Addressing the 30 Million People, gives them greater choice and one issues i have with the models is they are very static. They talk about this prong only. When you look at the subsidy, without looking at prong two and three and how those will additionally drive down costs its not fair analysis of where have the plan is going, but right now i detailed it to jim. We have a system that mandate that is people buy Health Insurance under penalty of law and its not work sing so the question is what can we do instead. Of course some people are going to choose in a free society to not purchase something. At some point you cant force a product or a good down people in a free society but if you can give them a quality product that severs their need, thats a great greater likelihood on every economic model that that will work, its frankly o101 it is te likelihood that more and more americans will get health care. I want to see if you have a answer to a question i asked you yesterday an one that you did not know the full answer to about whether or not there are repercussions about that fiveyear lobbying ban. Im sorry i do owe youe an x explanation and will get back to you. And you talked about this binary choice, its either this particular legislation or obamacare. Right. You have republicans in whole of the house and the senate. Why do they have to vote on this particular bill. Why cant they negotiate on something that for instance the Freedom Caucus believes is a better legislation . At the end of the day, has to get at least 218 votes. You obviously want the greatest number of votes as possible but get 218 and on the case of a Senate Reconciliation only 50 votes but thats your floor and what you need to do is get enough members coalescing around you, you can go as high as 435 in terms of the ceiling, but it going coalesce you to get 215. Regardless of what caucus or faction youre part of, if you have an idea and can make it more patient centered, were all f for it. Speaker ryan has been talking about theres been a lot of talk and issues in terms of getting members at least in the republican section to make this a more Patient Centers thing. It sound like you were telling mike to ask paul ryan about phases two and three. Phase two would be regulatory measures that the president and secretary price would be in charge of. When can we expect to see a list of those from the white house. I will ask secretary price, i know when he came out to talk with folks about the score, i would be glad to see if we have a timeline and followup on you. You were saying that you are confident about the 60 votes . Yes. And the final thing on health care as well. Yesterday secretary price said he wasnt saying to disrecord the cbo report completely but sounds like the administration is ark guing and you from the podium, you are saying the cbo is consistently wrong and question their credibility. No, to be clear cbo is a budget office. Thats why they are created and what they do, and i think to look at them in terms of budget numbers is one thing, thats their job and on the aspect of budget impact it talks about how we see a 25 increase in premiums under obamacare and markedly shows under the current m ameri American Health care act, its not a fact of us trying to characterize it its a fact. They were over 50 wrong the last time, the point were trying to make is when you look at their record an saying the last time they did this they were off more than 25 . They projected 24 Million People could be covered by obamacare in 2716, the number was initially 10. 4 and its dropping so if youre using that as a gauge to determine your vote you need to question what they count. They count, they look at budgetary impact, they have been vastly wrong and its important for people to understand the numbers given to you. Jordan. I asked you yesterday about the president s response to steve king. Do you have anything on that . The president believes this is not a point of view that he shares. He believes hes the president for all americans so ill leave it at that. Jim. Reports surfaced friday that lawmakers who dont support the version of the american he American Health care act if its true can you tell us what the president is looking for in terms of congressional candidates . I dont have anything on that. Two questions, the first one, does the president believe he was surveilled through microwaves and televisions . I will just say the president has tweeted about this. Hes pretty clear he believes there was surveillance conducted during the 2016 election and wait for the conclusion of that. I think theres pretty sound evidence that the microwave is not a sound way of surveilling someone and has been cleaned up and made in jest i think we can put that to rest. You said that the cob should be abolished. Would the president agree with that. Cbo, i got it wrong with you, now were even. But look, speaker gingrich obviously ill let him comment on the house, the cbo was established in 1994 its up to the house and the senate to decide. Ive not going get in the business of telli them. Can you stand here today and say that the president will keep his promise of insurance for everybody . I think the president s goal is to make insurance available to everybody, yes, thats what he intends to do, the goal of this is to make sure that every american has the choice and a plan that they can afford and that they have the choice to buy and thats not what they have now. Sean, i wonder if the white house has a view on reports from blum berg that Jared Kushner stands to gain a half a billion dollars with a corporation link today the Chinese Government or has been linked to the chinese corporations. Jared went through great extent, although hes not taking a salary here he complied as if he was an employee an went through extraordinary lengths to make sure he deacon flikted himself. Sean, you said the president still stands by make sure that insurance can be afforded by everyone. Whats your specific response to the cbos, estimate 64 years old right now under current law could shell out 1,700, but under this the premium would go up to 17,000 to 14,0 14,067 . I think that analysis takes into consideration the message is a 64yearold doesnt need maternity care, certain medical Care Services provided to them by this government product forced down them right now, so right now you have a product that doesnt fit where they are in life or the services they need, so number one having more choice and n the ability to taylor a plan towards the needs that an individual has whether its an individual or family, number two, they dont have any competition, so when you combine both together, i think that number goes way down and then the third is that they can have whatever subsidy they want now. Again theyre getting a subsidy to a plan that has a very high deductible so they have a card but not care and that is again not an apples to apples argument. Is it just wait its not just wait. You have to look at the totality of what were doing, but right now in the scenario youre giving a 67yearold is boyiuyia plan they dont want or need and for the most part not giving them the ability to see is it doctor they need to. Thats part of the thing thats missing, you can have a premium thats sky rorocketing, you mig get an appointment but not get in. The budget is coming out thursday and trying to find out how detailed is that going to be . Are you going to be giving agen agency levels, are we going to see what programs are going to be eliminated. I know theyll walk through different aspects to have budget tomorrow. I dont want to get ahead of him on this, so lets figure out where we go first with what he has an then well have a full presentation on thursday. Did you just say the infrastructure plan is going to be part of that have. No thats separate. One of the immigration promises was to pursue and will accepting h 1rks applicat, can we expect movement on that . I think thats looking at the entire look thats being taken with respect to the visa program and we will have more for you as we get through the system. Thank you guys very much. Were headed off to detroit and nashville tomorrow. If youre not on the trip we look forward to. I hope everyone wears their green on thursday and friday. We have a double shot this year because of the roads. Stay safe on the roads. Sean spicer speaking, its the first time we have heard the white house speaking on this Health Care Bill. This republicans bill since the cbo scored it just about this time yesterday. Im Brooke Baldwin thank you so much for being with us, but this is the first time that we have gotten hard numbers, you can see from the graphic, 24 million americans would have no insurance by 2026. Just so im hearing this clearly. We have the white house and sean spicer standing by the plan. We have the president saying this will b a big fat Beautiful Health care plan, but no ideas. Speaker ryan who is not budging on this, sort of like the ryan bill and hearing from the Senate Majority leader Mitch Mcdonnell saying that they will make changes to the bill but send it to the house bill. I also think the house is going to make changes from what it sounds like. I think they realize that they cant pass it and as shawn transpires was saying basically, that it is now or never ch you have you have to look to the numbers, and people are not going to be forced into biuying insurance. He also said ask paul ryan. Right. But what was interesting to me about this, at the end he was asked does the president still want insurance for everybody . Does he intend to stand by his promise. And he said yes, but his answer was to that was everyone should have a choice and a plan they can go to, so theyre met r metr metric, everyone should have access, not everyone should be forced to have health care. Shoved down their throat. What do you think . My take away right before the news conflens is whether or not donald trump was going to cut and run. I think we saw that donald trump is willing to negotiate and wheel and deal. And it being called ryan care. And i like the fact that he said its not his. He said obama didnt put his name on it. Yeah, he said its not about labels and names, though they did embrace it at the end. And for donald trump is getting a deal done. Right now theres no deal to be had. If you ran on this repeal and replace, why dont you want to put your name on it . Because its a loser. Its a losing cause. You have to give paul ryan credit for walking into the lions den. This white house if they have numbers favorable to them. Boy that c bo, theyre really terrific, but on numbers unfavorable, theyre lousy coming up with number of people that are going to lose their insurance. You cant have it both ways, just doesnt sound like a credible argument. We want to talk to dug holtz eakin. Before we talk let me play a little bit more of sean spicer today talking about this bill and the c bbo. You keep a pointing out that the cbo did not take into account phases two or three in their scoring of the first face of this. How were they supposed to take into account something that doesnt yet exist . I think theres a question for the house to offer. There are constraints in what they can and cant consider. But if members are going to base their vote off a score they need the understand the comp h comprehensive what im saying is that the question that keeps being asked is to see all the reports on this about how its going to impact and not note i dont recall too many pojackas that ran last night noting it was one piece, noting that it was prong one of three prongs, so respectfully as we have gone through out here to help people understand, the concept and why it has to happen. In terms of how it gets repealed and replaced the senate side, this is inhouse senate talk is not easy, but the way we have to go because of the senate rules. So many people are its a really complicated issue. How can the cbo know something that doesnt exist, what did you think . Cbos job is to score bills, says how much money will come in and how much more will go out and they thridelivered their an, they said it will save you score the bill, you cant read peoples minds, you read language and score it. There are benefits to public policy, the senators, the speaker of the house to make the case that the benefits of this are that the costs are reported. It comes in three phases, worth in terms of what were saying the cbo numbers released. But its the president s job in the end if he wants this to pass. What do you think david . Are you saying the cbo should not have issued the numbers of people who will lose their insurance, are you saying theyre bogus numbers . No, if you look at any cbo, it has a estimate you cant get an estimate for taking a bill, we look at tex accurate, how many people will be taking medicaid. Arent the numbers credible . They are first rate professional numbers as they always are and subject if you read their own words to enormous amount of uncertainty and reasonable people can disagree where the numbers land but no to question the cbo, thats all perfectly natural, do they over estimate the cbo individual mandate. You can ask the question when they take 10 million a year and have the chance to help some of the most expensive patients, but i dont think anyone should question. They did their very best. But dont you think because republicans are kind of in a hot spot. Because theyre constituents are now saying wait a minute. I may be not have insurance if i was on obamacare or whats it going to cost me if im 64 years old or if im from a red state that could be affected disproportionally, politically do you think this is an issue . I dont think the issues were changed dramatically by the cbo score. They had to get a bill that would get 218 votes in the house and be signed by the president. That means they had to find the health care legislation, something between both parties that stretched to susan mack l mccollins, theyre learning the lesson of governing, there will be things in there that each member doesnt like but dont have if luxury as they did when not in control of just saying no all the time, theyre going to have to say yes and this is a piece of progress. Thank you for your exper ties and expertise. The news on wiretapping, sean spicer was asked a couple times that when the d. O. J. Is going to provide evidence. We know the deadline has been extended so he made news in his response. As you know the d. O. J. Now has an additional week to produce evidence that President Trump was wiretapped by the bam administration, how confident is he that he has evidence to support his claim . I think hes extremely confident. Ill let to d. O. J. Comment, but as ive commented the past i think theres significant reporting that have existed throughout the 2016 election, theyll leave it to them to issue their report but feels that this will vindicate him. When a decision is announced, whatever evidence or potentially no evidence is released, will he make statement about the evidence or lack of evidence . Ive been asked this i think three times and i dont want to prejudge, im sure he will do a fine job, i will not be able to escape it but dont want to get ahead of what the president may or may not do. Jim. [ inaudible ] as i mentioned im not going because the House Intelligence Committee has given the administration till monday im not going get ahead of what they may or may not submit. Possible there may be nothing. No, at least from where we stand we know theres significant reporting on the subject. Something will be presented. Yeah, i feel very confident of that. That was news mark preston, very confident, extremely confident. Evidence to be presented. This long nightmare whether he was wiretapped or not will be answered yesterday when director james comey will testify. I dont know what to say that the president continues to be confident and yeomans working to out and answer the unanswerable and i think thats what we saw with sean spicer on the wiretapping issue. In referring to the evidence he talks about significant reporting and would exclude any information coming from him other than any other the president put the tweet about the wiretapping based on news reporting, mostly it did not support his contention. Theres also a big difference between wiretap and surveillance and president obama, whether it the russians or whatever, theres a story there and the tweet itself which was that president obama order add wiretap and is a bad guy as a result, im thats the question that perhaps comey will answer. That has bigger repercussions, hopefully answers on monday. The white house is also responding to republican congressman steve kings remarks that so many people are saying are racist and the president arising about brand new remarks of race. Stay here. Were back, youre watching Council Member nur cnn, im Brooke Baldwin, 24 million estimated to loose coverage under this new health care plan, some of the most loyal Trump Supporters could be the ones who are hurt the most. Jeff so nice to see you. Thanks very having me. You provided all these great county, graphic and numbers, flat out explain why the trump voters, the most loyal of loyal get hit the hardest under this plan . Lets go back to what obamacare did. One of the big things it did was set aside a lot of money to help people who couldnt get money from employers to get it themselves, they got a subsidy, got tax back in form of tax credits and people were really taking advantage of this program. The new plan to repeal obamacare and replace it also has tax credits but the problem is they dont adjust for the local cost of care an thats a problem because in rural area that is tend to vote republican the cost of care is really, really high because you dont have that many doctors, less competition so these people face really expensive Health Insurance costs and the new plan under the g. O. P. Doesnt do that much for them. Let me play you some sound. This is a woman who actually met with the president yesterday. Part of the Health Care Listening session. Listen to this. Were a Small Business owner, cattle ranchers, we cant afford it if we pay year after year, our food source is in jeopardy because of this health care law. Thats my basic. I know. Its all right. Dont worry. Dont worry. This is whats happening. Its gone up three times then you have to pay if you dont want to use it you have to pay. Thats the old time beauty, you dont want to use it you have to pay. Kerry the cattle rancher says she cant afford insurance under obamacare but what if heaven forbid she didnt have insurance and she got sick . Right. Well the thing is a lot of these rural places where Health Insurance is really expensive, what obamacare did was said were not going to let you spend some small percentage of your income on Health Insurance and the rest the government will help fill that gap, were going to give you that money and hopefully you can afford it. Some people still cant afford care under that system, but if we take away from them then its going to be harder for them to afford Health Insurance. The other thing obamacare did was had tax credits for Small Businesses to help them pay for Health Insurance for them and their employees. Thank you so much from the washington post. Joining me now david urbin, first to you, on the then candidate. Then nominee and now the president promising americans you woent lose your coverage ad keeping his promise and how does that square the with numbers i think i heard sean spicer say the president intends to keep his promise, what did you make of that . Brooke, i think this is an opening act in a long play, negotiations to get a house bill. You heard senator mcconnell it will change and will look markedly different by the time he signs it. I think he will uphold his promise and everyone will get coverage. What do you think . I dont think its going to happen. This is a Health Care Bill which fewer people have health care and thats probably a really bad idea. But brooke, you heard sean talk about this. Fewer people under the current law people have access to health care but they dont have health care. Theres a complete difference here. President clinton called the obamacare plan crazy, senator schumer said we need to reform the plan. Its clearly not tenable, so the president is going to continue to work with it with the speaker and senator mcconnell to craft a plan much better. What they should do is take whats there and improve it. Thats what eshamericans want t to do, thats what you do in the work place, if its not working as well, you improve upon it, what happens and proven by the cbo numbers the amount of people before they had Health Insurance theyre going to go back and it will be fewer people have insurance than actually did at that time. Brooke you heard talking about the cbo numbers before 2013 and they were wildly off, cbo numbers are simply an estimate. A best guess by cbo. Paul ryan is a huge piece of the conversation, essentially his bill in the weeds on this and you heard sean spicer talk about this saying talk to speaker ryan and then you have breitbart just a couple months ago criticizing then nominee trump. Here he was. His comments are not anywhere keeping with our partys principals and values. I am not going to defend donald trump not now, not in the future. You know the concerns i have of the nominee. I hope you appreciate im doing whats best for the members not me. David, why conservatives, a lot of conservatives are not thrilled. This is the opening ablct of a long play, but still why make paul ryan the fall guy here . Because i believe the speaker told the administration certain thin things about this plan, made certain representations and its his plan. I believe that he sold this plan this administration probably told him he had 218 votes and they were going to get through and maybe that wasnt the case at the time. I dont know. But well have to see as mark preston said earlier, how long is the president going to stay with this plan, is it going to move forward . I think thats something to be seen. I think the breitbart piece is right on point. Jason is this a ryan care piece or a trumpcare piece . I think its pretty telling somebody who has been eager to put their name on everything ever in their life from steaks to universities that scams people wants to stay as far away now as possible. I disagree to his point about scamming people. I think clearly folks who settled their claim would disagree with you but it doesnt really matter because President Trump plastered his name on everything, now all a sudden theyre doing everything they can to say it was the speakers idea. Again, this is a legislative process guys, you cover washington, work in washington, this is the house, the senate goes at it. Go back to schoolhouse rock if you dont know how it works. The way it works is you have a Health Care Bill and provide health care to fewer people then youre probably not going to pass the bill. Again, do people get health care or do they have a card that says health care. Sean was clear on that and made a great distinction. I have a choice to get a membership at maralago, i however cannot afford one. People have the choice whether or not to get health care but doesnt do enough to help them afford it which is why 14 Million People are going to Lose Health Care right away. I feel like im watching p g pingpong, pingpong. Thank you very much. All this talk of health care, secretary tom price will be on cnn tomorrow night in a town hall. Wolf blitzer and dana bash will be moderating. Iowa congressman steve king make making headlines yet again about new provocative comments about race, what he has said now and how the white house is responding coming up. Two days in a row talking about iowa congressman steve king and his comments on race, days after saying quote we cant restore our civil situation with somebody elses baby, now on radio. Is there anything about the tweets over the weekend that you would change . Not at all, dan, ail probably be putting more out here that will cause them to think about a little bit more and their effort is to be celebrating because the United States is moving toward becoming a minority, or majority according to if you would talk that way they would call you a racist. Thats true. But whats their utopia, jorge ramos is trying to identifying wedges between race, race andet and ethnicities, and hes adding up hispanics and blacks he predicts will be greater numbers than whites in america, i predict the hispanics and blacks will be fighting before that happens. Let me bring in political commentators, mark la hill and paris denard. Let me begin with you, again he says i will predict hispanics and blacks will be fighting each other before that happens. What do you think he is saying here . I mean, if hes talking about race war, talking about violence, talking about the inherit violent nature of blacks and hispanics at the same time hes doubling down on white nationalism, speaking of our babies versus theirs, antiblack, antibrournwn, i wo like to hear Party Members disavow that. Whats important is to put things in context and listen to the totality of interviews and not just sound bites so i actually took the time to listen to the entire piece and what he did with another network to try to get a better understanding of what he was talking about and what is congressman referring to, what i believe what i green gleaned is the lack of Cultural Values we have in this country today, so his point is as i have gleaned is trying to get america back to a place where we are together as one where were speaking english where people are assimilating to this society rather than having people coming from other countries and not assimilating and being part of the American Fabric which we all celebrate which is diverse that is africanamerican, latino, hispanic, but you have to come here and be a part of the american tapestry and i think thats what he is referring to. Thats a fascinating point. I would be curious to know what time period paris is referring to where all people celebrated a singular American Culture where all people learned english or woven into the quilt they were out cast. Cultures, different ethnicities, there is no singular culture. He went on to say in another interview, if he could change that tweet more than 140 characters he would say somebodyss baby unless we adopt them, meaning we have to take care of america and put america first. And to marks point, youre absolutely right. When Irish Brothers and sisters, when our jewish brothers and sisters and others came over here, they were isolated, but the difference is now, you can see the evolution of where they have come as a group of people. Assimilated into society, we have an irish person become the president of the United States in john f. Kennedy. We had a catholic person become the president of the United States in john f. Kennedy and an africanamerican president in barack obama. You can assimilate if you dont isolate. His narrative is that liberals and others are pitting each other pitting each group against each other. So, if they continue to go on that, we will be fighting because thats what liberals and others are doing, pitting each other against each. I didnt mean to cut you off. Heres the issue. One, historically they didnt just assimilate. Assimilate suggests everybody gets molded into one thing, the melting pot. Its not a melting pot, but a salad bowl. Everybody comes in with their own ingredient and maintain individual it. People didnt come to america and become american. Were eating sushi and french fries. Were doing all the cultural stuff. We have to continue to do that to bring other peoples stuff to make them feel welcome. You talk about the achievements of immigrants who came to america. Why we could do that is we didnt build a wall to stop them. We didnt say english only rule. Let me gentlemen, if i may, if i may. Hang on. Colonialism, 2017, let me bring it up to the last hour for a second if i may. I really appreciate just listening to both of you. But some people have said, well, yes, mark, youre right, a lot of republicans have denounced this sort of language. We finally did hear from President Trump visavis sean spicer responding to congressman king. Here it was. I asked you yesterday about the president s response to steve king. Do you have anything on that . I dont i think the president believes that this is not a point of view that he shares. He believes hes the president for all americans and so ill leave it at that. Paris, do you agree, leave it at that, don, move on . I do. I wish i think thats the appropriate statement from the white house and from the president. I wish that congressman king would be talking about things that are really, really important such as this repeal and replace of obamacare. I wish if he is so concerned about the different races and whats going on in this society, he would go and talk to senator tim scott, representative mia love and congressman will hurd, go on a listening tour ben carson is going on. Its a distraction. He needs to focus on things that are really relevant today which is repealing and replacing obamacare, focusing on how to get more jobs for his constituents in iowa. Not these sidebar conversation bz h about his warped view of race. Last word . I think mr. Trump has to say hes the president of all people. People attempting to come as immigrants are being left out precisely because hes thinking about people who are undocumented americans. Finally, donald trump helped create this context. Hes the one whose sort of policy initiatives as president and policy proposals as candidate have led to the type of environment where steve king feels entirely comfortable saying these things and thats whats really dangerous. I know you disagree. Were out of time. 100 disagree a. I see your thought bubble. I appreciate both of you examine your perspectives. Coming up on who is wayne trekker if new yorks attorney general, a fake name used by someone important in the trump cabinet, coming up next well unmask this wayne tracker and look at what kind of business he may have been conducting under that email alias. What makes this simple salad the best simple salad ever . Heart healthy california walnuts. The best simple veggie dish ever . Heart healthy california walnuts. The best simple dinner ever . Heart healthy california walnuts. Great tasting, heart healthy california walnuts. So simple. Get the recipes at walnuts. Org. Wayne tracker, that is the alias apparently adopted by secretary of state Rex Tillerson while he was still ceo over at exxon mobil. New York Attorney general eric snyder man accusing tillerson of using this secret account to discuss the risks posed by Climate Change. So, Michelle Kosinski is on this for us today. Shes our cnn senior diplomatic correspondent. Worth noting, Rex Tillersons middle name is wayne, but talk me through exactly what the new york a. G. Says hes found. Reporter yeah, its a little bit complicated. So, it turns out that wayne tracker was the separate email identity used by Rex Tillerson for years while he was ceo of exxon mobil and the company says, yeah, he used that and it was because he wanted to more efficiently communicate with executives because his normal email address, presumably that had his real name on it, was so full. So, theres nothing wrong with that. You can have as many Company Email address names as your company will allow, i guess, and he was the ceo. The problem, though, is the new York Attorney general says that exxon mobil has been continuously delaying and trying to obstruct its investigation of whether exxon mobil misled consumers and investors about Climate Change and its potential effect. And they say that nobody at exxon mobil during this investigation ever told the ags office that Rex Tillerson had this other email, that he used it to discuss Climate Change and other topics. And they are now trying to get a judge to compel exxon mobil to turnover these emails because theyre saying that the company not only never told investigators about the separate address, but they never turned over all of them or possibly even preserved them. Thats where this is a problem. Exxon mobil says, well, you know, weve been complying with the investigation and well continue to do so. Brooke . Stay on it for us, Michelle Kosinski, on wayne tracker, the email alias. Thank you so very much. And just a quick reminder before i let you go, tomorrow night big night here on cnn, town hall with our hhs secretary, tom price. Tune in for that 9 00 eastern here on cnn. In the meantime, im Brooke Baldwin. Thank you so much for being with me. Lets go to washington. The lead starts now. Thank you, brooke. Sean spicer said the cbo is consistently wrong, but his boss used to think otherwise. The lead starts right now. The price tag fall out on capitol hill from democrats and republicans after the cbo finds that the Republican Health care plan would fall well short of the president s campaign promises. The white house now saying the president is extremely confident that he will be vindicated on his claim that president Obama Wiretapped him. Maybe they found that microwave cam. Plus dangerous winds, sleet and snow coming in sideways, shutting down cities and the danger is far from over
