Which the state department is now sifting through. Since the story broke, it has overshadowed every move she has made including her speech today at the womens empowerment principles event at United Nations thats under way right now. We have a team of reporters and analysts standing by. But first, lets set the scene. Our chief washington correspondent jake tapper is with me. Jake this is a critically important event for the former secretary of state, assuming as all of us do she wants to be the next president of the United States. Right. I think its a foregone conclusion that she will announce her candidacy sometime in the next couple months. Really the only thing being debated right now by her advisers is when and how. This is the first test for her as a president ial candidate in the 2016 run. There are a lot of unanswered questions. So far, a lot of political observers have noted this is something she could have tried to answer questions for either back when Michael Schmidt of the New York Times was working on stories about these emails to any time in the last eight days as you point out. Its a question as to why this has been allowed to build and build and build. It is a different media environment, even just in 2008 when Hillary Clinton ran. And there are issues about not only what is she revealing to the state department what is she not, why she felt the need to go against the state departments own rules, rules that the state department under her watch criticized individuals in the department for not abiding by but also there are questions about cyber security. As you know in 2013 one of Hillary Clintons top advisers a guy named Sidney Blumenthal was hacked by a hacker and some of Hillary Clintons emails were released into the public. Gawker printed them. They didnt get a lot of attention at the time but they seem to be about detailed information having to do with the middle east and other items. And that was information that wouldnt fall under the purview of what secretary clintons supporters have said in the last week which is hey, any time she emailed anyone at the state department, that would be preserved because those individuals were using official email addresses. A lot of unanswered questions. This is really the first big test for Hillary Clinton, president ial candidate. How she handled this. So far, the only thing shes done is issue a short little tweet, saying shes handed over documents to the state department. She hopes they release those documents as soon as possible. The state department has to review all of those 55,000 pages to make sure that no confidential or secret classified information is there. But even in her tweet, and i dont know if we can put it up but the quote was Something Like i want to show the public my emails. Thats a little bit misleading because she doesnt want to show the public all of her emails. She wants to show the public the ones that she and her staff have handed over to the state department out of what one assumes are many more than 55,000 pages. All right. Stand by. I want to go to brianna keilar. Youre at the United Nations right now. Shes delivering a speech on womens issues girls issues. When she finishes that speech shes going to go to another room make a statement, and start answering reporters questions. Is that what you understand . Actually wolf, were expecting her to come right here to this stakeout position. Can you hear me wolf . Yes, i hear you. Go ahead. Okay. So were expecting Hillary Clinton to come here to this stakeout position after she finishes up her speech which is currently under way. Shes talking about womens empowerment. This is a speech that was previously scheduled. And this press conference was sort of lastminute tacked on to the end of this. Let me just describe the scene for you because its a crush of reporters and of cameras that otherwise wouldnt be here. Im looking right now at a line of at least 25 cameras, all of the News Networks represented. You can see just the crush of reporters who have had to scramble to get here today for what is such a key press conference. Were expecting that Hillary Clinton will address the folks here, that shell take at least a few questions. And we know that shes going to be asked about why she felt it was necessary to have this personal email account to house her emails on a personal server. We would imagine shell also be asked if she deleted any of these emails. These are question questions, and there are many many more for her to be asked. Stand by for a moment brianna. I want to bring in david gurgen. Shes been through this before. This is not necessarily new territory, but this is a critical moment given the fact that she presumably wants to run for president of the United States. Absolutely wolf. I think jake tapper is right. This is the first event of the campaign. Probably one of the most important events shes going to have. Its going to color everything else. The issue is going to be whether she walks away from this presser with more questions being asked by reporters. The if thats the case shes going to be in deeper controversy than she is now. If she comes out, squarely hits it, is transparent i think she has to find a way to make all of these emails available to a neutral third party, perhaps someone like lee hamilton who would command the respect on both sides of the aisle as way to clear this up. If she leaves this press conference with many of the emails in her own possession where nobody else can look at them i think the controversy is going to continue to dog her. And we dont know yet, david f shes going to just make a statement and answer two or three questions or if shes going to stay for a while half an hour, 45 minutes or an hour and answer a lot of questions. Thats going to be significant, right . I think it will be wolf. Even more significant is what steps shes willing to take. If she comes in and says i basically didnt understand and its somebody elses fault and, you know ive given over 55,000 pages, end of story, then the arguments are going to continue and this wont go away. I think it does feed into an unfortunate narrative. We have today two sides of Hillary Clinton. We have her defenlding ingdefending herself in this controversial setting with 25 cameras. And we have the Hillary Clinton now addressing the u. N. On womens empowerment, and that speech is being lost by the fact shes now coming out to answer all these questions. Thats why shes got to get this behind her so she can be heard again about what she really cares about. All right. Stand by david. Theres a lot to assess right now. Critically important moment in Hillary Clintons political career. Lets get some more analysis. Joining us our chief political analyst, Gloria Borger our cnn political commentator, hillary rosen, and our political commentator, Margaret Hoover. Gloria this is as all the of us agree, very, very important how she handles this. Why has she waited so long to do this . She probably should have done this on day one, right . Right. Wolf shes an undeclared candidate for the presidency. She doesnt have a Campaign Apparatus up and running. The downside of not running so quickly or getting in so early is the fact that i think they were unprepared for this controversy. I think they tried to kind of see if a tweet would work. In this particular circumstance it did not work. I would argue it backfired to a degree and raised more questions. Ping look we have to see how she answers the why question. Was it to be protective . Was it evasive . Or by the way, was it a bad idea to do this . I mean maybe Hillary Clinton would surprise us and say, you know what this wasnt such a great idea. What did she use these emails for . Did she ever get any advice from anybody about whether she could or could not do this . And whats she going to do about it . Is she going to have a third Party Archive some of it . Is she going to hand it all over to the National Archives . These are questions that all remain to be answered. How she handles it will tell us a lot about what the new Hillary Clinton is going to look like as a candidate in 2016. A lot of republicans have been of two minds when it comes to how to deal with this controversy. Some republicans saying this is something we need to be aggressive about, we need to be talking about how this is the same old clinton problem. They think the rules apply to everyone except for themselves. Other republicans saying you know what dont overplay your hand this is the trap the republicans fall into all the time. Sit back let the clintons do this to themselves. What are you hearing from the republican consultants, the people working on the soontobe president ial campaigns about how to deal with this . Thats the sort of general conundrum republicans face. Both the Institutional Party and Research Groups theyre trying not to veer too much into, you know wild accusations, sexism sort of 90s conspiracy theories and keeping the focus on the issues at hand being credible when dealing with reporters about this stuff. You know what im hearing, talking to republicans today, theyre literally just sitting back and watching getting their popcorn ready. Theyre going to watch to see what shes going to answer what she isnt going to answer. This isnt going to go away after today. She could talk for two minutes, 20 minutes, or two hours. And theres still going to be ongoing questions about this from republicans, from reporters. This is the world we live in. And from the benghazi committee. But as you said i think theyre trying to keep the focus on just what shes going to say and then after that see what happens and sort of push the media to ask more questions. And hillary rosen, it isnt just the republicans who are expressing chagrin at falling into another particularly bleak and dreary episode of i love the 90s. It is democrats also saying, oh, god, here we go again. This is what we went through in the 90s when bill and Hillary Clinton were running the country. Secrecy, proclivity to delay and delay and delay. What are you hearing from democrats . Yeah i dont think democrats are going that far. I think its kind of unfair to talk about it in that context at this point. Look you know i think peter and david just made the same point, which is almost no matter what she says today people are going to say its not enough. So i think this is kind of the test we have to apply when we listen to what shes saying which is is she giving a reasonable explanation for why she used a personal email address . Do we think there is malintent there . And do they have a process for closing this issue out . If you look at general polls today, people still really arent that interested in this kind of insider game. People really still like Hillary Clinton and believe that as secretary of state, she really did move the ball forward for this country. Thats what her speech is about at the u. N. Today. I think thats what most democrats are encouraging people to focus on. So my guess is that shell give some leeway today in terms of making people happy with answers to their questions, but shes not going to answer everybodys questions. Dana bash is our chief congressional correspondent. Shes joining us from florida right now. I know youre doing some reporting on jeb bush one of the republican president ial hopefuls out there. What are you hearing . I know that hes been reacting to this hillary email controversy for several days now. Thats right. He was one of the first to jump on this as soon as the news got out about the controversy. He is probably the most interesting to watch because he has some similar issues just regarding email not that he did anything wrong per se and thats what hes arguing. He has been talking about emails and making a big dole out of the fact that he is a very and has been when he was governor a very prolific emailer. Releasing 275,000 emails. But they were from a jeb. Org server. So it was not a public serve herb. It was a private server. Not unlike Hillary Clinton. But what the sources who im talking to here who are close to jeb bush are saying that theyre looking for is her explanation of why she used that email that personal email exclusively, and why it took until now to release them when they think that they have a nice jux position between that and the fact that he on his own released hundreds of thousands of emails to the public just a couple weeks ago. So certainly democrats are trying to say, aha you see, jeb bush has a private server. Jeb bush emailed on private emails. Its not only democrats, its not only Hillary Clinton. But theyre arguing its actually a case study in how different kinds of politicians handle this issue in a very different way. Were looking at live pictures from the microphone over there. Thats where Hillary Clinton will be walking over momentarily, were told making a statement, then answering reporters questions. We dont know if it will be one or two or three questions or a whole bunch of questions. Well of course have live coverage the first time shes going to go in depth and discuss the whole email controversy that has erupted over the past several days. Dana stand by. Margaret hoover is one of our cnn political commentators. Margaret do the republicans who are really going after her right now have a risk in going too far right now, overreaching if you will that could backfire . Sure and thats exactly what pete and jake were talking about. Youve really got republicans of two minds here. The republicans who want to default automatically to the 90s playbook and then the republicans who are a little more savvy saying hold on a sec, were not going to replay the playbook of the 90s. Lets see what Hillary Clinton says. She may give us enough rope to hang herself, so to speak, but id love to take it back to what hilary rosen said. She said, whatever hillary says wont be enough. Im not sure thats true. Hillary could take the opportunity to cut against hype. If she were to for example, take every single question sort of remember how Chris Christie did when the bridgegate scandal came up . He had this really long press conference spoke for almost an hour took every single question until there were no more questions in the room. If she really let it air out, had rjeasonable explanations that would cut against the narrative of secrecy and defensiveness. And frankly answer the questions about where are the emails, were any deleted . That would go a very long way to silencing sort of the paranoia on the right and frankly winning over that would stop this from plaguing the issue into the actual election which hasnt even started yet. Hilary rosen, you want to respond to that . Well i actually dont think that Chris Christie press conference really answered nearly enough questions, and i think that we saw that went on for weeks. I do think one thing margaret said is important, though which is if she expressed some regret as to what happened here and not just the flareup that happened after the fact but perhaps in retrospect it might have been better to not use her personal email for this business. You know that i think would be a big step. You know its just possible she may say that. But i dont think my point is i dont think its possible to satisfy everyones questions because theres too much vested interest in a story continuing. But hilary, we know its not about convincing every single person. Its about convincing the moderate majority of americans who are frankly the independentminded voters who fast forward to october of 2016 do they think hillary is responsible, believable transparent, and can lead the free world . Thats obviously who were going for. And i believe shes prepared to give a reasonable explanation that most people will understand. Do you think she will turn over the hard drive . Because i think thats key. Theres no way to really get rid of the questions about the emails unless shes willing to be fully transparent and turn over her hard drive. Well, jeb bush didnt do that either. So i dont know what Hillary Clinton is going to do. The federal government has different laws than state governments. Well its still public accountability. You have to hold them both to the same test. If you continue to do that then maybe ill join you on the turning over the hard drive request here. But he wasnt the secretary of state. We all know that. The former secretary of state Hillary Clinton has just delivered a speech there on womens issues, girls issues. Now shes going out to whats called the stakeout position. A lot of the reporters are standing by. Shell make a statement, were told, on this whole email uproar thats developed in recent days and answer some questions. Were standing by for live coverage of that. Jake tapper is with me. This has been pretty awkward, not only for the former secretary of state, but for the Obama Administration as well especially the state department where she served as the top diplomat for four years. Thats right. State department ahead of the secretarys press conference getting ahead of the story talking about the process by which theyll release these 55,000 pages of emails that Hillary Clinton and her team have turned over from her private servers to the state department. They are going to release all of them. The first ones that are going to be released are 300 emails, about 900 pages worth that the select Committee Investigating benghazi have requested. Others will be reviewed and released and theyll be put on a publicly accessible website after that initial 300. Then also the state department wanted to interject a note saying that those who are reporting that this whole process could cost the u. S. State department millions of dollars, thats not true. They didnt get into a cost estimate but they said that figure of millions of dollars is overstated. And gloria we dont know do we . This is one of the question questions. Why she decided to do all of her emailing why she served as secretary of state for four years on this private email account, this private server and not use at all the official state department email. I think the why question is the biggest question thats looming out there that nobody else can answer other than Hillary Clinton. And the way she answers that question is going to tell us a lot about the new hillary in the 2016 campaign. If she says look i did this because i thought it was going to be easier i didnt do it to be evasive and maybe looking back i shouldnt have done it but this is how im going to handle this this is how were going to handle this going forward, then you take a little bit of the toxicity out of it and you take away sort of the republican claims sameold sameold clintons. We dont know what shes going to do. As my colleagues were talking about, this sort of possibility of republican overreach is of course there. I think what hillary has to do is present herself as the authentic Hillary Clinton who did this, as someone said to me earlier this week someone whos an ally of hers. Maybe she made a mistake here and were just going to have to see how she explains the why, wolf. Thats a key question. Why, to begin with. David gergen i remember when you were brought into the bill Clinton Administration during that first term to try to help him. He was obviously going through some uproar some controversies at that time. You served three other president s as well. If you were asked by Hillary Clinton right now for some advice what would you tell her . Go transparent, go all out, be bold surprise everyone by being very direct making things available on an expedited basis. Let a third party judge. I think that would put an end to this and let her get on to the more important issues. As to why she did it, wolf i did work with her and her husband back in 1993 94 when they were first in the presidency. I can tell you that there is a strong feeling among the clinton people especially among the lawyers around her, that she always ought to be protective because theres so many people out there trying to find things that they can use against them that they would use the information act request to get information. The lawyers generally take the view dont give them anything. And there is a sort of quality about being in clinton land where you do feel the outside world is out there are people in that outside world who want to do everything they can to tear you down. So i understand. Im actually sympathetic to the fact she set up a private email account. I think the mistake was not in setting up the private email account but in not then coordinating with the state department to ensure that all things related to government went into the government server as it was supposed to do. Thats where, i think, she went off the track. David, if i could interject, for some of our viewers who might not remember or might not have been old enough to recall the 90s and where and when this attitude of Hillary Clinton and bill clinton to not necessarily go right towards transparency came from remind us if you would about what it was like from the view of the white house. This is during an era when the republican chairman of the House Government Affairs committee actually claimed to have fired a bullet into a pumpkin in his backyard while investigating this suicide of a Top White House aid, vince foster. This was a strange time in washington, d. C. I think youre absolutely right, jake. And politics took a turn for the worse. The clintons became the center of a lot of controversy. Perhaps the parallel here is over the white water documents, as youll recall during the savings and loan crisis. The clintons had a relationship to a group called white water to one of these failed savings and loans. There was during bill Clintons Campaign in 1992 there was a lot of press pressure to get ahold of the white water documents, see what was in there. The clintons didnt want to give them up. The lawyers said you dont have to give them up. There was a big fight that went into his presidency and led to a special prosecutor. There was nothing incriminating in those documents. There was stuff that was unflattering. I think thats what she likes to protect herself against. I think its in her nature now, and there are a lot of people around her who believe the press is part of a problem. There are a bunch of jack ls out there who are going to try to bring you down. Theyre inevitably going to find youve done something wrong or unflattering. People sort of clinch up in those circumstances when you feel youre getting that incoming fire. And Gloria Borger remind us if you will there was a controversy about the Bush White House and officials there using their own private emails and the accusation was they were trying to skirt National Archives and records acts and laws mandating the preservation of those emails. What did then senator Hillary Clinton in 2007 have to say about white house officials being accused of doing the same thing . She took white house officials to task in no uncertain words. She accused them of her words, shredding the constitution. She raked them over the coals about their secret wiretaps. She called them secret military tribunals tribunals. Of course the secret white house email accounts. As she now stands before this media scrum of at least 25 cameras, shes talking about her own secret email accounts. Now, granted, she was secretary of state. She was not president of the United States. But theres a little bit of irony here that shes got to defend her own secret email when she attacked the bush administrations secret emails. Everyone stand by. I want to reset whats going on. Were at the bottom of the hour. Were standing by to hear from the former secretary of state Hillary Clinton. Shes at the United Nations. She was delivering a speech on womens issues, girls issues. Now shes about to walk out to this stakeout location, this microphone thats been set up. There are a lot of tv cameras there, a lot of reporters. Theyre getting ready to hear what she has to say about this email uproar thats developed, why she had a private email account rather than using a government account during her four years as secretary of state. This is the first time shes going to be answering reporters questions on this sensitive issue as well. A lot of republican candidates have been going after Hillary Clinton as a result of this uproar. Lets go to dana bash our chief congressional correspondent. Dana a lot of democrats make the point that what Hillary Clinton did is no different than what jeb bush one of the front runners for the republican president ial nomination did. He had a private account while he served as governor of florida. A private account and his own server. The difference is and you hear this from not only jeb bushs people people close to him, but also so many other politicians that you and i know who also have private email accounts. We know because we communicate with them that way. The difference is that they have private email accounts but they also have their public official email accounts. Hillary clinton apparently did not have that official email account. More importantly, what the bush people argue, for example, is that because they had that server they have held on to all of these emails. So they are able to go back and get them for records, for transparency and so forth. One thing that hilary rosen brought up earlier, which shes right about, is despite the fact that the Bush Campaign in waiting has released 275,000 emails all on the website, it was done through an attorney that they hired and a couple other people to sift through because he did use, for the most part his personal account. You know, they had everything from communication with constituents with staffers to his wife. They wanted to separate the personal from the private, much like i think what were going to see Hillary Clinton do. The difference is they kind of did it on their own, without a third party, which is what youre seeing a lot of republicans, Lindsay Graham for example, just today in the halls of the capitol told our ai thee that jones, she wants there to be an independent review of all of Hillary Clintons emails. So there is a very fine line between all of what republicans have done and what Hillary Clinton has done but there are some very important differences. All right. Were told the secretary of state will be coming to that microphone the former secretary of state, very soon. Well of course be standing by. Well have live coverage and hear what she has to say about this email uproar that has developed. A lot of controversy over the security of that private server that she had. Could it have been hacked . Were going to speak to a cyber expert when we come back as we await the former secretary of state. You wouldnt do half of your daily routine. Momentarily, were told the former secretary of state Hillary Clinton will go to that microphone and for the first time answer questions about her private email account she used during her four years as secretary of state. This has become a huge political issue here in the United States especially as she gets ready to announce as we all expect she will that she wants to be the next president of the United States. Brianna keilar is at the United Nations. Set the scene for our viewers, brianna, right now. Shes going to come out, make a statement, then answer questions, right . That is our expectation, wolf. Im right now in the press pen in front of the podium where secretary clinton will speak. Theres about at least 25 cameras here. There are definitely more than 100 journalists who are here awaiting secretary clinton. She just gave a speech at u. N. Womens conference on womens empowerment. Shes been waiting for some time after giving those remarks for other activities in the event to wrap up. Were expecting her here any moment. The question is really how many questions is she going to take . Is she just going to take a few . The ones that she gets, the way she answers them does it really do enough to stem some of these questions about why she relies fully on personal email to conduct government business while she was secretary of state and why it took so long for her and for her team to turn over those emails to the state department recordkeeping system. All right. Brianna, stand by. As soon as she starts walking to that microphone well have live coverage. Theres been a lot of concern that during those four years while she was using that private server that private email account, potentially it could have been hacked by nefarious sources out there. I want to bring in an expert on cyber warfare, a former prosecutor for cyber crimes. What would have been more dangerous as far as the security of her emails . We know she did use those private email servers for her official government business as well. Was that more vulnerable than the state Department Official email accounts . The problem with using a previous email account and a home brew network is its got to be constantly monitored. Its going to be under attack from other governments, from hacker groups and all kinds of different groups. You have to be constantly monitoring it constantly updating it. You can make it secure but you have to work really hard at doing that. And do we have any information that they were working full time around the clock . We know her husband, the former president , he was also apparently using that email server. The answers right now we just dont know. Until we have more information, you have to start with the assumption that the email was not secure unless they can prove it was secured. In 2012 when Hillary Clinton was secretary of state, the Inspector General of the state department issued a blistering report about a u. S. Ambassador in kenya, and one of the many things he was hammered for was for using a private email address instead of using the state. Gov, the official government email address. Is there a reason why that would have been more vulnerable in kenya than secretary clinton using her private email in new york or wherever the server was based . Well geography is part of it. Obviously when youre traveling over an unsecure network, whether in kenya or the United States its vulnerable to attack. When youre outside the United States of course you may be traveling through a network that is owned by a foreign government. In that case, youve got to assume that everything is being intercepted. So even if youre using gmail in kenya, the kenyan government theoretically would have access to it in a way that would not be the case in the United States . Thats right. So what you want to do is have the communications encrypted all the way through so even if they can intercept it they cant necessarily read it. Theres been some debate mark as to whether or not the 55,000 pages she handed over to the state department was that everything mostly everything what she wanted to hand over and theres been another debate over whether or not she deleted certain emails that could have been embarrassing put them in the trash and emptied that trash from that server. Could she if somebodys going through and has the hard drives, has the server can they retrieve the stuff put in the delete file . Theres an old rule that says delete doesnt and restore wont. When you delete a file the odds are its probably still there unless you do it properly. You can wipe files and actually make sure theyre not retrieved over a long period of time. Thats one of the problems is this idea of confidence. When she says these are all the emails, having confidence they actually are. Hillary clinton is now leaving that event. You see ban kimoon, the u. N. Secretary general, escorting her. Shes going to be supposedly walking over to that microphone momentarily to make a statement and answer reporters questions on this email controversy. Shes been under enormous pressure to do so. Mark just a quick question. When we hear the secretary of state Hillary Clinton has handed over 55,000 pages of emails to the u. S. State department thats a little bit misleading right, because its not 55,000 pages. A lot of them are just the same email over and over again, very long email chains. Its as if you go back and forth with somebody for 20 emails, thats going to repeat itself 20 times. Yeah, one of the things that strikes me as funny is you dont typically refer to emails as the number of pages they are when printed out. You talk about terabytes or gigabytes. You dont talk about how many pages of emails they are. Also, we dont know if that includes pages of attachments. I could have one email with a 50,000page attachment. That would be one email. We know there are 55,000 pages because they actually printed out all those pages and put them in boxes and shipped them over to the state department presumably instead of just giving them the server or the hard drive or whatever so they actually have a count of those 55,000 pages. What do you think of the way they did that . Normally when youre doing even in litigation when youre doing ediscovery, youre going to turn it over in native format. You turn over the drive. You turn over the documents in that kind of format so they can be indexed, searched, retrieved. When you dont want somebody to know what it is then you turn it over either as a pdf document that cant be searched or in paper. It makes it more difficult. Mark hold on for a moment. What do you expect shes going to say, and is she going to take innumerable questions from the reporters that have gathered there, or you think just one or two . Jake i think shed be hard pressed to take as many questions from rters as she can. Im told its going to be fairly brief. Shes going to lay out a couple things and try and move beyond this. Shes certainly not going to take every last question. At least thats not the expectation. Her advisers say she simply wants to address a few of them. Well see what she does. Some democrats are looking at this to see is she going to be more transparent, is she going to run a different kind of campaign. Id be very surprised if she stood here very long. Certainly a hungry crowd. And what are the different conflicting advice shes getting from different advisers . I imagine that it runs the gamut from open up all the email let everybody see everything to shut it down you dont have to talk to any of these jerks, just talk to the American People forget the reporters. Im struck by how generational this is jake. Some of the advice shes getting from older advisers who were with her through all of that time in the white house and beyond they say she should hunker down and ignore it. Some of her younger advisers who may be more up to speed with social media and how things move now, are saying she should address it. My guess is shell sort of strike a balance somewhere in the middle here. They definitely want to move beyond this before her expected campaign which is likely just weeks away. When you say weeks away jeff a lot of expectation she could make some sort of formal announcement as early as next month. I mean thats what everyone is anticipating. People are beginning to sort of leave current jobs with the anticipation of going to a new job. Sometime in the beginning of april is the expectation. That always could change. She controls the decision and its hers alone to make. But thats what a lot of her advisers in waiting believe she will do. Theres no sense that this has changed the timeline at all, but it certainly raises the point that she needs the Campaign Apparatus to start responding to all of these things that are going to come her way. And she needs to make an excellent statement right now explaining what happened and answer some questions from the reporters. A lot of them are standing by to ask questions. Itll be interesting to see how that unfolds momentarily. We expect her to show up at that microphone at the United Nations. Gloria borger i know there are a whole bunch of other democrats out there, some of whom never loved her to begin with who are sort of salivating right now, thinking there could be an opening as far as the democratic competition for the nomination is concerned. Let me just say that the most recent nbc wall street journal poll shows that within the democratic party, she kind of has around an 85 , 86 approval rating. While there are other Democratic Candidates waiting in the wings, you know the democrats that i talk to say, look Hillary Clinton is very likely to be our nominee, and we need to figure out a way to defend her on this. I think that was really the issue. When you heard senator feinstein come out over the weekend, senator durbin, both allies of Hillary Clinton. I think they were saying look we need to get guidance from you, and only you can do this. You are the only person who can put this to rest personally. You cant have surrogates out there explaining why you used personal email for state Department Business or whether you used it for classified business and every single question weve asked all week long. Only you can put that to rest. If shes to be a democratic president ial candidate, she has to kind of answer these questions directly sort of detox this whole issue, if you will wolf and try to move on as jeff was saying. And hilary rosen, i know youre a democratic strategist. Youre our cnn political kmem commentator. Shes got a huge challenge ahead of her over the next several minutes. Well i think that jeff actually raised the key point, which is this was supposed to be a fantastic couple of weeks for Hillary Clinton leading up to her announcement. After all, she started it off with a speech at a tech conference with a new young crowd. Then she was going to emilys list where her base of women supporters were. She was launching no ceilings which is a longtime passion of her and her lifes work for women and children around the world. These were the weeks that were supposed to create the platform of her story before she announced for president. You know it has just gotten lost in this email story. I think her challenge today is to find a way to encourage people to put it aside long enough to have a clean enough slate to really launch with the purpose and values and leadership that a lot of democrats see in her and are excited about, you know, with a campaign. Hilary one of the things ive been struck by these last eight days as this controversy has bubbled up from the front page of the New York Times to all of us talking about it right now, waiting for this press conference with breathless anticipation is the fact that she doesnt have a Campaign Apparatus up. There is no war room. There is no fleet of surrogates to be shuttled out to cable news and sunday shows to defend her and talk about her. She has been relatively undefended. There arent people making the arguments about when governor mitt romney left the Governors Office his staff wiped the servers clean on their way out the door. There arent people making those arguments. When is she going to get that apparatus up and running . Well i think there are people making those arguments, such as the jeb bush pushback and other things. The problem is that we dont have the facts of secretary clintons situation. So i think you have seen a high plit psiization of the story because democratic surrogates and friends of Hillary Clinton have kind of been out there sort of anticipating the bestcase intentions but not really knowing the facts. Ill put myself in there as well. Ive talked to a lot of friends over the last few days who have worked in the state department when Hillary Clinton was there. They didnt see this as a big issue. All secretaries of state have done this. But those facts of what was going on for her still have yet to be answered. So i think this has heightened the intensity around this issue because we are only left with political responses as opposed to facts. Hilary, why have they handled this so poorly . Why did they not realize this was a political crisis and get facts to people like you who want to support her and get facts to people on editorial boards and other places . Obviously theres a reservoir of progressives in the media who would like to defend her. Why have they handled this so astoundingly poorly . Its a great question jake. Thats all you need to say. Drop the mic. Thats a great question jake. Move on from there. Appreciate it. Let me bring Margaret Hoover back in. Margaret what would satisfy the leadership the Republican Leadership the republican president ial candidates the chairman of the Benghazi Select Committee . What would she have to do to satisfy them that shes being transparent . Look i think the numberone thing she has to do is really take every single question. Its unfortunate jeff thinks she probably wont do that. To really be open and transparent. Open societies thrive on transparency. Sunlight is the best disinfectant disinfectant. The ultimate thing is just to hand over the hard drive. I think there will always be looming and lingering questions. So she has 55,000 emails, great, but from what time period . If you own and control the hard drive, you can delete emails from that. If you can see the hard drive, you can tell whether emails have been deleted. There probably are always going to be clinton conspiracy theorists and paranoid fringe thinkers. For the moderate majority of americans, if she can turn over the hard drive and say im being as transparent as i possibly can, here look these are all the emails. She knows she lives her life out in the open. Thats the downside and tragedy of Public Service in this country. And thats probably why she was partly inspired to try to control them on the front end. This has been part of her achilles heel all along. Shes been predisposed to secrecy and defensiveness with the press. Thats what ends up getting her in this difficult conundrum she finds herself in. To turn over the hard drive, i think, is the final key point. Heres the question. Who does she turn it over to . The state department the archives . Who gets that hard drive . I think its fair to say look the authority for the guidelines and the preservation comes from the National Archives and records administration. Theyre the ones who say the materials have to be preserved in the appropriate agency. The white house is the one that says, you know the guidance should be that it should be on a government account. So regardless of the fact theres conflicting guidelines from different federal agencies the idea is that its in the executive branch. Somehow the National Archives and Record Administration is charged with preserving the documents of the executive branch. So i think it makes sense that somewhere in there, not an independent third party i think our executive branch is perfectly capable. Thats what they do. You think, david, that would satisfy her republican critics out there, members of the Benghazi Select Committee, for example . I think, wolf that Hillary Clinton has been badly damaged by these eight days or so of silence. While the polls dont yet show it shes been taking a nose dive in the press among a lot of people who actually respect her for all sorts of other reasons. But this reminds them of some of the worst aspects of the 90s. I think today she has to reverse that by taking concrete steps that will ensure that the server is does go into the protection of the u. S. Government that there is some process of reviewing not only the 55,000 that shes turned over but whatever number are still out there. We dont know. Nobody has been willing to talk to us about it. I think concrete steps are going to go a lot farther than rhetoric or dancing. I must say, wolf i think she misses having an advance team for this event. Theres a lot of chatter among the press. Why are you putting this at the u. N. . They could have put this in a new york hotel. They have a backdrop here that looks odd for television. Weve been here now. She was supposed to come out at 2 20. Its 2 56 or so. She doesnt have the apparatus to deal with Something Like this around her. She needs it in order to put a stop to this and get herself back on track on the more serious issues facing the country. Let me ask peter quickly to react to all of that. You think its likely based on everything youre hearing she would take those kinds of steps, hand over the server hand over the hard driving, and give it to a third party . I dont think that will happen. Margaret was talking about this a little bit. Coursing through the minds of voters that ive talked to in my travels is a real hunger for authenticity for transparency from their candidates. I think secretary clinton would be served by being as transparent as possible. I dont know if that goes to turning over an entire hard drive. But look as much as there is a demand for that on the part of the voters and frankly the press, secretary clinton came of age, you know, and developed a bunker mentality toward the media. We cant demand her to be transparent and nimble and authentic, you know, when shes surrounded by banks of 25 Television Cameras and 100 reporters. Its a real conundrum for her. Honestly a lot of the reporters covering the campaign now are were in high school when Hillary Clinton ran for president the last time and were in diapers when bill clinton was elected president. Theyre used to going up to senators and martin omallieey and Chris Christie and sticking a microphone in their face and get asking questions. All right. Today we mark the progress that has been made in the two decades since the International Community gathered in beijing and declared with one voice that human rights are womens rights and womens rights are human rights. And because of advances in health education, and legal protections, we can say that there has never been a better time in history to be born female. Yet, as the comprehensive new report published by the Clinton Foundation and the Gates Foundation this week makes clear, despite all this progress, when it comes to the full participation of women and girls, were just not there yet. As i said today, this remains the great Unfinished Business of the 21st century. And my passion for this fight burns as brightly today as it did 20 years ago. I want to comment on a matter in the news today regarding iran. The president and his team are in the midst of intense negotiations. Their goal is a diplomatic solution that would close off irans pathways to a nuclear bomb and give us unprecedented access and insight into Irans Nuclear program. Now, reasonable people can disagree about what exactly it will take to accomplish this objective, and we all must judge any final agreement on its merits. But the recent letter from republican senators was out of step with the best traditions of American Leadership and one has to ask, what was the purpose of this letter
