I dont know exactly what this order is about. The wait for vaccine crushes up against the here and now, horrific numbers of the here and now. What does it mean, more new covid infections compared to last week. Deep red states, in those states 50 more infections at least. 50 more this week compared to last, you see arizona and california among those. They were big part of the summer surge. Fall, winter as well. If you look at yesterday, this is depressing numbers when you think of this. More than 192,000 cases yesterday. United states is averaging 200,000 new cases a day. 1400 deaths reported from coronavirus in the United States of america yesterday. 102,000 plus people hospitalized across 50 states. 102,000 plus hospitalized because of covid19. The total cases again are breaking records, none of these are records that any of us want to talk about. 15 million cases, we are on the verge of that, you see the numbers. This is what is driving it. Find your state in the United States. Find your state on the map. Darker the color, higher the positivity rate. 36 in pennsylvania, 34 in alabama, 39 in iowa, 43 kansas, california, 10 . Public Health Experts say get it to 5 and push it down. So many states, the majority are well above 5 , some above 30 and 40 . California putting new restrictions in place because the governor has seen this before. Remember where california was driving in the summer surge. Now it is cases well above that. New confirmed cases you see there. This is hospitalizations in california, during the dangerous and deadly summer surge. Now you see hospitalizations in california passing that as well. So the governor says yes, he hopes the vaccine is coming and coming soon, but it is a giant state, a lot of people. He has new restrictions in place, hospitalizations are up, the governor understands parents are now worried about children and schools. As a parent, when you have background rates that are exploding, when you see icus and hospital rates that are putting tremendous strain and pressure that it is not inappropriate for these parents and professionals to express some concern and anxiety about safety of their children. I want to see them back into the classroom but it must be done safely. We are pulling out the tool we know worked in the past and that is asking people at great sacrifice, we know, to stay at home as much as possible. And the new regional stay at home order that the governor put into place now effecting two large regions in california is exactly that, asking our public to make yet another sacrifice, to continue to save lives in california and keep our Health System safe and able to do the work we expect of it. So what you get in he have t itably, you have people going through it a third time. Onset in march, april, summer surge that hit california hard, now you have where you are now. People get confused, some people are tired, some dont trust government officials sadly. I want to read this from l. A. Times from yesterday, dr. Monica gondi. It is not because the public is irresponsible, theyre losing trust in Public Health officials that put out arbitrary restrictions. We are failing Public Health messaging. For california, part of the reason why we went with what we know works is the stay at home concept is an order that people can really relate to and understand. I put it in quotes because white house officials tell us the president will sign an executive order that will give Americans First dibs at a Coronavirus Vaccine, but white house officials are hesitant to explain if or how such an order would actually work. Lets get straight to the white house and kaitlan collins. Is this about protecting americans or is it what it sounds like which is politics . Reporter it is raising a lot of questions and were not getting a lot of answers on this, john. One of the questions is does this have anything to do with what were seeing play out with pfizer now which is where pfizer is saying they did approach the administration earlier this summer, they offered to sell them more doses of the Coronavirus Vaccine because of course they only secured 100 million doses through agreements that they were making with the companies before they knew if the vaccines would work. So they were moving with this, pfizer said they offered it, the white house denied that offer, saying they would stick with 100 million doses. It is raising questions when pfizer will be able to deliver more doses to the American People moving forward. Now, the white house is denying that they rejected any offer. It is raising questions on the executive order, since it is supposed to be giving americans the vaccine first and then distributing through the world and international community. That raises the question, john, can the United States stop a company from distributing its vaccine elsewhere if it already made commitments with those companies. Thats something that the white house is not shedding a lot of light on. We are waiting to see what answers to that will be. We know there will be this vaccine summit here at the white house today whereof course the white house is even bluntly admitted in part this is on congratulating the president on his efforts with operation warp speed and broader efforts of the administration. This comes i want to point out as we are learning that the trump attorney, jenna ellis, who has chris crossed the country with Rudy Giuliani informed people she tested positive for coronavirus. That comes after we found out sunday that Rudy Giuliani himself, john, was hospitalized with coronavirus. And the president said yesterday that he was doing well. One thing that this raises a question about with jenna ellis, we were told she was at a Christmas Party at the white house with senior staff friday and was not wearing a mask. Of course, it is unclear if she was contagious then. We dont know a lot of details surrounding her diagnosis. This is someone else youve often seen flouting Health Guidelines that now tested positive in the president s inner circle. Dozens, dozens of members of the president s inner circle. The fact she would be at a holiday reception, the fact those are held without yeah. We have been down this road before, we see ramifications of reckless behavior, sorry, thats what it is, ramifications of reckless behavior. So many questions. Yet every time he does something he thinks should make part of the democratic paerrty happy, someone else is unhappy. The campaign saying he would have the most diverse cabinet in history, he is trying to fulfill that promise. When you do that, you have a high bar to meet with constituen constituencies that want to be part of it, want members of their communities represented in limited number of cabinet positions. It makes it difficult when you have specific groups that want their members, theyre pushing for their members, specifically when it comes to high ranking cabinet officials like defense department, attorney general, treasury secretary, a number of different officials that joe biden has already named, a few that are still remaining. He will be pushing hard. Theres going to be some question between different groups jockeying for positions about how to allocate various positions, make sure the most qualified person is put in positions and make sure none of the groups are left out. Joe biden is walking a tight rope, trying to appease various groups he made promises to while trying to put together a cabinet that can fulfill his policy goals and make sure he runs a smooth government and has a clean break from the Trump Administration over the past four years. We talked a lot, he talked a lot himself, the president elect, about trying to prove you can still reach out, work with republicans. Well see. There are skeptics in his own party and in this town that that role still exists where a democratic president can work with republicans. What about the challenge of working with democrats. A lot of democrats were upset when President Trump picked general mattis to be pentagon chief, a lot of democrats were upset when john kelly, chief of staff, was not a confirmable position, too reliant on bringing military into the government. Jack reed, 82nd airborne veteran, from rhode island says this. Waiving the law should happen no more than once in a generation. I will not support a waiver for future nominees nor will i support any effort to water down a repeal to the statute in the future. There are a number of democrats that want to have that civil, military relationship maintained, even though after four years of President Trump it was a different approach. That would be a big test. Many things dont make it to phase three. We can down select some. I think there has to be fundsin for Second Generation vaccines, we may find one thats better, given in one dose and not given in cold storage. We are in the middle of a Public Health emergency. Quicker we get vaccine into people, the quicker this end. This is a hard decision, not something i can give an easy answer to. I think we need to put more resources into the ability to deliver the Pfizer Vaccine, probably the Moderna Vaccine which will be the first two to get emergency use authorization. The notion a Texas Attorney general is going to try to disenfranchise voters from four other states for laws that were in effect on election day is just not meritorious in the least. And ken paxton is an interesting case, john, because he is the subject of a federal securities violation investigation since 2015. He had bribery investigations started because of some people in his office say he acted improperly with a donor and this kind of feels like an addition for the celebrity trump pardon list. Thats a perspective i hadnt thought of, ben, thats why youre here. Youre smarter than i am when it comes to these things. Were at 40 something losses, one modest victory for team trump in one of the particulars of a pennsylvania identification, but they have been losing and losing and losing and losing. This is the response from wisconsin state, the governor and his team to a complaint filed in another trump lawsuit. But included in plaintiffs own exhibits show that dominion machines are used in only two counties, and those counties are places where President Trump won. Supreme court has the paxton case and case brought by a congressman from pennsylvania, both trying to invalidate results. The u. S. Supreme court jumped into bush v gore to end the chaos. The Supreme Court could jump in, reject the texas and pennsylvania cases now and stop a little bit of the chaos that seems to be brewing. And you dont see the loosest thread the Supreme Court could do anything other than that, do you . No. And i think as sort of evidence of that, you can look at what the lower courts have said about the trump lawsuits and thats been true of judges appointed by trump and all other courts. The top House Republican, kevin mccarthy, saying he would not vote to override president ial veto of the National Defense authorization bill. That legislation sets policy for defense spending would give troops a big raise. Manu raju live on capitol hill for us. Manu, most republicans disagree with the veto on policy, sounds like politics, theyre not ready to defy the president. This is a House Republican conference that has been mostly loil loyal from day one. At the end of the trump presidency, it is clear most republicans are uneasy, concerned, dont plan to defy the president , even though they agree with the overall policy. This is a 740 billion defense bill, authorizes projects around the country in districts around the country, it has been done every year for more than a half century. Congress is expected to approve it, but because of the president s opposition over unrelated issues, he is going to veto the bill and a lot of republicans plan to side with him. The president is concerned that the bill does not attack social Media Companies and wants to roll back protections for twitter and facebook and others. Thats something that the Senate Armed Services Committee Jim inhoff says doesnt belong on the bill. He spoke with President Trump last night for 30 minutes, told the president how significant a bill it is and disappointed with him vetoing this. Kevin mccarthy said he would side on the president on the ultimate veto override. That means, john, it appears it will be difficult to get twothirds majority in the House Chamber to override the veto. House Democratic Leaders are uncertain they have the votes there. It is likely in the senate they would have twothirds majority, but the house unlikely to. They may have to wait for the new president to come into get this major bill through. I think that may be a clue to the question, the answer to the question i am about to ask. The election was a month ago. We knew the winner just shy of that. House republicans, are they any closer to the idea that it is a President Biden theyre dealing with in 43 days . Reporter certainly not at this point, theyre not saying so publicly. In a closed door meeting this morning, top congressional republicans, including senator mcconnell, congressman mccarthy, both joined an effort to reject a resolution affirming that joe biden and Kamala Harris will be sworn in january 20th as part of the inaugural committee discussions.
