Well first of all, brooke youre not allowed to fly drones in d. C. Let alone around the white house. That is a restricted air space. What we can tell you here and we see a picture of this drone, the small uav that was used in this case. The secret service just releasing this statement basically saying that secret Service Uniformed Division Officers saw this man flying the u uav. He was then detained by secret service and instructed to land the small uav. The statement says that he did comply and the small uav was recovered in lafayette park. Of course that uav was swept by secret service and subsequently declared safe by the metropolitan Police Department. We now know that individual was turned over to the custody of the u. S. Park police. But brooke, this is the second time in a few month where is a drone has been near the white house. We know one landed on the white house lawn back in january. It turns out there was a malfunction with the drone and the operator was not charged in that case. It was a government employee. But this is something the National Security council, the department of justice, the faa are all trying to grapple with how to provide security how to protect places like the white house from drones, from people who may be bad actors. In this case, we dont know what the situation is. Were waiting to find out. But it raises a lot of questions and highlights the issue, brooke. You just dont do this. And you dont do this a stones throw from the white house. Pamela brown, thank you so much. Now lets go to what we know today. New details in this deadly Train Derailment and questions still about what this man was doing in those moments and seconds leading up to the crash. Hes 32yearold engineer brandon bostian. He claims he cant remember a thing. Authorities, including bostians lawyer dont seem to agree on whether the trains driver is cooperating with investigators. We know he handed over his cell phone and a blood sample. Now questions remain about his willingness to talk. His lawyer says bostian spoke to police for hours, but its a different tale from Police Officers who tell cnn that bostian refused to answer questions. The engineer was injured. Again, i want to remind you the engineer of course was in the first train car, the engine component. That car, we believe, actually tumbled over and over and over numerous times, and the engineer survived. Taken out of the vehicle, went to a hospital received treatment treatment treatment, was interviewed by the Police Department and i believe it was a pretty short interview in which he apparently indicated that he did not want to be interviewed. So you just heard mayor Michael Nutter say it that bostian, the engineer here, the person who actually drives the twain, was injured as well as at least 200 other people. We have also learned today that eight people have died. Joining me now, cnns erin mclaughlin. Erin can you tell me about this eighth individual . Reporter hi brooke. Some grim news here in philadelphia. We now have learned the identity of the eighth victim. Hes been identified by his family as 45yearold bob gildersleeve. Now, his family had been sick with worry. They reported him missing following the crash. His wife had said she dropped him off at the train station in baltimore. That was the last time she saw him. Now this grim news that his body has been discovered. The family his wife releasing the following statement saying he has been my best friend for 29 years, and we just celebrated our 18th wedding anniversary and mothers day on sunday. He is a remarkable dad to our daughter ryan and son marc. The statement goes on to describe him as funny, sarcastic, the kind of individual who lights up any room with his presence. Now, we understand that his body was found in the wreckage this morning around 8 00 a. M. Cadaver dogs have been called to the first car, which had been badly mangled. It was in that wreckage that they found his remains. They actually had to pry open the wreckage with hydraulics. They then brought it to the medical examiners office. Now were learning his identity from his family. Brooke . So eight lives lost. So many people injured. Just hearing all these different stories of how people were, you know luggage flung into them or metal seats uprooted or people found hanging upside down. You know i know weve been hearing a lot from hospital officials, erin. Just let me follow up with those injured. I know eight people are still in critical condition. Some of whom still have had surgeries to endure. What can you tell me about those people who have been injured here . Reporter were still waiting for an update on their condition. We now understand from authorities that all 243 people that they believed to have been on board that amtrak train have been accounted for. Here you could see bind me is the crash site. Theyve been working all day to clear it up. Theyve moved, pulled one of the final cars away earlier this morning, one of the final cars we could actually see. You can see crane there is at work. Theyve been inspecting the tracks. Right now authorities are saying theyre trying to prepare this corridor for train traffic. More than 700 potential terror suspects have traveled from the u. K. To syria. Of those, nearly half have returned and are now considered to be of quote unquote specific concern. Scotland yard is also warning the suspected terrorists are being arrested in britain at a rate of almost one every single day. So ive got buck sexton with me former terror analyst and with us here officially at cnn. Its not illegal to travel to syria, right. So if youre going from the u. K. You hop over to syria for whatever reason you have at what point does the u. K. Or Scotland Yard say, hm we need to follow this guy and we especially need to follow him upon return home . Theres an additional level of complication because its certainly not illegal to travel to turkey one of the biggest tourist destinations in the world. Turkey to syria. Generally, theres no evidence that theyre traveling to syria, per se. Theyll be traveling to a regional country. You clearly cant stop somebody for that. In this country what weve seen in some cases is individuals who are very loud about their intention to join the Islamic State on social media or elsewhere. The fbi perhaps catches wind of that. Then that step to go to the airport can be enough to get Material Support to a terrorist organization. Absent that just the travel of course is not illegal. So all youre talking about now is looking at essentially a profile of likely Islamic State joiners, essentially, people that might decide based upon where theyre going and other factors to be a part of this. Its very hard to track them once they leave, of course the u. K. You dont know what theyre doing necessarily inside of syria. We dont know. Have no idea. Training studying under whoever, they dont know. Then theres the additional level of even those who come back and we see its a troubling number a large number. Its also different age groups. Well get to that in a minute. But you dont know when they come back you have to be able to prove in a court they did something illegal. Its not even just the suspicion of this looks like somebody who might have been fighting with isis. If kwouyou dont have evidence to put into a court of law, you cant do anything except maybe keep them out of the country, which is something the u. K. Is considering. To your point, we looked at numbers here a stat from britains top counterterrorism officer. He says the new stats indicate more than one in ten of those arrested on suspicion of terrorrelated crimes were female while 17 were under the age of 0 20. This goes to the clairon call from the Islamic State that they want people to join a utopian jihadist society, essentially. Theyre not saying we want fighters. Theyre saying we want engineers, medics women to marry them. We want an entire society to transplant itself from elsewhere in the world and join this burgeoning Islamic State. We have seen individuals who do that and find out this is a nightmarish totalitarian hell hole and they want to get out. Its not what they were promised or what they thought they were joining, but thats the initial pitch. Theyre joining this perfect society. Thats why you have people down to 15yearolds reportedly going to join the Islamic State. Lured by the isis brand, right. Right. They think theyre going to be a part of this grandiose project of caliphate building. Like i said its literally supposed to be the perfect society. So people get there, they realize what this actually is, whats going on. Some of them either die quickly if they try to fight against either assad or iraqi forces or wherever theyre deployed. Others recognize this is a completely dysfunctional state, if you want to call it that. Theyre not able to operate services the way even a thirdworld country would be able to in many cases. On top of that you have amputations and the horrific application of sharia law, which tends to for a lot of people be a reason to leave. Then the question becomes, what do you do with the disaffected who want to leave the Islamic State, which is what were seeing in some cases, and how do you separate the disaffected out from the individuals who are coming back and maybe they decided, im more useful to isis if i strike in my home country . Separating those out is very hard. As im listening to you, i was also getting information here. Im going to turn and do this off camera. I just got handed a piece of paper. As were talking about isis we were discussing earlier this week about the leader of Isis Abu Bakr al baghdadi. Just got this in. Isis media arm has released an arabic audio statement from isis leader al baghdadi. Were working on translating it. Just react to the significance that, you know this man again, remember also that department of state, i believe it was last week put the bounty on four very senior isis leaders heads. The fact that he apparently has spoken and released audio via this media arm of isis tells you what . Well there are oftentimes reports in these sorts of insurgency situations of the leader whoever it may be being killed and they turn out to not be true. Especially talking about strikes against terrorists. This has been the case. If you look at a historical parallel, zar can wee, when he was killed, the iraqi insurgency got worse. I think the history would point in the other direction in many cases. You cant really be sure. Here this is obviously isis trying to say yeah yeah you thought you got him, but you didnt. Keep dreaming essentially. It looks like its unlikely we got him in this case. Eventually we probably will. The coalition probably will get him. The life span of an al qaeda leader tends not to be very long. But getting the leadership doesnt deal with the underlying problem. It doesnt deal with the philosophy. I think we should back up and explain all of this. You just got off the phone with George Stephanopoulos. This is really evolved quite a lot in the last six hours or so. Ill try to explain the issue at hand. Journalists generally do not give money to political candidates or campaigns, but the Clinton Foundation is kind of one of a kind. Its a Charitable Organization but run by a former president and a possible future president , a candidate for president. So it is something that is very unique. It was discovered by reporters overnight apparently and revealed this morning that stephanopoulos had donated 25,000 last year and 25,000 the year before that to the foundation. This raised a lot of eyebrows. Immediately stephanopoulos apologized, but abc said he made a mistake, were going to stand by him. 20 years ago, he was one of the bill clintons closest advisers. So republicans, some conservatives, have always been somewhat skeptical of him, always wondered if he could be fair when covering politics. Hes done a lot to earn peoples respect and trust. He donates millions of dollars to charities. He happens to give to the Clinton Foundation as well. So hes donated the two times. Then discovered a third. Thats what happened in the last hour. He said actually i also gave another time back in 2012. I forgot about it but its in the records. So actually its a grand total of 75,000, which not a small amount of money. People are automatically and immediately wondering, was this some sort of quid pro quo. Do you give this money to get access to the clintons . Stephanopoulos said absolutely not. He said i gave the donations for all the right reasons for causes i believe in. In retrospect he went on to say, i should have gone above and beyond that to avoid anything that would have even raise any possible appearance of a conflict. Thats why it was a mistake and thats why im sorry to be our viewers and my colleagues. Hes actually going to address this on air on sunday. Obviously he covers politics intensely. How will this affect covering i dont know whether its moderating debates. That was the first question this morning. Can he moderate a republican president ial primary debate . Behind the scenes there was immediate pressure from some candidates and campaigns saying no. We saw rand paul say that earlier today. We saw mike lees communication director say were not going to put mike lee on abc until stephanopoulos recuses himself from all campaign coverage. Stephanopoulos told me he will not moderate abcs february president ial primary debate. He said i dont want to be a distraction. But he said i am going to continue to cover the campaign. And that now becomes this issue thats out there among some republican president ial candidates. They may or may not want to play ball with abc if stephanopoulos is seen as being tainted. This just goes to show, you know journalists are held to a very high standard. Even someone who believes hes doing the right thing by donating to charity can sometimes find himself in a world of trouble. Jeb bush has given his most direct answer yet since back pedaling on whether the u. S. Should have invaded iraq when his brother was president. I want you to listen to what he told reporters today. This was at a town hall in tempe, arizona. So heres the deal. If were all supposed to answer hypothetical questions, knowing what we know now, what would you have done i would have not engaged, i would not have gone into iraq. Thats not to say that the world is safer because Saddam Hussein is gone. It is significantly safer. Thats not to say that there was a courageous effort to bring about a surge that created stability in iraq. All of that is true. Thats not to say that the men and women that have served in uniform and many others that went to iraq to serve did so certainly honorably. But weve answered the question now. So now Going Forward, whats the role of america Going Forward . All week long the likely 2016 president ial hopeful had not been able to escape questions about the war his brother green lighted in 2003. So our chief Congressional Correspondent dana bash is here with me now to sort of really walk through, you know, what he said on Fox News Channel just a couple days ago and how that has, you know, morphed into what we saw today. When i was talking to wolf about this last hour to be precise, when he was First Talking about it he was referencing had he had the intelligence he had then versus what we all know now. Right. This all stems from him saying that he misinterpreted or misheard the question that megyn kelly of fox was asking which was very clearly, knowing what you know now, would you have invaded iraq . You can tell if you look at the sbir entirety of his answer thats what he was thinking. But this is day four. The interview aired on monday. Hes still trying to explain what his position is. And if it were another candidate whose name is not bush or potential candidate, obviously it wouldnt be as much of an issue. The question of course is why, because he is george w. Bushs brother and this issue marred his legacy he should have gotten it right. Why wasnt this like the top of the list . I actually just hung up the phone with a bush adviser, i was asking that very question. The answer is before the megyn kelly interview, they did do prep. He was ready to give an answer. Because he thought he heard the question in a way that wasnt really asked, he fumbled. And thats just the bottom line. What was interesting about what you just played today is that he didnt even wait for a question today. They are so sort of ensconced in this mixed message issue that they have been dealing with every single day this week that he knows he has to try to clean it up the, which is why he said what he said today. Yesterday and today what he said is that he as the governor of florida, when he was having to deal with the families of Fallen Soldiers and military men and women, it was hard for him and that he didnt want to have to sort of have them die in vain which is the issue. The other thing he said today, which perhaps is even as much if not more human is that it is his brother. Basically, its hard for him to throw his brother under the bus. Those werent the exact words he used but he did say in a response to a question by our own correspondent, i dont go out of my way to disagree with my brother im loyal to him. That does speak to a bigger issue for him. What about the fact that, you know on the flip side just giving jeb bush credit in the sense that hes put himself out there. I mean people media, students 19yearold student asking a question of him versus being in a more controlled setting. I know you had referenced once before even just Governor Scott walker because he wasnt answering questions on Foreign Policy i think it was in london they said no media when hes going to israel. No one was allowed. He just got back and there was no media allowed. I think that is an important point. We do so much, you know kind of holding politicians feet to the fire. Focusing on missteps. And really complaining when theres no access. We do have as reporters, and even voters out there, have a lot of access to jeb bush the notyet president ial candidate. Even today he had a meeting with reporters. He was answering questions from voters. Same goes from yesterday and the day before. Hes been doing it for months and months and months and hasnt really stepped in it the way he did this week. And we have seen other candidates who have been, you know in the political arena consistently. Remember jeb bush has been kind of out of it for almost a decade. Theyre having missteps as well. To be fair the fact he gives reporters access that he gives voters access the fact that as you said he can put himself in a position where a college student, a democratic activist can go up to him and say, your brother created isis, you know lets just hope as reporters this is an objective thing, that that continues and maybe even will sort of push our colleagues on the democratic side who get to or have to report on Hillary Clinton that they get the same kind of access. New details surrounding tuesdays deadly amtrak Train Derailment. The investigation is now focused on the trans engineer brandon bostian. His lawyer says bostian has no recollection whatsoever of what happened as that wreck unfolded. Apparently he lost consciousness in the crash, and he only remembers quote unquote coming into the curve, slowing down and then waking up turning on his cell phone, and calling 911. The speed, we know bostian was going more than 50 miles above the speed limit there. Meanwhile, an eighth body has also been recovered from the wreckage today. Cnn has just confirmed with the family members that Robert Gildersleeve is among the victims. Hes a father of two. Hed been listed as missing. He was traveling to new york on business. Cnn aviation government regulation correspondent rene marsh spoke to amtrak ceo about what the investigation has revealed thus far. He also discussed the companys plan to install positive train control by the federal deadline. You want to start there and explain what that is . Reporter well brooke i do want to start by saying cnn was the first tv news station to get actual access to the crash site. So it was from a different perspective. What was interesting is the amtrak ceo really pushed back on a couple of things. Number one, he was pretty confident, he says that the tracks here are in good shape. He also pushed back on these claims that perhaps these tracks here are in detearriorateing condition. He says theyre very wellmaintained tracks. Take a listen to what else he told us just a short time ago. You heard the news 106mileperhours in a 50mileperhour zone. What was your initial feeling . We knew that was too fast. What do you say to people who say, if it was installed, it could have been prevented this fatal accident . I would say had it been installed, it would have prevented this accident because thats what ive been saying for a long period of time. We will have positive train control on the northeast corridor section by december 31st. But some to push you a little bit, some would say Congress Says you have to have it by december 2015. So, you know you have no choice. So i guess the question is why wasnt it done why isnt it done now . It was an issue of cost . Has it come down to the bottom line . No its a time issue and also a cost issue. One of the problems we were having was the particular spectrum of radio that we really needed we had to go buy. Reporter all right. Well brooke we also asked him how confident he is that amtrak train 188 didnt have any mechanical problems and he says it will be up to the ntsb to tell them that. Brooke . All right. Lets just begin with this engineer on board this train because according to the lawyer he remembers coming into the curve, attempting to reduce speed, and apparently the last thing he remembers is coming to looking for his bag, getting his cell phone, turning it on and calling 911. So the blank spot is after he reduced speed. Apparently doctors are telling them that he will, you know regain some of what he remembers in time. My question to you would be, whats your response to that and when that happens, what questions will be should be asked of him . Well i certainly cant comment on the engineer and what he remembers or doesnt remember. Obviously his testimony will be important, but theres plenty of data that can be drawn from the locomotive itself to answer a lot of those questions. Im sure that well get to the bottom of this. But i certainly want to express my thoughts to the crew and the passengers and the family especially those victims who were lost and this eighth victim and their family. I know the pain and grief that comes from one of those accidents. I was chairman of when the accident in illinois occurred and amtrak struck a truckload of steel that was on the crossing. I wrote those letters to the people who suffered from that incident. So it means something very real and genuine to me and my thoughts are with them. When i was chairman of the board of amtrak i hired david gunn as president of amtrak. Davids First Priority was getting the railroad in a state of good repair. And thats when we began the installation of positive train control in the northeast corridor in 1999. And we started with that portion of the corridor that has the highest legal speeds for Passenger Rail. The legal speeds there are 100 to 150 miles an hour. You obviously start at the point of greatest risk. President joe boardman the current president and his team have worked hard on the continued implementation of positive train control, and its a complex technology to put in place. You dont go down to the corner of pep boys and buy the stock. You have to build it for that system. If joe boardman and amtrak tell mess theyll beat the deadline of december then im confident that they will. Let me ask you, because when you say positive train control, i spent half my morning reading about this. For people watching they may have no idea what that is. So let me have you just explain that what that is and why in such a busy area, you know this northeastern corridor, why it was absent on this particular curve. Well positive train control in its simplest form overrides human error. It is built in along the trackside and on each locomotive so it can begin to slow and stop the train when human error occurs for whatever reasons. Positive train control would obviously have prevented this accident but even positive train control is not infallible. But it would have probably prevented this accident. Again, you start with that portion of the railroad where the legal high speeds are in place. You wouldnt start at a slow speed to implement positive train control or put slow section. Youd start where the train is going 150 miles an hour legally. Imagine what that wreck would be like. So its a very logical way to proceed in the installation of positive train control. I think theyll have it not only installed by operational shortly. Part of it is the technology but the other part is the funding. Keep in mind that the northeast corridor has 20 billion of infrastructure needs today, and thats just replacing civil war bridges and tunnels that are still in operation. And Congress Allocates 1. 4 billion a year to run the entire National Passenger rail system. Very little of that actually turns out to be capital investment. So when you look at the need, you look at the implementation program, and then you look at how Passenger Rail has been starved for investment for three decades, there shouldnt be any wonder why it takes time to install these kind of safety measures. He talked about victims suffering injuries after being hit by bodies that became projectiles. Is that consistent with what youve seen . Yes. What we saw was a wide variation of injuries. Everything from very minor things such as abrasions, contusions and minor fractures, to more serious injuries to the chest, abdomen, and some head injuries as well. What are some of the injuries youre still treating . So initially about 30 patients came into our a total of 56 came to our two campuses. About 30 came to our trauma center. Of those, six were admitted in varying degrees of severity. Right now still four patients are admitted in our facility. I was talking to a transportation expert yesterday. Walk me through the next steps. Absolutely. It was expected bolstered by the Players Association. Thats important because their lawyer jeff kessler, had a lot of victories agains roger da ge in goodell in the past. Ten days to set a date tore for the appeal and ten days to see who will hear the appeal. Roger goodell himself can hear the appeal or designate someone else to hear the appeal and is expected to designate someone else. But who will he designate . Someone within the nfl office . He can do that. Designate someone who recently left the nfl office. Done that before and those people have tended to rule in the nfl opposite favor, or is he going to do what the nfl Players Association requested, which is what they call a truly neutral arbiter. In the past the nfl has not fared well when a truly neutral arbiter is appointed. The nfl has to decide take the political hit appointing someone seen at friendly to them and get the results they want here or are they going to do the more politic thing and to a truly neutral arbiter.
