They hear folks like you or me talk about the biggest storm ever, biblical proportions and think this it will peter out. Your response to that . As a hurricane approaches land, just its interaction with the land mass will cause it to weaken. Just like hurricane wilma and gene did in 2004 and 2005, as it approached land, both of those hurricanes were quite powerful category 5 hurricanes in the gulf basin. As they approached land, they weakened. Theres a chance it will rapidly weaken before it makes landfall, but the damage is already going to be done. Once that storm surge starts building up along the coastline and the rain starts falling, its too late whether it weakens or lot not. The damage is going to occur. How did it get so strong so fast . It was just an absolute fluke of nature how rapidly this thing intensified. You had to have the right conditions under a ridge of High Pressure where there was little to no wind shear and had to have very warm sea surface temperatures to generate the energy. On your comments about the rescue mission, you said that the people that have faced execution that their graves had been dug. Curious how you know that . And also you said there was significant intelligence gathered. Can you describe that . On the first point, first of all we have 70 people rescued who told us what they were facing. The graves were right next door to the compound. It happens that we had seen them beforehand. We were watching this compound once the peshmerga informed us they were prisoners of isil there and so that was another indication to us what appeared to be basically the digging of graves. You cant be sure by looking at it, but it looked like that. Then we had other indications as well u cant go into, but the main thing is that our peshmerga partners were the ones that had information that this particular location was being used basically as a prison camp and seemingly planned to be an Execution Center by isil. I forgot the second part. This is the stuff you get and the great value, by the way, of raids of this kind and i expect well do more of this kind of thing. But one of the reasons for that is that you learn a great deal. Because you collect the documentation. You collect various electronic equipment and so forth on top we have 70 individuals who spent a lot of time there and who were in turn captured by isil in different ways and thereby had different perspectives. So the sum of all this will be valuable intelligence and saving the lives that were about to be sacrificed is the main thing and supporting our peshmerga fighters and have been wonderful in iraq. You just said you expect there will be more raids like this in the future. So could you please explain how more raids fits with no combat troops . Well, i say we will do more raids remember, if you remember the raid, we have this capability. It is a Great American strength. It doesnt represent us assuming a combat role. It represents a continuation of our assist mission. I said from the beginning, and we mean this, when we find opportunities to do things that are effectively prosecute the campaign, were going to do that. And this is an example of a case where we could do something we alone had the cape can blt to do and im absolutely prepared to do that. So raids is one of those categories. I suspect well have future opportunities in the future. Can you clarify the rules of engagement . Its my understanding that the special Operations Commander made a decision and entered a compound in the middle of a fire fight. They can do it in selfdefense. They can do it when partners come under fire as well. If so, how is that not combat . I wonder if you think the administration is being misleading when he says u. S. Forces are not in combat . Let me explain what happened in this particular event. Everything i know about this incident was that as the compound was being stormed, the plan was not for the u. S. Advise and assist and accompanying forces to enter the compound or be involved in the fire fight. However, when a fire fight ensued, this merp did what im very proud that americans do in that situation. He ran to the sound of the guns and stood up and all the indications are it was his actions and that of one of his teammates that protected those who were involved in breaching the compound and made the mission successful. So that is an inherent risk that we ask people to assume. It wasnt part of the plan, but it was something he did. And im immensely proud e he did that. Were very saddened that he lost his life, but nobody should be in any illusions that americans are at risk. Americans are flying combat missions, thousands of combat missions over syria and iraqi territory. There are americans involved in training and advising security can forces around the country. We do not have combat formations there it the way we had had months upon a time in iraq or the way we but we have people in harms way and shown a willingness to put themselves in harms way in order to have mission success. I think thats very commendable. Just for a follow up. The administration has taken great pains in various permutations to say its not Ground Combat. Just as you said, its not the same size as it was during the iraq invasion. But if youre saying there are going to be more missions like this and if commanders will be commended to go into battle they will be in harms way. I dont want anybody to be under any illusions about that. But this was an opportunity in which the capabilities we uniquely possess could have a material affect. It was the risk associated with that, there was. But again, all i can say is from the reports i have received, im immensely proud of this young man. I want to ask you about something else. Women in combat, your decision on whether to borrow women from Ground Combat jobs. The general is supposed to offer his recommendation by the end of the month. The marines, as you know, or many of us know, have asked that all infantry jobs also some other jobs combat engineers, be closed to women as well. Its based on a part that mixed gender units did not. Do as well. They were slower, less lethal and had more injuries. That report is marked preadditional not for release to the public. So im wondering the question is when will you release that report . After you make your decision . Is and what about the hill . Lawmakers want that as well. Will you release it to them before you make your decision . Let me back up. First of all, i dont have anything new for you relative to two weeks ago when we discussed this. To take it from the beginning again, the direction to the services that im going back a couple years was to they should prepare for all positions to be open to women unless they requested exceptions from the secretary of defense by january 1st, 2016. Rather what they were suggesting was theres a specific problem that is happening in the Africanamerican Community thats not happening in other communities. Why do you think he chose last night as the first time to truly address this . Listen, hes been addressing the underlying issues of race in our country and bias and criminal Justice Reform for a long time. It was just common sense remarks from president obama yesterday and just because a lot of feeks dont agree with him, doesnt make it any less true. For far too long, we have not acted as if black lives matter as other lives. Jordan davis in 2012 killed for playing music too loudly to nine africanamericans in a church in charleston a few months ago. We see over and over again that black lives unfortunately have not mattered as other lives. We heard the president speak to that issue and im glad he did it. Let me push you from one perspective. This is sheriff david clark. He was notorious for opposing the black lives Matter Movement. He called obama a criminal sympathizer. Your response . Listen, that rhetoric is so overheated and far out there that im not sure it deserves that much of a response. I think well never move to a better place on race in this country if we dont acknowledge basic historical and contemporary facts. If you ask the families of jordan davis and the charleston nine and others, if we have issue of devaluing africanamericans theres no way that you can deny that. Its not just president obama supporting this issue of Racial Justice and reconciliation. Right now you have the United States Senate Moving Forward on criminal Justice Reform legislation today. So clearly theres some senators who believe. Black lives matter too. You have conservatives, police officers, others rallying around reform. I think thats a good thing. I know jordan daviss mother personally and someone who lost two loved ones in the charleston church. They would agree with you. Black lives matter, we know they have petitioned the dnc to organize a totally separate black lives matter democratic debate. The dnc said well give you a town hall. They say thats not enough. Some of the candidates have taken this issue head on. Not all. How will they . I think we deserve to have a full conversation on issues of race and bias in this country. Whether that happens at a town hall or debate, i will let the parties figure that out. In the upcoming debates, they should talk about race. This issue has been with us since before our found iing. Right now there are thousands of people bracing for this catastrophic impact as the most intense hurricane ever recorded barrels towards mexico. I repeat this monster storm is stronger than andrew, bigger than katrina is expected to break records. People who have decided to ride this out will be facing 200 Miles Per Hour sustained winds. Let me put that in perspective for you. Thats an f5 tornado, the deadly there is. But this hurricane will churn slowly spanning some 60 miles and bring along with it intense flooding and up to 20 inches of rain. Officials fearing the coastline could be decimated by tonight. Although i cant confirm this, i just spoke with a woman in Puerto Vallarta who said the roads are blocked. Its too late to get out even if you wanted to. Jennifer gray is standing by for us in the weather center. We just started hearing about this last night. How did it get so strong so fast . We have really warm waters. The environmental conditions were just right. We knew that this storm was going to intensify, but this storm has been the fastest ever to intensify this rapidly. So this is a very strong storm. Youre right, the wee hours of yesterday morning just a Tropical Storm. Now a category 5 storm, very powerful. It will make landfall as either a strong category 4 or even category 5. Winds of 200 o Miles Per Hour, gusts of 245 Miles Per Hour. As you said, stronger than andrew, katrina, camille, a lot of people in the u. S. Lived through those storms. This one is stronger. Not to mention the winds were going to be talking about major strorm surge along the gulf coast during katrina. We had up to to 27feet storm surge. This is going to be unprecedented. Could be catastrophic for this portion of mexico. Moving to the north right now at 12, its going to make landfall in the next couple hours. Once it makes landfall, its going to weaken considerably. Mountainous terrain will shred the storm apart, so it will start to lose wind strength. It will hang on to the moisture though. We are going to see a lot of rain. Like we mentioned about the terrain, all the rain has to go somewhere. Its going to flow down the mountains. We are going to see major flooding. Not to mention, we could see landslides, mud slides, we have seen this in previous storms in mexico and they can be deadly. Thats also something were really going to be watching out for. 10 to 20 inches of rain possibly right along the coast. This is going to be one of those storms we will be talking about forever. The force of Hurricane Patricia will impact the United States and those in the southwest in texas are already under flash flood watches as it braces for more rain. Joining me is is a storm chaser. Hes watching this it storm from corsicana, texas. Reid, tell me where you are and i also hear you were going to go to mexico to chase this, but you changed your mind. I did. Because of the flooding here in texas. Right now im in corsicana. And just in front of me they shut down the road. Theres 2 to 3 feet of water there. Im getting hammered by 2 to 3 inches an hour. Im looking at a swollen creek in front of me thats overflowed its banks and rapidly rising. The situation from waco jst south of dallas is looking bad right now with these training storms. Its only going to get worse as it shifts to the houston area and the southeast. As this upper e low pulls in moisture, its only going to keep spiraling out of control in terms of flooding. In mexico i was talking to a woman last hour who plans to ride this out at a friends house with a generator. She knows she will not have water, will not have electricity. She also said this is a huge resort town. This is high season. I would not be riding this storm out if i were anybody. Especially right in its path. I have seen over a thousand tornadoes and been inside an f4 tornado and saw wind speeds of 160 Miles Per Hour. That was only for a few seconds inside an armored vehicle. Imagine experiencing 200 miles an hour sustained winds for several hours and a wall of water, the power will be out, it will be overnight in the middle of darkness. There could be landslides. Theres only one road that goes up to Puerto Vallarta and its going to be shut dun for sure. If i went down there, i would be trapped there for weeks. A good friend of mine said winds like this are the grim reaper when it comes to chasing hurrica hurricanes. You dont want to be down there in that swath near the eye. Winds like this would be the grim reaper for the hurricane. So when i see these pictures, and we have been showing them, sandbags on the beach, store fronts, will that really weather this kind of historic storm . This storm is so intense its a a tight circulation. Its much smaller in size than katrina. The wind speeds are stronger, but its a tight circulation. The Hurricane Force winds extend 30 miles. To so if the storm goes south of Puerto Vallarta they could dodge a bullet. If it curves to the lef, theres going to be nothing that survives in its path. The sandbags will be washed out to sea with landslides. Just to the right of the eye where you have that on shore flow and the water piling up, it looks like here for the next several days well be chasing the flooding from texas down to the southeast. Mexican officials started saying that this is the kind of hurricane that they had never seen before. A category 5 with winds well over 300 kilometers an hour. Its the kind of wind power that can topple trees, that can pick up cars, that can knock down walls. So mexicans are bracing for this powerful storm. Already coastal areas in three states have been evacuated. This hurricane is going to affect virtually all of the Mexican Pacific coast. So it is a very difficult situation here on the ground. Quickly, i hear traffic is an absolute nightmare trying to get out and head toward where you are. Are there multiple roads and routes inland or very few . Reporter yeah, the problem is that a lot of people didnt leave well ahead of what the authorities were anticipating. So in the last 24 hours, this went from a Tropical Storm to a category 5 hurricane. So a lot of people didnt really have time to e evacuate. Now its already too late. We were trying to make our way into Puerto Vallarta today. Protection officials told us theres a good. Chance that we will shut down the roads and you will be stranded and theres no way they are going to be able to help you. A better idea is to stay where you are and monitor the situation from there. In a situation like this when you have the sergeant in an advisory role, the intelligence is coming from our kurdish partners. Youre not going to have a lot of u. S. Knowledge of exactly what went down here. Whats almost tragic and Sergeant Wheeler is is an American Hero and the fact that its been disclosed that hes part of delta force, it really shows that the army is shouldering a huge burden on the war on terror. The tragedy to me is we have the best and brightest of the special operations in places like iraq fighting isis, but still a murky Foreign Policy strategy objective. Then looking at the fact that theres a very good chance that an American Assault rifle was used shooting back at the peshmer peshmerga. Its a very complicated situation. I think americans need to really hold our elected officials accountable and develop a Foreign Policy strategy. Especially as campaigns are asking Smart Questions with that regard. Chad to you on this murkiness. Heres my other question. Because the pentagon spokesperson said this about the mission. We did not have a crystal cleared in of who exactly would be at this compound and said that the United States did not have a full accounting of everyone present. With your advise and atist roles and missions, does ta surprise you or is that protocol . Is that normal . That doesnt totally surprise me. As brandon pointed out the sources that you get sometimes are pretty questionable. The last operation i was ever on that source of information ended upsetting us up on an ambush where we ended up in a gunfight for our lives. These sources are pretty questionable sometimes, but the reality is that theres life. They rescued 70 people. This is just a reminder that freedom isnt free. Its paid for in the currency of blood. We were learning they had eyes on mass graves, that the mass execution was eminent for these 70 hostages. Included of those to be rescued, more than 20 members of the Iraqi Security forces, local residents and several isis fugters accused of spying, if we as americans werent going in to rescue americans, why not send in iraqi u. S. Trained iraqi forces to do this . I think the situation is that were trying to limit american involvement in iraq. So somebody like Sergeant Wheeler is being used in an advisory role where the primary fighting forces. I do think thats a smart way to use our special operations in iraq. But again, i would just point to what the hell are we doing over there in the first place . Whats the plan . I have talked to members of the house of representatives and senators and nobody can seem to give me a straight answer. Thats very concerning to me. What is the issue will we hear from the administration. There are no combat roles. He was asked about this today how this squares with what we have heard from the administration. This was a question from our own jim sciutto. Here is his answer. We have this Great American strength. It doesnt represent us assuming a combat role. It represents a continuation of our advise and assist missions. When we find opportunities to do things that will effectively prosecute the campaign, were going. To do that. So chad, this is to both of your points, this was an advise and assist role. No combat role, yet obviously our guys were staring down isis face to face here in iraq. Right, i mean the goal is to teach these kurds how to fight their own fights. The best way to do that is to not only work on base, but to go out there with them and so were just trying to help them take out the trash and every now and then your hands are going to have to get dirty. This is just one of the tragic situations where our guys pretty much got pulled into a fight. As i turn to you in our remaining time, can we talk about this fancy gala and your organization . What a week, really the last ten days that Hillary Clinton has had. The week that could mark one of if not the best of her president ial campaigns. She endured thursdays 11hour grilling about the benghazi attack. Shes coming off a win of the most watched democratic debate ever. Today before a much friendlier crowd at the womens leadership forum, Hillary Clinton seemed to take a victory lap. Its been quite a week. Well thank you all so much. I am absolutely delighted to be here. As some of you may know, i had a pretty long day yesterday. Joining me now is the former governor of michigan and Senior Adviser to correct the record, a group formed to defend Hillary Clinton on benghazi. Also with me is political commentator buck sexton, a former cia counterterrorism analyst. Welcome to both of you. And buck, on the notion of the smiles and victory lap from Hillary Clinton today, care to comment . As much as it pains me to say, yeah, she had a good week this week. Well look at you. I call them like i see them. She had a good week for more than just the debate and benghazi. Her biggest possible competitor stayed out. Her only critic inside the race dropped out. And we had benghazi more or less flaming out. There are some things that will perhaps continue to be brought up in the course of the campaign, but clearly after 11 hours, there was nothing that came out. She came across as poised. It didnt seem like it worked if the idea was to be a partisan witch hunt. It has been a strong week for Hillary Clinton, but i will say its a long race and people dont trust her and there are things that were not good for her. Well loop back. Governor, your thoughts . I actually agree with most of what buck just said, which is that 11 hours of testimony, its the longest amount that any witness has testified in congress over the past 20 years. 316 questions, 114 interruptions by republicans and she showed that she is president ial. She is unflappable. Truly you dont get many chance like this as a candidate to demonstrate how knowledgeable, how sustained your knowledge is under fire over a long period of time. She came out fabulously. Although i must say she still has a primary to run. Its not like this is over. She has a ways to go. Another piece of good news today is its been a good week. Lets get to the disagreeing between the two of you. Lets move on. After her testimony yesterday, the chair of the Benghazi Committee was asked what he thought if he had anything new came out of that 11hour long hearing. Heres what he said. I think some of jordans questioning when you say new today, we knew some of that already. We knew about the emails. In terms of her testimony, i dont know that she testified that much differently today than she has previously times shes testify testified. Nothing really new. Where was the damning piece of evidence from republicans . There was some thats new in the sense that it solidifies a narrative. People that believe that Hillary Clinton choose and not to be true at the time as a narrative of why the benghazi attacks happened. Look at the email she sent to egypt or her daughter and say she knew this was a terrorist attack right away and versus it having anything to do with the video. So people can say those who have been telling that hillary is a liar is correct. It doesnt seem to matter all that much. It seems like shes able to continue on. At one point she said they were unsolicited. You can say over 11 hours youre going to get tripped up, but that seemed like an intention gnat misdirection and a lie at worst. Then her ineptitude and inability to be a secretary of state who is paying attention to one of the most critical places in the world at that time. Not just in Tropical Storms of it being a country we just t toppled, but also for her and the obama administration. Libya was their decision and if you have the ambassador there sending hundreds of requests for more security unanswered, thats dereliction of duty. One, she said repeatedly yesterday and has said all along as the accountability review board that was set up to investigate this and the other committees have found that it was not her responsibility to respond to security requests. They went to the security professionals. Now the accountability review boards suggested chaungs and she put them all in place. She took responsibility, she took skpax that is critical. Second, with respect to her changing the narrative, both are true. There was an attack and, yes, some of it was fuelled by a video. It doesnt have to be one or the other. Were beyond that. We are not beyond that. There was an attack in cairo. You know very well that video helped to fuel perhaps some of the motivation of some of those who were attacking. But it wasnt the only thing. They added it in. Theres no way. As she repeatedly said both can be true that you dont know the motivation. You also know that there was a planned attack. Both of them can be true. As trey gowdy said yesterday, he didnt learn anything new, there was nothing new. The only question thats left is when are they going to shut this down after having spent 4. 7 million worth of taxpayer money. This committee, really the Republican National committee should reimburse the United States for this. Now youre filibustering. Theres a couple points. The idea its not her responsibility is false. Shes a secretary of state. Hes a u. S. Ambassador. I worked for the cia. She did not take responsibility. She should have offered her resignation right away. It should have stop ped with hillary but she didnt want to deal with it. This is the truth. What about the cia . Why wasnt petraeus part of the grilling . It was cia folks who were in and around benghazi at the time. Why wasnt that part of it . To either of you. It wasnt part of it because thats not the purpose of that committee. The committee was for the purpose of bringing Hillary Clinton down. Why dont they want to release the transcript of sydney blumenthal because out of the 550 questions he was asked, only 20 of them were about benghazi. Seven other committees have reviewed this and found no wrong doirng. They said there was systemic changes that needed to be made and she took responsibilities. She was accountable and took action. This committee is not about benghazi. Its about taking Hillary Clinton down. Thats going to benefit you politically. When it came time for her to look as though she had a close personal connection with ambassador stevens, she was quick to assert that. He couldnt email her or talked to her on the phone. This was on her. She was a poor secretary of state. Hopefully that will factor in. Thats not protocol with all the different embassies. He was surprised that they were not in contact. Final thought, but moving forward, iraq, syria, hot spots around the world, what about our diplomats who were sending to these places . I think this one was for me. They take considerable risks and trying to do the best they can.
