Reporter from seoul to washington, officials are assessing the motives. One possibility, hes signaling his enemies who he sees everywhere. Hes facing threats from all fronts. Domestically, internally, from his elites. And so he has to be able to manage and control all of that internally. But theres always the threat that north korea believes comes from its external environment. Reporter external rivals like south korea and the u. S. He Needs Nuclear Weapons to balance the field. But hes got another possible motive with his outside rivals. With Nuclear Weapons, they can blackmail, intimidate and threaten the United States, china, south korea, japan, to get sanctions relief and other things to preserve their regime. Reporter a u. S. Official says this test could be an parent ramp up to the highly anticipated congress of the Korean Workers Party in may. North korea hasnt held such an event for 36 years. At that gathering of the elites, kim is expected to consolidate his rule, shift more power from the military to himself. Experts believe kims flexing his nuclear muscles now because the internal threats he faces are constant. He has to be more fearful every morning he wakes up that he wont get a bullet in his head. There are general officers inside north korea who cant mobilize against him, but if they had an opportunity to take him out in the future, i think he cant rest peacefully. Reporter if kim delivers a Nuclear Weapon, is he dangerous enough, unstable enough to actually use it . Most analysts believe kim would not launch a Nuclear Weapon just to provoke but could if hes desperate, or if theres another standoff like the one last summer he could miscalculate. And phillip is the coo of a foundation that aims to reduce and eventually eliminate Nuclear Weapons. He joins us live via skype from san francisco. Thank you for talking with us. Sure. We know the u. S. And others are casting doubts on north koreas claim that it tested a Hydrogen Bomb. What do you think it was they tested. I think right now it seems the intelligence and the seismic data seem to indicate that it was probably not an actual thermo Nuclear Weapon. I think from the data we have right now, and this could change, depending on some of the atmospheric information we get later on, that it was at most what we call a conventional a m atomic weapon that was boosted with some fusion material which means it had a bigger bang. Its like cutting kerosene on a fire. It makes it a little bit more powerful, but its nowhere near the strength of what a thermo Nuclear Weapon. The issue, though is theres a sort of collective sigh of relief. People are saying they didnt do it, but i think as you said in the earlier segment, the real issue is north korea is continuing to expand its nuclear stockpile. Theyve got about 16. Theyll have 20 next year, and they could go up to, some people are talking to 100 in the next ten years. Theyre expanding their missile capability, and theres always the threat of sporting. And theyre doing this without anything stopping them. And so that increases the threat to the United States and its allies. Understood. So explain this to us. What is north korea trying to prove by claiming this is a Hydrogen Bomb if it turns out that it wasnt that at all. Pyongyang knows the west will be able to confirm what it was either way. What does it achieve by doing this, and at this time . Well, i think that there are internal reasons for it as stated before. Theres a party of congress coming up. The north Korean People in their own minds need a win. Its been a difficult 25 years. And kim jongun has been trying to promote National Pride and unity, along with consolidating this power. I also think doing it right now, theres been a lot of pressure. To me, the timing was somewhat unexpected. But to me, it was inevitable. There was always going to be a fourth test. From a military security standpoint, they had to test one more time to either for the administerization, whether its the ability to go thermo nuclear. They had to test, and this was the only way they were going to do it in order to get what i believe is ultimately a Smaller Nuclear arsenal that has the capability of hitting what they perceive as their enemies. What do you think the closest ally, china is likely to do, and what should it be doing, and indeed, the international community. Thats the big question for everyone. China certainly cant do it on its own. I suspect they probably will, you know. Theres going to be a round of condemnations. China will be forthright in doing that, but in terms of whether they do anything on the ground remains to be seen. Conservative in their approach. This will be a huge shift for him to really do something with north korea. The situation now is that china is basically using carrots. The United States, south korea, and japan, on the other hand, are using sticks. For us to get anywhere, Good Cop Bad Cop works, but it has to be coordinated, and to this point its not. China is going to have to agree to use symptom sticks. United states, japan, and south korea, some carrots, and then we have to agree on a Lock Step Program in order to have any hope of at least getting north korea to freeze their program. We looked into gun deaths and terror attack statistics and found the number of americans killed by gun attacks dwarves those killed in terror attacks. Funs killed more than 400,000 people in the u. S. That most recent data is available and includes murder, suicide and gun related accidents. Compare that to 3,380 americans killed by terrorism on u. S. Soil and overseas during the same period. How Many Americans will be affected by stricter gun laws . We looked into the number of gun openers across the u. S. , who they are, and where they live. Reporter there are an estimated 3 00 million guns in america. Thats enough for every man, woman and child in the country, and where are they . Lets bring in a map and well color darkest the states with the most guns. Lighter those with the least. You can see what happens. The northeast has the smallest number with 25 . The southeast, 42 . West, 30 , and the biggest per sen taj of households, the midwest, 45 . If you look at the cities, youll find that about 28 of cities households have guns out in the suburbs it starts climbing up. But households in the rural areas is where it really jumps to 59 . Men are three times more likely to own guns than women. 37 to 12 . And by race, the most common household to own guns would be a white household, 46 report one or more guns inside. Black is less than half. Hispanics behind them all. If you look at it politically, consider this map. Remember where republicans and democrats live. Republicans are more common in suburbs and rural areas. Democrats in urban areas. Californias governor has declared a state of emergency over a major gas leak. This gas leak was discovered in a suburb north of los angeles in october. The Southern California gas company hasnt been able to stop it yet. The leak has forced more than 2,000 people to leave their homes. The smell can cause you to be nauseated. A lot of water to not be absorbed. Well break down whats happening. Its fascinating when you think about the forest, the tree, the foliage, all of it that covers the hillsides across this region of california. With the tremendous amount of fire coverage, upwards of 9,000, what youre seeing is the foliage and whats left is burnt down. You get this almost sand like layer. A silty layer that makes up the surface of the soil. Beneath it is like a lid that blocks off any moisture of going within the soil being absorbed in a large amount. Rainfall comes down, its absorbed. It gets down toward the hydrophobic soil. It becomes run off and then you move soil and rocks and debris, all of it downstream. One of the go if you can see part charred above your head, its one of the worst places to be. Thats where the high risk exists for run off and also for landslides like this which is one of primary concerns across the region. Storms have been active. The atmosphere in prime location. This is the jetstream across the pacific ocean. And classic el nino pattern with the strongest winds north northern mexico and Southern California. Storms like to stay north of the storm trek. Thats why were driving so much moisture into central and Southern California and it will continue over the next several weeks. But you take a look, weve had some Severe Weather across parts of california. Several tornadoes, one on the border of Orange County and also San Diego County. This particular tornado on the San Diego County border would be the first confirmed tornado since 2006 in San Diego County. Very wild weather. The trading day in china ended after a rapid sell off triggered automatic sirk Circuit Breakers. The shanghai fell more than 7 , and the tech market was off more than 8 . The big deal is this is the second time this week trading was halted. Its been a rough day across the asia pacific region. Stocks are finishing in negative territory in hong kong, tokyo, sydney and seoul. We have a team of correspondents covering the markets. Lets go ahead and begin with matt rivers for more on whats behind chinas plunge. Twice now this week, that emergency Circuit Breaker was needed. We know north koreas behavior creates a bit of uncertainty. There are also domestic chinese issues that may be a bigger factor into all of this. Whats the latest on all that . Thats right. North korea in the uncertainty about the latest test we saw yesterday not helping markets here. Most analysts have pointed to a devaluation of the chinese currency overnight. It actually lost value overnight bringing it down to the lowest level its been since 2011. That definitely spooked investors. You saw a rapid selloff as soon as the market v markets opened up at 9 30 local time, it was right after this that you immediately saw the selloff begin, and you mentioned the Circuit Breakers. They began functioning this week. This is the first time theyve been installed. When stocks lower to that 5 mark, theres an automatic 15minute halt to trading. Now, that is supposed to, according to chinese regulators give investors and traders time to breathe, time to not panic and calm down, but what many observers are thinking is its having the opposite effect. Its almost helping the panic develop. What happens in that break is that the traders in the markets and the china market is largely denoted by retail investors. They get in their sell orders before the market closes and they want to be able to sell before everyone else does. And that could be exactly what we saw today where during that 15 minutes people decide that they want to get out of the market for the day, and so as soon as the market reopens, after that 15minute trading halt, what happens is they put in all those sell orders, and within seconds what we saw today is as soon as the trading resum resumes, the figures went down to the 7 barrier, that 7 mark is where trading is halted. Perhaps unintended consequences to the new policies. Thats concerning, because earlier this week we saw that when chinas market had to close, you saw the region there in asia fall as far as stocks as did europe as well. You know, tomorrow you also have china expanding the temporary ban on shares. Should we expect another drop tomorrow, friday . Tomorrow is something that people have been really worried about. The drop we saw on monday was due in part to fears that this ban that would prevent major shareholders from selling their stakes in listed companies would be lifted. That was in place for six months. It was after this mornings tum you would that regulators announced new regulations that would, they say, prevent such a selloff from occurring. They are limited to selling 1 in their companies and that have to give two weeks notice before they do it. Everyone brace yourselves. Matt rivers live for us in beijing. Matt, thanks. And its worth noting u. S. Markets are off to their worst start since 2008. The dow shared 252 points on wednesday to close at 16,906. Its the first time its closed under 17,000 since mid october. Trading is just getting underway this hour in europe. We can anticipate what to expect. Red everywhere. Londons ftse pulling back almost 2 . The xetra dax doing the same, and the seweric smi pulling back 2 as well. Of dej a vu. We saw all the markets raekeact. That seems to be what were seeing at the start with the opening of the markets. How is this likely to play out . Reporter so, well, who knows . For the moment the indications dont look good. As you can see in the chart, its a sea of red across the european region. Some markets have opened. The athens composite looking slightly healthier because this is yesterdays figure. That market will take about 20 minutes or so to filter through. The heaviest losses, remember that these are the real bas yans of manufacturing, particularly germany, exporting a number of the dpoods agoods and having a f the goods made in china. Thats why this is important. The European Union is chinas biggest trading partner. About 150 billion worth of goods from this region from markets like these went over to china just in the last year alone. And so theres real fears here if chinas economy is slowing, forget about the markets. If the economy is slowing to quickly, companies that are listed on these stock exchanges in this place in the world, where i am, will immediately start to suffer this year. The world Bank Actually came out with a cut to the Global Forecast precisely for reasons like chinas slow down. Theyre not expecting a hard landing. They say perhaps an ongoing soft landing but that very soft landing could be painful for these european markets and markets state side. I also want to point out that china is the worlds most va carolinas consumer of commodities. And were seeing the prices will tumble further. Yesterday it hit an 11year low. If we look at brent crude, its close to a 12year low. Some people say it could fall even lower. If thats the case, that would be the lowest level in 20 years. Nina keeping us up to date on the european markets. Well tune in your program. Many thanks. Another big story, more doubt is now manabeing cast on h koreas claim of Nuclear Testing. It sent three planes to collect dust after north koreas test. The United Nations is poised to take further action against the country for violating Security Council resolutions. Were live in seoul with more. Were seeing a lot of skepticism and doubt as to whether this was, indeed, a Hydrogen Bomb that north korea claims was tested. If it wasnt that, what are people saying it possibly was . Reporter well, thats some skepticism, and its based on fact at this point. We heard from an Intelligence Agency saying the destructive force, the yield that we saw in the seismic activity and in the kilotons created suggests that its not much bigger, in fact, could be smaller than the Previous Nuclear test. So its unlikely to be a full hydrogen test. We are hearing from, as you say, both japan and also south korea that they havent found any levels of radiation in the air in the atmosphere at this point. Now, thats not necessarily unusual. We know that the japanese planes have been in the air to try to capture these dust particles to try to gain any kind of evidence of what was in that nuclear test. Back in 2013, they failed to find any radioed activity in the air. So they were unable to test to find out whether or not it was uranium, plutonium with the makeup of that test was. The reason for that, one analyst tells me is because north korea is clearly Getting Better at she shielding its nuclear case and digging underground and casing the test. Less is leaking out. There is a possibility that well never know exactly what was in that nuclear test. Some analysts suggesting there could be a small hydrogen element which north korea could have put in to more a more destructive force, but we dont know and may never know. Approach would be more effective than what president obama, bush, and clinton tried in the past. A Framework Agreement that failed in the 90s. A plan to exchange fuel for aid went nowhere, and now as we see, engagement has still led to more tests. Whats left to try . Well, theres additional punitive measures, sanctions and targeted Financial Measures that the u. S. Has not yet applied. President obama has said north korea is the most heavily sanctioned country in the world. Thats not true. The u. S. , the eu, the u. N. , had far stronger sanctions and targeted Financial Measures against iran. Thats one of the reasons tehran came back to the negotiating table. Even under the law, theres things we could do that the Obama Administration has been hesitant to do. And who, who does north korea do business with that the u. S. Has tied to or influence over . What could a new sanction bite take hold . When people think of sanctions, they think of trade. The u. S. Doesnt really trade with north korea. But the thing is that the vast majority of all International Financial transactions are demon nated on dollars. That means they have to go through a u. S. Treasury department regulated bank and north korea still has the majority of its transactions in dollars. That means they go through u. S. Banks. We can freeze and seize their assets and impose fines and prevent them from accessing the Financial Network of the u. S. Which is the kiss of death for financial systems. We have a great deal of influence. We have exercised it in the past, but then we refrain from doing so. Do you think its the lack of pushing on the policies that has led north korea to continue to try and develop Nuclear Weaponry . I mean, now that we know theyve had a fourth test and it may not have been an h bomb, but does it change at all the International View of north korea . It has been predictably unpredictable. Right. Theres no silver bullet. Weve tried engagement. North korea agreed to four International Agreements never to pursue Nuclear Weapons, and another four to give up the weapons they promised not to pursue in the first place. Weve tried sanctions, and when we did measures against a bank in 2005, north korea said you finally found a way to hurt us, and then the Bush Administration removed those sanctions in attempts to keep the sixparty talks going. People say sanctions have failed. Well, diplomacy has, and we havent used all the sanctions we could try. Right. If the shots and shouts and bloody scenes had long been predicted, no one could have anticipated the awful reality of home grown terrorist striking at the french capital. It was an attack not just on those killed. It was an attack on the fundamental right of freedom of expression with Charlie Hebdo had always exercised to the fullest. A year later, plaques have gone up, freedom of expression lives on. The newspaper, well, the newspaper lives on as well. Al be it from a much more secure and secretive location. Before the attacks it struggled to survive. But since, theres been a sixfold increase in circulation and an influx of millions of euros in do nations. The editor said he would not rule out publishing more images of muhammad. But he sees no need to do it at the moment. He admits the newspaper as changed. Translator one year later we have a view thats more pessimistic today than it was one year ago. Reporter is it more difficult to be funny now . Translator no. As many here have pointed out, the kind of attacks that killed and injured hundreds on november 13th were different. I think france has changed. I think the events of january last year were an enormous symbolic shock beyond the actual physical violence of the events. I think its raised a lot of questions about french identity, perhaps some of the causes of this awful attack. Reporter shortly after the newspaper was attacked, one observer said they thought they were going to kill Charlie Hebdo but, in fact, theyve made it stronger. A year later, the words ring just as true. Not only for the newspaper but perhaps even for france itself. And cnn all right. We were going to go to Jim Bitterman there, but were having problems. We will attempt to get him back. Gun violence in chicago has been rampant, barely seven days in the new year, 12 people shot and four of them died. Thats the same day the u. S. President made a plea to put an end to gun violence. Rosa flores reports. Reporter before president obama started his emotional speech tuesday against gun violence, two people had been shot in chicago, say police. We are the only advanced country on earth that sees this kind of Mass Violence erupt with this kind of frequency. Reporter soon after he finished speaking, that number would jump to three. By days end, nine more would be shot, four fatally. Two of them teenagers, shot and killed on chicagos south side. These teenagers were walking from the store, and they was practically ambushed. Reporter police say the teens were on a corner when a gray Ford Explorer fired multiple gunshots. What emotions do you feel when you hear about the shootings . I cry. Im easy to cry. I cry. I cry for that family. I cry that you got to look at them burying their child because he was killed by violence. Reporter a few blocks away, another teen shot in the thigh but an individual in a dark suv, say police. As night fell, the number of dead would continue to go up. Like this shooting scene on the south side where a 25yearold was shot in the abdomen. Overall, crime in chicago has decreased for the past four years. Murders, however, have increased by 8 , according to Chicago Police. But if you look at the first few days of the year, its a different picture. Ten murders in the first five days. In fact, shootings in chicago are up 10 176 . Last years 17 shootings, say place. Illinois has some of the strictest gun laws in the country. But guns are still flooding the streets of chicago. Police say the weapons flow in illegally from surrounding states with more lenient gun laws. These guns fuel organized crime and street gang violence. In the past year alone, Chicago Police confiscated nearly 7,000 illegal guns. People are dying. And the constant excuses for inaction no longer new. Reporter the human toll is difficult to ignore. We are joined live from beijing to talk about this. Victor, thank you for your time. Weve heard already china says it wont toll trait what north korea has done. Its previously shown resistance in allowing crippling sanctions. China doesnt want a humanitarian crisis spilling over its border. What can we expect china to do . Well, first of all, the Nuclear Testing yesterday in the form of an allegedly Hydrogen Bomb is a serious violation of the commitments to the iaea framework as well as the resolutions adopted. In substance, china is a victim of such Nuclear Testing because the testing site is really 100 kilometers away from the chinese boarder, and the repeated testing of nuclear tested by dprk at such a short distance from the border may cause huge damage to the environment, so underground resources, or underground water resources, air, and soil as well as Infrastructure Properties on the chinese side to say nothing to the loss of human life. Therefore, i think the opposition to the Nuclear Testing is not only a matter of principle but also is coming out of very acute national consideration. I think to prevent the further deterioration and escalation of the Nuclear Program by dprk, the countries involved need to get united, in particular, countries like china, the United States, and russia. They have the tendency of playing china against the United States and playing the United States against china and more recently against russia. If the major countries together with south korea and japan can commit to the same cause of action, i dont think dprk can go anywhere in terms of the Nuclear Program and eventually we will be able to achieve the ultimate goal of denuclearization of the north Korean Peninsula which remains the only viable option. I think it gives great incentive to china as well as other major countries to get united and get onto the same course of action in ultimately achieving denuclearization on the Korean Peninsula. This is the only right option the problem as you well know is that despite all that, historically, it hasnt worked. The sixparty talks havent worked. China has always had north koreas back because it doesnt want south korea, the u. S. Military any closer to the borders than it is. At the same time as you mentioned with the environmental impact, china doesnt want a humanitarian catastrophe here. This is the year you have the workers party. Kim jongun seems emboldened by what hes doing. Whats different and what can the six nations try to get a different outcome . Nothing has worked in the past. Yes. On the one hand the Six Party Framework is not a perfect framework, and so far it has not achieved the desired goal of denuclearization. As a matter of fact, the longer this process is going on, the more Nuclear Testing dprk seems to have conducted. Therefore, i think we need to fine tune the Six Party Talk framework. However, it still remains the only viable workable framework to use diplomacy and die leagalo achieve denuclearization. We need to keep up with the work and keep faith. As far as china is concerned, they have good relations with dprk and it goes back for decades since the early 1950s. However, i think the good registratio relations that china has with the dprk people and government is an added reason why chinese should oppose the Nuclear Program simply because the nuclearization of the Korean Peninsula is not in dprk east fundamental interest. And it has very dire negative consequences for china which is just to the north of dprk. China does not want to be dragged along into a another war over korea, and i dont think the United States wants to be dragged into another korean war. We want to have peace and stability. Thats the reason why major countries including in particular china, the United States and russia need to get onto the same page. If we commit to the same cause of action, they wont get anywhere as far as the Nuclear Program is concerned. This will lay the solid groundwork for achieving denuclearization on the Korean Peninsula. Its a great point that you make, and also the environmental impact, the many locations that north korea has been Testing Nuclear Technology Close to the chinese border, there is an impact there. Theyre sucking our money out of us and taking our money like candy from a baby, and china can come out and, frankly, they say they dont have that much control over north korea. They have total control. Without china, they wouldnt be able to eat. So china has to get involved, and china should solve that problem, and we should put pressure on china to solve the problem. As you know, there are almost one million north korean troops north of the demilitarized zone. And we have 28,000 soldiers in the middle. And we get paid nothing. Peanuts. Would you pull them out . I would want south korea to pay us a lot of money. I just ordered 4,000 tv sets from south korea. Its a money machine. They pay us peanuts. Were defending them, and i have friends from south korea. They buy my apartments. I do business with them, but south korea should pay us and pay us substantially for protecting them. Reporter so you want china to handle north korea . They can handle it easily. They dont say that. They say its not that easy. Theyre taunting us. Theyre playing games with us. I do it all the time. Thats the way i deal in business. Its like theyre playing games with us. China should solve the problem. If they dont, we should be tough on them with trade, meaning start charging them tax or start cutting them off. Youd have china collapse in about two minutes. We have great power over china. We dont know how to use it. A state trooper in texas who made a controversial arrest of an African American woman is now facing a perjury charge. He says the law targeted other state bans and not alabama. A federal judge said the ruling was binding in all 50 states. The Supreme Court issued the landmark ruling seven months ago. Moore has consistently fought it. An attorney for the National Center for lesbian rights say anyone who follows his order is at risk for legal sanctions. With me now is richard cohen. Hes the president a civil rights and advocacy group. Your group filed an ethics complaint. Its worth noting this is not the first ethics complaint against the chief justice youve filed. What weve sang is that he has encouraged probate judges to defy federal court orders requiring them or prohibiting them, rather, from discriminating against same sex couples in issuing marriage license. He should be removed from office as a result. Since this is the third ethics complaint youve filed, how likely it is youll get any traction, and what are you hoping to achieve . Let me go back for a second. We filed ethics complaints against roy moore back in 2003 that resulted in him being thrown out of office for defying a federal court order at that time. Unfortunately the people of alabama saw fit to reelect them. Now hes up to the same thing. Its not up to us if he gets thrown out of office. We just file our complaints. I think that the alabama officials hopefully have had enough of him. And will finally act to remove him once again. Alabama chief justices order says alabama probate judges from a duty to enforce the same sex marriage ban, but your point is he violates a federal court order. What should the federal court be doing about this . Well, i believe that most of the probate judges will ignore what judge moore said. If they dont, well take them to court and sanction them. And we may bring roy moore into court as well. I hope it doesnt come to that. I hope the probate judges realize that roy moore is way out of bounds and i hope the alabama officials remove him from office. And how has he responded to this . Oh, look, hes just a man on a soap box. Hes a crazy individual. You know, we call him here the high toe la ayatollah of alabam. Hes not going to stop until they remove him from office. Hes proven that. What sort of backing have you got . I think that most of the people in the Legal Community are cheering for us. They know this is outrageous. We live in a very religious state. There is a lot of opposition to samesex marriage, and roy moore is depending on that. So i think he has some popular support. Yet, i think the public is going to recoil from the spectacle of having him urge other people to violate a court order. The governor in alabama have said we have to follow the federal courts.
