Good morning, everyone. Im poppy harlow in for Carol Costello. We begin this hour with hurricane arthur, churning off the coast of South Carolina as we speak. It is bearing down on fourth of july celebrations all the way up new england. Right now it is a category 1 hurricane, upgraded from a Tropical Storm, really just hours ago. Strong enough to force evacuations along North Carolinas outer banks. And deceptive enough not to be properly feared by a lot of people. The biggest danger may be the rip currents. For those who decide to ignore the warnings and wade into the surf. At any moment North Carolinas governor will update us on the hurricane preparations there. The first dangers are already reaching shore. Were covering all angles. We have Alina Machado in Wrightsville Beach, North Carolina, and Indra Peterson is north of her in Kill Devil Hills in North Carolina. Indra, what are you seeing . Right now, you know, youre talking about the rip currents one of the things we keep telling people. Even though the storm is not here stay out of the water. Show you over my shoulder so many beachgoers still here, its the fourth of july weekend but rip currents are out there. Just to our south we have a strengthening category 1 hurricane, winds up to 80 miles per hour. Became a hurricane in the early hours this morning. Conditions here only expected to deteriorate. As far as what i see, yes, this morning like glass conditions on the water, seeing a little rougher out there right now. The biggest thing are the winds. They keep strengthening, now about 20, 30mileperhour winds and it all goes downhill from here. In North Carolinas outer banks, cars lined up to top off at the pump. This storm is taking a trajectory that were just kind of worried about. Reporter mandatory evacuations beginning early this morning as arthur strengthens, becoming a hurricane, threatening the Holiday Weekend for parts of the east coast. Move. Get out. But even if you dont move, then stay away from the water as much as possible. Reporter 25 counties now under a state of emergency. Massive wind gusts turning water so dangerous two ship captains were ordered to dock and abandon their charter boats along the shore. You get a storm surge that can easily bust through any part of these outer banks without much of a problem. Reporter arthur wont stop there. Heading up the east coast the storms looming over some of the biggest Independence Day fireworks displays. Ocean city, maryland, postponing their fourth of July Fireworks while bostonian will enjoy their festivities a day early. Its not optimal, we wish it were, but we have to deal with this. Reporter in d. C. The Electric Company says its closely monitoring arthur which could produce strong, damaging wind gusts, large hail and freak lent lightning, possibly delaying the National Mall fireworks to saturday. But on wednesday, the sun was still shining in North Carolina and the beaches were full of vacationers who say their patriotic partying on the shore will go on. Well ride it out, see what happens. Reporter looks like mandatory evacuations are already in place. Thats about 5 00 this morning. Because the outer banks is expected to take a direct hit later this evening into the early hours of tomorrow morning. Right now, still well to the south of us, about 100 miles offshore of charleston, South Carolina, but its progressing off to the northeast, making moving about 9 miles per hour. The timing brings it in tonight through tomorrow morning. Likely about a little stronger, 85mileperhour winds are expected as the category 1 hurricane making its way to the northeast. Poppy . Our primary purpose is to protect the safety and health of our citizens and our visitors that especially visiting North Carolina during the fourth of july weekend. We want to keep also our Public Safety personnel as safe as possible. Were asking our citizens and those people who are visiting this weekend to be extremely careful so as also not to put our Public Safety personnel in unneeded jeopardy. We also are letting want to let every citizen and visitor know please be prepared at this potential time for potential flooding in those areas that were going to be talking about today or potential Power Outages or potential surges in the water, especially with regards to rip tides and the ocean. We want you to be prepared with safety packages, the amount of water and lighting and flashlights and other things that you should have in an emergency kit. Were letting you know we are prepared. We have the best team in the United States in preparing for emergencies. We proved it during the recent ice storms and were going to prove it again during this hurricane. We also want to let you know that were already taking action in preparation to have a very quick recovery and ensuring that we can get back online as quick as possible regarding utility service, water services, roads, transportation, and anything else that needs to be repaired or fixed within a very short period of time. But again, our main issue is the health and safety of our citizens and those people who are visiting North Carolina. Right now, hurricane arthur is approximately 200 miles south of wilmington. The rain and wind effects are expected to start being felt in the wilmington area early afternoon with the outer bands of the storm expected to reach the outer banks by midafternoon. The storm is expected to bring as much as 5 inches of rain to the outer banks. And less than 1 inch to 3 inches of rain inland. Overwash is expected on a very, very fragile road and thats nc highway 12 if any of you have been there. Literally outside highway 12, you literally may have 5 to 10 yards of space between water on both sides. So, of course, were very concerned about highway 12 and secretary tada will tell you more about that. As the hurricane moves north more counties are likely to declare a state of emergency. Several counties are already prepared to open shelters as needed and youll be getting reports on which counties have also required mandatory evacuation and also voluntary evacuation, some which we already mentioned last fight. Our primary goal again is Public Safety and the state has taken preemptive measures to be ready. We ask that the our citizens and visitors in the eastern part of our state, especially along the coast and especially in the outer banks, please listen to your media outlets, weather reports and your local officials for updates in your area, have your emergency supply kits and emergency plans ready, and if you havent already, reference the ready nc website and download the smartphone ready nc application on your iphone or android device. In fact, im planning to still go to southport hopefully for the fourth of july parade on friday afternoon, but again, were ready for anything and our major priority is to make sure we recover from this storm and deal with any Public Safety issues as quick as possible. He did talk about the vulnerability of North Carolinas highway 12 so severely damaged during irene really between two waterways there, very narrow, warned about that especially. If youre traveling in North Carolina you want to stay off that, away from the coast, listen to the mandatory evacuati evacuations, 25 coastal adjo adjoining counties in the state of emergency. Lets go to Alina Machado in stormy Wrightsville Beach, North Carolina. Youre there and we look at it and a lot of people say that doesnt look like a hurricane. We know all the way up here in new york from sandy, these things come fast and they come strong. Are people there taking the storm seriously enough . Yeah, poppy. Weve been talking to people around here, people who are staying here on vacation this week and there is some anxiety among some of the tourists, people who are not used to hurricanes and even among some of the locals. The bottom line is that right now, were in a break, but earlier today we saw one of those rain bands come through and we saw very heavy downpours, lots of wind and things change very quickly. You can see the surf as well. Just take a look. Nobodys really in the water. Theres maybe a handful of people. They should not be in there. Weve been hearing from officials, they want to keep people out of the water because its not safe. There are rip currents, theres the danger of rip currents and you can see it. The waves are pretty rough out there. We also just saw a life guard come out, theres a red flag warning up which means stay out of the water, and were really just going to be keeping an eye on the situation here in Wrightsville Beach. Weve seen heavy rain bands come through, some high winds and were expecting to see that continue throughout the morning and into the afternoon. Poppy . Alina, thank you. Stay safe out there. Big day for the market within the last hour, the dow hitting 17,000 just moments after the opening bell. It was pushed higher by the jobs number. The june jobs report showing 288,000 jobs were added to the u. S. Economy last month. That is a lot higher than expected. That is a strong number. Were joined to discuss this, of course, the expert, christine romans, our chief Business Correspondent and Alison Kosick at the New York Stock Exchange watching the numbers for us. Christine, i mean, i think the big question here is, is this number really as strong as it appears . Finally it is. You have a trend of five months in a row over 200,000 jobs created an the white house likes to point to this number, 1. 4 million jobs created in the First Six Months of the year, the strongest First Six Months of the year since 1999. So thats a strong performance. When you look at just any sixmonth period its the strongest since 2006. This what is we call a trend and what ive seen in these numbers, broadbased gains. Business professional services, those tend to be higher paid jobs. He wi we want to see mid and high wage jobs coming. A broader based jobs gains and thats the trend, poppy, right there what youre seeing on your screen. Look at april, more than 300,000 jobs created. Wow. Finally they got the 300 number weve been waiting for so long for. You know, thank you, christine. Alison, to you, looking at the market, we were anticipating and you were saying yesterday is it going to come today . It came. 17,000. But for so many americans, many of them struggling still to find a job, theyre totally disconnected from these numbers because they dont have any exposure to the market. Oh, yeah. To your point, poppy, a gallup poll that speaks to this that says half of americans, 52 , are actually invested in the stock market so, of course, if you have no skin in the game, youre not reaping the rewards, youre not feeling the effects. Heres the thing. Its not just the fact that only half of americans are invested, but all this good news that were seeing on the screen, 17,000, making the headlines, all of this really doesnt register with many consumers for other reasons too. For one, their incomes. Wages, yeah, theyre up a bit, but theyre really basically keeping pace with inflation. You look at unemployment, although its come down to 6. 1 , its still high. The reality is millions of people are still out of work. Also, what we pay for food and energy, what we pay for goods and services, all of those costs have gone up. Heres a funny example for you you, not that funny if you eat a lot of it. The price of bacon in the u. S. Is up 18 over the past year. Thats one example of one food. Gas prices today, are at sixyear highs. What happens is, all of these higher prices, they hold back consumer spending. Even Consumer Confidence is getting better, but its not great because people still are holding back on spending because theyre not feeling that 17,000 that were seeing on the screen right now. Poppy . Yeah. You know, its always important to look at the headline number and then look beyond it. This is a two tiered recovery. We have to go. Christine, do you think this is an Inflection Point . I think it is. When you have five months in a row like this 200,000 jobs created and the kind of confidence its going to start to build. Companies, recruiters and ceos say theyve been so to the bone for so many years and now seeing demand come back they have to higher. The hope is they have to start to higher quickly. In parts of the economy moving for six months, eight months, silicon valley, anything thats engineering in i. Tchblgts there are talent wars. People are making money. But not everywhere. Meantime a 19yearold colorado woman says she fell in love with a man she met online and wanted to travel halfway around the world to be with him. Now shes under arrest accused of trying to help terrorist groups. The fbi says Shannon Conley planned to meet up with a man a member of isis the terrorist Group Fighting in iraq and syria and Authorities Say conley wanted to serve as a nurse in an isis camp. Were learning some new details from the unsealed criminal complaint that says this 19yearold denver womans goal was to get to syria to fight with the terrorist group isis and the fbi says it openly tried for months to dissuade her from her plans to no avail. Reporter a colorado teenager arrested and charged with conspiracy to provide Material Support to terrorists. 19yearold Shannon Maureen Conley taken into custody by the fbi as she attempted to board a plane to turkey at the Denver International airport in april. Her goal, Authorities Say, to unite with a radical Islamic Group isis in syria and marry a jihadist she met on the internet. According to a newly unsealed criminal complaint, conley discussed her radical beliefs with federal agents over the course of an eightmonth investigation, referring to u. S. Military bases as targets, and telling investigators that she thought she could plan an attack on u. S. Soil but could not carry it out because she lacked the means and opportunity. Ignoring warnings that aiding terrorists would result in her arrest, conley told investigators she needed to go overseas to be trained in jihad. The teenager became the subject of an fbi investigation after a pastor who feared she was planning an attack at a local church reported what he saw as suspicious activity to police. She became a little more hostile and then eventually we came here and said listen, its just probably better that you not come back. Reporter according to Court Documents conley told investigators she hates the people at the church, asserting they think im a terrorist, ill give them something to think i am. According to the complaint, agents recovered material about jihad and al qaeda from her house, in addition to dvds of anwar al awlaki, the american militant killed in a drone strike in yemen in 2011. The teenager joins a growing list of americans who have been detained for attempting to join terrorist organizations abroad. And according to the criminal complaint, conley even received military training in an effort to train jihadists overseas about u. S. Military tactics and when the fbi encouraged her to join a humanitarian Aid Organization instead, she allegedly said, it was not an option because it would not solve the problem of protecting muslim lands. Crowds packed in murrietta High School Auditorium last night with harsh words towards Border Patrol and immigration officials. More busses filled with migrants are expected there as early as tomorrow and the mayor of murrietta says this is all about a broken system. Immigration happens every day in murrietta. We have a Border Patrol office right here in murrietta. No one is protesting that. What were protesting is the product of a broken system that finally reached the doorsteps of our community. Joining us from murrietta right now. Good morning. It has been quite a scene there. It certainly has. This is the Border Patrol station that mayor was talking about. The station thats right here in this town, this is where the undocumented immigrants are supposed to arrive and more are expected to arrive, though we dont know exactly when and what people in this town are saying, protesters on both sides, is that this is what it looks like when federal policy fails. And justice for all. Reporter even before the murrietta town hall began, debate exploded in the waiting crowd. [ inaudible ]. Your kids are going to get sick. Dont you guys understand that . Come on. Everybody back up. Reporter inside the packed auditorium, cheers drown out any opposition to the city stand against the federal governments bussing in of undocumented immigrants. On tuesday, a wall of protesters blocked the entrance to the murrietta Border Patrol station. Three busses carried 140 undocumented immigrants from central america, many of them women and children. Theyre part of an influx of migrants cramming facilities in texas, many of them unaccompanied children. A total of 60 to 080,000 children without parents are expected to cross this year. The federal government coping by shipping them to smaller towns like murrietta. But murriettas protesters usa. Usa. Reporter forced these busses to turn around. This town hall underscored, murrietta still does not want them. This is an invasion. Why is the National Guard not out there stopping them from coming in . This is admittedly a nationwide problem and little old murrietta has taken the lead in getting change. Reporter in a week thats shown the uglier side of the immigration debate. Am i being detained . Am i being detained . Reporter the small town braces for the next wave of busses, the next which could happen as soon as the fourth of july. And we dont know if that is still going to be happening and here is why. Immigration and Customs Enforcement says theyre no longer it telling the public when undocumented immigrants will be arriving at these Border Patrol stations. The reason is out of safety concerns. For millions of americans fourth of july Holiday Plans are close but guess whats closer . Hurricane arthur. It strengthened from a Tropical Storm several hours ago to a category 1 hurricane. Its swirling off the coast of north and South Carolina. It could push ashore with storm surmgs up to four feet. Evacuations are under way for thousands who live on North Carolinas outer banks. Emergency officials are warning it is a category 1 storm but do not take arthur lightly. Alina machado is joining us by phone in Wrightsville Beach, North Carolina, because the weather is so bad her shot is going in and out. Whats it looking like from your perspective . We just started to see some really heavy rain bands and wind bands pick up here in Wrightsville Beach, North Carolina, and it was interesting because it happened so quickly. Initially it wasnt as bad, we were in the middle of a break, and then the wind just picked up and it was just a heavy downpour. And the beach was full of people out watching the waves and everybody booked it, everybody cleared the beach. So right now, were in the middle of a pretty heavy rain band here in Wrightsville Beach and were just kind of bracing ourselves and waiting for it to pass. As we heard from the governor of North Carolina, take this seriously. Do not play around with this. There are 25 counties with states of emergency there. Well get back to you shortly. Its the question that everyone has been asking since Justin Ross Harris left his 22monthold son cooper in a hot car for seven hours, killing him. This afternoon, prosecutors will try to persuade a judge that harris should stand trial on charges of murder and Second DegreeChild Cruelty. His defense attorney will likely argue that this was neglect, not murder, that harris tragically forget to drop his son off at day care. Lets bring in our Victor Blackwell at the courthouse in atlanta right outside there. Also page is a criminal defense attorney. Good morning to you, both. Victor, let me start with you. Hes charged with murder, but we dont have a lot of details yet. Were going to get many more of them today. Why do prosecutors think they have such a good case against him . Well, i can tell you that chief of police here in cobb county says there is both testimonial evidence and physical evidence that shows that this was more than just simple negligence by leaving this 22monthold boy in this hot suv for more than seven hours. We are expected today to hear typically six to ten witnesses, most likely the lead investigator for Cobb County Police department, the patrol officers we should expect to hear from who responded on june 18th when that crowd gathered around this little boy who was pulled out on to the asphalt. There is a possibility that after the defendant ross harris arrives here today, his attorney, max gillgor, could just wave the probable cause hearing and move straight to bond. We know the prosecutor here will be chuck boring, hes going to prosecute this for the state. The bond hearing could go on with some witnesses called as character witnesses and determine if he will stay in or jail at the cobb county or go home. 90 minutes from start to finish expected, poppy. Appreciate that, victor. To you, paige, looking at this from a legal perspective, you know some of the folks at play here. I mean the people in the d. A. s office, the defense attorney, people in that area, and i wonder what you think in terms of how many cards you think the prosecution is going to show . Are they going to show all their cards in this hearing or keep some of it under wraps until a trial begins . I dont think theyre going to show all of their evidence at this hearing and they dont have to. In cobb county, as in most georgia courts, all the state has to do at this hearing is present just enough evidence to convince the judge theres probable cause to hold mr. Harris on these charges and to bind it over to the grand jury. It would be very unusual for them to put on a lot of witnesses and a lot of evidence because the burden they have to meet here is so low. Also, what i find a lot of things about this so perplexing, but the fact that harris and his wife both admitted they did these internet searches on child deaths in cars and how hot it has to be, that is very strange, very odd, but it is still largely circumstantial. But does that matter in court . Circumstantial evidence is basically the same as direct evidence for purposes of a courtroom so it does matter. Again, i think we need to know the full context of what mr. Harris said during his interrogation with law enforcement. All we know now is just that snippet. Did he respond to some question that was leading . We dont know any of that. Some of that i do expect will come out today. Two things here that just are so striking. First of all, that its come its been revealed that both harris and his son went for breakfast, half mile away from where his work was. A half mile. Thats all he had to drive. So isnt it a very tough hurdle for him in the courtroom, you know, all the evidence is going to have to come out, but of that fact and the fact that he left apparently left his workplace, came out to the car, in the afternoon, some time during lunch break, put something in the front seat and then went back into the office. Whats your take, page . I dont think theres any doubt that the state will be able to show probable cause to hold him on both the Child Cruelty charge and the felony murder charge. So i dont think the defense expects to win this hearing and i certainly dont think that they will. That is enough evidence, what you just said and what we know, to hold him at least as far as the probable cause hearing is concerned. To you, victor, what are people around you that youre talking to saying in terms of whether they think that hes going to at least walk out of jail on bond until this trial . I just had a conversation with a woman who identifies herself as a mommy blogger. She walked up to the courtroom door just at 9 00, waiting four hours to hopefully get a seat inside. She writes for a group called mar yet ta moms. She asked me what you think . She said im here to find out. I dont know. As a mother she cant phantom leaving a child in a car. The political circus surrounding mississippis Republican Senate primary just got even crazier. After a Conference Call spearheaded by advisors for thad cochran was overrun by opponents who question the methods that he used to get reelected. Cochran has been under scrutiny accused by his former opponent Chris Mcdaniel in mcdaniels words stealing an election after black democrats helped him to a victory. Mississippi law does allow vetters to cross primary law for a primary but that isnt enough who are still angry about the elections outcome. Black people were harvesting votes sir i dont know, you know, where youre calling from, but im happy to address any question no matter the lunasy of it. Why did you use black people . Why did you use black people to try to get cochran elected when theyre not even republicans and treating them as if theyre just idiots theyll vote for cochran just because theyre black. Thats ridiculous. Did you harvest those votes . Listen heres what were going to do. Were going to try to keep going through this call. I want to start with you, this Conference Call was set up by Thad Cochrans office and, you know, we dont know the identity by the way of who called in, but its incredibly disturbing to hear that period. Do you think this is nasty politics or do you think that this is a prank . I think its nasty politics. Its this was the nastiest primary we saw in the country this year because of the flyers that went out and the ads running the day of the election. Advertising saying if you dont vote for thad cochran youre going to lose not only your food stamps, lose your childrens lunch program, youre going to lose all government ben fits so saying he brought this on . The ad said spend 5 today for gas to go to the polls and vote for thad cochran or you will lose all of your government benefits only on africanamerican stations. I think a lot is a tack that is semi legitimate because of how dirty it got. [ inaudible ]. The criticism knowing they went out at the last moment went into only minority communities and said if you dont vote for thad cochran were going to take away your food stamps that is disgusting politics for anybodys campaign. Errol . Look, i dont know if anybody who supports the tea party can get too upset about heated rhetoric. Weve heard no shortage of that in mississippi and around the country. This is the actions of an undisciplined team, undignified team. By the way, to be clear, we dont know who that was calling in, someone officially on a team or who that was. Lets just say this, the mcdaniel supporters, look, look at the official campaign, why are they dragging it out this long. They lost by over 7,000 votes. Theres almost no scenario they will find the votes they need to claim a victory at this late date. If they were serious about that they would really just focus on the legal challenge and not have all of this hoopla. The legal challenge then, because mcdaniel has sent an email to supporters saying look, we want to take this to court, we want to fight this but need the money to do it. Hes trying to raise funds for admittedly he said a prolonged court battle, though, he thinks it is worth it. Is that the right move . The argument is you had a lot of democrats that voted in the democratic primary that then crossed over into republican primary and the question is, can you vote theyre allowed to do. Its an open primary but the question is the way they went about it with the advertising and having people that had never voted before who all of a sudden showed up were talking about 30,000, 40,000 voters that had never voted before and some of these areas in massive turnouts and theyre saying this is probably not possible. So yeah, were talking about 5,000 or 6,000 votes. When you have that many that came out of nowhere and the way the ads run only on africanamerican radio stations saying if you dont vote today and spend 5 on gas youre going to lose your government benefits thats the concern. But ben, youre a conservative talk radio host. You know there are advertisers that advertise with you that dont advertise on our stations. But never saying to a community youre going to lose your government benefits. Ive heard any number of not just advertisement but really some of your fellow talkers who say youre going to lose your freedom, your vote. Its going to be tyranny if you reelect difference between saying thad cochran if you dont get out of bed and spend 5 to vote for him youre mot going to get a government check next month. I want both of yo your perspectives. They come from different sides. Talking bigger picture. Two republicans going at it against each other. Thad cochran could not have won this election without going after democrats. Thats not what i asked. What does it mean bigger picture. Republican gop candidates are in trouble. Thad would have lost if this was a traditional race. He had to go to this low level to win it. Tells you in states with open primaries like mississippi has you have to have a general election approach. You cannot be sort of a candidate that wants to divide and separate different groups of people. And in a state like this with 36 of mississippi is black you have to make some kind of an appeal to them or try to ignore them but trying to ignore them under open primary rules as mcdaniel is finding out doesnt work. So not only have we done this with the fireworks but weve done it with our holiday lights program, summer concerts, summer camps for our children, and last night was a great example of a fireworks display that really came about through the generosity of individuals, corporations, foundations, and organizations. Yeah. We had donations that ranged anywhere between 5 and 10,000. Wow. Wow. I think you guys raise is it 48,000 . Is that what you raised . We did for the fireworks and we were able to do it through a number of different ways. Of course we did the traditional solicitation to our Corporate Community and were very thankful for our presenting sponsors bendict commercial Vehicle Systems and united initiators and many others, but we also set up a paypal account on the citys website and we got a very good response from that. We sent out notices in our utility bills so residents were even to participate and even had dress down days. Is this a is this the new normal Going Forward . People will have to fork over from their own pockets to pay for this . Theyre willing to. Are things looking better . Next year the city might have the funds to put this on . Well, you know, i think its one of those issues where its i think its going to be a while for communities like elyria where were a recovering manufacturing town, well celebrate our 200th birthday in 2017, so were still in recovery and we really do need participation by our Corporate Community and organizations to help make this happen so i would anticipate continued participation like this, but we do see companies more willing or able to actually participate. Well, poppy, basically how it happens any player can apply to use any of the banned substances on the list and they have to go through this process where the exemption is called a therapeutic use exemption. They have to see a independent Program Administrator which is basically a doctor and say i have this condition, need this medication and if theyre approved they can use the banned substance. In 2007 he went to the doctor and said i have a testosterone deficiency i need to use testosterone and that doctor in 2007 approved him to use it and in 2008 he was approved to use clo mid, a female fertility drug often used by males when coming off a steroid cycle.
