You know he talked about going out that morning, and thats why we wanted to get him before he even got on the bus on washington street because we didnt know what he was capable of doing. He could have acted out on that bus. Now, before rahim targeted police the affidavit indicates the 26yearold Security Guard plotted with his nephew and a third person to behead one woman. This woman here. This is pamela geller, the conservative blogger known for organizing a contest in texas to draw the Prophet Muhammad which ended in that deadly shooting. I have our justice correspondent pamela brown, whos been digging on this for us in boston. Pamela, what more do you know about this phone call between rahim and his dad . Reporter well what were learning from talking to Law Enforcement officials, brooke, is that there were a number of signs Tuesday Morning that something was imminent. One of those signs was a phone call rahim apparently made to his father that day basically saying his goodbyes. Law enforcement knew this because as we reported, rahim was under 24 7 surveillance for the past ten days. So they were able to listen into his phone calls, monitor his email activity and as a direct result they were able to hear this phone call where he said his goodbyes. Law enforcement knew from tracking him that he had bought three knives on amazon. So the concern, apparently was that that day he had talked about, you know, wanting to go target the boys in blue that he was going to go out with one of these weapons and launch an attack. We have learned talking to the Police Commissioner here in boston that police approached him in that parking lot at that bus stop because they were worried that at that moment he was going to get on a Public Transportation bus and launch an attack. So that is what caused them to go up to him and approach him. Then as weve heard Law Enforcement say, the fbi and Boston Police that he apparently lunged at them with a knife. Brooke . What about this News Conference pam . Rahims Family Holding a news concerns in less than an hour from now. Have they seen as we know members of the black and Muslim Community have seen the surveillance footage. Do we know if theyve seen it . Reporter were getting conflicting reports. We know from talking to officials here that the intent is to release the video to the public but first they want to have the family look at this video. So the fact that the video hasnt been released to the public is telling. But we do were anxious to hear what the family has to say at this press conference and hear their side of the story in all of this. Tune in for that. Pamela brown, thank you so much in boston. Meantime major cities all across the United States rocked by this historic crime spike. In milwaukee, for example, you have homicides there surging 180 this year. Murders and shootings are up in new york chicago, st. Louis, atlanta, and in baltimore, a city facing its deadliest month in more than 40 years. The situation is so bad and so tense there that police are pleading with the federal government for help. You have 43 homicides in a matter of four weeks. And according to the Police Commissioner in baltimore, there are enough pills on the streets to keep the city high for one year. That coming from anthony batts. Joining me now, senator pugh. A little bit of information on what the commissioner was saying. During the riots, we know 27 pharmacies two methadone clinics were looted. As a result of that 175,000 units of prescription drugs out on the streets. Do you agree with the commissioner that the violence is up specifically because of these drugs . Well i dont know exactly what that number is and im not sure what the commissioners referring to but we do know that 27 pharmacies were looted during the unrest here in baltimore. We do know theres an effort on behalf of not just the Police Department but our federal leaders to bring in federal help to baltimore so that we can deal with some of these issues. As you reported earlier, spike in the crime in baltimore is not just happening here. Its happening nationwide. This is an issue all cities around the nation are beginning to deal with. This issue of criminal justice issues in the state of maryland will begin a discussion on monday with our commission on how to we deal with these Police Issues that are not just occurring in our city but in cities around the country. More importantly, how do we begin Police Community relations to we can get police and Community Working with each other and not fearful of each other. Because everybody has a job to do but we need to Work Together in that process. I understand. I think you cant talk about all the cities and how they all, even though the crime is up its all because of the same reason. Would you agree with the commissioner that the linkage of the two, the spike in crime and the drugs on the streets, do you believe there is a specific link . Well let me just say drugs on the street is a problem anyway. They were a problem before. Too many Drug Treatment Centers in one area too many Drug Treatment Centers in the city. So it also perpetuates the problem that the city of baltimore is dealing with. But absolutely if drugs have been taken from these various pharmaceutical places certainly it increases the problem in the street yes. Okay. We also know Baltimore Police are begging for the feds for help. Do you know specifically what kind of help theyre requesting . Well theyre asking for federal help. Let me just say that our but what kind of help . Well theyre asking for police help from the federal department. Theyre also asking for help from our federal agencies in terms of the jobs and so forth needed here in Baltimore City. Barbara mikulski was just here yesterday with our labor commissioner talking about all of the federal help theyre going to be pulling together to make sure that baltimore in the coming days begins to move forward with a plan to bring everybody together the police the community, and the federal resources that are need not only to deal with the drug problems that the city is facing but the unemployment issues as well. How do you respond to some of the critics saying, you know one of the reasons why crime is high is because so many of the Baltimore CityPolice Officers are less proactive . Well i dont know that theyre less proactive. What theyve said is because were looking at this that the eyes of america are on them that they feel that the response that their response is not what it should be. I agree with the Police Commissioner and everyone else who hires police to work in our city that we need them to do their job. So whatever that takes, in order for us to get them moving to do their jobs whether it is the Justice Department coming in and helping them to understand how to proactively police in neighborhoods and communities that are suffering from crime activities then thats what needs to take place. We do need our police in communities to do their jobs. At the same time we need them to respect our communities as the communities respect the police. At the heart of this whole scandal, josh duggar the oldest of the duggar boys admitted as a teenager that he had, in his own words, inappropriately touched four of his sisters and another young girl. Those admissions came first in 2002 then again one year later. We thought, you know, at first that josh, you know was on the road to mend but he was still a kid. He was still a juvenile. He wasnt an adult. So there was a couple more times that he came and told us what he had done. We were just devastated. Again, this was not rape or anything like that. This was, like touching somebody over their clothes. The duggars last night choosing their words very carefully. I want to bring in Human Behavior expert wendy walsh. Ladies welcome to both of you. Juliana, let me begin with you. As you were affected by this this is personal for you. When you hear joshs father say, this was not rape or anything like that whats your reaction . Well my first reaction is there was no consent whatsoever. So therefore, when he went into the bedroom while they were sleeping thats not consent. So therefore, you cant say that they werent affected by that. I think what upsets me as a victim is that youre minimizing pretty much what those children had went through. And you dont necessarily know if they were in a deep sleep where they never saw them. So i think thats what infuriates me. There was no consent whatsoever. And youre the second person to mention the m word minimizing. Wendy, i understand this is sort of a Common Thread in cases like these, especially when its familial sex abuse. And to hear the parents, you know talking about when josh first came to them at the time he was 14, they were shocked, drama, tears. Quote, it was a ray of hope that josh had a tender conscience. How do you hear the parents . Well why were they shocked . I mean they have openly talked about repressing sexually their children, not allowing them to even hold hands while theyre dating not allowed to kiss until after marriage. Natural Human Sexual Development happens. It happens anyway. If you suppress it then it takes these dark and seedy channels. So thats the first thing. Minimizing you know im not siding with the duggars, nor am i ever trying to diminish the possible injury to these victims, but 90 of American Families if this happened with their 14yearold son, the last thing theyd do is call the police. However, they should have definitely reached out for counseling for the victims and for their son right away. Not until he reported the third time. Like the first time. Lets get this straight. Then they would have learned about how to have healthy conversations about sexuality with their kids. The whole interview, though, theyre addressing josh and how theyre fixing josh and how he went through counseling. It wasnt until the end of the interview where they finally addressed the victims and that the entire family received counseling. I think thats a problem because for victims, its always about the offender. The victims live with this for their entire lives. Its not something that goes away overnight. Thats a point too. It seemed to be a lot of focus and defensiveness on josh and less about protecting these young women and these victims. Something else i noticed, when you hear from these two sisters, they said theyre also defending their brother, saying this wasnt rape. They dont like their brother being called a molester. But they called themselves victims, not in reference to this abuse, but because of this magazine in touch magazine who illegally released these reports. To selfreference as victims in regard to that i found that surprising. Well lets face it. We dont know the extent of how this sexual abuse affected them psychologically. It may have been something, a small kind of injury, or something that substantial that will affect their relationships. We dont know the answer. However, we do know when the media gets involved in private family matters, its never a good thing for kids never a good thing for teenagers. I understand the family wanting to protect their family. Understand fortunately, they put themselves in the limelight so that sets them up as a target. Can you understand wanting to be a little defensive of a family or not at all . Oh, no can definitely see that. With my experience myself my stepfather was the one that sexually abused me. My mother defended him. The reason she defended him was because they have a child together. She wanted to protect my sister who was now growing up and didnt want her to experience having a father in jail and having her father not present. But in reality, youre being submissive to that male. What shes doing is telling her that pretty much it is okay. And its not okay. I think thats whats the problem. Yes, i understand being defensive for your family but then its a token, too, you have to teach your daughter to be strong and know that good touch and bad touch, like that had mentioned in the interview, and what is good and wrong. What would you final question back to you. What would you say if you had these two sisters sitting next to you . What would you say . If i had both of them with me i think it would be more of a dialogue of what services have been given to them. What have they done . What has been part of their healing process . A lot of victims say, oh, you know im okay it happened so many years ago. Its going to come back and haunt you until you bring awareness to it until you realize thats not okay its not okay for a man to touch you without your consent. And i would want them to understand what that means because thats important. You are in charge of yourself and your body. And it is up to you, not what everybody else is telling you. Now we can talk about womens sexual function. These are vehicles or ways in which we can start to communicate about issues related to women. Do you think this pink pill is a good thing . I think its a good thing in certain, very specific situations. We dont really understand female sexual dysfunction, whatever that term means. It is actually in psychiatric literature. Its not part of medical literature at this point. Will a pink pill make women more sexual . I doubt it. Its not ecstasy. Its not going to make you want to have sex with everybody around. But it is maybe a step in the right direction to trying to understand the complexities of womens sexuality. As a sex therapist whos dealt with women and sitting there with the woman alone or the couple its the beginning, i think, where the real essence is does a woman feel good about herself . You have a low sex desire the question being asked is rate yourself on one to five. How much do you feel that you have sexual desire . How much do you feel turned on . Then what does the woman say . Then you get an idea in your mind how much she feels shes suffering. If shes suffering, you have to pay attention. Then you have got to get the partner into the discussion because does he know how to please her . Does he listen to her . Does she know even what pleases her . This is the number one thing we always said about women. Do you know how to turn yourself on . Not a pill not the guy, but you. Right. Point taken. Heres the other thing though. Some women are saying listen, theres gender bias. And granted, weve discussed the pills are different. But if men have this pill why cant the ladies have this pill as well . I want you all to watch this. So its just you and your lady. The setting, its magical. But then erectile dysfunction comes knocking again. A special Police Task Force is trying to answer that very question after now three shootings in the last 90 days two of them deadly. The latest happening overnight in the town of loveland. A 65yearold man was found dead on the sidewalk. This follows two other random shootings in nearby windsor and larimer counties. Police say those cases are related. One victim died, the other survived after being shot in the neck. I have to try my hardest every day not to let it affect me and, like, hinder me from doing every day things. What i didnt want from this situation was somebody else to be hurt, and thats exactly what happened. Also under investigation, dozens of car windows that police say have been mysteriously broken. Joining me from centennial colorado is our correspondent ana cabrera. Lets begin with last night east shooting. What are police sharing . Reporter it is really a mystery at this point. We dont have a lot of information. What we do know is a passerby found this 65yearold victim lying on the sidewalk bleeding around 11 00 last night and called police. When emergency crews responded, they discovered this man had been shot. There were some efforts to try to resuscitate him, but those were unsuccessful. So now investigators in loveland which is about an hour north of colorado theyve reached out to a broader task force thats investigating these other shootings, the ones you mention ed mentioned. Again, all these shootings in the same region which is what makes it so suspicious to see this latest shooting pop up last night. The cause of the death is still very much unknown. Brooke . So any leads . Reporter at this point well wait and see. Were waiting to hear from investigators at a press conference in just a few hours where we hope to gather more information. I have been in touch with a Public Information officer up there in loveland who tells me when he spoke with the police chief this morning, the police chief basically said that there was nothing specifically linking this latest shooting to those other two shootings that were linked. But he also said that they arent ruling anything out at this point because theres nothing necessarily that says its not linked to the other shootings. So at this point, investigators are working together and theyre keeping their cards very close to the vest and well hope to learn more information later today. All right. Yeah i think especially for the last year since he finished his term as governor of texas. If you looked at the republican field, you saw a guy who was governor of texas for, what 14 years. Texas had a fantastic economic record under perry, good education record good record in other areas, including some criminal justice reforms that many liberals would like. He reduced the jail population in texas while the crime rate didnt go up. Pretty impressive tenure as governor. Yet, he had a rough time in 2012. Im not sure he couldnt overcome it. You have debates. You have a ton of stuff. An awful lot of will over the next six, eight months. Perry is one of the guys whos right now in the second or third tier who could move into the first tier. Okay. Its interesting you talk about coming down from mars. Im going to use that in a second. But lets pivot to jeb bush. Today the big announcement of the forthcoming announcement. But really i wanted to ask you about how over the course of the last two months hes been using the time to raise money for his super pacs. What do you make of that move . Well theyre all doing that. Thats the new rules of Campaign Finance or the new nonrules. But hes really doing that. Well hes doing it because the bushes are good at racing money and hes got a lot of supporters who want to give him money. The big story of the race so far, if you step back if we were having this discussion in january or december, the question would have been can jeb bush become the front runner . Can jeb bush not only raise a lot of money, but can he get ahead in the polls . The answer is no. Doesnt mean jeb bush couldnt be the nominee. Hes an impressive guy. He may run a very Good Campaign but right now jeb bush is tied basically with a bunch of other candidates. He hasnt intimidated anyone. Marco rubio, the junior senator from his own state, got in the race. Rick perry is getting in. I think itll be very competitive. Jeb bush is going to have to win this nomination earn it. Hes certainly not going to be given it. Thats healthy for the Republican Party to have Competition Among serious governors, senators exsenators, exgovernors et cetera. We talked obviously a lot about some messing up of answering some of the questions as it pertained to the iraq war with jeb bush. Were not going to totally go there, but when you look at some of the polling, especially with his brother, his numbers are up. Then you look at the numbers, specifically our poll bush family connections. The biggest chunk here less likely to vote for him, 56 . Listen he cant change his last name bill. What does he do especially when hes official . One of jebs closest advisers told me a few months ago, were going to begin this race as another bush. Thats inevitable. We have to become by late 2015 jeb. With his own pefrrsona, his own agenda agenda. I think a lot of this race will be policy heavy. They want to hear what these people are going to do about america, about americas standing in the world. People arent tending to vote for these candidates because of their name or against them because of their name. Jeb bush has every chance to overcome whatever deficiencies being another bush may cause him. But hes going to have to overcome them. He certainly cant coast in as gee, its another bushs turn. People really, i think, are looking forward to learning more about walker and rubio and bush himself and perry and jindal and everyone else.
