Over the weekend, three planes carrying 66 metric tons of humanitarian relief made its way to the venezuelan border with colombia. The supplies part of an effort led by the usaid and the department of state. This state Department Official helped lead the mission to assist the millions backed by what she called a manmade crisis created by venezuelan president Nicolas Maduro. The only thing stopping us is the maduro regime. Weve seen them block the bridges, block the roads. Its an abomination to humanity, to stop basic necessities and goods from entering your country to help your own people. Is there a concern Something Like this would provoke him into doing something more drastic, that this could be seen as further politicizing a crisis . Inside these palettes, they say, is enough to feed 3,500 children and up to 25,000 adults. Landing in colombia, the humanitarian convoy was greeted by usaid director mark green. He says its arriving at the most critical time. The crisis venezuelans are fleeing is manmade. Reporter in a matter of minutes, the supplies were offloaded and driven to this warehouse, positioned only a few hundred yards from venezuela. The question now, with the border closed and maduros regime showing no sign of backing down, how to get the supplies to the people who need it most. The usaid director says this is the most critical time for that aid for the people of venezuela. It comes at a time when children are starving in the country, children who dont have to starve, children who are malnourished, hospitals that are struggling to stay open and provide for the people of venezuela. Senator, tell us, what are you doing there on the venezuela border today and why was it important for you to be there . Well, i mean, the first thing is obviously the United States has made a big contribution thanks to usaid and prepositioning all of this aid ready go to help the people of venezuela who desperately need it. The second is to thank our colombian allies who have done a phenomenal job. I cannot say enough about how the colombian people and government have stepped forward and done extraordinary things for their neighbors. Third is to speak to the people of venezuela. Were less than a mile away from the border. To be able to let them know not to give up, that the world is with them, that well stand with them. The United States and the international community, every step of the way, no matter how long this takes, until freedom is restored in venezuela. But the number one issue right now is how do we get food and medicine to people who are dying of preventable diseases and starving to death because the regime and the dictator does not allow humanitarian aid to reach them. So on that note, Nicolas Maduro has said he believes the u. S. Aid is a trojan horse intended to oust him from power. What happens if he doesnt let that aid through . Well, look, the aid is going to get through. I think ultimately the question is whether it gets through in a way that hes cooperative with or in a way hes not. But theres no way youre going to stand ultimately in the way of people whose children are starving to death, whose families are dieing in hospitals because of preventable diseases and they dont have the medicine for it. Obviously tactics are something im not going to publicly announce, to allow the regime and their allies to make efforts to block it, but i would say this. Imagine for a moment if youre a member of the National Guard or the venezuelan military. Your own family is hungry. Your own family is starving. Your own relatives are dying because they cant get di yalys medications. Youre going to block that from getting through . I think the bigger threat comes from the criminals hes empowering. They present a greater danger. Ill say this. If theres violence next week and people are harmed here, we know whos responsible. Every single one of them will pace pa pay a price. Theyll face justice or spend the rest of their lives worried about justice catching up to them. President trump said nothing is off the table. Would you support a military intervention, and do you believe it will come to that . Well, the only military intervention thats happening now in venezuela is the cuban government. The cubans are controlling everything thats happening, the Security Forces and everything else. The United States retains the right to utilize military force in its National Security interest anywhere in the world. Thats not just venezuela. Thats anywhere on the planet. But thats not what were here to do today. Theres no military aid here. This is food. This is highenergy bars for starving children. This is rice. This is beans and lentils. These are sanitary kits. This is medicine. Thats what were here to do. None of that has anything to do with military intervention. Feeding people is not anything to do with the military. In fact, its a crime against humanity to deny food and medicine to unarmed and innocent civilians. I understand that, and i agree, but would you support military intervention ultimately . Well, its not my decision to make. I ultimately will tell you i support defending the National Interests and National Security of the United States anywhere in the world where thats being threatened. Ultimately, ill leave it at that because thats not what were focused on right now. I will say this, and i wont go any further. There are certain lines, and maduro knows what they are. If theyre crossed, im confident based on everything ive heard from this administration and everything i know about this administration that the consequences will be severe and theyll be swift. Hes aware of that. Again, our focus here is nothing to do with that. It has to do with food and medicine. Thats what were hoping will happen, and were expecting it to happen starting next week. Reporter last year, Congress Approved the construction of 33 miles of new border barrier in the Rio Grande Valley, and construction is about to begin in the coming weeks. Part of the wall was supposed to cut right through the Butterfly Center, leaving some of the property south of the border wall and some north. The government used Eminent Domain to seize the necessary land to build the wall, much to the display of the centers executive director. Theyre seizing the land of taxpaying citizens and pushing the boundaries of mexico north of the rio grande river, something general santa ana was never able to do. Trump is making america smaller, not greater. Reporter but the congressional spending bill offered a lastminute reprieve to the Butterfly Center and four other specific locations. Well, id think i think adam schiff is trying to put pressure on the gop to go against the president , but theres two things. First of all, most elected members of the Republican Party nationally do believe that there is a crisis at the border. They want to stop sex trafficking. They want to reduce Illegal Immigrants coming into this country. I dont think youre going to see a major defection here. I think adam schiff is also shifting the conversation away from what the courts are going to end up deciding. Its not whether trump thinks this is a way to expedite his plans, but simply is this does the president have the authority to declare a National Emergency in this context . I think the answer is going to be yes. Dave, the president is painting democrats as this party that wants no Border Security at all. In fact, beto orourke said this just yesterday. Those refugees, those immigrants makes us stronger, makes us more successful, and yes, makes us more secure. So at a time when not a single terrorist, terrorist organization has planned or attacked the United States exploiting the u. S. mexico border, we meant to need another wall. The president , republicans want americans to believe that democrats dont want any walls at the border. Is that the best message for democrats going into an election year, what we just heard from orourke . Well, look, i think the democrats clearly voted for Border Security. They just support more technology, enhancing the technology. They support more Border Patrol agents. What they dont support is this blatant power grab that goes against the constitution by donald trump. The fact of the matter is this is an abuse of president ial power. Its reckless. And the American People see that clearly. I mean, we have seen in poll after poll, ana, whether its cnns poll from earlier this february, 66 of americans dont support this National Emergency declaration to build the wall. In fact, interestingly in that poll f the president cares at all about his 2020 president ial election, among independents, a whopping 63 of independent voters oppose this National Emergency declaration. So we have seen consistently that among public opinion, the American People, you know, obviously are wholeheartedly against this, and they see this nothing more than an abuse of power and a reckless power grab. We know congress could stand up to the president and vote on a resolution to disavow this move. Democrats are also threatening to sue the president over this Emergency Declaration. Today californias a. G. Said this. Mr. Attorney general, let me ask you, can you say definitely that california will be filing a lawsuit and when that will happen . Martha, definitely, and imminently. And imminently, monday . Nothing will stop you. No reason. Were prepared. We knew Something Like this might happen. If the president loses in the lower courts, this is all going to come down to the conservativeleaning supreme court, right . Yeah, and i think the president even said in his press conference on friday that he fully understood this will be settled in the courts. He thinks he will lose in the first couple rounds. Really, this is likely to come down to what does john roberts think about a president s ability to declare a National Emergency . I think thats what its going to be. Whats interesting is we probably wont see any final decision out of the supremes for months. This argument may not be settled until right before election time. So your earlier question, ana, to dave about what the political consequences are about having beto orourke saying walls kill people and walls are immoral or donald trump arguing for more Border Security is exactly the conversation that President Trump wants to have. It animates his base, and he thinks that the majority of americans, certainly in those Electoral College swing states, will agree with him on a Border Security package. Heres the issue i take with john. When it comes to more moderate republicans, right, Senator Cory Gardner out of colorado, senator mick sally, who just lost in the 2018 election representing arizona, susan collins, these are tossup districts. These are states that are increasingly more and more purple, particularly during a president ial year. And these are senators that are going to have to cast a vote in terms of whether or not to rebuke the president s reckless power grab. I think thats the challenge that these sort of more moderate republicans are going to have. Its going to give some potential momentum to democrats with the Upcoming Senate vote that undoubtedly will come up to challenge this president ial declaration. The idea is the president is in charge of the executive branch which includes doj so he has the right to stop, limit, or start any investigation. The other way is through the courts. The lawsuits are going to start flying im sure tomorrow or tuesday. If the courts get it, the big question is going to be do they treat it as what the courts call a political question . Meaning we the courts make legal judgments. This is for the president so were not going to interfere. If thats the way the courts go, theyre not going to win. If they say were going to dig in and scrutinize is this actually an emergency . What is his own words . Then i think the Emergency Declaration is in trouble. Were going to have a very close call. Its going to be 54 and chief Justice Roberts is going to break that tie one way or another. Give us your three things to watch for this week . Will the president pardon Paul Manafort . No. Manafort cant hurt him anymore. He cant cooperate and the president will be hurt politically by doing that. The stone link between wikileaks and the campaign, whats in the texts. If it has to do with the hacked emails, its a direct connection. We called it that the judge last week did issue a gag order against roger stone. Hes going to appeal. Is he going to comply .
