At issue, do they have enough votes to pass the threeweek bill to fund the department of Homeland Security . Yes, a threeweek bill. Thats where were at with this. Athena jones is keeping track of it for us on capitol hill. Bring us up to speed. Whats happening right now . Hi ana. Well right now the house is now back after their recess. They recessed for a little over an hour because the Republican Leadership couldnt get together the votes to pass that threeweek funding bill you just mentioned. So now theyre back. They have just passed a motion to conference the house funding bill for dhs, the department of Homeland Security that includes measures that would block the president s executive actions on immigration. They passed a motion that would try to conference that bill with the senates bill funding the department of Homeland Security that doesnt block the president s actions on immigration. So that was one step that they needed to take according to the plan agreed to with the gop conference last night. And now they have moved on to debating this threeweek spending bill. That first step trying to compromise those two bills was done to try to please house conservatives who didnt want to move forward funding the department. But the point here, ana, its still not clear there are going to be enough republican votes to get this threeweek funding bill through. So thats what were going to be watching very very closely. Im told that theres a fullcourt press trying to whip this vote on the house floor, make sure they can get enough republican votes to pass this. They need republican votes because democrats want to see a bill passed that funds dhs for the entire year. So democrats are not behind this threeweek funding effort. So sounds a little complicated but the bottom line is in about an hour or so, around 4 00, 4 15 we should see this vote on the funding bill that would keep the department of Homeland Security open for just three more weeks. Democrats dont necessarily support the just threeweek part of this bill. But yet, republicans do have a large majority. Did republicans make some compromises to get where were at in terms of now voting . Well certainly on the senate side there were compromises made just to get to this point so we know that in the senate they will pass a threeweek bill once the house sends it to them. Whats really unclear right now is whats going to happen on the house floor. We just dont know if theres going to be enough support for republican conservatives and a few republican moderates to get this bill through. Lets ask one of those republican lawmakers. Athena jones, thanks so much. I want to turn to our House Republican who is joining us now, luke messer. Hes the chairman of the gop policy committee. Chairman messer thanks so much for spending some time with us. I know its intense right now there on capitol hill. Right now, we know weeks ago you wanted debate on this bill. You wanted the senate to change it and then send it back. Now here it is. Why are your colleagues standing in its way . Well i mean ana, from the house perspective, we voted to fund the department of Homeland Security and stop the president s unconstitutional overreach. I literally just stepped off the house floor, but we voted now to send the bill to conference. We believe thats the best way to try to resolve our differences. Im hopeful here in just a few minutes or at least within the next hour or so we will be able to pass a threeweek extension that gives us the ability to have that debate. Our legislation six weeks ago. It took the senate over five weeks to get it off the more. I think its reasonable to give us a little more time to try to work through our differences. Why not pass a clean bill like the senate just did, though. Isnt the department of Homeland Security important enough to say we all agree funding needs to be there for this crucial part of our government . Well i absolutely believe we need to fund the department of Homeland Security thats why i voted for legislation that will do both both fund the department of Homeland Security and try to stop the president s executive overreach. As you know a federal court judge has said that the president is operating outside the bounds of the law. And it doesnt seem unreasonable to me at all that we would not Fund Activities that seem to be in legal question here. What i hope were able to do we just voted to go to conference within the next hour. I hope well be able to have that threeweek extension that will keep the department of Homeland Security open. I think the Senate Democrats are going to be in a very difficult position if they think that somehow they can play games here and stop any further debate. If theyre the ones that shut the government down because they dont support that extension, i think they will have a very difficult time doing that. Pull back the curtain for us. During that recess what was the discussion what were the big concerns . You have to ask your question again, im sorry, i didnt understand. In terms of that recess the conference that some of the Republican Leaders just called what were the concerns can you tell us a little bit about the discussion happening, give us some insight into your mind. Yeah the belief on our side is that we have a couple different responsibilities here. One is we want theo make sure the department of home democrat land security stays open and secondly we have a responsibility to defend the constitution. The president said 22 different times that the actions hes taking now, he didnt have authority to do that. A Federal District court judge said that as well. We believe we have a responsibility to defend the constitution against this overreach. The activities that the president has tried to put forward as executive order happening in the department of Homeland Security thats why these two issues have been tied together. I think we have an opportunity now to have a threeweek extension of the department of Homeland Security to make sure that funding continues and we dont have a shutdown. At the same time continue debate on the executive orders of the president. During that time the District Court i mean the Appellate Court may rule and we may have a better understanding of where this lies in the courts as well. I know theres been question about whether this threeweek this shortterm funding bill is going to pass the house. How confident are you that this is going to happen before midnight . Well i certainly believe it needs to happen. I think to vote against this threeweek extension would frankly be a vote against continuing debate. It puts the speaker i think in an impossible position. Now were in the best spot that we can be which is weve now voted to go to conference and to have the continuance. Its my hope thats what well see. Were working and whipping the votes, i cant give you a guess where it will be but i certainly hope it will pass. All right, chairman luke messer we appreciate it. Thank you, good luck. Thank you very much. We have breaking news out of missouri. Police there are investigating a horrific crime. Nine bodies found in several different location most in a Small Community called tie reason. Lets listen in to this news conference. Sigman. First name . James james. And hes the sheriff of texas county. Ic crime. We know overnight officials discovered four separate crime scenes nine people who are dead a 36yearold man believed to be the shooter also among those killed. Were still working to find out details on how all the victims fit together and what the motive may be. Were hoping that the sheriff, Law Enforcement here in this small rural part of missouri will be able to give us a little bit more information as to the circumstances surrounding this mass killing. As we look at the picture, it looks like theyre still trying to get set for their press conference. This is a look at the crime scene. Again, this is in tyrone missouri. A Rural Community. A small town. We dont have all of the identities of the victims. I can tell you they believe one of the nine people who they found dead may have died from Natural Causes. It was an elderly person. We dont know exactly the ages of the other victims. All we know though is that they died from shooting and that the suspect again is believed to have taken his own life a 36yearold man. This is one of the properties where they found at least some of those victims. Were again standing by for that press conference as soon as it gets going, well be listening in. We just want to give you some updated information from our press release that we had this morning at 9 00 a. M. As part of the Ongoing Investigation into the multiple homicides in texas county the names of some of the shooting victims are being made available for release at this time. There are gerald d. Aldrich, age 52 julianne aldrich, age 47. They are husband and wife. Harold wane aldridge age 50 and they were also husband and wife. Three victims names are not being released pending notification of their next of kin. The elderly woman is identified as alice l. Aldridge 74. Although her cause of death appears to be of Natural Causes, the postmortem discussion will be performed tomorrow february 28th, 2015. The shooter is identified as Joseph Jesse Aldridge age 36 of tyrone missouri. And he is the son of alice aldridge. Hes believed to be cousins of the previously named victims. The motive for the killing has yet to be determined. All of the victims residences are located within a three square mile radius of tyrone. All officers have cleared from the crime scenes from the six crime scenes and the investigation continue business the Missouri State Highway Patrol and the texas county sheriffs department. We will take your questions at this time and, like i said this is texas county sheriff james sigman. The other three victims that youre not naming right now, were they all in the Aldridge Family the same family. No theyre not. Is one of them belonging to a couple thats in the hospital and not home no. No they werent. To the best of your ability can you lay out a drama for what happened last night . My office received a call about 10 15 p. M. Last night from a juvenile female of shots being fired in the tyrone area. My deputies responded upon arrival at the address found two deceased victim ss. A short time later i was notified by phone and we had another shooting a few miles away. One deceased and one injured victim there. We began working the scenes we discovered a couple other scenes with deceased victims. Have you had a chance to talk to them . Briefly last night. And what information did you get from them . Not anything im willing to release right now. Which victims, which homes . Ill tell you the tyrone area. How were you able to find the other crime scenes . We started checking family. Sheriff, the Associated Press is reporting that the shooter came home found his mother dead on the couch and then went on this rampage. Will you confirm . No i cant. Sheriff, does Joseph Aldridge have a do you all know him pretty well . I dont know him personally. But Law Enforcement been involved with him before . I know he had a minor criminal history. Not that i recall. Did he live with his mother at the time . To the best of our knowledge, hes been with her quite some time. How many were you just one. What kind . A handgun. Were you able to determine what order this happened in yet . No sir. Any additional ammunition the shooter i did respond to that scene. It was my understanding there was. How far away is that from tyrone . 15 to 20 miles probably. [ unintelligible question ] as far as i know shes suspected to be okay. Do you know where she was shot . No. Are any of the victims children . No. Was she the one related to the suspect . We obtained part of our information from her. The victims that are not identified are they in the same family as the victims that you did identify they arent, they are . They are not. But are they family themselves . You know i really dont want to get into that. I released the names of the victims that i can right now. Well get the names of the victims later. You have witnesses to any of these other than the woman thats in the hospital . Can you repeat that question. Do you have any other witnesses . No. Do you know anything about the relationship between the shooter and the people you cannot name right now . It is a Small Community out there. Everybody knows everybody. But as far as what their personal relationship is i couldnt tell you. Probably 50 people in the meeting area. In such a Small Community, what is the degree of this crime to other victims. A crime like this in any community is pretty major. Its not something were used to seeing. The shoot erer suicide victim leave a note . No. Anything that would lead you to a motive at this point . Were still working that. How was the shooter found . We had several units patrolling a wide area and he was actually found in the middle of the highway. In the middle of the highway . Yeah. Ww. Still inside the vehicle. Correct. What kind of vehicle was it . A gmc pickup. The information that you found that was sheriff james sigman. Weve been listening in. This is in texas county missouri a small Rural Community in southern missouri where were learning more information about the deaths of nine people overnight including the man believed to have been the shooter in this case. Theyve now identified him as 36yearold Joseph Aldridge the son of one of the victims. Theyve also identified five of the other people found dead and not all the victims were told are from the same family but it is a Small Community, as he mentioned, and so Everybody Knows everybody. People are all connected. We do know that the ages of at least five of the victims range from age 40 up to 74 was the eldest perhaps dying of Natural Causes but they will be doing an autopsy. What is going to come of these negotiations . Will it get passed . Ana, the American People are hoping that the negotiations produce a Homeland Security department that is funded for longer than this evening and certainly longer than the next three weeks. You know our enemies, they have plans to attack americans beyond the next three weeks. So to protect americans what we can do is fund the Homeland Security kept for thedepartment for the rest of the year and take the uncertainty out of our own personal security. Will you vote to pass this threeweek extension . Ana, i will not. Our enemies, they have designs and plans to attack us beyond the next three weeks. If were going to keep americans safe we cannot have the people charged with protecting us on the front lines know they only have three more weeks of a guaranteed paycheck. We need their morale to be as high as its ever been. We should approach this in a bipartisan way. I was an intern on capitol hill when september 11th happened. I remember what i wore that day, i remember members of congress singing on the steps of the capitol that day and, most importantly, i remember that every decision around Homeland Security since that day has been done in a bipartisan way. We should not defy that now. I understand what youre saying but isnt three weeks better than the funding running out tonight . Ana, i think three weeks continues to play into this standoff that the republicans want to have. And so its also no way to govern. The American People expect us to plan for their security beyond three weeks. Would democrats share the blame, however, if funding runs out tonight because there isnt a compromise . No i believe that the American People if they were asked, they would say they want to go to bed tonight knowing that the department of Homeland Security is going to be funded for at least the rest of the year and that were not going to be in the same position three weeks from now with our own personal security being taken hostage by House Republicans. On the other hand we do know that essential personnel will continue to keep working. Therefore, our National Security some may argue, isnt really at risk. Explain how this would affect our National Security. Sure. Whats going to happen is approximately 100,000 people who are charged with detecting whether an explosive gets on an airplane or whether somebodys crossing the border theyll be asked to continue to do that job as the threats continue to escalate but what theyre not going to receive is a paycheck. And with costs all around us continuing to rise you can imagine how devastating that will be to their morale. I want the person who is checking for a bomb on an airplane to not worry about whether they can provide for their families at home. I think most people would agree with you on that. But still seems like theres a blame game between democrats and republicans pointing fingers at each other on this issue. Where are democrats willing to compromise . Democrats are willing to separate the issue of that and funding. It deserves a spirited debate on the house floor but i dont think the American People want to take the immigration debate and mix it up with our own personal security. If we separate those two, democrats are happy to do that but were charged principally that the first sentence of the constitution to provide for the common defense of the American People. The 27yearold military pilot was put in a cage doused with fuel and burned alive. The gruesome video triggering worldwide reaction outrage. Jordans king responded by ordering the execution of a female want to be soid bombers who release was xanded as part of a proposed prisoner swap. He wrapped upramped up jordans role in air strikes. Jordans king fell silent in the weeks after the pilots horrific murder. Until now. King abdullah ii sat down with our Fareed Zakaria for an exclusive interview. Take a listen. What do you think they were trying to do with the video . Theyre always trying to intimidate scare, put fear into peoples hearts. And you know this is a group that works by intimidations. Theyre trying to invent falsely a linkage to a caliphate or a caliphate linked to our history in islam which lass no truth to our history. To bring in deluded young men and women that think that this is sort of an islamic nation and it has nothing to do with our history. And actually the barbarity of the way they executed our brave hero i think shocked the muslim world. Specifically jordanians and people from this region that it had nothing to do with islam. What a fascinating interview, what a great opportunity to hear from one of the leaders in that part of the world and his battle against isis. What did he have to say about how that battle should unfold . Should the u. S. Be doing more . Does he believe that arab countries have greater responsibility . He said time and time again, this is our fight. But he wants help. He wants the International Community, not just the United States to unify in support of arab countries, muslim countries that are fighting this particularly of course america, because america has military assets that nobody else does. Hes a military man, the king of jordan so he knows very well the battlefield and he understands how we went through talking about how to do it in iraq in syria, but he kept returning to the point. This is an arab fight, this is a fight within the world of islam. He wants the International Community to help to be involved to support moderate arab states like his. You know hes been there from the start. It is true that jordan ramped up after the horrific death of the pilot, but the jordanians have been on the front lines of this fight. The egyptians are now joining in trying to get the turks more involved. Hes been running around like crazy. The day before he met with me he was in saudi arabia the hour after he met with me he was going to egypt. He doesnt want american Ground Troops in syria. He doesnt want america to come in and try to make something happen. It needs to happen organically within the region. And, by the way, it means if america were to jump in and send Ground Troops hes aware that thats what isis want. That would then be a great recruiting tool for isis to say were battling the crusaders. Come and join in that fight. It really should be a fight where the Sunni Arab States particularly take the lead. And so he understands that its an ideological fight, a political fight, a military fight. All that can really only be done by the locals. And on that note the dynamics in the region are still very complicated. It seems so obvious why wouldnt they be united against isis yet we know our Becky Anderson talked with libyas ambassador to the uae. And listen to what she talked about with libyas role in all this. It is a country that instead of bending itself has become the atm machine, the gas station and the platform for isis an increasing menace not only to libya and our neighbors but also our neighbors to the north. Why would other countries in that region be supporting isis . Its not so much that other countries are supporting it. Heres the way it works. There are a lot of countries like in libya, the government has collapsed, there really is no government. In other places the government doesnt want to take the lead because theyre fearful that there may be elements of the population that support it. They dont want to cross certain religious leaders who might have sim path es. Its really a lack of leadership. In jordan you have a strong leader with a vision who also has fairly good control over his country and can lead it. The country is increasingly unified behind him. Those conditions do not apply anywhere else. Libya doesnt have a government of any kind. So it has fallen to jordan and the king of jordan to really be the pivotal figure in all of this. Then theres qatar, too, who has played a crucial role. Crucial and utterly possible role. Who has been criticizing even just the u. S. This week that the coalition isnt doing enough. But as you point out, they fund terrorism. They fund lots of things. The qataris are like some rich guy that goes into a casino and plays roulette and puts bets on 14 numbers so theyll be all right. They fund the muslim brotherhood. All kinds of strange groups. They also support the United States. They have america has a base in qatar. So theyre sort of hedging their bets in a big way so that no matter what happens, they will continue to have influence. Thats why they pay for that. Its designed to put them in a position where theyre a big player. In case like qatar, the strategy is so bizarre and incoherent you dont know what theyre doing, but at the end of the kay its very irresponsible. King abdullah, and based on your own understanding of the region do you all believe that theres some unification between these religious sects where the conflict is taking place. You have the shias, the sunnis the kurds, is there a unification among those different groups . Thats a good question. I mean really fundamentally the question is are the sunnis coming together against isis . Because what isis preys on is the idea in iraq and syria, the sunnis have been disempowered. You are beginning to see the sun is saying we dont want these guys to be representing us and the shia and the kurds are supporting them. The National Unity that youre looking for is beginning to happen. Not as fast as wed like not as much as wed like. But thats exactly what the king of jordan is trying to sort of bring about, to create an arab coalition, a Muslim Coalition that takes on this muslim problem rather than have the United States come in from 6,000 miles away and try to solve the problem, which has not tended to work over the last ten years. Lots of llama memes, people having fun with it. This one channeling the infamous thelma and louise. There was beyonce and jayzs on the run tour mentioned. One of the men who actually captured one of the escapees called it quite the event. It wore me out. Plum tuckered me out. 25 minutes of trying to catch these things. At one point we almost had them pinned in a cornered lot with a fence around it. It almost worked bud they escaped. My brother handed off his rope to this one guy that was able to lasso the first llama, the black one. Despite the amusement there was a potentially serious side to what happened yesterday. It could have ended much differently. Why did it take so long to catch them . Well lets try to get to the bottom of this. Joining me now is arizonas Maricopa County Sheriff Joe Arpaio. Have you ever dealt with Something Like this . Not really. We seized a hundred animals in a animal cruelty case. We got a llama. This it must be the month of the llamas for my office. But no we havent chased llamas. We chase cars and try to protect the people. This is unusual. But it did end in a very very happy and successful way. Clue us in on how you all got involved. We got the 911 call. We sent our deputy sheriffs to track them down. It wasnt easy. They roped the animals, now they are put back into custody. But this is unusual for sun city. Were usually chasing cars and fighting crime. Here we are chasing llamas all over the place. Is there even a protocol in trying to capture these . Tranquilizers, was that brought up at any point . Well fortunately not. It did not reach that stage. But fortunately, as i said again, everything turned out okay. But it did make a lot of news. And you know sun citys a retirement community. So im glad that they had a little fun, too, as i say, nobody was hurt. And thats what the bottom line is all about. And bottom line is anybody going to get in trouble for this or was this looked at as an accident although it obviously took up some resources. I understand that. Were not going to charge anybody.
