In fact, Incoming White House press Secretary Sean Spicer is tempering expectations just a little bit about what the president elect might actually make public. Take a listen. As president elect he is privy to information most people arent. And he is able to understand what the intelligence is in draw conclusions from that. The Intelligence Community is talking about wrapping it up late they are week. For anybody to be talking about whats in the report, its a not final yesterday. I think the idea that we are jumping to conclusions before we have a time report is frankly irresponsible. Instead he will just be revealing some of his conclusions after he meets with intelligence officials, his take on what he has learned. Of course donald trump continues to be skeptical and cast doubt on u. S. Intelligence conclusions that russians were in fact responsible for this hacking during the election season. Lets pivot now to the cake antsies still left in trumps cabinet. What announcements are we awaiting in perhaps the coming days . I certainly hope that he and president obama have information that not everybody else has to help them develop policy. So im sure he does know things in detail that perhaps others dont. But you are right, your overall point is that he is he is on bit of an island. Which is why i think when he comes out in the next day or two if he does to reveal sort of his take on this, it sounds to me that he may not rule out that russia was involved. It sounds to me he is not convinced there is 100 certainty behind and it that is why he is sort of resistance to do the full embrace of what the intelligence communities that put for the. And he continues to say that the Intel Community dups always get it right. He uses the weapons of mass destruction and the iraq war as evidence of that. The Intelligence Briefings that trump has his ear to and the information that is influencing his viewpoint on this issue, what can trump perhaps reveal in do you think he is going to follow through on his promise . Do you think we will learn something new . Thats the question. This feels familiar to when president elect was campaigning. He would build something up as a big revelation and then it turns out its not as beg as he pumped it out. Of course its appropriate to be skeptical of findings such as this one such as weapons of mass detricks as the president elect alluded to in the comments you played. I think just what he will say and whether or not there is any meat on the bones still remains to be seen. You mentioned this idea of this island. Why . Why would you put himself out there against the current white house, the intel economy, even members of his own party, the republican leadership, what is that about . Donald trump has proven himself to be a man who blazes his own path and doesnt necessarily conform to sort of the teams that we are used to seeing here in Washington Square off against each other. I think what will be most revealing, if indeed donald trump has come out and speak about this at length, not just in a tweet, is Donald Trumps thinking about the state of u. S. If we could hear the president elect delve into his thoughts on this, where he thinks the administration is going under a Trump Administration that could me to be quite reveal tory because we havent heard that at length yet. I want to also talk about this cabinet and the fact that we only have a couple of major positions left to fill, veteran affairs, agriculture secretary. Still no latinos. Are you surprised, juana . Im not, frankly. I think that donald trump has obviously taken strides to reach out and hispanics and latinos but if you look at the people that have surrounded him throughout the course of his campaign, and now as weve moved into the transition period, those are largely white men. Ben carson, elaine chou exceptions. But from the universe that donald trump surrounds himself with thats not surprising revelation. Given what he said about latinos, too, a group he has targeted we also have not heard david of him meeting with any major leaders of hispanic organizations. Should people be reading into that . Or do you think its just a coincidence . I think he has done some outreach to some organizations since the election. But obviously that has not been something he has put front and center or really shining a spotlight on. Inc. I dont think its all that surprising just given i dont think its all that surprising given what his rhetoric was on issues near and dear in the latino community. We will still have more appointments to go and frankly i think it is far more important for us to assess his policy prescriptions Going Forward than it is sort of the cosmetics of appointments or meetings. Whats the latest in the search for the shooter . Reporter anna, right now as you said there is this nationwide manhunt over hundreds of officers were told are participating, looking for this man. Can be enemy number one at this hour. We also heard from the deputy Prime Minister saying that those eight people detained, they are being interrogated to try to find out if they have any link to this deadly attack. The police also saying they have a picture of him. They have his fingerprints. So they are going to use that information trying not only to find him but try to figure out if there was anyone helping him and ultimately figure out who was behind it. Now, we have isis claiming responsibility although we cannot independently verify it. They are saying they carried out this attack for two reasons. One, to attack a club that was celebrating a christian holiday, new years, although most of the People Killed and injured from muslims. And also because of turkeys role in neighboring syria. Tonight over 46 hours since this attack happened, this man is still very much on the run. Police looking for him. 39 People Killed. I know were learning more about these victims. Tell us. Reporter yeah. And weve been talking to some of the family members as well. And they are just in complete shock and loss about how this could happen. Something that you see time after time after attacks like this. A lot of them asking about security, why wasnt security stepped up. Even though the night of the attack there was a heavy security presence across istanbul. We encountered it numerous times. There was a Police Station nearby. There was a Security Guard out front. As we heard from that american this gunman was able to shoot his way inside, kill 39 people, injured dozens more. Well that american also was released today. This is what he had to say. I dont want to talk about what happened inside the club, but you know i want to say, you know, this is a very good country, and its so unfortunate that this is happening to you guys. And i really feel for everybody here. For me, i wake up in the united states, i eat breakfast. You guys wake up and have to think of this. Its so sad. And i really wish everybody here the best. Ive only met very good people. Reporter anna, the thing to stuck out to me the most was him saying that you have to wake up to this, this being something that turks have seen over and over again, attacks not only by isis but by kurdish militants, the pkk, something turksy struggling to try to stop. Ian lee, thanks for your reporting for bringing us up to speed on the man hundred and the situation in turkey. Lets talk more about the attack and turkeys larger role in the middle east with Lieutenant General mark hurtling, the former Army Commander general in europe. Thoips. Happy to be here. First question, as we heard ian lee mention, they are seeing this as a wakeup call. Why now . Whys that turkey become such a target for terrorists . We have been watching this. From my time in europe and in my time in narn iraq, turkey has been especially istanbul and areas around there has been jihadi central. You talk about a combination of geography, the several country kilometers of border between turkey and syria and iraq that has been a flowing point for all the terrorists going into those two countries for the last decade plus. You are talking about border security. It was not real good until within the last year. You are talking about a government that really blindly looked the other way at times when terrorists were transgressing the border. Now what you are seeing is a reaction to politics. Not only the politics of the region, where isis is being defeated in both iraq and syria, and they are not flowing as many jihadis into those countries, and they are somewhat staying in southern turkey. And at the same time you are seeing a greater amount of aggression by mr. Ergodan in terms of attempting to put down not only isis and counter what he used to do, asking for the dismissal of assad, but partnering with russia, and increasing his fight against the pkk. So all of those things have developed a cauldron which i think we are going to see not only over the last couple of months weve seen multiple attacks in turkey as a result of all of this, but i think unfortunately they are in for a very tough year. Now the deputy Prime Minister said just this morning he belief this is attack is maybe a result of the success of operations euphrates shield, more specifically turkeys military operation against isis and the pkk the two terrorist networks. This speaks to motive. Does this make sense to you . Or do you think its more than a retaliate toury effect . I think it is a combination of the success of euphrates shields because the turks prevented jihadis from transiting their bore doer over the last year. More of them are staying in turk ear and cant get to raqqah or mosul because those places are being bombed pretty extensively, so the jihadis are staying in southern turkey. I think a combination of that, and again the political aspect of mr. Ergodan and some of the thing he is doing with continued aggression against isis and the pkk they have now seen him and his government as a target. So thats why i think we are going to see more attacks in turkey. Turkey is in a tough position given their relationship to syria and their proximity to iraq. How might all this affect turkeys position or its role in the region . I mean, does it shake what little stable there might be left . Im not sure thats going to happen. I think the collusion between turkey and russian and iran is going to be somewhat problematic as we go into the peace taugs. You are also seeing turkey, which is a nato member, colluding with russia, which has been seen by many in nato as not being real helpful to some of the governments and policies within nato proper. You are seeing turkey somewhat as a wild card now dealing with russia in a peace process, countering assad and syria, somewhat going on it on its own launching forces across the border as they have done fighting against not only the terrorists that were fighting assad but also the kurdish Freedom Fighters and doing all of this while not coordinating much with the kpuns that they have often been considered allied with. All of nato and all of the u. S. So this is going to become more complex as the days go on. I tell you you have got to get a score card to figure out who the players are. To chicago now, a city in crisis. The numbers are unbelievable. Violence rising exponentially. By their own account Chicago Police say in the last year there were 762 homicides. More than 3000 shooting incidents. More than 4,000 shooting victims. Now, 2015 pales in comparison. That year saw 480 murders, almost half of what we saw last year. That was the most homicides in the city since 1997. Now president elect donald trump reacting to these stats just this morning. He took to twitter to call the citys murder rate recordsetting. Adding if the mayor cant do it, he must ask for federal help. I want to bring in an oscar grammy and golden goldberg winning song writer and rapper. He has been very vocal in combatting chicago vie lens. Made headlines in august of 2016 when he reported on how he was treated after trying to file a police report. Thank you for joining us. Well, you know, if president elect is talking about federal intervention in terms of resources, then we welcome that. You know, illinois is number one for africanamerican unemployment. When we look at violence, especially in chicago, you can circle on a map the small areas where violence is happening. Small areas on the south side, small areas on the west side. By and large, chicago is working. By and large, chicagoans are living good. Its these small areas, pockets, where you have abnormal amounts of violence. If we can circle small areas, that means that we can take what works in chicago by and large and apply that to these areas that have been divested from. Again, illinois is the number one spot for africanamerican unemployment. Large amounts of those numbers are located in the city of chicago. So if president elect trump is saying the federal government must intervene in the case of resources, we want that. Okay. So lets talk more about what has or hasnt been done already. President obama of course is from chicago. His former chief of staff, the mayor of staff the mayor of chicago, ram emmanuel. The mayor now. There are critics that say they reason is done enough, they spoken enough. Is there anything you wish they would have done . Well in the terms of in terms of president obama, its not the president s job to stop violence in chicago. I think that would fall upon the city council. It falls into especially the mayors hands, mayor ram emmanuel. Hud had the federal government has allegated 420 million for Affordable Housing in chicago that has not been released. So what happens to those people who cant afford a place to stay, who are not employed, whose communities have been divested from . Why hasnt the mayor released that 420 million of hud funding for Affordable Housing . You know, this thing thats happening in chicago didnt just happen out of a vacuum. It has a history. You know, the Affordable Housing, the projects, if you want to call them that, were torn down, you know, decades ago in chicago. And the people who lived in those places were just pushed around to various areas of the city with vouchers and were never give an opportunity to get on their feet. The government had allocated 420 million to help those people that the mayor has yet to release. So i wouldnt necessarily blame president obama because thats not witness his jurisdiction. But i would ask mayor Rahm Emmanuel why hasnt these communities of major violence been invested in at the level that the money has been coming into the city. So Chicago Police say they are planning to invest resources, want to beef up the force with 1,000 new officers by 2018. We know theyve increased the number of body cameras. They have offered more training to the police force. I think, you know, we are talking about what is being done and yet you talk about the root of the problem hearing from you, being, in part, unemployment. But there are also poor people in other cities that dont have the same violence issues that chicago is facing. So what do you see as the solution . Im not just saying unemployment is the main problem. Its divestment from communities so when we look at chicago we also see the biggest a. School closings in American History happened in chicago, mainly in black and brown neighborhoods. We also see that social programs when we look at governor rauner, social programs that were helping people who were trying to get on their feet and gain employment and bring their families together, those pramts r programs have been cut. When we look at illinoiss budget, they have been fighting over the budget in illinois for about a year now, maybe about two years now. They have been fighting over even having a budget for illinois. When we look at solutions, these small areas where the violence is abnormal have to be invested in at the same rate that areas that by and large in chicago that work have been invested in. We have to say, what is happening in the 32nd ward that works that we can bring to the 20th ward that is not working . When we talk about police, one of the things we find is that the crime is not being solved. So yes crime is happening but it continues to happen because murders are not being solved. So instead of saying were going to hire all these police, why not hire detectives . We need two things. And its not 1,000 police officers. We need more detectives to solve crimes. And we need more public defenders to get people out of jail who havent committed Violent Crimes and put fathers and sons back together. When we see the break of the africanamerican family not only in chicago but around the country this is also a cause for violence. So the more we can bring families together, the more we can heal our city and heal our country. I sure hope that that happens, che rhyme fest smith thoips. Thank you for having me. Just in the last couple of weeks we have really seen it. And we havent seen president obama really drop off in his efforts, in his lobbying, in his statements that he has been making, promoting those elements of his legacy that he feelings strongest about and where he feels there is still some work to be done. Remember it wasnt long ago that he heard him speak at Macdill Air Force base talking about corporate terrorism. We thought that would be his last big speech. Here comes another one thats going to be a farewell. So he is going to hit on those same points of legacy trying to spur democrats out there to do what they can and really look forward. When you consider that he heard from the first lady herself talking about a sense of hopelessness, it seems like the president really feels spurred to get out there and stress what he feels can still be worked orch. And thats why he is heading to the hill this week in only two days time to try to deal with obama care and what comes next. Earlier on when the president met with president elect trump they had a positive conversation. He talked about, you know, kind of lobbying trump to keep certain parts of obama care that were working. And trump seemed amenable to some of that. I mean some of the statements that have been made since then could say otherwise. You know, repeal and replace is what republicans are vowing. Its the what comes next and what elements could be incorporated where i think president obama and Many Democrats are Still Holding out hope, that you know so Many Americans now have signed on and are enjoying those benefits that they are going to want to keep those. Anna. All right, Michele Kosinski at the white house for us. We also saw a fleury of tweets from the president in the last 24 hours talking about his accomplishments including obama care. As he prepares for battle and fights for his legacy i want to turn to our National Politics reporter m. J. Lee, also christina aleshy, and also john avlon. M. J. Ill start with you. The president s meeting on wednesday with democrats coming up with a plan of some sort to help hold on to obama care, what really can be done . What can they accomplish here . As with any outgoing president president obamas focus right now is really about preserving his legacy as much as he can. I think the reality really is that there is not much he can do at this point once he leaves office. And particularly given the fact that republicans are about to control the house, the senate, and the white house. This is a moment that republicans of course have waited for for many years. And this is why we are seeing the Republican Party move so quickly to try to deal with repealing obama care. This is something that they have talked about for years, really ever since obama care became law in 2010. And but look. When the president meets with delts again this is going to be more about sort of talking about the messaging that democrats can talk about in the new congress. But again not much that democrats can do when it comes to Something Like repealing obama care because republicans will fully control washington. Can they make a move here, john . Look, unraveling obama care is more difficult than it sounds just on the procedure grounds. The second thip is aspects of it are popular even among the republican base. Already you have seen president elect trump making concessions saying he is not going to touch preexisting conditions, the al of children under 26 to stay on their parents plan. Those are concessions to the aspects that are popular. But republicans have to follow through. Its been a Core Campaign promise. What i think is different is president obama occupies a unique place because he is still the de facto head of the democratic party. Still the most popular with a president ial Approval Rating thats on uptick on his way out the door. He has more capital than any president in history. If obama care is repealed, we are waiting on plans for replacement. A lot of people will be affected. Talk about the financial implication . Republicans have to deal with the fact that right of a the bad 30 Million People will be uninsured. What do you do with these people . Its not like they dont use the health care system. There will be costs, just they wont be insured. Oftentimes the debate about obama care is framed by a discussion about those people that go out and buy insurance in individual marketplaces. Get this, obama care really impacts everyone. In fact, if you look at what the white house is saying right now, and this is part of boom defending his legacy, he is saying that because of obama care, people who are ensured under their employers have also saved 4400, the average family, also saying that seniors saved 700 a year because of obama care. Everybody, not just people who use obama care specifically. Exactly. The ability to slow the rising cost of health care is what we are really talking about here and more broadly speaking, people, all workers, have been covered under this pre this requirement under obama care that they get screenings for very basic things like colonoscopy, mammograms, all of those things are under obama care as a requirement. We could see some workers lose that as well. A lot of people are worried we have a story about company ken coal miners and their concerns about obama care. John, let me move to the conferring about the farewell address we are anticipating from the president next week. You just came out with your book, washingtons farewell the Founding Fathers warning to future generations. President obama talks about george washington. In that context what can we expect to hear . President ial farewell addresses go back to george washington. They all tend to be warnings. Most president ial speeches are promises. But farewell speeches are warnings. Not only recitations of what has been accomplished but more about the dangers they she ahead. George washington warned about hyper partisanship, excessive debt, foreign wars, the influence of foreign nations on our politics. Pressient things. Dwight eisenhower gave a famous farewell address warning about the rise of what he called the military industrial complex. It will be interesting to see as president obama in the only recaps his legacy but projects it forward when he is passing it during a time when storm clouds are on the horizon. Ly how it transends and applies specifically to our times. It has been interesting to see president obama engage president elect donald trump since the election even though it was such a contention and divisive election, really harsh rhetoric we saw against the person he hoped would be his predecessor hillary clinton. He has indicated he wants a peaceful transition, a smooth transition and most importantly that he wants to have a role and he is willing to play role into helping trump make that transition. I think chicago will be an indication of what kind of a role obama wants to play in his postpresidency, if he wants to be someone who is very involved in the public discourse, if he wants to continue speaking to donald trump whenever donald trump allows for that. I think if you are sort of thinking about the obama legacy and thinking about it from the president s perspective, if he wants to preserve his legacy as much as possible you can understand why he would you video it as advantageous for him to be in Constant Contact with the future president.
