Why the investigation is Going Forward this way. I think to the degree that the white house still wont explain its role in providing the information, why did the white house want to hide its hand on this, that cloud persists but nonetheless, were not going anywhere. If we were to walk away from this investigation in the house, it would literally cut in half the resources devoted to the russia investigation and its just too important that this go forward. Now, brooke, on the senate side the investigation is Going Forward itself, including interviews with witnesses part of the Intelligence Committee discussing information that was not included in that january assessment that from the Intelligence Community that said that people in the kremlin to the highest level, including vladimir putin, tried to sway the elections for donald trump. Those interviews have happened privately. Ive talked to the chairman richard burr who has said that they have gathered a lot of information as part of their interviews. They plan to have more Going Forward. Were seeing progress on both the house and senate side. The big question is when they have to make key decisions, will they come together . We dont know that yet. At the very least, both sides seem to suggest that the investigation is moving forward, brooke. Manu, thank you so much. Let me bring in dana bash along with one of the writers of that incredible Washington Post story, greg miller. Thank you both so much for being with me. Greg, well get into your report in a second. Dana, first to you on manu talking about the interview with mr. Schiff. This is the unmasking investigation and the documents that now the entire committee should be looking at, not just chairman nunes and this investigation into potential russian ties. Schiff says its the first investigation is a distraction. Do you think so . You know, i think the answer to that question depends on a lot on where you sit. It is not a surprise that adam schiff, the lead democrat, even though they say its not partisan, bipartisan, you know, these are partisans. They are elected officials elected to specific parties and it is not a surprise that he thinks that the notion of somebody inside the Obama Administration, Democratic Administration potentially or i should say allegedly. Not potentially. Allegedly by republicans doing something to reveal the identity of Trump Officials for political purposes, that is, the republican allegation. Thats the president s allegation. Of course, they say it shouldnt be looked into, particularly since this whole thing started, this whole investigation started with an eye squarely on donald trump and his associates and any connection at all that they had to obviously Bigger Picture and the most important thing here is how russia tried to influence the United States and this election in 2016. So i think the answer is, you know, probably its not for me to say, but if youre looking at this investigation from the point of view of adam schiff and other democrats, then, of course, yes. Yep. Yep. So on your latter point, and greg miller, thank you for being with us with this piece of yours, you write about erik prince of blackwater notoriety. This is someone who had donated 250,000 to the Trump Campaign, someone who would not, because of his history, have been involved in the Transition Team or the administration yet he holds this meeting in. Seychelles off of africa. Why did this go down . He shows up in the trump transition headquarters in new york in december where there are discussions where there are meetings with the Russian Ambassador happening and senior trump advisers at the time and, you know, then weeks later you have this weird encounter out in the middle of the indian ocean and, you know, i cant tell you that we are looking at the full agenda for this thing or understand its full agenda, but one of the shared points of interests between the trump team and the United Arab Emirates is probing for a way to separate russia from iran, to try to compel moscow to back away from its support from iran in syria and, more broadly, in the middle east. So you have this quote in your piece. I think it was the secretary of state for Foreign Affairs of the seychelles who you quote as saying, the seychelles is the kind of place where you can have a good time away from the eyes of the media. But i guess this time you smelled something. On some level, you will have these back Channel Communications. This is what the government is about. How do you reconcile the two . Partly, i dont know how i ended up with the short end of the stick and didnt get the assignment to go to the seychelles. Totally, by the way. Its a resort with russian wealthy individuals as well as members of the uae royal family. And i dont know if thats completely true. I mean, i suppose that there are at times back Channel Communications like this one but this one is really puzzling. I saw that this is not an impartial source but a knowledgeable one. Michael mcfaul, who served as u. S. Ambassador to russia and adviser to president obama during his transition periods, they had zero conversations or contacts with russians during that whole stretch. So the impulse to have these communications is part of what makes this story so odd. I mean, the repeated communications between Michael Flynn and the ambassador, the communications between Jared Kushner and the ambassador, the impulse to hide those communications and not be forthcoming about them until they are exposed in the press and this latest one about erik prince meeting with a wealthy individual in the seychelles. What do you think, dana . I think greg is exactly right. The fact that these meetings took place okay, you can explain that away on many, many Different Levels as an Incoming Administration trying to figure out who is who and what is what. But then when you dig into not only the content on the denials and then having to admit it, it just makes lets just say theres no fire. Theyre creating smoke themselves, which is that is really, really baffling. Good point. And then, of course, theres the next layer, a different layer that you didnt mention which is carter page, somebody on the letterhead of the Trump Campaign as a National Security adviser who did business, lived in moscow for a while and now is telling cnn, admitting to cnn and others that he did have a meeting with somebody who he didnt realize at the time turned out to be a russian spy propositioning him to work with him. So and that was years ago. Regardless, if you add all of this up, i mean, that even in and of itself is a dramatic story. But you include him with the trump world and Everything Else thats been going on, you know, its lee add to greg, its very perplexing. Perplexing. I think you said it perfectly. If there is no fire, they are the ones creating the smoke. Greg pointed out in his piece, no one is learning about these meetings, these interactions, until they are in the media and they are forced to comment on them. Greg and dana, thank you so much. Vice president mike pence holding new conversations with members of the House Freedom caucus last evening. Thats a conservative wing of the Republican Party that helped really bring down the first version of the bill. The Vice President discussing possible changes to the bill that would give the state actually more control. House speaker paul ryan, he also weighed in on these conversations today. . I dont want to put in some kind of artificial deadline. Those are productive conversations. That doesnt mean we have language and text thats ready to go and the votes are lined up. Thats what you need to do in order to get that, meaning, get members talking. Thats happening. Getting everyone engaging with everything. Thats happening. Now ways to improve the bill is happening. That is not to say that were ready to go. When we go, we need to have the votes to pass the bill and consensus that weve been longing for. So let me begin with you on this whole health care bid on capitol hill. What would be new in these talks that might make some of these House Freedom caucus members happy . Reporter so their big issue from the very beginning is the insurance regulatory structure thats in place because of the Affordable Care act. They want it gone, completely repealed. Heres what has been put on the table, what mike pence said, that they would essentially offer two things, the ability for states to opt out of the essential Health Benefits. Ten floor items that need to be based on the Affordable Care act and give them an opportunity to opt out of the Community Ratings, which is a requirement that the Insurance Companies not be able to increase premiums based on age, gender or your health. These are two crucial components and two things that the Freedom Caucus has made very clear that they believe drives up premiums and is the reason health care has become too expensive and the proposal, the potential compromise put on the table as opposed to pulling them out entirely, which would not be acceptable to a lot of the moderate members, theyll give states the opportunity, kind of a federalism pathway that we could look at. Heres the reality. While thats on the table, the Freedom Caucus has not accepted that compromise yet and this is a bigger problem to where we were 12 days ago. If you move the bill to the right, towardsed it Freedom Caucus members, are you able to maintain the support of the endangered where the essential Health Benefits or Community Ratings are not important to their constituents. Is that something where you can thread that needle . I can tell you over the past 24 hours, they dont have an answer on that yet. I think thats why you heard so much caution from speaker paul ryan. If your baseline is where they were 11 years ago, whether health care is dead and things are moving on, getting to the floor, getting the rec sit the 215 votes to move this forward, they are not there yet, brook. Phil, thank you so much. Lee whos been all over health care. M. J. , to you, on phils point, its like this slide, right, if you slide a little bit left, youre going to alienate the folks, the more moderate republicans. How do you get them on board and these folks . Its such a delicate balancing act. I think phil did a great job of describing the dilemma that the leadership finds itself in. Totally. The Community Rating is so important. Health care is very complicated, as the president himself has said. I think when people talk about obamacare and think about obamacare, one thing that a lot of folks do understand is that it eliminated the possibility that Insurance Companies can discriminate against those with preexisti preexisting conditions. They cannot be overcharged or dramatically overcharged compared to healthy people. The fact that they are now discussing the possibility of states being able to opt out of that is a huge, huge deal and i think the point that phil was trying to make, if you go this route, if the white house decides to think this through, how do they actually get the members that have concerned about the first version of that bill, how do you get them on board if they are taking the bill even more to the right . David, can i call you the paul ryan whisperer . If you are speaker ryan, what are you doing right now behind the scenes realizing this sort of delicate dance between all sides of the spectrum of republicans . Well, as the adage goes, once burned, twice shy. Everyone is being more guarded. There are more qualifications in all of the statements. But what they are trying to do is serve with the white house and the Vice President and saying heres what it might look like. There are other things that you have to look at. In addition, they are looking at the tuesday group. Because what happened almost two weeks ago is not only the Freedom Caucus was able to put a veto on this, the tuesday group had enough members to make it so they couldnt get to 216. This is the more moderate republicans . Correct. So now you have a situation where as you balance one way, you go another. Instead of being a flat program, it was rated on how much income you have or how much you spend on health care. And those people who spend more on health care would get a larger credit. Thats one of the ideas thats been floating out there that many of the tuesday Group Members might be inclined to support. A number of issues are being discussed here and as they go back and forth, theres once again a very delicate balance. The reason people are being more guarded is because they are out there on the edge one time and dont want to get to the edge again. They want to move up to it very slowly, carefully and so that everybody is in line together. What a difference a week makes. A week ago we were talking about the House Freedom caucus by name on twitter and calling out democrats, i wont work for you. Flash forward to now and meeting with the House Freedom caucus and, matt, the president did an interview with the Financial Times where he said, quote, if we dont get what we want, well make a deal with the democrats. If that happens, well have, in my opinion, not as good of a form of health care but a very good form of health care and it will be a bipartisan form of health care. As a democrat. Is that encouraging for you . Should dems be open to that . He has shown absolutely positively no way to negotiate with democrats. Everything youve heard so far has been about trying to piece together enough republicans to pass this bill without a single democrat voting for either the house or the senate. So, sure, if we completely scrapped the ryan care bill and came with completely new, democrats would talk to them about it. Theres no evidence that hes ready to do that. You know, the other thing we should keep in mind is that its not just the house. Last week, the number two republican in the senate, john cornyn, said that they are simply not going to do health care on reconciliation, meaning they cant do it with just republican votes. I dont know what the plan is, if they get this thing out of the house, but they dont seem to happening. Well, you really have to do it in two bills. You have to do it in two bills because the aca passed in two bills with all democrat votes. They are only going to be able to undo it and move in a different direction through, one, a reconciliation bill and a regular order bill which means youll have democrat votes at least in the senate, if not in the house. But that is what they are trying to put together here and senator co cornyn meant. Let me jump in. A perfect discussion and microcosm of what should be an issue but then you have the clock. Tax reform is coming to and infrastructure and they have to get this done, m. J. Speaker ryan said they dont want to have to set an artificial deadline. Paul ryan is very aware of the fact that he represents the broader gop conference. Were about to go into a twoweek conference and the very tricky thing about trying to reform the Health Care System is the members that came out against the bill, they are going to get a lot of meet the members who supported the bill will get a lot of heat. No matter where you stand, the idea of forming such a big law is going to be controversial either way. And i think paul ryan understands that. Coming up next, illegal crossings of u. S. Mexican border now down dramatically. Officials are giving credit to President Trumps tough talk. Well get into that. Also, former White House Press secretary Ari Fleischer joins me live. Hear how he says the Trump Administration is responding to this russia investigation. Welcome back. Youre watching cnn. Im brooke baldwin. Were getting word that theres been a substantial drop in illegal crossings between the borders of the u. S. And mexico. The number is 67 . Down 67 over the first three months of this year compared to last year. The reason for the drop . Donald trump. Thats according to testimony presented to a Senate Committee just a short while ago. This administration has said were going to address illegal immigration. I. C. E. Has started working in the interior unlike other times. That message resonates. The problem is, it doesnt hold for long unless those substantive actions continue. Thats a big deal, isnt it . It is. Its quite significant. 67 drop. Thats an illegal Border Crossing compared to last year. Thats compared to the testimony that David Aguilar told senators today. Were still awaiting confirmation. However, a source did provide cnn with date that that show as 63 drop. Thats unclear what the d discrepancy says. Either way, thats a dramatic decrease at the southern border and thats truly noteworthy. This is a trend that we have been seeing, brook, e, in the first two months of the year. And when you look at the raw data, crossings traditionally increase during the months of march and theyve done that every month. The decrease were talking about today is pretty substantial. Quickly, then, what is dhs saying on then candidate trumps talk on the border . Is that having an influence on these numbers . Aguilar said he credits the Trump Administrations stance on immigration for the drop. The Trump Administration is proudly taking credit for this saying that its due to the tough stance that its taken on immigration laws. If you remember back in january, the president signed two executive orders concerning the construction of the law and increasing the number of immigrati Immigration Enforcement officers who can carry out deportations. They say they are cracking down on illegals and the numbers show that. Meantime, more on the trump and russia investigation. Adam schiff talking to wolf blitzer earlier this afternoon ripping into the white house. Were trying to force the investigation to lose focus. Heres part of his conversation with wolf. I think there are a few things going on. There is, in the first instance, a strong desire by the white house that we lose our focus, that we not pursue the investigation of russia, particularly as it might impact the Trump Campaign. I think thats priority number one for the president and the administration. This comes after mr. Schiff publicly asked devin nunes to recuse himself from the investigation into possible ties between russia and the trump Transition Team. Nunes himself is a member of that team. As chemical weapons are suspected of massacring children and women and among 70 killed so far from air strikes that activists say gave off a poisonous gas. One doctor near the northern syrian village of idlib tells cnn 500 wounded patients covered the floors of just one hospital. Mothers and their children dying of asphyxiation, foam covering their mouths. Im joined by rick francona, Senior International correspondent arwa damon fresh off a plane from mosul covering the air strikes there. Thank you so much, as always, with regard to whats happened in syria, we remember the chemical weapons attack from 2013 under the Obama Administration and you have talked for years, having been in syria with these activists who are beyond angry. They are devastated. And ive said this before but i truly think were going to need to invent new words to describe whats happened in syria and the emotions that it generates because imagine being syrian. Imagine going through all of that cycle of violence and having the United States of america and say chemical weapons is a red line. I remember an activist calling me and saying, arwa, do you think they are going to come save us now . That didnt happen. In fact, the violence there was allowed to be perpetuated with impunity and now we have it being repeated again. Little children suffocating to death. It wasnt just the poisonous gas attack afterwards, according to activists on the ground and doctors. Hospitals were targeted in air strikes as well. Its this relentless cycle and were watching it happen. Were allowing it to happen. Let me just read you the president was handed this to me from the president. Todays chemical attack in syria against innocent children and women is reprehensible. The heinous acts are a consequence of the past administrations weakness and ir resolution. President obama said he would establish a red line against the use of chemical weapons and then did nothing. The United States stands with our allies across the globe to condemn this intolerable attack. Colonel to you, coming off that statement yet at the same time we know the Trump Administration last week said the priority was not to oust assad but was to oust isis. How do you square these images . The United States is now in a difficult position and we put ourselves there by not doing anything in 2013 when we allowed the red line to be crossed. And then when we wanted to do something, its too late now because weve got the russians there. The russians are going to back up the syrians no matter what happens or well rely on the u. N. The russians will protect them there. So if anybody wants military action out of the United States to stop these chemical attacks, i dont think thats going to be happening because of the russian presence there. The opportunity for us to declare nofly zones, to set up safe areas all of that ended in 2015 when the russians showed up. The russians are the complicating factor here. Unfortunately, were going to see more of this. Every time the regime gets backed into a corner, and they are fighting a tough battle, this area is only 20 miles northwest of hama. Its a symbolic and strategic importance to the regime. They will use any means they need to defend it and we see what they are doing by using chemical weapons. If they get backed up again, theyll do the same thing again. As arwa says, weve seen this with the systematic destruction of virtually every government in idlib. What do you think . I think the Trump Administration has an opportunity here. Its easy to turn around and blame the predecessor for the situation that youre in but are you going to look back on history and allow it to repeat itself or are you going to take actions . Yes, syria is complicated and the russian factor has changed. The dynamics on the ground, to a certain degree. But there are pressure points that can be applied. There are negotiations that can be made at this stage and if the Trump Administration really wants to stand behind these kind of statements that its putting out, there are other options to be explored, things that turkey, for example, like safe zones inside syria. Yeah. Thank you and, colonel, with all due respect, i hope youre wrong and that there are not many more of these and i hope the administration, to use arwas words, uses this as an opportunity to do something. Since we just kind of came out of this whole conversation on syria, i should go ahead and begin there with you. I read the white house statement a moment ago from the president but we have some sound, also, from the british Prime Minister theresa may also reacting to the atrocity. Im appalled by the reports of a chemical attack in idlib by the syrian regime. We condemn this in all circumstances. If proven, this is further evidence of the barbarri ism of the syrian regime. I call for all to have a transition away from assad. She said it so clearly there. Can be no future for assad. You know what the Trump Administration said last week about the focus now more on fighting isis and less about ousting assad but england is our closest ally. Should we for the be on the same page . Well, the problem with that, of course, as heartfelt as it is, thats exactly what barack obama said and assad does have a future. He made one for himself because barack obama did not act. Its one thing to use the rhetoric, the kind and compassionate rhetoric, theres no future for him. But that has nothing to do with the facts on the ground. Look, i wouldnt mind if we took military action and destroyed something and killed some people who are very close to assad to send a signal that we will not allow this to happen. I wish barack obama had done that when he drew the red line. He should have. We have indeed leaving with the consequence of a red line that was erased. I understand republicans are criticizing the Obama Administration because he did draw that red line and walked right past it after that chemical weapons attack of 2013. But the question is, what do you do now . Let me play some sound. This is sean spicer speaking about syria last week. With respect to assad, theres a political reality that we have to accept in terms of where we are right now. We lost a lot of opportunity the last administration with respect to assad and i think that arwas statement that u. N. Ambassador haylee gave yesterday and secretary of state tillerson reflects the reality. To arwas point, shes been in syria and has talked to the activists who believes that the world has turned its back on syria. One last question and then well move on. What could the Trump Administration use this as an opportunity to help . Well, as i said, i would support military action and send that signal that we will not tolerate the use of mem cal weapons. It should have bb done before and can be done. Id be careful now about assad himself in that as we learned in iraq, you better have a plan in place if you take down the leader of the country, would that create more instability in the middle east. I think there are things that can be done. Sean spicers statement is a reality. Hes acknowledging the life on the ground in syria. Lets talk about health care. We saw that mess a couple of fridays ago. Didnt quite even get to vote on the floor because of the House Freedom caucus saying it wasnt doing enough. They called it obamacarelite. Now you have the resurgence of talks. I mean, how do you think the white house where do you think the focus should go . Last night it was the president meeting with the House Freedom caucus. Tonight its the moderates. How do they thread that needle . Republicans squander their best chance. Your first chance is always your best chance. Now my party is how do you put Humpty Dumpty back together again . Can you put hump tea dumpty back together again . That will test things here. The only thing is that it took place early and if they can get the will of the members to compromise but whats driving republicans, it was such a fundamental promise republicans have made for seven years that they would repeal and replace obamacare and then they failed to do it. And so they have this drive now to fulfill it because they promised they would and i hope they can. But ill tell you, brooke, i give it no more than a 33 chance of getting it done. It was a 50 50 chance when they started it so i think you have to let the dust settle and go on to other issues and kbring brin the front burner when the time is right. If they had been working with the House Freedom caucus, President Trump called out members of the House Freedom caucus on twitter and now they are meeting with the House Freedom caucus and told the Financial Times, maybe democrats we want to work with you. If youre a member of congress, what are you thinking and how do you get anything through . Were thinking its a mess. Youre thinking Humpty Dumpty is broken. I just wish they would all work together. Thats the real problem with washington and where its particularly painful is now theres a problem inside the republican caucus. Was it this bad when you were in the white house . Well, we had two major failures but one involved comprehensive Immigration Reform and the other involved Social Security reform. In both those instances, we never pushed it as far to seek a vote or get a vote. Like this one, i credit donald trump for trying. He tried to get this threw the house and the problem really was that the House Republicans were too fractured to get it done on a core issue. I dont mind divisions over ideology but on the core issue at the end of the day, they need to make the necessary compromises as a caucus to get it done. Otherwise, whats the point in having republican control . Ari fleischer with the Humpty Dumpty metaphor on this tuesday, thank you, my friend. I appreciate it. Thank you, brooke. Coming up next, attorney Jeff Sessions making a bold move to potentially undo the work that the Obama Department justice did on reform. What that could mean on the streets. Youre watching cnn. U. S. Attorney general Jeff Sessions sending shock waves through Law Enforcement and civil rights committees, he just ordered the department of justice to conduct a sweeping review of all obama era Police Activities that would include the baltimore, maryland and ferguson, missouri. Sessions did not rule out changes to these federal orders. So Leslie Laurie is our Washington Post political reporter and youve been all over this. You first reported the release of the attorney generals memo and the socalled Consent Decrees. Theyre formal reform agreements, former president Obamas Administration negotiated with different cities. What is the Trump Administration trying to do with these . Of course, these Consent Decrees, these agreements are essentially binding interactions between the federal government and the local police department. Its when the federal government comes in and conducts an investigation as we remember in chicago and ferguson and it concludes that the local police are violating the civil rights of the residents. Now, it forces the residents into the cities into binding agreements overseen by a federal minder or judge, requiring certain reforms. People like attorney general Jeff Sessions and others have been skeptical of these agreements and they argued that the federal government shouldnt be forcing local police to reform. So by ordering a review all of all of the agreements it potentially imperils the findings in the agreements itself, right . Essentially attorney general sessions is saying i dont trust the previous investigations run by the Justice Department so im going to review this. So it raises questions where there are agreements in place, what this review might mean for them. What about baltimore, theyre work under the Consent Decree and the mayor of baltimore, she says the city is ready to move forward. What are the implications of the review in baltimore, chicago, new orleans with the agreements in place . In cities like that, there are reports that came out years ago, there seems to be less likely of a chance of a maw orup heaval. They agreed to the reform. Baltimore just entered their agreement, earlier this year, so there is still a lot of federal participation that needs to be done, so there is a world in which and we heard from the mayor in baltimore and the police that will bring it to a halt. In chicago there is not a formal agreement. Its still being negotiated between the department of justice and the police. And this raises question whether there will be ever a reform agreement. You have an attorney general who dont believe in this and he is taking steps to review these grandmothers. Will chicago ever receive a reform decree and argument .
