Gunman. Today really just a moving tribute in Canadas Parliament. Tears from mr. Vickers himself and a standing ovation from those members of Parliament Many of whom say they owe their lives to this mans bravery. How about that . Canadas Prime Minister adamant about returning to business as usual. We will be vigilant but we will not run scared. We will be prudent but we will not panic. And as for business of government, here we are in our seats, in our chamber in the very heart of our democracy. [ applause ] we are also now learning a plain clothed constable was shot in the leg. His wound is not life threatening. Before the gunman made his way into the halls of parliament, he had already killed Corporal Nathan cirillo. Cirillo was shot in his back as he was standing guard at that war memorial. As for the gunman, michael zehafbibeau we now know he was already on the radar prior to the shooting with ties to jihadists. He converted to islam. His passport confiscated by canadian authorities when they learned he planned to fight overseas. We go live to ottawa. You were just inside of parliament. You have new video to share for us and more details as far as what exactly happened. Reporter it was amazing to be walking in those halls where a little over 24 hours ago, brooke, we do know there was a shootout and ultimately this lone gunman was shot and killed before claiming another life. I want to first set the scene where we are. We are just in front of that National War Memorial where it was Nathan Cirillo, the corporal who is just 24 years old, a father, someone who had an infectious smile, who loved animals, lost his life at the hands of michael zehafbibeau. A convert to islam that had jihadist connections. After he took the life of corporal cirillo, he ended up going across the lawn over our shoulder here is the parliament building. The capitol canada where the Prime Minister presides. They were meeting at that moment when this man, this gunman, came barging through the doors. We had a chance to get inside there. Its the hallway where we saw vickers come walking down car carrying that symbol of authority of the queen and he was doing his daily duties today just like any other day with this speakers parade before Parliament Got back into session. So by all accounts it was very much a day like any other inside those halls. What we learned happened there again a little over 24 hours ago was that this gunman came barging through the doors. He was immediately confronted by security who chased him down the hallway, this house of honor they call it, where both caucuses were meeting just feet away behind other doorways. He ran all of the way to the end to where theres a library area. Its an arched area. An area where we was able to hide behind a pillar of sorts. And it was while he was hiding that mr. Vickers, the sergeantatarms, responded very quickly. He was in his office some 30 feet away or so. He grabbed his gun were told. He came out of his office and crawled along the exterior wall inside this little area where he was able to get in a position to take a shot at the gunman, where he eventually fired several shots killing zehafbibeau we now know. Were told by several members of Parliament Coming back today that they really do owe a lot of lives saved to mr. Vickers but they also commended the entire Security Team who responded quickly and with great bravery in order to protect those members of parliament including the Prime Minister who again was just inside one of those caucus rooms at the time when zehafbibeau broke through the doors. Stunning and emotional moment in parliament especially when Stephen Harper spoke. Thank you for that. As far as the sergeantatarms took down, that gunman had connections to other jihadists within canada who shared this ideology and now we know that both canada and the United States had heightened security after hearing jihadi chatter prior to yesterday mornings shootings. Joining me now from washington are senior washington correspond joe johns. So, joe, what are we learning . What are you hearing from your sources as far as this gunmans movements and ties to these jihadists . Not a lot more than what you reported there. What our colleagues at cnn reported that michael zehafbibeau did have ties to jihadist. They shared a radical ideology. There was a lot of chatter but just chatter without specificity. Intelligence officials have been warning Law Enforcement and military to be on heightened alert for lone wolf attacks especially with the emergence of al qaeda, isis and other groups in the middle east. People in the Intelligence Community are saying the thing that makes this type of attack so difficult to guard against is the aspect of impulsive behavior. You dont know where or when or how its going to happen and the results can be catastrophic. When you think about security on Parliament Hill, there have been a lot of questions and you just talked to the former sergeant of arms who shared his concerns with you. What did he say . Well, hes talking a lot today about putting a fence around the United States capitol. The former senate sergeantatarms says the lone wolf is the number one concern. Take a listen. I think thats been the constant threat that weve had here at the white house and throughout various locations. The fbi and our International Partners are doing a great job of keeping track of state sponsored terrorism but its this radicalization or selfradicalization of locals or people who are just simply off their medication or ought to be on medication that causes us some concerns. So why are they so hard to track . Sources in the Intelligence Community pointing out today or making the case that part of the reason why its harder than ever to track potential lone wolves is that their hands have been died by revelations about electronic surveillance, by the nsa leaker Edward Snowden and they say that use of Predictive Analytics or linking to a terror investigation through telephone calls they make is considered a useful tool in preventing attacks but at least here in the United States very hard to justify that so far. Perhaps a real debate in canada as well now about Civil Liberties among these lines. Joe johns, thank you. The reason, canada has a large muslim population. More so than mexico and therefore especially as it is a very open society perhaps with greater freedoms and protections of some of its citizens, it may be harder to track a terrorist or wouldbe terrorist in their territory than here. You can see where he was coming from. The problem with this canada shooting is that its getting isis exactly what it wants, which is attention, recruiting, and its helping drive a wedge between the nonmuslim and Muslim Community or it could if depends on how we respond. You make an excellent point. And then when you look at the numbers of people in canada versus the United States, we know that canada has acknowledged that in august there were 130 canadian citizens who have gone abroad to join these terrorist groups. That being the case with possible threats from the north, would that increase here as those fighters obviously the big concern when you talk to these experts, its not just them going over, its them coming back. Ive got to say that is a valid concern and yet the more immediate concern of some of the folks that ive been talking to is that this could be inspirational for citizens within this country who feel disenfranchised who wanted to be some part of the Islamic Militant fight and are watching the controls tighten up. The three young girls who wanted to join the Islamic Militant effort in syria got caught. What the canada shooter example may be telling them is why go overseas with minimal effort . You can get a lot of attention right here. One of the ways that officials hope that americans will start being more vigilant is that theyll be not fearful but more watchful in public spaces and that they start thinking of security not just as a government responsibility but as their own responsibility. How does that make you feel . You know, yesterday was a very emotional day and i thought he was more controlled today until he walked into the house of commons and received that response. As a family, were just very, very proud and it doesnt surprise me that his initial response is to thank those all around him. Hes a team guy. A team player. And were just tremendously relieved that he wasnt injured in all of that yesterday and were very proud. Let me ask you this. Have you or your mother or other siblings had a chance to speak with him in the last 24 hours . Yes. A lot of text messaging. I have another brother who is a School Teacher in the Northwest Territories who had received a text that he was fine and we all hale from the Atlantic Coast of where i am at and he was in touch with our mom to let her know that he was okay. There were quite a few media reports in the early going that he had been wounded in the lower extremities and it came after a few hours as a relief once we heard from him that everything was okay. You call him a team guy. I know he was a mountee. He was a member of the mounted police for 28 years before becoming the sergeantatarms. So important for him to protect country, protect community but growing up with him, how long ago did you know he had that sense about him . You know, kevin was always even in his youth was always a visionary and a spectacular individual who treated all of those who he came in touch with with respect. Over the course of his career, our father had a milk dairy back in New Brunswick where we would drive milk trucks along with another brother going in the University Days in the summer and he was always very the type of respect that you see for kevin and some of the members of parliament, i can remember milk Truck Drivers talking about him that way when he was 17 years old. Officers on guard. The city on edge. Some witnesses trying to do what they can to stay out of the picture. This is new today from the Washington Post. Seven or eight africanamericans eyewitnesses have provided testimony consistent with wilsons account but none has spoken publicly out of fear for their safety. Lets talk about that development and what were learning from the st. Louis paper as far as this autopsy goes. Cnn legal analyst sunny hostin and dr. Vincent de mayo who was chief medical examiner in the san antonio area. Welcome to both of you. Sunny hostin, first to you. From the Washington Post this morning with witnesses backing up the officers account. How does that hit you . I think whats remarkable, first of all, is the grand jury proceedings are supposed to be secret. Leak after leak after leak. Exactly. Disclosure by the prosecutor, any of the prosecutors agents like investigators and disclosure by the grand jury is prohibited. Its remarkable that were getting these leaks. Whats also remarkable is not a single leak has been unfavorable to officer wilson. Not a single leak. So when you look at what the Justice Department came out with, the Justice Department came out with a statement clearly saying they didnt consider these leaks. They considered these smears on Michael Brown. So i think we should all be extremely concerned about the leaks and i think we should also be extremely concerned about the fact that it appears the Prosecutors Office hasnt even taken the leaks seriously. This he havent been investigating these leaks. And so i think its sort of much to do about nothing. Whats being reported because i dont know that there are dozens and dozens of witnesses that testified and the only thing were hearing are leaks that are favorable to officer wilson. What about the six witnesses that have come forward very, very clear not leaked but six witnesses that said Michael Brown had his hands up in surrender when he was shot. Point taken. Im outraged actually. I hear you on that. And so that was from the Washington Post. Then there was the information from yesterdays paper in the st. Louis post dispatch, doctor, this is for you. Lets get into specifics of the autopsy report. It details are you okay . I hope so. It details yes. It details a wound to the inside of his right hand and near his thumb and palm. An expert told the paper that indicates Michael Brown was going after the officers weapon. You have read this autopsy report. What do you make of that . Do you agree . Yes. Its consistent with him reaching and trying to grasp onto the weapon with the gun discharging in contact with the skin and the bullet tearing open his palm. When you look at the autopsy as a whole, there is no injury inconsistent with the Police Officers account of what happened. Theres no evidence he was holding up his hands. Thats right. To that point, the hands up dont shoot has become a mantra for these protesters because of to sunnys point about eyewitnesses who were forthright and came forward early on. Let me point this out. The autopsy describes a gunshot wound from the back of the arm to the inner arm that indicates his hands could not have been up in the air when he was shot and killed. That is the science, correct, doctor . Yes. Go ahead, doctor. What i was saying is the bullet came in here and then came out here. So its not consistent with holding the hands up like some of the witnesses said he was doing. The bullet entered the back and then came out the front. So sunny, you know this. You have the forensics and then you have the eyewitness accounts. Listen, the bottom line is i prosecuted enough cases to know that when an expert says its consistent with one scenario, that expert will often admit that its also consistent with another scenario. A shot to the back of the arm is also consistent with someone fleeing with someone running and being shot from behind and the one expert admitted on msnbc that her scenario that this scenario was consistent with other scenarios as well and that her comments had been misconstrued. The bottom line is i dont agree that forensics cast doubt that Michael Brown had his hands up and we now know that there are so many witnesses including the two construction workers who on videotape are explaining right after the shooting that Michael Brown had his hands up. And so, again, these leaks are certainly favorable to officer wilson. I think we have to really look at those leaks because they are all so favorable to officer wilson and bottom line is we need to determine why these leaks are occurring. Its inappropriate and unlike anything i have seen in my entire career. Sunny hostin you have aggressive news people that are very good. Im sorry, sir . What do you mean by that . This is one from twitter believed to be the last image of the army reservist. Other photos show cirillo not only fulfilling his duty but revealing the man he was. A dog lover. A patriot. A dad. One picture has touched the nation like no other and it doesnt show Nathan Cirillos face at all. Its a cartoon from halifax herald. One columnist calls it the perfect tribute to the soldier. The National War Monument at which the incident took place or all started yesterday is a short distance from our Parliament Buildings on Parliament Hill and when the incident happened and it was ongoing. It went into parliament and the shooting happened there, but the initial incident obviously Nathan Cirillo was killed at that monument while standing guard so that monument in any case, any war monument, is a very, very powerful symbol and to have one of the guards shot at the monument, the imagery there in is going to be very extreme and very potent and so that was the first idea of the day. I had to change gears halfway through the day because i was working on different news stories and then this broke. I came up with a few ideas and went back to this first one and thats how it happened. This has created a lot of tears and weeping not just among canadians. Whats your response to that . Thats not normally what im going for. Im trying to make people laugh obviously. In any case, yes. It did elicit an emotional response. I attribute most of that to the emotion behind the actual story. Its an incredible story. Very sad story. And so not so much about the cartoon. I think more about what happened yesterday. Youre a canadian and just for an american audience, can you explain for me the significance of the war memorial and shooting that happened there and just looking ahead. It puts a fine point on the Current Issue in front of us with isis and what were facing. I dont think canada by nature we are equal. Were not. They are asking dealers to remove the air bag and put a sticker on the dash that says no one should ride here. The fact is removing an air bag is against federal law. The federal laws in the past have been very strict if you were an auto modifier and you removed an air bag, its a federal offense. They are asking dealers as a federal offense to remove an air bag and put nothing there. Safety, which is passive safety on these cars, is a seat belt, which we all should be wearing. The windshield is part two of the system and three is the air bag. All three work as a team. When one part of that team isnt even there, and god forbid theres an accident, youre asking for some serious problems. My next question if we are talking about 8 million cars, how are these Car Companies even prepared to handle this influx of people needing replacements . Theyre not. Thats the problem. This all came up weve known about the air bag problem for a while and Companies Like subaru and chrysler have been proactive letting consumers know whats going on and recall all along as well as other manufacturers. According to the mexican attorney generals office, the students were on their way to stage a protest. That protest was going to disrupt an event led by the first lady on september 26th. They ordered their chief of police to send officers to block the entrance to the city and thats exactly what they did. They blocked the buses and they started firing at the students. They killed one originally. When they tried to flee, thats when they captured them and eventually turned them over to a criminal gang in the area. As they are trying to find these 43 students, mexican officials found nine mass graves. Are they connected . Mexican authorities have found mass graves containing dozens of bodies. Dna tests have been performed. None of those bodies match the dna of the students. It will be a month on the 26th. The question is where are these 43 students .
