Yesterday in the u. S. The last five days in the u. S. Are the five worst days anywhere in the pandemic. 43 states are adding new cases now. Exactly 0 states are on the decline. Hospitalizations in the u. S. , meanwhile, climbing toward a new high point during the pandemic. President elect biden appealing to the entire country for help. For all those of you who voted for President Trump, i understand the disappointment tonight. Ive lost a couple of times myself, but now, lets give each other a chance. Its time to put away the harsh rhetoric, lower the temperature. See each other again. Listen to each other again, and to make progress, we have to stop treating our opponents as our enemies. That optimism about to meet some harsh realities, a spreading pandemic, unemployment crisis, an opponent who refuses to concede, and rampant misinformation about what happened in this election as a nation is as divided as ever. Now it appears a little known official in the administration could be standing in the way of the biden transition. Well have more on that in just a moment. We expect to hear from joe biden today after he and Vice President elect Kamala Harris receive a briefing from the coronavirus advisory board. Cnns Jason Carroll covering the biden team live in delaware, this is the First Official action of this transition, it will be a Coronavirus Task force. And later today, were going to be hearing more about this Coronavirus Task force. Were going to be hearing from president elect joe biden. Its a 12person task force headed by scientists including former Surgeon General murphy. Hes going to be on the team again. Later today, christine, were going to be hearing from president elect joe biden himself about how he plans to fight the pandemic. His transition web site is already up. We already have sort of some idea as to what hes going to say. Its called build back better, and on that web site, theres a 7point plan that includes how the president or the president elect plans to deal with the pandemic. It includes quote regular reliable and free testing to all americans. So thats one point of how he plans to address the pandemic. Looking ahead in terms of what joe biden plans to do in terms of trying to get his agenda across too much of america. He plans to, on day one, after becoming president , he says hes going to rejoin the paris climate accord, sign executive actions to rejoin the world health organization. Again, these are some of the things hes going to do to make good on campaign promises. First things first and thats going to be dealing with the pandemic. This crisis facing the country. We understand some democrats have concerns about mitch mcconnell. He and joe biden know each other well. They have worked together for many many years. What are those concerns . The concerns are this. Mcconnell feels as though hes got a mandate since the blue wave never happened. Biden feels as though he has a mandate given whats happened with the election. Both men are sort of polar opposites, and youve got, you know, pressure from the left for biden. Youve got pressure on the right for mcconnell. A lot of folks are wondering how in the world biden is going to be able to get his agenda passed with mcconnell controlling the senate. I think whats going to happen is youre going to have someone like joe biden relying on his 30 years plus in the senate. 20 years working alongside mcconnell, the two have been known in the past to work on deals together. This was before trump. And in the trump era, the political temperature, the Political Climate has really really grown, and so there are real questions about whether or not joe biden is going to be able to get his agenda passed with mcconnell controlling the senate. Jason carroll in wilmington, talk to you soon. The Trump Campaign is seizing on baseless claims of Election Fraud. Now the campaigns last gasp focuses on dead people, yes. Dead people. Cnns Boris Sanchez joins us live. Nice to see you this morning. I guess, after the stunt at the four seasons total landscaping fell flat, now their latest substantiate is to try to brandish the o pit. Reporter trying to put out the message that the election was stolen and illegitimate despite not having evidence to prove that, it appears theres a tug of war behind the scenes with some folks close to the president urging him to accept reality and concede, and others suggesting that he should dig in his heels and hold Campaign Style rallies to try to push this Conspiracy Theory to the American People. Part of that includes, as you noted, reading out obituaries the president claims passed away before the election but voted for joe biden in the election. Again, no evidence to support claims being made by the president and other fellow republicans who are supportive of this cause. Belief here from the white house and the Trump Campaign is that holding this messaging blitz would accomplish two things, number one, it would delay the transition, and that would buy them time in the Legal Process to effectively curtail the democratic process, and secondly, they believe that with enough pressure, certain secretaries of state in significant battleground states may open up new investigations into voting in their states and that might give them wiggle room to potentially change the result of the election. Laura. And as our jake tapper has reported this is about currying favor with the president s ego and not changing the vote tallies at core. Theres mechanisms for transitions to happen. Cnn has learned that this little known trump appointee hasnt done so. Whats going on here . Is she slow watching this . Apparently. This is known as the process of ascertainment. And the General Services administration, a trump appointee, they effectively have to sign off on allowing the Incoming Administration access to certain materials, whether office space or equipment or millions of dollars in funding, to go about the logistical process of transitioning the administration, but she has yet to sign off on this document that typically is just a footnote in a transition process that allows the ball to get rolling in a sense. Trump has yet to concede. She has yet to sign off on this document, that could potentially be an indication of a more delayed process than one is anticipating. The only time this has happened in modern history was in 2000 when it took a month to ultimately decide that george w. Bush defeated al gore in that election. Given were in the middle of a pandemic, this transition might move swiftly. Boris, thanks for getting up with us, we appreciate it. Eight minutes past the hour, the vast majority of republicans in congress has yet to acknowledge joe biden has won the election. Why are they so afraid of a lame duck trump. That and more, next. The results are in. Investors are okay with a joe biden president ial victory. Stock index future is moving higher. Global markets around the world also higher. Investors will be looking for signs a Biden Administration will take a diplomatic approach to trade negotiations. Wall street was expecting a biden victory, but wall street is not main street and america is still in a jobs crisis, even though 638,000 jobs were added back into the economy in october. The economy is still at a huge jobs deficit. Still down about 10 million jobs since the beginning of the pandemic. The Unemployment Rate ticked down to 6. 9 . The Unemployment Rate for black americans is still in the double digits at 10. 8 . Renewed calls are growing. Senate Majority Leader Mitch Mcconnell said a rescue package is a top priority, its possible a stimulus package could help in the lame deck session. One thing a lot of investors are talking about, if you have republican control of the senate and a democrat in the white house, that means its unlikely youre going to have higher corporate taxes and thats something korcorporate leaders particular are happy about, encouraged about. Theyre also looking for a steady hand and clarity on policy, and they think that maybe joe biden can bring that. And predictability, of course, the markets want that. Boring is better for them. World leaders are responding to joe bidens victory. With no concession and acknowledgment from President Trump, reaction to bidens election varies country to country. Angela merkel is expected to weigh in this hour. Fred, what are we expecting to hear from her . Reporter i think the German Government is thrilled to in the future be in a Biden Administration. Its no secret that Angela Merkel and President Trump hit rock bottom from the beginning. They believe trade relations are something that are going to improve considerably. The threat of terrorists against the german awe touto industry. There were a lot of issues between the germans and the Trump Administration. One of the things thats already happened is Angela Merkel has sent out a written congratulatory note to joe biden and also the German Foreign minister has offered theew a tr new deal as the germans call it, obviously to deal with things for instance like trade relations and International Migration as well. You can see that the germans really are looking forward to a new administration, and really want to get things going very very quickly. On the other hand, of course, you have the other side, the medallion, if you will. Were also looking at reactions not coming in from russia. The kremlin has not congratulated joe biden on his victory. Theres a Conference Call on Russian Media, a kremlin spokesperson. He was asked why there hasnt been a congratulatory note. The kremlin saying so far there has not been official results, a concession from kremlin, as kremlin media continues to trash the u. S. Electoral process. The kremlin sounding like the Trump Campaign. With joe biden heading to the white house, one of the global relationships to watch here is the one with iran. The nuclear deal that President Trump pulled out of was brokered while biden was Vice President. So whats the plan now. Cnns Nick Paton Walsh has reported extensively on iran. He joins us live from london. Hi there. Hi, and its quite clear that the iranians possibly see an opportunity in the words that hasan rouhani, who has already said he wants to get back into the nuclear deal that donald trump called one of the worst deals ever, but time is short for that, frankly because while its fair to say that the Trump Administration has put so many sanctions on iran, they have made bidens job easier. Theres a lot of things he can lift to encourage iranians back into the deal and stop enriching parts of the nuclear deal they werent supposed to. Time is short. He gets into power in mid january and then at some point during 2021, there are likely to be president ial elections in iran, which could see moderates that are the president , and lose out to hard liners. Tensions are exceptionally fraught here. Joe biden will face opposition to republicans in the senate and potentially he has to win over on this, and the general climate in american iranian relations. Its fair to say that washington and iran is there for them to get back into this deal. The deal itself potentially lapsed in the next five to ten years. Another deeper deal is needed. So much work ahead and so little time for that. Nick paton walsh in london, 18 minutes past the hour. Well be right back. Fuel 5 inds of brain performance. With or without the cooperation of the current occupant of the white house, president elect biden is preparing for a transition and he faces no shortage of challenges right now. Lets bring in cnns senior political analyst john avlon, great to have you this monday morning. Good morning, guys. So biden entered this race saying he would be a transitional candidate, but america looks a lot different when he first launched his campaign. Now we have the pandemic, the resulting unemployment from the pandemic, we have this reckoning on racism, at least, hopefully, and of course the Climate Crisis is worsening. Now the Democratic Party is searching for its soul, searching for its direction. Can you get away with being transitional or transformative. Its a great question. Look, i think hes got transformative challenges that are on his plate, nonoptional. At the same time, this was not a democratic landslide. He has a historic margin of victory, but he doesnt appear to have a democratic senate. Well know after the georgia runoff. Thats going to constrain the transition of some of the progressive wing. The challenges are big and that means the mandate and the need for big president ial action is huge as well. Biden got the most votes for president ever. The second most trump and he lost. Democrats won the white house but they lost house seats. They did not make the gains they expected in the senate. Ohio is barely a battleground. And florida, lost ground with latino voters. Is the biden win covering up larger problems the democrats face here. Biden ran ahead of the ticket in a lot of key districts. I think what were foundiinding the down ballot, second, you see particularly in southern florida, a problem with certain democratic messaging around things like defund the police or talk of socialism, and this is going to be a major bit of soul searching for democrats because while the progressive wing may be very animated, if they alienate more people than they attract, thats a fundamental problem. Nothing should distract from the fact that the democrats took the executive branch by a historic margin. We had focus on the election electi for good reason. We are potentially entering a turbulent lame duck session. Millions of americans need help. Nothing done there. This is a president known for being vengeful when he doesnt get his way, and hes still in charge until january. What should we expect to see in the next few weeks and months . Chaos, petulance, a president with no putting the National Interest ahead of his own. Instead, the people around him are going to need to step up. Leaders in congress have to find a way to reason together without expecting the president will be part of the solution because hes almost always a part of the problem. An eye to infamacy or legacy. Biden is going to name his coronavirus advisory committee. The president isnt in offi in ten weeks. How can bide skpn his team get the cooperation they need here. The reality is he cant. There are transitions that will go on on a lower level. Right now, the government has given every indication they wont do the normal things you would do to ease the transition, and that means that the Vice President and the president elect is going to have to take matters somewhat into their own hands. Its going to be a messaging influential campaign because theres no sign the Trump Campaign will do what most administrations do. We have had this problem before, by the way, but never with such high stakes, in fact, going back to the great depression. Were in for it. Appreciate it. Yeah, we are guys. Come back, well talk more. Less than a year donald trump was impeached for trying to smear joe biden, joe biden has the last laugh. What will the transition look from one administration to the next. All right. Good morning, this is early start. Im christine romans, and im laura jarrett. About 29 minutes past the hour here in new york. No concession, no problem. A biden transition official tells cnn that were preparing for a new administration is moving full steam ahead. Despite President Trump rejecting the election results, bidens top priority, coronavirus, and with good reason. There were nearly 106,000 new cases yesterday in the u. S. The last five days in the u. S. Are the five worst days anywhere in the entire pandemic. Thats right. 43 states now are adding cases, exactly zero are seeing cases decline. Hospitalizations in the u. S. Now climbing toward a new high point for the pandemic. President elect biden appealing to the entire country for help. Refusal of democrats and republicans to cooperate with one another is not some Mysterious Force beyond our control. Its a decision, a choice we make. And if we can decide not to cooperate, then we can decide to cooperate. The optimism from biden is about to meet harsh realities, a spreading pandemic, an unemployment crisis, an opponent who refuses to concede, rampant misinformation about this election and a nation as divided as ever. It appears a little known official in the administration could be standing in the way of bidens transition. We will have more on that in just a moment. We expect to hear from joe biden after he and Vice President elect Kamala Harris receive a briefing from the transitions coronavirus advisory board. That plan will be built on bedrock science. It will be constructed out of compassion, empathy and concern. I will spare no effort, none. Or any commitment to turn around this pandemic. Theyre going to need an aggressive plan to control this worsening situation, and a new sevenpoint plan is where things start. Cnns Jason Carroll is covering the biden team in delaware. Reporter later today we are going to be hearing from president elect joe biden about this Coronavirus Task force. We can tell you its a 12person task force headed by a number of scientist, people like former Surgeon General, murthy. President elect biden will try to explain what hes going to do to try to get this pandemic under control. Already have some sort of a clue as to what his plan will entail. Theres already a transition web site thats up, called build back better. It includes a 7point plan to deal with the pandemic, including quote regular reliable and free testing to all americans. Looking ahead for what joe biden plans to do, and thats make good on a number of his campaign promises. So once he is sworn in as president , that may include several executive actions, which include rejoining the paris climate accord, the world health organization, but again, the First Priority at this point is dealing with the pandemic. So waiting to hear more information about that Coronavirus Task force. Christine, laura. Jason, thank you so much, the Trump Campaign is spreading baseless claims of Election Fraud as it tries to contest joe bidens victory. The last gasp focuses on dead people and a little known trump appointee known for handling the resources and giving money to biden has not done so. Boris sanchez joins us live from washington, and the whole nonsense about the dead people. We saw online all of these just this garbage about lists of dead people who voted. Okay. Were combing through these lists, theyre just its just not true. These people, we looked at 50 people on one of these lists and a handful of them had voted and theyre all alive. So its just garbage. I think theres no better way to describe it, other than garbage. These claims are completely unfounded, and youre right, cnn combed through these list of names and found that many of them were still alive or they hadnt voted or they passed away previously and didnt cast a ballot. Obviously, thats not stopping President Trump and allies from making incendiary claims trying to question the legitimacy of american democracy, and were learning theres a bit of a tug of war behind the scenes. Some people close to the president including Melania Trump counseling the president to perhaps consider accepting reality and conceding to president elect joe biden. On the other hand, there are others like the president s personal attorney who are counseling him to dig in his heels and pursue this messaging blitz, this strategy to try to present to the American People the argument that the election was stolen, that the election was illegitimate. Of course, again, we should point out with absolutely zero evidence that tens of thousands of votes were somehow falsified to steal the election from President Trump. It does not pass muster. Part of the idea includes Campaign Style rallies that the president would read obituaries who voted for joe biden and passed away before the election took place. Its not true. Part of the purpose of the campaign rally, the messaging blitz would be to delay the transition process and part of that is to buy time for lawsuits that the president has filed, many advisers acknowledge are weak and will not overturn the results of the election, and also theres a belief among some close to the president that putting pressure on them through drumming up support for this idea that the election was illegitimate would force some secretaries of state to open investigations in battleground states that could perhaps somehow change the result. It is highly unlikely to happen, and apparently more so than anything else thats being done to assuage the president s ego. Tell us a little more about the official holding up the start of a transition. The biden team today is starting its work on an Advisory Task force for coronavirus, but the money is not flowing for the office space and for the expenses of a transition, as it usually does. Youre absolutely right. This is ascertainment. Its sort of the getting the ball rolling on the process of a transition and its handled by the General Services prg administers. Social security the logistical hud of the government. The head, emily murphy has not signed off on documentation that would allow the biden team access to, as you noted, millions of dollars of fund, office space, equipment, to really get things underway over the upcoming weeks in order to have a fully functioning team in place on january 20th for the inauguration of president elect joe biden. Clearly part of the reason that this is happening is because the president hasnt conceded. She is a trump appointee, and we should point out, the only other time this has happened in modern history is in 2000 when the Supreme Court through a legal battle took a month basically to hand the election to george w. Bush over al gore. Thanks for getting up early or staying up late. This has been one long day and week, hasnt it. I dont know what time it is. Its been a day. Great to see you, christine. You too, thanks. Lets bring back senior political analyst, john avlon. We have seen the last few days, a handful of republicans, mostly mitt romney acknowledge the outcome of the election. Mitch mcconnell has not acknowledged bidens win, and many people are still feeding this baseless idea of Election Fraud even though there is absolutely no proof. Cnns sullivan spoke to Trump Supporters protesting the election in pennsylvania. Listen to what they say. Its legal for them to count votes in pennsylvania two days after the election on november 3rd yes. Yow wrong. Go, i dont want to talk to you. I believe that donald trump won the election. I believe that they tried to steal the election. How do you go from almost losing 200,005 hours, youre down to 30,000 votes, away from win something. A lot of democrats voted in the mail, they voted absentee, they voted before election day. And in a lot of states, those election day votes got counted first. Thats why trump had that early lead. And then once those other votes are getting counted, that is how biden caught up. Where are all the trump ball lots that were mailed in . Why are we finding them laying around. Trump was telling everybody not to mail in. Thats why theres more democratic votes, no . No. Half the country thinks that or at least was okay voting for a president thats been spewing that type of misinformation, but heres the fact, the president is about to leave office. Someone else was elected. So why are republicans inflaming the situation with more misinformation and giving Trump Supporters hope that this election result is going to be overturned. Because the president still hasnt accepted defeat. Why are they afraid of him . Thats what i was going to say. Theyre afraid of him because that muscle memory has taught them to be afraid of him. Donald trump has led through fear and greed and successful liqu ly corralled. You see the danger of the misinformation feedback loop the president has projected outwards and republicans are not repeating narrow enough numbers. This is about math. This is not a conspiracy. This is counting votes and there are a lot of areas where trump gained and some where he fell behind particularly where they back loaded the counting of early vote. That is problem of his own making the damage done to our democracy by seeding these doubts about democratic outcomes is so dangerous, and thats why republicans need to step up and straighten their civic backbon s and tell the president you need to face reality, you have been defeated. We are still counting every one of these votes in these states, including arizona, georgia, there are two Senate Runoffs in january in georgia. They will help determine control of the chamber. Joe biden leading there, but my question is can democrats pull out wins in georgia, do you think . Yeah, look, a couple of things about georgia. Stacey abrams deserves dispro portional credit. How are republicans going to do if donald trump isnt on the ticket. The senate hangs in the balance. The stakes are high. Obviously usually special elections in the south revert to the runs off, they would tend to tilt republican, but this is going to be a test of that major get out the vote operation that democrats and Stacey Abrams have built. Theyre building off a win, apparently, and thats a big motivator, this is going to be an epic race. The president seems to have a unique grip on his supporters. Consider this, look at this map. This is the map of the election. Red states, blue states, now take a look at the coronavirus map. The hardest hit areas, right, the places where the virus is just waging are the areas that actually voted for the president in spite of the super spreader rallies, in spite of the job losses and deaths and pleas of people to listen to doctors and wear a mask. A pandemic that has killed a quarter million americans wont change peoples minds, what will will . Hyperpartisanship is a hell of a drug. I mean that sincerely. This is what happens when negative partisanship takes the way of reason and facts. This is devastating many communities thach communities. They voted for donald trump and they have their reasons, but they werent based on the state of the coronavirus. The country was almost divided about whether the country had turned the corner on coronavirus. Thats not a matter of debate. We have not. Its going to get worse and in many of those communities, and thats a problem. I wonder about this. The electorate turned out for this. Did this pandemic change for the good, the turn out was incredible. Big early turn out. Even applauded postal workers last week. At the end of the day, election day was remarkably smooth. Is this a preview of election days of the future. Theres a lot we can learn. Theres a unique circumstance. Both sides motivated for their candidate and against the other guy. Heres what we shouldnt lose. This early voting, more voting by mail, which only a handful of states have done in the state. Increases participation. It reduces chaos on election day that leads to voter suppression. We should learn that lesson, and continue that Going Forward no matter what. It leads to also a lot of questions, though, when state legislatures dont let them count ahead of time, and then theres all this confusion about why there arent trump votes that were mailin. Its a solvable problem that can be done. 100 . I want to get your 30,000 foot view on what happened here. Obviously everyone has been through a roller coaster over these past four years. Almost half of the country said no big deal. Russia, impeachment, kids ripped away from their parents, all the tweets, everything, whats your take away . Folks need to listen a little bit harder to whats underneath peoples votes. Often voting is a matter of emotion. Democrats who saw some areas erode like miamidade need to listen hard to why the voters voted against what they would see as their interests. We are seeing people are not single issue voters for the most part. Theres a multiplicity of issues that leds to their decisions. There needs to be listening. Both parties got to start digging in and learning the lessons of this election now, and hopefully we can elevate the debate and reason together more next time around. John avlon, so nice to see you this morning. Good note to end on. Senior political analyst. To markets, ceos are expecting a more stable relationship with the white house. Several Business Leaders congratulated the president elect over the weekend, while calling for the country to come together. Jamie diamond said now is a time for unity. We must respect the results of the u. S. President ial election. Corporate america had been supportive of biden to the runup of the election. Now with the news of an Incoming Administration, Top Priorities should be more stimulus to help consumers and business hurt by the pandemic, and measures to stop the spread of coronavirus. Hes got such deep irish roots, and the irish are counting on him. This is what the foreign minister was saying, to hold the British Government in london to account on the brexit deal. The British Government is trying to work out with the eu at the moment. The peace in Northern Ireland could be impacted and president elect biden has sent a clear message to downing street, dont damage that piece in Northern Ireland. You have the Irish Government looking to this, looking to joe biden to help sort out that relationship, and keep them on a good economic track in ireland. China is an interesting one at the moment. We havent heard from the leader there, xi jinping, we have heard from chinese officials and they are saying, look, we have seen joe biden saying, you know, i have won the victory. We have also seen him say a Legal Process, they will wait until the process plays out, and they were talking about improving relationships with the United States through dialogue, and calming the situation down. I think thats the big broad perspective. Everyone has an angle. Joe biden and ireland, Prime MinisterBoris Johnston here trying to break his game up. Hes been very protrump from now. Bidens focus today is the coronavirus pandemic, which is at record levels. The president elect will lay out his plan to tackle the virus, and announce the names of a dozen experts who will serve on his coronavirus advisory board. This morning, we have new details about that pandemic plan, and what else biden
