We are in the middle of a serious pandemic that we are trying to control, starting to control all of those hot spot states. We are never going to be happy with testing until we get turn around testing times in 24 hours and i would be happy with point of care testing. Senate republicans and the white house are finalizing the next stimulus package set to be revealed in the coming hours. The republican proposal would offer americans another check, 1200, but it would not renew the full amount of money. Texas has faced a crisis on two fronts over the weekend. Hurricane hanna brought strong winds and threat of flooding after making landfall all the while the Coronavirus Crisis is raging. More than 5,000 people have died in the state with nearly 400,000 people infected overall. The mayor of austin says local communities need to be given more control. Whats happening right now in south texas, in the Rio Grande Valley is horrible to watch. Theyre making forced choices about who gets care in hospitals. They really need to be able to make rules and orders that convey the message to their community that they really have to be vigilant about masking and distancing. Their inability to have that order locally confuses the message. Joining me now is kim smith, an intensive care nurse at doctors Regional Hospital in corpus christi, texas. Thank you so much for being with us and everything you do. Thank you. Thank you for having me. So, kim, covid19 cases, hospitalizations, icu admissions and deaths are surging in this country. Ppe supplies are running out and Health Care Workers are stretched to the limits. Tell us what your experience is on the front lines and how does it make you feel every day when you have to deal with this . I can definitely see here ive been in nursing for going on 23 years and this is the most stressed ive ever seen my fellow nurses in my whole career. You know, just emotional impact as well as the physical toll day in and day out. First they worry about their own space, worry about the safety of our fellow coworkers, our families. Trying to keep our patients safe. The stress level is higher than ive ever seen it. And then you add on concerns about the safety factor, how much protection im getting. I have never felt more under valued as a nurse when i look at the level of protection im given. Yeah, totally understood. What about the level of ppe, access to n95 masks . Theres one style of mask, they call it the duck bill, the orange mask. We have that one style available to us. Theres another blue n95. Teal color, the byb. Not as effective, not as safe, but it feels safe when you put it on. Most of my fellow nurses, we bring our own ppe. Weve actually gone out and bought our own t100 masks. Weve purchased our own just because we want to feel safe. You had to purchase your own ppe. That is incredible. Kim, despite the surging cases, some Americans Still refuse to wear masks. Many of them ending up in hospitals and icus putting the lives of Health Care Workers like yourself at risk because they refuse to wear a mask. What is your message to those people . For me, the virus doesnt care how we feel. The virus has no feelings and its killing people. Its already killed over 140,000 americans. This isnt a made up i have seen people die. This is not made up. This is real. Kim smith, thank you so much for everything you do and for talking with us. We appreciate it. Well, in brazil, many Health Professionals are accusing the president of crimes against humanity for his handling of the crisis. Bolsonaro says he has tested negative for having the virus for at least two weeks. As anything payton walsh reports, more than 2. 4 Million People in the country have now tested positive. Reporter a slight respite, perhaps, in the numbers brazil recorded in 24 hours that ended on sunday. Only 24,000 new cases. I say only because in the three days previously every 24 hours it seems it saw over 50,000 new cases. Terrifying numbers, frankly, for a country whose president tested positive for two weeks despite playing down the virus. He said he, in fact, had tested negative. Brandishing like he has done over the past month, particularly during his illness, the medication hydroxychloroquine. According to doctors and scientists thats globally useless. Possibly dangerous. Still he continues to taut it particularly here in the seat of government, the capital of brazilia. He went to a motorcycle shop and talked about how he wouldnt have known had he not tested positive. He felt he had a slight fever and has seemed more focused on social media than necessarily fighting the virus sweeping across the country. Stark criticism level by medical professionals put together a 64 page document to the haig to accuse president bolsonaro of crimes against humanity. The failure of his government to act decisively may have contributed to so many of the deaths surging here in brazil. On sunday, only 24,000. Thats after a horrifying week before frankly many days saw 50,000 cases. Nick peyton walsh, brazil. India reported close to 50,000 new cases on sunday. That increase takes the countrys total infections soaring past 1. 4 million. The Health Ministry says 485,000 are still active. The country also recorded more than 700 additional deaths sunday bringing the total amount of People Killed by the virus to almost 33,000. Well, vacationers from the u. K. Joined the beaches of spain right now were facing a new covid19 headache. The British Government is requiring them to quarantine for two weeks once they get home. The new travel rule is due to spains spike in new cases. The move could not come at a worst time for spain. Its a major holiday destination for tourists. Lets turn to Atika Shubert in valencia, spain. Tell us what people are saying to you, what british travelers who are going to be heading back home are saying to you about this sudden decision. A lot of people are shocked and very frustrated, frankly. This was a very sudden decision. It came saturday night. Sunday morning a lot of people woke up to the news, including brittains passport secretary who had only arrived in spain for his holiday. Now there have to be a big change in plans. Listen to what some tourists told us yet reacting to the news. This is quite big, the spike here, i get it. If its something minor, i dont see the point really. Being here for almost a week now, everybody wears masks. I feel really safe. Spanish, its okay to be here and im very disappointed in the government. Reporter now you can hear the frustration of many british tourists. Keep in mind more than 1 million british tourists came to spain last year. It is hugely popular destination. Thats why spain is trying to broker some sort of exception at least for the Canary Islands because those islands have very low rates of infection. Even though the surge of infection numbers here in spain is definitely going up, its really happening in very specific areas. Aragon and also catalonia. What happens thats whats particularly concerning. Barcelona is the second largest city, major tourist destination. It tows have an outbreak there at the moment. Spain insists most of the country is safe to visit. It is finding it hard to convince countries like the u. K. And norway which has installed a quarantine and france next door has warned its citizens not to travel to high risk areas. So spain will have to deal with a lot of really negotiating and talking to people that its still safe to come here. Atika shubert bringing us the latest. Thanks. There are concerns france may be heading towards a second wave of cases. Well explain why in a live report from paris shortly. Also coming up, the u. S. Is watching two major storms this week. In the pacific, hurricane douglas threatens parts of the hawaiian islands. The governor is warning people to shelter in place. The problem, pedram, this comes in the middle of a pandemic. They are dealing with so many things here. What is the worst you see ahead . The next couple of hours the closest to land is happening now. Any threat of it making landfall would happen within these hours, rosemary. This is a category 1 hurricane. That is going to display some weakening within the past couple of hours. I wouldnt be surprised if they dropped this down to a Tropical Storm. Youll notice the rarity of getting hurricanes to make landfall, only two since 1959. In 1992 the strongest a category 4. Impacting the same eye lands, the island of hawaii which it will skirt past. The radar imagery is showing it weaken in the last few runs. Two to four feet. Thats the biggest concern on the immediate coast. The good news is this consists in the overnight hours. Less likely youll see people on the shores and beaches in the Early Morning hours. Then the system does skirt half this area into cooler hours and will weaken. The heavy storm surge as it moves past the next couple of hours now. Thats not the only storm. Remnants of hannah along with gonzalo, another system in the works. Heres where tropical depression hannah is. The Northern Tier of mexico, the city of monterey. That is where it is raining. Notice portions of texas picked up 3 4 of a meter of rainfall. All of that is tapering off in the last few hours. Notice back off towards the atlantic, we know where a 90 chance is for a Tropical Storm to form. Pretty good confidence and potentially into next week, a lot of confidence this will head towards the leeward islands, skirting in and out the turks and caicos and potentially towards the bahamas. Any interest in the United States, you notice the tail end of the field puts it precisely in that general area. This is a very concerning depiction here. In the potential path of this storm as we go into the first week of august. Too many horrible things going on at the same time there. Pedram, many thanks bringing us up to date on that situation. Now to the growing tensions between china and the United States. Just a short time ago beijing officially shut down the u. S. Consulate in the chinese city of chengdu. China ordered the u. S. To close the site after the u. S. Forced china to shut down their site in texas. Both sides have accused the other of endangering national security. Lets turn to kristie lu stout. What more are you learning about this u. S. Consulate closure in china and the impact it could have on relations . Reporter weve been following developments since the beginning and especially events today. It was 6 18 a. M. When the u. S. Flag was lowered in u. S. Consulate chengdu. Its a downward spiral between the two nations. 10 a. M. This morning, that was when it was confirmed that the consulate was closed. Cnns david culver and his team were on the ground. They werent able to get up close because of the heavy security that was surrounding it. In the hours leading up to the closure staff were seen leaving the building with boxes, with files, with garbage bags and local residents had been seen surrounding the diplomatic compound waiving flags and taking selfies. It was the u. S. Ministry of affairs that confirmed it. Lets bring up the statement four. In the statement at 10 a. M. On monday as required by china, the u. S. Consulate general in chengdu is closed. They entered and took over the premises. On twitter the u. S. Mission in china sent out a farewell tweet accompanied by a 39 second emotional video. The tweet was written in chinese, translated into english it simply said one sentence, today we bid farewell to the u. S. Consulate of chengdu. We will mission you forever. There is a photograph of then u. S. Vice president george h. W. Bush in chengdu at the u. S. Consulate opening the u. S. Consulate back in 1985. The video underscores and emphasizes a number of regions that it served. It was on friday when Chinas Ministry of Foreign Affairs closed it in retaliation. Last week the u. S. State Department Said they made the statement to close the consulate to protect national security. After the official closure of the u. S. Consulate in chengdu, we are awaiting any fresh u. S. Reaction, waiting to see if this diplomatic titfortat will go on. Rosemary. I did want to ask you about the reaction there in china. There has been some antiamerican sentiment popping up online in china. What are you seeing . Reporter sure. There has been antiamerican sentiment for years now thats been flaring up in particular during this moment of unprecedented friction between the u. S. And china and american trolling playing out online. There were calls online, particularly after the announcement of the closure of the chinese consulate for china to strike back really hard to close the consulate in shanghai or to close the consulate even here in hong kong but that didnt happen. Ultimately it was the u. S. Consulate in chengdu that was selected and many people have seen that as a sign of restraint on the chinese side. Rosemary . Kristie lu stout bringing us the very latest from hong kong. Many thanks. The coronavirus pandemic is crippling californias restaurant industry. For someone who owns so many, to lose something you worked so hard for, to know that wont be there. Were open now foort community and were employing some people, its not sustainable. The aim of this bill is to prevent further restaurant closures and keep those work jeers employed. With the white house and u. S. Senate republicans are expected to unveil a 1 trillion stimulus plan in the coming hours. It comes as the 600 weekly boost to Unemployment Benefits is set to expire this week. This new plan will offer 70 of a workers wage instead of the flat rate democrats want. It also includes a 1200 dd direct payment to many americans. 105 billion to schools and another targeted round of forgivable Small Business loans. The administration and the Senate Republicans are completely on the same page. Mark meadows and i were up yesterday just working on technical issues in the drafts. We had previously agreed on all these issues earlier in the week. We want to move forward quickly and we are prepared to work quickly. This is all about kids and jobs and this is our focus. We want to make sure something passes quickly. We want to deal with the paycheck protection plan, tax credits to rehire people and money for schools. And cnns aleni jokos is here. Good to see you. What is the reaction to the plan and particularly the calculation of 70 of each persons wage that will have to be done. How complicated will all of that be . I mean, its definitely going to be a lot more complicated than a flat rate. We had heard in the past the reason the Stimulus Program focused on a flat rate was to ensure it would be easy and there would be no bottlenecks in getting it going. Calculating 70 of wages is not going to be easy. Already you have a system under pressure and now bringing in the extra calculations is going to be a difficulty. People received their last check on saturday. So, again, many millions of vulnerable americans are going to be left with a very uncertain future. I want you to take a listen to what the white house Economic Advisor larry kudlow said. It wont stop the assistance, it will cap the assistance at a level that is consistent with people going back to work. Thats what weve said from day one. First of all, state Unemployment Benefits stay in place. Second of all, we will try to cap the benefits at about 70 of wages. Reporter now, i mean, capping the benefits, that has been the big push by republicans. In fact, weve seen the debate going on for almost a week now. Remember, that the discussions and negotiations until now have been within the party itself. Not still going to the democrats. The democrats have been very clear. They want to continue until the end of the year saying the economic recovery is still fragile. You have covid19 cases increasing across various states in the United States and of course that creating concern in terms of the ability for companies to go back to full Economic Activity and stop rehiring. Interestingly kudlow said gdp will recover and increase. We have Second Quarter gdp numbers on thursday. It will see an analyzed decline of contraction over 35 . That basically means it will be working through the worst of the worst in the pandemic. The question is are we going to recover in a Straight Line up. We will recover in a vshaped recovery. We need to look at how stimulus packages will assist and it will be hard to have a Straight Line up. Many say it will be a very rocky road ahead. We shall be watching very closely. Aleni, many thanks to you. The outbreak in australia, 530 people diagnosed. The worst day so far. Six more deaths recorded in the last 24 hours. The states premiere says the major driver is people going to work while sick. France is seeing a troubling jump in new coronavirus infections. The French Health minister said that new covid cases have climbed back up to levels not seen since the countrys lockdown began easing in mid may. Lets turn to cnns cyri cyril vanier. What is behind the new infections . Reporter rosemary, over the last 2 1 2 months life has been going gradually back to normal in france. That means people had been mixing more than they were during the lockdown. As a result, the virus has started to spread a little faster. We are now at a r zero number 1. 3. Thats the number at which one infected person infects others. When it is below 1, that means the virus is slowing down. When it is upwards of 1, 1 person in france at the moment infects 1. 3 people. That means the spread of the virus is gaining in speed, rosemary. Life is going back to normal. People are closer to each other. Little less respectful of social distancing. People are wearing masks. Sts the holiday season. The beaches are full. Thats why youre spreading their words. People are saying theyre not worried but concerned. They have been monitoring for several weeks. Theyre not seeing the number of new patients and thankfully the number of deaths that they were 2 1 2 months ago but they are preparing themselves, rosemary, for the worst case scenario. Whose lives matter . Black lives matter. Whose lives matter . Black lives matter. Activists are calling for racial ee quality and protesting the presence of federal officers there. It is relatively calm right now after a weekend marred by violence and clashes with police. Cnns Lucy Cavanaugh has more. We are in downtown portland. The Federal Court House building is behind me. You can hear the sounds of demonstrators banging on the metal fence that has been erected to keep a distance between the federal protestors and the Federal Court House. The federal agents are coming out responding with flash bangs trying to disperse the crowd. The crowd is smaller. There was 5,000 people who came out yesterday. There hasnt been as big of a presence this eke. Its an interesting observation. Theres almost two moods to the protests evening after evening. Earlier there was a much larger crowd. There are fathers, moms, military veterans coming out to further the message of black lives matter, to speak about the racial inequality happening here in america. In the later showers you hear chance like feds go home and that is when the Federal Court House becomes the focal point and we see clashes and tensions ensue. Copacabana beac cnn, portland. Derek graff joins me now. He is the author of raven rock. Thank you for talking to us. Happy to be here. So we have seen tensions escalate between Law Enforcement and portland protesters. You wrote in the Washington Post recently that this federal crackdown is legal and you said thats the problem here. How is this crackdown legal and how is it within the spirit of the law . Yeah. There are a couple of Different Things at work here. The first is the way that the federal government is deploying these officers to portland is legal. They have very reeighttivelily turned to this little known statute known as statue 1315 of the u. S. Code that allows for federal officers to help with the protection of federal property. So theyre sort of effectively being dep pew advertised to help protect the courthouse in oregon that is the center of these protests. That doesnt necessarily mean the officers actions once they are in portland are legal, that there are that theres reason to believe they are violating the spirit of the law at the very least in terms of using this courthouse as a pretexts to enforce other laws in the city, but the deployment of the officers which is controversial is apparently legal. So if this is legal, what does it leave or where does it leave local authorities who dont want these federal agents there . How do they push back . What is the legal argument for doing such thing . One of the things thats important to understand about the american model of policing is that policing and Law Enforcement is always supposed to be handled at the lowest local level possible. It is largely left up to the local police, the state police come in when the local police cant and as a last resort the federal police arrive. And in this instance, this is one of only a handful of times in modern american history, you can count on one hand in the last 50 years that the federal government has dispatched officers to a city or region against the wishes of the local government. And this Racial Justice movement has brought mothers and veterans out on the portland streets to show their support for these protesters along with the citys mayor, and yet they have all been tear gassed. We saw the video. Have you ever seen anything like this . And how big of a role does politics and the upcoming president ial election play in all of this . I think thats where youre seeing a lot of the outrage come, which is it appears this is nothing but a president ial Reelection Campaign photo op. That the president wants to try to paint these cities led by democratic mayors as out of control under violent siege by an arcist protesters and thats frankly not the reality on the ground in any of these. The residents in portland are baffled by these images. For the most part people in portland are going about their daily lives normally and its not clear if they werent there in the first place, whether there would be any meaningful protests at all. The federal police seem to be escalating the situation more than they are helping. Right. Justifiably, we have seen video from the streets of portland reminiscent from scenes of George Orwells 1984. We know the president plans to expand this into chicago and other cities. Why do you think theres not more outrage . Reporter i think there is a fairly big amount around the country. I dont think that the federal government that the president s Reelection Campaign may come out ahead at the end of this, but certainly the federal police, federal Law Enforcement agencies involved are being deeply harmed.
