Thats when the french began the wiretaps and able to zero in on the apartment. We have also learned new details about his associates from the interior minister here in france. He describes him as a decisive player in those attacks on friday. Hes associate d with other knon jihadists in france and authorities here are going after those associates. It also says that he played a role in 4 of 6 foiled terror plots since spring this year. Were talking about the atrack on the train, where three Young Americans took him down. Were also talking about a gunman who shot himself in the leg. Police arrested him in april. The plan was for him to attack the church. More details emerging about him from the sbeinterior minister t police now knowing that its him able to process more of the information to get from that apartment potentially hard drives and cell phones backtrack his movements in. At this point the fbi has been sharing information on pretty much every bit of information it has with any european country that may be at risk for future attacks. And that is whats at work here with these warnings. The italians were provided information of possible threats, possible people who may be planning attacks there. And so as a result of that it, the italian authorities have taken action. They are now looking for people trying to make some arrests. This is all out of an abundance of caution. There was no specific information of a particular plot, but what this goes to show you is in the wake of what happened in paris, no information is too small to share among intelligence agencies or u. S. Law enforcement agencies to share with European Countries that are viewed as particularly at risk. We know that isis has expressed interest in striking rome and italy. E we know that the uk has increased its security levels as e well. Its more sharing of information to make sure that these terrorists do not carry out further attacks. In washington, d. C. Where you are, congress is debating this new bill about refugees imposing tougher vetting standards, blocking refugees from coming in some instances, the house of representatives just approved this legislation and now it goes to the senate and the president , who has said he will veto it. You have information about the fbi directors view of this legislation. What does he think of it . This is a really its a rather unusual situation. The director of the fbi jim comby doesnt often weigh in, but in this case he has expressed deep concerns about this legislation because he believes it would be impossible for him to personally sign off on every single individual refugee that is coming from syria and iraq. Thats what this legislation would require him to do and other National Security officials in the u. S. Government. He believes its impossible for him to 100 guarantee that these people are not going to be a security threat. He says that there is a very robust process in place. His agency, the fbi is working with the intelligence agencies, Homeland Security, to try to vet refugees to make sure theres a minimal as possible Security Risk but that the legislation that the house just passed raises this to a standard that he really just cannot meet. And raise the possibility that this legislation would actually make it harder for even people to travel on these waivers for any refugee to be able to be allowed into this country. Because its a standard that the fbi and he personally cannot meet. Evan perez, thank you so much. Joining me now, congressman seth molton of massachusetts who just voted against the bill. Whats your concern about this legislation . Why did you vote against it . Im concerned that it it really plays into the hands of isis to make it more difficult for refugees to come to the United States. If you think about how isis works, they are not just sending people over to try to conduct attacks on us. What they are doing is recruiting through the internet. And anything we do to further incite the Muslim Population to try to encourage support for isis is really just playing into their hands and is not in the best interest of our National Security. Anything that the United States might do to fight isis could be used and twisted for their recruiting purposes. The United States is bombing raqqa and syria and there are troops on the ground both in syria and iraq. That could be used against the United States in recruiting as well, couldnt it . Really, what isis is doing is pitting their values against our own. Its very different to be. Fighting them overseas and bombing them where they are killing innocent people versus changing our values here in america. The fact of the matter is that isis is very effective at recruiting through the internet, recruiting overseas, recruiting here on our home territory. So we have a war of values going on right here at home not just overseas. We have to uphold the American Values that have always made us strong and a beacon of hope. That illuminate the statue of liberty to people who are escaping oppression from across the globe. Anything we do to diminish those values will only be a propaganda tool. The fact of the matter is that bill doesnt change much. I dont have any confidence that it will significantly change the security vetting process to make it anymore secure. But i am confident that isis will be able to use it as a propaganda tool against us if the president doesnt veto it. You know that isis vowed in september that they would use the refugee crisis to embed and smuggle isis terrorists into europe. They said as much publicly in an interview. In addition, there is this report that one of the eight terrorists who struck here in paris six days ago got into this it country by embedding himself with Syrian Refugees. What can be done to make sure that does not happen in the United States . Well, had this is comparing apples to oranges. Because the process in europe is completely different than the process in the United States. In the United States it takes an average of 18 to 24 months for any refugee to come and be properly vetted and that refugee will not enter the country until they have been vetted. Thats entirely different in europe where they are just streaming across the borders. So the idea that isis could recruit someone tomorrow in syria and send that person across our borders through the refugee process to show up next week is false. Thats not how the process works. So i share your concern that europe needs to tighten its process. They ought to have a vetting process like we already have here in the United States thats been working so well since 1975. We have admitted 3 million refugees. What we need to do is uphold that process here in america and perhaps help the europeans adopt a similar system. Democratic congressman and u. S. Paul, before we get to whats happening in france, what are you hearing about the threats to italy . Im unclear where the intelligence comes from, but a high degree of concern about italy at the moment. Theres this video that came out threatening washington, d. C. New york yesterday and entitled paris then rome. They meant rome as being the United States. The roman empire against the muslims. Maybe u. S. Officials took that point literally to mean italy. Clearly theres concern across europe at this point. So right now, authorities are investigating any links between the master mind who was killed yesterday morning in that raid and any other possible jihadis or terrorists as well as those tied to other foiled attacks. How is that process going right now . There are two concerns. One of the concerns is that the top members in this attack still at large. We have been talking about one guy that has traveled into belgium. They havent got the bomb maker yet. Belgiums say they have little confidence that they have the bomb maker. They can equip suicide bombers with the vests. This is going to betray my ignorance, but how good is this bomb maker . We know of four suicide vests that have gone a off in france in the last week. Only one innocent person, thats one too many, but thats one innocent person killed and four people just killing themselves. How good are these vests . They work. They manage to blow up. They it didnt fail. So thits pretty tricky to make suicide vests. Its very unstable. If you hit it with a hammer, it goes off. Jolted in a car, it goes off. So they have the skills to make this. Maybe they werent in the right place to deploy them for maximum effect. They were hope iing to have thousands of people rushing up to blow themselves up. They werent able to do that so they decided to blow themselves up any way symbolically outside the stadium. But the other reason is they are training these people quick ly now in syria. One or two weeks training. They may not have had had the skills. They might be really stupid terrorists as well. I mean, this is the most spectacular attack against the west. I means the ones with the suicide vests. Heres the big concern. Theres a Wider Network behind this. There are half a dozen individuals, french and belgiums that moved up the hierarchy. Well, one thing thats really interesting about these moves by the terrorists is that by being able to communicate by a million or so apps and the Encryption Technology also playstations have very good secure communications and to be able to communicate that way, they dont need to dpget together. They dont need to be a particular place and have meetings. So its a different situation than a lot of people were used to who flipped into these. I want to allude back to that point on encrypted communications. It seems that intel hasnt fully caught up and the bit about Edward Snowden revelations, you made strong statements on that, but with regard to this master mooind, under the nose of everyone here in paris, thats what i want you to react to. Are you surprised by that . We have had things like that in the past. We have had a hunt on for a murder in North Carolina and they were looking all over the world and it turned out he was about ten miles from his home. N a lot of people go to where they are familiar. I dont know that theres any real reason for them to stay away from a place they are familiar with. They may know it better than other people who are after them. I think the blood of a lot of these french young people is on his hands. Because of what he revealed. Because of what he turned loose. He turned loose not only material about procedural aspects of something. They turned loose, for example, some substantial material about the mexican Intelligence Service and Law Enforcement working together against human trafficking. So Edward Snowden is telling the traffickers how we try to capture them. What is his intent . Cia, fbi, what can the Intelligence Community how do they catch up to what these terrorists are able to pull off . One thing we need to do, we did this wrong 30 years ago when we figured out how to deal with the internet by federal law, we have the best collection of cyber people in the world at the National Security agency, far beyond anybody. But all they can do is work on protecting their own communications. They cant even under the rules protect the defense departments communications. Can the rules get rewritten . One would hope so. Id like to see them able to work with civilian authorities and help protect more than companies and individuals communications. But a lot of people are more worried about National Security agencies knowing what they are doing than about companies that watch what you buy on the internet and send you a new advertisement and know what your demographics are. So i dont know im not worried about nsa. I have worked with them on off and on for 30 years. We have Civil Liberties protections with our communications. We have the Foreign Surveillance act, we have congressional committees overseeing whats going on. Were the most overseen and overwatched Intelligence Services in the world by several orders of magnitude. And people are worried because i think people have told them wrongly about what nsa does. They are so worried they wont let Congress Wont let them o do what they do and get into a lot of the communications of terrorists. Thats a huge issue and we have seen it come full circle. Back here at home with all these governors coming forward and say we dont want refugees coming into our states saying one could come into our borders, do you think we are at risk . I know one very smart 4yearold, but he is even not smart enough to be a terrorist. I think orphans, there are some categories of people that already go to the head of the line. Rape victims, people with disabilities, there are people one can let in and screen relatively u easily. Then there are other people who have real documents, not many of them from that part of the world, but there are some. And i think we ought to look at those who can reasonably be. Screened and if they cant be, if they are a young man with a forged document or one that might be forged, let him go to the back of the line. Quickly, do you think how vulnerable are we with the threats in new york and d. C. . I think the thing that bothers me the most is the vulnerability of the electricity grid. Everyone do i having out of the way and hiding behind walls desperately looking for cover. The gunman showing no signs of mercy coming right up o to the edge of the cafe, aiming at a woman defenseless on the ground. But in one of the more miraculous moments, either the gun malfunctions or the gunman misfires and the woman gets up and runs away. From another angle, you can see two employees ducking behind the bar as bullets start flying. One o of them managing to flee down a flight of stairs as fear grips the cafe. The other helps a woman who ran inside. People seen tossing chairs and tables out of the way to find safety as the attacks continue. The glass and dust clouding the cameras view of the cafe. Terror rocking the city of paris bringing a lively friday night to deadening silence. The soccer stadium outside of paris also came under attack. Three suicide bombers set off explosives outside the stadium during fridays match between france and germany. They were trying to get inside. They killed one innocent person and themselves. Here i am in paris and a few minutes later we heard it again. And i turned to my cousins and i said, guys, thats really not right. That doesnt sound normal to me. But no one thought there was anything wrong. We continue d with the game. And only into the second half of the game did e we get messages from friends saying that there were explosions outside the stadium. They were checking to see. If we were okay and that there was shootings and hostage situation going on in the middle of paris. And how did you get out of the stadium . We finished the game. They didnt make any announcement. We assumed if we were inside and nothing was going on in there that we were safe inside. And so on our way out, we just walked and there was a bit of a panic outside when someone decided to light a piece of paper on fire and everyone began runnin, but we made it across the street and walked through to the metro safely. When did it hit you when did you realize that you were in a location that three suicide bombers had targeted and the situation could have been much worse than it ended up being . On our way to the metro, i was surrounded by my friends and we were in the tunnel. I noticed how much security there was out in the streets, how everybody was Holding People tightly and walking and quietly moving around. I noticed i thought to myself i had adrenaline rushing after we had ran. I thought, wow, those guys were trying to make it inside the stadium. This night would have been very different for me if that had happened. There was much more bloodshed going on throughout downtown paris at several restaurants. When did you find out about all of that horror . After we were on our way one of our other cousins home sent us a message updating us on whats going on. In the meantime, i was just trying to get messages to family in the states telling them im okay knowing if they saw any news knowing i was at the soccer stadium they would be worried. When we heard about whats going on in the hostage situation, we just wanted to stay indoors and watch the news until we knew everyone was okay. I have to ask you before you go. Youre a muslimamerican. Youre the daughter of syrian immigrants to the United States. Whats your view, whats your response to whatugees and stateg they dont want refugees to come into the United States . Im extremely disappoint ed. I wouldnt expect the governors to take such a hasty decision and quickly decide to label everyone that is syrian or muslim as linked to these incidents considering the fact that many of the people involved in what happened friday evening in paris were actually european born and raised. So it wasnt that they had all come across as refugees. There are so many people coming to the United States who were fleeing those terrorists in syria in the middle east. They are coming here to start a new life and be safe and to be pointed at and told they are the problem, that its their fault is very upsetting. I really urge anyone who has doubts about Syrian Refugees to take a moment, meet with one of those families and ask them their story. A a bomb expert telling cnn that those explosive vets are not sophisticated and may have something in common with the bombs used in the Boston Marathon terrorist attack. Cnn National Correspondent Deborah Feyerick talked with this expert. What did he have to say . He was saying that based on an analysis of the green grascr from the video that it has bbs or ball bearings. Thats the shrapnel that rips through flesh and really takes a number of people out. Its intended to cause maximum casualties. Another thing this expert told me is these are not sophisticated in the sense you can detonate them, but they are made so they are full proof. So if a suicide bomber were to change their mind, if theres somebody close by, those belts could be detonated remotely. So theres no chance of them walking away assuming there is a second person who is there and willing to do that in case the bomber gets cold feet. I just got off the phone with a terrorism expert. We were talking about are we going to see more and this terrorism expert told me that this is a huge escalation right now. The momentum is on isiss side. You saw the metrojet liner and the attacks in beirut and now the attacks in paris. Essentially, when that expert told me is is that isis was going to provoke and provoke and provoke because what they want is launch these attacks to get their end goal which is to have boots on the ground in syria because they want that end of days war. The magazine where they showed the bomb used to bring down the metrojet liner, its one of two posts that is the end of day sign posts. They began investigating him in early 2015 when reportedly, they believe, he had gone to syria to fight for isis. What is scary is they had no idea, just like the others, that he had come back. The other helps a woman who had had run inside. People seen tossing sharing and tables to find safety as the attacks continue. The glass and dust clouding the come ras view of the cafe. Terror rocking the city of paris bringing a lively friday night to deadening silence. Remember all those sparks, all that activity you see on the video, thats the gunfire. Those are the shells that are making that mark, making that disruption in what youre watching and no one in that cafe at this point was killed or seriously hurt, which is just amazing. At the department of justice we are operating around the clock as we have since 9 11 and even before to uncover and disrupt any plot that takes aim at our people, our infrastructure and our way of life. We take all threats seriously. Were acting aggressively to diffuse threats as they emerge. And we are vigorously investigating and prosecuting those who seek to harm the american people. In fact, since 2013 we have charged more than 70 individuals for conduct related to foreign fighter interest and home grown violent extremism. And we continue to take robust actions to monitor and to thwart potential extremist activity. Now, the department of justice and the fbi are working closely with the department of Homeland Security with the broader Intelligence Community and our partners around the world in all of these efforts. And were bringing every resource in the service of our mission. I think its important to note that as we do this work we are guided obviously by our commitment to the protection of the american people, but also by our commitment to the protection of our American Values which include the timeless principles of inclusivity and freedom that have always made this country great. We need to say we will not let our actions be overtaken by fear. We will not allow merchants of violence to rob us of our most precious ideals. Our values are not secondary considerations in the fight against terror. They are central to the work that we do. And they are essential to the nation that we protect. They are also the reason that we are a target and they are what terrorists want most to seek to have us abandon. They want us to live in fear, and we refuse. They want us to change who we are and what makes us quintessentially american, and that we will never do. And now ill turn the microphone over to the director of the fbi jim comey for a few remarks as well. Thank you, madame attorney general. Id like folks to know three things. How we think about the threat, what were doing about it and what you should do as a citizen in this great country of ours. First the threat. We are not aware of any credible threat here of a paristype attack. And we have seen no connection at all between the paris attackers and the United States. Isil and its supporters put out all kinds of propaganda like videos and magazines, but that is not credible intelligence. Of course we investigate all of those propaganda threats. But instead the threat here focuses primarily on troubled souls in america who are being inspired or enabled online to do something violent for isil. We have stopped a lot of those people this year, especially leading up to july 4th. And there are others we worry about and we cover all across the country using all of our lawful tools. So thats how we think about the threat. Second, what are we doing about the threat . The taxpayers of this country have invested a lot of their money in building a National Counterterrorism capability since 9 11. And that has built something very strong. We are not perfect, but we are good. And starting minutes after the paris attacks on friday we did four things. First, we began looking for connections between paris and here. Second, we made sure that we were tightly connected with our state and local partners, that they knew everything we knew and that they were as energized as we are. Third, we began covering every tip and every lead immediately. And we have continued that to this moment. And last, we have made that our over 100 joint Terrorism Task forces are focused intensely on our investigations and in fact that they have taken them up a notch. That is very hard work. But we are very fortunate to have the help of our state and local partners around the country. Together we are watching people of concern using all of our lawful tools. We will keep watching them and if we see something, well work to disrupt it. Thats what were doing about it. Last, what should you people of the United States do in response to this threat . The most important thing i think is do not let fear become disabling. That is what the terrorists want. They want you to imagine them in the shadows. They want you to imagine them as something greater than they are. Instead, we hope that you will turn fear into healthy awareness of whats around you. If you see something that gives you a bad feeling, tell somebody in Law Enforcement. Since september 11th we have really worked to get ourselves organized in such a way that if you walk up and tell any Police Officer in this country or any Deputy Sheriff in this country that you saw something, didnt seem right, you heard something that didnt seem right or you read something online that seemed off, that information will get to the right people immediately. You can count on it. And we will check it out. If its nothing, no harm done. But if it was something, great harm may be avoided. But counterterrorism is what you pay us to do. Tell us what you saw and then go on living your lives, living your life while we do our work. That is channelling fear into something healthy, which is awareness of your surroundings and not something disabling. Thats what we hope you will do. Thank you, madame attorney general. Thank you, mr. Director. Thank you all. All right. We just heard from the fbi director there and the attorney general about what theyre doing in the fight for terror right now and what about community awareness. So lets get back to indiana governor mike pence. Im sorry to cut you off, governor, but obviously we wanted to get the news out of that. You were making the case of why you needed to turn away in the interest of the state of the people of indiana this syrian family and probably two syrian families. Please, make the case. Well, chris, what we determined was after director comey testified before Congress Last month that there were significant gaps in our ability to determine the identity or intention of individuals seeking entry of this country through the syrian Refugee Program, now that we know a syrian refugee was involved in the attacks in paris, i just determine as governor of state of indiana it would be appropriate for us to suspend any further resettlement of Syrian Refugees in the state of indiana unless and until we could bring about the kind of changes that would give us the absolute assurance that no one being settled in our state was a threat to our people. As governor of the state of indiana i have no higher priority than the safety and security of the people of my state. And youve seen a bipartisan growing chorus from the congress to state houses around the country that have agreed with us in that. And let me say im certainly encouraged by the leadership that the fbi director and the attorney general expressed today. None of which changes the fact that the director said, and jeh johnson of Homeland Security, have said that there are serious gaps in the kind of information that we currently have under the current program. Thats why i think the lge bipartisan majority that voted today in the congress to pause this program and Work Together to establish the kind of safeguards that would ensure we could go forward with a Refugee Program without jeopardizing the security of our nation was the right course of action. Governor, i understand what youre saying with whats going on with the master nations of how close we can get to 100 guarantee with the vetting process, but why did this family maybe too have to pay the price of your uncertainty . They have been vetted for three years this family. They were found to not have any significant threat, obviously, which is why they were being admitted. The guy was a shopkeeper. Theyve got a little baby. This family did not have any earmarks of that. Why make them pay the price for your uncertainty . What fact can you point to . What do you know about these people to justify extending their distress . Well, chris, let me just say indiana has a long tradition of opening our arms and our hearts and our homes to refugees from around the world. And my heart goes out to this family and other families whove been caught up in the humanitarian crisis of the Syrian Regime of the isis violence and all thats happening in that part of the world. I think as congress reconsiders and i hope the administration reconsiders their policy here and establishes safeguards in this program will also look for ways that we can provide additional aid to refugees affected here. But look, at the end of the day when you see a syrian refugee involved in a terrorist attack in paris, someone who gained access to the European Union under this program, and we have the leadership of our Homeland Security and our fbi saying that we have serious gaps, i think it was altogether fitting that republicans and democrats in the congress of the United States today voted overwhelmingly to pause this program. Our decision in indiana was not to end our long and historic commitment to resettlement and compassion to refugees from syria. It just simply as congress did today we said its time for us to take a pause to Work Together to set all the political rhetoric aside, chris, and find a way that we can improve the screening so that we can ensure the safety and security of our people. Our hearts break for the people of paris. Our hearts break for the people of france. But as governor of the state of indiana, and as you can see governors all across the United States, my responsibility is to see to the safety and security of my people. And unless and until we have the absolute assurance that steps have been taken to determine the background, the identity and the intentions of people that are coming in as Syrian Refugees well keep that policy in indiana in place. Well, one more pushback on what you do know here. Because you keep using this expression of, you know, your hearts are open to them. And i understand that. Theres no question that hoosier compassion is known far and wide. But heres what you know on the facts of it. Thank you, chris. One, there is a lot of vetting. Theres more for these refugees than most groups of immigration into the United States. You know that. Its done first by the High Commission on human rights. They do it. It takes a long time. Then it comes to the United States. It takes a long time. We see that with this family its taken three years. And we also know that while its about your heart, its hard to reconcile that with what just happened with this family because there are in no way evidence of the threat that we saw here if paris. They have been vetted for years and theres no proof of that. Now as a result of what they did they got lucky in being able to go to kentucky. But what about this other family . I just dont understand how you reconcile compassion with what just happened with these families, gov. Oh, governor mike pence. I think his coms went out. Well try to get the governor back on. And obviously this is going to be a continuing issue with what happened in the congress today. So im going to hand it over to jake tapper now for more cnns continuing coverage.
