Some elements of the Law Enforcement culture are in question over the last few days. Weve seen Police Fire Teargas and rubber bullets in some cases at nonviolent protesters. Theres an investigation right now after a 75yearold man was allegedly shoved to the ground. Hours from now, there are thousands of people expected at a memorial for the man you see there, george floyd. This memorial going on in north carolina. His death is what sparked a renewed focus on Racial Injustice right now. This afternoon, there is a large demonstration scheduled in d. C. You see the walls, barricades are going up, fencing is already there. Tens of thousands of protesters expected to be there. They were there for the last seven days, eight days there. Of course, this comes after the president retweeted a letter which referred to americans who were protesting peacefully as terrorists. Lets go together, first, to new york. Nbc10 cnns Paolo Sandoval is with us. What are you seeing and expecting today . Reporter good morning. As we look back, it certainly was an eventful week across the country, here especially as we saw questionable interactions between police and protesters across the country. And when you hear from activists here in new york and across the country, there is a sense that theres growing concern that heavyhanded Police Tactics could be the response to this growing call for Police Reform. The end to an emotional and difficult week across the country marked by an 11th consecutive night of demonstrations in cities large and small. I removed the barricade, and i get back in the car, and all of a sudden i just see hands out my window trying to snatch me out. Snatches me out and pretty much slams me down. We werent a part of any of the looting or anything. We were peacefully protesting. And once that didnt, you know, wasnt there, we pretty much, you know, was headed home. The Minneapolis City Council on friday pentagon the final okay from a pending the final okay from a judge, barred police from using neck restraints and chokeholds. Four former Police Officers charged in George Floyds kill regular in jail. Protesters headed for Lafayette Park in washington, d. C. , last night. The words black lives matter now emblazoned in yellow paint. This message on a street leading straight to the white house. Curfews were lift or allowed to expire in many cities, but in new york, that restriction remains in place through the weekend. The curfews are designed to let the police be in position where they can stop the looting. And that has been a serious problem in many cities. Reporter demonstrations likely to carry on through the weekend. Manhattans District Attorney vowing to not prosecute protesters arrested for socalled lesser offenses including Unlawful Assembly or disorderly conduct. The policy wont apply to suspect ee eed vandals and loot. Last night we learned about the unpayload suspension of two unpaid suspension of two officers. Thats in connection to two woinss. One may 29th, an officer is seen violently pushing a female protester. In another separate incident, an officer signed pulling down the mask of a protester before pepper spraying him. As you keep hearing from demonstrators and protesters, these are only the incidents that were actually caught on camera. Paolo sandoval, we appreciate the wrapup. Thank you so much. Buffalo, new york, mayor byron brown says he wants due process after two Police Officers were suspended for allegedly shoving a 75yearold protester to the ground. We have the video here. Brown says that he is not calling for officers to be fired. Cnn has more. Reporter hi. Protests here in buffalo ended peacefully friday evening. And that is in contrast to what we saw thursday night when just behind me in front of city hall a 75yearold man, martin gogino, fell to the ground, his head was bleeding. He is in serious but stable condition. Those two Police Officers have been suspended without pay. The community protesting friday night said they wanted to see more done, including Governor Cuomo and the county executive saying that they wanted to see the two officers arrested and charged. In response, about 57 members from the Buffalo Police departments Emergency Response team resigned in protest to those two officers being suspended. Today here in buffalo, protests will continue. Organizers have said that they are going to be asking people to come out to a local Police Precinct to protest, and theyre asking protesters to continue to spread their message, but to do to peacefully. People around the world are rallying in solidarity with protesters in the United States and calling attention to issues within their own communities. This is a look at one of the protests in france. Outrage has been reignited over a 2016 police killing. And theres some parallels to what happened with the george floyd case in minneapolis. Lets go to cnns melissa bell. She is following this from paris for us. Melissa, a series of protests planned for today. But i understand that some of them are banned, most of them, in fact. Reporter thats right. Of course, the covid19 restrictions remain in place across france. Theyre not meant to have gatherings of more than ten people. Its interesting that that was the case on tuesday night in paris, as well, when this demonstration, deemed illegal by the authorities, was called by the family of that young man you just mentioned killed four years ago after being taken into custody. 20,000 people turned up in paris. 2,000 a couple of nights later. There were several thousand last night and again today in several french cities and here in paris, as well. Were expecting people to turn up despite those restrictions. I think that is really a measure of how much what is happening in the United States has struck a nerve here with a focus on some of those very same issues. The problems of racism, of Police Brutality, and of the impunity that any allegations of Police Brutality seem to be met with. Demonstrators were following social distancing guidelines and wore masks. To the u. S. Embassy in mexico city, protesters you see there with some flames there, as well. They are letting out some anger. There at the barrier to the u. S. Embassy. Lets talk about the nfl. Commissioner Roger Goodell admits that he got it wrong about player protests. A major backtrack less than 24 hours after a dozen fabplayers released a Football Players released a video. Saying what the nfl was doing was not enough. Goodell promised to support players. We at the National Football league condemn racism and the systemic oppression of black people. We the National Football league admit we were wrong for not listening to nfl players earlier and encourage all to speak out and peacefully protest. We the National Football league believe black lives matter. Colin kaepernick was not mentioned. Kaepernick was the first nfl player to protest, kneeling during the anthem in 2016. He has not played since the end of that season. Former player dontee stallworth told don lemon that goodells words, theyre a start. But kaepernick must be a part of this conversation. Roger goodell should have mentioned Colin Kaepernicks name, by name. They havent done that. And i think that is the thing that a lot of people still dont trust the nfls words because their actions have shown and proven otherwise. So its a first step, but those first steps need to be followed through with action, with concrete action. Got your knee on my mans neck on his neck reporter this video from sarasota, florida, shows the moment officers attempt to arrest a man during a domestic disturbance call. I got you on his neck, bruh reporter one of the officers kneels on the back of the mans neck just days before George Floyds death. One of the officers said in the incident report that the defendant tried to get away and that police used minor force. Kneeling on someones neck, Sarasota Police say, is not something they train their officers to do. The department has launched an internal investigation. [ chants ] its one of several recent incidents protesters say highlight a pattern of troubling police techniques. Another example police in vallejo, california, shot and killed 22yearold sean montorosa while suspending to a suspect responding to a suspected looting again. They believed he had a gun but confirmed it was a heartwarming. Auto a hammer. Internal affairs is going to look at it. Reporter as calls for justice spread on the streets, a similar investigation is now under way in tacoma, washington. In march, manuel ellis was heard saying i cant breathe when he died in Police Custody according to a sclichs department folksman. The case in the wake of floyds death getting added attention. Its a top priority for her and for me. And we will be pushing to make sure there is a full and complete investigation of that incident. [ chants ] reporter in chicago, another investigation launched looking into the actions of these officers during an aggressive arrest during last weekend. The family said they had not done anything wrong. Cook county said its conducting a thorough, independent investigation including the behavior of the cops involved. They swarmed in and starting baming at my windows and car. They had their weapons drawn. Reporter cedric alexander, a former president of the National Organization of black Law Enforcement executives, believes the tactics, kneeling on individuals necks, are troubling and not part of police training. Theres no question about that. And training is so important in our Police Organizations today. This technique is not being taught. Its just not acceptable. Our thanks to ryan young for that report. Lets go to philadelphia now where a highranking Police Commander will be charged with aggravated assault. This is according to the District Attorneys office. Staff inspector Joseph Polonia jr. , in the white shirt, allegedly roughed up protesters with a metal baton in two incidents this week. He also has a history of alleged misconduct. Hes linked to past corruption scans. The police union defended him and bashed the d. A. , Larry Krasners office, saying the charges clearly illustrate krasners antipolice agenda in philadelphia. Lets talk with cnn Law Enforcement analyst cedric alexander, but we have ariva mariner. We saw the package, and the author of the book out, whats the title of the book here . In defense of Public Service. Cedric, ariva, good morning to you. I brought up the book because these are Public Service jobs first, right . But after what were seeing, the spate of incidents across the country, youve got the 75yearold man whos in stable but serious condition, whos bleeding from the ear in buffalo. Is this what the National Security adviser calls, you know, weve heard the phrase, a few bad apples, or is this something more . Is this cultural . To be honest with you, just cultural. You know, its unfortunate the time that were in when people really need to join with police in light of the incident back on may 25th and incidents prior to that. Were just continuing to see more separation. But i have been saying in recent days, and i have been saying for years, we have wonderful men and women inside our Police Department. But we have cultural, structural issues that really need to be addressed and hopefully will be addressed during this whole look into Police Reform in this country. You see here two officers, theyve been placed i believe theyve been suspended, 57 members of the Emergency Response team in buffalo have resigned from the team, still on the force but not on the team. Ariva, let me come to you with whats happening in atlanta. Six officers charged after cell phone video was posted showing officers breaking the window of a car and pulling a woman out, tasing a man. These are college students. Two officers were fired, five felonies in the list of charges. The police chief says that the charges are political, and the officers are being swept up in a tsunami of political al qaedaing in an election jockeying in an election year. Whats your take on the specific but also the consideration that this is political, the charges that were seeing in this case and abroad are in response to the environment, not the specific cases . Well, i watched that video, victor. That was incredibly hard to watch. Im a father of collegeaged students. Watching students being pulled out of the car, they were terrified, and the aggressive nature of the acts by those Police Officers inexcusable. And i dont know why that police chief would say this is political. What i witnessed on that videotape looked like an assault, and it looked like charges were warranted. They were filed by the District Attorney, and the actions taken by the Atlanta Mayor to dismiss those officers immediately, thats what this thats why were protesting. Thats why people are in the streets all over the world asking for justice. We now know when we look at what happened with respect to the officers in the floyd case, the charges that were filed, the arrests that were made, we know it doesnt take years which has been the standard to investigate Police Officers. We know with videotape, with eyewitness testimony, you can find probable cause and arrest officers and move much more quickly to justice. I disagree with that police chief that says this is political. If its political, then its the right thing to do. Thats what been asking for for years, that justice be served in these cases and that it happens a lot faster than what weve seen in the past. Ariva, i want to come back to the charging and potential convictions. Let me start, cedric, with firing officers and the difficulty for some chiefs. We had Charles Ramsey on the show last week talking about how hes had to fire officers twice, and this comes down into police union contracts. How problematic are those contracts potentially for police chiefs, for cities to hold the officers who should be held accountable, to tdo just that . Well, those contracts and those negotiations between management and between unions is resolution that they both come to. But you cant blame the unions by themselves. Somebody in management has to that becomes an issue, too. But you have to remember, unions responsibility is really not to build relationships in the community, their responsibility has been and continues to be to the welfare of their members. They will defend them because thats what the membership pays dues for. But when it comes down to contractural negotiations, the unions with not making those decisions by themselves. They are being negotiated, being horse traded, however you want to define it, management has a responsibility, as well, to fight harder, to fight different for what they need for the protection of their city. So its its not a oneway thing. You cant blame that all on unio unions, cities have a responsibility in it, as well. Ariva, were hearing from municipalities across the country about wanting to change. And bee s and we saw the vide of the protests friday. The conversations about disparities are not new. Lets revisit the report that came out about ferguson after what we saw there several years ago. The department of justice found that despite being 67 of the population, blacks accounted for 85 of vehicle stops, 90 of drivers cited, 93 of those arrested. The town courts, the officers, city hall, targeted black people. Without this federal examination, why would they make these charges if it is in an economic interest to do so . The report coming out of ferguson, victor, was just disherenting to me. I grew up next to ferguson in st. Louis, missouri. Its not just ferguson, its many of the small towns around st. Louis are engaged in similar practices where they racially profile africanamericans, they fine them for the smallest things, and then they run up these fines against africanamericans that make it impossible for them to they get caught in this perpetual cycle. What we saw out of ferguson was the investigation of that Police Department under attorney general eric holder. When the civil rights tent at the Attorney Generals Office would do pattern and practice investigations and enter into decrees with Police Departments to try to root out the systemic racism that we know is prevalent, under this attorney general, attorney general barr, there hasnt been those kind of investigations. We know Jeff Sessions when he was the gentlemen from said police were being said that police were being overpoliced, he dismantled the work that eric holder did. Clearly were going to address the systemic issues that permeate Police Departments, the racism that weve witnessed over, you know, decades, we have to be able to investigate the entire department and not just be focused on any one bad actor because these issues are much bigger than individual officers. Kneeling with protesters is one thing, but what are the policy changes that are going to follow up . Ariva, cedric, thank you both for being here. Across the country, people remembered Briona Taylor on what would have been her 27th birthday. She was killed two months ago when police in louisville, kentucky, broke down the door to her apartment in an attempted drug sting. She was shot 18 times. Some people are worried that what happened to her, she was a first responder, is being forgotten in so much of what were seeing today. In portland, oregon, Health Care Workers sang happy burst happho taylor during a demonstration. The three officers involved in her death are still on administrative leave, and the fbi has opened an investigation into that. You can just man. Feel how emotional she is. I think theres no question theres a concern when you see these images of protesters. The one thing that has not changed over the last several months has been the virus itself. I mean, the virus is still very contagious. Now it is a plus that as you look at the images, most of the protesters are wearing masks. Its a plus that this is mostly outside. But obviously people are in close proximity. Theyre not physically distancing. If they stay in close proximity for 10 to 1 5 minutes, thats essentially close contact. If you have a few people who have the virus, it starts to spread, you could start to develop clusters. I want you to listen to how dr. Anthony fauci put it. Its a perfect setup for further spread of the virus in the sense of creating these blips which might turn into some surges. So i get very concerned. People running back and forth, taking their masks off, being close in proximity. That absolutely poses a risk that there might be spread of infection. One thing i should say is that we may not know for certain just how much of an impact these protests had on the overall spread of the virus. Right now, you know, many places in the country are starting to reopen. You have both of these things happening at the same time. People may leave the protest. They may go home. The virus may spread potentially to other people. We hope that doesnt happen. Theres lots of recommendations being made. Obviously do your best to try and slow the spread if youre outside. If you do go home, it may be a sense and youre living with people, especially people who are vulnerable, you may need to quarantine yourself or at least do everything you can even within the home to try and reduce the spread as much as possible. Its a challenging situations. Two very important things happening in our country at the same time. And i should point out, you know, if you look at this map of whats happening with the coronavirus overall in this country, you get a sense week to week how this is looking. Its sometimes difficult to track this. But you see several states in green. But even more states in red or maroon. Those are states where the numbers are definitely increasing. And if you look at the trend map overall and see, you know, how these confirmed cases are changing, you know, over the time period, you can see that weve had some places around the country that have recorded the most number of new patients with the infection really since this began. Now places going down, there are other places going up. Its going to change significantly. As many Infectious Disease experts have told me, were maybe in the second or third inning of this. So we still very much have to stay vigilant. When we went into stay at home orders in the United States, those recommendations, there were fewer than 80 people who had died and fewer than 5,000 people who had become infected. Obviously the numbers are much, much higher now as we start to reopen. And thats going to be the biggest concern. So well stay on top. It. As we get more news, well certainly bring it to you. Tropical storm cristobal is moving through the gulf of mexico, threatening about eight Million People from florida to louisiana. Cnn meteorologist Allison Chinchar has more for us. Good morning, allison. And good morning. Yes, we do anticipate Tropical Storm cristobal to increase and strengthen a little bit more before it finally does make landfall. Heres the current statistics right now, sustained winds are around 45 miles per hour, gusting up to 60. Those sustained winds and gusts are expected to get higher over the next 24 hours. We do expect landfall to be sometime in the latter half of the day sunday. That could be anywhere from marsh island to slidell, louisiana. Even areas outside of that cone are still likely to have some pretty big impacts which is why youll notice the Tropical Storm watches and warnings extend outside of that cone. The main concerns are going to be storm surge, the potential for very heavy rain, and also some concerns. Heres a look at the storm surge threat. Obviously you can tell weve gotten significant areas dealing with two to four if not even three to five feet of storm surge over the next 24 hours. Heres a look as the storm continues to slide up. Again, notice how widespread that rain field is. Youre talking places like montgomery, atlanta, charleston, south carolina, ending up getting some rain from this system. But the heaviest rain is going to be along the coastal areas. Widespread, guys, were talking five to ten inches, but some places could pick up over a foot of rain before the system moves out.
