It was a blunt warning they gave him as he was sulking in the oval office as we were told yesterday, people were describing his mood, given he was watching so much coverage of pure criticism how he handled the days events. They said by your own cabinet when it comes to the 25th amendment or lawmakers impeaching you, trying to remove you from office yet again, youre going to be removed one way or another if you do not take further action. The president said okay, told aides to write the speech we saw in a brief video, he reviewed it and taped it and released it late last night. The thing is, it was a sigh of relief for senior white house staff because the president did go through with taping it, but the question was how long is it going to be until the president back tracks on this because that is a pattern of behavior we have seen with the president the last several years since he has been in office, often capitulates to criticism, tries to backtrack later, complains he did that. You saw this morning, he is saying he is not going to bidens inauguration. That comes after the nonconcession concession speech we got last night. Last night, he was saying there will be a new administration, wont be me in office after january 20th, he is also not going to the inauguration which would have sent a message to supporters that breached the capitol earlier this week that the president is making the willful decision not to do so at this moment. Kaitlan, are there any more aides considering resigning at this point in time . Reporter there are. The window seems to be closing when staffers are going to leave. I think the breaking point was thursday as we were watching and listening from people. There are others talking about it, two of those including the white House Counsel pat cippolone, defended the president in the last impeachment trial. Doesnt appear if he resigns he could be around. If lawmakers move fast enough. Hope hicks, top aide to the president , one of his closest confidants, she talked about leaving the white house before his term ends. She says shes likely to make a decision in the next 48 hours or so based on people that heard the conversations, but whether or not she follows through with it remains to be seen. Weve heard people like the National Security adviser talk about resigning but so far have not followed through. People seem to think the longer they go without doing it, that window is closing. Theres only 12 days left of the trump administration. The fact that hope hicks, someone like that, that close to trump is even talking about it is a sign just how much support he has lost not just on capitol hill and in the cabinet but in the inner circle over the way he handled what happened wednesday. House Speaker Nancy Pelosi says she has reached out to the chairman of the joint chiefs, she has discussed keeping the president from starting a war or launching nuclear missiles. Let me read it to you. Speaker nancy pelosi initiated a call with the chairman. He answered questions regarding the process of Nuclear Command authority. General milleys hasnt been out talking about much of anything lately. This is something he clearly wanted to address. Everybody at the pentagon is very much on the page of keeping this all calm. Heres how Speaker Pelosi had questions, here are some answers how Nuclear Launch works in this country. A president , any president , has Sole Authority to launch Nuclear Weapons but is not able to do it on their own. There are very complex procedures, and it all starts with any order has to be legal. There are legal military experts all the way along the chain of command. If this were to happen sitting with the president , sitting with general milley, sitting with personnel with launching weapons, they have to find an order is legal. U. S. Military is not permitted to carry out illegal orders. They would be obligated to resign if there was an illegal order. Actually, it is a technical process. The president has the authority, but he cant do it himself. They have to exchange highly classified data, codes, launch codes, target data, what weapons they use, where the missiles are, in a real crisis, it can be done in minutes if the nation is under threat. What they said in the last few minutes, to be clear, Nuclear Weapons are an issue only if the nation is under threat. Theres really no legality, no scenario in which a president could just suddenly decide to launch Nuclear Weapons and have it legal. The advice from military experts is the weapons have a strict procedure, it is all safe and secure. They do not see a scenario where President Trump, if he is president of the United States, would not have that Sole Authority, although he could not do it himself and safeguards remain. This news on the heels of House Democrats saying theyre ready to move ahead with impeachment, with a vote as early as middle of next week. We have limited time. Every day that donald trump is president of the United States is a day of grave danger. So we can use procedural tools to get articles of impeachment to the floor for the house vote quickly. Lawmakers are pushing for Vice President mike pence to invoke the 25th amendment to remove the president , but that does seem unlikely to happen. Joe johns is live on capitol hill. Joe, what more are you hearing from there when it comes to the timeline to start impeachment . Reporter well, what we have heard is it could start as early as next week and there is this Conference Call going on among the democratic members on the house side up here on capitol hill. I got an email a couple minutes ago from a source that said the call is ongoing, in other words, it has been going on about an hour. There are a few headlines out of that, probably the first one is the speaker said in the call theres more support for impeachment of President Trump this time around as opposed to the last time he was impeached. Shes also making clear she prefers the president resigning or invocation of the 25th amendment in order to get the president out of the job. That would be something the cabinet would have to do. But if those two avenues do not work, she says she is willing to go forward and that articles of impeachment are being drafted. In fact, articles of impeachment, at least one, has been circulated that is an article that charges the president of the United States with abuse of power and essentially points back to january 6th and all of the events that occurred there. Theres also a letter that came out awhile ago from the speaker of the house to the membership and probably the headline out of that is something weve already discussed, that is the idea that the speaker reached out to the chairman of joint chiefs, mark milley, asking about available precautions, as she put it, to keep the president from initiating hostilities or using the Nuclear Codes. Those are probably the headlines. The other thing, we have to talk a little bit, brianna, about the state of play in the house of representatives, state of play generally with republicans. We also know that despite reluctance to move forward and people who would just like to run out the clock with the president leaving office january 20th, there was apparently a screaming match as has been reported between the minority leader of the house of representatives and the president on the day of the riot here on capitol hill. The minority leader, Kevin Mccarthy, telling the president he needed to tell the rioters to move on and leave the capitol. Back to you, brianna. Very interesting. He was breathing life into the conspiracy theory, Kevin Mccarthy was, publicly, that maybe this wasnt President Trump supporters, but behind the scenes, imploring the president to wave them off. That it is more proof not that we needed it, but it is more proof what the president said last night in that video was under duress. Big time duress. As our great white house reporters have been getting from sources, he was told by the very few aides still around him, allies still around him, that if he doesnt do it, then the 25th amendment or some form of real push to remove him will happen. Not to say it wont happen right now, but it was an all but certain thing. I talked to allies of the president who were trying to get him to go to the inauguration as part of the process that theyre pushing him to do as part of the video to try to find some semblance of a way back from the abyss, even though thats probably very hard and impossible to do at this point, but there was no way. It is completely out of character with who this man is, donald trump, to be able to go and sit there and watch the person that defeated him raise his hand and say that he takes the oath to be the next president. Never mind the fact thats what president s are supposed to do. We know this is one of many examples of the president not doing what president s are supposed to do to show the world that this is a country that stands up for its democratic ideals. Brianna, remember, Hillary Clinton went to Donald Trumps inauguration. He spent two years screaming lock her up, lock her up, right . She lost to him. Shes a former secretary of state, her husband is a former president. She went to Donald Trumps inauguration because she is not a coward. And this is cowardly. And this is also somebody who is desperately in need of the adulation of his Political Base and he believes they would not approve of the video he was forced into doing last night, nor would they approve of him attending the inauguration. I want to remind everyone what joe biden told jake tapper when he interviewed him december 3rd. Joe biden said he doesnt care personally of course whether donald trump is there, but he said it is important in the sense that we are able to demonstrate at the end of the chaos that hes created that theres a peaceful transfer of power with competing parties standing there shaking hands and moving on. And i think thats important. Thats from joe biden. Obviously donald trump cares only about the chaos, not about the peaceful transfer. Look, with the video he did yesterday, the impetus for doing that was his own interest. I think thats whats clear how he was persuaded to do that. He doesnt see going to the inauguration as being in his interest, even though it is clearly in the interest of the country, right . Put joe biden aside, it is in the interest of the country. Sources are telling cnn that the white house is in Crisis Management mode. I think thats almost an understatement. What is it like right now . Well, i was told by a source yesterday that the president is effectively cordoning himself off from anyone who might talk sense into him and doesnt want to hear it any more. He has decided what he has decided. He is not taking peoples advice. Hes asking as our white house reporters, he is asking about the question of whether he can pardon himself or not, and i think people are trying to figure out whether they ought to stay for the good of the country and be guardrails or whether they should back away, and otherwise, the president doesnt want to hear from anyone. Imagine that. It seems worse than the last scenes of Richard Nixon talking to portraits on the wall. You know, dana, i wanted to ask you about this kind of extraordinary call that the House Speaker made to the chairman of the joint chiefs about basically checking on, trying to make sure that it is preventable that the president could use the Nuclear Launch codes. How real is this concern that he could do something cataclysmic in final days . It is very real, brianna. How real did anybody think it was that he would go down and incite a mob to march into the capitol and do what they did. I think the failure as people said after 9 11 was lack of imagination of what, you know, if in the wrong hands, what people can do to create harm and right now, the president has shown only that he is the person who has the wrong hands. Im pulling up here, manu raju and i got reporting about this call that i believe is still ongoing as we speak that the House Speaker is having with her Democratic Caucus and she said just as a followup to her letter about the conversation she had with milley, she told the caucus she got assurances from mark milley, who is of course top military commander, that there are safeguards in place in the event President Trump wants to launch a nuclear weapon, per sources familiar with that conversation. This is the speaker of the house having to reassure her caucus that she talked to the chairman of the joint chiefs to be sure the president is kept from Nuclear Codes. I think theres a group of us that feel strongly we need to move forward with the impeachment article for insurrection by the president of the United States. You know, were not just doing this for the next 12 or 13 days, were doing this for generations to come. If we are not willing to state that the acts by the president of the United States to incite domestic terrorism and insurrection is an impeachable offense, then nothing is an impeachable offense. So you talk about a group that really wants to move forward here. Are there democrats who are opposed to moving forward with impeachment . I havent heard of any. But again, that conversation is still ongoing. I think ideally the Vice President of the United States, mr. Pence, should invoke the 25th amendment. The number of cabinet members who still exist is dwindling. Getting to a majority there is going to be much more likely. This president must be stopped in his tracks. President elect biden made it clear he wants to heal the country, we also have to think about what happens january 21st. The people that attacked us, i was one of the members in the gallery, lying face down on the marble as they were pounding on the door, these were anarchists, these were White Supremacists, these were antisemites, and we have to call them for what they were and are. I think they were using the president of the United States and i think the president of the United States was using them. I appreciate the call is ongoing, we are hearing what youre saying about the prospect of impeachment and as you were saying, essentially it sounds like part of this is for posterity as well, to judge this for what it is. But that said, what would the timetable be on impeachment . Well, clearly we have to move quickly. We would have to bring the article to the house floor quickly, within the next two or three days, four days. It would probably require us to come back to washington. I personally dont think this is a vote we can cast on our phones remotely, but none of those decisions have been made yet. None of those decisions have been made. But sounds like were going to get a good sense shortly if you have to move in the next two, three, four days. Yes. And i do think that theres an effort under way to encourage the Vice President to act for members of the u. S. Senate, much like they did when Richard Nixon was under fire to have a group of senators that support the president to go to him, ask him to resign. So theres many avenues that are being pursued presently. Richard nixon lost the faith of republicans, not republican lawmakers, talking about americans that were republicans. He lost a lot of support among americans. That was part of the reason why even his own party turned on him. That isnt as far as we can tell necessarily happening right at this moment. The president still retains quite a lot of support. It seems unlikely that the Vice President would move forward with the 25th amendment. How significant does that make efforts by congress, by the house, how much pressure does it put on democrats to move forward with impeachment. I think the willingness to move forward with impeachment is quite strong and i do believe that that effort personally, i do believe the effort must be undertaken. We must act on behalf of the constitution of the United States. I think the president should be criminally charged as well. He has incited domestic terrorism. The president after his video yesterday which was sort of his style of concession, it was at least admitting there would be a transition, he now says he will not attend joe bidens inauguration, which is such a symbolic part of peaceful transfer of praower. What do you think of this decision . I have no problem with him not attending the inauguration. It has happened in the past, john adams, rode out of town before Thomas Jefferson was naug inaugurated, there are a number of incidents in history. He is such a polarizing figure that it will be i think very problematic and im sure president elect biden is very content with the decision by President Trump. Then when the proud boys had a rally to celebrate rittenhouse, the president was asked during the debate if he would tell White Supremacists to stand down. Proud boys, stand back and stand by, ill tell you what. I tell you what. Somebody has to do something about and teef a and the left. Trump later denied that was a dog whistle to the group, even though the proud boys interpreted it quite differently. Some put the phrase on their logo. Jessica, Law Enforcement officials are working fast to bring criminal charges against those involved. I know you have new details about a couple of specific suspects. What are you learning . We do, brianna. Law enforcement is briefing reporters, talking about swift efforts and thanking the public for giving them a number of tips that led to a number of arrests, a number of suspects are in custody. And now were looking at a number of federal charges. They say so far 15 criminal complaints have been filed and theyre giving details about several of the suspects. I will rundown, they talked about derrick evans, a delegate in West Virginia legislature. He is being charged, he filmed himself on the Capitol Grounds going into the capitol, thats one person they named. They talked about Richard Barnett of arkansas. He is now in custody, he was arrested in little rock, arkansas. This is the picture thats become notorious the past several days. He was seen and photographed in Nancy Pelosis office, speaker of the house, putting his feet up on the desk. Prosecutors say he also stole property from Nancy Pelosis office. He had actually spoken about it to a local newspaper, bragging about what he had done, talking about the fact he had taken property. So he is now under arrest. They say he is in custody, arrested in little rock, arkansas today. They talked about another man as well that theyre charging. He was one who parked a pickup truck registered to him on the south side of the capitol, and when investigators went in to look at the truck, they found a number of alarming things, brianna. We previously talked about they found 11 molotov cocktails. Investigators are going more in depth. They say they found two handguns, m4 assault rifle, gasolines and materials that could be used for homemade napalm, used for in send darry devices. Theyre laying out a litany of complaints filed in federal court. Right now, the number is at 15. They say their work is far from done. They say theyre getting a flurry of tips in. They havent said how many. But they thanked the public for giving them this information that led to a number of arrests already, from people we have seen in pictures on social media, and people who really bragged about what theyve done as we saw in the case of Richard Barnett. Theyre keeping the public apprised, and working diligently and listening to the public as they call in tips. To recap, a number of people arrested, federal charges against at least 15 people now, but they expect more charges in the hours and days to come. People who flaunted that they had been inside the capitol, whether it was Richard Barnett putting his feet on pelosis desk or others that filmed themselves and bragged on social media. Next, i am speaking with a former Capitol Hill Police officer who calls what happened appalling, says theres a double standard based on race. Stand by. The natural Homeland Security and rules committee jointly announced they will hold hearings on the attack on the capitol. Its apparent Law Enforcement officials missed the signs. While there was no intelligence of a threat, demonstrators said on social media they were not planning a typical protest. In conversations before the rally, a source tells cnn Capitol Police assured federal agencies and the cities that they knew how to deal with large demonstrations. Also, i didnt see any horses, which is a great crowd stopper. I think they allowed hem to do what they did. Lets back up away from the capitol. Youre talking about a perimeter on Capitol Grounds, but well away from the building. We watched these folks just kind of traipse right through fencing and obstructions that were at least visually telling them they were not supposed to be where they were going. Youre saying there should broadband Police Officers there. Without a doubt. Fourth street on the west side of the capitol, there should have been a line of Police Officers there. There was no reason for them to get that close to the capitol. I doesnt see any reinforce coming in. Nobody was called in to help. The Capitol Police management to not accept the offers from the fbi, the military, um, i thought that was a shame by itself. To let them guys stay out there by themselves, i thought it was a disgrace. I blame management, and i also blame the police board, which is made up of the sergeantatarms of the house and the sergeantatarms of the senate. They were responsible for the safety of the Capitol Police. A lot of them were injured. We know that one has died. I wonder, as you watch this, i think what a lot of people were saying was, if this had been a black lives matter if this had initiated as a black lives matter protest, where there were a lot of calls to action about going up to congress and this was in opposition of something that congress was doing, that this would have been a very different, one, stance when it came to preparation and police preparedness, but also once this was under way, how some people were responding, what do you think . Without a doubt i think they would have been have been treated differently. Number one, if it was black lives matter, they wouldnt even have gotten that close, wouldnt have gotten to the step of the capitol. For them to i remember one day Louis Farrakhan came up to the hart building. He had four gentlemen with him, and they held the whole department over, and they even had the s. W. A. T. Team in the garage until he left. Four guys plus Louis Farrakhan. So they react on certain parties, on the blacks. I think that they was a part of allowing these people to come up to the capitol the way they did.
