Meets today with members of congress and top security access. Members tightlipped about what was discussed but it comes as they discuss their own investigation of russia, the election and President Trumps wiretapping claims. We have a whole lot to get to but i want to start with our breaking news right now. Cnn correspondent pamela brown looking into all of it for us. Pamela, what have you learned after looking into the investigation . Well, don we learned that experts and computer scientists continue to examine whether there was a link between the Computer Organization and the russian bank familiar with this investigation. This is the same server mentioned in a breitbart article that a washington source said that President Trump accused investigators of tapping his phone. Cnn was told there was no fizer warrant on this server, but questions about allegations were widely dismissed months ago as an attempt by them to block spam. But they looked into the same allegation on the russian interference, one expert i spoke to said the server relation is seen as somewhat odd and perp x perplexing and the investigators are not ignoring it, but the fbi has a lot of work to do to determine if there was significance regarding it. The white house did not respond to our request for comments, don . All right, thank you, pamela brown. Now i want to bring in our senator investigator, jose explain what was so odd about this communication. This is highly complex, ill take it slow. What is unique the russian bank repeatedly looked up the address of the particular server in the United States used by the trump administration. In the computer world this is the same thing as somebody looking up somebodys phone number over and over again. While there is not necessarily a phone call it is usually an indication they are attempting to communicate. Now a particular group of scientists who obtained the records that were leaked, records that were never supposed to be made public they were puzzled as to why the organization was doing it. Were they trying to send an email to the organization . This scientist just could not tell. Now they looked update the address some 2,800 times, more lookups the trump group received from any other source. They looked at the server used by a medical facility chain, led by dick devos, the husband of betsy devos, who was chosen as the education secretary. Now computer scientists we spoke to thought it was weird. So all the corporations involved say they never communicated by email with the trump administration, and they have different competing explanations for that server activity. But they have not provided proof that backs that up and they dont agree with what the explanation could be. For example, the russian bank thinks it received trump Hotel Marketing email last summer, but it was not provided with a single email during that time period to back it up. Meanwhile, the American Marketing Organization that would have been sending these emails to the Trump Organization says it was not doing it at the time. We have to make clear that alpha bank at this time has stressed that none of their top executives had any affiliation with the Trump Organization, and in a statement they said that neither alpha bank has had any contact with mr. Trump or its organizations, so we have a continuing mystery. Jose, stand by, well dig into it a little bit more. I want to bring in the former director of National Cyber security center. Rod, thank you for joining us. You heard what pamela and jose just reported. Sources are telling them that this server activity is quote, odd, what do you make of it . What does it mean . Theyre right, it is odd. Its just not very conventional behavior here, don. I mean, to have 2800 lookups for something what was going on it certainly suggests there was an intent to communicate between those two parties. And i really dont buy the spam explanation and here is why. If the trump hotel was sending out Spam Campaign material, it would be going out to hundreds of thousands of people. The idea that the antivirus products, that it was detecting these and then doing a lookup to determine whether it was valid email or not coming in or whether it was what we call a phishing attack, then that would have happened all over the world, everywhere else and c configu configu configured the same way. What is a lookup . The normal material is, if youre at your browser and type in cnn. Com and hit return that sends a look up query to the system and its supposed to respond and say well, the ip address for cnn. Com is a long set of numbers, like 12 numbers with a bunch of periods in the middle of it. So that is a simple lookup. What is not clear to me here is was that a simple lookup, done by the way to get a web page, so if i send an email to you at cnn. Com, that generally would generate maybe even ten or 13 what we call dns lookups. But anyway, it suggests communication between alpha bank and the server of the Trump Organization. The next thing i want to point out is note the quote by the alpha Bank Leadership that the printup polls have no relationship with the leaders. Theyre not saying our staff or employees or contractors or consulta consultants. They may be trying to distance themselves from something that took place, that is pure speculation. I want to bring jose back, these lookups, talk to me more about the lookups, does that suggest anything nefarious . Does it suggest they are trying to hack into the Trump Organization . It could, the reason why somebody would look up somebodys phone number, think about it, if i looked up your phone number 2,000, 800 times, you would want to know why are you trying to contact me . Do you know me, are you trying to contact me . The experts cant explain it. They just want someone to investigate, the fbi, someone to look into this and figure out why was this bank server doing all of these lookups . So my question to you, rod, if you were looking for activity involving the russian bank, what would you look for . Well, you really want to get ahold of the data packets, but the reality is if this were any kind of russian intelligence organization, you would have to say they have packets, went from alpha bank and landed over here and you know by them being encrypted there was a data flow. Nobody has asserted that. You would want to see data traffic. Also i want to comment, the dns system is very open, that lookup or query goes through open servers and passes through a lot of wires between moscow and pennsylvania, and a lot of people pass records in and out. So major operators have huge logs or record books of these lookups that have been done. And some of the parties it seems like have started to share data and have raised these questions about what you know exactly was going on here . Odd, to say the least as you guys explain it. I want to discuss this with our russian expert. Cnn legal analyst laura coats and cnn analyst, steve hall. What is your reaction to pamela and joses reporting . What do you think the Counterintelligence Team is looking for . Well, first, you have this data change, this electronic hand shake for lack of for philosophy majors like me who dont understand all the technical piece of it. But the important thing is, it has raised it to the level of the possible contact between the trump camp and the russians. So that in and of itself is significant. I think another thing that is significant is to remember the role that alpha bank plays. So alpha bank you got to remember in russia there is no rule of law or protection over banks. Basically, alpha bank is an extension of Vladimir Putin. If Vladimir Putin reaches out and tells the head of alpha bank, mr. Freedman, that you know look you have to do x, y or z, because he works inside the russian system and stands a lot to lose if he does not do it. So that is important to remember as well. Exactly what the nature of the communication is and what exactly is going on has i think yet to be determined. There is a lot of stuff to go dug up first. When you said alpha bank is essentially Vladimir Putin, i looked right at matthew, explain that, is he right about that . Im nottacts at this point. We cant prejudge until we know exactly what the evidence will support. Second, i would say if Vladimir Putin was mounting any type of attempt to covertly communicate with the Trump Organization or campaign, the russians have plenty of assets that dont have a giant russian name on them and billions of dollars in assets so you dont think it would be easy to be found it seems like if they wanted to be found, why would they want to be found . This is just not how you do it secretly. You open up an email account, you share a pass word and write in the drafts. That is the Old School Way to do it. Lets bring in my federal prosecutor, laura, what do you think . I think the Unanswered Questions were looking at right now are the very reasons why the fbi is investigating. Right now we dont know whether the communications fall under the hacking, the benign matter. The fact we now have confirmation hearings under way for a Deputy Attorney general who is going to have to oversee this, because clearly any investigation into the russian contacts with the Trump Organization or the Trump Campaign is but the tip of an iceberg. And while we continue on this path we need to know if anybody that is going to oversee the investigation is going to have to be separate from the campaign. What we find now is all the Unanswered Questions makes solid in my mind and congress mind as to why we need somebody to oversee the investigation who is truly, truly distinct. And now the fbis investigation is trying to figure out whether or not this falls into three categories. Whether or not this is somebody contacting the trump server to try to have a spam you know, counteracting spam, which you already heard is kind of being debunked. Whether this is somebody who was simply trying to transfer data, or this was Something Different or if the trump server in fact communicated in return. So we have to kind of take a step back here and say listen, right now its in the infancy stage, but that combined with others that are in the early stage combined with others raises a great deal of smoke. Really good question, obviously the dns data has been leaked out, or somebody captured it. Maybe it was a Major Service provider or operator, some operator got that and shared it. It sounds like between some parties. Now they also could have that is what we call meta data, very high level data that suggests that communications have occurred. What we dont have is the packet data, or the record of it moving between the servers. So either they have it or theyre not sharing it or for some reason they dont have it. Its an unanswered part of the story here. Well, this is a great point, we asked ourselves from the beginning, this is one of two things either the data doesnt exist, there are no secret communications so we have not heard of it or no one has leaked it yet. All the computer Scientists Say it needs to be thoroughly investigated. That is all they said. So what seems to be happening now this investigation has shifted from the cyber team at the fbi to the Counterintelligence Team who has been handling any potential leaks from russia in the american election. So what were dealing with right now is the question, was there communication and hopefully well find that out soon. Matthew would have heard from many folks, especially the people who have intimate knowledge of watergate, they said this watergate took two years. And im not suggesting that there is anything there. But to think within just a couple of months of finding this out, there may not be a smoking gun. It could just be drip, drip, drip, and so far that is all we have. Is that enough . Does that sound like russia to you . You know this is one of my big concerns is that we have to walk and chew gum at the same time in this investigation. Right now there is not a russia policy coming from washington. That is true both on the personnel side where we heard jon huntsman is going to be ambassador, but he is not formally appointed, not confirmed. He probably doesnt know what the trump administrations message is, the president tweets one thing, the Vice President and another says another thing, secretary tillerson says it in another hearing. And we cant let the investigation by default become our russia policy. We have to engage with the russians, explain to them look this is how far this thing is going to go. Were not threatening were going to come back and topple your regime if were accusing you of interfering in our elections, if we did that, you dont want to get into a war with Vladimir Putin. And they all dont want to talk about it. When asked about it at press briefings or otherwise, they seem to point to Something Else or just flat out not answer it. This is what we heard from the white house yesterday. Listen to this. I want to be clear on one point which there is no reason that we have to think that the president is the target of any investigation whatsoever. So laura, the truth is that the Justice Department has declined to confirm that that is the case. Was sean spicer wrong to say that . Well, i think politicly speaking on behalf of this boss he is not wrong to say that but its very convenient when you can throw out insinuations and hope one sticks long enough either to divert the fbis investigations. The comments about wiretapping either reveal one or two things, one, that president obama or someone on his staff went and planted a bug in trump tower, which is pretty much a russian spy novel, and highly unlikely, or if they found based on probable cause that he, trump met one of the requirements who is the lawful recipient of a wiretap, meaning he was a Foreign Agent in some way, im not saying that was the case. But if in fact that was the reason why there was a wiretap, you essentially told on yourself. So the reason why you want to say youre not the subject of it at all, it is an attempt at diverting. I wonder if he regrets you want to go back to the godfather, and say turn to your attorney before you say anything and lean into the microphone and say no comment. That is all that is going to help him at this point. You heard pamela say there was no fiso warrant. What does that say about the claim he was wiretapped. . Like so much else that the president said about this, it doesnt hang together particularly well. There is a high bar to get a fisa warrant, its agent of a foreign power kind of thing. That doesnt make a whole lot of sense, this is going to be a long investigation, a good part of it will be a counterintelligence investigation, which is the nastiest most in the weeds kind of thing you can do that requires a great deal of attention to detail and focus and then you inject into all that the politics and presidency, yeah, everybody here whose comment is absolutely right. This is going to be a really long deaifficult painful road a we have to make sure that other policies are not in play. What is surprising, we are more surprised by it every single day. Because if youre the current prosecute president of the United States and you accuse the former president of the United States and you accuse him of committing a crime of course everybody wants to get to the bottom of it. This was a tweet of huge consequences that i dont think that this current president even thought about it before he sent it out. Matthew. Yeah, if there is one thing that velarladimir putin, whethe is celebrating or not celebrating is that there is chaos in american politics and that his vision of american government, which is basically house of cards that is how he thinks everything really is. He thinks everybodys hands are dirty and theyre prosecuting everybody all the time all in a battle for power just like in the kremlin he is watching it take place in front of his own eyes. He has elections coming up next year to be reelected president of russia. Matthew, before i let anyone go, if you want to raise your hand, does this reporting bring us any closer to finding out what the real connection is, if there is any between the president s team and the russians . I think its important to note that policy doesnt get decided in the court of public opinion. Or if there is something deeper than that it is properly investigated and then be tried. All of this has to happen. Were talking about life and death. It sounds like melodrama, but russia is the only country that can destroy the United States in an hour, with the flick of Vladimir Putins finger. It doesnt mean we dont investigate because were scared of them. It means we manage expectations and do deterrent. Why is he cozying up to him. You have to have experts and manage the relationship. To the question just before this, laura is a federal prosecutor here, are we any closer to establishing a relationship, if any, between the Trump Campaign and the russians . I want to bring you now cnns political analyst david gergen, and alex burns, National Political reporter for the new york times. Also with us is the former congressman Jack Kingston, who was a former Senior Adviser to the campaign. Your reaction to the fbi investigation into this computer link between the Trump Organization and the largest russian bank . I think there is a lot of smoke, but i dont know how much fire there is, frankly. You know, we know that there were these communications and it looks strange but at the same time there is nothing illegal about the Trump Organization communicating with the russian bank. President trump has said he has not done business in russia, but that doesnt mean he doesnt want to do business in russia and people do that. I think we need more information to show that something nefarious happened here. And alex, at least the material on the communications, it is still unclear what the big picture is here. Right, i think a big piece of the puzzle is the right way to describe it. Its just piles and piles of question marks we have here about all the interactions between trump himself or people in his orbit, or people who live in russia or have business relationships with russia. Its part of the political challenge that the administration has at this point that because a number of them have not been entirely forthcoming about their relationships with the russians, it is tempting to see something hiding under every rock. When the reality is, you cant really have contact with a foreign country, than someone with foreign interests. You know what may show that . Tax reforms, with that question, there is drip, drip, drip here, everyone has said nothing has been established but can the white house keep saying, continue to say there is no there, there with this, even if its no, they dont know either. The people are telling us that. It really is sort of interesting. Have we come to this . The internet of things is now a subject of investigation. Right, right. And most of us dont know the difference between a lookup and a hookup, were all saying what is this language people are talking about . So i think kirsten is right, we know so little at this point that we should not be too completely in the weeds about the computers talking to each other. What i think is more interesting, where you are going for a long time there is a supposition in financial and legal circles that donald trump was not able to get funding during his career over the years, he was funding it from american banks, began to dry up. And he turned to the ukraine banks. That is the reason the trail leads to the tax returns because with a private company that is where you would find whether in fact he was paying interest to those banks, we dont know that. But that is an interesting part of this. Could not get funding because his businesses were not doing that well, or people were afraid to back him either the economy wasnt doing that well or they were afraid to back him. Because they didnt think his businesses were up to par. There were some afraid to do business, but others saying he already has a variety of businesses. Yesterday, sean spicer denied there was an investigation, we heard it earlier. This is what he said today. Listen to this. The Justice Department said they never gave you the assurances that you gave us. What they said was, im not aware, that is 100 accurate. So when you said no reason to believe, it was im not aware. Right, i dont know that theyre not interchangeable, im not aware, i dont believe, i dont know that there is a distinction there that is noteworthy. So congressman, do you see there is a problem here . The more the administration tries to clean up this mess the bigger the hole that they keep digging here, what do you think they should do . You know, i really dont. I want to say i was at the white house or the old executive building right next to the white house which was in the compound yesterday meeting with some people, and i was there last week. And it struck me yesterday as i was there, i didnt know anybody. But i knew a few people saw some familiar faces. But it struck me that here this administration is moving on and the critics are still obsessed with this story. And i think the house intel committees and the Senate Intel Committees are looking at this thing and doing what they need to do, the fbi is doing what they need to do. But meanwhile, the administration is moving health care. You saw this great story, on the border there is 40 decrease in illegal crossing. That is a big change on this administration. Theyre moving on tax reform and infrastructure, and so on and so forth. What i believe is that this is just not the number one issue, so when sean spicer gets a question at it he may be thinking about transportation and infrastructure or health care, some of the other things more pressing which the white house is spending its time doing, which they were elected to do. And i underscore this because i think the critics in their maybe eagerness to find something that this administration has done nefarious, and you know that is fine, that is what opposition parties do. But the reality is theyre missing the bigger stuff. Well, you know the old saying, no news is good news, i like the saying news is good news. If there is a federal investigation, which our reporters found out, of course that is what were going to cover. And had this president not tweeted out that the former president wiretapped him in relation to russia this story may not be to the magnitude that it is now. How can you disagree with that . We go back to the context where were getting all this information in. One of the big thing is, one of the things that democrats and republicans were united on is actually russia is dangerous and our enemy and that putin is a bad person. Whether republican or democrat, pretty much everybody agreed on that. Along comes donald trump, he has this completely different view, so a lot of people, including republicans, are asking why . You know, on top of that, to the congressmans point that the administration is trying to get involved and pushing all sorts of major policies that President Trump campaigned on. That is absolutely true and they they had handled the russian situation, been more forthcoming about what a lot of people were asking, they would have a clear idea and maybe there is no there, there, maybe it had no to do with russia, but if it did, if he said there was a point i had to get funding from russia, but there was nothing nefarious about it. Joining me, alex burns and Jack Kingston, we were in the middle of a conversation before the break. David you wanted to weigh in on what . Of course we need to cover this story, if the fbi has investigations under way and there is something very fishy underneath all this. We all know that. At the same time, Jack Kingston has a point and i would disagree where he came out with it, while were enjoying this so much, the administration is enjoying the fact that were distracted by the Health Care Bill. Theyre jamming it through in the middle of the night. Nobody knows how much it costs, and what it will do to americans who desperately need health insurance. That is a major, major story hard to cover in the middle of all of this stuff, but we have to do both. We are covering it on this program and maybe i wish we had 48 hours in the day to do more. But what that says, kevin madden, well talk about the Health Care Bill. That is you in this next block, do you want to respond to what he said, there, Jack Kingston . Well, i think that the Health Care Bill is something that is going to take a lot of debating because it is one seventh of the economy. And i think i just want to say that past couple of days that is where all the energy is going right now. Theyre letting the intel committees take care of the russian stuff but theyre moving on with the peoples agenda, which i think is the right thing for them to do. I understand where youre coming from, gentleman, i think its important when you have a republican house, senate, and white house, if it was the same thing democrats on the other side, part of that is Holding People accountable. The media is part of that. So we need to do that as the media. James comey going over to capitol hill to brief investigators would have access to highly classified information. What is comeys role in these briefings . I dont really know, one thing is he has been getting a lot of criticism from members of congress who are not happy about the fact he has not communicated much with them. This is probably to a certain extent, him going there to make them feel like he is giving them something, especially the democrats who are really smarting over the fact he was forthcoming, when he shared information about Hillary Clinton, and they believe it may have swayed the election. Is he trying to get back control over the Russian Investigation, or at least this narrative about the Russian Investigation . Because we have heard he was pretty upset about what happened with this tweet and needed to defend the department. Its reported he was upset offer the weekend and he was clearly upset he went in to brief House Democrats a few weeks ago, they came out and just ripped him. If youre the fbi director, he obviously has had a very, very long year and has seen his office politicalized in ways that were not comfortable. He probably politicalized the office whether intentional or not. And in another way he is trying to protect himself and his office from the kind of criticism he got from Hillary Clinton. He has been up there a lot. How common are these briefings . Well, you know under the circumstances that were in right now its hard to say how common this kind of setup is. You dont have very often this scenario where you know there is an active federal investigation of foreign interference in an election, members of congresss are just reaching for more information. Its also a situation where you have investigations of this order happening and you would not have the house committees carrying out aggressive and public oversight of their own. So part of the reason why there is such mystery over all of this you dont have the equivalent of the benghazi hearings happening now. You dont have that information put out on television now. I want to ask you, because as we said the fbi director is having to explain himself. But how damaging would it be if director comey publicly refutes the president s accusation about President Trump, how damaging would it be . Because he publicly made statements about Hillary Clinton before the election. You know, if i was james comey i would hire a public spokesperson and i would do everything i could do to stay out of the limelight. It is interesting, mike pompeo is not even a household name, he has gone so quiet since he has become cia director. The old fbi were kind of like that, we are the gold standard, call us if you need us im going to let david gergen the hearing is coming up on march 20th, with house intelligence. Heres what senator tom cotton tweeted. He said, house Health Care Bill cant peace Senate Without major changes. To my friends in the house, pause, start off, get it right, dont get it fast. I mean, that sounds like a pretty smart idea. Do they need to start over here . Or do they need to slow down at least . Look, you know, one of the things that the house is very aware of and i think the white house too, not so much the senate, is that the pressure is on. House republicans spent the last eight years talking about what they wanted to do in order to repeal what they believed was the wrong direction of Health Care Reform in obamacare. The president ran promising every single day on the campaign trail that he wanted to repeal obamacare and replace it with something that was something that was, as he said another trail, bigger, better, more beautiful. And that was going to get everybody covered. But the senate, like this is the role of the senate. George washington once said the senate is the saucer that cools the tea cup. So they want to be much more deliberative. Its not called the greatest deliberative body in the world for no reason. But there is no doubt that the political pressure, House Republicans are very aware of it. And thats why theyre moving very quickly. Andre bower, the chief medical officer of the federal governments Medicaid Program publicly rebuked the republican plan, he tweeted, theres initials, despite political messaging from others at hhs, i align with the experts from aafp the American Academy of family physicians. American academy of pediatrics. And America Medical Association in opposition to the ahca. He is opposing the plan because of experts and data, not politics. Do you think thats a sign the white house needs a new plan . I do. First off, im a free market guy. I dont think the government ought to even be involved in this. But that being said, look. There are definitely problems with the current bill we have. But to ron off and be in a haphazard way to say immediately weve got to do this before april, i think is wrong. This is a major part of our economy. It is a very complex thing. Nothing in this so far do i see anything that attacks the reasons for Rising Health care costs. Theres no free market, theres no choice. We ought to have a fee chart where people know what theyre spending when they have to get a surgery so they can shop it, see which hospital is better, which is more affordable, which one has better quality . Consumers need skin in the game. I dont see republicans, who should be talking about this type of plan, i dont see them engaging in this. Im glad theyre at least discussing it. But i file like theres too much of a hurry for too much of a complex topic to be trying to push for a certain deadline in april. This is the closest we will ever get to repealing and replacing obamacare. Time is here is time is now. This is the moment. This is the closest this will ever happen. It really comes down to a binary choice. So republicans have been campaigning against obamacare for seven years. What if they cant make good on their word . Well, look, i give him an aplus for presentation. Probably an f for the plan. You know, look. Heres the problem. The problem is that fixing health care in america is like invading a land invasion of asia. Its a really bad idea. Health care is incredibly complex. Right now the democrats own it. For some reason the republicans want to get involved and own it. And this plan from my standpoint, the death spiral is worse. So basically there is no mandate. You cant force people to get coverage under the new plan. And yet you could get sick and you cant be denied coverage. Because they have that same provision. So this seems like a really bad idea. Look, you could argue there are political consequences, weve been promising were going to do this for six years so we have to do it. What about the political consequences of passing a horrible bill that collapses . Now you own health care. I think republicans that might be the worst case. I agree 100 . I was going to say, do you agree . And you do. 100 . Kevin, do you agree . Yeah, look, i think the policy, trying to get the policy right on health care, particularly when you have all these pressures of trying to get a greater access to coverage at the same time you want to bring down costs, the same time you want to reform, for example, the ability to sell across state lines, all the other sort of policy principles that the white house is looking for, it is very, very difficult. But my point is to try and explain to a lot of viewers watching this, why are they moving so quick . Its because, as you said, the last 7 1 2 years, promising to repeal it. Theyve got to show something. So much of the rest of their agenda, whether its tax reform, other things, all depend on getting this promise delivered on. Right away. I think we can all agree, ive never worked in Corporate America in that sense.
