Number one should have never entered paper, but i read what was released and i think its a absolute disgrace. As far as hacking i think it was russia, but i also think we get hacked by other countries and other people. Senator mccain spoke to manu raju about the president elect. After looking at that information i took it to the fbi and have had no further involvement with it at issue. By the way according to some media reports they already had that information but i didnt know that at the time. I did what any citizen would do, received Sensitive Information and then handed it over to the proper Government Agency and had nothing else to do with it. Why do you think they came to you . Again, i dont have to do this. Legally he doesnt have to do it. Right. But he is taking some steps certainly not going as far as a lot of ethics specialists would like him to do. The argument we heard hear and at the press conference from the call earlier today with reporters is this is his brand who he is, why should he have to sell it all off at a fire sale . And if not that, then why should he half to put it in a blind trust and prevent his children from running the company and people wanting to influence him for various reasons. Putting that aside, its a new world, and the fact he didnt release his tax returns and wasnt punished for it, im not sure its going to change anything. We should keep asking, i dont know who asked him, but its the kind of transparency and draining of the swamp that should happen in this town but im not seeing it any time soon. Again, hes going to be in a combative relationship with us saying you dont learn much from a tax form, you learn more from the financial form. And you learn how much money you have ducted aeducted and gi charities. There was a fascinating comment he made about his relationship with putin, he said flatley russia did the hacking. Because before and after hes been talking consistently about a friendlier relationship with russia and not alone, we have heard that. And perhaps a more gnnuanced expression, Rex Tillersons remark was maybe hear that we w headed toward thicker and more dangerous conflicts. As ive said, sanctions are a very powerful tool, theyre an important tool and can be used in two circumstances. One is to punish our country for what they have done, the other is to intervene for not doing certain things and the things put in place in response to crimea did not deter so is it your opinion it should have been much more severe or a map of equal force. In other words military response . In that situation given the dramatic taking of crimea, that was a dramatic action sanctions were going to be insufficient to deter the russian leadership from taking the next and your opinion is that it should have been military force . In my opinion is that there should have been a show of force, a military response in defense iive posture, not offene posture to send the message that it stops here. It stops here and sanctions in my view taken after the fact were not going to be adequate o tootto deter that. Thats in my opinion. But you understand you put yourself in a defensive posture cha that if you pull a gun you better be prepared to use it and youre going to make decisions about committing american troops, military troops, they werent coming forth from crimea, so it seems youre advocating for greater u. S. Military power, engagements like the ones we saw in ukraine. Senator im for responses that will deter and prevent of a bad actors behavior. I would not want anyone to take away the thought that i recommend that as the first action. And again, in any decision to respond with a show of force, that will be taken within the National Security council and be fully informed by others including department of defense and intelligence agencies as to whether that would in fact first can it be executed upon . Can it be effective. But looking at your other options as well. Again, im not dismiss zif ive this. You characterized the Obama Administration as weakness. In that instance i would have done something difference. Military force . A show of force that had already of territory taken from them. The u. S. Providing them with capable defensive weapons. We talked about in the office, this has come up several times and that is you keep referring to the fact of your concern in regards to the yukrainian actios that you were concerned about American Companies could be at a disadvantage because europe being treated differently the grandfathers clause et cetera and talked about leadership and it was very true on iran and senator menendez took lead on this and but for that we wouldnt have got the other countries to act so if woere going to the lowest common denominator and being tough, it requires us to be willing to go the extra amount. And one last point on this, and i agree with senator corker, we have never had any Administration Believe that Congress Just take away their discretion. That is absolutely fact whether democrat or republican administration, they just as soon we get rid of it we get it, but i assume you understand the advantage we have in america with the separations of branches of government and it can be helpful to you if you are confirmed as our principal negotiator to have clear directions from congress that you must impose sanctions, must impose sanctions, unless you get Real Progress towards the issues in which those sanctions will be imposed. Take advantage of the independent branch of government, work with us so you can have those strong tools to help americas interest. Im going to take most of my time on this round to go over an issue senator corker and i have been working through and im not going to spend a lot of time on the issue of tax returns and well save that for a different time for our committee because it really involves an internal debate here more so than our nominee, but as a result i had sent to you 20 questions to answer that are related to the tax issues because we didnt have the tax returns, and before the close of business before asking questions i will be proposing questions to you related to tax issues in order to understand areas better that i think we need to have information on. We are concerned about the fact im concerned, i think members of the committee are concerned that you will have some private interests, youre going to continue to operate a farm, a chairabritable foundatia real estate partnership. We need to know a little bit more how thats going to operate as secretary of state. You have trusts set up, how those payments are set out overtime. We need to have better understanding how that operates during your term if youre confirmed as secretary of state. So that type of information is useful to us. Im still trying to figure out exactly how this trust that youre taking restricted stock and if confirmed selling it to become theyre putting cash in rather than the restricted stock, but then you are able to withdraw the funds from the trust in the same schedule as i believe the restruicted stock would have become actionable but also putting contingencies on your receipts as i understand defer taxes for a significant period of time. These are issues that i think we have to have more transparency on because theyre big dollars. 180 million of unrestricted stock, and 70 million, these are not types of tools to be confused by the average me americans, we also need to know making sure that all of your employees have been properly documented and taxes paid. Thats a standard issue thats been raised now in confirmation hearings and senator corker around i may not think its relevant i shouldnt say relevant determinetive to a final confirmation but before we make those. So im going to ask you to answer these questions for the record and i hope we will be able to get the cooperation in a timely way so the community can have this information before called upon to act on your nomination. You can respond. Im happy to try to answer the areas of concern you have and i indicated that in the original question there that its my objective to address concerns you have. This has not been a committee asked for tax returns its asked for a disclosure form an just because we were so overwhelmingly helpful with a democratic president s nominees doesnt mean that we want to be changing the standards or unhelpful if you will under a republican nominee so i have tried to keep things exactly the same, exactly the same. The disclosures are exactly the same. And as far as getting into i told senator carden if theres a substantial issue that we need to look at that would affect senator tillerson sorry, you dont want to be demoted to that, tillersons role then im glad to look much deeper into it and with we need somebody from the outside im happy to do so, but to get into silly, gotcha questions, we have not done that and i hope we will not turn this process into one that turns qualified people away from wanting to serve, so again, if theres some substantive issue we need to review and have someone come in from an Accounting Firm that really matters as it relates to his ability to not have conflicts of the secretary of state, asking questions that are not in any way determinetive in that manner is belittling and certainly huge change with protocol and respect with which we have dealt with nominees in the past. The ability to ask questions for the record and of the nominee has pretty well been respected and i would hope that right would not be demi nichnic that we have a right to ask questions in that way. I know that you and i have agreed on a series of questions that will come from the committee itself and mr. Tiller as i understand it is going to answer those, i think the relationship he has what exxonmobil is understood that he is going to come forward with that. We may want to change our standards going forth. Our secretary of state as a couple was worth over a couple billion dollars and had all kinds of far reaching investment and as a committee we never tried to force out a tax return, we asked them to fill out the disclosures, and the same thing happened to secretary clinton, so im not in any way trying to change the way we operate because of the outcome of an election and continue to be again that island of bipartisanship where we continue to operate regardless of what wins an election in the same manner. Im in no way trying to infer youre attempting to do that, im just telling you what im attempting to do and if we can close that out ill turn the matter to senator rubio. Thank you. Can you commit that you would advice the president to veto that bill . Senator as the to current status of travel to cuba, that is going to be a discussion with the president elect. I think hes been fairly clear on his intent that he is going to ask all agencies essentially on day one to do a complete review of recent executive orders and the change of status to the travel of cuba as well as Business Activities in cuba so it would be my expectation that the president would not immediately approve that bill because that would be a part of a broader view of our posture of cuba. My question at this time is you cannot committee to supporting a veto of that bill should it pass . I would support a veto because i dont think we want to change the status of things until we get a complete review. If a bill would Pass Congress that would remove the embargo to cuba would you advice the president to veto a bill that lifted the embargo on cuba . If confirmed, yes i would. Could you also commit that you would advice the president to reverse many if not all cuba regulations an executive orders regarding cuba recently submitted in 2014 . As indicated i expect a comprehensive review of all executive orders and from the state Department Perspective would want to examine carefully the criteria which cuba was delist from the the list of neig nations for terrorism and wlo t whether or not the circumstances led to that list. You do not currently have a list of terrorist sponsors i would use the expertise of the state dp the state department informed by them to put cuba back on the list. Im sure theres a dispute between china and would support with response to military force. We have long standing with china and i think we would respond with accordance with those accords which are not a nato type of agreement, but in guarantee of their defense. I want to because in your opening remarks you referred to human rights and im glad you did and wanted to share with you data base on the commission of china contains more than 1,400 individuals believed to be held in detention, do you believe y china is one of the worlds worst human rights violators . The los angeles time reports roughly over 6200 people have been killed by individudu drug that the way to conduct a u. S. Campaign . I think its important that we keep that in perspective and engaging in with the government of the philippine that is that long standing friendship. My question is 6,200 people killed, do you believe thats an appropriate way to conduct the operation or something thats conducive to Human Rights Violations that we should be concerned about. Senator its again an area i would want to understand the greater detail, im not disputing anything, i know you have greater information that i have. This is from the los angeles times. One of the sources the president himself who openly brags about the people being shot and killed on the streets who he has determined are drug dealers without any trial, if in fact he continues to brag about it would that will reliable information you would look at and say its happening, its openly recorded in multiple press accounts and the president elect has spoke and it and the president of the philippines has spoke and in your opinion an appropriate way for him to act and should it influence our relationship with the philippines . If the facts are in fact supportive of those numbers and actions then i dont think any of us would accept that as a proper way to deal with offenders no matter how egregious the offenders may be. Youre aware of the lack of religious freedoms and lack of rights of women in saudi arabia in your opinions saudi arabia a human rights violator . They do not share the same values as america, however what is the pace of progress that should be expected for the kingdom of saudi arabia to advance rights to women and others in the country . As it currently stands do you consider what theyre doing to be considered Human Rights Violations. I would have to have greater information to determine that. Youre not familiar with the state of affairs of what life is like for women in saudi arabia that cant drive, you are familiar with all of that . Yes, senator, im familiar with all of that. So what more information would you need . In terms of designate someone or label someone, the question is is that the most effective way to have progress continue to be made in saudi arabia or any other country . So my interest is the same as yours, our interests are not different and seems to be some misunderstanding somehow i see the world through a different lens and i do not. I share all the same values that you share and want the same things for the people in the world over in terms of freedom but realizstic about cultures, t doesnt mean we cant affect them and faffect them to change the pace has been slow, slowerer than us wish, there has been a change, how and when they arrive to the same system we have i cant predict that, but i do believe it is moving in the direction we want it to move and what i wouldnt want to do is take a precip tous action that causes the kingdom of saudi arabia to make that. Mr. Tillerson, i know that youre new to this and the chairman was trying to help you out on the question on lobbying on sanctions you stated on the record that you weyou were mir r mirrorly seeking. Lists exxonmobil activities on four specific pieces of legislation authorizing sanctions, the investment act of 2010, russian aggression act of 2014, and the stand for ukraine act. I know youre new to this but its pretty clear when you employ lobbyists who submit forms turned law you are taking a position is that not correct . If the form clearly indicate is indicateis, were we lobbying for the sanctions or against the sanction sanctions . I know you werent lobbying for the sanctions. It says specific here, regression prevention of 2014 related to energy, you werent lobbying on sanctions on energy were you . I think that was a subject that was discussed and i havent seen the form, senator. Let me just ed iifyedify, yo need a lobbyist form to seek about a specific bill. Thats not lobbying, its to view and whatnot. I would ask to have these included the record, so there was lobbying here and i know senator booker asked you about u. S. Engagement which you said you dont know about but exxonmobil was listed on engagement like the state department is a very big entity, you may not know every manu sha of whats going on. And whether you want to be taking position on certain issues or not and just like you told me earlier in your world conversation with the president elect you didnt discuss russia, its difficult to understand you dont know that exxon was lobbying on the issues of sangs. Youre still retired required. Can you imagine paying money for sanctions that would affect your bottom line . I dont know senator, it would depend on the circumstance. Let me turn to mexico. A little different part of this world. Some of us care about the western hemisphere. Last week the president elect said any money spent built the wall will be paid by mexico, its been a hallmark chant at trump rallies, now the president elect says the American People will pay for it and the mexicans will reimburse us. The last time a country tried to wall itself completely from its neighbor was in berlin in 1961 and that wall was constructed by communist east germany. The former president last week tweeted seems we are conducting Foreign Policy by tweets these days, neither myself nor mexico are going to pay for his racist monument, another promise he cant keep, closed quotes. The president elect has repeatedly referred to mexican citizens who have come to the United States as saying theyre sending quote people that have lots of problems, bringing drugs, bringing crime, and some, some i assume are good people. So mr. Tillerson do you think mexicans are criminals, drug dealers and rapists . I would say never characterize an entire population with those terms at all. Do you think mexico or Third Largest trading partner that represents 583 billion of goods export market . Mexico is a long standing neighbor of this country. That doesnt help your job as secretary of state does it if you are to achieve nomination . Well, were going to engage with mexico because of their importance to us in this hemisphere and we have many common areas of concern. Let me turn to another point in the western hemisphere, senator rubio took care of some of the things i cared about when indicated about cuba you indicated you needed more time, thats fair. I want to share the latest report not by me but amnesty international. Open diplomatic relations, severe restriction of expression and movement continue, thousands of cases of harassment, arbitrary arrests and thousands, thats their quote, the National Rights of conciliation which works in cuba documented more than 8,600 detentions of government opponents and activists during a year, a group of women who march to church, called the women in white that get beaten savagely because of their protests, i would hope that if you would agree that were going to allow that engagement to continue to take place, something fell short. Do you think that establishing diplomatic relations with cuba, we should have insisted on the return of fugitives, cop killers and other fugitives being harvested by the castro regime. I do, senator. Would you finally commit yourself if confirmed as secretary of state, new mexico and others cop killers other fugitives to make that conditioning of any future transaction. I look forward to working with you as well as senator rubio and others who i know have a great death of knowledge on cuba. We are not relaxing on cuba to relaxing its oppression and regime, in my opening remarks cuban leadership got the most out of the deal. The and the cuban people got almost nothing.
