reaction there to this feud with the london mayor . This is another case of perhaps unintended consequences for President Trump. He said that he supports the british Prime Minister. E he says that he supports the british people at this tragic time, but the effect of what hes saying is the london mayor is seen by the u. S. Deputy ambassador here spoken about it for saying that hes doing a good job, hes commended and for being strong at this difficult time here. The reality is that were now just a few days away from an election. The british Prime Minister has positioned herself very closely with President Trump. Anything he says or does that can be viewed in a negative light in britain will reflect badly on her. The leader of the opposition has picked up on this already, this criticism by President Trump and who said the president clearly doesnt have a grasp and an understanding of the situation here in london or what the mayor of trying to do. The loader of the opposition is criticizing theresa may for her time in office and power here is cutting down on the police force. Hes criticized her for not the paris accord. Criticized her over the travel ban that came up several months ago. What President Trump can be quite toxic and is being used by the opposition against the Prime Minister. Britain goes to the polls and the race is narrowing between the opposition and Prime Minister. While President Trump supports her when he criticizes the mayor. Its the latest tweet storm that his administration insists are just tweets and shouldnt be taken so seriously. Listen. This obsession with covering everything he says on twitter and very little of what he does as president. Thats his preferred method of communication. Thats not true. Its social media. Its his words and thoughts. Its not an executive order. Its social media. Please understand the difference. Minutes ago the Deputy White House press secretary gave a different explanation for the president s tweets. I think they matter in the sense it gives him a Communications Tool that isnt tilter through media bias. I think the media obsesses over every period, dot, as john was a perfect example earlier. He made a mistake, his colleague politely corrected him. If somebody tr our administration had done the same, all hell had broken b loose and it was total chaos here at the white house. I think its just the obsession over every detail of the president s tweets. Back with me to discuss, matt lewis and dana bash, cnns chief Political Correspondent. Dana, how should we take these tweets . Are they official president ial statements . Of course, they are. Absolutely. It is the modern day statement. Its the most raw illustration of what hes thinking. Theres no question about it. As much as his aids want to say that they are not really that important, they are important. Even the president himself has said time and time again, he e sees him as important. As one of them said, he sees it as a way to get unfiltered. It isnt just us. Its often times people this his own administration that he disagrees with and this is his own Justice Department he disagrees with. I have talked to republican after republican, including one senator i saw earlier today. I mentioned the word twitter. He started to sweat. They just want him to stop. They have begged him in person to stop. I know people from his administration have too. And he wont. She was asked at that press conference is there any vetting of his tweets going on before they are being sent out because there was some discussion about that possibly happening. Her answer essentially was, well, im not aware of any vetting and moved along and deflected that question. It wasnt that long ago we heard a lot of his spokes people say his tweets speak for themselves. Really saying those are the bottom line. And i think they are. I think dana was correct. This is who he is. Theres a bible verse that says out of the abundance of the heart, the mouth speaks. That means whatever you really believe eventually youre going to say. The new version is out of the abundance of the heart or his heart, the hand tweets. That is who had he is. Thats what he believes. It has all sorts of ramifications. Your legal pr ramifications, but this is donald trump, what he really believes. I think its just amazing. Twitter is having a moment today. Kellyanne conways husband george who tweeted something. You had a breitbart staffer fired for a tweet. We have had some journalists recently fired for tweets. I think we cannot underestimate what twitter is doing to politics right now. It really is the modern day statement. And you cannot dismiss it as social media. It is the way you communicate today. Since you brought up Kellyanne Conways husband had, who was up for a Justice Department position, withdrew his nomination, he tweeted out this. They may make people feel better, but it wont help the office get five votes in the Supreme Court. Sad. From a legal view here, could trumps tweets impact this executive order . This travel ban . Its a good question. I can only imagine the level of exasperation among the president s lawyers at the Justice Department. Which he directs and where they serve. He is making an increasingly already difficult case increasingly difficult to defend. Lawyers sometimes have defiant unruly clients who are their own worst enemies, but it has to be special to have their worst enemy the president of the United States. Explain why you think hes making it harder for them to defend this case. Because Sarah Huckabee sanders seems to think it didnt matter what he wrote. That would have no effect. Every time the president seems to speak or fires off a tweet, he makes it increasingly clear to the rest of us that National Security is a thinly failed pretext for an entire religion. When the president criticizes the mayor of a major city after a terrorist attack who happens to be muslim, he doesnt make us or our allies anysafer. And you can just imagine what we would expect from the president. We expect more leadership. We expect a basic level of human empathy. You can just imagine if the Prime Minister of the United Kingdom or the chancellor of germany had criticized Rudy Giuliani the afternoon of 9 11, there would be outrage and appropriately so. Love him or hate him, giuliani was working around the clock to hold the city together. The mayor of london and good people of the city deserve the same. Matt lewis, is he undermining his own Justice Department in these tweets . Yeah, he is. Which is interesting because he signed off on that executive order that hes criticizing the Justice Department for. And hes also undermining his entire staff on different occasions. Trump will Say Something that is controversial. His team will clean it up and say what he really meant was this. And they will present it in a way thats much more palettable and trump will come along and say, no, i meant this. Its insane. And a lot of it is twitter. Had what do you make of George Conways tweet . You did a sitdown interview with Kellyanne Conway. Let me just give you a couple things on this. First of all, hes not somebody who enjoys the spotlight. When i interviewed Kellyanne Conway, he want theed nothing to do with the spotlight. I went back and looked at his twitter feed. E he has not sent a tweet since 2015 and that was about football. I think it was a year and a half ago, that just goes to show you how passionate he is about this. Not only sent a tweet, pu multiple tweets. Hes a supporter of the president , but hes also a legal expert, especially on Something Like this. You could just see his frustration with the president and support for people in the Justice Department who are trying to make this case. The fact that he sent these tweets speaks volumes and speaks to what i was saying about the frustration among people who really like the president and want his policies to succeed, that hes undermining them with his tweets. When i saw that tweet, i thought, oh boy, i wonder if it the president will take it out on Kellyanne Conway. Because its not something that is making the president feel good. Im a Firm Believer in there are a lot of Power Couples in washington. They should speak for themselves. But my guess is that the president will probably think the same since he saw the person who works for him on tv explaining and defending. Well see. We will see. Thank you all. Not the watered down politically correct version they submitted to the Supreme Court. Now those comments could weaken the arguments that his executive order does not target muslims. Let me turn to fareed zakaria. What do you make of all these tweets . Whats the president thinking . I think there are two possible interpretations. The first is that the president has sort of in a moment where he was not able to control himself, let his emotions get the better of him just vented and thats possible. We have seen that in the past. Theres also a possibility that the president is actually playing a pretty smart political strategy. He doesnt really care about the travel ban. He doesnt really care about the issue, the substantiative issues involved. This is a very powerful way of e emotionally signaling to his voters, to his base, i have always been the guy who wants to be really tough on terrorism, really tough on islam. There are the weaklings in the media, look at the mayor of london. Its not an accident the mayor of london happens to be muslim. Its a way of signaling im Still Standing with you. I still want to protect you. And look, the travel ban in in case is in trouble, he can always say you never tried my ideas. So the next time there is unfortunately and there will be a terror attack in the United States, President Trump will tweet. If only people listened to me. I think its quite possible that this is a way of reaching out to his base, sending all these signals, trump seems to have decided theres no need to pivot to the center. Perhaps because of all this investigation, he wants to keep his base strong. E he wants to keep his base strong because that will keep House Republicans with him. Is that because its a popularity contest so he wants to feel good by keeping the base strong. Or you think politically thats the way to win . Again, there are two possibilities. One is he clearly theres a streak that trump has and want thes to feel that that supportive of his core base. Theres also a political reality if theres swirling allegations, what he needs to shut it down is House Republicans. If the House Republicans stay with him, hes fine. What is important for House Republicans, primary challenges from the base. So it all points in that direction. As i say, its impossible to tell. It could be that its just uncontrolled impulse, but there may be political strategy here. Could there also have an impact worldwide with these tweets. Even if hes looking at internal politics here in the u. S. , going after the mayor of london, we have seen this backlash from world leaders, but also Leaders Within britain, our closest ally saying the president has it all wrong. Are you surprised they are not afraid to stand up to the american president . What im hearing from people around the world is we dont know whats going on in your country and what to rely on. So that the members of nato were told that the president was going to affirm article 5, the idea that if youre attacked, we consider it an attack on the United States. Which has been at the heart of nato ever since its found iing. They were told he will say that. He stands up at the podium. The speech he had been b given drafted by his National Security adviser had that line in there. At the last minute, he takes it out. So all these allies expecting that affirmation are let down at the last minute. So theres a a lot of that happening and these tweets play swoo exactly that idea. This is somebody who whether for reasons of emotion reasons or theres a political strategy is going to say wild, unpredictable offensive things. You have to get used to it. What that means is they look at the United States as less rational, less predictable, less dependable as an ally, which is tough. For them the United States has been the leader of the free world. Whether its directly associated or controlled by isis, or al qaeda, whomever, from the jihadist point of view, isis doesnt care whether the perpetrators on the London Bridge were true believes or just latched on to this ideology at the last moment. As long as they carry out the attack. I think whats happened is theresa may is sensing what is a growing frustration in the general public and also i can say this much. I have worked with the met in the past on counterterrorism operations. I know they are feeling the same level of frustration. The question is just like with hash tag campaigns and shrines and all those things that happen, just saying we need to stop being politically correct or enough is enough, that makes us feel tough and were doing something, but the real question is that requires a sea change in the laws or at least revising some of the laws. If they intend to get more aggressive whether its surveillance monitoring or working on the internet or how they can maintain an investigation, you have to adjust those laws so that Law Enforcement intel have a wider playing field. Which goes back to the argument of how far is too far in our democrat acy and privacyd these Prime Ministers we enjoy in a democracy. To your point, though, there were red flags about win of these individuals. One of these individuals is in a documentary. We have some video of this person. Its a 2016 documentary that shows one showing an isis flag. There you see the flag coming out. This is in a london park in broad daylight. He was apparently known to authorities. What are the challenges of stopping somebody like this before he acts. Because when he hasnt acted, they may have signs that hes radicalized, but yet what can you do . They look at that and would say, according to the laws that we have, the ability that we have to do anything, whether its ob going surveillance of that individual, its not like the movies. The public gets very frustrated because they hear these things. He was on the radar. You interviewed him once. He was part of an investigation. How could this have happened. The way it happens is that they have to act within what they can do. If they dont have sufficient evidence to say they can maintain the investigation, then they have to shut it down. They cant its not like the movie where is they say hes of interest or displayed the isis flag. Theres so many people that we know so in terms of that resource portion and surveillance, we can discuss more and more. We are short on time. But at the press conference, 300 people are currently being monitored by u. S. Officials. The resources are stretched thin whether were talking about here or over there. Thank you. Clearly steve bannon remains a strong force in the rhetorical and philosophical direction of this white house. Just go back a month or so and there was a lot of talk around washington he might be on his way out and could be looking for a job outside the administration or even might go back to breitbart. If you look at the events of the last few weeks, the nato speech by the president , in which he berated western leaders for not spending enough money on defense, the pull out from the Paris Climate Accord last week, and the way the president has reacted to the terror attack in london by bringing up the issue of his travel ban, it certainly seems like the populous wing of his administration is in the asen dance here again. How much of that is steve bannon putting these ideas in the president s yahead and pushing r them within the administration or how much of it is actually the real donald trump showing through . Hes in a bit of political trouble. He needs to con ssolidate the base. These issues during the campaign and they are clearly issues which will help him shore up the support right now. I wonder if the fact that Jared Kushner in a scrutiny surrounding him in the meetings with the russian ambassador, if that is giving bannon a bigger opening of influence he might not have had right now. Theres been talk of this competition since the start of the administration between Jared Kushner who are is is clearly very close to donald trump for family as well as political reasons, and steve bannon as the kind of sort of philosophical guru of trumpism. Throughout the first four months of the administration, you have seen both factions rise and fall. So the fact that jared kucher in has had some bad publicity over the last few week as he has been brought into the russian issue and drama has found its way into the inner circle of Donald Trumps family, thats one reason why people on the other faction might we also have to remember for donald trump, for him family is everything.
