The command process is coming under view as well as the longrange plans for u. S. Troops there. An in depth traininger nord to review all of our op sagsal authorities and rules of engagement. That order and acknowledgment that something went wrong. Rules of engagement spell out when and how thest military can conduct air strikes with the ac130 gun ships that hit the hospital. Doctors without borders say the u. S. Knew it was a hospital. They were under attack for 30 minutes. It could not have been a mistake. Until were told otherwise, until we see an independent investigation, well presume that this was, in fact, a war crime. Did this violate u. S. Military rules . Even though the afghans request that support, it still has to go through a rigorous u. S. Procedure. There was no air controllers, american Forward Air Controllers on the ground. We had a special Operations Unit that was in close vicinity that was talking to the aircraft to deliver those fires. If the u. S. Knew it was a hospital, did reports of taliban firing justify the attack . We would never intentionally target a protected medical facility. Standards for air strikes, at least initially, do not appear to have been met at the hospital. Military rules require u. S. Troops are at risk, contrary to initial reports, u. S. Troops were not fired on. When the u. S. Is going after al qaeda, here it was the taliban. When afghans are about to be overrun, here the afghans were trying to retake the area. Campbell said the overall security situation in afghanistan is still so uncertain, me needs to revise his recommendations about a troop reduction. We have to provide our Senior Leadership options, different than the current plan that were going with. It remains to be seen how many of the 10,000 u. S. Troops still in afghanistan will remain after the end of next year. But with isis, the taliban and al qaeda still pressing for their advantage in afghanistan, its very much an open question. Barbara starr, cnn, the pentagon. Joining us now from kabul is a reporter from the Guardian Newspaper. How should we read the Afghan Governments somewhat muted response to this hospital strike . I think its a testament to the different relationship between this current government and the formal government under president karzai. As you will remember, karzais relationship with the u. S. Grew increasingly antagonistic over the years and he refused to sign an agreement, as one of the first actions after he came under power a little over a year ago. So the gahni and the u. S. Are in close cooperation, when the u. S. Carries out operations, it is with the blesing of the Afghan Government and is also in close cooperation with afghan troops on the ground. So thats probably one explanation why the Afghan Government is not as critical as, for example, hamid karzai could have been. We know president obama is the withdrawal of u. S. Troops. All combat troops by the end of 2016. The end of next year essentially will leave the Afghan Security forces very vulnerable, not only attacks to taliban, but also to the growing presence of militant groups like islamic state, which are increasingly present in the east of the country. So many Afghan Security officials here are recommending that the American Forces and native forces in general prolong their presence here. Many times i expect over the next year. Yes. Thats also going to be for review. Judging from the response so far from the Afghan Government, this is not necessarily going to be hugely damaging to the rilgsship between the Afghan Government and u. S. Forces. They need to come out and confirm it was a u. S. Air strike. A lot of afghans simply assumed that it was. And every time one of these incidents happen, well, animosity towards foreign troops, or at least the suspicion towards them grows. And that also rubs off on the Afghan Government, which loses legitimacy in the eyes of many people, not of everyone, but of many people. The relationship between the u. S. Military and the Afghan Government might remain strong. But if these incidents keep happening, this could affect a relationship between the troops and the civilian population. We appreciate it, thank you. To the war on syria now, and growi ining fears of russias increasing involvement, there has been a significant ramp up of Russian Forces including Ground Troops. Both the u. S. And nato is pointing to mounting evidence that russia is allin syria. Moscow has deployed Ground Forces into syria and has once again violated the air space of a nato partner, turkey, to carry out air strikes. Im also concerned that russia is not targeting isil, but instead attacking Syrian Opposition and civilians. The war of words is ramping up as well. U. S. Officials are furious that russian bombers appear to be hitting Syrian Opposition groups backed by the cia. Moscow emphatically claims its targeting isis. The white house is accusing russia to try to shift the balance of power striking outside of isis and government areas into rebel territory. I dont think the russian president is playing chess. Hes playing checkers. At what point does the president say to Vladimir Putin cut it out . I think the president has made it quite clear that russia should not be interfering with the 65member International Coalition that is seeking to degrade and ultimately destroy isil. Military to military talks with the u. S. Like the ones here shown here on Russian Television to avoid accidents. But it will be tough for both sides to come off of hardening positions. This approach is tantamount to approaching gasoline on the fire of the syrian civil war. President obama who told his team he will continue to support the Syrian Opposition is coming under criticism from all sides, including his 2008 rivals. Hillary clinton we should be putting together a coalition to support a nofly zone, because i and look, i think its complicated and the russians will have to be part of it. And john mccain. I think we should definitely have more boots on the ground, not a lot, but we better do something. Right now, if i was taking the advice of some of the members of congress who holler all the time, we would be in, like, seven wars. Im not exaggerating. It continued its route even though the captain knew a potential hurricane was brewing. For many of the families, why did they go in the first place . The captain laid out his plan, and given his plan what he had on the weather system, his plan was a sound plan that would have enabled him to clearly pass a large comfort that was adequate in his professional opinion. But even if the ship hadnt run into mechanical trouble, weather reports last tuesday showed joaquin already brewing as a Tropical Storm. The 5 00 p. M. President barack obama plans to visit roseburg, oregon, on friday. Thats where a gunman killed nine people last week. The president will meet privately with some of the victims families. Republican candidate, ben carson, one of the leaders of the conservative side told fox news if he were president he would not make this trip. Ben carson said what he would do if he came face to face with a gunman. I would not stand there and let him shoot me. I would say hey, guys, lets attack him. He may shoot me, but he cant get us all. John and isha, police are looking into the social media posting of the shooters mother. Thats the latest in the investigation. Now there are new details about what she newspaper about her sons Mental Health and access to guns. Before he went on a rampage killing eight students and a teacher. A series of online posts linked to his mother reveals he had a developed mental disorder on the autism spectrum and there were plenty of guns of all types in the house. In a post from at least three years ago, she boasted about her arsenal of weapons on a discussions thread about state gun laws saying i feel two full mags in my block case and the ars and aks all have loaded mags. And nato Officials Say their numbers appear to be growing and turkey has protested at least two incursions of russian war planes over its air space. These troops might, in fact, be preparing to provide support for a ground offensive by the syrian army. Do you believe thats the case . I will not speculate. I will comment on what is being said. They are mainly attacking the other targets than isil. They are providing support for an isil regime and that theres also the stated purpose of the increased military presence is to also support the existing regime. You have talked about this violation of air space by russia. You said quote, it doesnt look like an accident. You said in part two violations occurred and they, quote, lasted for a long time. Its also a matter of the air space of seven nation. Two violation of turkeys air space by russia, do you consider those events to be acts of aggression in any way . Its unacceptable and reckless behavior. It adds to the tensions and the can you recollectish air space becomes even more dangerous when it happens where we see more fighting and more Russian Military personnels in syria. This this just adds to the seriousness of the whole violat. Youre calling it reckless. The question now is if you say it happened twice, what will natos reaction be if it happens again . We have the means, we have the capabilities to defend our allies. But the important thing now is that we have to convey with a clear message to russia that this should not happen again. Ands also the reason why our military commanders will contact their counterparts in russia to con vi that very clear message to them. And we had this just in to cnn here. The rueters news agency reporting russian air strikes on the syrian provinces of hama and idlib. This is coming from the human rights group. And this is indication that the russians are ongoing with their air strikes across syria. Theres more on the unique relationship on what the two countries share and the reasons theyre both joining forces. It was a letter, a personal overture to Vladimir Putin which opened the door to Russian Forces entering syria according to syrian and russian officials. A request from an embattled dictator to its ally which now threatens americas already shaky strategy against isis. The dangerous factor in the ass assad Putin Alliance and the russian intervention in syria more broadly is its putting more fuel on the raging fire. If it comes on now with a mugs material, Russian Troops, russian pilots, russian planes, a lot more people are going to die. Its an alliance dating back to the cold war when the soviets gave arms and supporting to the syrian dictator, a man every bit as brutal as his son. But analysts say the personal relationship is far from friendly. Actually, president putin was very angry with president assad after the most recent peace talking between syrians and peace talks in april. They were extremely rigid and actually went against the express wishes of putin. So he was angry about that. Why is putin so invested in assad now . Analysts say putin needs warm weather ports and bases on the mediterranean and wants to counter americas moves in the region, but this is also about putin projecting his relevance and strength, admitting to cbss 60 minutes its something he takes bride s pride in. They say theres a man who carefully cultivates his image of strength. [ speaking russian ] translator you know, im convinced a person in my position must present a positive example to people. In areas he can do this, he must do this. How can betting on bashar go south for Vladimir Putin. If i was Vladimir Putin, which frankly im not, i would be very worried of russian pilots being kidnapped or burnt, such as happened to a jordanian pilot not that long ago. Dont look for whatever personal connection there is to halt. Putins involvement in syria is his chance to be at the center of the worlds stage. And if assads failures threaten to trip him up, Vladimir Putin may be inclined to push assad out and support someone else as syrias leader. Brian todd, cnn, washington. Welcome back, 20 years ago, a verdict was reached in a murder trial that captivated the United States and the world. The defendant, o. J. Simpson, an american football and movie star accused of killing his wife nicole and her friend ronald goldman. We look back now at the drama that unold folded as millions of people waited anxiously for that decision. October 3, 1995. The sun rises and everyone everywhere is waiting and watching. Were at the beverly wirshire hotel, looked out, no one was in the street in beverly hills. No one was on rodeo drive. I heard that there was no crime for, like, two hours because everyone was too busy, waiting for the verdict. People around the world stop what theyre doing. The final moment in the trial of the century will be broadcast live. Could you please stand and face the jury. In the matter of the people of the state of california versus Orenthal James simpson, case number ba097211. We the j you are in the above entitled action find the defendant Orenthal James simpson not guilty of the crime of murder. We read it and heard and then i just fell apart. Fred and kim goldman are devastated. Its as if your insides got yanked out of you. Everything we knew to be certain, that he had killed ron and nicole. Suddenly as if wait a minute, how is that possible . And then our side was in shock and then you hear the cheers and the jubilee going on on the other side. [ cheers ] [. That division became what was seen across the tvs for several days. It was blacks cheering and whites crying. In many ways the o. J. Simpson trial paved a way for Reality Television and in a faster 24hour news cycle and turned courtroom attorneys into celebrities. Using dna in a case back then was rare, confusing and kind of expensive. What else has changed . Mark geragos joins us now from his office in los angeles. Not far from where i am. So mark, i find it fascinate, you did not defend o. J. Simpson. Ur7 you we you were in a courtroom across the hall. That in mind, would you defend o. J. If he came to you today, and do you think he did it . Yes, i dont think theres any lawyer that would turn down a case like that. And if they did, they wouldnt be living up to what their duty or their oath is. One of the things that you take an oath for in california, at least, is to never turn down Somebody Just because theyre publicly reviled. Thats the opposite of what a lawyer should do. If you wouldnt take the case because o. J. Is reviled, then youve got no business being a lawyer. There was so much hype around this trial. Do you think it changed for the better or the worse . It provided, i think, a window into what happens in a criminal trial, but also at the same time, i think what ends up happening is all trials are that way. As a defense lawyer or a prosecutor youre allowed to do and talk endlessly. Thats generally not the case. I think that case also kind of was a precursor for people to understand that race plays a huge part in the criminal justice system. You look at the innocence project, which was started by two members of o. J. s defense team. And, you know, thats had the effect of overturning hundreds of convictions. Thats the law of unintended consequences and the way they tried that case. And they went on, as you said, to spring 300some people off of vario various death rows. And for people to understand that basically, the lesson thats been learned is that the most fallible thing around is eyewitness identification, and that people who are positive about that end up 20, 15, some cases 30 years later, realizing that what they were absolutely positive about turned out to be absolutely positively wrong. You have a guy whos literally in television, movie and a sports star, o. J. , tell genereg. The case was televised. The victims were very good looking people, which is always important. It cuts across theres always the racial underpinning to the story as well. And it captivated america because there is a who done it quality to it. Many are positive he didnt do it and many are positive he did do it. Ultimately at the end of the day, there was a rooting against the system if you were the downtrodden and minorities and kind of a view that if you werent, the system failed you. It encapsulated quite a few narratives if you will in one case. Theres a star quality like there tends to be with cases in l. A. The narrative is still ongoing today. Mark, good to talk to was. Thank for being with us. Thank you. Thanks for having me. Lets finish with a car chase because the bronco slow car chase was a where were you at the time moment. The site of one of the worst Nuclear Melt Downs in history. A warm welcome to our viewers here in the states and those of you around the world. Were here for the next two hours, im Errol Barnett. And im Rosemary Church. Thanks for joining us. This is cnn newsroom. And we begin with mounting challenges to the u. S. Military on two fronts. The pentagon takes responsibility for the deadly air strikes on a hospital in northern afghanistan. What went wrong is under review along with u. S. Troop level recommendations. There are growing concerns about Russian Military escalation in syria as well. An intense round of russian air strikes is hitting the syrian provinces of homs and idlib at this point. They believe theyve been targeting antiregime forces and not isis. The commander of u. S. Forces in afghanistan said the air strikes on the hospital in kunduz saturday were a mistake. 22 people were killed, including 3 children. Three separate investigations are underway. To be clear, the decision to provide fires was a u. S. Decision made within the u. S. Chain of command. The hospital was mistakenly struck. We would never intentionally target a protected medical facility. I must allow the investigation to take its course, and, therefore, i cant discuss further specifics at the time. And we have Team Coverage with a Lieutenant Colonel in oregon. We also have a reporter from the guardian joining us from kabul. The u. S. Version of events has changed a few times since the attack. But what do afghans in kunduz think of the u. S. And the Afghan Government response to everything so far . The fear is that all of this, no matter what the excuse, will scare away aid workers who are desperately needed in so many places in afghanistan. Reporter thats right, errol. Theres a lot of elements to this story in afghanistan. One thing is this is a disaster for the civilian population of kunduz. The best hospital in North Eastern afghanistan and the only one of a certain standard in kunduz where fighting continues inside the city still, and during the week, the first week of fighting in kunduz after taliban seized the city, theyve treated 400 people. Now the city is without a proper facility to treat people. Now when it comes to opinions about the air strike . People are a little bit split. The Afghan GovernmentOfficials Say that the taliban were fighting from inside the compound. Now, the American Military havent said that, and others rebuke that. That statement has wrapped off on some people who think the taliban where the main responsibility for the attack. And the afghans also say this is a solely u. S. Responsibility, this this hospital was destroyed, and anger, especially in kunduz, where anger is mounting toward international and government troops, and there is already a lot of animosity toward the government. So locals spreading the theres an improved relationship between the u. S. And afghanistan, thanks in large part to the countrys new president. Has this incident put a strain on that relationship at all as far as you can tell . Reporter its difficult to tell, because the government has had muted response to this incident. It doesnt seem to have had profound effects, and i think in large part thats due to the relationship between the president and the u. S. Military. The relationship with the former president became increasingly strained for the International Coalition and ghani is one of the first things he did when he came to office was to sign a bilateral Security Agreement which car sky had refused to sign. That, i think that has a lot to do with the response to the Afghan Government, and whether it strains the relationship remains to be seen, but i doubt it will endanger the relationship. Lets put it that way. With the Guardian Newspaper letting us know that fighting continues in kunduz, afghanistan. Thanks for joining us from kabul today. We want to turn to a colonel who is a cnn military analyst who joins us live via skype from oregon. Thank you for much for talking to us. We want to take a closer look at the attack on the hospital and given what we know right now, what went wrong here . A mistake, according to the u. S. Commander, but one that lasted 30 minutes. How does that happen . Thats a really good question, and thats whats going to come out in the investigation. It was interesting today when the general was testifying in front of the Senate Armed Services committee. He mentioned a few things that i think give us some insight as to what went wrong. He said he ordered the immediate retraining of all the people involved in the air strikes, and in calling in Close Air Support on the rules of engagement and the proper protocols on how thats done. I take from that that something went wrong in the chain of command between the request for the air support and the actual delivery of that air support. Something went wrong, and this ac 130 inadvertently hit this hospital, and following up on what the reporter said in kabul, i think most people realize that this has to be a mistake. The United States was not going to go after a hospital. So i think everybody realizes this was a tragic error. Now we have to figure out how to proceed. Yeah. How a mistake of this magnitude could happen, and finding a way to stop it from happening again. I want you to stand by. We want to move to syria now. Nato and u. S. Officials have both side that russia is stepping up its involvement in the country. They cite an increase in Russian Troops inside syria including Ground Troops. As weve been reporting a new intense wave of russian air strikes in the provinces. The u. S. Is not happy about russias choice of targets in fact listen. By taking military action in syria against moderate group targets, russia that has escalated the civil war, putting further at risk, the political resolution and preservation of syrias structure of future governance it says it wants. This is tantamount to pouring gasoline on the fire of the syrian civil war. All right. So strong words there. Lets go back to our military analyst. So, colonel, as we heard, theres growing concern about whether russia is even targeting isis as it claims to. Now concern also growing over these Ground Troops in syria and what their intentions might be. Whats your reading of whats happening on the ground in syria right now . Well, the russians are, obviously, striking antiregime targets. Theyve hit a few isis targets, to be fair, but overwhelming majority are going against the moderate and also the al qaeda elements that are present in syria. I know the secretary carter was basically reiterating the u. S. Governments stance, but the russians have a goal there, and that is to prop up bashar al assad, and theyre doing it. And if you look at the operations that are ongoing, theyre being quite effective l. The operations the russians have done just with the three squadrons of aircraft is impressive. Theyre dropping weapons and causing a lot of collateral damage, but it is it is really escalating things, and it has put a dent in the moderate rebels operational capable. If their goal was to shore up asaad, theyre doing a fairly good job. If they introduce Ground Troops, and we see every day, an air bridge going from russia into that air base in latakia. Theyve dropped lieaflets sayin the ground offensive is coming. And concern there, concern also with russia incursions into turkish air space. There are so many problems here and so many concerns to cover, but wed like to thank the colonel joining us. Now to the states where the rain has stopped in South Carolina but at least 111 dams have failed. More than 800 people are living in shelters right now. Officials warn some rivers might not crest for another two weeks which could cause more flooding. Federal safety investigators are now looking into the circumstances surrounding the disappearance of the cargo ship, el faro. The u. S. Coast guard says the ship sank during a storm with 33 kr crew members on board. They are serging for survivors. Only one of the lifeboats have been found along with a single victim. Pedram javaheri joins us to talk about this. The relatives are so upset. It turns out they knew the storm was coming. It was dangerous when they set sail. Absolutely. I think where some of the confusion was, and you would imagine with an experienced crew, but three hours before is when it was upgraded that it would become a hurricane and track into the area the vessel would go through. It was just supposed to be a Tropical Storm before that. It changed quickly. But they had three hours leeway to know exactly what was going to happen, and the storm even continued to strengthen after they departed jacksonville, florida. Thats what is a concern over this region. Well show you the gps of the vessel and also what happened. At 5 00 in the morning on tuesday, they departed on the coast of florida. Look at the forecast that was expected to be a Tropical Storm. Expected to stay north of the baham bahamas. Three hours after they depart, the forecast is now bumped up to a category 2, and then it remains for a couple of days and they had departed. We put the gps and the satellite with the storm system. Wednesday afternoon, they are about 100 miles away from the center of the storm and approaching a category 1 hurricane. They have time to turn back. What they did, the difference between this trip and a previous trip they did a week ago across the same right because they diverted slightly north by about 50 miles. Not enough to get out of the storms path. They continue the journey. That brought them into the storm. The following morning, a category 3 major hurricane. They go directly into the storm. Propulsion failure occurred as they entered the storm. Wave height estimation, 11 meters. And it would become a category 4 after they lost complete contact with florida. And the center circulation crosses toward the eye wall of a category 4. We looked into the ocean depth. Were talking somewhere around the order of three miles, 4. 8 kilometers to the bottom of the ocean. Water survival, water temperatures are close to 80 fahrenheit. The water temperatures, people have survived in five or six days. Were approaching a week now. Thats the only kind of fliglim of hope is this is the warmest waters in the world. This would give them sam chance to survive long time. And the relatives need that. Lets hope. Thank you, so much. Questions for the u. S. Vice president is fueling speculation about his own possible run for the white house. On tuesday a website reported that joe biden leaked details to a columnist of his sons dying wish that his father run for president. The article says he told his father the country would be better off with biden family values. He was slammed by calling it false and offensive. Beau biden died earlier this year from brain cancer. Cnn will host the democratic debate. Joe biden is not participating but is still considering a run. One source close to the Vice President says there will be a family conversation this weekend that could help seal his decision. We have more on the current and potential Democratic Candidates running for the white house. Reporter Hillary Clinton back in iowa and finally playing offense. Shes taking to the air waves, seizing on House Republican, Kevin Mccarthys suggestion that the benghazi attacks are aimed at bringing her down. We put together a ben zbauz gauze zi special committee. Reporter its the First National ad of her campaign, not overlooking the democratic race thats tougher than she imagined. With Bernie Sanders catching fire, clinton is trying to hold onto her claim. Day by day shes putting more distance between her position and president obamas. Shes saying yes to a syrian no fly zone and no to the keystone pipe lean and speaking out against u. S. Deportation. She outlined one of her biggest splits with the president saying i think we have to go back to being a much less harsh and aggressive enforcer, but biden is captivating the partys interest as he nears a decision about the 2016 race. Biden kept out of public view today holding his weekly white house lunch with the president but speculation about his political future raged. In iowa today, those lining up to see clinton had biden on their minds. Competition is good. Thats his choice. He needs to decide that. Reporter a super pac supporting the Clinton Campaign has started to do Opposition Research on the Vice President looking at his voting records from all the years in case he jumps in. This could be a very messy primary if he challenges Hillary Clinton. Cnn, davenport, iowa. Josh rogen joins us now from washington d. C. To talk about whats happening in this very early president ial race. Josh, thanks so much for your time. First, i want to know what you make of this climb by politico out now that Vice President leaked the detail after that his son dying wish was for him to run for president. What do you make of that . Reporter well, the timing of the leak is what most people are focussed on. It seems the Biden Campaign is nearing the decision, the Vice President expected to make his decision either this week or next week. The political article was disputed by bidens office today, but the bottom line is that theres a very few number of people who would know what happened in a private discussion between the Vice President and his son on his death bed. Its plausible it came from if not biden, but people close to him. The narrative of bidens run is affecting the race. If he doesnt run, a lot of people will be surprised. We sit and wait for the announcement. And Hillary Clinton seems to be having a good week. A humanizing moment on saturday night live, and now a new ad. Is this a surprise, clintons good week . Reporter its a long campaign. There are going to be good weeks and bad weeks. This comes after several bad weeks. Its the result of a gift from mccarthy. Right now in washington, mccarthy is being interviewed by his own caucus for the job of speaker which should be his. He performed an unforced error and gave the clintons a talking point, and the clintons are taking the ball and running with it, they should. Its the first bit of good luck theyve had in a long time. And lets turn around and look at whats happening on the republican candidate side. Donald trump leading in polls but hes slipping. This as others make gains. How concerned should the trump camp be right now . Reporter the trump camp is always working under the assumption that they would have a limit for how much support they could achieve inside the Republican Caucus without breaking into the larger mainstream audience. Theyve failed to do so. Thats a major problem for the campaign. This was always going to be a long race. Trump has said hes in it for the long haul. He doesnt have a money problem, but theres a growing realization around washington and especially in the early states that the trump peak may have come, and it may be downhill from here. Its interesting to see the Political Landscape shift and change has time moves on. Josh rogen, thank you for your incite from d. C. And you can see the first u. S. We were running for our lives, she tells us. She lost her child and now her husband. Im heart broken, she says. Years later, the refuge she hoped to find has only brought her struggle. And david joins us now from the refugee camp. David, people often think of refugee camps as temporary, but this one has been there for nearly 25 years. What does that tell us and what are the possible solutions to this situation being considered, perhaps . Reporter well, rosemary, its a protracted refugee situation, a classic one, and so many people around the world face a similar problem. This is not an acute crisis. Its a chronic one. More than 300,000 people are stuck in these camps behind me, and theyve been forced to live in a temporary situation because the kenyan government, frankly, doesnt want to acknowledge in some ways that this is here to stay. That many of these people were born in the camps, born to parents who, themselves, were born in the camps. Of course the main fault is the situation in somalia. People streaming in here because of conflict and famine. I dont know what the solutions are here. People dont want to go back to somalia, though theyre pushing them to leave. People arent allowed to move into kenya and start normal lives, because they are refugees. They have this kind of stateless status. So its a protracted situation, and some aid officials tell me this is what the future will be facing the world, across the world, as these situations unfold. It is extraordinary, and, david, the kenyan government says that camps like this are a source of terror in kenya. What are you learning about that . Youve visited this camp before. Youve visited other camps. What do you see . Reporter well, i have to say the security situation has deteriorated since we were last year, rosemary. Our movements, our strategy here is far more controlled. We have to be surrounded by gunmen protecting us and the same is the case for the u. N. Agencies working here. Doctors without borders has removed this is almost at the highest level of the u. N. Security level assessment. They say elle sha shaub is cruising this camp as a recruiting tool and trying to recruit the youth. But some experts ive spoken to say that assessment is overblown, that its a way for the kenyan government to push people out, to threaten to close these camps which they did after a horrific attack in this area earlier this year. The solutions, i have to say, are very challenging, but people say that these refugees are forgotten, and the world needs to pay attention. Rosemary and errol. David reporting from the refugee camp. Its been there nearly 25 years. Now to other stories were following for you. U. S. The scene of the worlds Worst Nuclear Accident seems to have become a haven for wildlife. Nearly 30 years ago a routine shut down of a power plant ended with a reactor explosion that sent clouds of radio active particles into the air. More than 100,000 people were evacuated, and an exclusion zone, a 30 mile radius was established around the plant. Hardly anybody lives there decades later, but the population of wildlife has grown, and it appears theyre all thriving. Lets talk about it with james smith, a professor, and coauthored the study. Thanks for your time j james. Its incredible to think that wildlife can thrive in a contaminated area so long as none of us are around. Are these animals more resili t resilient, or are we more destructive to nature than we thought. I think humans are more destructive to nature than were aware of. It sounds obvious, but when people live in an area, and do hunt and fishing and are around in an area, its worse for wildlife than a Serious Nuclear accident, it appears. It is extraordinary, but this is an intriguing situation. What impact has the radiation had on these animals . Do you know, and how does this finding progress science . Well, we know that in the first few weeks after the accident there was severe impacts on organisms, on plants, animals, in the most contaminated parts of the zone. Where radiation was high. We have to remember that now, 30 years on, the dose rates have dropped by about a factor of 100. Theyre 100 types less than they were then. They it means when we study the population, so we studied populations of elk, wild boar, wolf. When we study the populations of animals, we dont see a difference between the more contaminated areas and the less. Were seeing the images. All the thriving wildlife is amazing. I wonder if we might be missing something. By we, i mean you because you coauthored the study. It looks like the animals are healthy and reducing. Do we know how mutated the wildlife is . I think mutation is a difficult word. I prefer to say genetic change. We know that radiation damages genes. Its happening all over the world. Some areas of natural radio activity that are as high as this, its not something new. Its something animal populations have been dealing with throughout evolution. We know thats happening. Were questioning if thats really significant enough to have an impact on the population, and so from the study weve done, we dont find that it is. James smith, just a fascinating story, and presumably for any of the young that are born to some of these animals, anything that is mutated is left to die, im assuming. This is a question. There were reports, and its been the same after the accident in japan, reports of mutations and animals born with five legs and so on. Those werent really those werent corroborated after this one. We think of mutations as severe. Were doing work at the moment on fish in lakes here, including the cooling pond of the reactor, and were trying to find other more subtle mutations in the dna. As i said, even though there probably are, it doesnt seem to be affecting the populations of amazing. James smith, many thanks. Thank you for watching cnn newsroom. Led coalition. New questions for the pentagon after a hospital was hit by mistake in afghanistan. And also ahead, reflections of a legend. Life, art, and whats missing in todays beautiful game. Welcome to our viewers in the u. S. And around the world. Im Errol Barnett. And im Rosemary Church. This is cnn newsroom. And we begin with the war in syria as russia carries out a fresh wave of air strikes in idlib province. Moscow has announced it pligmige willing to cooperate with the United States. We are joined live in moscow. What are we to make of this line coming out of russia now . Reporter well, the line, essentially, is coming from the spokesman for the Russian Defense ministry. Hes saying there have been proposals to closer cord nalt the actions against the rebel group. We are prepared to consider it, but some Technical Details have to be worked out. Its a positive step in the sense that the russians appear to be embracing the idea of working hand and hand with the United States and its coalition which is carrying out its own strikes against the islamic state, but its not a done deal yet. There are technical issues. There havent been specified which issues they are, but we know there have been much closer military to military contact between the United States and russia over the course of the past 48 hours or so to make sure, first and foremost that there isnt any unwanted confrontation between u. S. And russia led forces over the skies in syria. On the face of it, it seems this could be a step closer. Russia is striking the not just targets related to islamic states but other targets as well, including any group that is in opposition to russias ally, asaad. This could look like a softening of the russian precision, but there are details not worked out. And the difficulty here, of course, this comes from russia at a time when there are questions, as you mentioned, about what the targets are, exactly that russia is hitting in syria. Theres also a concern about the Ground Troops. We dont know exactly what their intentions are, and now a couple of incursions into turkish air space. Now were hearing this line of possible cooperation from russia. Its confusing. Its mixed messages, and its difficult to really understand what the intentions are here. Reporter yeah. And i think that russia really, if you look back over the past year and a half, two years over the actions in ukraine, specifically, russia has a record of kind of sending out confusing messages, mixed messages, obscuring the facts, to a certain extent as well. And its playing the same kind of game in syria. Although, to a lesser extent, i think its fair to say than it has done in ukraine. I think whats become clear in terms of targeting is that russia does not really draw much of a distinction between the various opponents of asaad. It lumps together islamic state, the al nusra front and others in one big terrorist melting pot which it says its strikstrikin. That seems to be what its doing. The analysis is its doing everything it can to support the regime of bashar al assad, and doing what it can from the air to make it happen. In terms of Ground Troops, they denied all the allegations j specifically that russia is building up forces on the ground in syria in preparation for some kind of largescale ground offensive. Theyve said thats not happening. They do have troops on the ground priding a forced Protection Role and other limited roles. But it seems, at least officially, the push of russias military action in syria is from the air, not on the ground, at least not at this stage. All right. Covering this new line from russia that it may cooperate with the United States in the syrian air strikes, taking life with Matthew Chance in moscow. Lets take a look at some of the regional concerns over russias activities. We are joined to analyze this angle. Now we have the news that russian air strikes continue as the country claims it wants to work with the u. S. Coalition. But the fear is that with turkey and other u. S. Coalition aircraft flying in the region, its getting crowded and more dangerous. Yes, indeed. If you look at the pattern of air strikes, there does seem to be some overlap between where the russian aircraft are operating and where u. S. Led Coalition Aircraft are in particularly in the areas of Eastern Syria where the u. S. Has focussed its air strikes around, for instance, a down of darazor. Whats important is whats coming out of syria today. What weve seen already this morning on social media, youtube videos posted from provinces is a real pickup in the level of air strikes and rocket attacks that are going on in these areas, really focusing on parts of syria that are controlled by antiregime nonisis rebels. And what weve been hearing from rebel commanders on the ground for days now is that they are seeing a buildup of syrian forces. Some are saying, including forces from hezbollah in an attempt to launch a major ground offense i on these areas. Idlib, its important to keep in mind, this is the largest contiguous area with a long border with turkey. If the russian air strikes added with Ground Forces focus on these area, its going to be not only a serious blow to the nonisis antiregime forces but also those forces that are supported. For instance, by turkey, by the gulf states, by the United States. So certainly regardless of what moscow is saying, what were seeing on the ground is a definite focus from the air and on the ground against the forces that not isis, those that are fighting the regime but are not affiliated with isis. And theres another layer to this war, and thats the humanitarian one. You know, there are reports that as we speak, many more migrants will be fleeing syria, already neighboring nations have absorbed millions. How do nations in the region view the worsening, it seems, of the migrant crisis . Reporter well, i think we need to sort of correct our terminology here. People fleeing syria arent migrants. Theyre refugees. Theyre running away from the war, and, of course, the problem is if this offensive goes ahead, certainly turkey could be seen tens of thousands, perhaps hundreds of thousands of refugees fleeing to the border, because from there, they can actually get to turkey, and, of course, turkey is already overburdened with refugees, and this means more coming their way, and the same applies oh lebanon where one in four people in country is a syrian refugee, and the area where the russian air strikes are focusing among others, and the syrian Ground Forces, is whats known as a pocket between hama and homs, and those people potentially could be fleeing to lebanon if theres a ground offensive. So you have that additional element that is going to further complicate this situation. And, perhaps, perhaps, thats one of the reasons were now marrying fr hearing from russia that theyre open to working. There may be a clash in overlapping areas. Ben, thanks. The u. S. Military is admitting it made a tragic mistake when air strikes hit a hospital in northern afghanistan. The defense secretary says he deeply regrets the deaths of 22 people in kunduz. The command process is coming under review as well as the long range plans for u. S. Troops there. Reporter in the aftermath of the attack on the doctors without bordered hospital, a stunning military order from the top u. S. Commander. Ive directed the entire force to undergo in dth training in order to review our operational authorities in rules of engagement. Reporter that order, an acknowledgment that something went wrong. Rules of engagement spell out when and how the u. S. Military can conduct air strikes. Like the ac 130 gun chip that hit the hospital. Doctors without borders says the u. S. Knew it was a hospital. They were under attack for 30 minutes. It could not have been a mistake. Until were told otherwise and we see an independent investigation, well presume this was a war crime. Reporter did this violate u. S. Military rules . It has to go through a rigoro rigorous, u. S. Procedure to enable fires to go on the ground. There was no american Forward Air Controllers on the ground. Sir, we had a special Operations Unit that was in close consistent that was talking to the aircraft that delivered the fires. Reporter if the u. S. Knew it was a hospital, did reports of a taliban firing standards do not appear to have been met at the hospital. Military rules require u. S. Troops are at risk contrary to initial reports, u. S. Troops were not fired on. When the u. S. Is going after al qaeda, here it was the fwanl. When afghans are about to be overrun, here the afghans were trying to retake the area. Campbell said the overall security situation in afghanistan is still so uncertain he needs to revise his recommendations about a troop reduction. We have to provide our Senior Leadership options different than the current plan that were going with. Reporter it remains to be seen how many of the troops will remain after the end of next year, but with all the groups still pressing for their advantage in afghanistan, its very much an open question. Barbara star, cnn, the pentagon. Bringing us the view from kabul, afghanistan, is a reporter for the Guardian Newspaper. What is the status of kunduz right now, and how are people have digesting the latest u. S. Version of events that ultimately that was just a mistake . Reporter well, the situation in kunduz is very fragile and theres fighting going in central parts of the city. As late as last night, reports of the taliban captured one of the central squares, so this is a very volatile situation. What people say about this particular air strike, and u. S. Admission of it, i dont think people needed general campbell to admit to any guilt. I think they presumed this was a u. S. Air strike, but obviously this nurtured a lot of animosity toward the Afghan Government which is an ally of nato and the u. S. And kunduz has a lot of mistrust against local authorities. This has done nothing to improve the standing of either the government or the International Forces in kunduz. And the fighting there continues. What new information is Doctors Without Borders priding aboe pr all of this . Reporter well, theyre giving a press Conference Soon in geneva. So far they stick to their earlier claims that there are no taliban fighters inside the hospital, which is, obviously, central. Thats what the afghan authorities here are claiming, and they say its not enough for the u. S. To only investigate what happened, its not enough for them to put blame on either themselves or the Afghan Forces or wherever this ends up. They also want compensation from the u. S. The ms hospital is completely destroyed. Its now defunction. It was a hospital that treated 400 people leading to the air strike the week before. They are also asking for compensation from the u. S. Military. Reporter all right. Live for us in kabul today. Thanks very much. A spiral of deadly violence grips the middle east as leaders call for the clashes to stop. But please, please, she adds, stop killing civilians. Nick robertson, cnn, kabul, afghanistan. For more, we are joined by a retired army colonel. Thank you for talking with us. We just heard local afghans say their army cant handle the terrorists. Americas Top Commander in afghanistan told congress on tuesday the taliban and isis are getting stronger. So does the u. S. Need a radical rethink in afghanistan . Well, i think president obama is rethinking this at the request of the former chairman and the joint chiefs, general dempsey. You know, but these are tough questions. You know, weve been in part in afghanistan since 2001, and weve spent a great deal, many billions of dollars and lost thousands of lives. But we have to ask the question, long term, is the best interest of the United States served by keeping a force that is capable there . Thats what general dempsey is arguing . At least 5,000, as i understand, and they would be set up in a lily pad like environment where they would really go after the counterterrorism mission, you know, going after isis as it emerges there, certainly taliban, al qaeda and so forth. And i want to ask you about the hospital, the hospital that was hit. Now, we understand from the United States, it was a mistake. We know the military had the coordinates to this hospital. What went wrong . How was it hit, do you think . Well, obviously the department is justice is doing an investigation, who is general campbell. The ac 130 is an incredibly accurate weapons system. I dont think they missed their target. What happened here is evidently, based upon what i understand from general campbell, the afghans called on a particular target. And it would appear that someone didnt match that target that was identified with the nofire, or the preclusion areas identified earlier. It is a tragedy, for sure, and we want to get to the bottom of it. I want to go to a another big story, the growing tensions with russia, and here is what the nato secretary general said when he was asked about two russian interventions into turkish air space. Lets listen for a moment. Its unacceptable and dangerous and reckless behavior, and it adds to the tensions we see. So were hearing, there, dangerous and reckless. How dangerous do you think these violations of turkish air space are, and why do you think russia went into the air space . Theyre saying it was due to weather. Reporte well, it could be because they were using visual navigation or their gps failed them. Either one are unacceptable, and given the high stakes involved. What im concerned about is confrontation between a nato jet and russian jets in this whether syrian or turkish air space, that could be very dangerous. Nay thou if one country feels attacked, the other countries have to come to its rescue, and turkey is a nato ally. We face some very dangerous situations here, especially if we begin to see a ground operation and theres every indication right now the russians are beginning to build up their capability there on the ground with armaments and personnel along with the iranians and lehezbollah. Given the air operations, this could really get out of hand quickly. Lieutenant, thank you for speaking with us. We appreciate it. Thank you.
