Answer is we dont know. I spoke to Marlin Kimpson earlier this afternoon when senators adjourned from that special session to enter caucus meetings to see where republicans and democrats stood on this issue. The bill, of course to remove permanently the Confederate Flag from the state grounds earlier today, we thought that there may have been enough votes. In fact, the post courier saying that there were enough votes to have it go through. A republican here in the state of South Carolina proposing an amendment for this flag to only fly on confederate memorial day. He addressed his colleagues in the senate. The current flag nying at the Soldier Monument right now, im asking that it be raised at sun up and lowered at sun down on the states holiday that memorializes the confederate soldier. Reporter this is whoutithout question polarizing for southern pride and heritage. Some say it stands for racism, stands for hatred and should not fly on State Capitol grounds. In order for this flag to be removed, it will take a twothirds majority vote in both chambers of the States Assembly that amendments to 31 senate votes and 75 house red votes. We perhaps a vote as early as thursday and decision whether it would be brought down it may take longer. Brooke . Nick valencia thank you so much. I want to continue this conversation here because so much of the talk has been for the removal of the flag. Its clear that murderers of the nine black worshippers has changed the hearts and minds of those who once supported the flag and other lawmakers say they wish they had done this sooner. Theres a difference between a banner that flutters in the breeze out there versus a monument. A huge difference. And i dont think until what happened a few weeks ago that so deaf devastated our state and country, i dont appreciate that to see it fluttering in way that gives some official status to it on behalf of the people of South Carolina. That doesnt represent the people of South Carolina. These wounds that weve been dealing with for 200 years plus weve been pulling the bandaid off really slowly and it hasnt been good for us. When i see a confederate soldier, i dont get goose bumps and feel all warm and fuzzy. I respect the fact that you do. All im saying is you cant force all of us to have the passion that some of you have about certain things. With me now from South Carolina cnn contributor and former state representative bakari sellers. Thank you for joining me. Thank you for having me. Thank you so much. This is significant because of where you stand and also you know people voting here. These are your former colleagues. What are you hearing from them . Were hearing maybe this could be over with by the end of the week. Could you just give me a status update from what youre hearing . Well we had these conversations on a daily basis and im cautiously optimistic that they will be coming down. Im hearing that tension is growing and the conversation is not one that is pleasant although the conversation on the floor in both the house and senate is. The conversation and the chatter surrounding this body is not one that is very pleasant. My colleagues want to get this behind them. What i can tell you is that some persons are in that body right now who, when they vote to take this flag down that will be one of the last votes they make as a member of the South Carolina house of representatives. They are going to go back to their respective districts and face competitive primaries based on this one vote. Youre saying depending on how they vote they could lose their jobs . Can you be more specific . Well we go back to governor David Beasley where you had a Huge Movement to keep the flag dump beasley and now similar comments are being sent to my colleague who want the bring the flag down. This is a very divisive issue. We know that. Thats one reason we want this flag to come down. I guarantee you, some will take walks. Some will just not be present when its time to vote. Those who have the courage to stand to vote and take it down i think they are comfortable enough to live with the flag. Some have been receiving robocalls, saving on the Confederate Flag. Listen to this. This is an attack on our val yous and its unamerican and it has to stop right here right now. Leave our flag alone and not stand with leftist fanatics who want to des destroyer the south we love. Stand up. Call now. Paid for by the conservative response team. Our correspondent was reporting that one of these state senators was proposing there be a confederate memorial day in which the flag would be raised and lowered on that one day. Do you think that would fly, sir . No pun intended. First of all, let me just clarify that we currently have a confederate memorial day. Im from the south and ive never heard of a confederate memorial day. It is a state holiday. Well work on that next. But right now that flag they want the flag to be raised on confederate memorial day and lowered at the end of it. The problem with that is that the compromise in 2000 got us to the station where it was flying to the stop of the statehouse. I dont think well have a compromise. It will remain up for the rest of my lifetime or its going to come down this week and were hopeful. Were really hopeful that it comes down in the next few days. As i mentioned, im from the south. I understand. I love where im from and celebrating Southern Heritage but i understand that you have to draw the line somewhere. I was reading about nascar and urging people who go to races not to wave the banner and even after this past weekend in daytona, not everyone was listening to them. You have golfer bubba watson who has that duke of hazzard car and its one thing to remove the frag. That is not to me, there is such a deeper issue of hate that doesnt go away when you take a flag away. Well i share in that pride in my Southern Heritage as well. Im proud to be a part of the south. But that Confederate Flag doesnt represent me. To be completely honest i could careless what you do on your private property and you understand that i have a right to have an opinion about what you do. Thats your prerogative. This statehouse is not any one individuals home or their personal property. This is our shared culture. This is our shared soil. My hope is that people respect that and understand that and maybe we can move forward into 21 sent2 21 century. Bakari sellers, thank you so much. Dismount oh, and he sticks the landing youre watching cnn, im brooke baldwin. Kate steinle was walking with her father when she was shot and killed by a bullet. One bullet and shes gone. 31 years of age. The suspect is an undocumented immigrant with seven fellies on his record. He had been deported five times in the past. This has sparked plenty of angry here. Kate steinle says hes focused on his daughter and the outpouring of public support has kept him going. The people who doesnt know kate and our family to put up a memorial for her tells me that you know love is going to triumph over evil. Cnns dan simon joins me from San Francisco and we know dan, the suspect has opened up talked to a local reporter there in San Francisco. What else did he say . Reporter brooke first of all, this story is going to galvanize galvanize critics of americas immigration problem. Here you have this guy who has convicted of many crimes and then deported an astounding five times to his native mexico and somehow hes able to roam the streets of San Francisco, get a hold of a gun and come to a popular Tourist Destination and fire off a ground and kills this young woman. Get this before he came to this area he said he found some sleeping pills in a dumpster and then as hes Walking Around he found a gun wrapped in a tshirt and when he picked it up it just accidently went off. Here is what he said during that jailhouse interview. Did you shoot kate steinle, the lady down on pier 14 . Yes. You did shoot her . Uhhuh. Where did you get the gun . In the ground. When the when the over there in the bench, i put my leg and i see the one tshirt and then i hear Something Like boom boom three times. Brooke this case offers sort of a rare look into so many things. First of all, weak border enforcement. How did this guy come over to the United States five times or more . And then you have the issue of the socalled sanctuary cities. Theres going to be this debate over the wisdom of these socalled sanctuary cities. And then finally theres the issue of gun control that some people will raise. The question is were not sure if authorities are going to believe this story of just finding this gun wrapped in a tshirt. I think at this point its pretty suspect. Brooke . Yep. Casting suspicion on that. Let me follow up on the notion of sanctuary cities because i dont know how familiar our viewers are on that. Dan, are you with me . All right. I think we lost him. Well move on. Reporter brooke i lost your audio. I think you were asking me a little bit sanctuary cities. Now, heres the deal with sanctuary cities. Basically, what it means is they are not going to comply with federal authorities when it comes to immigration. If the Authorities Say, you know what we want you to comply with the order, that we want to take this person into custody and charge them based on their ill interrogation status they are not going to comply. San francisco takes an even harder line approach in that regard. San francisco, if the Authorities Say put a detainer on a suspect, which they did in this case with francisco lopez, he said no. Thats going to be what this is about. Brooke, back to you. Dan simon, thank you so much. Just following up the point to also make is the fact that in this jailhouse interview sanchez said this is why i came to San Francisco, because of the socalled sanctuary city status. Coming up on cnn, how about this for an exit . This is the finance minister of greece quitting his job, hopping on his motorcycle with his wife and driving off into the countrys cash crisis leaving that driving off into the sunset. How is greece the real question how is greece impacting your money, your 401 k and perhaps your next european vacation . Also crowds and crowds of people here lining the streets all to just catch a glimpse of this man in the popemobile. Where he is today and why this is so special. Thats straight ahead. Im the biggest threat your business will ever face. Your size, your reputation mean nothing. Because tomorrow, ill be your competitor. And i was born to disrupt everything you think your business is about. See you soon. The next wave of the internet is bringing the next wave of competition. Were ready. Are you . All eyes on greeces money woes. Negotiations under way for a new Financial Recovery plan after voters rejected this european bailout. But the turmoil is having a rippling effect on other economies. Cnn chief Business Correspondent Christine Romans breaks down what it means for Americas Bank accounts. Brooke the greek people told europe basically take your bailout and shove it. That means that greece is now dangerously close to leaving the eurozone. Greece is drowning in debt desperately needs money and theres an emergency summit tomorrow. What does this mean for your wallet . Three things. Your 401 k could lose value. The dow had the worst day of the year. How bad could it be . Stocks wobbling today but greece is a tiny economy and u. S. Has little direct exposure but we could be in for wild dips until they find a resolution. Travel could be cheaper for travelers. The euro is plunging against the dollar. That means every dollar saved for vacation to spain or paris, that dollar will go farther. Its good for american tourists but bad for American Companies that sell things abroad. And third, turmoil in greece could delay higher Interest Rates here. If the eurozone is in turmoil, its the largest trading partner for america, after all, the federal government could be more reluctant to raise Interest Rates this fall. Christine romans thank you very much. So how could this affect us and why should we care about china . Ill bring in an analyst. Beginning with greece and i love how christine put it take it and shove it this could have to your point, as we were discussing during the commercial potential political fallout if they exit the euro. Absolutely. If greece is left on its own, who is it going to look to for money and Political Support . Russia china, middle Eastern Countries . Thats one of the reasons why you see the president and jack lew getting involved in this because they dont want a situation where the balkans are affected by this. Whats in it for russia and given everything that weve reported with the sanctions, could they pull this off . Russia is having its own economic crisis. Thats why putin is being so aggressive. He likes to stir up trouble abroad and creates a sense of nationalism, makes them feel powerful. So this is another weak peripheral area of europe that russia can stir up trouble in just like ukraine, greece could become another area where you start to see conflict. And if europe is perceived as being weak and not able to fix its own debt crisis that only encourages countries like russia. So when you go to cnnmoney. Com the big headline is why we should care less about what is happening in greece than in china. And i was hearing comparisons here in the u. S. 1929 or 2008. Yes. Tell me why it could be bad news. Well its bad news in china. They are having a debt crisis that is not dissimilar from what happened in the u. S. In 2008. Its a subprime crisis. If you look at the debt that it takes to create growth in china now, its 4 of debt for every 1 of growth. That ratio used to be 1 to 1. Think about the debt that china needs to create growth. Why do i care here in the u. S. . Because china buys a lot of our stuff. And its one of our main trading partners as well. And, you know its one of the three legs of the global economy. I like to think of it as a stool. Okay. Youve got u. S. Europe and china. The u. S. Is really the only leg that is not too shaky right now. Thats not great for growth. Weve got a recovery under way but not a Strong Enough recovery that we can pull everybody along with us. Okay. Thank you so much. Really just a great resource. Go to cnn money. Pope francis is on the move in the popemobile in ecuador. Waves, cheers greeting the Catholic Leader as he drove by in the popemobile. Lets go live to my colleague, rosa flores what an amazing assignment here. Hes in guayaquil. What is he doing . Reporter he has a full itinerary, brooke. Like you said hes in guayaquil and hes heading my way here to quito. Hes going to be visiting with the president and going into the cathedral that you see behind me, meeting with clergy. Hes going to cross the plaza behind me and mingle with the crowd. So you have seen him do that a lot and, of course hes going to do that in his home continent. He just broke bread with hundreds of thousands of faithfuls in guayaquil. It was a packed house. He spoke about the importance of the family and the mother in the family and the importance of the family unit and unity and how the family is the first hospital for all of its members. He also talked brooke about service and how service is true love and that service is not about charity. Its about having a social responsibility. Now, its no mistake that he chose three countries that are some of the poorest countries in south america for this visit. Ecuador and paraguay they are between 40 and 45 and throughout this visit and throughout these events were going to see the inclusion of the culture, the language of these three courts incorporated into these events and, brooke thats no mistake. Hes trying to bring a message of inclusion in the church to make sure that he can bring his flock back in. As you know some catholics leaving the Catholic Church and him trying to bring them back. Brooke . You know rosa i feel like this pope often makes news wherever he goes or even when hes on the plane heading back to the vatican. Have there been any moments yet . I was reading this moment about an impromptu prayer outside of a residence where he was staying and then those sort of gathering around. Can you talk to me about any moments hes had so far on this trip . Reporter yes, definitely so. Hes had moments, of course along the popemobile route with some of the faithfuls. We talked to some people yesterday when we were actually there on the popemobile route and they were very emotional about being able to have an exchange with the pope about being able to have a blessing. Of course the one that you mentioned, this is outside a Diplomatic Mission at the holy sea where the pope is staying here in ecuador. The crowds were very large outside, brooke and they were all chanting and asking for the pope to come outside one more time. So of course the pope broke protocol. This is according to the vatican radio. He walked outside and chatted with them for a bit and offered them a blessing and said okay now you all have to go home so the community can rest and so of course so the pope could rest as well. Brooke . Breaking protocol breaking news on any continent. Rosa flores thank you so much. Just a reminder, the pope will be in the United States in this upcoming september. But when you show people their progressive direct rate and our competitors rates you cant win them all. The important part is, you helped them save. Thanks, flo. Okay, lets go get you an ice cream cone, champ. With sprinkles . Sprinkles are for winners. I understand. President obama right now at the pentagon meeting with top military officials there, a briefing on the war against isis as the u. S. Tries to push back gains made by the terror group. Stand by because were going to hear from the president in a few moments. U. S. Led forces unleashing new attacks in raqqa, an isis stronghold in syria and now believed to be the home of the two missing british schoolgirls who we reported on some time ago. Were learning they have just become isis brides. Joining me now is Kimberly Dozier and paul cruickshank. Welcome to both of you. Before we get into the role of women and, you know interrogation and what could be happening to these young ladies paul to you first. As i mentioned, were going to listen to the president in about 15 minutes from now. Talking to barbara starr, not a likely Decision Making meeting and status update meeting. What will you be listening for when you hear the president . Ill be listening to the plan to dismantle the terrorist safe haven in syria . In syria, the al qaeda affiliate is increasingly strong and taking over parts and pushing into aleppo. Obviously very very concerning that the Al Qaeda Organization has a safe haven in syria, given the events of 14 years ago when al qaeda had a safe haven in afghanistan. But also what is the president planning to do about isis advance in libya . Its expanding big time across libya. The tunisian gunman who launched the attack on the beach the other day, he trained in libya. What is the president going to do about isis . Egypt . The group in egypt, the isis affiliate there increasingly strong launching an unprecedented attack just last week in the sanaa province. Kim dozier about these young british women, weve spoke about the widow of the isis money guy who the u. S. Targeted and now they have his widow in iraq who they are questioning interrogating. Can you just tell me a little bit about what she may know about isis . Well, interrogators are actually learning a lot from her about how isis works and the prominent role of women within the organization. She was not just the woman cooking in the kitchen and taking care of the family. She was entrusted with taking care of the womens slave network. She also was entrusted with running some of the other wives, coordinating how they took care of their commanders. So because of that and because probably she is trying to make sure that she has some future after this that is not spending the rest of her life in jail shes been cooperating, telling interrogators her role in the organization and also how women are part of the hierarchy and they pass messages back and forth, for instance, it goes back to what you were talking about, what is the attraction for women overseas to come and join this organization. They are being told you will have a prominent role. Thats my so the follow up is about this is from the british lawyer telling cnn that the runaway british schoolgirls may have just been married off with isis millitants. Im wondering, what is the lure . What are they being promised in terms of going into syria and marrying these terrorists . Well they are being told that they will have a role in this new caliphate in terms of holding the family together comforting the fighters when they come back home from the battlefront and also helping run things like the brigades which help run the Civil Affairs inside some of the areas that isis controls. These are all not major roles in terms of the fight but they are important roles and the women are being told you know you will be part of this. Paul how are they getting back to this widow being questioned and giving up information and her husband was high up there and from everything ive read the wife ranking sort of corresponds with the husbands ranking within isis. How are they getting her to talk . Whats the incentive for her . We dont know the details of how they are getting her to talk. They are very skilled in these types types of interrogations getting someone to open up softly approach her first, creating a rapport. Presumably the interrogations going on in arabic rather than english. It can build a certain amount of rapport with her and getting her to talk and talk and talk and all of this kind of information is very valuable because the United States has had a bit of a black hole when it comes to isis operations in syria from a human intelligence point of view. They dont have the developed Intelligent Networks that theyve had in pakistan and yemen. So all of this is very very valuable clearly all of the information that they can get from her. Okay. Paul cruickshank and kimberly dozie, thank you very much. Were waiting to hear from president barack obama. Hell speak live about isis and on the war overseas and really here at home. All of these young people listening to this message. Some of them would like to act on it. Well take it live. Plus boston bomber Dzhokhar Tsarnaev was sentenced to death just last month. As we reported just last hour convicted Boston Marathon bomber Dzhokhar Tsarnaev is asking for a new trial. His attorneys filed the documents. He was sentenced to death for the attack at the marathon in 2013. His lawyers say they will file more documents yoit lining reasons for requesting this new trial. What does this mean . Lets bring in mel robbins. To be crystal clear, this is totally separate from any potential appeal. These are motion. Welcome to law school. Heres the deal. At any trial after something is convicted, so im representing somebody, theyre convicted, i stand up and make a rule 29 motion which is me appealing to the judge saying please override the jury acquit my client. When they normal would do that is right after the conviction and before the sentencing. What happened in this case is the lawyers for tsarnaev said give us more time. The judge said no problem, well give you more time to do the motion lets move on to sentencing. Now what youre seeing is those motions that normally would take place during the trial happening right now. After hes been sentenced. So i cant imagine any kind of file on that motion to acquit is going to happen. No way. Theres no way the judge will grant these motions, but this is how it builds for the appeal. So when the appeal comes, they will make the fact that the judge denied these motions part of the appeal. So 60 more seconds. Once the motions are filed and they both get resolved however which way they get resolved then one would assume and we shouldnt assume every case is different theres at least one mandatory appeal. The appeal process happens after the motions are complete. If they were to appeal right now, this el would lose the right to actually make these motions. Heres the interesting twist. If they didnt make these motions, tsarnaev could appeal and say he needs a new trial, because his attorneys werent effective at their job. Oh, the machinations. Very wonky. I know. Im impressed. Thank you so much. Thank you. And that will do did for me as we mentioned, from the pentagon, the president has been there meeting with top military leaders, specifically on isis. We will take it in just a second. Live pictures. Im brooke baldwin. Thank you for washington. Were going to send it to washington a bit early today. Lets get to jake tapper with the lead. Good afternoon, welcome to the lead. Im jake tapper. Youre about to look at some live pictures out of the pentagon where any second president obama is going to step behind that podium flanked by his top military commanders and debrief the press. Were expecting him to appear with general lloyd austin who is commander of Central Command or centcom, and the commander of africom and more. Isis the Relentless Group that released two execution videos over the weekend, sources telling cnn that the Obama Administration is more or less going to announce the world can expect more of the same that they have been offering in this campaign. Lets getting right to barbara starr. Barbara, the president s pentagon statement came after the u. S. Led collision spent the day is there any occasion why the u. S. Ramped up the number of air strikes over the weekend. This is an interesting part of syria, the town of raqqa. The kurds, obviously in strong opposition to isis theyre less than 50 miles north of the city. Theyve been pushing towards raqqa, giving them the ability to pick up targets for the u. S. To strike. We saw really unprecedented 18 air strikes just on july 4th alone, over several hours. Isis controlled bridges, about 16 bridges taken out. A number of other targets in what the video shows is very calculated areas. The question now is how will eye says react . The u. S. Is hoping at least that the pressure from the kurds, the pressure from these air strikes lead to isis leadership to begin moving around at least go on the run a bit. Reposition men, materiel but make no mistake, what we are about to see from the president is an optic. We dont expect any major announcements, but he is here at the pentagon his commanders including the joint chiefs the generals that you mentioned, the secretary of Defense Ash Carter they will stand behind him, a show of solidarity the president expected to say the campaign is going well always expected to say its going to take a long time. If these air strikes do begin to have some effect we could begin to see them able possibly to target more isis leadership in the coming days and weeks. Jake . Barbara starr, stay right there. Well come back to you after the president speaks. I want to talk about this with retired general mark kim met and congresswoman jane harman she now served for the wood row wilson center, and is formerly a member of the cia external advisory board. General, if i may, the president says the u. S. Does not need to alter its strategy ifs military stays the course trains more iraqi troops, isis will be a beaten. You just returned from iraq. Is that correct . Well i think we have to talk differently about iraq and syria. Certainly we have the capable to tweet isis inside of iraq after a period of time probably longer than we would like but it is something we can do in the future. Can you give us an idea of the time . Probably years, to complete reply push isis outside of iraq done by the Iraqi Security forces themselves. Syria is a totally different situation. We dont have the capability on the ground there is no central organization. We have a we have on the one side assad regime fighting them. On the other side some of the, quote, moderate elements but they are finding sanctuary and safe haven inside of syria. They are not until threat from american air strikes, nor are they under threat from either the assad regime or al nush ra and its affiliates. We went through this weekend thankfully with no incidents, but obviously on high alert. And ive heard National Security experts say under the problem in iraq and syria is taken care of, were never going to have the problem with isisinspired extremists here in this country isilce in 12 countries, which is the current list the problem wont go away if isil is defeated in just these two countries, but i would say its more complicated. One, i dont think there is a military solution to this. We simply have to do better with social media and get ahead of these recruiters of foreign fighters and propagandists who are telling a story that isnt actually true but leading more people for fight. Number two, in syria, and i agree with mark its a harder problem. Our strategy has an internal conflict in it. We are for helping people in syria training them to fight isil but those same people also want to fight the government of syria. So no no dont defeat assad just like isil. Well that message is not persuading a lot of folks to sign up for our effort which is why its lagging behind. They aerial bombing raids are increasing in number but not in effectiveness. Our strategy i hope will be clarified by the president in a few minutes. General, one thing i heard from rob gates when i interviewed him a few weeks ago, when it came to the campaign guess isis was the rules of engagement for the u. S. Need to change. I believe what he was suggesting
