The Global Economy runs on oil. And right now oil could be running short. Attacks on two Saudi Oil Facilities shocked the Kingdoms Energy sector on saturday. Its not clear yet who is responsible. The United States, though, accuses iran. A u. S. Source with knowledge of the incident says the attack may have been launched from inside iraq. Heres more of what we know. Iranbacked houthi militants in yemen have claimed responsibility. They used 10 drones to carry out the strikes. U. S. Secretary of state mike pompeo rejects that and says there is no evidence the strikes came from yemen. On twitter he said that iran is responsible but offered no evidence. Irans Foreign Ministry is dismissing the allegations altogether. Regardless of who is responsible, the attacks have crippled saudi oil production. The kingdoms capacity has been cut roughly by half. With a look at what we can expect right now with the markets, lets bring in our emerging markets editor john in abu dhabi. John, to get a sense, and also we have Nick Paton Walsh live in tehran. Nick, lets start with you. The United States blaming iran despite Houthi Rebels claiming responsibility. What reaction are you hearing there . Reporter well, in the last hours or so we have heard a stark reaction from irans Foreign Ministry. The spokesperson wholeheartedly rejecting secretary of states mike pompeos claim that iran was behind this. He said such blind accusations and inappropriate comments in a diplomatic context are in comprehensible and meaningful. He went on to say even hostility need reasonable frame works. U. S. Officials have violated basic principles. He adds also in reference to the ongoing conflict between saudi arabia and yemen, remember the claim here that Houthi Rebels against which saudi arabia has been engaged in a years tai chi long conflict with, it must seem to be yemeni soil. He goes on to say that yemen is not only capable but also has good reason to attack saudi targets. By that he means the yemeni Houthi Rebels who have accepted firing these particular drones. He said in the last five years the Saudi Coalition repeatedly attacked yemen and committed all kinds of war crimes and kept the flames alive in the area. And yemen has shown war and aggression. A war of words where there is a massive lack of evidence to back up the suggestion so far that iran was involved in this. We heard u. S. Policy in yemen, they are backing saudi arabia in the war there, referring chris murphy of connecticut saying the simple fact that iran has been a bad actor, in his opinion, in this particular region, doesnt equate to everything the houthis are doing being something iran isnt selfinvolved in. Houthis are backed by iran here, too, remember. One where there are two ind disputable facts. A question as to exactly how this attack occurred. Now, many are pointing to the fact that the yemeni houthis say they are behind this. The Drone Technology they have has substantial limit to some. It may be able to head that far. The idea of 10 drones getting that some distance some are questioning, leading to the other issue, where could this possibly have originated from. Certainly a war of words here that is begun by secretary pompeo in particular and looking for evidence to back that up. Nick paton walsh underscoring that evidence will be the story that leads in the coming hours. Evidence that will be critical as the world will want to see it. Now, john, how are the markets responded to this so far . Reporter the only thing trading today are the regional stock markets. Not surprisingly, saudi arabia down 1 . Qatar and dubai losing a half percent. Energy markets will be open monday. They will respond accordingly. This is in a Different League than things that have happened in the past. The initial response is 5 Million Barrels a day would be knocked out. This has gone up to 5. 7 Million Barrels a day. This is about 60 of their current production. It is the number one exporter in the world. I remember covering the invasion of kuwait back in 1990 and then the gulf war in 199 1. Everybody was shocked by the black clouds and the damage to the wells. This is double the size of that, george. So of course the Energy Market has been very well supplied. Saudi arabia is taking oil off the market to balance the price around 60 a barrel. But this is something the houthis really strategically honed in on that large processing plant, the largest in the world, and the second largest field, which is gigantic in nature. About 100 kilometers long, going north to south. John definite tear kwroes and nick pay tan walsh. Many different groups throughout that region. Is iran seeing any additional pressure given that . Reporter well, the whole point of u. S. Strategy here, off echoed by ally israel, is to apply maximum pressure on iran. Many in tehran have been feeling that from the impact of sanctions over the years since the u. S. Pulled out of the nuclear deal jcpoa. Maxim maximum pressure, john bolton a matter of days ago. Donald trump said he would be willing to speak to the iranian president maybe without preconditio preconditions. Irans president is clear he wont take until sanctions have been addressed. Sanctions relief kicks in. There are discussions potentially about that but no decision being made. Secretary of state pompeo said there could possibly be some kind of diplomatic opening or meeting here. I think many iranian officials perhaps are watching the u. S. Policy begin to follow about or selfcombust. Perhaps woke up to a degree of alarm maximum pressure appears to be ratcheting back on with one of the ranking u. S. Diplomats, the top one, saying theyre behind an attack on the oil infrastructure. A lot will be asked what the next step can be diplomatically for iran and for the u. S. The attacks appear to be the latest in a proxy war between iran and saudi arabia. Lets speak with Nic Robertson live. This is certainly a global issue. The saudi general minister said the attacks led to the interruption of 5. 7 Million Barrels. Thats about 50 of the companys crude oil supply. Needless to say, it is significant. Do you expect it is reasonable that we will see a spike in prices given this attack . Reporter it would seem that would be the anticipation, that would be one of the possible outcomes particularly if saudi arabia is unable to get its capacity back up. It does have some spare capacity. But this is a massive blow. It is a blow in many ways. If it does drive up the oil prices, certainly iran would be a beneficiary of that. It is struggling to sell its oil at the moment on the global markets. Part of that has to do with u. S. Maximum pressure sanctions. And its economy is hurting. So theres an increase in the price of oil. Iran certainly stands to benefit. And thats not going to look good in its favor at the moment. Suspicion does point to there, at least from the United States. So that would be one way to look at it. But i think also that this strike alone will not pass alone. I think we would all be foolish to believe this will go off unanswered. Were not clear how saudi arabia will answer. They will gather all the pieces of evidence and try to put together the pieces of the puzzle. They will look at lowflying drone aircraft that were flying from the north of saudi arabia, from iraq, past kuwait, down towards the saudi oil facility. As the saudis try to piece that together, of course the response they put in place for this. You know, this is their main export. It would be almost unconscionable for any country to be aing taed and not seek to deter a future attack of this nature. So i think its not just this incident that were looking at. I think the repercussions that flow from this are going to be damaging in the longer term or certainly have the potential to drive prices up. And lets talk about the broader implications throughout the region. The finger pointing certainly has ensued. Houthi rebels in yemen, again, claim responsibility. U. S. Pointing the finger at iran. Iran pointing back to the houthis. This map really gives an indication of irans reach throughout that region, supporting various groups throughout the middle east. What do you phaeurb of this u. S. Claim that iran is behind it . Tehran pointing out, again, there is no evidence here to support it. Reporter as we are looking at this particular situation right now, the evidence is still being gathered. But the evidence over the past few years of houthis firing longrange scud missiles into saudi arabia that have targeted airports, that have been shut down by saudi and Missile Defense systems, the u. N. Has analyzed the components of those missiles at the very least, and they are of iranian design, have come from iran. The houthis have a track record of targeting deep into saudi arabia. They have done it along the border more extensively with drones. They would be on the limits of Drone Technology as analyzed by u. N. Experts fairly ream to send drones all the way from yemen about 1,300 kilometers to the oil facility of saudi arabia. That stretches credulity. Therefore, you have to say if they didnt do it, and they claim responsibility, they would appear to be in cahoots with whoever did. It would raise suspension they had been sent by Iranianbacked Shia militia groups in iran in iraq, rather. Thats what the picture begins to look like. That was secretary of state mike pompeo jumping to that sort of conclusion. One would imagine that the u. S. , with all of its intelligence assets in the persian gulf, could have the ability to backcheck and see where these devices flew from. The u. S. , we could imagine, should have that level of knowledge at this stage. Mr. Nic robertson giving us context. Nic, thank you. The u. S. President donald trump said america stands with saudi arabia and is ready to offer support. He condemned the attacks and stressed the negative impact they had on the u. S. And world economies. But it could also put a possible meeting between the u. S. iran in jeopardy. Jeremy diamond has more on that. Reporter this all does put a big question mark over the potential diplomacy, diplomatic engagement between u. S. President donald trump and the iranian president rupe handy, slated for potentially taking place next week at the u. N. Germ assembly. Now, there was no firm word whether that engagement was going to take place. But certainly this latest development putting a damper on that possibility. The u. S. President , meanwhile, on saturday did speak with the Saudi Crown Prince mohammed bin salman. The United States strongly condemns todays attack on Critical Energy infrastructure. Violent actions against civilian areas vital to the economy. Conflict and mistrust. The United States government is monitoring the situation and remains committed to ensuring Global Oil Markets are stable and well supplied. That statement a reference to the fact that the United States very concerned about the potential ramifications on the Global Oil Markets. Thats something very much on the president s mind, particularly as he heads towards his 2020 reelection with an eye on gas prices in the United States. The department of energy meanwhile making clear it is prepared to trap into the United StatesStrategic Reserves of petroleum. It could be used to stabilize Global Oil Markets should it be necessary. Jeremy diamond, cnn, the white house. With the departure of john bolton earlier this week, it leaves another hole in mr. Trumps cabinet. Bolton, youll remember, was the Third National security adviser, to leave the white house since donald trump took office. In addition, there is no official director of national intelligence, and the president doesnt have a permanent chief of staff either. The defense secretary position was filled in july after being vacant for months. Lets talk about all of this now with International Politics professor in our london bureau. Mr. With the tensions boiling clearly in the middle east and so many vacancies in the trump white house, is the president at a disadvantage here to get toplevel insight on how to deal with these potential and real actual hot spots . Well, clearly National Security advisers role is to try to bring to bear on the president the definition of a situation and ways forward of the entire kind of security establishment. So when one is operating as president without one, it is very, very difficult. But i think with President Trump he has always taken a bit of a semidetached view of anybody who advises him. And his confidence in himself has only grown even more as his administration has worn on. He was already contradicting the main advice, guidance and line of advice coming from john bolton, National Security adviser. And that really opened up what is a deep schism who believes he can make deals on an adult basis with north korea or the taliban or in iran and so on as opposed to the kind of broader strategy which has lasted much longer, which bolton represented, which is one of continued global interventionism and possible strategies toward regime change. President trump has been sort of a very emboldened in keeping his own council. And with mike pompeo, the voice of bolton has not fully gone away. It has exerted even more pressure given this attack by the Houthi Rebels on saudi oil fields. There has been slow but steady movement, a possible meeting between the u. S. And iran. But with the u. S. Blaming iran for these attacks, how does that recent ratcheting up of tensions put that possible meeting in jeopardy . Well, i would say there are three things. One is it will be interesting to hear directly from President Trump regarding this particular attack and whether or not iran is going to be blamed directly by him. The second thing is that iran denies it. Third, there is very little appetite in the American Public for another war. And i think you can add that President Trump ran on a ticket of no more middle eastern wars. So i think what we have is a situations where there is a step back toward the idea of talks and reduction of sanctions in that regard. But we also have the u. N. General Assembly Meeting coming up later this month. And while this issue will continue to simmer, the deep scmism will carry on. They will press with some kind of feelers with a view to trying to ease the tensions somewhat. He has an election to fight in 13 to 14 months time. Thank you. Thank you very much. He said it was a mistake, that he had not written or seen it beforehand and removed it immediately. The polls show the arab joint list is expected to come through with 12 knesset seats. But it does appear that the northern bahamas, fortunately, were spared the strongest of winds and heaviest of rain from Tropical Storm humberto. It is now due north of the grand bahama island, abaco island. We talked about those islands, and the completion devastation they experienced from Hurricane Dorian. This is the latest 5 00 a. M. Update. 630mileperhour sustained winds. Look at the thunderstorms, all the con conviction, the deep red and white. That is the cloud tops. The stronger part of the storm. The bulk of that is to the north and east. Its been like that the past 24 hours. Analyzing the satellite yesterday at this time, it was similar to that. So it kept the heavier rain band east of the northern bahamas. So great news for them. This is being impacted by colder than warm norms from the churning of the ocean from Hurricane Dorian two weeks ago. As it is predebted to make a righthand turn it will move into warmer waters. And you can clearly see that is jet fuel for development and strengthening of a hurricane. Look at the forecast radar imagery starting to define an eye the next 12 to 24 hours. That issist consistent with the latest National Hurricane center forecast projected path. By the way, the only ream concerns for the southeast United States, dangerous rip currents and dangerous surf being picked up from this system as it departs monday, tuesday, wednesday. Take part of the strengthening of the winds. We could have a category 2 atlantic hurricane next week. Look at that, bermuda has the potential for seeing impacts from the storm system. Whether thats a direct hit, we still have several days to iron out the fine details. But the point being here is that the northern bahamas really safe from the strongest of winds. And we continue to remove, as the hours wear on, the probability of Tropical Storm force winds on the southeast coast of the United States. Great flus for our domestic viewers. Really only a few showers expected for this region across central florida, the coastal areas of georgia and the carolinas. Welcome to the peak of the atlantic hurricane system. This likely not to form into an actual cyclone but will bring heavy rainfall to the coastal areas of texas as we head into early parts of next week. Then look at this. Reporter it was made days after purdue phrma of the opioid epidemic. In this case the new York State Attorney general james alleging the Sackler Family allegedly moved up to a billion dollars in wire transfers in an effort to protect their wealth. One such allegation was made against mortimer sackler, a board member of the Pharmaceutical Company. The friday filing specifically describes, as the a. G. Writes here, because defendant mortimer d. A. Sackler has placed these new York Real Estate holdings in the name of shell companies, their ownership would have been impossible to detect from publicly available records and without access to financial records. It alleges that sackler allegedly had money routed through foreign bank accounts, specifically swiss bank accounts. In a statement that was released to cnn, sackler said that theres nothing newsworthy about these financial transfers, decadeold transfers and they were perfectly legal and appropriate in every respect. This is a cynical attempt by a hostile a. G. s office to generate defamatory headlines to try to torpedo a mutually beneficial settlement that is supported by so many other states and would result in billions of dollars going to communities and individuals across the country that need help. They have previously fought the subpoena action by the attorney generals office. What we are seeing here is an effort by the ag to put pressure on purdue to comply with potential subpoenas here. It is hard to recall a problem affecting so many people at such a large scale. Given the work that you do in emergency rooms, what have you seen with regards to opioids . Oh, the number of people that have come in with addiction, the people that i have pulled out of vehicles because they are unconscious and not breathing. The loss of family members pronouncing a 24yearold in front of their parents to let them know they have died, overdosed is heartbreaking. The area of the country where i live and work has been impacted with an epidemic that is 15 to 20 times worse than anything we have seen in addiction in u. S. History. So it is a Staggering Number we have been dealing with the last 15 to 20 years now. And given this settlement for drug companies, how seismic is this, would you say, in making an impact on this problem . Well, unfortunately, no matter how many dollars we throw at it, it is not going to pull one person out of the grave. We have had half a million americans die since 2000. During that time, this may bring something to them. Unfortunately what it tells me is how much value do we put on a life. This settlement with purdue, the average human life is worth about 24,000 to 25,000. To me, its just a drop in the bucket compared to the years and quality of lives lost to something that overall has been, would have been and should have been preventable. Lets talk about reform here, specifically with regards to over the counter prescription of opioids. Will this make any difference here . I think it will.
